This document presents a critical review of the hazards associated with the operation of the Fission Products Pilot Plant (Building 3517). The physical facilities, chemical operations, and operating procedures for the plant are described. Analyses are made of the maximum creditable accidents involving chemical explosions in radioisotope processing and a criticality incident. It is shown that the primary and secondary containment features of the facility are adequate to reduce radioisotope contamination external to the building to tolerable levels in the event of the maximum creditable accidents. Various procedures, floor plans, flowsheets, inventories, etc., are included.
