    DOE's Office of Electricity Delivery and Energy Reliability, in collaboration with the National Institute of Standards and Technology (NIST) and the North American Electric Reliability Corporation (NERC), has released guidance to help utilities better understand their cybersecurity risks, assess severity, and allocate resources more efficiently to manage those risks. The Electricity Subsector Cybersecurity Risk Management Process (RMP) guideline, which provides a flexible approach to managing cybersecurity risks across all levels of the organization, was developed by a public-private sector team that was led by the Office of Electricity Delivery and Energy Reliability and included representatives from across the industry.

    In order to characterize industrial energy service, current energy demand, its end uses, and cost of typical energy applications and resultant services in the industrial sector were examined and a projection of state industrial energy demands and prices to 1990 was developed. Volume II presents in Section 2 data on the US manufacturing subsector energy demand, intensity, growth rates, and cost for 1971, 1974, and 1976. These energy data are disaggregated not only by fuel type but also by user classifications, including the 2-digit SIC industry groups, 3-digit subgroups, and 4-digit SIC individual industries. These data characterize typical energy applications and the resultant services in this subsector. The quantities of fuel and electric energy purchased by the US manufacturing subsector were converted to British thermal units and reported in billions of Btu. The conversion factors are presented in Table 4-1 of Volume I. To facilitate the descriptive analysis, all energy cost and intensity data were expressed in constant 1976 dollars. The specific US industrial energy service characteristics developed and used in the descriptive analysis are presented in Volume I. Section 3 presents the computer program used to produce the tabulated data.

    An examination is made of the current and future energy demands, and uses, and cost to characterize typical applications and resulting services in the US and industrial sectors of 15 selected states. Volume III presents tables containing data on selected states' manufacturing subsector energy consumption, functional uses, and cost in 1974 and 1976. Alabama, California, Illinois, Indiana, Louisiana, Michigan, Missouri, New Jersey, New York, Ohio, Oregon, Pennsylvania, Texas, West Virginia, and Wisconsin were chosen as having the greatest potential for replacing conventional fuel with solar energy. Basic data on the quantities, cost, and types of fuel and electric energy purchased by industr for heat and power were obtained from the 1974 and 1976 Annual Survey of Manufacturers.     The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The Peabody Hotel, Orlando, Florida was the site of Power Engineering magazine's 2006 Projects of the Year Awards Banquet, which kicked-off the Power-Gen International conference and exhibition. The Best Coal-fired Project was awarded to Tri-State Generation and Transmission Association Inc., owner of Springenville Unit 3. This is a 400 MW pulverized coal plant in Springeville, AZ, sited with two existing coal-fired units. Designed to fire Powder River Basin coal, it has low NOx burners and selective catalytic reduction for NOx control, dry flue gas desulfurization for SO{sub 2} control and a pulse jet baghouse for particulate control. It has a seven-stage feedwater heater and condensers to ensure maximum performance. Progress Energy-Carolinas' Asheville Power Station FGD and SCR Project was awarded the 2006 coal-fired Project Honorable Mention. This plant in Skyland, NC was required to significantly reduce NOx emissions. When completed, the improvements will reduce NOx by 93% compared to 1996 levels and SO{sub 2} by 93% compared to 2001 levels. Awards for best gas-fired, nuclear, and renewable/sustainable energy projects are recorded. The Sasyadko Coal-Mine Methane Cogeneration Plant near Donezk, Ukraine, was given the 2006 Honorable Mention for Best Renewable/Sustainable Energy Project. In November 2004, Ukraine was among 14 nations to launch the Methane to Markets partnership. The award-winning plant is fuelled by methane released during coal extraction. It generates 42 MW of power. 4 photos.

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     This report documents the authors work as an expert team advising the US Department of Energy on modes of inadvertent intrusion over the next 10,000 years into the Waste Isolation Pilot Project (WIPP) nuclear waste repository. Credible types of potential future accidental intrusion into the WIPP are estimated as a basis for creating warning markers to prevent inadvertent intrusion. A six-step process is used to structure possible scenarios for such intrusion, and it is concluded that the probability of inadvertent intrusion into the WIPP repository over the next ten thousand years lies between one and twenty-five percent. 3 figs., 5 tabs.

Five disturbed sites were evaluated for this assessment. Four sites are recommended to be removed from the annual assessment, and one is recommended for continued evaluation.     The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes. The FY 87 Program Plan is consistent with the Defense TRU Waste Program goals and objectives stated in the Defense Transuranic Waste Program Strategy Document, January 1984. The roles of participants, the responsibilities and authorities for Operations, and Research Development (R D), the organizational interfaces and communication channels for R D and the establishment of procedures for planning, reporting, and budgeting of Operations and R D activities meet requirements stated in the Technical Management Plan for the Transuranic Waste Management Program. Detailed budget planning (i.e., programmatic funding and capital equipment) is presented for FY 87; outyear budget projections are presented for future years.

    The recent decrease in Arctic sea ice cover has transpired with a significant loss of multi year ice. The transition to an Arctic that is populated by thinner first year sea ice has important implications for future trends in area and volume. Here we develop a reduced model for Arctic sea ice with which we investigate how the survivability of first year and multi year ice control the mean state, variability, and trends in ice area and volume.

    The Waste Management Program is pleased to issue the Fiscal Year 1998 Progress Report presenting program highlights and major accomplishments of the last year. This year-end update describes the current initiatives in waste management and the progress DOE has made toward their goals and objectives, including the results of the waste management annual performance commitments. One of the most important program efforts continues to be opening the Waste Isolation Pilot Plant (WIPP), located near Carlsbad, New Mexico, for the deep geologic disposal of transuranic waste. A major success was achieved this year by the West Valley Demonstration Project in New York, which in June completed the project`s production phase of high-level waste processing ahead of schedule and under budget. Another significant accomplishment this year was the award of two privatization contracts for major waste management operations, one at Oak ridge for transuranic waste treatment, and one at Hanford for the Tank Waste Remediation System privatization project. DOE is proud of the progress that has been made, and will continue to pursue program activities that allow it to safely and expeditiously dispose of radioactive and hazardous wastes across the complex, while reducing worker, public, and environmental risks.

    Review of subsea completion statistics for 1993 shows 78 installations--an 18% increase over the previous all-time high of 66 installations during 1985. Risking some dramatics, the 78 installations during '93 represent a 73% increase over the 45 installations during '92. And enthusiasm and positive outlook for continued application of subsea completions is clearly indicated in all major areas of the offshore world. Data suggest that the activity should continue to rise strongly toward the year 2000. At the end of 1993, the number of future subsea completions identified for installation during the next 10 years is 1,315--up 15% from the 1,144 identified at year-end 1992. The next highest number identified was 1,083 at the end of 1989, supporting a positive trend.

    A concern exists that some equipment in use might contain microprocessors that are dependent upon a time date function. The majority of the software programming for microprocessors has only utilized a 2 digit identifier for the year. With the approach of the year 2000, (Y2K), there is concern that the date function will not be correctly recognized and some functions will not operate properly. TWRS maintenance procedures have been reviewed to identify equipment components that may not be Y2K compliant. Engineering judgment was utilized to eliminate procedures and equipment that is obviously not impacted by Y2K.
