Description/Abstract:
The test ban treaty recently agreed to in Moscow prohibits the carrying out of any nuclear detonations: "a. in the atmosphere, beyond its limits, including outer space, or underwater, including territorial waters or high seas; or "b in any other environment if such explosion causes radioactive debris to be present outside the territorial limits of the state under whose jurisdiction or control such explosion is conducted." The intent of the treaty is to permit underground nuclear explosions. However since nearly all underground nuclear detonations release some radioactivity to the atmosphere the conditions or permissible limits and extent of venter radioactivity need to be considered.
