    In the handful of years since the World Wide Web (WWW or Web) came into being, Web sites have developed at an astonishing rate. With the influx of Web pages comes a disparity of site types, including personal homepages, commercial sales sites, and educational data. The variety of sites and the deluge of information contained on the Web exemplify the individual nature of the WWW. Whereas some people argue that it is this eclecticism which gives the Web its charm, we propose that sites which are repositories of technical data would benefit from standardization. This paper proffers a methodology for publishing ecological research on the Web. The template we describe uses capabilities of HTML (the HyperText Markup Language) to enhance the value of the traditional scientific paper.

    The World Wide Web provides a unified method of access to various information services on the Internet via a variety of protocols. Mosaic and other browsers give users a graphical interface to the Web that is easier to use and more visually pleasing than any other common Internet information service today. The availability of information via the Web and the number of users accessing it have both grown rapidly in the last year. The interest and investment of commercial firms in this technology suggest that in the near future, access to the Web may become as necessary to doing business as a telephone. This is problematical for organizations that use firewalls to protect their internal networks from the Internet. Allowing all the protocols and types of information found in the Web to pass their firewall will certainly increase the risk of attack by hackers on the Internet. But not allowing access to the Web could be even more dangerous, as frustrated users of the internal network are either unable to do their jobs, or find creative new ways to get around the firewall. The solution to this dilemma adopted at Sandia National Laboratories is described. Discussion also covers risks of accessing the Web, design alternatives considered, and trade-offs used to find the proper balance between access and protection.

    Browsing (surfing) the World Wide Web (the web) has exploded onto the Internet with an unprecedented popularity. Fueled by massive acceptance, the web client/server technology is leaping forward with a speed that competes with no other software technology. The primary force behind this phenomenon is the simplicity of the web browsing experience. People who have never touched a computer before can now perform sophisticated network tasks with a simple point-and-click. Unfortunately, this simplicity gives many, if not most, web wanderers the impression that the web browser is risk free, nothing more than a high powered television. This misconception is dangerous by creating the myth that a user visiting a web site is immune from subversive or malicious intent. While many want you to believe that surfing the web is as simple as using any other household appliance, it is not like surfing television channels, it is bi-directional. You can learn a lot of useful information from web sites. But, either directly or indirectly, others can also learn quite a bit about you. Of even more concern is a web sites` potential ability to exert control over the local computer. This paper tries to consolidate some of the current concerns that you should consider as you jump into the surf.

    Currently, a website dedicated to enhancing communication and dissemination of criticality safety information is sponsored by the U.S. Department of Energy (DOE) Nuclear Criticality Safety Program (NCSP). This website was developed as part of the DOE response to the Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 97-2, which reflected the need to make criticality safety information available to a wide audience. The website is the focal point for DOE nuclear criticality safety (NCS) activities, resources and references, including hyperlinks to other sites actively involved in the collection and dissemination of criticality safety information. The website is maintained by the Lawrence Livermore National Laboratory (LLNL) under auspices of the NCSP management. One area of the website contains a series of Nuclear Criticality Safety Engineer Training (NCSET) modules. During the past few years, many users worldwide have accessed the NCSET section of the NCSP website and have downloaded the training modules as an aid for their training programs. This trend was remarkable in that it points out a continuing need of the criticality safety community across the globe. It has long been recognized that training of criticality safety professionals is a continuing process involving both knowledge-based training and experience-based operations floor training. As more of the experienced criticality safety professionals reach retirement age, the opportunities for mentoring programs are reduced. It is essential that some method be provided to assist the training of young criticality safety professionals to replenish this limited human expert resource to support on-going and future nuclear operations. The main objective of this paper is to present the features of the NCSP website, including its mission, contents, and most importantly its use for the dissemination of training modules to the criticality safety community.     A study was performed comparing user search results from the specialized scientific database on energy-related information, ETDEWEB, with search results from the internet search engines Google and Google Scholar. The primary objective of the study was to determine if ETDEWEB (the Energy Technology Data Exchange – World Energy Base) continues to bring the user search results that are not being found by Google and Google Scholar. As a multilateral information exchange initiative, ETDE’s member countries and partners contribute cost- and task-sharing resources to build the largest database of energy-related information in the world. As of early 2010, the ETDEWEB database has 4.3 million citations to world-wide energy literature. One of ETDEWEB’s strengths is its focused scientific content and direct access to full text for its grey literature (over 300,000 documents in PDF available for viewing from the ETDE site and over a million additional links to where the documents can be found at research organizations and major publishers globally). Google and Google Scholar are well-known for the wide breadth of the information they search, with Google bringing in news, factual and opinion-related information, and Google Scholar also emphasizing scientific content across many disciplines. The analysis compared the results of 15 energy-related queries performed on all three systems using identical words/phrases. A variety of subjects was chosen, although the topics were mostly in renewable energy areas due to broad international interest. Over 40,000 search result records from the three sources were evaluated. The study concluded that ETDEWEB is a significant resource to energy experts for discovering relevant energy information. For the 15 topics in this study, ETDEWEB was shown to bring the user unique results not shown by Google or Google Scholar 86.7% of the time.     Recent developments in Internet technologies are changing and enhancing how one processes and exchanges information. These developments include software and hardware in support of multimedia applications on the World Wide Web. In this paper the authors describe these technologies as they have applied them to remote monitoring and show how they will allow the International Atomic Energy Agency to efficiently review and analyze remote monitoring data for verification of material movements. The authors have developed demonstration software that illustrates several safeguards data systems using the resources of the Internet and Web to access and review data. This Web demo allows the user to directly observe sensor data, to analyze simulated safeguards data, and to view simulated on-line inventory data. Future activities include addressing the technical and security issues associated with using the Web to interface with existing and planned monitoring systems at nuclear facilities. Some of these issues are authentication, encryption, transmission of large quantities of data, and data compression.

