    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

    All of the research and human resource development projects were systemic in nature with real potential for becoming self sustaining. They concentrated on building permanent structure, such as faculty expertise, research equipment, the SEM Minority Center, and the School of Environment and Natural Resources. It was the intent of the DOE/EPSCoR project to permanently change the way Wyoming does business in energy-related research, human development for science and engineering careers, and in relationships between Wyoming industry, State Government and UW. While there is still much to be done, the DOE/EPSCoR implementation award has been successful in accomplishing that change and enhancing UW's competitiveness associated with coal utilization, electrical energy efficiency, and environmental remediation.

    The article reports research case histories on applications of coal combustion products (CCPs) in Wisconsin developed by the University of Wisconsin Consortium for Fly Ash Use in Geotechnical Applications (FAUGA). Fly ash was used to stabilize poor soils during construction of Wisconsin State Highway (STH) 60, and bottom ash was used as a granular working platform. Long term performance is proving good. Nearly all Class C fly ash in Wisconsin is now used in construction. Leaching characteristics of pavements incorporating fly ash are being monitored by pan lysimeters underneath. A computer model, WiscLEACH has been developed to predict the maximum concentration of chemicals in ground water adjacent to roadways using CCPs. 1 photo.

    This report outlines the accomplishments of the Wyoming Carbon Capture and Storage (CCS) Technology Institute (WCTI), including creating a website and online course catalog, sponsoring technology transfer workshops, reaching out to interested parties via news briefs and engaging in marketing activities, i.e., advertising and participating in tradeshows. We conclude that the success of WCTI was hampered by the lack of a market.     The Wyoming Department of Labor and Statistics initiated a wage and employment survey of the State's coal mining industry during the first quarter of 1982. The survey was designed to update the statistics obtained in the 1979 survey of Wyoming's coal mines. Specifically, data were collected to: (1) estimate the number of workers in selected occupational categories; (2) determine the average straight-time hourly wage in each occupational category; (3) determine the number of workers covered by a collective bargaining agreement in each occupational category; (4) review the employer contributions to employee fringe benefit programs; (5) establish bench mark data for Wyoming's underground coal mines.

    The collector efficiency study developed a solar collector rating methodology specific to Wisconsin conditions. Existing rating programs were researched and a collector methodology was developed. A computer program was written to calculate the collector ratings and 25 collector models were rated. The accuracy of the proposed rating methodology was evaluated for 16 collectors placed in 11 domestic hot water systems. One liquid space heating analysis with storage and one air space heating analysis without storage were completed. A solar assisted heat pump in which the solar collectors function as evaporators was also analyzed.

Oil well bottomhole temperatures, thermal logs of wells, and heat flow data were interpreted within a framework of geologic and hydrologic constraints. WERIC was established in 2006 by the University of Wyoming's Ruckelshaus Institute of Environment and Natural Resources (ENR) and the Wyoming Geographic Information Science Center (WyGISC) with funding from the US Department of Energy (DOE) and the US Bureau of Land Management (BLM). The WERIC web portal originated in concept from a more specifically focused website, the Coalbed Methane (CBM) Clearinghouse. The CBM Clearinghouse effort focused only on coalbed methane production within the Powder River Basin of northeast Wyoming. The CBM Clearinghouse demonstrated a need to expand the effort statewide with a comprehensive energy focus, including fossil fuels and renewable and alternative energy resources produced and/or developed in Wyoming. WERIC serves spatial data to the greater Wyoming geospatial community through the Wyoming GeoLibrary, the WyGISC Data Server and the Wyoming Energy Map. These applications are critical components that support the Wyoming Energy Resources Information Clearinghouse (WERIC). The Wyoming GeoLibrary is a tool for searching and browsing a central repository for metadata. It provides the ability to publish and maintain metadata and geospatial data in a distributed environment. The WyGISC Data Server is an internet mapping application that provides traditional GIS mapping and analysis

    An important opportunity exists for the energy future of Wyoming that will • Maintain its coal industry • Add substantive value to its indigenous coal and natural gas resources • Improve dramatically the environmental impact of its energy production capability • Increase its Gross Domestic Product These can be achieved through development of a carbon conversion industry that transforms coal and natural gas to synthetic transportation fuels, chemical feedstocks, and chemicals that are the building blocks for the chemical industry. Over the longer term, environmentally clean nuclear energy can provide the substantial energy needs of a carbon conversion industry and be part of the mix of replacement technologies for the current fleet of aging coal-fired electric power generating stations.

    The Department of Energy is developing an estimate of the undeveloped hydropower potential in this country. The Hydropower Evaluation Software is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Wisconsin.

  12. Mined land reclamation in Wisconsin since 1973

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

    Previous Studies have developed process designs, costs, and economics for the direct liquefaction of Illinois No. 6 and Wyoming Black Thunder coals at mine-mouth plants. This investigation concerns two case studies related to the liquefaction of Wyoming Black Thunder coal. The first study showed that reducing the coal liquefaction reactor design pressure from 3300 to 1000 psig could reduce the crude oil equivalent price by 2.1 $/bbl provided equivalent performing catalysts can be developed. The second one showed that incentives may exist for locating a facility that liquifies Wyoming coal on the Gulf Coast because of lower construction costs and higher labor productivity. These incentives are dependent upon the relative values of the cost of shipping the coal to the Gulf Coast and the increased product revenues that may be obtained by distributing the liquid products among several nearby refineries.

