This volume of Book IV of the Manhattan District History has been written to provide the reader with the background necessary for a clearer understanding of the succeeding volumes of this book. A brief discussion of the independent research on radioactivity and nuclear physics leading up to the discovery of plutonium is presented, as well as the administrative arrangements under which the Pile Project has operated from January 1942 to 31 December 1946.