    At present, hundreds of microbial genomes have been sequenced, and hundreds more are currently in the pipeline. The Virtual Institute for Microbial Stress and Survival has developed a publicly available suite of Web-based comparative genomic tools (http://www.microbesonline.org) designed to facilitate multispecies comparison among prokaryotes. Highlights of the Microbes Online Web site include operon and regulon predictions, a multispecies genome browser, a multispecies Gene Ontology browser, a comparative KEGG metabolic pathway viewer, a Bioinformatics Workbench for in-depth sequence analysis, and Gene Carts that allow users to save genes of interest for further study while they browse.     Since its creation in 1943 until 1988, the Hanford Site, a facility in the U.S. Department of Energy (DOE) nuclear weapons complex was dedicated to the production of weapons grade plutonium and other special nuclear materials. The Hanford Site is located in eastern Washington State and is bordered on the north and east by the Columbia River. Decades of creating fuel, irradiating it in reactors, and processing it to recover nuclear material left numerous waste sites that involved the discharge of contaminated liquids and the disposal of contaminated solid waste. Today, the primary mission of the Hanford Site is to safely cleanup and manage the site's legacy waste. A site-wide risk assessment methodology has been developed to assist the DOE, as well as state and federal regulatory agencies, in making decisions regarding needed remedial actions at past waste sites, and safe disposal of future wastes. The methodology, referred to as the System Assessment Capability (SAC), utilizes an integrated set of models that track potential contaminants from inventory through vadose zone, groundwater, Columbia River and air pathways to human and ecological receptors.

    The prime contractor for the Rocky Flats Closure Project (RFCP), Kaiser-Hill, in concert with the Department of Energy--Rocky Flats Field Office (DOE-RFFO) has applied a fully integrated, life-cycle, critical path schedule and work planning system to manage the work that is required to close the Site. The closure of the Site is complex, in that it houses over 700 facilities, 19,600 kilograms of Special Nuclear Material (Plutonium and Uranium), and over 160,000 cubic meters of Transuranic, Low Level, and Hazardous Waste. The deactivation, decommissioning, decontaminating, and demolition of this large number of facilities, while at the same time accommodating difficult on-going activities, significantly increases the sophistication required in the planning process. The Rocky Flats team has overcome these difficulties by establishing a money oriented critical path process, to provide a least-cost avenue to supporting on-going activities and a line-of-balance process for production oriented activities. These processes, when integrated with a typical activity-based project planning system, guide the way to the shortest and most cost-effective course for the closure of the Rocky Flats Site.

DOE has partnered with the Pacific Northwest National Laboratory (PNNL) on the PHOENIX (PNNL-Hanford Online Environmental Information System) project, which seeks to address data access, transparency, and integration challenges at Hanford to provide effective decision support. PHOENIX is a family of spatially-enabled web applications providing quick access to decades of valuable scientific data and insight through intuitive query, visualization, and analysis tools. PHOENIX realizes broad, public accessibility by relying only on ubiquitous web-browsers, eliminating the need for specialized software. It accommodates a wide range of users with intuitive user interfaces that require little or no training to quickly obtain and visualize data. Currently, PHOENIX is actively hosting three applications focused on groundwater monitoring, groundwater clean-up performance reporting, and in-tank monitoring. PHOENIX-based applications are being used to streamline investigative and analytical processes at Hanford, saving time and money. But more importantly, by integrating previously isolated datasets and developing relevant visualization and analysis tools, PHOENIX applications are enabling DOE to discover new correlations hidden in legacy data, allowing them to more effectively address complex issues at Hanford.

    The U.S. Department of Energy (DOE) Hanford Site in south central Washington State lies along the Columbia River and is one of DOE's largest legacy waste management sites. Enormous radionuclide and chemical inventories exist below-ground. These include Resource Conservation and Recovery Act (RCRA) storage facilities where hazardous and radioactive contaminants were discharged and leaked to the soil surface and to the deep vadose zone and groundwater. The vadose zone is also contaminated from facilities regulated by the RCRA and Comprehensive Environmental Response Compensation and Liability Act (CERCLA) Act. Hanford now contains as much as 28,300 cubic meters of soil contaminated with radionuclides from liquid wastes released near processing facilities. The Hanford Federal Facility Agreement and Consent Order, Tri-Party Agreement (TPA) has set the completion of the cleanup of these sites by 2024. There are numerous technical and regulatory challenges to cleanup of the vadose zone at the Hanford site. This paper attempts to identify the categories of deep vadose zone problem and identifies a few possible regulatory options to clean up the site under the mix of state and federal regulatory authorities. There are four major categories of vadose contamination areas at the Hanford Site. The first is laterally extensive with intermediate depth (ground surface to about 45 meters depth) mostly related to high volume effluent discharge into cribs, ponds and ditches of designated CERCLA facilities. The second is dominated by laterally less extensive mostly related to leaks from RCRA tank farms. The later contamination is often commingled at depth with wastes from adjacent CERCLA facilities. The third category is from the high volume CERCLA facilities extending from the surface to more than 60 meters below ground. Contamination from the later category crosses the entire thickness of the vadose zone and reached groundwater. The fourth category is the lower volume waste sites

    Pacific Northwest National Laboratory (PNNL) embarked on a new initiative to strengthen the technical defensibility of the predictions being made with a site-wide groundwater flow and transport model at the U.S. Department of Energy Hanford Site in southeastern Washington State. In FY 2000, the focus of the initiative was on the characterization of major uncertainties in the current conceptual model that would affect model predictions. The long-term goals of the initiative are the development and implementation of an uncertainty estimation methodology in future assessments and analyses using the site-wide model. This report focuses on the development and implementation of an uncertainty analysis framework.

