    1995-04-05

During 1994, EIA`s main goal was to assure its data and analyses were of the highest quality, relevant to its customers` needs, and easily accessible. Efforts to ensure product relevance and quality consisted of conducting new or modified surveys, issuing new information products, revising existing products to include data and analyses desired by EIA`s customers, and eliminating products that no longer meet customer needs. Efforts to improve access to energy information consisted of several electronic dissemination initiatives, including Internet services, the Energy Information Highway, and the Energy Emergency Notebook. These activities are discussed in detail in the first two sections of this report. In addition to maintaining its traditional energy information base, EIA plays an important role in developing new information resources required by policymakers and legislators around the world. Examples include data on alternative fuels and greenhouse gas emissions.

In 1973, with the OPEC embargo, the US was jarred into the world of insecure energy supplies - a harsh reality considering that throughout much of our history we had sufficient domestic supplies of oil and gas to meet all of our requirements. The US Government's response in 1973 was to assess domestic oil and gas potential, which was found to be substantial but nonetheless short of long-term requirements. Born of the need to become more certain about foreign as well has domestic resources, and working in conjunction with the Foreign Energy Supply Assessment Program of the US Department of Energy, the US Geological Survey undertook a program to develop a technical understanding of the reserves and undiscovered recoverable resources of petroleum in every basin in the world with petroleum potential. The World Energy Resources Program prepared an assessment of ultimate resources of crude oil for the World Petroleum Congress (WPC) in 1983, and a revision and update (including nature gas, crude oil, extra heavy oil, and tar sands) are planned for WPC in 1987. This poster session attempts to engender awareness of our scenario of world ultimate petroleum occurrence and to show some elements of the geology that guided our thinking.

    1992-04-01

As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    SciTech Connect

    Hutzler, M.J.; Anderson, A.T.

    1997-09-01

The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

    1991-05-01

The Nuclear Waste Technical Review Board (the Board) was established by Congress in a 1987 amendment to the Nuclear Waste Policy Act of 1982. The Board was charged with evaluating the technical and scientific validity of activities undertaken by the Department of Energy (DOE) as it designs and develops a system for managing the nation`s civilian spent fuel and defense high-level radioactive waste. Specifically, the Board was asked to evaluate DOE activities pertinent to characterizing a site at Yucca Mountain, Nevada, for possible location of a mined geologic repository for permanent disposal of high-level radioactive waste. The Board also was asked to evaluate activities relating to packaging and transport of high-level radioactive waste. Board activities began in March 1989 with the designation of panels to better address the diversity of technical and scientific topics under consideration by the Board. The Board has sought to remain apprised of public concerns about the disposal and transport of high-level radioactive waste. This third report summarizes activities undertaken by the Board from August 1, 1990, through January 31, 1991. Due to their timeliness, some activities, while listed here, were discussed in the Second Report. Although the Board traveled to Sweden and Germany in May/June 1990, its observations from that trip are discussed in Chapter 3 of this report. 21 refs.

  19. Impact of Extended Daylight Saving Time on National Energy Consumption Report to Congress

    SciTech Connect

    Belzer, D. B.; Hadley, S. W.; Chin, S-M.

    2008-10-01

The Energy Policy Act of 2005 (Pub. L. No. 109-58; EPAct 2005) amended the Uniform Time Act of 1966 (Pub. L. No. 89-387) to increase the portion of the year that is subject to Daylight Saving Time. (15 U.S.C. 260a note) EPAct 2005 extended the duration of Daylight Saving Time in the spring by changing its start date from the first Sunday in April to the second Sunday in March, and in the fall by changing its end date from the last Sunday in October to the first Sunday in November. (15 U.S.C. 260a note) EPAct 2005 also called for the Department of Energy to evaluate the impact of Extended Daylight Saving Time on energy consumption in the United States and to submit a report to Congress. (15 U.S.C. 260a note) This report presents the results of impacts of Extended Daylight Saving Time on the national energy consumption in the United States. The key findings are: (1) The total electricity savings of Extended Daylight Saving Time were about 1.3 Tera Watt-hour (TWh). This corresponds to 0.5 percent per each day of Extended Daylight Saving Time, or 0.03 percent of electricity consumption over the year. In reference, the total 2007 electricity consumption in the United States was 3,900 TWh. (2) In terms of national primary energy consumption, the electricity savings translate to a reduction of 17 Trillion Btu (TBtu) over the spring and fall Extended Daylight Saving Time periods, or roughly 0.02 percent of total U.S. energy consumption during 2007 of 101,000 TBtu. (3) During Extended Daylight Saving Time, electricity savings generally occurred over a three- to five-hour period in the evening with small increases in usage during the early-morning hours. On a daily percentage basis, electricity savings were slightly greater during the March (spring) extension of Extended Daylight Saving Time than the November (fall) extension. On a regional basis, some southern portions of the United States exhibited slightly smaller impacts of Extended Daylight Saving Time on energy savings

