    In 1994, Oak Ridge National Laboratory (ORNL) was tasked by the National Park Service (NPS) to prepare an Environmental Report (ER) for Section 8B of the Foothills Parkway in the Great Smoky Mountains National Park (GSMNP). Section 8B represents 27.7 km (14.2 miles) of a total of 115 km (72 miles) of the planned Foothills Parkway and would connect the Cosby community on the east to the incorporated town of Pittman Center to the west.

    The Parkway-Empire area is located on the Northwest shelf in central Eddy County, approximately 15 mi (24 km) northeast of Carlsbad, New Mexico. This area produces oil and gas from the lower and middle Morrow sandstones, Atoka sandstones, and Strawn limestones. Oil is also produced from the Queen and Seven Rivers sandstones, and the Grayburg, San Andres, and Wolfcamp dolomites. All of the these zones are productive from stratigraphic traps. The lower Morrow sandstones occur at a depth of about 11,400 ft (3,474 m). In the Parkway area, the middle Morrow sandstones are thought to be a transgressive series of marine beaches and submarine bars which trend toward the northeast, parallel to depositional strike. Stratigraphic traps are created in the lower and middle Morrow sandstones by variations in cementation and depositional patterns. Productive Atoka sandstones occur at a depth of approximately 10,700 ft (3,261 m). Strawn limestones produce from a series of small, low-relief algal banks developed along depositional strike to the northeast. The Strawn limestone is about 300 ft (91 m) thick and occurs between 10,250 and 10,500 ft (3,124 and 3,200 m). Wells in this area have typical ultimate recoveries of between 1.0 and 3.0 bcf of gas. The combination of stacked reservoirs and good production makes this area of the Morrow trend especially attractive.

The major deliverables for the project are listed. From August 1995 through October 1996, NPS, GSMNP, and ORNL staff interacted with Federal Highway Administration staff to develop a conceptual design plan for Section 8B with the intent of protecting critical resources identified during the ER process to the extent possible. In addition, ORNL arranged for bioengineering experts to discuss techniques that might be employed on Section 8B with NPS, GSMNP, and ORNL staff during September 1996. For the purposes of this ER, there are two basic alternatives under consideration: (1) a build alternative and (2) a no-build alternative. Within the build alternative are a number of options including constructing Section 8B with no interchanges, constructing Section 8B with an interchange at SR 416 or U.S. 321, constructing Section 8B with a spur road on Webb Mountain, and considering operation of Section 8B both before and after the operation of Section 8C. The no-build alternative is considered the no-action alternative and is not to construct Section 8B. This volume of the ER consists of Appendices J through M, which describe potential impacts regarding traffic, noise, and aesthetics. The results of the traffic studies described in these appendices resulted in the following conclusions: Unacceptable levels of service will occur on numerous roads within and outside of the park increasingly in the Mure based upon current and future regional growth. Stream biological surveys were completed at 31 stream sites during the Fall of 1994. The sampling strategy for both invertebrates and fish was to survey the different taxa from all available habitats. For benthic invertebrates, a standardized qualitative manual collection technique was employed for all 31 stations. For fish

    A combined-cycle conversion project at Alabama Electric Cooperative (AEC) will extend the life of its gas- and coal-fired McWilliams Station. The conversion will allow the plant to generate power for the next 30 years and boost its system intermediate and peaking capacity. Station capacity will increase from 42 MW to 151 MW (net), and the heat rate will improve from 15,000 to 9,000 Btu/kW-hr (HHV). Thanks to AEC`s preventive maintenance program, overhauls to the equipment remaining in service were unnecessary. Except for slight modifications, most systems will remain as they have for the last 40 years. This paper will describe the plant`s original construction and the changes made to sustain it.

    On Good Friday, March 24, 1989, the Exxon oil tanker Valdez foundered on Bligh Reef, spilling 11 million gallons of crude oil into Alaska`s Prince William Sound. To Alaskans, especially fishing people, this was a shocking but not entirely unanticipated event, as there had been several near misses in the twelve years since the opening of oil shipping from Valdez, Alaska. This article revisits Prince William sound to evaluate both the lingering environmental effects and the socio-economic effects of the spill and the huge monetary settlement from the spills.

    The study has been undertaken by the Glosten Associates, Inc., to evaluate the existing capability for emergency towing at Prince William Sound and to examine alternatives that could enhance the escort and assist capabilities for disabled tankers within the waterway from the Alyeska Oil Terminal at the Port of Valdez to the Gulf of Alaska outside Hinchinbrook Entrance. Part 1, reported herein, is an objective evaluation by an experienced salvage towing master of the existing tugs, emergency towing equipment, towing practices, and discussion of alternative tug types.