    The road-map to obtaining closure of the Middlesex Sampling Plant FUSRAP site in Middlesex, New Jersey (NJ) has required a multi-faceted approach, following the CERCLA Process. Since 1998, the US ACE, ECC, and other contractors have completed much of the work required for regulatory acceptance of site closure with unrestricted use. To date, three buildings have been decontaminated, demolished, and disposed of. Two interim storage piles have been removed and disposed of, followed by the additional removal and disposal of over 87,000 tons of radiologically and chemically-impacted subsurface soils by the summer of 2008. The US ACE received a determination from the EPA for the soils Operable Unit, (OU)-1, in September 2010 that the remedial excavations were acceptable, and meet the criteria for unrestricted use as required by the 2004 Record of Decision (ROD) for OU-1. Following the completion of OU-1, the project delivery team performed additional field investigation of the final Operable Unit for Middlesex, OU-2, Groundwater. As of December 2012, the project delivery team has completed a Supplemental Remedial Investigation, which will be followed with a streamlined Feasibility Study, Proposed Plan, and ROD. Several years of historical groundwater data was available from previous investigations and the FUSRAP Environmental Surveillance Program. Historical data indicated sporadic detections of Volatile Organic Compounds (VOCs), primarily trichloroethylene (TCE), carbon tetrachloride (CT), and methyl tert-butyl ether (MTBE), with no apparent trend or pattern indicating extent or source of the VOC impact. In 2008, the project delivery team initiated efforts to re-assess the Conceptual Site Model (CSM) for groundwater. The bedrock was re-evaluated as a leaky multi-unit aquifer, and a plan was developed for additional investigations for adequate bedrock characterization and delineation of groundwater contaminated primarily by CT, TCE, and tetrachloroethene (PCE).     The Underground Test Area (UGTA) activity is responsible for assessing and evaluating the effects of the underground nuclear weapons tests on groundwater at the Nevada National Security Site (NNSS), formerly the Nevada Test Site (NTS), and implementing a corrective action closure strategy. The UGTA strategy is based on a combination of characterization, modeling studies, monitoring, and institutional controls (i.e., monitored natural attenuation). The closure strategy verifies through appropriate monitoring activities that contaminants of concern do not exceed the SDWA at the regulatory boundary and that adequate institutional controls are established and administered to ensure protection of the public. Other programs conducted at the NNSS supporting the environmental mission include the Routine Radiological Environmental Monitoring Program (RREMP), Waste Management, and the Infrastructure Program. Given the current programmatic and operational demands for various water-monitoring activities at the same locations, and the ever-increasing resource challenges, cooperative and collaborative approaches to conducting the work are necessary. For this reason, an integrated sampling plan is being developed by the UGTA activity to define sampling and analysis objectives, reduce duplication, eliminate unnecessary activities, and minimize costs. The sampling plan will ensure the right data sets are developed to support closure and efficient transition to long-term monitoring. The plan will include an integrated reporting mechanism for communicating results and integrating process improvements within the UGTA activity as well as between other U.S. Department of Energy (DOE) Programs.

    We have developed a comprehensive methodology and an interactive Web site for calculating the habitable zone (HZ) of multiple star systems. Using the concept of spectral weight factor, as introduced in our previous studies of the calculations of HZ in and around binary star systems, we calculate the contribution of each star (based on its spectral energy distribution) to the total flux received at the top of the atmosphere of an Earth-like planet, and use the models of the HZ of the Sun to determine the boundaries of the HZ in multiple star systems. Our interactive Web site for carrying out these calculations is publicly available at http://astro.twam.info/hz. We discuss the details of our methodology and present its application to some of the multiple star systems detected by the Kepler space telescope. We also present the instructions for using our interactive Web site, and demonstrate its capabilities by calculating the HZ for two interesting analytical solutions of the three-body problem.

    This product represents a USGS Administrative Report that discusses samples and methods used to conduct uranium-series isotope analyses and resulting ages and initial 234U/238U activity ratios of pedogenic cements developed in several different surfaces in the Hanford area middle to late Pleistocene. Samples were collected and dated to provide calibration of soil development in surface deposits that are being used in the Hanford Site-Wide probabilistic seismic hazard analysis conducted by AMEC. The report includes description of sample locations and physical characteristics, sample preparation, chemical processing and mass spectrometry, analytical results, and calculated ages for individual sites. Ages of innermost rinds on a number of samples from five sites in eastern Washington are consistent with a range of minimum depositional ages from 17 ka for cataclysmic flood deposits to greater than 500 ka for alluvium at several sites.

    Since August 1994 Kurchatov Institute in cooperation with several US Department of Energy Laboratories has been developing a site-wide computerized material accounting system for nuclear materials. In 1994 a prototype system was put into trial operation at two Kurchatov facilities. Evaluation of this prototype led to the development of a new computerized material accounting system named KI-MACS, which has been operational since 1996. This system is a site-wide local secure computer network with centralized database capable of dealing with strictly confidential data and performing near-real time accountancy. It utilizes a Microsoft Windows NT operating system with SQL Server and Visual Basic, and has a `star`-like network architecture. KI-MACS is capable of dealing with materials in itemized and bulk form, and can perform statistical evaluations of measurements and material balance. KI-MACS is fully integrated with bar code equipment, electronic scales, gamma-ray spectrometers and an Active Well Coincidence Counter, thus providing almost on-line evaluation and utilization of results of measurements, item identification and accounting. At present KI-MACS is being used in Physical Inventory Taking at the Kurchatov Central Storage Facility, and by the end of 1997 will be installed at twelve Kurchatov nuclear facilities.