Different estimates of future Soviet oil production are examined. The Central Intelligence Agency (CIA) is generally viewed as having the most-pessimistic assessment, foreseeing a gradual decline. If the CIA is correct, Soviet-bloc countries may become net energy importers later in this decade. The added pressure on world oil prices could then increase our own inflationary problems. Reduced Soviet energy production may lessen its hold on eastern Europe and heighten its interest in Middle Eastern supplies. At the optimistic extreme, the Economic Commission of Europe foresees steady or possibly somewhat increased Soviet oil production throughout the 80s. If the Commission is correct, the US will face another set of challenges and opportunities. The Soviets would not add to existing demand on the world petroleum market, but an exportable surplus of oil and gas could give them a powerful diplomatic tool. 22 references. (DCK)

  9. First report to the US Congress and the US Secretary of Energy

    SciTech Connect

    1990-03-01

The disposal of the Nation`s spent nuclear fuel and high-level waste has been studied for many years. The Nuclear Waste Policy Act of 1982 and the subsequent Nuclear Waste Policy Amendments Act (NWPAA) of 1987 provide the legislative framework under which the Department of Energy (DOE) must operate when evaluating potential sites for the geologic disposal of spent nuclear fuel and high-level waste. Additionally, the DOE must comply with regulations published by the Environmental Protection Agency (EPA) in 40 CFR 191, ``Environmental Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes`` and the Nuclear Regulatory Commission (NRC) in 10 CFR 60. ``Disposal of High-Level Radioactive Wastes in Geologic Repositories.`` The DOE also operates under its own regulation, 10 CFR 960. ``General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories.`` The DOE has devoted considerable resources to this pro gram, which is managed by the Office of Civilian Radioactive Waste Management (OCRWM). Disposal of spent nuclear fuel and high-level waste in a geologic repository has never before been done anywhere in the world. Since this is a first-of-a-kind facility, extreme care must be taken to ensure that all environmental and public health standards are met during its required long life. Yucca Mountain was designated by the NWPAA as the sole site to be characterized for the disposal of spent nuclear fuel and high-level waste (see ``Description of the Yucca Mountain Site``). It is important to recognize that Yucca Mountain has not been chosen for a permanent disposal site or repository. Rather, it is the candidate site to be characterized to determine whether or not it meets the myriad requirements set forth in existing regulations for the long-term disposal of spent nuclear fuel and high-level waste. 8 figs.

    SciTech Connect

    Peelle, R. W.; Weisbin, C. R.; Alsmiller, Jr., R. G.

    1981-10-01

An evaluation of the Long-Term Energy Analysis Program (LEAP), a computer model of the energy portion of the US economy that was used for the 1995-2020 projections in its 1978 Annual Report to Congress, is presented. An overview of the 1978 version, LEAP Model 22C, is followed by an analysis of the important results needed by its users. The model is then evaluated on the basis of: (1) the adequacy of its documentation; (2) the local experience in operating the model; (3) the adequacy of the numerical techniques used; (4) the soundness of the economic and technical foundations of the model equations; and (5) the degree to which the computer program has been verified. To show which parameters strongly influence the results and to approach the question of whether the model can project important results with sufficient accuracy to support qualitative conclusions, the numerical sensitivities of some important results to model input parameters are described. The input data are categorized and discussed, and uncertainties are given for some parameters as examples. From this background and from the relation of LEAP to other available approaches for long-term energy modeling, an overall evaluation is given of the model's suitability for use by the EIA.

