    Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators. Yet, there have been few detailed case studies of bidding programs, particularly of those utilities that take on the additional challenge of having supply and DSM resources compete head-to-head for a designated block of capacity. To address that need, the New York State Energy Research and Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the bidding programs of two utilities that tested the integrated ``all-sources`` approach. This study focuses primarily on Consolidated Edison Company of New York`s (Con Edison) bidding program; an earlier report discusses our review of Niagara Mohawk`s program (Goldman et al 1992). We reviewed relevant Commission decisions, utility filings and signed contracts, interviewed utility and regulatory staff, surveyed DSM bidders and a selected sample of DSM non-bidders, and analyzed the bid evaluation system used in ranking bids based on detailed scoring information on individual bids provided by Con Edison.

    The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings.     The purpose of this Special Analysis (SA) is to determine if the Oak Ridge (OR) Consolidated Edison Uranium Solidification Project (CEUSP) uranium-233 (233U) waste stream (DRTK000000050, Revision 0) is acceptable for shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) on the Nevada National Security Site (NNSS). The CEUSP 233U waste stream requires a special analysis because the concentrations of thorium-229 (229Th), 230Th, 232U, 233U, and 234U exceeded their NNSS Waste Acceptance Criteria action levels. The acceptability of the waste stream is evaluated by determining if performance assessment (PA) modeling provides a reasonable expectation that SLB disposal is protective of human health and the environment. The CEUSP 233U waste stream is a long-lived waste with unique radiological hazards. The SA evaluates the long-term acceptability of the CEUSP 233U waste stream for near-surface disposal as a two tier process. The first tier, which is the usual SA process, uses the approved probabilistic PA model to determine if there is a reasonable expectation that disposal of the CEUSP 233U waste stream can meet the performance objectives of U.S. Department of Energy Manual DOE M 435.1-1, “Radioactive Waste Management,” for a period of 1,000 years (y) after closure. The second tier addresses the acceptability of the OR CEUSP 233U waste stream for near-surface disposal by evaluating long-term site stability and security, by performing extended (i.e., 10,000 and 60,000 y) modeling analyses, and by evaluating the effect of containers and the depth of burial on performance. Tier I results indicate that there is a reasonable expectation of compliance with all performance objectives if the OR CEUSP 233U waste stream is disposed in the Area 5 RWMS SLB disposal units. The maximum mean and 95th percentile PA results are all less than the performance objective for 1,000 y. Monte Carlo uncertainty analysis indicates that there is a high likelihood of

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to networks in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and

    This report discusses research efforts from the first year of a project analyzing the impacts of high penetration levels of photovoltaic (PV) resources interconnected onto Southern California Edison's (SCE's) distribution system. SCE will be interconnecting a total of 500 MW of commercial scale PV within their service territory by 2015. This Year 1 report describes the need for investigating high-penetration PV scenarios on the SCE distribution system; discusses the necessary PV system modeling and distribution system simulation advances; describes the available distribution circuit data for the two distribution circuits identified in the study; and discusses the additional inverter functionality that could be implemented in order to specifically mitigate some of the undesirable distribution system impacts caused by high-penetration PV installations.

    McDonnell Douglas Astronautics Company (MDAC) and United Stirling AB of Sweden (USAB) formed a joint venture in 1982 to develop and produce a Stirling dish solar generating system. In this report, the six year development and testing program continued by the Southern California Edison Company (SCE) is described. Each Stirling dish module consists of a sun tracking dish concentrator developed by the MDAC and a Stirling engine driven power conversion unit (PCU) developed by USAB. The Stirling dish system demonstrated twice the peak and daily solar-to-electric conversion efficiency of any other system then under development. This system continues to set the performance standard for solar to electric systems being developed in the early 1990`s. Test data are presented and used to estimate the performance of a commercial system.

