    The Peabody Hotel, Orlando, Florida was the site of Power Engineering magazine's 2006 Projects of the Year Awards Banquet, which kicked-off the Power-Gen International conference and exhibition. The Best Coal-fired Project was awarded to Tri-State Generation and Transmission Association Inc., owner of Springenville Unit 3. This is a 400 MW pulverized coal plant in Springeville, AZ, sited with two existing coal-fired units. Designed to fire Powder River Basin coal, it has low NOx burners and selective catalytic reduction for NOx control, dry flue gas desulfurization for SO{sub 2} control and a pulse jet baghouse for particulate control. It has a seven-stage feedwater heater and condensers to ensure maximum performance. Progress Energy-Carolinas' Asheville Power Station FGD and SCR Project was awarded the 2006 coal-fired Project Honorable Mention. This plant in Skyland, NC was required to significantly reduce NOx emissions. When completed, the improvements will reduce NOx by 93% compared to 1996 levels and SO{sub 2} by 93% compared to 2001 levels. Awards for best gas-fired, nuclear, and renewable/sustainable energy projects are recorded. The Sasyadko Coal-Mine Methane Cogeneration Plant near Donezk, Ukraine, was given the 2006 Honorable Mention for Best Renewable/Sustainable Energy Project. In November 2004, Ukraine was among 14 nations to launch the Methane to Markets partnership. The award-winning plant is fuelled by methane released during coal extraction. It generates 42 MW of power. 4 photos.

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. The success of any LNG project will be dependent on its individual economics, market needs, financial planning, and governmental permit processes.     This report documents the authors work as an expert team advising the US Department of Energy on modes of inadvertent intrusion over the next 10,000 years into the Waste Isolation Pilot Project (WIPP) nuclear waste repository. Credible types of potential future accidental intrusion into the WIPP are estimated as a basis for creating warning markers to prevent inadvertent intrusion. A six-step process is used to structure possible scenarios for such intrusion, and it is concluded that the probability of inadvertent intrusion into the WIPP repository over the next ten thousand years lies between one and twenty-five percent. 3 figs., 5 tabs.

    The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes. The FY 87 Program Plan is consistent with the Defense TRU Waste Program goals and objectives stated in the Defense Transuranic Waste Program Strategy Document, January 1984. The roles of participants, the responsibilities and authorities for Operations, and Research Development (R D), the organizational interfaces and communication channels for R D and the establishment of procedures for planning, reporting, and budgeting of Operations and R D activities meet requirements stated in the Technical Management Plan for the Transuranic Waste Management Program. Detailed budget planning (i.e., programmatic funding and capital equipment) is presented for FY 87; outyear budget projections are presented for future years.

    The Waste Management Program is pleased to issue the Fiscal Year 1998 Progress Report presenting program highlights and major accomplishments of the last year. This year-end update describes the current initiatives in waste management and the progress DOE has made toward their goals and objectives, including the results of the waste management annual performance commitments. One of the most important program efforts continues to be opening the Waste Isolation Pilot Plant (WIPP), located near Carlsbad, New Mexico, for the deep geologic disposal of transuranic waste. A major success was achieved this year by the West Valley Demonstration Project in New York, which in June completed the project`s production phase of high-level waste processing ahead of schedule and under budget. Another significant accomplishment this year was the award of two privatization contracts for major waste management operations, one at Oak ridge for transuranic waste treatment, and one at Hanford for the Tank Waste Remediation System privatization project. DOE is proud of the progress that has been made, and will continue to pursue program activities that allow it to safely and expeditiously dispose of radioactive and hazardous wastes across the complex, while reducing worker, public, and environmental risks.

    Review of subsea completion statistics for 1993 shows 78 installations--an 18% increase over the previous all-time high of 66 installations during 1985. Risking some dramatics, the 78 installations during '93 represent a 73% increase over the 45 installations during '92. And enthusiasm and positive outlook for continued application of subsea completions is clearly indicated in all major areas of the offshore world. Data suggest that the activity should continue to rise strongly toward the year 2000. At the end of 1993, the number of future subsea completions identified for installation during the next 10 years is 1,315--up 15% from the 1,144 identified at year-end 1992. The next highest number identified was 1,083 at the end of 1989, supporting a positive trend.

