    The Senior Executive Service (SES) was established by Title IV of the Civil Service Reform Act (CSRA) of 1978 [P.L. 95-454, October 13, 1978] and became effective on July 13, 1979.     This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    This letter presents carbon nanotube (CNT) formation by laser direct writing using 248 nm KrF excimer pulsed laser in air at room temperature, which was applied to irradiate amorphous carbon (a-C) assisted by Ni catalysts underneath for the transformation of carbon species into CNTs. The CNTs were synthesized under appropriate combination of laser energy density and a-C thickness. The growth mechanism and key parameters to determine the success of CNT formation were also discussed. The demonstration of the CNT growth by laser direct writing in air at room temperature opens an opportunity of in-position CNT formation at low temperatures.

    A demonstration project to heat the Senior Citizens Center at Truth or Consequences, New Mexico with geothermal waters is described. There were three phases to the project: Phase I - design and permitting; Phase II - installation of the heating system and well drilling; and Phase III - operation of the system. All three phases went well and there was only one major problem encountered. This was that the well which was drilled to serve as the geothermal source was dry. This could not have been anticipated and there was, as a contingency plan, the option of using an existing sump in the Teen Center adjacent to the Senior Citizens Center as the geothermal source. The system was made operational in August of 1981 and has virtually supplied all of the heat to the Senior Citizens Center during this winter.

This procedure minimizes the handling requirements of the substrate during the deposition process and also minimizes the exchange of energy between the material to be deposited and the substrate at the interface. The deposited material is then resolved into a desired pattern, preferably by subjecting the deposit to a laser annealing step. The laser annealing step provides high resolution of the resultant pattern while minimizing the overall thermal load of the substrate and permitting precise control of interface chemistry and interdiffusion between the substrate and the deposit.

    Driven by the trends of increasing core-count and bandwidth-wall problem, the size of last level caches (LLCs) has greatly increased and hence, the researchers have explored non-volatile memories (NVMs) which provide high density and consume low-leakage power. Since NVMs have low write-endurance and the existing cache management policies are write variation-unaware, effective wear-leveling techniques are required for achieving reasonable cache lifetimes using NVMs. We present EqualWrites, a technique for mitigating intra-set write variation. In this paper, our technique works by recording the number of writes on a block and changing the cache-block location of a hot data-item to redirect the future writes to a cold block to achieve wear-leveling. Simulation experiments have been performed using an x86-64 simulator and benchmarks from SPEC06 and HPC (high-performance computing) field. The results show that for single, dual and quad-core system configurations, EqualWrites improves cache lifetime by 6.31X, 8.74X and 10.54X, respectively. In addition, its implementation overhead is very small and it provides larger improvement in lifetime than three other intra-set wear-leveling techniques and a cache replacement policy.

    Using direct-write approaches in photovoltaics for metallization and contact formation can significantly reduce the cost per watt of producing photovoltaic devices. Inks have been developed for various materials, such as Ag, Cu, Ni and Al, which can be used to inkjet print metallizations for various kinds of photovoltaic devices. Use of these inks results in metallization with resistivities close to those of bulk materials. By means of inkjet printing a metallization grid can be printed with better resolution, i.e. smaller lines, than screen-printing. Also inks have been developed to deposit transparent conductive oxide films by means of ultrasonic spraying.

A special x-ray technique showed maps of iron in faint traces of partially erased ink.     Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

However, current fabrication techniques for graded index (GRIN) materials rely on diffusion profiles and therefore are unable to realize arbitrary distribution GRIN design. Here, we demonstrate the laser direct writing of graded index structures in protein-based hydrogels using multiphoton lithography. We show index changes spanning a range of 10–2, which is comparable with laser densified glass and polymer systems.     The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

A method of replaying a spatially heterodyne hologram having spatially heterodyne fringes at a replay angle includes: illuminating a photorefractive crystal having a holographic diffraction grating with a beam from a laser at an illumination angle, the holographic diffraction grating pattern including the spatially heterodyne hologram having spatially heterodyne fringes, wherein a difference between said illumination angle and said replay angle defines a diffraction angle .alpha. that is a function of a plane wave mathematically added to original object wave phase and amplitude data of said spatially heterodyne hologram having spatially heterodyne fringes.

