    The 20% Wind Energy by 2030 report was developed as part of the Advanced Energy Initiative. Published in 2008, the report was largely based on information collected and analyzed in 2006. Much has changed since then, including shifts in technology, markets, and policy. The industry needs a new, clear, vision for wind power that is shared among stakeholders from the U.S. government, industry, academia, and NGO communities. At WINDPOWER 2013, the U.S. Department of Energy, in partnership with the American Wind Energy Association and the Wind Energy Foundation, launched a project to update the 20% report with new objectives. This conference poster outlines the elements of the new Wind Vision.

    The Wind Vision analysis demonstrates the economic value that wind power can bring to the nation, a value exceeding the costs of deployment. Wind’s environmental benefits can address key societal challenges such as climate change, air quality and public health, and water scarcity. Wind deployment can provide U.S. jobs, U.S. manufacturing, and lease and tax revenues in local communities to strengthen and support a transition of the nation’s electricity sector towards a low-carbon U.S. economy. The path needed to achieve 10% wind by 2020, 20% by 2030, and 35% by 2050 requires new tools, priorities, and emphases beyond those forged by the wind industry in growing to 4.5% of current U.S. electricity demand. Consideration of new strategies and updated priorities as identified in the Wind Vision could provide substantial positive outcomes for future generations.

    In the United States, the 'community wind' sector - loosely defined here as consisting of relatively small utility-scale wind power projects that sell power on the wholesale market and that are developed and owned primarily by local investors - has historically served as a 'test bed' or 'proving grounds' for up-and-coming wind turbine manufacturers that are trying to break into the U.S. wind power market. For example, community wind projects - and primarily those located in the state of Minnesota - have deployed the first U.S. installations of wind turbines from Suzlon (in 2003), DeWind (2008), Americas Wind Energy (2008) and later Emergya Wind Technologies (2010), Goldwind (2009), AAER/Pioneer (2009), Nordic Windpower (2010), Unison (2010), and Alstom (2011). Thus far, one of these turbine manufacturers - Suzlon - has subsequently achieved some success in the broader U.S. wind market as well. Just as it has provided a proving grounds for new turbines, so too has the community wind sector served as a laboratory for experimentation with innovative new financing structures. For example, a variation of one of the most common financing arrangements in the U.S. wind market today - the special allocation partnership flip structure (see Figure 1 in Section 2.1) - was first developed by community wind projects in Minnesota more than a decade ago (and is therefore sometimes referred to as the 'Minnesota flip' model) before being adopted by the broader wind market. More recently, a handful of community wind projects built over the past year have been financed via new and creative structures that push the envelope of wind project finance in the U.S. - in many cases, moving beyond the now-standard partnership flip structures involving strategic tax equity investors. These include: (1) a 4.5 MW project in Maine that combines low-cost government debt with local tax equity, (2) a 25.3 MW project in Minnesota using a sale/leaseback structure, (3) a 10.5 MW project in South Dakota

The opposite of community wind is an 'absentee' project, in which ownership is completely removed from the state and community surrounding the facility. Thus, there is little or no ongoing direct financial benefit to state and local populations aside from salaries for local repair technicians, local property tax payments, and land lease payments. In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders. This often puts smaller community wind developers and projects at a competitive disadvantage. However, state policies specifically supporting community wind may become a more influential market factor as turbines are now more readily available given manufacturer ramp-ups and the slow-down in the industry that has accompanied the recent economic and financial crises. This report examines existing literature to provide an overview of economic impacts resulting from community wind projects, compares results, and explains variability.

System architectures, dispatch strategies, and operating experience from a variety of wind-diesel systems will be discussed, as well as how recent development to explore distributed energy generation solutions for wind generation can benefit from the performance experience of operating systems. The paper also includes a detailed discussion of the performance of wind-diesel applications in Alaska, where 10 wind-diesel stations are operating and additional systems are currently being implemented. Additionally, because this application represents an international opportunity, a community of interest committed to sharing technical and operating developments is being formed. The authors hope to encourage this expansion while allowing communities and nations to investigate the wind-diesel option for reducing their dependence on diesel-driven energy sources.