    A concern exists that some equipment in use might contain microprocessors that are dependent upon a time date function. The majority of the software programming for microprocessors has only utilized a 2 digit identifier for the year. With the approach of the year 2000, (Y2K), there is concern that the date function will not be correctly recognized and some functions will not operate properly. TWRS maintenance procedures have been reviewed to identify equipment components that may not be Y2K compliant. Engineering judgment was utilized to eliminate procedures and equipment that is obviously not impacted by Y2K.

    The annual program summary provides stakeholders within the hydrogen community with a snapshop of important advances that have occurred in the National Hydrogen Program over the fiscal year, including industry interactions and cooperation. The document will also be used to encourage additional potential industrial partners to join the Hydrogen Program Team. Fiscal Year 1994 marked a turning point for the Hydrogen Program, with a budget that grew significantly. The focus of the program was broadened to include development of hydrogen production technologies using municipal solid waste and biomass, in addition to an increased emphasis on industrial involvement and near-term demonstration projects. In order to maintain its near- and long-term balance, the Hydrogen Program will continue with basic, fundamental research that provides the long-term, high-risk, high-payoff investment in hydrogen as an energy carrier.

DOE`s natural gas programs are aimed at simultaneously meeting our national energy needs, reducing oil imports, protecting our environment, and improving our economy. The Natural Gas Multi-Year Program Plan represents a Department-wide effort on expanded development and use of natural gas and defines Federal government and US industry roles in partnering to accomplish defined strategic goals. The four overarching goals of the Natural Gas Program are to: (1) foster development of advanced natural gas technologies, (2) encourage adoption of advanced natural gas technologies in new and existing markets, (3) support removal of policy impediments to natural gas use in new and existing markets, and (4) foster technologies and policies to maximize environmental benefits of natural gas use.

    This paper presents the preliminary results from a wind resource assessment program in Nebraska sponsored by the Nebraska Power Association. During the first year the measured annual wind speed at 40 meters ranged from 6.5 - 7.5 m/s (14.6 - 16.8 mph) at eight stations across the state. The site selection process is discussed as well as an overview of the site characteristics at the monitoring locations. Results from the first year monitoring period including data recovery rate, directionality, average wind speeds, wind shear, and turbulence intensity are presented. Results from the eight sites are qualitatively compared with other midwest and west coast locations. 5 figs., 2 tabs.

    The results of the 1988 environmental monitoring program for the Princeton Plasma Physics Laboratory (PPPL) are presented and discussed. Two of three tokamak machines, the Princeton Beta Experiment Modification (PBX-M) and the Tokamak Fusion Test Reactor (TFTR), were in operation during the year. The Environmental Committee, which is a standing committee of the Executive Safety Board (ESB), continued to review items of environmental importance. During CY88 no adverse effects to the environment or public resulted from any operational program activities at PPPL, and the Laboratory was in compliance with all applicable federal, state, and local environmental regulations. Over the last two years the Department of Energy conducted major environmental audits at all of its facilities, including PPPL. No significant environmental concerns were noted as a result of the inspection and sampling at PPPL. 43 refs., 25 figs., 33 tabs.

    A 30-year forecast of the solid waste volumes to be generated or received at the US Department of Energy Hanford Site is described in this report. The volumes described are low-level mixed waste (LLMW) and transuranic/transuranic mixed (TRU/TRUM) waste that will require treatment, storage, and disposal at Hanford`s Solid Waste Operations Complex (SWOC) during the 30-year period from FY 1994 through FY 2023. The data used to complete this document were collected from onsite and offsite waste generators who currently, or are planning to, ship solid wastes to the Hanford Site. An analysis of the data suggests that over 300,000 m{sup 3} of LLMW and TRU/TRUM waste will be managed at Hanford`s SWOC over the next 30 years. An extensive effort was made this year to collect this information. The 1993 solid waste forecast was used as a starting point, which identified approximately 100,000 m{sup 3} of LLMW and TRU/TRUM waste to be sent to the SWOC. After analyzing the forecast waste volume, it was determined that additional waste was expected from the tank waste remediation system (TWRS), onsite decontamination and decommissioning (D&D) activities, and onsite remedial action (RA) activities. Data presented in this report establish a starting point for solid waste management planning. It is recognized that forecast estimates will vary (typically increasing) as facility planning and missions continue to change and become better defined, but the information presented still provides useful insight into Hanford`s future solid waste management requirements.

