    In this study, two different electric power plants for the production of about 1000 MWe which were based on a CO/sub 2/ laser driver and on a heavy ion driver have been developed and analyzed. The purposes of this study were: (1) to examine in a self consistent way the technological and institutional problems that need to be confronted and solved in order to produce commercially competitive electricity in the 2020 time frame from an inertial fusion reactor, and (2) to compare, on a common basis, the consequences of using two different drivers to initiate the DT fuel pellet explosions. Analytic descriptions of size/performance/cost relationships for each of the subsystems comprising the power plant have been combined into an overall computer code which models the entire plant. This overall model has been used to conduct trade studies which examine the consequences of varying critical design values around the reference point.

    This paper reviews the evolution of heavy-duty power generation and industrial combustion turbines in the United States from a Westinghouse Electric Corporation perspective. Westinghouse combustion turbine genealogy began in March of 1943 when the first wholly American designed and manufactured jet engine went on test in Philadelphia, and continues today in Orlando, Florida, with the 230 MW, 501G combustion turbine. In this paper, advances in thermodynamics, materials, cooling, and unit size will be described. Many basic design features such as two-bearing rotor, cold-end drive, can-annular internal combustors, CURVIC{sup 2} clutched turbine disks, and tangential exhaust struts have endured successfully for over 40 years. Progress in turbine technology includes the clean coal technology and advanced turbine systems initiatives of the US Department of Energy.

    Westinghouse, in conjunction with the Department of Energy and Oak Ridge National Laboratory, has embarked upon a program for the development of advanced thermal barrier coatings for industrial gas turbines. Development of thermal barrier coatings (TBC`s) for industrial gas turbines has relied heavily on the transfer of technology from the aerospace industry. Significant differences in the time/temperature/stress duty cycles exist between these two coating applications. Coating systems which perform well in aerospace applications may not been optimized to meet power generation performance requirements. This program will focus on development of TBC`s to meet the specific needs of power generation applications. The program is directed at developing a state-of-the-art coating system with a minimum coating life of 25,000 hours at service temperatures required to meet increasing operating efficiency goals. Westinghouse has assembled a team of university and industry leaders to accomplish this goal. Westinghouse will coordinate the efforts of all program participants. Chromalloy Turbine Technologies, Inc. and Sermatech International, Inc. will be responsible for bond coat and TBC deposition technology. Praxair Specialty Powders, Inc. will be responsible for the fabrication of all bond coat and ceramic powders for the program. Southwest Research Institute will head the life prediction modelling effort; they will also be involved in coordinating nondestructive evaluation (NDE) efforts. Process modelling will be provided by the University of Arizona.

The 501F offered a combined cycle efficiency of 54%; 501G increased this efficiency to 58%; the proposed single-shaft 400 MW class ATS combined cycle will have a plant cycle efficiency greater than 60%. Westinghous`s strategy is to build upon the next evolution of advances in combustion, aerodynamics, cooling, leakage control, materials, and mechanical design. Westinhouse will base its future gas turbine product line, both 50 and 60 Hz, on ATS technology; the 501G shows early influences of ATS.

