    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

    Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.

    Consolidated thermites can be used as chemical heat sources. Pressing and sintering, a power metallurgy technique, has been developed to consolidate thermite parts with uniform density, composition, and calorific output. These materials are safe to handle, machineable, and generate minimum gas pressure upon reaction. This technique consists of die pressing various compositions of blended thermite powders, then isostatic pressing the parts before sintering to ensure the uniform density of the thermite composites. Parts sintered at various temperatures were examined metallographically for compositional uniformity and to determine whether diffusion between the powders had occurred. Flexure and tensile strength values were obtained to determine the temperature range required to produce strong parts. The coordination of metallography and strength values for various compositions and sintering temperature resulted in data that were used to optimize the fabrication process. Consolidation of thermite by pressing and sintering was found to be a valid process for producing uniform, dense, strong thermite parts.

    Current regulations require industry to meet air emission standards with regard to particulates, volatile organic compounds (VOCs), hazardous air pollutants (HAPs) and other gases. One of many industries that will be affected by the new regulations is the wood composites industry. This industry generates VOCs, HAPs, and particulates mainly during the drying and pressing of wood. Current air treatment technologies for the industry are expensive to install and operate. As regulations become more stringent, treatment technologies will need to become more efficient and cost effective. The overall objective of this study is to evaluate the use of process conditions and chemical additives to reduce VOC/HAPs in air emitted from presses and dryers during the production of oriented strand board.

    The hot pressing of beryllium oxide powder into high density compacts with little or no density gradients is achieved by employing a homogeneous blend of beryllium oxide powder with a lithium oxide sintering agent. The lithium oxide sintering agent is uniformly dispersed throughout the beryllium oxide powder by mixing lithium hydroxide in an aqueous solution with beryllium oxide powder. The lithium hydroxide is converted in situ to lithium carbonate by contacting or flooding the beryllium oxide-lithium hydroxide blend with a stream of carbon dioxide. The lithium carbonate is converted to lithium oxide while remaining fixed to the beryllium oxide particles during the hot pressing step to assure uniform density throughout the compact.

    This disclosure relates to an improved method for achieving the best bond strength and for minimizing distortion and cracking of hot pressed articles. In particular, in a method for hot press forming both an outer facing circumferential surface of and an inner portion of a hub, and of bonding that so-formed outer facing circumferential surface to an inner facing circumferential surface of a pre-formed ring thereby to form an article, the following improvement is made. Normally, in this method, the outside ring is restrained by a restraining sleeve of ring-shaped cross-section having an inside diameter. A die member, used to hot press form the hub, is so-formed as to have an outside diameter sized to engage the inside diameter of the restraining sleeve in a manner permitting relative movement therebetween. The improved method is one in which several pairs of matched restraining sleeve and die member are formed with each matched pair having a predetermined diameter. The predetermined diameter of each matched pair is different from another matched pair by stepped increments. The largest inside diameter of a restraining sleeve is equal to the diameter of the outer facing circumferential surface of the hub. Each pair of the matched restraining sleeve and die member is used to form an article in which an inside hub is bonded to an outside ring. The several samples so-formed are evaluated to determine which sample has the best bond formed between the hub and the ring with the least or no cracking or distortion in the ring portion of the article. Thereafter, the matched restraining sleeve and die member which form the article having the best bonding characteristics and least distortion cracking is then used for repeated formations of articles.

    A Settlement Agreement between the Department of Energy and the State of Idaho mandates that all high-level radioactive waste now stored at the Idaho Chemical Processing Plant be treated so that it is ready to move out of Idaho for disposal by the target date of 2035. This study investigates the immobilization of all Idaho Chemical Processing Plant calcine, including calcined sodium bearing waste, via the process known as hot isostatic press, which produces compact solid waste forms by means of high temperature and pressure (1,050 C and 20,000 psi), as the treatment method for complying with the settlement agreement. The final waste product would be contained in stainless-steel canisters, the same type used at the Savannah River Site for vitrified waste, and stored at the Idaho National Engineering and Environmental Laboratory until a national geological repository becomes available for its disposal. The waste processing period is from 2013 through 2032, and disposal at the High Level Waste repository will probably begin sometime after 2065.

    The present invention is directed to a method for hot pressing irregularly haped refractory articles with these articles of varying thickness being provided with high uniform density and dimensional accuracy. Two partially pressed compacts of the refractory material are placed in a die cavity between displaceable die punches having compact-contacting surfaces of the desired article configuration. A floating, rotatable block is disposed between the compacts. The displacement of the die punches towards one another causes the block to rotate about an axis normal to the direction of movement of the die punches to uniformly distribute the pressure loading upon the compacts for maintaining substantially equal volume displacement of the powder material during the hot pressing operation.