    Upon completion of our second year of development in a 3-year development cycle, we have completed a prototype protein structure-function annotation and function prediction system: Protein Function Prediction (PFP) platform (v.0.5). We have met our milestones for Years 1 and 2 and are positioned to continue development in completion of our original statement of work, or a reasonable modification thereof, in service to DTRA Programs involved in diagnostics and medical countermeasures research and development. The PFP platform is a multi-scale computational modeling system for protein structure-function annotation and function prediction. As of this writing, PFP is the only existing fully automated, high-throughput, multi-scale modeling, whole-proteome annotation platform, and represents a significant advance in the field of genome annotation (Fig. 1). PFP modules perform protein functional annotations at the sequence, systems biology, protein structure, and atomistic levels of biological complexity (Fig. 2). Because these approaches provide orthogonal means of characterizing proteins and suggesting protein function, PFP processing maximizes the protein functional information that can currently be gained by computational means. Comprehensive annotation of pathogen genomes is essential for bio-defense applications in pathogen characterization, threat assessment, and medical countermeasure design and development in that it can short-cut the time and effort required to select and characterize protein biomarkers.

    This Multi-Year Program Plan (MYPP) for the Planning Integration Program, Work Breakdown structure (WBS) Element 1.8.2, is the primary management tool to document the technical, schedule, and cost baseline for work directed by the US Department of Energy (DOE), Richland Operations Office (RL). As an approved document, it establishes a binding agreement between RL and the performing contractors for the work to be performed. It was prepared by the Westinghouse Hanford Company (WHC) and the Pacific Northwest Laboratory (PNL). This MYPP provides a picture from fiscal year 1995 through FY 2001 for the Planning Integration Program. The MYPP provides a window of detailed information for the first three years. It also provides `execution year` work plans. The MYPP provides summary information for the next four years, documenting the same period as the Activity Data Sheets.

  6. Year End Progress Report on Rattlesnake Improvements

    Rattlesnake is a MOOSE-based radiation transport application developed at INL to support modern multi-physics simulations. At the beginning of the last year, Rattlesnake has been able to perform steady-state, transient and eigenvalue calculations for the multigroup radiation transport equations. Various discretization schemes, including continuous finite element method (FEM) with discrete ordinates method (SN) and spherical harmonics expansion method (PN) for the self-adjoint angular flux (SAAF) formulation, continuous FEM (CFEM) with SN for the least square (LS) formulation, diffusion approximation with CFEM and discontinuous FEM (DFEM), have been implemented. A separate toolkit, YAKXS, for multigroup cross section management was developed to support Rattlesnake calculations with feedback both from changes in the field variables, such as fuel temperature, coolant density, and etc., and in isotope inventory. The framework for doing nonlinear diffusion acceleration (NDA) within Rattlesnake has been set up and both NDA calculations with SAAF-SN-CFEM scheme and Monte Carlo with OpenMC have been performed. It was also used for coupling BISON and RELAP-7 for the full-core multiphysics simulations. Within the last fiscal year, significant improvements have been made in Rattlesnake. Rattlesnake development was migrated into our internal GITLAB development environment at the end of year 2014. Since then total 369 merge requests has been accepted into Rattlesnake. It is noted that the MOOSE framework that Rattlesnake is based on is under continuous developments. Improvements made in MOOSE can improve the Rattlesnake. It is acknowledged that MOOSE developers spent efforts on patching Rattlesnake for the improvements made on the framework side. This report will not cover the code restructuring for better readability and modularity and documentation improvements, which we have spent tremendous effort on. It only details some of improvements in the following sections.

    This Annual Site Environmental Report presents information pertaining to environmental activities conducted during calendar year 1996 at the U.S. Department of Energy (DOE) Grand Junction Office (GJO) facility in Grand Junction, Colorado. WASTREN-Grand Junction, the Facility Operations and Support contractor for the GJO, prepared this report in accordance with the requirements of DOE Order 5400.1, General Environmental Protection Program, and supplemental guidance from DOE Headquarters. This report applies specifically to the GJO facility; the Monticello Mill Tailings Site Environmental Summary for Calendar Year 1996 was prepared as a separate document. Primary GJO activities involve laboratory analysis of environmental samples from GJO and other DOE sites and site remediation of contamination caused by previous uranium mill operations. Activities at the GJO are conducted in compliance with applicable Federal, State, and local regulations and requirements and as directed by applicable DOE orders. Environmental monitoring is performed on air emissions, sewer effluent, surface water and groundwater, and wetlands restoration. Wastes are generated from the Analytical Laboratory, site remediation, and facility operation.