    The Exxon Valdez oil (EVO) spill of 1989 occurred a few weeks before herring spawned in Prince William Sound (PWS), AK. An estimated 40% to 50% of the egg biomass sustained exposure during early development, and the majority of pelagic larvae were collected within the oil trajectory path. Sublethal effects observed at hatch (morphologic defects and genetic damage) were related to ambient EVO concentrations. Reduced survival rates, decreased growth, genetic damage and histopathological changes were measured in pelagic larvae from oiled areas. However, because the 1989 year class is one of the smallest cohorts now in PWS, population effects are difficult to assess. From 1990 to 1992, population abundance and reproductive potential remained high. When the 1989 year class was fully recruited (1993--1994), the spawning population decreased by 50% to 75% of the expected abundance. Many of the surviving fish were infected with viral hemorrhagic septicemia (VHS) and failed to spawn. Proposed causes for the VHS epizootic include previous oil exposure, density-dependent effects following the 1989 fishery closure, and reduced food availability from 1990 to 1994.

    The oil spill that resulted from the March 1989 grounding of the oil tanker vessel Exxon Valdez provides a unique opportunity for the study of marine oil pollution effects because the spilled crude oil polluted a large geographic area that was previously considered pristine. The only sources of confounding hydrocarbons in the areas of Prince William Sound, Alaska, impacted by the spill are naturally occurring hydrocarbons and anthropogenic hydrocarbons from occasional boating activity in the Sound or due to long-range atmospheric transport. The authors' objectives were to determine the levels, intra-annual variability, and interannual variability of selected alkane hydrocarbons and PAHs in intertidal sediments and in M. trossulus tissues at a network of sampling stations over the 4-year sampling period, and if possible to identify the likely sources of hydrocarbons found.

    This report documents the results of a collaborative project to demonstrate a solid state lighting (SSL) general illumination product in an outdoor area walkway application. In the project, six light-emitting diode (LED) luminaires were installed to replace six existing high pressure sodium (HPS) luminaires mounted on 14-foot poles on a set of exterior walkways and stairs at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New Jersey, during December, 2007. The effort was a U.S. Department of Energy (DOE) SSL Technology Gateway Demonstration that involved a collaborative teaming agreement between DOE, FAA and Ruud Lighting (and their wholly owned division, Beta LED). Pre- and post-installation power and illumination measurements were taken and used in calculations of energy savings and related economic payback, while personnel impacted by the new lights were provided questionnaires to gauge their perceptions and feedback. The SSL product demonstrated energy savings of over 25% while maintaining illuminance levels and improving illuminance uniformity. PNNL's economic analysis yielded a variety of potential payback results depending on the assumptions used. In the best case, replacing HPS with the LED luminaire can yield a payback as low as 3 years. The new lamps were quite popular with the affected personnel, who gave the lighting an average score of 4.46 out of 5 for improvement.

    Purpose: To determine whether the American Society for Radiation Oncology (ASTRO) Consensus Statement (CS) recommendations for accelerated partial breast irradiation (APBI) are associated with significantly different outcomes in a pooled analysis from William Beaumont Hospital (WBH) and the American Society of Breast Surgeons (ASBrS) MammoSite Registry Trial. Methods and Materials: APBI was used to treat 2127 cases of early-stage breast cancer (WBH, n=678; ASBrS, n=1449). Three forms of APBI were used at WBH (interstitial, n=221; balloon-based, n=255; or 3-dimensional conformal radiation therapy, n=206), whereas all Registry Trial patients received balloon-based brachytherapy. Patients were divided according to the ASTRO CS into suitable (n=661, 36.5%), cautionary (n=850, 46.9%), and unsuitable (n=302, 16.7%) categories. Tumor characteristics and clinical outcomes were analyzed according to CS group. Results: The median age was 65 years (range, 32-94 years), and the median tumor size was 10.0 mm (range, 0-45 mm). The median follow-up time was 60.6 months. The WBH cohort had more node-positive disease (6.9% vs 2.6%, P<.01) and cautionary patients (49.5% vs 41.8%, P=.06). The 5-year actuarial ipsilateral breast tumor recurrence (IBTR), regional nodal failure (RNF), and distant metastasis (DM) for the whole cohort were 2.8%, 0.6%, 1.6%. The rate of IBTR was not statistically higher between suitable (2.5%), cautionary (3.3%), or unsuitable (4.6%) patients (P=.20). The nonsignificant increase in IBTR for the cautionary and unsuitable categories was due to increased elsewhere failures and new primaries (P=.04), not tumor bed recurrence (P=.93). Conclusions: Excellent outcomes after breast-conserving surgery and APBI were seen in our pooled analysis. The current ASTRO CS guidelines did not adequately differentiate patients at an increased risk of IBTR or tumor bed failure in this large patient cohort.