    Two of the factors that need to be taken into account with rod consolidation are (1) the effects on rods from their removal from the fuel assembly and (2) the effects on rods as a result of the consolidation process. Potential components of both factors are described in the report. Discussed under (1) are scratches on the fuel rod surfaces, rod breakage, crud, extended burnup, and possible cladding embrittlement due to hydrogen injection at BWRs. Discussed under (2) are the increased water temperature (less than 10/sup 0/C) because of closer packing of the rods, formation of crevices between rods in the close-packed mode, contact with dissimilar metals, and the potential for rapid heating of fuel rods following the loss of water from a spent fuel storage pool. Another factor that plays an important role in rod consolidation is the cost of disposal of the nonfuel-bearing components of the fuel assembly. Also, the dose rate from the components - especially Inconel spacer grids - can affect the handling procedures. Several licensing issues that exist are described.     This paper is intended to provide information about the ongoing decommissioning tasks at Detroit Edison's Fermi 1 plant, and in particular, the work being performed to prepare the reactor for removal and disposal. In 1972 Fermi 1 was shutdown and the fuel returned to the Atomic Energy Commission. By the end of 1975, a retirement plan was prepared, the bulk sodium removed, and the plant placed in a safe store condition. The plant systems were left isolated with the sodium containing systems inert with carbon dioxide in an attempt to form a carbonate layer, thus passivating the underlying reactive sodium. In 1996, Detroit Edison determined to evaluate the condition of the plant and to make recommendations in relation to the Fermi 1 future plans. At the end of 1997 approval was obtained to remove the bulk asbestos and residual alkali-metals (i.e., sodium and sodium potassium (NaK)). In 2000, full nuclear decommissioning of the plant was approved. To date, the bulk asbestos insulation has been removed, and the only NaK remaining is located in six capillary instrument tubes. The remaining sodium is contained within the reactor, two of the three primary loops, and miscellaneous removed pipes and equipment to be processed. The preferred method for removing or reacting sodium at Fermi 1 is by injecting superheated steam into a heated, nitrogen inert system. The byproducts of this reaction are caustic sodium hydroxide, hydrogen gas, and heat. The decision was made to separate the three primary loops from the reactor for better control prior to processing each loop and the reactor separately. The first loop has already been processed. The main focus is now to process the reactor to allow removal and disposal of the Class C waste prior to the anticipated June 2008 closure of the Barnwell radioactive waste disposal facility located in South Carolina.     The project objective was to create the communication and control system, the process and the economic procedures that will allow owners (e.g., residential, commercial, industrial, manufacturing, etc.) of Distributed Energy Resources (DER) connected in parallel to the electric distribution to have their resources operated in a manner that protects the electric utility distribution network and personnel that may be working on the network. The Distribution Engineering Workstation (DEW) (a power flow and short circuit modeling tool) was modified to calculate the real-time characteristics of the distribution network based on the real-time electric distribution network information and provide DER operating suggestions to the Detroit Edison system operators so that regional electric stability is maintained. Part of the suggestion algorithm takes into account the operational availability of DER’s, which is known by the Energy Aggregator, DTE Energy Technologies. The availability information will be exchanged from DTE Energy Technologies to Detroit Edison. For the calculated suggestions to be used by the Detroit Edison operators, procedures were developed to allow an operator to operate a DER by requesting operation of the DER through DTE Energy Technologies. Prior to issuing control of a DER, the safety of the distribution network and personnel needs to be taken into account. This information will be exchanged from Detroit Edison to DTE Energy Technologies. Once it is safe to control the DER, DTE Energy Technologies will issue the control signal. The real-time monitoring of the DECo system will reflect the DER control. Multi-vendor DER technologies’ representing approximately 4 MW of capacity was monitored and controlled using a web-based communication path. The DER technologies included are a photovoltaic system, energy storage, fuel cells and natural gas/diesel internal combustion engine generators.     Customer acceptance of high temperature superconducting (HTS) cable technology requires a substantial field demonstration illustrating both the system's technical capabilities and its suitability for installation and operation within the utility environment. In this project, the world's first underground installation of an HTS cable using existing ductwork, a 120 meter demonstration cable circuit was designed and installed between the 24 kV bus distribution bus and a 120 kV-24 kV transformer at Detroit Edison's Frisbie substation. The system incorporated cables, accessories, a refrigeration system, and control instrumentation. Although the system was never put in operation because of problems with leaks in the cryostat, the project significantly advanced the state-of-the-art in the design and implementation of Warm Dielectric cable systems in substation applications. Lessons learned in this project are already being incorporated in several ongoing demonstration projects.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth.     This report reviews two recent radiological surveys of the General Services Administration (GSA) Raritan Depot in Edison, New Jersey, that were conducted after somewhat elevated levels of radiation were detected within a depot building. The first survey indicated gamma radiation levels were higher than natural background levels in some buildings and identified the probable source of the radiation as gypsum-like building tiles that contained natural uranium-chain radionuclides at a level 20 times higher than other materials. Elevated levels of radon and radon decay products also were detected in some buildings. A follow-on survey was conducted to confirm the January measurements and to measure radiation levels at other locations: additional buildings at the depot, buildings on the Middlesex County College campus, and a possible outdoor disposal site. EPA measurements established that ceiling material is the primary source of the radiation.     Consolidated thermites can be used as chemical heat sources. Pressing and sintering, a power metallurgy technique, has been developed to consolidate thermite parts with uniform density, composition, and calorific output. These materials are safe to handle, machineable, and generate minimum gas pressure upon reaction. This technique consists of die pressing various compositions of blended thermite powders, then isostatic pressing the parts before sintering to ensure the uniform density of the thermite composites. Parts sintered at various temperatures were examined metallographically for compositional uniformity and to determine whether diffusion between the powders had occurred. Flexure and tensile strength values were obtained to determine the temperature range required to produce strong parts. The coordination of metallography and strength values for various compositions and sintering temperature resulted in data that were used to optimize the fabrication process. Consolidation of thermite by pressing and sintering was found to be a valid process for producing uniform, dense, strong thermite parts.