    This report fulfills the annual reporting requirements of US Department of Energy (DOE) Order 5400.1, General Environmental Protection Program. The report contains tabular data summaries on air emissions and liquid effluents released to the environment as well as nonroutine releases during calendar year (CY) 2001. These releases, bearing radioactive and hazardous substances, were from Bechtel Hanford, Inc. (BHI), CH2M HILL Hanford Group, Inc. (CHG), and Fluor Hanford (FH) managed facilities and activities. These data were obtained from direct sampling and analysis and from estimates based upon approved release factors. This report further serves as a supplemental resource to the Hanford Site Environmental Report (HSER PNNL-13910), published by the Pacific Northwest National Laboratory. HSER includes a yearly accounting of the impacts on the surrounding populace and environment from major activities at the Hanford Site. HSER also summarizes the regulatory compliance status of the Hanford Site. Tables ES-1 through ES-5 display comprehensive data summaries of CY2001 air emission and liquid effluent releases. The data displayed in these tables compiles the following: Radionuclide air emissions; Nonradioactive air emissions; Radionuclides in liquid effluents discharged to ground; Total volumes and flow rates of radioactive liquid effluents discharged to ground; and Radionuclides discharged to the Columbia River.

  15. A System Degradation Study of 445 Systems Using Year-Over-Year Performance Index Analysis

This is important because solar investors need proof of low degradation. The study, a project under DOE's SunShot Initiative, makes use of year-over-year performance index change analysis, a powerful and practical technique for assessing the median degradation of a large fleet of systems, which in this case includes a sample of 445.

    Supereruptions catastrophically eject 100s-1000s of km3 of magma to the surface in a matter of days to a few months. In this study, we use zoning in quartz crystals from the Bishop Tuff (California) to assess the timescales over which a giant magma body transitions from relatively quiescent, pre-eruptive crystallization to rapid decompression and eruption. Quartz crystals in the Bishop Tuff have distinctive rims (<200 μm thick), which are Ti-rich and bright in cathodoluminescence (CL) images, and which can be used to calculate Ti diffusional relaxation times. We use synchrotron-based x-ray microfluorescence to obtain quantitative Ti maps and profiles alongmore » rim-interior contacts in quartz at resolutions of 1–5 μm in each linear dimension. We perform CL imaging on a scanning electron microscope (SEM) using a low-energy (5 kV) incident beam to characterize these contacts in high resolution (<1 μm in linear dimensions). Quartz growth times were determined using a 1D model for Ti diffusion, assuming initial step functions. Minimum quartz growth rates were calculated using these calculated growth times and measured rim thicknesses. Maximum rim growth times span from ~1 min to 35 years, with a median of ~4 days. More than 70% of rim growth times are less than 1 year, showing that quartz rims have mostly grown in the days to months prior to eruption. Minimum growth rates show distinct modes between 10-8 and 10-10 m/s (depending on sample), revealing very fast crystal growth rates (100s of nm to 10s of μm per day). Our data show that quartz rims grew well within a year of eruption, with most of the growth happening in the weeks or days preceding eruption. Growth took place under conditions of high supersaturation, suggesting that rim growth marks the onset of decompression and the transition from pre-eruptive to syn-eruptive conditions.« less

Understanding that no interoperability specification is neutral, we attempt to characterize the perspectives and technical toolkits that provided the basis for these endeavors. With that regard, we consider repository-centric and web-centric interoperability perspectives, and the use of a Linked Data or a REST/HATEAOS technology stack, respectively. In addition, we lament the lack of interoperability across nodes that play a role in web-based scholarship, but end on a constructive note with some ideas regarding a possible path forward.