    Mussels (Mytilus trossulus) were deployed at 22 locations inside Prince William Sound and 16 locations outside the Sound at depths of 1, 5 and 25 m for 2 to 8 weeks to determine the biological availability and persistence of petroleum-derived hydrocarbons from the Exxon Valdez Oil (EVO) spill. Four successive deployments were made in 1989, and two each in 1990 and 1991. Mussels were analyzed for 27 alkane and 43 polynuclear aromatic hydrocarbon (PAH) analytes. PAH concentrations derived from EVO in mussels decreased with depth, time, and distance from heavily oiled beaches. Hydrocarbon accumulation derived from EVO by deployed mussels indicates petroleum hydrocarbons were available to subsurface marine fauna the summer following the spill, which may be a route of oil ingestion exposure by fauna at high trophic levels.

    The author compared pre- and post-spill abundance and breeding activity of murrelets near the Naked Island group in central Prince William Sound, and in Kachemak Bay in lower Cook Inlet. Murrelet numbers at Naked Island were lower in 1989 than in 1978-1980 but not in 1990-1992. At Kachemak Bay, where oiling was minimal, murrelet densities did not change between 1988 and 1989. The results suggest that the murrelet population at Kachemak Bay, further removed temporally and spatially from the spill epicenter, was not affected as the Naked Island populations in 1989. Murrelet numbers were negatively correlated to numbers of boats at both study sites, and cleanup activities likely contributed to disruption in 1989.

    The Native Village of Eyak (NVE) has been monitoring wind resources around Cordova, Alaska in order to determine whether there is a role for wind energy to play in the city’s energy scheme, which is now supplies entirely by two run-of-the-river hydro plants and diesel generators. These data are reported in Appendices A and B. Because the hydro resources decline during winter months, and wind resources increase, wind is perhaps an ideal counterpart to round out Cordova’s renewable energy supply. The results of this effort suggests that this is the case, and that developing wind resources makes sense for our small, isolated community.

    A series of northwest-southeast aligned, large-scale (up to 30 m high) eolian dunes, occurring in a confined (600 km/sup 2/) desert area in northern Saskatchewan, Canada, was examined in the field. Observations were made of dune morphology and internal structure, and patterns of sand movement on the dunes were analyzed in relation to wind events during the summer of 1981. Present cross-sectional profiles exhibit steeper northeast slopes, the lower segment of which are intermittently covered by psammophilous grasses. Dune structure is dominated by northeast-dipping accretion laminae. Three /sup 14/C dates from organic material cropping out on the lower southwest slopes reveal that the dunes have migrated as transverse bed forms at rates of roughly 0.5 m/yr during the last few hundred years. However, a progressive increase in height, bulk, and symmetry along the dune axis from northwest to southeast, suggests an along-dune component of sand transport. This view is supported by (1) field measurements of airflow and along-dune sand transport patterns on 2 dunes, and (2) the present-day wind regime (1963-78). Dominated by north-northeast to northeast winds from January to June and by west-southwest winds from July to December, the resultant potential sand transport vector is toward the southeast, virtually identical to the dune axis.

    The Basis Set Exchange (BSE) provides a web-based user interface for downloading and uploading Gaussian-type (GTO) basis sets, including effective core potentials (ECPs), from the EMSL Basis Set Library. It provides an improved user interface and capabilities over its predecessor, the EMSL Basis Set Order Form, for exploring the contents of the EMSL Basis Set Library. The popular Basis Set Order Form and underlying Basis Set Library were originally developed by Dr. David Feller and have been available from the EMSL webpages since 1994. BSE not only allows downloading of the more than 200 Basis sets in various formats; it allows users to annotate existing sets and to upload new sets. (Specialized Interface)

The profiling radars were deployed in Northern Oklahoma at the DOE Atmospheric Radiation Mission (ARM) Southern Great Plans (SGP) Central Facility from 22 April through 6 June 2011. NOAA deployed three instruments: a Parsivel disdrometer, a 2.8-GHz profiler, and a 449-MHz profiler. The parasivel provided surface estimates of the raindrop size distribution and is the reference used to absolutely calibrate the 2.8 GHz profiler. The 2.8-GHz profiler provided unattenuated reflectivity profiles of the precipitation. The 449-MHz profiler provided estimates of the vertical air motion during precipitation from near the surface to just below the freezing level. By using the combination of 2.8-GHz and 449-MHz profiler observations, vertical profiles of raindrop size distributions can be retrieved. The profilers are often reference by their frequency band: the 2.8-GHz profiler operates in the S-band and the 449-MHz profiler operates in the UHF band. The raw observations are available as well as calibrated spectra and moments. This document describes how the instruments were deployed, how the data was collected, and the format of the archived data.