    With varying success, the United States and Europe have followed a more or less parallel path of policies to support wind development over the past twenty years. Feed-in laws and tax incentives first popularized in California in the early 1980s and greatly expanded upon in Europe during the 1990s are gradually giving way to market-based support mechanisms such as renewable portfolio standards, which are being implemented in one form or another in ten US states and at least three European nations. At the same time, electricity markets are being liberalized in both the US and Europe, and many electricity consumers are being given the choice to support the development of renewable energy through higher tariffs, both in traditionally regulated and newly competitive markets. One notable area in which wind development in Europe and United States has not evolved in common, however, is with respect to the level of community ownership of wind turbines or clusters. While community ownership of wind projects is unheard of in the United States, in Europe, local wind cooperatives or other participatory business schemes have been responsible for a large share of total wind development. In Denmark, for example, approximately 80% of all wind turbines are either individually or cooperatively owned, and a similar pattern holds in Germany, the world leader in installed wind capacity. Sweden also has a strong wind cooperative base, and the UK has recently made forays into community wind ownership. Why is it that wind development has evolved this way in Europe, but not in the United States? What incremental effect have community-owned wind schemes had on European wind development? Have community-owned wind schemes driven development in Europe, or are they merely a vehicle through which the fundamental driving institutions have been channeled? Is there value to having community wind ownership in the US? Is there reason to believe that such schemes would succeed in the US? If so, which

    The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts. In addition, the DOE grant allowed LCCC to procure specialized LABVOLT electronic equipment that directly supports is wind energy technology curriculum.

    In the relatively brief history of utility-scale wind generation, the 'community wind' sector - defined here as consisting of relatively small utility-scale wind power projects that are at least partly owned by one or more members of the local community - has played a vitally important role as a 'test bed' or 'proving ground' for wind turbine manufacturers. In the 1980s and 1990s, for example, Vestas and other now-established European wind turbine manufacturers relied heavily on community wind projects in Scandinavia and Germany to install - and essentially field-test - new turbine designs. The fact that orders from community wind projects seldom exceeded more than a few turbines at a time enabled the manufacturers to correct any design flaws or manufacturing defects fairly rapidly, and without the risk of extensive (and expensive) serial defects that can accompany larger orders. Community wind has been slower to take root in the United States - the first such projects were installed in the state of Minnesota around the year 2000. Just as in Europe, however, the community wind sector in the U.S. has similarly served as a proving ground - but in this case for up-and-coming wind turbine manufacturers that are trying to break into the broader U.S. wind power market.     Although the global financial crisis of 2008/2009 has slowed wind power development in general, the crisis has, in several respects, been a blessing in disguise for community wind project development in the United States. For xample, the crisis-induced slowdown in the broader commercial wind market has, for the first time since 2004, created slack in the supply chain, creating an opportunity for shovel-ready community wind projects to finally proceed towards onstruction. Many such projects had been forced to wait on the sidelines as the commercial wind boom of 2005-2008 consumed virtually all available resources needed to complete a wind project (e.g., turbines, cranes, contractors).

    This work presents the concept of a wind-diesel hybrid system for the electrification of a small rural community in the Northern Region of Brazil, which can be used in many other places with similar characteristics. The system consists of two small diesel units and two wind turbines, one of which was designed and developed as a prototype with the purpose of gaining some insight in the field of wind turbine technology. Some considerations about small communities of the Northern Region of Brazil, and about electrification concepts are also made.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    This report describes the process and findings of a Wind Energy Feasibility Study (Study) conducted by the Lower Sioux Indian Community (Community). The Community is evaluating the development of a wind energy project located on tribal land. The project scope was to analyze the critical issues in determining advantages and disadvantages of wind development within the Community. This analysis addresses both of the Community's wind energy development objectives: the single turbine project and the Commerical-scale multiple turbine project. The main tasks of the feasibility study are: land use and contraint analysis; wind resource evaluation; utility interconnection analysis; and project structure and economics.