    The web development team of the Environmental Technology Directorate (ETD) at the U.S. Department of Energy’s Pacific Northwest National Laboratory (PNNL) redesigned the ETD website as a database-driven system, powered by the newly designed ETD Common Information System (ETD-CIS). The ETD website was redesigned in response to an analysis that showed the previous ETD websites were inefficient, costly, and lacking in a consistent focus. Redesigned and newly created websites based on a new ETD template provide a consistent image, meet or exceed accessibility standards, and are linked through a common database. The protocols used in developing the ETD website support integration of further organizational sites and facilitate internal use by staff and training on ETD website development and maintenance. Other PNNL organizations have approached the ETD web development team with an interest in applying the methods established by the ETD system.     The Sandia National Laboratories, New Mexico (SNL/NM) Site-Wide Hydrogeologic Characterization (SWHC) project has been implemented as part of the SNL/NM Environmental Restoration (ER) Program to develop the regional hydrogeologic framework and baseline for the approximately 100 mi of Kirtland Air Force Base (KAFB) and adjacent withdrawn public lands upon which SNL/NM has performed research and development activities. Additionally, the SWHC project will investigate and characterize generic hydrogeologic issues associated with the 172 ER sites owned by SNL/NM across its facilities on KAFB. As called for in the Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA) Part B permit agreement between the U.S. Environmental Protection Agency (EPA) as the permitter and the U.S. Department of Energy (DOE) and SNL/NM as the permittees, an annual report is to be prepared by the SWHC project team.     The Home Energy Saver (HES, http://HomeEnergySaver.lbl.gov) is an interactive web site designed to help residential consumers make decisions about energy use in their homes. This report describes the underlying methods and data for estimating energy consumption. Using engineering models, the site estimates energy consumption for six major categories (end uses); heating, cooling, water heating, major appliances, lighting, and miscellaneous equipment. The approach taken by the Home Energy Saver is to provide users with initial results based on a minimum of user input, allowing progressively greater control in specifying the characteristics of the house and energy consuming appliances. Outputs include energy consumption (by fuel and end use), energy-related emissions (carbon dioxide), energy bills (total and by fuel and end use), and energy saving recommendations. Real-world electricity tariffs are used for many locations, making the bill estimates even more accurate. Where information about the house is not available from the user, default values are used based on end-use surveys and engineering studies. An extensive body of qualitative decision-support information augments the analytical results.

    This paper describes the methodology and results of a wide-area wind resource assessment and site selection in Colorado. This was the first phase in a three-part assessment and monitoring program conducted for the State of Colorado Office of Energy Conservation and several collaborating utilities. The objective of this phase was to identify up to 20 candidate sites for evaluation and possible long-term monitoring. This was accomplished using a geographic information system (GIS), which takes into account such factors as topography, existing wind resource data, locations of transmission lines, land cover, and land use. The resulting list of sites recommended for evaluation in Phase 2 of the study includes locations throughout Colorado, but most are in the eastern plains. The GIS wind siting model may be modified and updated in the future as additional information becomes available. 3 figs., 1 tab.

    Venting range hoods are important residential ventilation components that remove pollutants generated by cooking activities and natural gas cooking burners. To address the lack of data on range hood installations in California, we conducted a survey by examining photographs of homes for sale or rent listed on a popular real estate web site. The survey was conducted in November 2010 and AprilMay 2011. Posted photos of the homes were reviewed to determine if a hood was installed, the type of hood, and two installation details that can impact performance, namely the height above the cooktop and the degree to which the hood covers the cooktop burners. We additionally collected information about the homes, including asking price for purchase or rent, type of building (e.g. detached house, townhouse or apartment), building age, floor area, and cooktop fuel type. Listings were first sampled to focus on homes built since 2005, then randomly sampled to include varied prices and locations around the state. Data were obtained for 1002 homes built between 1865 and 2011 (median year built 1989). Homes for sale varied in asking price from $16,000 to $16,500,000 (median $353,000) and homes for rent varied from $500 to $25,000 (median $2125) per month. Approximately 74% of the sample had natural gas cooktops. In this sample, natural gas cooktops were more prevalent in more expensive homes than in less expensive homes. Across the entire sample, 7.4 % appeared to have no hood installed, 33% had a short hood, 13% had a deep hood and 47% had a microwave over the range. The percentage of these hoods that vent to the outdoors could not be determined. Hood type was related to coverage of the cooktop. For deep hoods, 76% appeared to cover most or all of the cooktop burners. For short hoods, 70% covered about three quarters of the cooktop. And for microwaves the vast majority (96%) covered the back burners but not the front burners. Hood type was also correlated with asking price or

    This report describes a new initiative to strengthen the technical defensibility of predictions made with the Hanford site-wide groundwater flow and transport model. The focus is on characterizing major uncertainties in the current model. PNNL will develop and implement a calibration approach and methodology that can be used to evaluate alternative conceptual models of the Hanford aquifer system. The calibration process will involve a three-dimensional transient inverse calibration of each numerical model to historical observations of hydraulic and water quality impacts to the unconfined aquifer system from Hanford operations since the mid-1940s.

    The East Tennessee Technology Park Site-Wide Residual Contamination Remedial Investigation Work Plan (DOE 2004) describes the planned fieldwork to support the remedial investigation (RI) for residual contamination at the East Tennessee Technology Park (ETTP) not addressed in previous Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) decisions. This Addendum describes activities that will be conducted to gather additional information in Zone 1 of the ETTP for groundwater, surface water, and sediments. This Addendum has been developed from agreements reached in meetings held on June 23, 2010, August 25, 2010, October 13, 2010, November 13, 2010, December 1, 2010, and January 13, 2011, with representatives of the U. S. Department of Energy (DOE), U. S. Environmental Protection Agency (EPA), and Tennessee Department of Environment and Conservation (TDEC). Based on historical to recent groundwater data for ETTP and the previously completed Sitewide Remedial Investigation for the ETTP (DOE 2007a), the following six areas of concern have been identified that exhibit groundwater contamination downgradient of these areas above state of Tennessee and EPA drinking water maximum contaminant levels (MCLs): (1) K-720 Fly Ash Pile, (2) K-770 Scrap Yard, (3) Duct Island, (4) K-1085 Firehouse Burn/J.A.     As markets become unexpectedly turbulent with a shortened product life cycle and a power shift towards buyers, the need for methods to rapidly and cost-effectively develop products, production facilities and supporting software is becoming urgent. The use of a virtual enterprise plays a vital role in surviving turbulent markets. However, its success requires reliable and large-scale interoperation among trading partners via a semantic web of trading partners' services whose properties, capabilities, and interfaces are encoded in an unambiguous as well as computer-understandable form. This paper demonstrates a promising approach to integration and interoperation between a design house and a manufacturer by developing semantic web services for business and engineering transactions. To this end, detailed activity and information flow diagrams are developed, in which the two trading partners exchange messages and documents. The properties and capabilities of the manufacturer sites are defined using DARPA Agent Markup Language (DAML) ontology definition language. The prototype development of semantic webs shows that enterprises can widely interoperate in an unambiguous and autonomous manner; hence, virtual enterprise is realizable at a low cost.

