Description/Abstract:
THIS MEMORANDUM REVIEWS THE STEPS NECESSARY TO PRODUCE AN OPERATIONAL FALLOUT MODEL. EACH FACET OF THE PROBLEM IS DISCUSSED, THE ATTENDANT D IFFICULTIES POINTED OUT, AND THE POSSIBLE COMPROMISES SUGGESTED. A COM PARISON OF RECENT FALLOUT MODELS IS ATTEMPTED SO THAT THE STRENGTHS AN D WEAKNESSES OF EACH CAN BE ASSESSED. FINALLY, A SUGGESTED PROGRAM FOR THE DEVELOPMENT OF A FLEXIBLE COMPUTER MODEL IS MADE. SUCH A MODEL CO ULD PROVIDE A MEANS FOR EXAMINING THE VARIATION IN PREDICTION AS A FUN CTION OF THE VARIATION IN THE INPUT.