    Work completed under this program advances the goal of demonstrating Western Research Institute's (WRI's) WRITE{trademark} process for upgrading heavy oil at field scale. MEG Energy Corporation (MEG) located in Calgary, Alberta, Canada supported efforts at WRI to develop the WRITE{trademark} process as an oil sands, field-upgrading technology through this Task 51 Jointly Sponsored Research project. The project consisted of 6 tasks: (1) optimization of the distillate recovery unit (DRU), (2) demonstration and design of a continuous coker, (3) conceptual design and cost estimate for a commercial facility, (4) design of a WRITE{trademark} pilot plant, (5) hydrotreating studies, and (6) establish a petroleum analysis laboratory. WRITE{trademark} is a heavy oil and bitumen upgrading process that produces residuum-free, pipeline ready oil from heavy material with undiluted density and viscosity that exceed prevailing pipeline specifications. WRITE{trademark} uses two processing stages to achieve low and high temperature conversion of heavy oil or bitumen. The first stage DRU operates at mild thermal cracking conditions, yielding a light overhead product and a heavy residuum or bottoms material. These bottoms flow to the second stage continuous coker that operates at severe pyrolysis conditions, yielding light pyrolyzate and coke. The combined pyrolyzate and mildly cracked overhead streams form WRITE{trademark}'s synthetic crude oil (SCO) production. The main objectives of this project were to (1) complete testing and analysis at bench scale with the DRU and continuous coker reactors and provide results to MEG for process evaluation and scale-up determinations and (2) complete a technical and economic assessment of WRITE{trademark} technology to determine its viability.     Archimedes of Syracruse (287 - 212 B.C.) is considered one of the most brilliant thinkers of all time. The tenth-century parchment known as the Archimedes Palimpsest is by far the oldest surviving manuscript containing works of Archimedes. it is also the unique source for three of the Greek's treatises: the Stomachion, the Method of Mechanical Theorems, and the Greek version of On Floating Bodies. The privately owned palimpsest is the subject of a integrated campaign of conservation, imaging, and scholarship being undertaken at the Walters Art Museum in Baltimore. Much of the text has been imaged by various optical techniques, but significant gaps in our knowledge of the writing of Archimedes remained. A breakthrough in uncovering the missing Archimedes writings was achieved at the Stanford Synchrotron Radiation Laboratory. Using x-ray fluorescence imaging, writings from faint traces of the partly erased iron gall ink were brought to light. The x-ray image revealed Archimedes writings from some of his most important works covered by twelfth-century biblical texts and twentieth-century gold forgeries. This talk will focus on the fascinating journal of a 1,000 year old parchment from its origin in the Mediterranean city of Constantinople to an x-ray beamline at SLAC.

This development has opened the door for future direct-write device prototyping and editing. In one such approach, an additional beam scanning procedure removes carbonaceous impurities via oxidation from metal–carbon deposits (e.g., PtC5) in the presence of H2O or O2 after deposition. So far, critical aspects of the oxidation reaction remain unclear; experiments reveal clearly that electron stimulated oxidation drives the process yet it is not understood why H2O purifies by a bottom-up mechanism while O2 purifies from the top-down. The simulation results presented here suggest that the chemisorption of dissolved O2 at buried Pt nanoparticle surfaces controls purification in the top-down case while both the high relative solubility coupled with weak physisorption of H2O explains the bottom-up process. Crucial too is the role that the carbonaceous contaminant itself has on the dissolution and diffusion of O2 and H2O. The results pave the way for simulation driven experiments where (1) the transient densification of the deposit can be accounted for in the initial deposit design stage and (2) the deposition and purification steps can be combined.

    Laser-induced ripples or uniform arrays of continuous near sub-wavelength or discontinuous deep sub-wavelength structures are formed on single-crystalline silicon (Si) by femtosecond (fs) laser direct writing technique. Laser irradiation was performed on Si wafers at normal incidence in air and by immersing them in dimethyl sulfoxide using linearly polarized Ti:sapphire fs laser pulses of ∼110 fs pulse duration and ∼800 nm wavelength. Morphology studies of laser written surfaces reveal that sub-wavelength features are oriented perpendicular to laser polarization, while their morphology and spatial periodicity depend on the surrounding dielectric medium. The formation mechanism of the sub-wavelength features is explained by interference of incident laser with surface plasmon polaritons. This work proves the feasibility of fs laser direct writing technique for the fabrication of sub-wavelength features, which could help in fabrication of advanced electro-optic devices.

