    In a second development order, spin-forming equipment was again evaluated using the test shape, a hemispherical shell. In this second development order, pure vanadium and alloy titanium (Ti-6Al-4V) were spin-formed, as well as additional copper and 21-6-9 stainless. In the first development order the following materials had been spin-formed: copper (alloy C11000 ETP), 6061 aluminum, 304L stainless steel, 21-6-9 stainless steel, and tantalum-2.5% tungsten. Significant challenges included properly adjusting the rotations-per-minute (RPM), cracking at un-beveled edges and laser marks, redressing of notches, surface cracking, non-uniform temperature evolution in the titanium, and cracking of the tailstock. Lessons learned were that 300 RPM worked better than 600 RPM for most materials (at the feed rate of 800 mm/min); beveling the edges to lower the stress reduces edge cracking; notches, laser marks, or edge defects in the preform doom the process to cracking and failure; coolant is required for vanadium spin-forming; increasing the number of passes to nine or more eliminates surface cracking for vanadium; titanium develops a hot zone in front of the rollers; and the tailstock should be redesigned to eliminate the cylindrical stress concentrator in the center.

    This report presents data that can be used to assess the acceptability of polyethylene and modified sulfur cement waste forms to meet the requirements of 10 CFR 61. The waste streams selected for this study include dry evaporator concentrate salts and incinerator ash as representative wastes which result from advanced volume reduction technologies and ion exchange resins which remain problematic for solidification using commercially available matrix materials. Property evaluation tests such as compressive strength, water immersion, thermal cycling, irradiation, biodegradation and leachability were conducted for polyethylene and sulfur cement waste forms over a range of waste-to-binder ratios. Based on the results of the tests, optimal waste loadings of 70 wt % sodium sulfate, 50 wt % boric acid, 40 wt % incinerator ash and 30 wt % ion exchange resins were established for polyethylene, although maximum loadings were considerably higher. For modified sulfur cement, optimal loadings of 40 wt % sodium sulfate, 40 wt % boric acid and 40 wt % incinerator ash are reported. Ion exchange resins are not recommended for incorporation into modified sulfur cement because of poor waste form performance even at very low waste concentrations. The results indicate that all waste forms tested within the range of optimal waste concentrations satisifed the requirements of the NRC Technical Position Paper on Waste Form.

    The research conducted in this work package is aimed at taking advantage of the long term thermodynamic stability of crystalline ceramics to create more durable waste forms (as compared to high level waste glass) in order to reduce the reliance on engineered and natural barrier systems. Durable ceramic waste forms that incorporate a wide range of radionuclides have the potential to broaden the available disposal options and to lower the storage and disposal costs associated with advanced fuel cycles. Assemblages of several titanate phases have been successfully demonstrated to incorporate radioactive waste elements, and the multiphase nature of these materials allows them to accommodate variation in the waste composition. Recent work has shown that they can be successfully produced from a melting and crystallization process. The objective of this report is to explain the design of ceramic host systems culminating in a reference ceramic formulation for use in subsequent studies on process optimization and melt property data assessment in support of FY13 melter demonstration testing. The waste stream used as the basis for the development and testing is a combination of the projected Cs/Sr separated stream, the Trivalent Actinide - Lanthanide Separation by Phosphorous reagent Extraction from Aqueous Komplexes (TALSPEAK) waste stream consisting of lanthanide fission products, the transition metal fission product waste stream resulting from the transuranic extraction (TRUEX) process, and a high molybdenum concentration with relatively low noble metal concentrations. In addition to the combined CS/LN/TM High Mo waste stream, variants without Mo and without Mo and Zr were also evaluated. Based on the results of fabricating and characterizing several simulated ceramic waste forms, two reference ceramic waste form compositions are recommended in this report. Increased energy cost and the reduced availability of fossil fuels at certain times have provided the incentive to curb waste and to utilize purchased energy wisely. Energy costs now approach and sometimes exceed 10% of the sales dollar of many foundries. Although energy use by foundries has gradually decreased on a per/ton basis in recent years, the foundry industry must continue to find ways to utilize energy more efficiently. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented.     ETDP Final Forms was an attempt to demonstrate the fabrication and performance of a ceramic waste form immobilizing the hazardous and radioactive elements of the MSO/SR mineral residues. The ceramic material had been developed previously. The fabrication system was constructed and functioned as designed except for the granulator. Fabrication of our particular ceramic, however, proved unsatisfactory. The ceramic material design was therefore changed toward the end of the project, replacing nepheline with zircon as the sink for silica. Preliminary results were encouraging, but more development is needed. Fabrication of the new ceramic requires major changes in the processing: Calcination and granulation would be replaced by spray drying; and sintering would be at higher temperature. The main goal of the project--demonstrating the fabrication and performance of the waste form--was not achieved. This report summarizes Final Forms' activities. The problem of immobilizing the MSO/SR mineral residues is discussed.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    A joint study was conducted by Oak Ridge National Laboratory (ORNL) and the Pacific Northwest Laboratory (PNL) for the U.S. Department of Energy-Lightweight Materials (DOE-LWM) Program. the purpose of the study was to assess and benchmark the current modeling capabilities with respect to accuracy of predictions and simulation time. Two modeling capabilities with respect to accuracy of predictions and simulation time. Two simulation platforms were considered in this study, which included the LS-DYNA3D code installed on ORNL`s high- performance computers and the finite element code MARC used at PNL. both ORNL and PNL performed superplastic forming (SPF) analysis on a standard butter-tray geometry, which was defined by PNL, to better understand the capabilities of the respective models. The specific geometry was selected and formed at PNL, and the experimental results, such as forming time and thickness at specific locations, were provided for comparisons with numerical predictions. Furthermore, comparisons between the ORNL simulation results, using elasto-plastic analysis, and PNL`s results, using rigid-plastic flow analysis, were performed.