    The post-closure performance of the Area 3 Radioactive Waste Management Site (RWMS) and Area 5 RWMS are evaluated for the Site-Wide Environmental Impact Statement using current performance assessment and composite analysis methods and models. Two alternatives with different future waste volumes and inventories are evaluated. The No Action Alternative evaluates the inventory disposed through fiscal year (FY) 2010 plus an additional 4.5E5 cubic meters (m3) (1.59E7 cubic feet [ft3]) of waste disposed at the Area 5 RWMS. The Expanded Operations Alternative evaluates the FY 2010 inventory plus an additional 1.42E6 m3 (5.03E7 ft3) of waste disposed at the Area 5 RWMS and 4.93E4 m3 (1.74E6 ft3) disposed at the Area 3 RWMS. Both the No Action and Expanded Operations Alternatives have a reasonable expectation of meeting all performance objectives of U.S. Department of Energy Order DOE O 435.1, Radioactive Waste Management. No significant difference between the two alternatives was found because the waste concentrations are similar. The performance assessment model assesses radiological risk for residents at the RWMS boundary where risk is more closely related to waste concentration than total waste inventory. Results for the composite analysis also indicate that the dose constraint and dose limit can be met for both alternatives.

    Los Alamos National Laboratory (LANL or the Laboratory) operations data for Calendar Year (CY) 2012 mostly fell within the 2008 Site-Wide Environmental Impact Statement (SWEIS) projections. Operation levels for one LANL facility exceeded the 2008 SWEIS capability projections—Radiochemistry Facility; however, none of the capability increases caused exceedances in radioactive air emissions, waste generation, or National Pollutant Discharge Elimination System (NPDES) discharge. Several facilities exceeded the2008 SWEIS levels for waste generation quantities; however, all were one-time, non-routine events that do not reflect the day-to-day operations of the Laboratory. In addition, total site-wide waste generation quantities were below SWEIS projections for all waste types, reflecting the overall levels of operations at both the Key and Non-Key Facilities. Although gas and electricity consumption have remained within the 2008 SWEIS limits for utilities, water consumption exceeded the 2008 SWEIS projections by 27 million gallons in CY 2012.

    The baseline three-dimensional transient inverse model for the estimation of site-wide scale flow parameters, including their uncertainties, using data on the transient behavior of the unconfined aquifer system over the entire historical period of Hanford operations, has been modified to account for the effects of basalt intercommunication between the Hanford unconfined aquifer and the underlying upper basalt confined aquifer. Both the baseline and alternative conceptual models (ACM-1) considered only the groundwater flow component and corresponding observational data in the 3-Dl transient inverse calibration efforts. Subsequent efforts will examine both groundwater flow and transport. Comparisons of goodness of fit measures and parameter estimation results for the ACM-1 transient inverse calibrated model with those from previous site-wide groundwater modeling efforts illustrate that the new 3-D transient inverse model approach will strengthen the technical defensibility of the final model(s) and provide the ability to incorporate uncertainty in predictions related to both conceptual model and parameter uncertainty. These results, however, indicate that additional improvements are required to the conceptual model framework. An investigation was initiated at the end of this basalt inverse modeling effort to determine whether facies-based zonation would improve specific yield parameter estimation results (ACM-2). A description of the justification and methodology to develop this zonation is discussed.

    The Factsheets web application was conceived out of the requirement to create, update, publish, and maintain a web site with dynamic research and development (R and D) content. Before creating the site, a requirements discovery process was done in order to accurately capture the purpose and functionality of the site. One of the high priority requirements for the site would be that no specialized training in web page authoring would be necessary. All functions of uploading, creation, and editing of factsheets needed to be accomplished by entering data directly into web form screens generated by the application. Another important requirement of the site was to allow for access to the factsheet web pages and data via the internal Sandia Restricted Network and Sandia Open Network based on the status of the input data. Important to the owners of the web site would be to allow the published factsheets to be accessible to all personnel within the department whether or not the sheets had completed the formal Review and Approval (R and A) process. Once the factsheets had gone through the formal review and approval process, they could then be published both internally and externally based on their individual publication status. An extended requirement and feature of the site would be to provide a keyword search capability to search through the factsheets. Also, since the site currently resides on both the internal and external networks, it would need to be registered with the Sandia search engines in order to allow access to the content of the site by the search engines. To date, all of the above requirements and features have been created and implemented in the Factsheet web application. These have been accomplished by the use of flat text databases, which are discussed in greater detail later in this paper.

    The paper describes a new website called SISMA, i.e. Site of Italian Strong Motion Accelerograms, which is an Internet portal intended to provide natural records for use in engineering applications for dynamic analyses of structural and geotechnical systems. SISMA contains 247 three-component corrected motions recorded at 101 stations from 89 earthquakes that occurred in Italy in the period 1972-2002. The database of strong motion accelerograms was developed in the framework of a joint project between Sapienza University of Rome and University of California at Los Angeles (USA) and is described elsewhere. Acceleration histories and pseudo-acceleration response spectra (5% damping) are available for download from the website. Recordings can be located using simple search parameters related to seismic source and the recording station (e.g., magnitude, V{sub s30}, etc) as well as ground motion characteristics (e.g. peak ground acceleration, peak ground velocity, peak ground displacement, Arias intensity, etc.)