    The results of the environmental monitoring program for CY85 for the Princeton Plasma Physics Laboratory (PPPL) are presented and discussed. All of the tokamak machines, the Princeton Large Torus (PLT), Princeton Beta Experiment (PBX), and the Tokamak Fusion Test Reactor (TFTR), has a full year of run time. In addition, the S-1 Spheromak and the RF Test Facility were in operation. The phased approach to TFTR environmental monitoring continued with the establishment of locations for off-site monitoring. An environmental committee established in December 1984 reviewed items of environmental importance. During CY85 no adverse effects to the environmental resulted from any operational program activities at PPPL, and the Laboratory was in compliance with all applicable Federal, State, and local environmental regulations.

  11. 10 Years after the 2003 Northeast Blackout

    Ten years ago today, large portions of the Midwest and Northeast United States and into Canada went dark. The cascading event, which started shortly after 4:00 PM on August 14, 2003, ended up affecting an estimated 50 million people. For some customers, power was not restored for nearly four days. The Department of Energy and Natural Resources Canada jointly commissioned a task force that examined the underlying causes of the blackout and recommended forty-six actions to enhance the reliability of the North American power system. A number of the recommendations were incorporated into law passed by Congress and enacted in the Energy Policy Act of 2005 and the Energy Infrastructure Security Act of 2007.

    This report gives the results of the environmental activities and monitoring programs at the Princeton Plasma Physics Laboratory (PPPL) for Calendar Year 1989 (CY89). The report is prepared to provide the US Department of Energy (DOE) and the public with information on the level of radioactive and nonradioactive pollutants, if any, added to the environment as a result of PPPL operations. The objective of the environmental report is to document evidence that DOE facility environmental protection programs adequately protect the environment and the public health. During CY89, there were no accidents, incidents, or occurrences that had a significant impact on PPPL facilities or program operations. The accidental overfilling of an underground storage tank (UST) during 1988, along with the discovery of residual hydrocarbons in the soil of an area used for unloading fuel oil trucks over the last 30 years, has the potential for a minor environmental impact and has resulted in a costly clean up in this area. Surface water analyses for both radioactive and nonradioactive pollutants have shown nothing above normally expected background values. Ambient tritium levels at less than 100 pCi/liter (3.7 Bq/liter) were measured in D-site well water. New groundwater monitoring wells were added in 1989 as a requirement for the groundwater part of our New Jersey Pollutant Discharge Elimination System (NJPDES) permit. Initial sampling of these wells indicated the presence of lead in two shallow wells next to the detention basin. Radiation exposure via airborne effluents into the environment is still at insignificant levels; however, a stack monitor for tritium is planned for 1990 to ensure compliance with new EPA regulations. Off-site surface water, soils, and biota continued to be analyzed for radioactive baselines in CY89. 51 refs., 27 figs., 40 tabs.

    This document describes in detail the work to be accomplished in FY-1995 and the out years for the Advanced Reactors Transition (WBS 7.3). This document describes specific milestones and funding profiles. Based upon the Fiscal Year 1995 Multi-Year Program Plan, DOE will provide authorization to perform the work outlined in the FY 1995 MYPP. Following direction given by the US Department of Energy (DOE) on December 15, 1993, Advanced Reactors Transition (ART), previously known as Advanced Reactors, will provide the planning and perform the necessary activities for placing the Fast Flux Test Facility (FFTF) in a radiologically and industrially safe shutdown condition. The DOE goal is to accomplish the shutdown in approximately five years. The Advanced Reactors Transition Multi-Year Program Plan, and the supporting documents; i.e., the FFTF Shutdown Program Plan and the FFTF Shutdown Project Resource Loaded Schedule (RLS), are defined for the life of the Program. During the transition period to achieve the Shutdown end-state, the facilities and systems will continue to be maintained in a safe and environmentally sound condition. Additionally, facilities that were associated with the Office of Nuclear Energy (NE) Programs, and are no longer required to support the Liquid Metal Reactor Program will be deactivated and transferred to an alternate sponsor or the Decontamination and Decommissioning (D and D) Program for final disposition, as appropriate.