  19. Precision formed micro magnets: LDRD project summary report

    A microfabrication process is described that provides for the batch realization of miniature rare earth based permanent magnets. Prismatic geometry with features as small as 5 microns, thicknesses up through several hundred microns and with submicron tolerances may be accommodated. The processing is based on a molding technique using deep x-ray lithography as a means to generate high aspect-ratio precision molds from PMMA (poly methyl methacrylate) used as an x-ray photoresist. Subsequent molding of rare-earth permanent magnet (REPM) powder combined with a thermosetting plastic binder may take place directly in the PMMA mold. Further approaches generate an alumina form replicated from the PMMA mold that becomes an intermediate mold for pressing higher density REPM material and allows for higher process temperatures. Maximum energy products of 3--8 MGOe (Mega Gauss Oersted, 1 MGOe = 100/4{pi} kJ/m{sup 3}) are obtained for bonded isotropic forms of REPM with dimensions on the scale of 100 microns and up to 23 MGOe for more dense anisotropic REPM material using higher temperature processing. The utility of miniature precision REPMs is revealed by the demonstration of a miniature multipole brushless DC motor that possesses a pole-anisotropic rotor with dimensions that would otherwise prohibit multipole magnetization using a multipole magnetizing fixture at this scale. Subsequent multipole assembly also leads to miniaturized Halbach arrays, efficient magnetic microactuators, and mechanical spring-like elements which can offset miniaturized mechanical scaling behavior.

    A free-formed, insulated solar concentrating-collector was designed, built, and tested. The design utilizes new concepts to achieve simplicity, low cost, high efficiency, and long service life. Three concepts were utilized to meet these goals: First, the concentrating reflector is free-formed by hand from a thin steel sheet. Second, a transparent cover is placed over the concentrator and insulation is placed on the back and ends reduce heat losses and protect the reflecting surface from attack by rain and dust. Third, a highly-reflective aluminum film, protected by bonding between two thin sheets of uv stabilized polyester, is fastened to the steel substrate by peelable adhesive. The material cost of the unit without sun seeking electronics and drive motor is about $6.75 per square foot of sun capturing area. Sun following equipment adds to the cost, however, in units of about 100 square feet sun following equipment contributes about $2.00 per square foot. Labor costs are estimated to be approximately $3.00 per square foot for a $5.00 per hour labor rate for a trained crew. On a do-it-yourself basis a 100 square foot unit would cost about $875. Tests of the prototype collector performed by a certified solar test laboratory were made and the results compared with similar tests of a commercial unit. These tests indicate that the efficiency of the prototype is higher than the commercial unit at outlet temperatures below 160/sup 0/F and comparable with the commercial unit at the boiling point of water.