    This Supplement Analysis (SA) has been prepared to determine if the Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory (SWEIS) (DOE/EIS-0238) (DOE 1999a) adequately addresses the environmental effects of introducing a proposed project for the clean-out and decontamination (DECON) of certain large containment vessels into the Chemistry and Metallurgy Research (CMR) Building located at Los Alamos National Laboratory (LANL) Technical Area (TA) 3, or if the SWEIS needs to be supplemented. After undergoing the clean-out and DECON steps, the subject containment vessels would be disposed of at LANL's TA-54 low-level waste (LLW) disposal site or, as appropriate, at a DOE or commercial offsite permitted LLW-regulated landfill; after actinides were recovered from the DECON solution within the CMR Building, they would be moved to LANL's TA-55 Plutonium Facility and undergo subsequent processing at that facility for reuse. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions.     In this paper we present a system for visualizing volume data from remote supercomputers (PermWeb). We have developed both parallel volume rendering algorithms, and the World Wide Web software for accessing the data at the remote sites. The implementation uses Hypertext Markup Language (HTML), Java, and Common Gateway Interface (CGI) scripts to connect World Wide Web (WWW) servers/clients to our volume renderers. The front ends are interactive Java classes for specification of view, shading, and classification inputs. We present performance results, and implementation details for connections to our computing resources at the University of California Santa Cruz including a MasPar MP-2, SGI Reality Engine-RE2, and SGI Challenge machines. We apply the system to the task of visualizing trabecular bone from finite element simulations. Fast volume rendering on remote compute servers through a web interface allows us to increase the accessibility of the results to more users. User interface issues, overviews of parallel algorithm developments, and overall system interfaces and protocols are presented.     A significantly updated version of the NASA Ames PAH IR Spectroscopic Database, the first major revision since its release in 2010, is presented. The current version, version 2.00, contains 700 computational and 75 experimental spectra compared, respectively, with 583 and 60 in the initial release. The spectra span the 2.5-4000 μm (4000-2.5 cm{sup -1}) range. New tools are available on the site that allow one to analyze spectra in the database and compare them with imported astronomical spectra as well as a suite of IDL object classes (a collection of programs utilizing IDL's object-oriented programming capabilities) that permit offline analysis called the AmesPAHdbIDLSuite. Most noteworthy among the additions are the extension of the computational spectroscopic database to include a number of significantly larger polycyclic aromatic hydrocarbons (PAHs), the ability to visualize the molecular atomic motions corresponding to each vibrational mode, and a new tool that allows one to perform a non-negative least-squares fit of an imported astronomical spectrum with PAH spectra in the computational database. Finally, a methodology is described in the Appendix, and implemented using the AmesPAHdbIDLSuite, that allows the user to enforce charge balance during the fitting procedure.

    As markets become unexpectedly turbulent with a shortened product life cycle and a power shift towards buyers, the need for methods to develop products, production facilities, and supporting software rapidly and cost-effectively is becoming urgent. The use of a loosely integrated virtual enterprise based framework holds the potential of surviving changing market needs. However, its success requires reliable and large-scale interoperation among trading partners via a semantic web of trading partners services whose properties, capabilities, and interfaces are encoded in an unambiguous as well as computer-understandable form. This paper demonstrates a promising approach to integration and interoperation between a design house and a manufacturer that may or may not have prior relationship by developing semantic web services for business and engineering transactions. To this end, detailed activity and information flow diagrams are developed, in which the two trading partners exchange messages and documents. The properties and capabilities of the manufacturer sites are defined using DARPA Agent Markup Language (DAML) ontology definition language. The prototype development of semantic webs shows that enterprises can interoperate widely in an unambiguous and autonomous manner. This contributes towards the realization of virtual enterprises at a low cost.

The invention uses direct contact between the wet fiber web or sheet and various molten heat transfer fluids, such as liquified eutectic metal alloys, to impart heat at high rates over prolonged durations, in order to achieve ambient boiling of moisture contained within the web. The molten fluid contact process causes steam vapor to emanate from the web surface, without dilution by ambient air; and it is differentiated from the evaporative drying techniques of the prior industrial art, which depend on the uses of steam-heated cylinders to supply heat to the paper web surface, and ambient air to carry away moisture, which is evaporated from the web surface. Contact between the wet fiber web and the molten fluid can be accomplished either by submersing the web within a molten bath or by coating the surface of the web with the molten media. Because of the high interfacial surface tension between the molten media and the cellulose fiber comprising the paper web, the molten media does not appreciately stick to the paper after it is dried. Steam generated from the paper web is collected and condensed without dilution by ambient air to allow heat recovery at significantly higher temperature levels than attainable in evaporative dryers.

    A data warehouse grew out of the needs for a view of accelerator information from a lab-wide or project-wide standpoint (often needing off-site data access for the multi-lab PEP-II collaborators). A World Wide Web interface is used to link legacy database systems of the various labs and departments related to the PEP-II Accelerator. In this paper, we describe how links are made via the 'Formal Device Name' field(s) in the disparate databases. We also describe the functionality of a data warehouse in an accelerator environment. One can pick devices from the PEP-II Component List and find the actual components filling the functional slots, any calibration measurements, fabrication history, associated cables and modules, and operational maintenance records for the components. Information on inventory, drawings, publications, and purchasing history are also part of the PEP-II Database. A strategy of relying on a small team, and of linking existing databases rather than rebuilding systems is outlined.