    A process for the consolidation and containment of solid or semisolid hazardous waste, which process comprises closing an end of a circular hollow cylinder, filling the cylinder with the hazardous waste, and then cold working the cylinder to reduce its diameter while simultaneously compacting the waste. The open end of the cylinder can be sealed prior to or after the cold working process. The preferred method of cold working is to draw the sealed cylinder containing the hazardous waste through a plurality of dies to simultaneously reduce the diameter of the tube while compacting the waste.     The 2009 Participating Load Pilot Customer Impact Evaluation provides evidence that short duration demand response events which cycle off air conditioners for less than thirty minutes in a hot, dry environment do not lead to a significant degradation in the comfort level of residents participating in the program. This was investigated using: (1) Analysis of interval temperature data collected from inside residences of select program participants; and (2) Direct and indirect customer feedback from surveys designed and implemented by Southern California Edison at the conclusion of the program season. There were 100 indoor temperature monitors that were acquired by LBNL for this study that transmitted temperature readings at least once per hour with corresponding timestamps during the program season, June-October, 2009. Recorded temperatures were transferred from the onsite telemetry devices to a mesh network, stored, and then delivered to KEMA for analysis. Following an extensive data quality review, temperature increases during each of the thirty demand response test events were calculated for each device. The results are as follows: (1) Even for tests taking place during outside temperatures in excess of 100 degrees Fahrenheit, over 85 percent of the devices measured less than a 0.5 degree Fahrenheit temperature increase indoors during the duration of the event. (2) For the increases that were observed, none was more than 5 degrees and it was extremely rare for increases to be more than 2 degrees. At the end of the testing season SCE and KEMA designed and conducted a survey of the a facilities and public works managers and approximately 100 customers feedback survey to assess the extent the PLP events were noticed or disrupted the comfort level of participants. While only a small sampling of 3 managers and 16 customer surveys were completed, their responses indicate: (1) No customer reported even a moderate level of discomfort from the cycling-off of their air