    This project addresses both fundamental and applied research problems that will help with problems defined by the DOE “20% Wind by 2030 Report”. In particular, this work focuses on increasing the capacity of small or community wind generation capabilities that would be operated in a distributed generation approach. A consortium (KWEC – Kansas Wind Energy Consortium) of researchers from Kansas State University and Wichita State University aims to dramatically increase the penetration of wind energy via distributed wind power generation. We believe distributed generation through wind power will play a critical role in the ability to reach and extend the renewable energy production targets set by the Department of Energy. KWEC aims to find technical and economic solutions to enable widespread implementation of distributed renewable energy resources that would apply to wind.

    Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for

    Due to increasing energy demands in the United States and more installed wind projects, rural communities and local governments with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

    The U.S. Department of Energy's (DOE's) 20% Wind Energy by 2030 report recommends expanding education to ensure a trained workforce to meet the projected growth of the wind industry and deployment. Although a few U.S. higher education institutions offer wind technology education programs, most are found in community and technical colleges, resulting in a shortage of programs preparing highly skilled graduates for wind industry careers. Further, the United States lags behind Europe (which has more graduate programs in wind technology design and manufacturing) and is in danger of relinquishing the economic benefits of domestic production of wind turbines and related components and services to European countries. DOE's Wind Powering America initiative launched the Wind for Schools project to develop a wind energy knowledge base among future leaders of our communities, states, and nation while raising awareness about wind energy's benefits.     The Coherent Laser Vision System (CLVS) is being developed to provide precision real-time 3D world views to support site characterization and robotic operations and during facilities Decontamination and Decommissioning. Autonomous or semiautonomous robotic operations requires an accurate, up-to-date 3D world view. Existing technologies for real-time 3D imaging, such as AM laser radar, have limited accuracy at significant ranges and have variability in range estimates caused by lighting or surface shading. Recent advances in fiber optic component technology and digital processing components have enabled the development of a new 3D vision system based upon a fiber optic FMCW coherent laser radar. The approach includes a compact scanner with no-moving parts capable of randomly addressing all pixels. The system maintains the immunity to lighting and surface shading conditions which is characteristic to coherent laser radar. The random pixel addressability allows concentration of scanning and processing on the active areas of a scene, as is done by the human eye-brain system.

    Since the 2020 Vision project began in 1996, students from participating schools have completed and submitted a variety of scenarios describing potential world and regional conditions in the year 2020 and their possible effect on US national security. This report summarizes the students' views and describes trends observed over the course of the 2020 Vision project's five years. It also highlights the main organizational features of the project. An analysis of thematic trends among the scenarios showed interesting shifts in students' thinking, particularly in their views of computer technology, US relations with China, and globalization. In 1996, most students perceived computer technology as highly beneficial to society, but as the year 2000 approached, this technology was viewed with fear and suspicion, even personified as a malicious, uncontrollable being. Yet, after New Year's passed with little disruption, students generally again perceived computer technology as beneficial. Also in 1996, students tended to see US relations with China as potentially positive, with economic interaction proving favorable to both countries. By 2000, this view had transformed into a perception of China emerging as the US' main rival and ''enemy'' in the global geopolitical realm. Regarding globalization, students in the first two years of the project tended to perceive world events as dependent on US action. However, by the end of the project, they saw the US as having little control over world events and therefore, we Americans would need to cooperate and compromise with other nations in order to maintain our own well-being.