    Emission control devices on dryers and presses have been legislated into the industry, and are now an integral part of the drying system. These devices consume large quantities of natural gas and electricity and down-sizing or eliminating them will provide major energy savings. The principal strategy taken here focuses on developing process changes that should minimize (and in some cases eliminate) the need for controls. A second approach is to develop lower-cost control options. It has been shown in laboratory and full-scale work that Hazardous Air Pollutants (HAPs) emerge mainly at the end of the press cycle for particleboard, and, by extension, to other prod-ucts. Hence, only the air associated with this point of the cycle need be captured and treated. A model for estimating terpene emissions in the various zones of veneer dryers has been developed. This should allow the emissions to be concentrated in some zones and minimized in others, so that some of the air could be directly released without controls. Low-cost catalysts have been developed for controlling HAPs from dryers and presses. Catalysts conventionally used for regenerative catalytic oxidizers can be used at much lower temperatures for treating press emissions. Fluidized wood ash is an especially inexpensive mate-rial for efficiently reducing formaldehyde in dryer emissions. A heat transfer model for estimating pinene emissions from hot-pressing strand for the manufacture of flakeboard has been constructed from first principles and validated. The model shows that most of the emissions originate from the 1-mm layer of wood adjoining the platen surface. Hence, a simple control option is to surface a softwood mat with a layer of hardwood prior to pressing. Fines release a disproportionate large quantity of HAPs, and it has been shown both theo-retically and in full-scale work that particles smaller than 400 µm are principally responsible.     Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The optimal SYNROC compositons for use with commercial waste are reviewed. Large amounts of powder (about 2.5 kg) were prepared by convention al ceramic operations to test the SYNROC concept on a processing scale. Samples, 15.2 cm in diameter, were hot pressed in graphite, and representative samples were cut for microstructural evaluations. Measured mechanical and thermophysical properties did not vary significantly as a function of sample location and were typical of titanate ceramic materials.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high.     The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    Microstructural characterization of commercially hot-pressed boron nitride (BN) using SEM and mercury porosimetry are described. Commercial material consits of varying amounts of B{sub 2}O{sub 3} (2% to 9%) and fine porosity (2% to 7%) within a bonded three-dimensional network of BN particles. The platelike BN particle morphology, which forms an aggregate by bonding along particle edges, is displayed. A layered structure present within individual BN particles is shown to consist of fine porous layers (<30 nm in thickness), which separate BN regions (100 to 200 nm in thickness) in the plane of the platelets. Size and dispersion of the pores and the continuous B{sub 2}O{sub 3} phase are estimated with mercury porosimetry and with SEM after leaching and filling with a liquid bismuth-tin (Bi-Sn) alloy.

  6. Remote Sealing of Canisters for Hot Isostatic Pressing

    Battelle Energy Alliance, LLC, has successfully tested a remote welding process to seal radioactive waste containers prior to hot isostatic pressing (HIP). Since the 1990s, a variety of radioactive and hazardous waste forms have been remotely treated using HIP during trials within Idaho National Laboratory (INL) hot cells. For HIP treatment at INL, waste was loaded into a stainless-steel or aluminum canister, which was evacuated, seal welded, and placed in a HIP furnace. HIP simultaneously heats and pressurizes the waste, reducing its volume and increasing its stability, thus lowering the cost and risk associated with disposal. Weld integrity must be ensured in order to prevent the spread of contamination during HIP. This paper presents a process for sealing HIP canisters remotely using modified, commercially available equipment. This process includes evacuation, heating, welding, and weld inspection. The process and equipment have proven to reliably seal canisters in continued HIP trials.

  7. WPH-6112A thermal expansion test of PRESS tubulation

    We recently performed the WPH-6112A thermal expansion test of the lower portion of the PRESS program tubulation. The objective of the test was to determine whether the tubulation welds could withstand typical stresses from a 1200 C thermal cycle. Test components failed in two areas: (1) the friction welded Monel to Vanadium tube fitting at the dissimilar metal interface and fell against the outer vanadium tube wall causing it to fail and (2) the thin-walled, outer stainless steel tubing failed by cracking at the weld. Both failures were due to irregular occurences for this system. We feel that the strength of all weldments is adequate to withstand the normal thermal stresses from a 1200 C cycle without failing prematurely.

(3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components.