    1990-12-01

The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservation Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). In addition, the majority of states have augmented the SECP with oil overcharge funding they have received over the past several years. Each state is required to provide a twenty-percent match for the Federal funds received, and its Base Plan must include the following program measures: (1) mandatory lighting efficiency standards for state public buildings; (2) programs to promote the availability and use of carpool, vanpool, and public transportation; (3) mandatory standards and policies relating to energy efficiency to govern the state procurement practices; (4) mandatory thermal efficiency standards and insulation requirements for new and renovated buildings; and (5) a traffic law or regulation, which permits the operator of a motor vehicle to turn right at a red stop light after stopping. 6 tabs.

  10. A report to Congress on a role for federal purchasing in commercializing new energy-efficient and renewable-energy technologies

    SciTech Connect

    1997-12-16

The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to ``evaluate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products`` (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nation`s efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.

    2016-01-01

The World Energy Projection System Plus (WEPS ) is a comprehensive, mid?term energy forecasting and policy analysis tool used by EIA. WEPS projects energy supply, demand, and prices by country or region, given assumptions about the state of various economies, international energy markets, and energy policies. The Global Activity Module (GLAM) provides projections of economic driver variables for use by the supply, demand, and conversion modules of WEPS . GLAM’s baseline economic projection contains the economic assumptions used in WEPS to help determine energy demand and supply. GLAM can also provide WEPS with alternative economic assumptions representing a range of uncertainty about economic growth. The resulting economic impacts of such assumptions are inputs to the remaining supply and demand modules of WEPS .

The function of the World Oil Market Model (WOMM) is to calculate a world oil price. SEDS will set start and end dates for the forecast period, and a time increment (assumed to be 1 year in the initial version). The WOMM will then randomly select an Annual Energy Outlook (AEO) oil price case and calibrate itself to that case. As it steps through each year, the WOMM will generate a stochastic supply shock to OPEC output and accept a new estimate of U.S. petroleum demand from SEDS. The WOMM will then calculate a new oil market equilibrium for the current year. The world oil price at the new equilibrium will be sent back to SEDS. When the end year is reached, the process will begin again with the selection of a new AEO forecast. Iterations over forecasts will continue until SEDS has completed all its simulation runs.

This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    Reports and Publications

    2016-01-01

The Commercial Model of the World Energy Projection System Plus (WEPS ) is an energy demand modeling system of the world commercial end?use sector at a regional level. This report describes the version of the Commercial Model that was used to produce the commercial sector projections published in the International Energy Outlook 2016 (IEO2016). The Commercial Model is one of 13 components of the WEPS system. The WEPS is a modular system, consisting of a number of separate energy models that are communicate and work with each other through an integrated system model. The model components are each developed independently, but are designed with well?defined protocols for system communication and interactivity. The WEPS modeling system uses a shared database (the “restart” file) that allows all the models to communicate with each other when they are run in sequence over a number of iterations. The overall WEPS system uses an iterative solution technique that forces convergence of consumption and supply pressures to solve for an equilibrium price.

The Federal Facility Compliance Act of 1992 (FFCAct) (Public Law 102-386) was enacted into law on October 6, 1992. In addition to amending the Resource Conservation and Recovery Act (RCRA), the FFCAct requires the US Department of Energy (DOE) to prepare an annual report from the Chief Financial Officer to the Congress on compliance activities undertaken by the DOE with regard to mixed waste streams and provide an accounting of the fines and penalties imposed upon the DOE for violations involving mixed waste. This document has been prepared to report the necessary information. Mixed waste is defined by the FFCAct to include those wastes containing both hazardous waste as defined in the RCRA and source, special nuclear, or byproduct material subject to the Atomic Energy Act of 1954, as amended (42 U.S.C. Section 2001 et seq.). Section 2 of this report briefly summarizes DOE Headquarters` activities conducted during Fiscal Year 1993 (FY 1993) to comply with the requirements of the FFCAct. Section 3 of this report provides an overview of the site-specific RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generated or store mixed waste that are subject to regulation under RCRA. Section 4 provides information on notifications of alleged RCRA violations involving mixed waste imposed upon the DOE during FY 1993 and an accounting of any fines and penalties associated with these violations. Appendix A provides site-specific summaries of RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generate or store mixed waste that are subject to regulation under RCRA.

