This document consists of a Research Paper P-464, Explosive Fills (U) prepared by the Institute for Defense Analyses, Science and Technology Division. The purpose of this paper was to: address the problem of utilization of the munitions fill production capabilities in the U.S.; examine the rate of production and consumption of explosive fills by the U.S., showing that the production base of TNT and COMP B will no longer be sufficient; discuss two alternative types of explosive fills (ammonium-nitrate based explosive gel and Minol II) that could be used, thereby releasing TNT, COMP B and RDX for other uses; and discuss the possibility of new plants being constructed to supply the additional TNT and RDX. This copy of the report was sent to Dr. Mc.Millan of University of California Radiation Laboratory.