    This paper discusses the use of Python in a computer vision (CV) project. We begin by providing background information on the specific approach to CV employed by the project. This includes a brief discussion of Constrained Delaunay Triangulation (CDT), the Chordal Axis Transform (CAT), shape feature extraction and syntactic characterization, and normalization of strings representing objects. (The terms 'object' and 'blob' are used interchangeably, both referring to an entity extracted from an image.) The rest of the paper focuses on the use of Python in three critical areas: (1) interactions with a MySQL database, (2) rapid prototyping of algorithms, and (3) gluing together all components of the project including existing C and C++ modules. For (l), we provide a schema definition and discuss how the various tables interact to represent objects in the database as tree structures. (2) focuses on an algorithm to create a hierarchical representation of an object, given its string representation, and an algorithm to match unknown objects against objects in a database. And finally, (3) discusses the use of Boost Python to interact with the pre-existing C and C++ code that creates the CDTs and CATS, performs shape feature extraction and syntactic characterization, and normalizes object strings. The paper concludes with a vision of the future use of Python for the CV project.

The first steps are geometric transformations. 1) Image Segmentation. Thismore » step essentially classifies pixels in foe input image as either being of interest or not of interest. We have also used GENIE segmentation output for this Image Segmentation step. 2 Contour Extraction (patent submitted). This takes the output of Step I and extracts contours for the blobs consisting of pixels of interest. 3) Constrained Delaunay Triangulation. This is a well-known geometric transformation that creates triangles inside the contours. 4 Chordal Axis Transform (CAT) . This patented geometric transformation takes the triangulation output from Step 3 and creates a concise and accurate structural representation of a contour. From the CAT, we create a linguistic string, with associated metrical information, that provides a detailed structural representation of a contour. 5.) Normalization. This takes an attributed linguistic string output from Step 4 and balances it. This ensures that the linguistic representation accurately represents the major sections of the contour. Steps 6 and 7 are implemented by the multi-scale characterization and matching software. 6) Multi scale Characterization. This takes as input the attributed linguistic string output from Normalization. Rules from a context free grammar are applied in reverse to create a tree-like representation for each contour.     Modern wind turbines are fatigue critical machines that are typically used to produce electrical power from the wind. Operational experiences with these large rotating machines indicated that their components (primarily blades and blade joints) were failing at unexpectedly high rates, which led the wind turbine community to develop fatigue analysis capabilities for wind turbines. Our ability to analyze the fatigue behavior of wind turbine components has matured to the point that the prediction of service lifetime is becoming an essential part of the design process. In this review paper, I summarize the technology and describe the ''best practices'' for the fatigue analysis of a wind turbine component. The paper focuses on U.S. technology, but cites European references that provide important insights into the fatigue analysis of wind turbines.

    Wind data with high temporal resolution exist from a variety of sites, and is in demand by windturbine designers and wind engineers. Unfortunately it has always been a problem to gain access to a suitable amount of this data, because they are available from many different sources in different formats and with very different levels of documentation and quality control. We are now in the process of gaining access to a large amount of this type of data, checking the quality of the data and putting the data at the disposition of the windturbine designer community through easy Internet access. Online search will use summary statistics calculated for each series to help in the selection of data. The selected data can then be downloaded directly to the user. 3 figs.