  1. Alleviation of fuselage form drag using vortex flows: Final report

    The concept of using vortex generators to reduce the fuselage form drag of transport aircraft combines the outflow from the plane of symmetry which is induced by the rotational component of the vortex flow with the energization of the boundary layer to reduce the momentum thickness and to delay or eliminate flow separation. This idea was first advanced by the author in 1981. Under a DOE grant, the concept was validated in wind tunnel tests of approximately 1:17 scale models of fuselages of Boeing 747 and Lockheed C-5 aircraft. The search for the minimum drag involved three vortex generator configurations with three sizes of each in six locations clustered in the aft regions of the fuselages at the beginning of the tail upsweep. The local Reynolds number, which is referred to the length of boundary layer run from the nose, was approximately 10{sup 7} so that a fully developed turbulent boundary layer was present. Vortex generator planforms ranged from swept tapered, through swept straight, to swept reverse tapered wings whose semi-spans ranged from 50% to 125% of the local boundary layer thickness. Pitch angles of the vortex generators were varied by inboard actuators under the control of an external proportional digital radio controller. It was found that certain combinations of vortex generator parameters increased drag. However, with certain configurations, locations, and pitch angles of vortex generators, the highest drag reductions were 3% for the 747 and about 6% for the C-5, thus confirming the arguments that effectiveness increases with the rate of upsweep of the tail. Greatest gains in performance are therefore expected on aft loading military transports. 10 refs., 11 figs., 1 tab.

    The Final Waste Forms (FWF) Technical Area Status Report (TASR) Working Group, the Vitrification Working Group (WG), and the Performance Standards Working Group were established as subgroups to the FWF Technical Support Group (TSG). The FWF TASR WG is comprised of technical representatives from most of the major DOE sites, the Nuclear Regulatory Commission (NRC), the EPA Office of Solid Waste, and the EPA`s Risk Reduction Engineering Laboratory (RREL). The primary activity of the FWF TASR Working Group was to investigate and report on the current status of FWFs for LLNM in this TASR. The FWF TASR Working Group determined the current status of the development of various waste forms described above by reviewing selected articles and technical reports, summarizing data, and establishing an initial set of FWF characteristics to be used in evaluating candidate FWFS; these characteristics are summarized in Section 2. After an initial review of available information, the FWF TASR Working Group chose to study the following groups of final waste forms: hydraulic cement, sulfur polymer cement, glass, ceramic, and organic binders. The organic binders included polyethylene, bitumen, vinyl ester styrene, epoxy, and urea formaldehyde. Section 3 provides a description of each final waste form. Based on the literature review, the gaps and deficiencies in information were summarized, and conclusions and recommendations were established. The information and data presented in this TASR are intended to assist the FWF Production and Assessment TSG in evaluating the Technical Task Plans (TTPs) submitted to DOE EM-50, and thus provide DOE with the necessary information for their FWF decision-making process. This FWF TASR will also assist the DOE and the MWIP in establishing the most acceptable final waste forms for the various LLMW streams stored at DOE facilities.

    This report provides a summary of the results on the properties of cementitious waste forms obtained as part of the International Program. In particular, this report focuses on the results of Task 4 of the Program that was initially entitled ''Improved Retention of Key Contaminants of Concern in Low Temperature Immobilized Waste Forms''. Task 4 was a joint program between Khlopin Radium Institute and the Savannah River National Laboratory. The task evolved during this period into a study of cementitious waste forms with an expanded scope that included heat of hydration and fate and transport modeling. This report provides the results for Task 4 of the International Program as of the end of FY06 at which time funding for Task 4 was discontinued due to the needs of higher priority tasks within the International Program. Consequently, some of the subtasks were only partially completed, but it was considered important to capture the results up to this point in time. Therefore, this report serves as the closeout report for Task 4. The degree of immobilization of Tc-99 within the Saltstone waste form was measured through monolithic and crushed grout leaching tests. An effective diffusion coefficient of 4.8 x 10{sup -12} (Leach Index of 11.4) was measured using the ANSI/ANS-16.1 protocol which is comparable with values obtained for tank closure grouts using a dilute salt solution. The leaching results show that, in the presence of concentrated salt solutions such as those that will be processed at the Saltstone Production Facility, blast furnace slag can effectively reduce pertechnetate to the immobile +4 oxidation state. Leaching tests were also initiated to determine the degree of immobilization of selenium in the Saltstone waste form. Results were obtained for the upper bound of projected selenium concentration ({approx}5 x 10{sup -3} M) in the salt solution that will be treated at Saltstone. The ANSI/ANS 16.1 leaching tests provided a value for the effective

