Description/Abstract:
INVESTIGATIONS INVOLVING HUMAN BEINGS OFTEN ENTAILING MEDICAL PROCEDURES OR THERAPY THAT ARE SUBSTANTIALLY DIFFERENT FROM ACCEPTED GENERAL MEDICAL PRACTICES ARE AN ESSENTIAL COMPONENT OF MEDICAL RESEARCH. THIS OFFERS THE ONLY MEANS OF ACQUIRING THE NEW INFORMATION NECESSARY TO SOLVE THE PROBLEMS OF THE DISEASES AND DISORDERS THAT AFFLICT MAN. ETHICAL AND SCIENTIFIC CONSIDERATIONS DICTATE, HOWEVER, THAT THESE INVESTIGATIONS MUST BE UNDERTAKEN ONLY AFTER MATURE THOUGHT, UNDER RIGOROUSLY DEFINED AND CONTROLLED CONDITIONS; AND UNDER CIRCUMSTANCES WHICH WILL MINIMIZE THE DANGERS OF PREDICTABLE OR UNPREDICTABLE HAZARDS. THE BASIC PRINCIPLE UPON WHICH ALL SUCH INVESTIGATIONS MUST REST IS THAT HUMAN BEINGS HAVE INALIENABLE RIGHTS THAT SUPERSEDE ALL OTHER CONSIDERATIONS THAT MAY BE RAISED IN THE NAME EITHER OF SCIENCE OR OF THE GENERAL PUBLIC WELFARE. THEREFORE, THE RESPONSIBILITY OF THE PHYSICIAN FOR THE PHYSICAL AND NENTAL WELL BEING OF PERSONS IN HIS CARE AND FOR OBSERVANCE OF THE ETHICS OF HIS PROFESSION CANOT BE OVERRIDDEN BY ANY ELEMENT OF STUDY OR RESEARCH WHICH IS INTERJECTED INTO THE RELATIONSHIP BETWEEN THE PHYSIXIAN AND PERSONS IN HIS CARE.