    A compact read/write head having a biased giant magnetoresistive sensor. Permanent magnet films are placed adjacent to the giant magnetoresistive sensor operating in the current-perpendicular-to the-plane (Cpp) mode and spaced with respect to the sensor by conducting films. These permanent magnet films provide a magnetic bias. The bias field is substantial and fairly uniform across sensor height. Biasing of the giant magnetoresistive sensor provides distinguishable response to the rising and falling edges of a recorded pulse on an adjacent recording medium, improves the linearity of the response, and helps to reduce noise. This read/write head is much simpler to fabricate and pattern and provides an enhanced uniformity of the bias field throughout the sensor.

    Four different designs of partially built hard disk write heads with a yoke comprising four repeats of NiFe (1 nm)/CoFe (50 nm) were studied by both x-ray photoemission electron microscopy (XPEEM) and time-resolved scanning Kerr microscopy (TRSKM). These techniques were used to investigate the static equilibrium domain configuration and the magnetodynamic response across the entire structure, respectively. Simulations and previous TRSKM studies have made proposals for the equilibrium domain configuration of similar structures, but no direct observation of the equilibrium state of the writers has yet been made. In this study, static XPEEM images of the equilibrium state of writer structures were acquired using x-ray magnetic circular dichroism as the contrast mechanism. These images suggest that the crystalline anisotropy dominates the equilibrium state domain configuration, but competition with shape anisotropy ultimately determines the stability of the equilibrium state. Dynamic TRSKM images were acquired from nominally identical devices. These images suggest that a longer confluence region may hinder flux conduction from the yoke into the pole tip: the shorter confluence region exhibits clear flux beaming along the symmetry axis, whereas the longer confluence region causes flux to conduct along one edge of the writer. The observed variations in dynamic response agree well with the differences in the equilibrium magnetization configuration visible in the XPEEM images, confirming that minor variations in the geometric design of the writer structure can have significant effects on the process of flux beaming.

  10. Gamma Radiation Aging Study of a Dow Corning SE 1700 Porous Structure Made by Direct Ink Writing

    Dow Corning SE 1700 (reinforced polydimethylsiloxane) porous structures were made by direct ink writing (DIW). The specimens (~50% porosity) were subjected to a compressive strain of ~25% while exposed to a gamma radiation dose of 1, 5, or 10 Mrad under vacuum. Compression set and load retention of the aged specimens were measured after a ~24 h relaxation period. Compression set (relative to deflection) increased with radiation dose: 11, 35, and 51% after 1, 5, and 10 Mrad, respectively. Load retention was 96-97% for the doses tested. The SE 1700 compared favorably to M9763 cellular silicone tested under the same conditions.

    In a multiprocessor system with at least two levels of cache, a speculative thread may run on a core processor in parallel with other threads. When the thread seeks to do a write to main memory, this access is to be written through the first level cache to the second level cache. After the write though, the corresponding line is deleted from the first level cache and/or prefetch unit, so that any further accesses to the same location in main memory have to be retrieved from the second level cache. The second level cache keeps track of multiple versions of data, where more than one speculative thread is running in parallel, while the first level cache does not have any of the versions during speculation. A switch allows choosing between modes of operation of a speculation blind first level cache.