    This report describes the experimental work performed at Argonne National Laboratory (Argonne) during fiscal year (FY 2006) under the Bechtel SAIC Company, LLC (BSC) Memorandum Purchase Order (MPO) contract number B004210CM3X. Because this experimental work is focused on the dissolution and precipitation behavior of neptunium, the report also includes, or incorporates by reference, earlier results that are relevant to presenting a more complete understanding of the likely behavior of neptunium under experimental conditions relevant to the Yucca Mountain repository. Important results relevant to the technical bases, validations, and conservatisms in current source term models are summarized. The CSNF samples were observed to corrode following the general contour of the surface rather than via (for instance) grain boundary attack. This supports the current approach of estimating the effective surface area of corroding CSNF based on the geometric surface area of fuel pellet fragments. It was observed that the neptunium and plutonium concentrations in corroded CSNF samples were somewhat higher at and near the corrosion front (i.e., at the interface between the alteration product ''rind'' layer and the underlying fuel) than in the bulk fuel. The neptunium and plutonium at the corrosion front and in the uranyl alteration layer were found to be in the quadravalent (4+) oxidation state. The uranyl phases that constitute most of the alteration rind were depleted in neptunium relative to the bulk fuel: neptunium concentrations in the uranyl alteration rind were less than 20% of that in the parent fuel. Homogeneous precipitation tests have shown that solids precipitate from a 1 x 10{sup -4} M Np(V) solution over the temperature range of 200-280 C, but no evidence was found that any solids precipitated from the same solution at 150 C through 289 days. The solids formed in the homogeneous precipitation tests were predominantly a Np(IV)-bearing phase, probably NpO{sub 2}. The

This effort relates to choosing a suitable combination of solid form and geologic medium on the basis of risk of exposure to future generations; therefore, the focus is on post-closure considerations of deep geologic repositories. The waste forms being investigated include borosilicate glass, SYNROC, and others. Geologic media under consideration are bedded salt, basalt, and tuff. The results of our work during FY 1981 are presented in this, our second annual report. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses.     The end of the Cold War raised the need for the technical community to be concerned with the disposition of excess nuclear weapon material. The plutonium will either be converted into mixed-oxide fuel for use in nuclear reactors or immobilized in glass or ceramic waste forms and placed in a repository. The stability and behavior of plutonium in the ceramic materials as well as the phase behavior and stability of the ceramic material in the environment is not well established. In order to provide technically sound solutions to these issues, thermodynamic data are essential in developing an understanding of the chemistry and phase equilibria of the actinide-bearing mineral waste form materials proposed as immobilization matrices. Mineral materials of interest include zircon, zirconolite, and pyrochlore. High temperature solution calorimetry is one of the most powerful techniques, sometimes the only technique, for providing the fundamental thermodynamic data needed to establish optimum material fabrication parameters, and more importantly understand and predict the behavior of the mineral materials in the environment. The purpose of this project is to experimentally determine the enthalpy of formation of actinide orthosilicates, the enthalpies of formation of actinide substituted zirconolite and pyrochlore, and develop an understanding of the bonding characteristics and stabilities of these materials.

  11. Summary Report: Glass-Ceramic Waste Forms for Combined Fission Products

    Glass-ceramic waste form development began in FY 2010 examining two combined waste stream options: (1) alkaline earth (CS) + lanthanide (Ln), and (2) + transition metal (TM) fission-product waste streams generated by the uranium extraction (UREX+) separations process. Glass-ceramics were successfully developed for both options however; Option 2 was selected over Option 1, at the conclusion of 2010, because Option 2 immobilized all three waste streams with only a minimal decrease in waste loading. During the first year, a series of three glass (Option 2) were fabricated that varied waste loading-WL (42, 45, and 50 mass%) at fixed molar ratios of CaO/MoO{sub 3} and B{sub 2}O{sub 3}/alkali both at 1.75. These glass-ceramics were slow cooled and characterized in terms of phase assemblage and preliminary irradiation stability. This fiscal year, further characterization was performed on the FY 2010 Option 2 glass-ceramics in terms of: static leach testing, phase analysis by transmission electron microscopy (TEM), and irradiation stability (electron and ion). Also, a new series of glass-ceramics were developed for Option 2 that varied the additives: Al{sub 2}O{sub 3} (0-6 mass%), molar ratio of CaO/MoO{sub 3} and B{sub 2}O{sub 3}/alkali (1.75 to 2.25) and waste loading (50, 55, and 60 mass%). Lastly, phase pure powellite and oxyapatite were synthesized for irradiation studies. Results of this fiscal year studies showed compositional flexibility, chemical stability, and radiation stability in the current glass-ceramic system. First, the phase assemblages and microstructure of all of the FY 2010 and 2011 glass-ceramics are very similar once subjected to the slow cool heat treatment. The phases identified in these glass-ceramics were oxyapatite, powellite, cerianite, and ln-borosilicate. This shows that variations in waste loading or additives can be accommodated without drastically changing the phase assemblage of the waste form, thus making the processing and performance

