Description/Abstract:
THE PURPOSE BEHIND THE INVESTIGATION OF INDIRECT BOMB DAMAGE ASSESSMEN T (IBDA) TECHNIQUES IS TO PROVIDE THE STRATAGIC AIR COMMAND (SAC) WITH A CAPABILITY OF DETERMINING THE SUCCESS OF A BOMBARDMENT MISSION FROM DATA OBTAINED BY THE STRIKE AIRCRAFT. THIS CAPABILITY WOULD FULFILL TH E SAC REQUIREMENT FOR IMMEDIATE KNOWLEDGE OF THE EFFECTIVENESS OF THE BOMB STRIKE, WOULD FACILITATE POST-STRIKE MISSION PLANNING, AND WOULD LESSEN OR OBVIATE THE NEED FOR EXPOSING RECONNAISSANCE AIRCRAFT TO ENE MY ACTION IN ORDER TO GET THIS SAME INFORMATION. THE CONDITION UNDER W HICH SAC OPERATIONAL MISSIONS WOULD PROBABLY BE CONDUCTED PRECLUDE OBT AINING DIRECT OR VISUAL (PHOTOGRAPHIC) BOMB DAMAGE ASSESSMENT INFORMAT ION. INSTEAD, A PROPERLY INSTRUMENTED STRIKE AIRCRAFT COULD PROVIDE DA TA (YIELD AND LOCATION OF BURST) UNDER ALL-WEATHER CONDITIONS FROM WHI CH A THEORETICAL OR INDIRECT ASSESSMENT OF DAMAGE CAN BE MADE. IT IS T HIS LATTER METHOD WHICH WE CAN CALL IBDA. INORDER TO ACCOMPLISH IBDA O NE MUST KNOW THE BOMB YIELD (Y), THE POINT ON THE SURFACE ABOVE WHICH THE DETONATION OCCURS, I.E., GROUND ZERO (GZ), AND THE HEIGHT OF BURST (HB). UNDER ALL-WEATHER CONDITIONS, THE PRIMARY METHOD OF OBTAINING EA CH OF THESE ESSENTIAL PARAMETERS IS AS FOLLOWS: GROUND ZERO - DETERMIN ED FROM SCOPE PHOTOGRAPHS OF THE STANDARD BOMBING RADAR SYSTEM. YEILD - DETERMINED BY THE RECORDING SET, LIGHT AND TIME, AN/ASH-4. HEIGHT OF BURST - DETERMINED BY THE BALLISTIC CALCULATIONS USING TIME-OF-FALL IN FORMATION OBTAINED BY THE ASH-4. AN AIRCRAFT CAMERA, TYPE K-17C, HAS B EEN ADDED TO THE SYSTEM, SO THAT SHOULD VISUAL CONDITIONS EXIST, THIS WOULD BECOME THE PRIMARY METHOD OF OBTAINING BOTH GROUND ZERO AND HEIG HT OF BURST.