    This is the final report of a one-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop microchannel plate (MCP) technologies for enhancement of night vision device (NVD) capabilities. First, segmented microchannel plates with independent gain control to minimize loss of low level light images in the presence of a bright light source (e.g., battlefield lasers, flares, and headlights) need to be developed. This enables, for example, enhanced vision capabilities during night operations in, for example, a city environment and continuous capability of aviators to see the horizon, nearground obstructions, and ground targets. Furthermore, curved microchannel plate technology to increase the field of view of NVDs while minimizing optical aberrations needs to be developed and applied. This development would significantly enhance peripheral vision capabilities of aviators and result in easier adaptation of the human eye to NVDs.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to ensure that ordinances will be established to aid the development of safe facilities that will be embraced by the community. The purpose of this report is to educate and engage state and local governments, as well as policymakers, about existing large wind energy ordinances.     Many industrial and defence applications require an ability to make instantaneous decisions based on sensor input of a time varying process. Such systems are referred to as `real-time systems` because they process and act on data as it occurs in time. When a vision sensor is used in a real-time system, the processing demands can be quite substantial, with typical data rates of 10-20 million samples per second. A real-time Machine Vision Laboratory (MVL) was established in FY94 to extend our years of experience in developing computer vision algorithms to include the development and implementation of real-time vision systems. The laboratory is equipped with a variety of hardware components, including Datacube image acquisition and processing boards, a Sun workstation, and several different types of CCD cameras, including monochrome and color area cameras and analog and digital line-scan cameras. The equipment is reconfigurable for prototyping different applications. This facility has been used to support several programs at LLNL, including O Division`s Peacemaker and Deadeye Projects as well as the CRADA with the U.S. Textile Industry, CAFE (Computer Aided Fabric Inspection). To date, we have successfully demonstrated several real-time applications: bullet tracking, stereo tracking and ranging, and web inspection. This work has been documented in the ongoing development of a real-time software library.

However, rapid growth has increased the footprint of wind power in the United States, and some parts of the country have begun to observe conflicts between local communities and wind energy development. Thus, while questions of economic viability and the ability of grid operators to effectively manage wind energy have become less significant, community acceptance issues have emerged as a barrier to wind and associated transmission projects. Increasing community acceptance is likely to be a growing challenge as the wind industry seeks electricity sector penetration levels approaching 20%.

    The objective of this grant was to further the development of Montana’s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ’s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state’s university system to deliver a workforce trained to enter the wind industry.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

    This is the final report of a two-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop microchannel plate (MCP) technologies for enhancement of night vision device (NVD) capabilities. First, the authors addressed the need for segmented microchannel plates with independent gain control to minimize loss of low level light images in the presence of a bright light source (e.g., battlefield lasers, flares, and headlights). This would enable, for example, enhanced vision capabilities during night operations in a city environment and continuous capability of aviators to see the horizon, near-ground obstructions, and ground targets. Second, the authors addressed the need for curved microchannel plate technology to increase the field of view of NVDs while minimizing optical aberrations. This development would significantly enhance peripheral vision capabilities of aviators and result in easier adaptation of the human eye to NVDs. The authors have developed two technologies to overcome these problems, and they have initiated a collaborative effort with an industrial partner to develop a proof-of-principle prototype.

The directions for future information technology investments are discussed. Practical examples of how technology answers the business and information needs of the organization through coordinated and meshed data, applications, and technology architectures are related. This document is the fourth and final volume in the planned series for defining and exhibiting the DOE information architecture. The targeted scope of this document includes DOE Program Offices, field sites, contractor-operated facilities, and laboratories. This document paints a picture of how, over the next 7 years, technology may be implemented, dramatically improving the ways business is conducted at DOE. While technology is mentioned throughout this document, the vision is not about technology. The vision concerns the transition afforded by technology and the process steps to be completed to ensure alignment with business needs. This goal can be met if those directing the changing business and mission-support processes understand the capabilities afforded by architectural processes.

    Although only a small contributor to total electricity production needs, built-environment wind turbines (BWTs) nonetheless have the potential to influence the public's consideration of renewable energy, and wind energy in particular. Higher population concentrations in urban environments offer greater opportunities for project visibility and an opportunity to acquaint large numbers of people to the advantages of wind projects on a larger scale. However, turbine failures will be equally visible and could have a negative effect on public perception of wind technology. This roadmap provides a framework for achieving the vision set forth by the attendees of the Built-Environment Wind Turbine Workshop on August 11 - 12, 2010, at the U.S. Department of Energy's National Renewable Energy Laboratory. The BWT roadmap outlines the stakeholder actions that could be taken to overcome the barriers identified. The actions are categorized as near-term (0 - 3 years), medium-term (4 - 7 years), and both near- and medium-term (requiring immediate to medium-term effort). To accomplish these actions, a strategic approach was developed that identifies two focus areas: understanding the built-environment wind resource and developing testing and design standards. The authors summarize the expertise and resources required in these areas.