    This report summarizes the environmental status of Ames Laboratory for calendar year 2010. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring activities. In 2010, the Laboratory accumulated and disposed of waste under U.S. Environmental Protection Agency (EPA) issued generator numbers. All waste is handled according to all applicable EPA, State, Local regulations and DOE Orders. In 2006 the Laboratory reduced its generator status from a Large Quantity Generator (LQG) to a Small Quantity Generator (SQG). EPA Region VII was notified of this change. The Laboratory's RCRA hazardous waste management program was inspected by EPA Region VII in April 2006. There were no notices of violations. The inspector was impressed with the improvements of the Laboratory's waste management program over the past ten years. The Laboratory was in compliance with all applicable federal, state, local and DOE regulations and orders in 2010. There were no radiological air emissions or exposures to the general public due to Laboratory activities in 2010. See U.S. Department of Energy Air Emissions Annual Report in Appendix B. As indicated in prior SERs, pollution awareness, waste minimization and recycling programs have been in practice since 1990, with improvements implemented most recently in 2010. Included in these efforts were battery and CRT recycling, miscellaneous electronic office equipment, waste white paper and green computer paper-recycling and corrugated cardboard recycling. Ames Laboratory also recycles/reuses salvageable metal, used oil, foamed polystyrene peanuts, batteries, fluorescent lamps and telephone books. That the QGP behaves as a nearly perfect fluid and that non-photonic electrons are substantially suppressed has led to the use of heavy quarks as probes of the medium. The PHENIX silicon vertex detectors are opening a new arena for QGP studies, and the MPC-EX, a novel forward calorimeter with silicon readout, accesses low-x physicsmore » via direct photons with unprecedented precision. PHENIX has proposed sPHENIX, a major upgrade using the recently acquired BaBar solenoid and full calorimetric coverage and high rate capabilities. sPHENIX will reconstruct jets and extend observables to higher transverse momentum, where comparisons to results from the Large Hadron Collider (LHC) heavy-ion program will provide the most insightful.     This summary is prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. The 1990 PV Program Achievements are listed. Launched the PV Manufacturing Technology initiative, designed to systematically lower PV module costs. Inaugurated the PV Concentrator Technologies Initiative by signing eight multiyear, cost-shared technology development subcontracts with concentrator companies. Established the PV Polycrystalline Thin-Film Initiative by signing six multiyear, cost-shared technology development subcontracts with six polycrystalline thin-film companies. Continued the Amorphous Silicon Project by awarding three new research and development contracts. Focused the resources of three program laboratories on finding solutions to industry's manufacturing problems: the Photovoltaic Device Fabrication Laboratory at Sandia National Laboratories and the Module Failure Analysis Laboratory and the Encapsulant Research Laboratory at SERI. Established an ongoing program to assist utilities in using PV for cost-effective, high-value applications. Completed nearly all of the construction planned for the first phase of PVUSA at Davis, California. Worked with the crystalline silicon PV industry on novel, low-cost cell fabrication processes and on resolving encapsulant problems. Took part in the development of qualification procedures tests for thin- and thick-film flat-plate modules and concentrator modules.

    Water resources data for the 1991 water year for Kentucky consist of records of stage, discharge, and water quality of streams and lakes; and water-levels of wells. This report includes daily discharge records for 115 stream-gaging stations. It also includes water-quality data for 38 stations sampled at regular intervals. Also published are 13 daily temperature and 8 specific conductance records, and 85 miscellaneous temperature and specific conductance determinations for the gaging stations. Suspended-sediment data for 12 stations (of which 5 are daily) are also published. Ground-water levels are published for 23 recording and 117 partial sites. Precipitation data at a regular interval is published for 1 site. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurement and analyses. These data represent that part of the National Water Data System operated by the US Geological Survey and cooperation State and Federal agencies in Kentucky.

    Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to federal agencies, state and local governments, universities, and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, job creation, and delivering the benefits of federally funded technology to consumers. In some cases, unique capabilities are made available to other federal agencies, international organizations, domestic and foreign commercial entities, or small businesses to solve specific technical challenges. INL employees work cooperatively with researchers and technical staff from the university and industrial sectors to further development of emerging technologies. In this multinational global economy, INL is contributing to the development of the next generation of engineers and scientists by licensing software to educational institutions throughout the world.     On the occasion of this International Conference on Fifty Years Research in Nuclear Fission, we summarize our present understanding of the fission process and the challenges that lie ahead. The basic properties of fission arise from a delicate competition between disruptive Coulomb forces, cohesive nuclear forces, and fluctuating shell and pairing forces. These static forces are primarily responsible for such experimental phenomena as deformed ground-state nuclear shapes, fission into fragments of unequal size, sawtooth neutron yields, spontaneously fissioning isomers, broad resonances and narrow intermediate structure in fission cross sections, and cluster radioactivity. However, inertial and dissipative forces also play decisive roles in the dynamical evolution of a fissioning nucleus. The energy dissipated between the saddle and scission points is small for low initial excitation energy at the saddle point and increases with increasing excitation energy. At moderate excitation energies, the dissipation of collective energy into internal single-particle excitation energy proceeds largely through the interaction of nucleons with the mean field and with each other in the vicinity of the nuclear surface, as well as through the transfer of nucleons between the two portions of the evolving dumbell-like system. These unique dissipation mechanisms arise from the Pauli exclusion principle for fermions and the details of the nucleon-nucleon interaction, which make the mean free path of a nucleon near the Fermi surface at low excitation energy longer than the nuclear radius. With its inverse process of heavy-ion fusion reactions, fission continues to yield surprises in the study of large-amplitude collective nuclear motion. 87 refs., 12 figs.

    President Eisenhower's hopes for nuclear technology still resonate, but the challenges to fulfilling them are much different today. On December 8, 1953, President Eisenhower, returning from his meeting with the leaders of Britain and France at the Bermuda Summit, flew directly to New York to address the United Nations General Assembly. His presentation, known afterwards as the ''Atoms for Peace'' speech, was bold, broad, and visionary. Eisenhower highlighted dangers associated with the further spread of nuclear weapons and the end of the thermonuclear monopoly, but the president also pointed to opportunities. Earlier that year, Stalin had died and the Korean War armistice was signed. Talks on reunification of Austria were about to begin. The speech sought East-West engagement and outlined a framework for reducing nuclear threats to security while enhancing the civilian benefits of nuclear technology. One specific proposal offered to place surplus military fissile material under the control of an ''international atomic energy agency'' to be used for peaceful purposes, especially economic development. Eisenhower clearly recognized the complex interrelationships between different nuclear technologies and the risks and the benefits that accrue from each. The widespread use of civilian nuclear technology and absence of any use of a nuclear weapon during the next half-century reflects success in his approach. Today, the world faces choices about nuclear technology that have their parallels in the Eisenhower calculus and its legacy. Although his specific fissile material proposal was never implemented, his broader themes gave impetus to agreements such as the nuclear Non-Proliferation Treaty (NPT) and institutions such as the International Atomic Energy Agency (IAEA). The resulting governance process has promoted some and restricted other nuclear technology.     The Rocky Flats Plant (RFP) is a nuclear weapons manufacturing facility currently operated by EG G for the US Department of Energy (DOE). RFP is located at the foot of the Rocky Mountains in Jefferson Country, Colorado. The Fiscal Year 1990 (FY90) Current-Year Work Plan (CYWP) is intended to serve as a guidance document for the Environmental Restoration (ER) and RCRA Compliance programs that will be implemented at RFP. The CYWP provides in one document any cross-references necessary to understand the interrelationships between the CYWP and the DOE Five-Year Plan (FYP), Site-Specific Plan (SSP), and other related documents. The scope of this plan includes comparison of planned FY90 ER activities to those actually achieved. The CYWP has been updated to include Colorado Department of Health (CDH), US Environmental Protection Agency (EPA), and DOE Inter-Agency Agreement ER activities. It addresses hazardous wastes, radioactive wastes, mixed wastes (radioactive and hazardous), and sanitary wastes. The CYWP also addresses facilities and sites contaminated with or used in management of those wastes.