Wind energy is now being deployed world-wide at a rapidly increasing rate and the International Energy Agency (IEA) has a changing role in its growth. IEA was founded in 1974 within the framework of the Organization for Economic Cooperation and Development (OECD) to collaborate on comprehensive international energy programs. IEA membership consists of eighteen parties from sixteen countries and the European Commission. Recently there has been increasing interest in IEA participation from both OECD and non-OECD countries. Non-OECD countries participating in various IEA Agreements include: China, India, Israel, Korea, and Russia. Because of its diverse international makeup, the IEA is viewed as a source of reliable technical and economic information. The World Bank has approached the Executive Committee for Wind Energy R & D, through the IEA Renewable Energy Working Party, to assist in the expansion of wind deployment. In addition, IEA is moving from R & D programs to include tracking of implementation incentives offered by its members.

Section 131(c) of the Energy Policy Act of 1992 (EPACT) (Public Law 102-486) requires the Department of Energy (DOE) to evaluate the costs and benefits of federally mandated energy efficiency reporting requirements and voluntary energy efficiency improvement targets for energy-intensive industries. It also requires DOE to evaluate the role of reporting and targets in improving energy efficiency. Specifically, the legislation states: Not later than one year after the data of the enactment of this Act, the Secretary shall, in consultation with affected industries, evaluate and report to the Congress regarding the establishment of Federally mandated energy efficiency reporting requirements and voluntary energy efficiency improvement targets for energy intensive industries. Such report shall include an evaluation of the costs and benefits of such reporting requirements and voluntary energy efficiency improvement targets, and recommendations regarding the role of such activities in improving energy efficiency in energy intensive industries. This report is DOE`s response to that directive. It is the culmination of a year-long study that included (1) analysis of documents pertaining to a previous reporting and targets effort, the industrial Energy Efficiency Improvements Program (or the CE-189 program, following the designation of the reporting form used to collect data in that program), administered by DOE from 1976 to 1985, as well as other important background information; (2) extensive consultations with government and industry officials regarding the CE-189 Program, experience with other programs that have reporting elements, and the attributes of possible alternative strategies for reporting and targets; and (3) analyses of the costs and benefits of the CE-189 Program and several alternatives to the CE-189 approach.

  1. Four Critical Needs to Change the Hydrate Energy Paradigm from Assessment to Production: The 2007 Report to Congress by the U.S. Federal methane Hydrate Advisory Committee

    2009-03-11

This work summarizes a two-year study by the U.S. Federal Methane Hydrate Advisory Committee recommending the future needs for federally-supported hydrate research. The Report was submitted to the US Congress on August 14, 2007 and includes four recommendations regarding (a) permafrost hydrate production testing, (b) marine hydrate viability assessment (c) climate effect of hydrates, and (d) international cooperation. A secure supply of natural gas is a vital goal of the U.S. national energy policy because natural gas is the cleanest and most widely used of all fossil fuels. The inherent cleanliness of natural gas, with the lowest CO2 emission per unit of heat energy of any fossil fuel, means substituting gas for coal and fuel oil will reduce emissions that can exacerbate the greenhouse effect. Both a fuel and a feedstock, a secure and reasonably priced supply of natural gas is important to industry, electric power generators, large and small commercial enterprises, and homeowners. Because each volume of solid gas hydrate contains as much as 164 standard volumes of methane, hydrates can be viewed as a concentrated form of natural gas equivalent to compressed gas but less concentrated than liquefied natural gas (LNG). Natural hydrate accumulations worldwide are estimated to contain 700,000 TCF of natural gas, of which 200,000 TCF are located within the United States. Compared with the current national annual consumption of 22 TCF, this estimate of in-place gas in enormous. Clearly, if only a fraction of the hydrated methane is recoverable, hydrates could constitute a substantial component of the future energy portfolio of the Nation (Figure 1). However, recovery poses a major technical and commercial challenge. Such numbers have sparked interest in natural gas hydrates as a potential, long-term source of energy, as well as concerns about any potential impact the release of methane from hydrates might have on the environment. Energy-hungry countries such as India and