    The effects of reaction residence time, presence of inert particles and moisture content on the SO{sub 2} removal and the product particle size distributions have been determined. Results indicated that both gas phase and particle phase reach equilibria in a very short time. The presence of inert particles increases the SO{sub 2} removal efficiency slightly, with a greater increase in removal efficiency at higher surface areas. Moisture content is the most important parameter affecting SO{sub 2} removal. Increasing the moisture content from 1.6% to 6.4% by volume results in a 30% increase of the SO{sub 2} removal at a reaction temperature of 51{degree}C. The products at near anhydrous conditions were concluded to be NH{sub 3}SO{sub 2}, (NH{sub 3}){sub 2}SO{sub 2} and (NH{sub 4}){sub 2}S{sub 2}O{sub 5}. While the products at humid conditions could be either the 1:1 sulfites, NH{sub 4}HSO{sub 3} and (NH{sub 4}){sub 2}S{sub 2}O{sub 5}, or the 2:1 sulfites, (NH{sub 4}){sub 2}SO{sub 3} and (NH{sub 4}){sub 2}SO{sub 3} {minus}H{sub 2}O, or a mixture of the 1:1 and 2:1 sulfite. Those sulfite particles could subsequently oxidize to form the more stable sulfate particles. A gas-to-particle formation model has been developed to simulate the NH{sub 3}-SO{sub 2} system in the presence and absence of seed aerosols at trace water conditions. This model accounts for simultaneous nucleation, coagulation, condensation and chemical reaction. The applicability of utilizing ammonia injection to a flue gas system has been discussed in terms of two possible removal schemes. One utilizes ammonia injection alone and the other is in conjunction with the injection of Ca(OH){sub 2} slurry in a spray dryer system. Both schemes have the potential of achieving over 90% SO{sub 2} removal from power plants burning high-sulfur coals.

    The Texas State program approved by the Office of Surface Mining (OSM) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA) allows that selected overburden materials may, if justified, be substituted for topsoil in mined land reclamation. The report presents the Office of Surface Mining Reclamation and Enforcement's (OSM's) findings regarding the practice of topsoil substitution under the approved Texas program and related reclamation problems with potential minesoil acidification. The purpose of the study was not to determine whether the substitution of overburden for topsoil should be approved or disapproved on any specific mine or soil series in Texas. The report presents a summary of pertinent technical considerations that need to be addressed in permit approvals for surface coal mines which (1) may encounter potentially acid/toxic-forming materials during mining or (2) intend to substitute overburden for topsoil as a plant growth material. The report summarizes the results of a special study OSM conducted to evaluate the technical basis and justification for reclamation plans and the substitution of overburden for topsoil as a plant growth material suitable for the reclamation of coal mines.