    Large-scale scientific computation and all of the disciplines that support and help to validate it have been placed at the focus of Lawrence Livermore National Laboratory (LLNL) by the Advanced Simulation and Computing (ASC) program of the National Nuclear Security Administration (NNSA) and the Scientific Discovery through Advanced Computing (SciDAC) initiative of the Office of Science of the Department of Energy (DOE). The maturation of computational simulation as a tool of scientific and engineering research is underscored in the November 2004 statement of the Secretary of Energy that, ''high performance computing is the backbone of the nation's science and technology enterprise''. LLNL operates several of the world's most powerful computers--including today's single most powerful--and has undertaken some of the largest and most compute-intensive simulations ever performed. Ultrascale simulation has been identified as one of the highest priorities in DOE's facilities planning for the next two decades. However, computers at architectural extremes are notoriously difficult to use efficiently. Furthermore, each successful terascale simulation only points out the need for much better ways of interacting with the resulting avalanche of data. Advances in scientific computing research have, therefore, never been more vital to LLNL's core missions than at present. Computational science is evolving so rapidly along every one of its research fronts that to remain on the leading edge, LLNL must engage researchers at many academic centers of excellence. In Fiscal Year 2004, the Institute for Scientific Computing Research (ISCR) served as one of LLNL's main bridges to the academic community with a program of collaborative subcontracts, visiting faculty, student internships, workshops, and an active seminar series.     Sales of automobiles jumped dramatically from 10,211,058 units in model year 1984 to 10,968,515 units in model year 1985, an incease of 7.4%. Light trucks had an even more striking increase in sales, rising 17.2% from the previous model year. The sales-weighted fuel economy for the entire automobile fleet continued to climb in model year 1985, from 26.3 mpg in model year 1984 to 27.0 mpg in this model year. The sales-weighted fuel economies in light trucks have remained relatively constant since model year 1979.     This report summarizes results from the fifteenth year (2006) of nutrient additions to the North Arm of Kootenay Lake and three years of nutrient additions to the South Arm. Experimental fertilization of the lake has been conducted using an adaptive management approach in an effort to restore lake productivity lost as a result of nutrient uptake in upstream reservoirs. The primary objective of the experiment is to restore kokanee (Oncorhynchus nerka) populations, which are the main food source for Gerrard rainbow trout (Oncorhynchus mykiss) and bull trout (Salvelinus confluentus). The quantity of agricultural grade liquid fertilizer (10-34-0, ammonium polyphosphate and 28-0-0, urea ammonium nitrate) added to the North Arm in 2006 was 44.7 tonnes of P and 248.4 tonnes of N. The total fertilizer load added to the South Arm was 257 tonnes of nitrogen; no P was added. Kootenay Lake has an area of 395 km{sup 2}, a maximum depth of 150 m, a mean depth of 94 m, and a water renewal time of approximately two years. Kootenay Lake is a monomictic lake, generally mixing from late fall to early spring and stratifying during the summer. Surface water temperatures generally exceed 20 C for only a few weeks in July. Results of oxygen profiles were similar to previous years with the lake being well oxygenated from the surface to the bottom depths at all stations. Similar to past years, Secchi disc measurements at all stations in 2006 indicate a typical seasonal pattern of decreasing depths associated with the spring phytoplankton bloom, followed by increasing depths as the bloom gradually decreases by the late summer and fall. Total phosphorus (TP) ranged from 2-7 {micro}g/L and tended to decrease as summer advanced. Over the sampling season dissolved inorganic nitrogen (DIN) concentrations decreased, with the decline corresponding to nitrate (the dominant component of DIN) being utilized by phytoplankton during summer stratification.     As reflected in the U.S. ''National Energy Policy'', nuclear energy has a strong role to play in satisfying our nation's future energy security and environmental quality needs. The desirable environmental, economic, and sustainability attributes of nuclear energy give it a cornerstone position, not only in the U.S. energy portfolio, but also in the world's future energy portfolio. Accordingly, on September 20, 2002, U.S. Energy Secretary Spencer Abraham announced that, ''The United States and nine other countries have agreed to develop six Generation IV nuclear energy concepts''. The Secretary also noted that the systems are expected to ''represent significant advances in economics, safety, reliability, proliferation resistance, and waste minimization''. The six systems and their broad, worldwide research and development (R&D) needs are described in ''A Technology Roadmap for Generation IV Nuclear Energy Systems'' (hereafter referred to as the Generation IV Roadmap).     A waste-to-steam dual-fuel boiler system will save the Geisinger Medical Center in Pennsylvania $71,800 a year in avoided natural gas, trash-hauling, and incinerating costs. In operation less than a year, the system currently generates 6.3% of hospital steam for an anticipated three-year payback. A waste-heat-recovery system, with a net cost of $360,000, will pay for itself in an estimated five years. The case-history report describes how the system fits into hospital operations. (DCK)