    On January 1, 2014, editorial leadership of Medical Physics passed from esteemed long-time Editor Bill Hendee to a collective editorial group composed of the three presenters listed above. In this presentation, we would like to outline our vision for the future of Medical Physics and review recent work-in-progress initiatives to implement this vision. Finally, we will close with guidance to authors on how to write a good Medical Physics paper. Vision for Medical Physics and current initiatives: Jeff Williamson, Editor-in-Chief We cannot improve on Dr. Hendee's succinct vision statement to continue the Journal's tradition of publishing the very best science that propels our discipline forward and improves our contribution to patient care. More concretely, the Journal should be s the preeminent forum for electronic exchange of cutting edge medical physics science. We seek to identify the best contributions in (a) high impact clinical physics innovations; (b) clinical translation and validation of basic science innovations; or (c) cutting edge basic science developments with potential for patient care improvements. Among the challenges and opportunities we face are: are electronic-only and open access publishing; trends towards more interactive, social-media based scientific communities; and diversification of the medical physics research, authorship, and readership domains, including clinical applications quite foreign to core ABR clinical competencies.     Excited states with seniority ν=3, 5, and 7 have been investigated in odd neutron-rich Sn119,121,123,125 isotopes produced by fusion-fission of 6.9-MeV/ACa48 beams with Pb208 and U238 targets and by fission of a U238 target bombarded with 6.7-MeV/ANi64 beams. Level schemes have been established up to high spin and excitation energies in excess of 6 MeV, based on multifold gamma-ray coincidence relationships measured with the Gammasphere array. In the analysis, the presence of isomers was exploited to identify gamma rays and propose transition placements using prompt and delayed coincidence techniques. Gamma decays of the known 27/2- isomers were expanded by identifying new deexcitation paths feeding 23/2+ long-lived states and 21/2+ levels. Competing branches in the decay of 23/2- states toward two 19/2- levels were delineated as well. In Sn119, a new 23/2+ isomer was identified, while a similar 23/2+ long-lived state, proposed earlier in Sn121, has now been confirmed. In both cases, isomeric half-lives were determined with good precision. In the range of ν=3 excitations, the observed transitions linking the various states enabled one to propose with confidence spin-parity assignments for all the observed states. Above the 27/2- isomers, an elaborate structure of negative-parity levels was established reaching the (39/2-), ν=7 states, with tentative spin-parity assignments based on the observed deexcitation paths as well as on general yrast population arguments. In all the isotopes under investigation, strongly populated sequences of positive-parity (35/2+), (31/2+), and (27/2+) states were established, feeding the 23/2+ isomers via cascades of three transitions. In the Sn121,123 isotopes, these sequences also enabled the delineation of higher-lying levels, up to (43/2+) states. In Sn123, a short half-life was determined for the (35/2+) state. Shell-model calculations were carried out for all the odd Sn isotopes, from Sn129 down to Sn119, and the results were

    A write-once-read-many-times (WORM) memory devices based on O{sub 2} plasma-treated indium gallium zinc oxide (IGZO) thin films has been demonstrated. The device has a simple Al/IGZO/Al structure. The device has a normally OFF state with a very high resistance (e.g., the resistance at 2?V is ?10{sup 9} ? for a device with the radius of 50??m) as a result of the O{sub 2} plasma treatment on the IGZO thin films. The device could be switched to an ON state with a low resistance (e.g., the resistance at 2?V is ?10{sup 3} ? for the radius of 50??m) by applying a voltage pulse (e.g., 10?V/1??s). The WORM device has good data-retention and reading-endurance capabilities.

    In a small fraction of magnetic-tunnel-junction-based magnetic random-access memory devices with in-plane free layers, the write-error rates (WERs) are higher than expected on the basis of the macrospin or quasi-uniform magnetization reversal models. In devices with increased WERs, the product of effective resistance and area, tunneling magnetoresistance, and coercivity do not deviate from typical device properties. However, the field-swept, spin-torque, ferromagnetic resonance (FS-ST-FMR) spectra with an applied DC bias current deviate significantly for such devices. With a DC bias of 300 mV (producing 9.9 × 10{sup 6} A/cm{sup 2}) or greater, these anomalous devices show an increase in the fraction of the power present in FS-ST-FMR modes corresponding to higher-order excitations of the free-layer magnetization. As much as 70% of the power is contained in higher-order modes compared to ≈20% in typical devices. Additionally, a shift in the uniform-mode resonant field that is correlated with the magnitude of the WER anomaly is detected at DC biases greater than 300 mV. These differences in the anomalous devices indicate a change in the micromagnetic resonant mode structure at high applied bias.

    In order to generate high-energy densities of 13.5 nm radiation, an extreme ultraviolet (EUV) Schwarzschild mirror objective with a numerical aperture of 0.44 and a demagnification of 10 was developed and adapted to a compact laser-based EUV source. The annular spherical mirror substrates were coated with Mo/Si multilayer systems. With a single mirror reflectance of more than 65% the total transmittance of the Schwarzschild objective exceeds 40% at 13.5 nm. From the properties of the EUV source (pulse energy 3 mJ at 13.5 nm and plasma diameter approximately 300 {mu}m), energy densities of 73 mJ/cm{sup 2} at a pulse length of 6 ns can be estimated in the image plane of the objective. As a first application, the formation of color centers in lithium fluoride crystals by EUV radiation was investigated. F{sub 2}, F{sub 3}, and F{sub 3}{sup +} color centers could be identified by absorption spectroscopy. The formation dynamics was studied as a function of the EUV dose. By imaging of a pinhole positioned behind the plasma, an EUV spot of 5 {mu}m diameter was generated, which accomplishes direct writing of color centers with micrometer resolution.