    The research conducted in this work package is aimed at taking advantage of the long term thermodynamic stability of crystalline ceramics to create more durable waste forms (as compared to high level waste glass) in order to reduce the reliance on engineered and natural barrier systems. Durable ceramic waste forms that incorporate a wide range of radionuclides have the potential to broaden the available disposal options and to lower the storage and disposal costs associated with advanced fuel cycles. Assemblages of several titanate phases have been successfully demonstrated to incorporate radioactive waste elements, and the multiphase nature of these materials allows them to accommodate variation in the waste composition. Recent work has shown that they can be successfully produced from a melting and crystallization process. The objective of this report is to summarize the data collection in support of future melter demonstration testing for crystalline ceramic waste forms. The waste stream used as the basis for the development and testing is a combination of the projected Cs/Sr separated stream, the Trivalent Actinide - Lanthanide Separation by Phosphorous reagent Extraction from Aqueous Komplexes (TALSPEAK) waste stream consisting of lanthanide fission products, the transition metal fission product waste stream resulting from the transuranic extraction (TRUEX) process, and a high molybdenum concentration with relatively low noble metal concentrations. The principal difficulties encountered during processing of the ?reference ceramic? waste form by a melt and crystallization process were the incomplete incorporation of Cs into the hollandite phase and the presence of secondary Cs-Mo non-durable phases. In the single phase hollandite system, these issues were addressed in this study by refining the compositions to include Cr as a transition metal element and the use of Ti/TiO{sub 2} buffer to maintain reducing conditions. The current cost of SMF aluminum alloys (about $4 per pound) and the relatively long forming times of current materials are serious drawbacks to the widespread use of SMF in industry. The interdependence of materials testing and model development is critical to optimizing SMF since the current process is conducted in a heated, pressurized die where direct measurement of critical SMF parameters is extremely difficult. Numerical models provide a means of tracking the forming process, allowing the applied gas pressure to be adjusted to maintain the optimum SMF behavior throughout the forming process. Thus, models can help produce the optimum SMF component in the least amount of time. The Pacific Northwest Laboratory is integrating SMF model development with research in improved aluminum alloys for SMF. The objectives of this research are: develop and characterize competitively priced aluminum alloys for SMF applications in industry; improve numerical models to accurately predict the optimum forming cycle for reduced forming time and improved quality; verify alloy performance and model accuracy with forming tests conducted in PNL`s Superplastic Forming User Facility. The activities performed in this technology maturation project represent a critical first step in achieving these objectives through cooperative research among industry, PNL, and universities.

    The objective of this effort is to develop and provide basic refinery-related information for use by state and local government officials as a basis for establishing responsible refinery siting requirements and policies consistent with the federal clean air and water standards and socio-economic concerns. The report will be organized into two volumes. The main text comprises the basic topics of physical concerns, regulatory requirements, and permitting activities, while the second volume includes the detailed appendix materials such as the applicable laws, and the necessary permits, as available and a glossary of pertinent terms. As a means to this objective, three refinery sizes, 200,000, 100,000 and 30,000 barrels per day crude charge will be discussed in technical terms. Process unit configuration will be presented which will maximize either gasoline or heating oil production with either sweet or sour crude oil feedstocks. The major issues affecting the socio-economic impact of siting the refinery in a given locale will be presented. These data will review the factors affecting the human environment and the issues that must be addressed to assess the impact that a refinery will have on a community. The key federal registrations which impact upon a refinery siting decision shall be reviewed. Summaries of these regulations and a simplified decision diagram for the air and water acts shall be presented to assist both government and refinery officials in understanding the scope of regulatory impact. All pertinent procedures required for refinery permitting shall be reviewed under the generalized headings of air, water, health and safety, land use, and miscellaneous permits. This categorization at the federal, state and local levels of government shall be used as a basis for establishing degrees of emphasis.

    As part of the plutonium waste form development and down-select process, repository analyses have been conducted to evaluate the long-term performance of these forms for repository acceptance. Intact and degraded mode criticality analysis of the mixed oxide (MOX) spent fuel is presented in Volume I, while Volume II presents the evaluations of the waste form containing plutonium immobilized in a ceramic matrix. Although the ceramic immobilization development program is ongoing, and refinements are still being developed and evaluated, this analysis provides value through quick feed-back to this development process, and as preparation for the analysis that will be conducted starting in fiscal year (FY) 1999 in support of the License Application. While no MOX fuel has been generated in the United States using weapons-usable plutonium, Oak Ridge National Laboratory (ORNL) has conducted calculations on Westinghouse-type reactors to determine the expected characteristics of such a fuel. These spent nuclear fuel (SNF) characteristics have been used to determine the long-term potential for criticality in a repository environment. In all instances the methodology and scenarios used in these analyses are compatible with those developed and used for Commercial Spent Nuclear Fuel (CSNF) and Defense High Level Waste (DHLW), as tailored for the particular characteristics of the waste forms. This provides a common basis for comparison of the results. This analysis utilizes dissolution, solubility, and thermodynamic data that are currently available. Additional data on long-term behavior is being developed, and later analyses (FY 99) to support the License Application will use the very latest information that has been generated. Ranges of parameter values are considered to reflect sensitivity to uncertainty. Most of the analysis is focused on those parameter values that produce the worst case results, so that potential licensing issues can be identified.

