Description/Abstract:
THE CONCEPT AND RATIONALE OF THE TVS-OCD CITY MODEL, BASED ON THE U.S. NAVY'S TVS (TARGET VULNERABILITY STUDIES) PROJECT CONDUCTED AT THE NA VAL RADIOLOGICAL DEFENSE LABORATORY, IS DESCRIBED. THIS MODEL IS BEIN G DESIGNED TO PERMIT PREATTACK TARGET-VULNERABILITY ANALYSIS AND POSTA TTACK DAMAGE ESTIMATES. INPUTS TO THE MODEL WILL CONSIST OF PREATTACK AND POSTATTACK CITY OR COMMUNITY DESCRIPTIONS, ONE OF A NUMBER OF ATT ACK PATTERNS, AND DAMAGE ESTIMATES. OUTPUTS OF THE MODEL WILL BE A RA PID ANALYSIS AND PRESENTATION OF THE INFORMATION VITALLY NEEDED BY A P OSTATTACK SOCIETY TRYING TO RE-ATTAIN ECONOMIC AND SOCIETAL VIABILITY. THE PRESENT REPORT DEFINES INPUT AND OUTPUT REQUIREMENTS OF THE MODE L IN TERMS OF THE VITAL OPERATIONS OF A CITY.
