This account of Intelligence and Security activities of the Manhattan District has been written for two reasons: to give the reader an insight into the innumerable and delicate problems relating to the security of a project which, by direction of the President of the United States, has been more drastically guarded than any other highly secret war development; and to provide a permanent record of the development, organization and activities of the Security and Intelligence Division.