    Epsilon metal (ε-metal) is generated in nuclear fuel during irradiation. This metal consists of Pd, Ru, Rh, Mo, and some Te. These accumulate at the UO2 grain boundaries as small (ca 5 µm) particles. These metals have limited solubility in the acid used to dissolve fuel during reprocessing and in typical borosilicate glass. These must be treated separately to improve overall waste loading in glass. This low solubility and their survival in 2 Gy-old natural reactors led us to investigate them as a waste form for the immobilization of 99Tc and 107Pd, two very long-lived isotopes.

    Fractionated stereotactic radiotherapy (SRT) requires accurate and reproducible immobilization of the patient's head. This randomized study compared the efficacy of two commonly used forms of immobilization used for SRT. Two routinely used methods of immobilization, which differ in their approach to reproduce the head position from day to day, are the Gill-Thomas-Cosman (GTC) frame and the BrainLab thermoplastic mask. The GTC frame fixates on the patient's upper dentition and thus is in direct mechanical contact with the cranium. The BrainLab mask is a two-part masking system custom fitted to the front and back of the patient's head. After patients signed an IRB-approved informed consent form, eligible patients were randomized to either GTC frame or mask for their course of SRT. Patients were treated as per standard procedure; however, prior to each treatment a set of digital kilovolt images (ExacTrac, BrainLabAB, Germany) was taken. These images were fused with reference digitally reconstructed radiographs obtained from treatment planning CT to yield lateral, longitudinal, and vertical deviations of isocenter and head rotations about respective axes. The primary end point of the study was to compare the two systems with respect to mean and standard deviations using the distance to isocenter measure. A total of 84 patients were enrolled (69 patients evaluable with detailed positioning data). A mixed-effect linear regression and two-tiled t test were used to compare the distance measure for both the systems. There was a statistically significant (p<0.001) difference between mean distances for these systems, suggesting that the GTC frame was more accurate. The mean 3D displacement and standard deviations were 3.17+1.95 mm for mask and 2.00+1.04 mm for frame. Both immobilization techniques were highly effective, but the GTC frame was more accurate. To optimize the accuracy of SRT, daily kilovolt image guidance is recommended with either immobilization system.

    This project was designed to demonstrate in situ bioremediation of ground water and sediment contaminated with chlorinated solvents. Indigenous microorganisms were stimulated to degrade trichlorethylene (TCE), tetrachloroethylene (PCE) and their daughter products in situ by addition of nutrients to the contaminated aquifer and adjacent vadose zone. The principle carbon/energy source nutrient used in this demonstration was methane (natural gas). In situ biodegradation is a highly attractive technology for remediation because contaminants are destroyed, not simply moved to another location or immobilized, thus decreasing costs, risks, and time, while increasing efficiency, safety, and public and regulatory acceptability. This report describes the preliminary results of the demonstration and provides conclusions only for those measures that the Bioremediation Technical Support Group felt were so overwhelmingly convincing that they do not require further analyses. Though this report is necessarily superficial it does intend to provide a basis for further evaluating the technology and for practitioners to immediately apply some parts of the technology.

    Summarized below is the work carried out over a six-month period on the subtasks Beneficiation for Advanced Systems, Co-Products, and Low-Rank Coal Liquefaction. Hydrothermal drying (hot-water drying and saturated-steam drying) was determined to be an effective method of causing a permanent reduction in the equilibrium moisture of low-rank coals and removing sodium. The development of improved methods is continuing for assessing the propensity of coals to dust generation. Carbonic acid treatment of lignites and subbituminous coals reduced the sodium contents of these coals by 60 to 70 wt%. Float/sink washability testing of low-sulfur subbituminous coals produced ash reductions of 30 to 40 wt% at +95 wt% moisture and ash-free (maf) coal recovery. Ineffective agglomerants were induced to agglomerate low-rank coals by mixing with a polar oil or polar alcohol. Effective agglomeration promoters were crude phenol, m-cresol, cresylic acid, methanol, ethanol, propanol, and butanol. Three coals, a North Dakota Lignite, a North Dakota Leonardite, and an Alaskan subbituminous coal, were pyrolyzed. Proximate analysis showed that the subbituminous char was typically lower in volatiles than the lignite. Adsorption of sulfur dioxide by the chars were indistinguishable from one another. Coal can be effectively solubilized by treatment with CO reductant in an aqueous solvent (CO steam process). In this report, the catalytic hydrotreatment of the solubilized low-severity products from sodium aluminate-catalyzed and uncatalyzed CO/H{sub 2}O reactions of a Wyodak subbituminous coal are compared. Liquefaction with the Co-Me catalyst gave 68% conversion to heptane solubles for both the sodium aluminate and the uncatalyzed low-severity reaction intermediates.