    Dynamic consolidation was investigated as a potential method for producing P/M metal matrix composites. In this study, 2124 aluminum powders were mixed with silicon carbide particulate and consolidated using explosives. Numerical simulations were performed to provide insight into the consolidation process and to aid in the selection of experimental conditions. The microstructure of the as-consolidated product was dependent upon processing variables. Careful control of the shock parameters allowed full density, crack free composites to be achieved in cylindrical geometries. Although full density was obtained, low fracture strengths suggested a lack of interparticle bonding, probably resulting from the limited ability to redistribute surface oxides during consolidation. 10 refs., 9 figs.

    The Department of Energy, under the Clean Coal Technology program, proposes to provide cost-shared financial assistance for the construction of a utility-scale circulating fluidized bed technology cogeneration facility by York County Energy Partners, L.P (YCEP). YCEP, a project company of ir Products and Chemicals, Inc., would design, construct and operate a 250 megawatt (gross) coal-fired cogeneration facility on a 38-acre parcel in North Codorus Township, York County, Pennsylvania. The facility would be located adjacent to the P. H. Glatfelter Company paper mill, the proposed steam host. Electricity would be delivered to Metropolitan Edison Company. The facility would demonstrate new technology designed to greatly increase energy efficiency and reduce air pollutant emissions over current generally available commercial technology which utilizes coal fuel. The facility would include a single train circulating fluidized bed boiler, a pollution control train consisting of limestone injection for reducing emissions of sulfur dioxide by greater than 92 percent, selective non-catalytic reduction for reducing emissions of nitrogen oxides, and a fabric filter (baghouse) for reducing emissions of particulates. Section II of this report provides a general description of the facility. Section III describes the site specifics associated with the facility when it was proposed to be located in West Manchester Township. After the Cooperative Agreement was signed, YCEP decided to move the proposed site to North Codorus Township. The reasons for the move and the site specifics of that site are detailed in Section IV. This section of the report also provides detailed descriptions of several key pieces of equipment. The circulating fluidized bed boiler (CFB), its design scale-up and testing is given particular emphasis.

    Under the direction of the NASA-Glenn Research Center, the Edison Welding Institute (EWI) in Columbus, OH performed a series of non-fusion joining experiments to determine the feasibility of joining refractory metals or refractory metal alloys to Ni-based superalloys. Results, as reported by EWI, can be found in the project report for EWI Project 48819GTH (Attachment A, at the end of this document), dated October 10, 2005. The three joining methods used in this investigation were inertia welding, magnetic pulse welding, and electro-spark deposition joining. Five materials were used in these experiments: Mo-47Re, T-111, Hastelloy X, Mar M-247 (coarse-grained, 0.5 mm to several millimeter average grain size), and Mar M-247 (fine-grained, approximately 50 {micro}m average grain size). Several iterative trials of each material combination with each joining method were performed to determine the best practice joining method. Mo-47Re was found to be joined easily to Hastelloy X via inertia welding, but inertia welding of the Mo-alloy to both Mar M-247 alloys resulted in inconsistent joint strength and large reaction layers between the two metals. T-111 was found to join well to Hastelloy X and coarse-grained Mar M-247 via inertia welding, but joining to fine-grained Mar M-247 resulted in low joint strength. Magnetic pulse welding (MPW) was only successful in joining T-111 tubing to Hastelloy X bar stock. The joint integrity and reaction layer between the metals were found to be acceptable. This single joining trial, however, caused damage to the electromagnetic concentrators used in this process. Subsequent design efforts to eliminate the problem resulted in a loss of power imparted to the accelerating work piece, and results could not be reproduced. Welding trials of Mar M-247 to T-111 resulted in catastrophic failure of the bar stock, even at lower power. Electro-spark deposition joining of Mo-47Re, in which the deposited material was Hastelloy X, did not have a