  18. Thermal Aging Study of a Dow Corning SE 1700 Porous Structure Made by Direct Ink Writing: 1-Year Results and Long-Term Predictions

    Dow Corning SE 1700 (reinforced polydimethylsiloxane) porous structures were made by direct ink writing (DIW). The specimens (~50% porosity) were subjected to various compressive strains (15, 30, 45%) and temperatures (room temperature, 35, 50, 70°C) in a nitrogen atmosphere (active purge) for 1 year. Compression set and load retention of the aged specimens were measured periodically during the study. Compression set increased with strain and temperature. After 1 year, specimens aged at room temperature, 35, and 50°C showed ~10% compression set (relative to the applied compressive deflection), while those aged at 70°C showed 20-40%. Due to the increasing compression set, load retention decreased with temperature, ranging from ~90% at room temperature to ~60-80% at 70°C. Long-term compression set and load retention at room temperature were predicted by applying time-temperature superposition (TTS). The predictions show compression set relative to the compressive deflection will be ~10-15% with ~70-90% load retention after 50 years at 15-45% strain, suggesting the material will continue to be mechanically functional. Comparison of the results to previously acquired data for cellular (M97*, M9760, M9763) and RTV (S5370) silicone foams suggests that the SE 1700 DIW porous specimens are on par with, or outperform, the legacy foams.

    A display and projection apparatus includes an electrochromic material and a photoconductive material deposited in tandem used in conjunction with a light filtering means for filtering light transmitted through the electrochromic material. When an electric field is applied across the electrochromic material and the photoconductive material, light that is incident onto the photoconductive material through the surface of the projection apparatus causes the photoconductive material to conduct current locally in proportion to the amount of light incident on the photoconductive material. The flow of current causes the underlying portions of the electrochromic material to switch from an opaque state to a clear or transmissive state, thereby allowing back-light to propagate through the electrochromic material to create a visible image on the surface of the projection apparatus. Reversal of the electric field causes the electrochromic material to revert back to its opaque state, thereby blocking the transmission of back-light and effectively erasing the image from the surface of the projection apparatus.

    How can DOE, NNSA, and Y-12 best handle the integration of information from diverse sources, and what will best ensure that legacy data will survive changes in computing systems for the future? Although there is no simple answer, it is becoming increasingly clear throughout the information-management industry that a key component of both preservation and integration of information is the adoption of standardized data formats. The most notable standardized format is XML, to which almost all data is now migrating. XML is derived from SGML, as is HTML, the common language of the World Wide Web. XML is becoming increasingly important as part of the Y-12 data infrastructure. Y-12 is implementing a new generation of XML-based publishing systems. Y-12 already has been supporting projects at DOE Headquarters, such as the Guidance Streamlining Initiative (GSI) that will result in the storage of classification guidance in XML. Y-12 collects some test data in XML as the result of Electronic Data Capture (EDC), and XML data is also used in Engineering Releases. I am participating in a series of projects sponsored by the PRIDE initiative that include the capture of dimensional certification and other similar records in XML, the creation of XML formats for Electronic Data Capture, and the creation of Quality Evaluation Reports in XML. In support of DOE's use of SGML, XML, HTML, Topic Maps, and related standards, I served 1985-2007 as chairman of the international committee responsible for SGML and standards derived from it, ISO/IEC JTC1/SC34 (SC34) and its predecessor organizations; I continue to belong to the committee. During the August 2010 trip, I co-chaired the conference Balisage 2010.

    The average age of a coal miner in the USA today is over 50. The Age Discrimination in Employment Act of 1967 (ADEA) protects individuals over 40 years of age from employment discrimination based on age. Under ADEA it is unlawful to discriminate based on an employee's age when hiring, firing, promoting, demoting, laying-off, compensating, assigning or training an employee. The author advocates that, although ADEA can be complicated, the best rule is simply to treat older workers the same as younger workers. Advice is given on considering waivers of ADEA claims.

    A novel patterning technique that creates magnetization patterns in a continuous magnetostrictive film with surface acoustic waves is demonstrated. Patterns of 10 μm wide stripes of alternating magnetization and a 3 μm dot of reversed magnetization are written using standing and focusing acoustic waves, respectively. The magnetization pattern is size-tunable, erasable, and rewritable by changing the magnetic field and acoustic power. This versatility, along with its solid-state implementation (no moving parts) and electronic control, renders it as a promising technique for application in magnetic recording, magnonic signal processing, magnetic particle manipulation, and spatial magneto-optical modulation.