    Harris Group Inc. (HGI) was commissioned by the National Renewable Energy Laboratory to assess gasification and tar reforming technologies. Specifically, the assessments focused on gasification and tar reforming technologies that are capable of producing a syngas suitable for further treatment and conversion to liquid fuels. HGI gathered sufficient information to analyze three gasification and tar reforming systems. This report summarizes the equipment, general arrangement of the equipment, operating characteristics, and operating severity for each technology. The order of magnitude capital cost estimates are supported by a basis-of-estimate write-up, which is also included in this report. The report also includes Microsoft Excel workbook models, which can be used to design and price the systems. The models can be used to analyze various operating capacities and pressures. Each model produces a material balance, equipment list, capital cost estimate, equipment drawings and preliminary general arrangement drawings. Example outputs of each model are included in the Appendices.

    The goal of this proposal was to develop new sampling and analytical techniques which could be used to understand the transformation rates and mechanisms of exchange between dissolved, colloidal, small particle and large particle size classes of organic carbon in ocean margins. To meet this goal, the authors focused on the development of cross-flow filtration (CFF) for the isolation of colloidal material from the dissolved phase in seawater. In addition, they tested and optimized high sensitivity techniques for the measurement of thorium isotopes using thermal ionization mass spectrometry (TIMS) and carbon isotopes using accelerator mass spectrometry (AMS) and stable C mass spectrometric techniques. In this final report, they highlight some of these new sampling and analytical developments as well as preliminary results from the first DOE cruise this past April. The report is broken down into 4 sections, namely (1) colloidal sampling strategies, (2) TIMS analytical developments, (3) carbon isotopic measurements and (4) results from the R/V Columbus Iselin cruise. For more detailed discussion of the findings, they have included as an appendix to this final report manuscripts which have been published or will be submitted during this funding cycle.

    This is a set of nine reports and articles that were kindly provided by Dr. Christine A. Langton from the Savannah River Site (SRS) to L. J. Jardine LLNL in June 2003. The reports discuss cement waste forms and primarily focus on gas generation in cement waste forms from alpha particle decays. However other items such as various cement compositions, cement product performance test results and some cement process parameters are also included. This set of documents was put into this Lawrence Livermore National Laboratory (LLNL) releasable report for the sole purpose to provide a set of documents to Russian technical experts now beginning to study cement waste treatment processes for wastes from an excess weapons plutonium MOX fuel fabrication facility. The intent is to provide these reports for use at a US RF Experts Technical Meeting on: the Management of Wastes from MOX Fuel Fabrication Facilities, in Moscow July 9-11, 2003. The Russian experts should find these reports to be very useful for their technical and economic feasibility studies and the supporting R&D activities required to develop acceptable waste treatment processes for use in Russia as part of the ongoing Joint US RF Plutonium Disposition Activities.

    In response to a Congressional mandate to prepare a roadmap for the development of Accelerator Transmutation of Waste (ATW) technology, a Technical Working Group comprised of members from various DOE laboratories was convened in March 1999 for the purpose of preparing that part of the technology development roadmap dealing with the separation of certain radionuclides for transmutation and the disposal of residual radioactive wastes from these partitioning operations. The Technical Working Group for ATW Separations Technologies and Waste Forms completed its work in June 1999, having carefully considered the technology options available. A baseline process flowsheet and backup process were identified for initial emphasis in a future research, development and demonstration program. The baseline process combines aqueous and pyrochemical processes to permit the efficient separation of the uranium, technetium, iodine and transuranic elements from the light water reactor (LWR) fuel in the head-end step. The backup process is an all- pyrochemical system. In conjunction with the aqueous process, the baseline flowsheet includes a pyrochemical process to prepare the transuranic material for fabrication of the ATW fuel assemblies. For the internal ATW fuel cycle the baseline process specifies another pyrochemical process to extract the transuranic elements, Tc and 1 from the ATW fuel. Fission products not separated for transmutation and trace amounts of actinide elements would be directed to two high-level waste forms, one a zirconium-based alloy and the other a glass/sodalite composite. Baseline cost and schedule estimates are provided for a RD&D program that would provide a full-scale demonstration of the complete separations and waste production flowsheet within 20 years.

    The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.