    The implementation of the Department of Energy (DOE) mandated accelerated cleanup program created significant potential technical impediments. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to site waste treatment and disposal were potential critical path issues under the accelerated schedules. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast information regarding the volumes and types of waste that would be generated by DOE sites over the next 30 years. Each local DOE site has historically collected, organized, and displayed site waste forecast information in separate and unique systems. However, waste information from all sites needed a common application to allow interested parties to understand and view the complete complex-wide picture. A common application allows identification of total waste volumes, material classes, disposition sites, choke points, and technological or regulatory barriers to treatment and disposal. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, has completed the deployment of this fully operational, web-based forecast system. New functional modules and annual waste forecast data updates have been added to ensure the long-term viability and value of this system. In conclusion: WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. WIMS has replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different database and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast information available to all stakeholders and the public in one easy-to-navigate system

    Each year, the University of California (UC), as the managing and operating contractor of the Ernest Orlando Lawrence Berkeley National Laboratory, prepares an integrated report regarding its environmental programs to satisfy the requirements of United States Department of Energy (DOE) Order 231.1A, Environment, Safety, and Health Reporting.1 The Site Environmental Report for 2009 summarizes Berkeley Lab's environmental management performance, presents environmental monitoring results, and describes significant programs for calendar year (CY) 2009. Throughout this report, 'Berkeley Lab' or 'LBNL' refers both to (1) the multiprogram scientific facility the UC manages and operates on the 202-acre university-owned site located in the hills above the UC Berkeley campus, and the site itself, and (2) the UC as managing and operating contractor for Ernest Orlando Lawrence Berkeley National Laboratory. The report is separated into two volumes. Volume I is organized into an executive summary followed by six chapters that contain an overview of LBNL, a discussion of its environmental management system (EMS), the status of environmental programs, summarized results from surveillance and monitoring activities, and quality assurance (QA) measures. Volume II contains individual data results from surveillance and monitoring activities. The Site Environmental Report is distributed by releasing it on the World Wide Web (Web) from the Berkeley Lab Environmental Services Group (ESG) home page, which is located at www.lbl.gov/ehs/esg/. Many of the documents cited in this report also are accessible from the ESG Web page. Links to documents available on the Web are given with the citations in the References section. CD and printed copies of this Site Environmental Report are available upon request.     Remote sensing data from satellites have provided valuable information on the state of the earth for several decades. Since March 2000, the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor on board NASA s Terra and Aqua satellites have been providing estimates of several land parameters useful in understanding earth system processes at global, continental, and regional scales. However, the HDF-EOS file format, specialized software needed to process the HDF-EOS files, data volume, and the high spatial and temporal resolution of MODIS data make it difficult for users wanting to extract small but valuable amounts of information from the MODIS record. To overcome this usability issue, the NASA-funded Distributed Active Archive Center (DAAC) for Biogeochemical Dynamics at Oak Ridge National Laboratory (ORNL) developed a Web service that provides subsets of MODIS land products using Simple Object Access Protocol (SOAP). The ORNL DAAC MODIS subsetting Web service is a unique way of serving satellite data that exploits a fairly established and popular Internet protocol to allow users access to massive amounts of remote sensing data. The Web service provides MODIS land product subsets up to 201 x 201 km in a non-proprietary comma delimited text file format. Users can programmatically query the Web service to extract MODIS land parameters for real time data integration into models, decision support tools or connect to workflow software. Information regarding the MODIS SOAP subsetting Web service is available on the World Wide Web (WWW) at http://daac.ornl.gov/modiswebservice.

    RESTful (REpresentational State Transfer) web services are an alternative implementation to SOAP/RPC web services in a client/server model. BNLs IT Division has started deploying RESTful Web Services for enterprise data retrieval and manipulation. Data is currently used by system administrators for tracking configuration information and as it is expanded will be used by Cyber Security for vulnerability management and as an aid to cyber investigations. This talk will describe the implementation and outstanding issues as well as some of the reasons for choosing RESTful over SOAP/RPC and future directions.

A vast source of information can be made accessible by using the http protocol through the web as an API. This setup has many advantages including the vast knowledge available on setting web servers and services. Also, these tools are available on most hardware and operating system combinations. In this paper I will cover the various types of systems that can be developed this way, their advantages and some drawbacks of this approach.     A wide field of view telescope having two concave and two convex reflective surfaces, each with an aspheric surface contour, has a flat focal plane array. Each of the primary, secondary, tertiary, and quaternary reflective surfaces are rotationally symmetric about the optical axis. The combination of the reflective surfaces results in a wide field of view in the range of approximately 3.8.degree. to approximately 6.5.degree.. The length of the telescope along the optical axis is approximately equal to or less than the diameter of the largest of the reflective surfaces.

    Photoconductive semiconductor switches (PCSS) have been investigated since the late 1970s. Some devices have been developed that withstand tens of kilovolts and others that switch hundreds of amperes. However, no single device has been developed that can reliably withstand both high voltage and switch high current. Yet, photoconductive switches still hold the promise of reliable high voltage and high current operation with subnanosecond risetimes. Particularly since good quality, bulk, single crystal, wide bandgap semiconductor materials have recently become available. In this chapter we will review the basic operation of PCSS devices, status of PCSS devices and properties of the wide bandgap semiconductors 4H-SiC, 6H-SiC and 2H-GaN.

    Each year, Brookhaven National Laboratory (BNL), a multi-program national laboratory, prepares an annual Site Environmental Report (SER) in accordance with Order 231.1A, Environment, Safety and Health Reporting, of the U.S. Department of Energy (DOE). The SER is written to inform outside regulators, the public, and Laboratory employees of BNL's environmental performance during the calendar year in review, and to summarize BNL's on-site environmental data; environmental management performance; compliance with applicable DOE, Environmental Protection Agency (EPA), state, and local regulations; and environmental, restoration, and surveillance monitoring programs. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. This report is intended to be a technical document. It is available in print and as a downloadable file on the BNL web page at http://www.bnl.ser.htm. A summary of the SER is also prepared each year to provide a general overview, and is distributed with a CD version of the full-length SER. The summary supports BNL's educational and community outreach program.