    The York Canyon mine evaluation has been completed and sent out for review and comment. Several mining companies including Consol, Plateau, and Emery have been contacted regarding future testing. York Canyon has also expressed interest in continuing the investigation. Further analysis of the York Canyon data has indicated several unknowns which should be identified during the next evaluation. Among them are the centrality of sensor position with respect to both cross and along the face axes. Also, it is felt that separation of other spatially related dust sources (e.g., conveyor, crusher, gob consolidation and air patterns) is important. In order to conduct the new headgate cutout tests, the existing longwall gallery was modified. A fan and duct work were added to simulate gob leakage in line with the headgate entry. Tracer gas concentration profiles, smoke tracers, and air velocity measurements have been taken. Primary airflows of 12,000 cfm with gob leakage of 5000 cfm and primary airflow of 7000 cfm without gob leakage gave similar results. The airflow along the face was the prime factor and not the primary airflow. The wing curtain did not have a significant impact on the tailgate operator and drum zones. It did have a marginal effect at the headgate operator zone. The use of shearer clearer spray system did have a large impact on improving the tracer gas pattern along the face, but at the same time adversely deteriorated the tailgate operator zone in two ways: higher tracer gas concentrations and water mist.

The primary surface is covered by a powder retention plate which is engaged by a flyer plate to transmit the shock wave to the primary surface and the powder. Spawl plates are adhesively mounted on other surfaces of the block to act as momentum traps so as to reduce reflected waves in the block.

    A methcd is presented for reducing dense metal compositions while simultaneously separating impurities from the reduced dense metal and casting the reduced parified dense metal, such as uranium, into well consolidated metal ingots. The reduction is accomplished by heating the dense metallic salt in the presence of a reducing agent, such as an alkali metal or alkaline earth metal in a bomb type reacting chamber, while applying centrifugal force on the reacting materials. Separation of the metal from the impurities is accomplished essentially by the incorporation of a constricted passageway at the vertex of a conical reacting chamber which is in direct communication with a collecting chamber. When a centrifugal force is applled to the molten metal and slag from the reduction in a direction collinear with the axis of the constricted passage, the dense molten metal is forced therethrough while the less dense slag is retained within the reaction chamber, resulting in a simultaneous separation of the reduced molten metal from the slag and a compacting of the reduced metal in a homogeneous mass.

    This document describes a draft plan and schedule to consolidate spent nuclear fuel (SNF) and special nuclear material (SNW) from aging storage facilities throughout the Idaho National Engineering Laboratory (INEL) to the Idaho Chemical Processing Plant (ICPP) in a safe, cost-effective, and expedient manner. A fully integrated and resource-loaded schedule was developed to achieve consolidation as soon as possible. All of the INEL SNF and SNM management task, projects, and related activities from fiscal year 1994 to the end of the consolidation period are logic-tied and integrated with each other. The schedule and plan are presented to initiate discussion of their implementation, which is expected to generate alternate concepts that can be evaluated using the methodology described in this report. Three perturbations to consolidating SNF as soon as possible are also explored. If the schedule is executed as proposed, the new and on-going consolidation activities will require about 6 years to complete and about $25.3M of additional funding. Reduced annual operating costs are expected to recover the additional investment in about 6.4 years. The total consolidation program as proposed will cost about $66.8M and require about 6 years to recover via reduced operating costs from retired SNF/SNM storage facilities.     Finite-element simulations using a large-strain thaw-consolidation model, formulated by the writers, are presented and compared with the data obtained from a warm-oil test pipeline at Inuvik, Northwest Territory, Canada. Nondimensional design charts generated by the method are used to predict thaw-consolidation settlements. A good agreement is found between observed and predicted settlement values giving encouragement for future thaw-settlement predictions, based on finite-element-generated nondimensional charts.