    SciTech Connect

    1995-04-01

This report to Congress was prepared on behalf of the Secretary of the US Department of Energy (DOE) in response to Sections 127 and 128 of the Energy Policy Act of 1992 (EPAct), Pub. L. 102-486. In preparing the report to the Congress, DOE has assessed the national and regional energy savings potential of products already on the market and those that will be available to consumers by the late 1990s. The Department has also examined the present cost-effectiveness of these emerging appliances as mature technologies. To help in its assessment, DOE organized eight workshops at which representatives from manufacturing and building industries, utilities, retailers and wholesalers, public interest groups and Federal and state government agencies could express their views. The information derived from these workshops was key to the formulation of the report`s general and specific recommendations. DOE has concluded that the Federal Government can effectively stimulate the market for emerging technologies by forming partnerships with the appliance industry and other interested parties promoting the use of highly efficient appliances. Based on the interaction with industry at the eight workshops and through direct contact, DOE has concluded that Federal action and technical assistance is not only desired by industry, but crucial to the expansion of these markets. Section 128 of EPAct requires an assessment of the energy savings and environmental benefits of replacing older, less efficient appliances with more efficient products than currently required by Federal law. Since early replacement of appliances is but one possible market-stimulating action, DOE has elected to include its discussion as part of the overall report to the Congress.

Technology — from sophisticated computer modeling to advanced windows that actually open — will help the newest building at the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) be one of the world's most energy efficient offices. Scheduled to open this summer, the 222,000 square-foot RSF will house more than 800 staff and an energy efficient information technology data center. Because 19 percent of the country's energy is used by commercial buildings, DOE plans to make this facility a showcase for energy efficiency. DOE hopes the design of the RSF will be replicated by the building industry and help reduce the nation's energy consumption by changing the way commercial buildings are designed and built.

In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

As of January 1995, EMCID maintained over 40 CABs, updated on an annual schedule and subject to revision as events warrant. This report includes 25 CABs updated during 1994. All CABs contain a profile section, a map showing the country`s location, and a narrative section. The profile section includes outlines of the country`s economy, energy sector, and environment. The narrative provides further information and discussion of these topics. Some CABs also include a detailed map displaying locations of major oil and gas fields, pipelines, ports, etc. These maps were created as a result of special individual requests and so are not typically a standard feature of the CABs. They are presented here wherever available as a supplement to the information contained in the CABs.

Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report. This Annex IV final report contains three case studies of specific interactions of marine energy devices with the marine environment that survey, compile, and analyze the best available information in one coherent location. These case studies address 1) the physical interactions

The hearing was called to discuss the proposed rules issued by the Department of the Interior relating to the valuation of coal production from Federal and Indian leases for royalty purposes. The rules would base the value of coal on the gross proceeds obtained under a contract. The rules would exclude Federal black lung excise tax payments and abandoned mine payments from value, but would include state severance taxes. Considerable controversy arose such that Congress imposed a moratorium on implementation to allow further public comment. An alternative proposal from a joint industry group would base value on the depletable income provisions of the Internal Revenue Code. However, several western governors have voiced concerns over this alternative which analysis shows would result in significantly lower revenues to the Federal government, the states, and to the Tribes. Testimony was heard from eight witnesses, representing the DOI Land and Minerals Management, electric power associations, Western Organization of Resource Councils, the Navajo nation, National Coal Association, and Montana. Additional materials were submitted by the Energy Information Administration, the Western Coal Traffic League, the Western Fuels Association, and the States of Wyoming, North Dakota, Colorado, and New Mexico.

It is widely understood that cold ambient temperatures increase vehicle fuel consumption due to heat transfer losses, increased friction (increased viscosity lubricants), and enrichment strategies (accelerated catalyst heating). However, relatively little effort has been dedicated to thoroughly quantifying these impacts across a large set of real world drive cycle data and ambient conditions. This work leverages experimental dynamometer vehicle data collected under various drive cycles and ambient conditions to develop a simplified modeling framework for quantifying thermal effects on vehicle energy consumption. These models are applied over a wide array of real-world usage profiles and typical meteorological data to develop estimates of in-use fuel economy. The paper concludes with a discussion of how this integrated testing/modeling approach may be applied to quantify real-world, off-cycle fuel economy benefits of various technologies.