    A system for detecting defects on a moving web having a sequential series of identical frames uses an imaging device to form a real-time camera image of a frame and a comparitor to comparing elements of the camera image with corresponding elements of an image of an exemplar frame. The comparitor provides an acceptable indication if the pair of elements are determined to be statistically identical; and a defective indication if the pair of elements are determined to be statistically not identical. If the pair of elements is neither acceptable nor defective, the comparitor recursively compares the element of said exemplar frame with corresponding elements of other frames on said web until one of the acceptable or defective indications occur.

    Sandia National Laboratories` Straight Line project is working to provide the right sensor information to the right user to enhance the safety, security, and international accountability of nuclear material. One of Straight Line`s efforts is to create a system to securely disseminate this data on the Internet`s World-Wide-Web. To make the user interface more intuitive, Sandia has generated a three dimensional VRML (virtual reality modeling language) interface for a secure web page. This paper will discuss the implementation of the Straight Line secure 3-D web page. A discussion of the ``pros and cons`` of a 3-D web page is also presented. The public VRML demonstration described in this paper can be found on the Internet at the following address: http://www.ca.sandia.gov/NMM/. A Netscape browser, version 3 is strongly recommended.

    The Superconducting Super Collider`s Medium Energy Booster Abort (MEBA) kicker modulator will supply a current pulse to the abort magnets which deflect the proton beam from the MEB ring into a designated beam stop. The abort kicker will be used extensively during testing of the Low Energy Booster (LEB) and the MEB rings. When the Collider is in full operation, the MEBA kicker modulator will abort the MEB beam in the event of a malfunction during the filling process. The modulator must generate a 14-{mu}s wide pulse with a rise time of less than 1 {mu}s, including the delay and jitter times. It must also be able to deliver a current pulse to the magnet proportional to the beam energy at any time during ramp-up of the accelerator. Tracking the beam energy, which increases from 12 GeV at injection to 200 GeV at extraction, requires the modulator to operate over a wide range of voltages (4 kV to 80 kV). A vacuum spark gap and a thyratron have been chosen for test and evaluation as candidate switches for the abort modulator. Modulator design, switching time delay, jitter and pre-fire data are presented.

    The objective is to provide a sensor that uses non-contact, laser ultrasonics to measure the stiffness of paper during the manufacturing process. This will allow the manufacturer to adjust the production process in real time, increase filler content, modify fiber refining and as result produce a quality product using less energy.     The corrections system in the U.S. is supervising over five million offenders. This number is rising fast and so are the direct and indirect costs to society. To improve supervision and reduce the cost of parole and probation, first generation home arrest systems were introduced in 1987. While these systems proved to be helpful to the corrections system, their scope is rather limited because they only cover an offender at a single location and provide only a partial time coverage. To correct the limitations of first-generation systems, second-generation wide area continuous electronic offender monitoring systems, designed to monitor the offender at all times and locations, are now on the drawing board. These systems use radio frequency location technology to track the position of offenders. The challenge for this technology is the development of reliable personal locator devices that are small, lightweight, with long operational battery life, and indoors/outdoors accuracy of 100 meters or less. At the center of a second-generation system is a database that specifies the offender`s home, workplace, commute, and time the offender should be found in each. The database could also define areas from which the offender is excluded. To test compliance, the system would compare the observed coordinates of the offender with the stored location for a given time interval. Database logfiles will also enable law enforcement to determine if a monitored offender was present at a crime scene and thus include or exclude the offender as a potential suspect.

Volume I of the SER summarizes environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and performance in restoration and surveillance monitoring programs. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. Volume II of the SER, the Groundwater Status Report, also is prepared annually to report on the status of and evaluate the performance of groundwater treatment systems at the Laboratory. Volume II includes detailed technical summaries of groundwater data and its interpretation, and is intended for internal BNL users, regulators, and other technically oriented stakeholders. A brief summary of the information contained in Volume II is included in this volume in Chapter 7, Groundwater Protection. Both reports are available in print and as downloadable files on the BNL web page at http://www.bnl.gov/ewms/ser/. An electronic version on compact disc is distributed with each printed report. In addition, a summary of Volume I is prepared each year to provide a general overview of the report, and is distributed with a compact disc containing the-length report.

    Since the first world wide web (WWW) search engine quietly entered our lives in 1994, the information need behind web searching has rapidly grown into a multi-billion dollar business that dominates the internet landscape, drives e-commerce traffic, propels global economy, and affects the lives of the whole human race. Todays search engines are faster, smarter, and more powerful than those released just a few years ago. With the vast investment pouring into research and development by leading web technology providers and the intense emotion behind corporate slogans such as win the web or take back the web, I cant help but ask why are we still using the very same text-only interface that was used 13 years ago to browse our search engine results pages (SERPs)? Why has the SERP interface technology lagged so far behind in the web evolution when the corresponding search technology has advanced so rapidly? In this article I explore some current SERP interface issues, suggest a simple but practical visual-based interface design approach, and argue why a visual approach can be a strong candidate for tomorrows SERP interface.

    Throughout the scientific community, Brookhaven National Laboratory (BNL) is renowned for its leading-edge research in physics, medicine, chemistry, biology, materials, and the environment. BNL is committed to supporting its world-class scientific research with an internationally recognized environmental protection program. The 1999 Site Environmental Report (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the site and fully integrating environmental stewardship into all facets of the Laboratory's mission. BNL is located on 5,265 acres of pine barrens in Suffolk County in the center of Long Island, New York. The Laboratory is situated above a sole source aquifer at the headwaters of the Peconic River; therefore, protecting ground and surface water quality is a special concern. Approximately 3,600 acres of the site are undeveloped and serve as habitat for a wide variety of animals and plants, including one New York State endangered species, the tiger salamander, and two New York State threatened species, the banded sunfish and the stiff goldenrod. Monitoring, preserving, and restoring these ecological resources is a high priority for the Laboratory.