    Design and licensing of the Surry Power Station Independent Spent Fuel Storage Installation was initiated in 1982 by Virginia Power as part of a comprehensive strategy to increase spent fuel storage capacity at the Station. Designed to use large, metal dry storage casks, the Surry Installation will accommodate 84 such casks with a total storage capacity of 811 MTU of spent pressurized water reactor fuel assemblies. Virginia Power provided three storage casks for testing at the Idaho National Engineerinq Laboratory's Test Area North and the testing results have been published by the Electric Power Research Institute. Sixty-nine spent fuel assemblies were transported in truck casks from the Surry Power Station to Test Area North for testing in the three casks. Because of restrictions imposed by the cask testing equipment at Test Area North, the irradiated insert components stored in these fuel assemblies at Surry were removed prior to transport of the fuel assemblies. Retaining these insert components proved to be a problem because of a shortage of spent fuel assemblies in the spent fuel storage pool that did not already contain insert components. In 1987 Virginia Power contracted with Chem-Nuclear Systems, Inc. to process and dispose of 136 irradiated insert components consisting of 125 burnable poison rod assemblies, 10 thimble plugging devices and 1 part-length rod cluster control assembly. This work was completed in August and September 1987, culminating in the disposal at the Barnwell, SC low-level radioactive waste facility of two CNS 3-55 liners containing the consolidated insert components.

  2. Consolidation of cubic and hexagonal boron nitride composites

    When we Consolidate cubic boron nitride (cBN) it typically requires either a matrix of metal bearing materials that are undesirable for certain applications, or very high pressures within the cBN phase stability field that are prohibitive to manufacturing size and cost. We present new methodology for consolidating high stiffness cBN composites within a hexagonal boron nitride (hBN) matrix (15–25 vol%) with the aid of a binder phase (0–6 vol%) at moderate pressures (0.5–1.0 GPa) and temperatures (900–1300 °C). The composites are demonstrated to be highly tailorable with a range of compositions and resulting physical/mechanical properties. Ultrasonic measurements indicate that in some cases these composites have elastic mechanical properties that exceed those of the highest strength steel alloys. Moreover, two methods were identified to prevent phase transformation of the metastable cBN phase into hBN during consolidation: 1. removal of hydrocarbons, and 2. increased cBN particle size. Lithium tetraborate worked better as a binder than boron oxide, aiding consolidation without enhancing cBN to hBN phase transformation kinetics. These powder mixtures consolidated within error of their full theoretical mass densities at 1 GPa, and had only slightly lower densities at 0.5 GPa. This shows potential for consolidation of these composites into larger parts, in a variety of shapes, at even lower pressures using more conventional manufacturing methods, such as hot-pressing.

    When we Consolidate cubic boron nitride (cBN) it typically requires either a matrix of metal bearing materials that are undesirable for certain applications, or very high pressures within the cBN phase stability field that are prohibitive to manufacturing size and cost. We present new methodology for consolidating high stiffness cBN composites within a hexagonal boron nitride (hBN) matrix (15–25 vol%) with the aid of a binder phase (0–6 vol%) at moderate pressures (0.5–1.0 GPa) and temperatures (900–1300 °C). The composites are demonstrated to be highly tailorable with a range of compositions and resulting physical/mechanical properties. Ultrasonic measurements indicate that inmore » some cases these composites have elastic mechanical properties that exceed those of the highest strength steel alloys. Moreover, two methods were identified to prevent phase transformation of the metastable cBN phase into hBN during consolidation: 1. removal of hydrocarbons, and 2. increased cBN particle size. Lithium tetraborate worked better as a binder than boron oxide, aiding consolidation without enhancing cBN to hBN phase transformation kinetics. These powder mixtures consolidated within error of their full theoretical mass densities at 1 GPa, and had only slightly lower densities at 0.5 GPa. This shows potential for consolidation of these composites into larger parts, in a variety of shapes, at even lower pressures using more conventional manufacturing methods, such as hot-pressing.« less

  5. New York MARKAL: An evaluation of carbon dioxide emission control strategies in New York State

    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.