    Under the sponsorship of the U.S. Department of Energy/National Energy Technology Laboratory, a multi-disciplinary team led by the Advanced Power and Energy Program of the University of California at Irvine is defining the system engineering issues associated with the integration of key components and subsystems into power plant systems that meet performance and emission goals of the Vision 21 program. The study efforts have narrowed down the myriad of fuel processing, power generation, and emission control technologies to selected scenarios that identify those combinations having the potential to achieve the Vision 21 program goals of high efficiency and minimized environmental impact while using fossil fuels. The technology levels considered are based on projected technical and manufacturing advances being made in industry and on advances identified in current and future government supported research. Included in these advanced systems are solid oxide fuel cells and advanced cycle gas turbines. The results of this investigation will serve as a guide for the U. S. Department of Energy in identifying the research areas and technologies that warrant further support.

    Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (O&M) costs and reduced availability to generate power due to turbine downtime. Indirectly, the acceptance of wind-generated power by the financial and developer communities as a viable enterprise is influenced by the risk associated with the capital equipment reliability; increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. This paper outlines the issues relevant to wind turbine reliability for wind turbine power generation projects. The first sections describe the current state of the industry, identify the cost elements associated with wind farm O&M and availability and discuss the causes of uncertainty in estimating wind turbine component reliability. The latter sections discuss the means for reducing O&M costs and propose O&M related research and development efforts that could be pursued by the wind energy research community to reduce cost of energy.

    The Winnebago Wind Energy Study evaluated facility-scale, community-scale and commercial-scale wind development on Winnebago Tribal lands in northeastern Nebraska. The Winnebago Tribe of Nebraska has been pursuing wind development in various forms for nearly ten years. Wind monitoring utilizing loaned met towers from NREL took place during two different periods. From April 2001 to April 2002, a 20-meter met tower monitored wind data at the WinnaVegas Casino on the far eastern edge of the Winnebago reservation in Iowa. In late 2006, a 50-meter tower was installed, and subsequently monitored wind data at the WinnaVegas site from late 2006 through late 2008. Significant challenges with the NREL wind monitoring equipment limited the availability of valid data, but based on the available data, average wind speeds between 13.6 – 14.3 miles were indicated, reflecting a 2+/3- wind class. Based on the anticipated cost of energy produced by a WinnaVegas wind turbine, and the utility policies and rates in place at this time, a WinnaVegas wind project did not appear to make economic sense. However, if substantial grant funding were available for energy equipment at the casino site, and if either Woodbury REC backup rates were lower, or NIPCO was willing to pay more for wind power, a WinnaVegas wind project could be feasible. With funding remaining in the DOE-funded project budget,a number of other possible wind project locations on the Winnebago reservation were considered. in early 2009, a NPPD-owned met tower was installed at a site identified in the study pursuant to a verbal agreement with NPPD which provided for power from any ultimately developed project on the Western Winnebago site to be sold to NPPD. Results from the first seven months of wind monitoring at the Western Winnebago site were as expected at just over 7 meters per second at 50-meter tower height, reflecting Class 4 wind speeds, adequate for commercial development.     Under this project, the Aleutian Pribilof Islands Association (APIA) conducted wind feasibility studies for Adak, False Pass, Nikolski, Sand Point and St. George. The DOE funds were also be used to continue APIA's role as project coordinator, to expand the communication network quality between all participants and with other wind interest groups in the state and to provide continued education and training opportunities for regional participants. This DOE project began 09/01/2005. We completed the economic and technical feasibility studies for Adak. These were funded by the Alaska Energy Authority. Both wind and hydro appear to be viable renewable energy options for Adak. In False Pass the wind resource is generally good but the site has high turbulence.     The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. Four research objectives were defined for the