    The Wyoming Department of Labor and Statistics initiated a wage and employment survey of the State's coal mining industry during the first quarter of 1984. The survey was designed to update the statistics obtained in the 1982 survey of Wyoming's coal mines.     In the first year of the traineeship program supported by the Department of Energy EPSCoR funding, the University of Wyoming has made outstanding progress toward the objective of increasing the supply of highly trained engineers and scientists with interests in energy related disciplines. The scope of the traineeship program has already broadened to encompass both more departments than originally expected and nearly twice as many graduate students as expected. Further, since the primary emphasis was on new students, most of those recruited have developed ties to the DOE labs that would not have otherwise existed. This portion of this Progress Report gives an overall summary of the University of Wyoming`s approach to the DOE Traineeship Program implementation. It also provides an overview of the results so far and vision of how this program fits with the broader objectives for development of the University and its academic programs. Subsequent sections describe very briefly the impact of the traineeship students in each department that was successful in obtaining funds through the competitive process that was adopted. Finally, the report ends with a summary of both the academic status of the participants and the budget expenditures to date.

    Surface remediation was completed at the former uranium mill site in Riverton, Wyoming, in 1990. Residual radioactive materials (contaminated soil and debris) were removed and disposed of at Union Carbide Corporation`s (Umetco) nearby Gas Hills Title 2 facility. Ground water in the surficial and semiconfined aquifers (known collectively as the `uppermost aquifer`) below the former mill and tailings site has been contaminated. No contamination has been detected in the deeper, confined sandstone aquifer. The contaminant plume extends off site to the south and east. The plume is constrained by surface wetlands and small streams to the east and west of the site and by the Little Wind River to the south. Fifteen monitor wells installed in 1993 were sampled to better define the contaminant plume and to provide additional water quality data for the baseline risk assessment. Samples also were collected from domestic wells in response to a request by the Wyoming Department of Environmental Quality in January 1994. No contamination attributable to the former uranium milling operations have ever been detected in any of the domestic wells used for potable supplies.

    In the first year of the traineeship program supported by the Department of Energy EPSCoR funding, the University of Wyoming has made outstanding progress toward the objective of increasing the supply of highly trained engineers and scientists with interests in energy related disciplines. The scope of the traineeship program has already broadened to encompass both more departments than originally expected and nearly twice as many graduate students as expected. Further, since the primary emphasis was on new students, most of those recruited have developed ties to the DOE labs that would not have otherwise existed. This portion of this Progress Report gives an overall summary of the University of Wyoming's approach to the DOE Traineeship Program implementation.     Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. The greater Green Bay area is east and adjacent to the reservation. A county line roughly splits the reservation in half; the west half is in Outagamie County and the east half is in Brown County. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

    The Wisconsin superconducting electron gun is modeled with multiparticle tracking simulations using the ASTRA and GPT codes. To specify the construction of the emittance-compensation solenoid, we studied the dependence of the output bunch's emittance upon the solenoid's strength and field errors. We also evaluated the dependence of the output bunch's emittance upon the bunch's initial emittance and the size of the laser spot on the photocathode. The results suggest that a 200-pC bunch with an emittance of about one mm-mrad can be produced for a free-electron laser.

    This study presents a comparative analysis of two different renewable energy options for the California energy market between 2017 and 2020: 12,000 GWh per year from new California in-state renewable energy resources; and 12,000 GWh per year from Wyoming wind delivered to the California marketplace. Either option would add to the California resources already existing or under construction, theoretically providing the last measure of power needed to meet (or to slightly exceed) the state's 33% renewable portfolio standard. Both options have discretely measurable differences in transmission costs, capital costs (due to the enabling of different generation portfolios), capacity values, and production costs. The purpose of this study is to compare and contrast the two different options to provide additional insight for future planning.

The data indicate that highest ozone concentrations were observed at temperatures of -10 C to 0 C, at low wind speeds of about 5 mph. The median values for nitrogen oxides (NOx) during these episodes ranged between 10 ppbv and 20 ppbv (parts per billion by volume). Measurements of volatile organic compounds (VOCs) during these periods were insufficient for quantitative analysis. The few available VOCs measurements indicated unusually high levels of alkanes and aromatics and low levels of alkenes. In addition, the column ozone concentration during one of the high-ozone episodes was low, on the order of 250 DU (Dobson unit) as compared to a normal column ozone concentration of approximately 300-325 DU during spring for this region. Analysis of this observation was outside the scope of this project. The data analysis reported here was used to establish criteria for making a large number of sensitivity calculations through use of a box photochemical model. Two different VOCs lumping schemes, RACM and SAPRC-98, were used for the calculations. Calculations based on this data analysis indicated that the ozone mixing ratios are sensitive to (a) surface albedo, (b) column ozone, (c) NOx mixing ratios, and (d) available terminal olefins. The RACM model showed a large response to an increase in lumped species containing propane that was not reproduced by the SAPRC scheme, which models propane as a nearly independent species. The rest of the VOCs produced similar changes in ozone in both schemes. In general, if one assumes that measured VOCs are fairly representative of the conditions at these locations, sufficient precursors might be available to produce ozone in the range of 60-80 ppbv under the conditions modeled.

    The use of alternative fuels such as wood chips, wood products industry residues, refuse derived fuel, tire derived fuel and processed manufacturing paper waste fuel pellets has been practiced for a number of years in the state of Wisconsin. At present a relatively small quantity of the non-forestry urban wood waste is reclaimed for a variety of uses such as architectural mulch, animal bedding, nature trails in parks and recreational areas. Most is disposed of by landfills. This wood waste has low bulky density, depletes valuable landfill space, and in the Milwaukee area, currently costs $35-$50 per ton for hauling and disposal. This paper reviews the technical and economic feasibility of processing urban wood wastes using existing scrap processing facilities and transporting and supplying the wood fuel to existing stream and power generating facilities at state of Wisconsin institutions. The paper is based on a recent study funded by The Great Lakes Regional Biomass Energy Program. The capability of a large midwest auto shredding/scrap processing facility, one of 200 such facilities in the US, to serve as a central urban waste fuels processor is reviewed.
