MEMORANDUM FROM DEPUTY DIRECTOR HAROLD O. WYCKOFF TO ASSISTANT SEC. OF DEF (AE), ATTN: LCDR WILLIAM O. K. RENTZ WHICH CONFERS 6 TOPICS ADDRESSED AT THE 15 NOVEMBER 1967 MEETING OF THE FRC WORKING GROUP. THE TOPICS ADDRESSED WERE: 1. HORIZONS, INC OF CLEVELAND, OHIO; DISCUSSION OF THE RADIATION RESPONSE OF A DYE FILM SOLUTION WHICH THEY HAVE DEVELOPED. ONE YEAR'S TIME AND 73K WOULD BE NEEDED TO DEVELP THE DYE FURTHER. 2. BRIEF DISCUSSION OF THE MEETING OF THE TASK GROUP ON URANIUM MINERS AND HOW TO EDUCATE GROUP MEMBERS ABOUT HAZARDS AND SAFEGUARDS. TASK GROUP MEETING ON DECEMBER 7 IN DENVER. 3. BRIEF DISCUSSION BY DR. BILES ON THE STRIKE AT HARTFORD. MEDIATION OVER EXPOSURE LIMITS AND MANAGEMENT'S INTERPRETATION. 4. ORNL REPORT UPSET U.K. MEDICAL RESEARCH COUCIL BECAUSE OF MISINTERPRETED DATA. 5. DISCUSSION OF PROJECT KETCH AND THE DIFFICULTY TO OBTAIN CALCULATION THEORETICAL VALUES FOR ALL OF THE PARAMETERS THAT MIGHT BE IMPORTANT IN SUCH A SHOT. COMMUNICATION WITH THE STATE OF PENNSYLVANIA IS OCCURING OVER THIS SITUATION. 6. DISCUSSION OF NEW PROJECTS, IE. DOSE ESTIMATION STUDIES FOR THE NEW PANAMA CANAL. PERMISSIBLE LEVELS FOR SUCH AN UNDERTAKING SHOULD BE ARRIVED AT BY JOINT COMMITTEES FROM THE US AND AT LEAST ANY OTHER COUNTRY DIRECTLY INVOLVED. THE US SHOULD NOT TRY TO MAKE PRELIMINARY ESTIMATES BEFORE SUCH A GROUP CONVENED, FOR SUCH A PROCEDURE MIGHT WELL PREJUDICE THE WHOLE EFFORT. SUGGESTION TO PERHAPS PRELIMINARY TO THIS IT WOULD BE WELL TO GET REPRESENTATIVES FROM EACH OF THE COUNTRIES INVOLVED TO SIT WITH THE FRC DURING ITS CONSIDERATION OF PROBLEMS LIKE KETCH