    The Westinghouse AP1000 Program is aimed at making available a nuclear power plant that is economical in the U.S deregulated electrical power industry in the near-term. The AP1000 is two-loop 1000 MWe pressurizer water reactor (PWR). It is an up-rated version of the AP600. It uses passive safety systems to provide significant and measurable improvements in plant simplification, safety, reliability, investment protection and plant costs. The AP1000 uses proven technology, which builds on over 30 years of operating PWR experience. The AP600 received Design Certification by the Nuclear Regulatory Commission in 1999; the AP1000 is expected to receive DC by the NRC in 2005. The AP1000 meets all of the US utility requirements. The AP1000 retains a maximum amount of the AP600 design so as to maintain the licensing basis, detailed design information / analysis, construction plan, cost estimate developed in the $400 million dollar AP600 FOKE program. On March 28, 2002, Westinghouse submitted to the U.S. NRC the AP1000 Design Control Document and Probabilistic Risk Assessment, thereby initiating the formal licensing review process. The results presented in these documents verify the safety performance of the AP1000 and conformance with the U.S. NRC licensing requirements. Westinghouse and the NRC have been engaged in a several rounds questions/answers. Technical issues have been resolved and the NRC is preparing their Final Safety Evaluation Report. Plans are being developed for implementation of the AP1000 plant. Key factors in this planning are the economics of AP1000 in the de-regulated US electricity market, and the associated business model for licensing, constructing and operating these new plants.     The Westinghouse Small Modular Reactor (SMR) is an 800 MWt (>225 MWe) integral pressurized water reactor (iPWR), in which all of the components typically associated with the nuclear steam supply system (NSSS) of a nuclear power plant are incorporated within a single reactor pressure vessel. This paper is the first in a series of four papers which describe the design and functionality of the Westinghouse SMR. Also described in this series are the key drivers influencing the design of the Westinghouse SMR and the unique passive safety features of the Westinghouse SMR. Several critical motivators contributed to the development and integration of the Westinghouse SMR design. These design driving motivators dictated the final configuration of the Westinghouse SMR to varying degrees, depending on the specific features under consideration. These design drivers include safety, economics, AP1000{sup R} reactor expertise and experience, research and development requirements, functionality of systems and components, size of the systems and vessels, simplicity of design, and licensing requirements. The Westinghouse SMR NSSS consists of an integral reactor vessel within a compact containment vessel. The core is located in the bottom of the reactor vessel and is composed of 89 modified Westinghouse 17x17 Robust Fuel Assemblies (RFA). These modified fuel assemblies have an active core length of only 2.4 m (8 ft) long, and the entirety of the core is encompassed by a radial reflector. The Westinghouse SMR core operates on a 24 month fuel cycle. The reactor vessel is approximately 24.4 m (80 ft) long and 3.7 m (12 ft) in diameter in order to facilitate standard rail shipping to the site. The reactor vessel houses hot and cold leg channels to facilitate coolant flow, control rod drive mechanisms (CRDM), instrumentation and cabling, an intermediate flange to separate flow and instrumentation and facilitate simpler refueling, a pressurizer, a straight tube, recirculating steam

    A joint program between Westinghouse, the Department of Energy, and the Gas Research Institute has shown, through the use of a 35 ton-per-day coal feed process development unit (PDU), that the fluidized bed gasifier is technically feasible and economically attractive. The process has been shown to be simple, controllable, and safe in converting many types of coals, including reactive western coals, caking eastern coals, high ash coals, and run-of-mine coals. The process is efficient because it utilizes many coals at high conversion efficiency with relatively low use of oxidant and steam. Because of its simplicity, its use of available hardware technology, and the absence of tars in the product gas, the system has low capital and operating costs. It can be employed with little adverse environmental impact because of its efficiency, low pollutant output, low water usage, and disposal ash product. Process advantages have been confirmed by independent conceptual designs and cost estimates for commercial-scale applications, including substitute natural gas (SNG), industrial fuel gas, liquid synfuels, and combined cycle power generation. The development program includes unique cost-effective integration of hot and cold small-scale experimental models, a commercial-scale cold flow model, and analytical modeling, together with the PDU, to provide commercial design procedures. Westinghouse commercial designs are utilizing these design tools and the process is now being scaled-up for a commercial-scale demonstration facility.

    During NPP operation, several waste streams are generated, caused by different technical and physical processes. Besides others, liquid waste represents one of the major types of waste. Depending on national regulation for storage and disposal of radioactive waste, solidification can be one specific requirement. To accommodate the global request for waste treatment systems Westinghouse developed several specific treatment processes for the different types of waste. In the period of 2006 to 2008 Westinghouse awarded several contracts for the design and delivery of waste treatment systems related to the latest CPR-1000 nuclear power plants. One of these contracts contains the delivery of four Cementation Facilities for waste treatment, s.c. 'Follow on Cementations' dedicated to three locations, HongYanHe, NingDe and YangJiang, of new CPR-1000 nuclear power stations in the People's Republic of China. Previously, Westinghouse delivered a similar cementation facility to the CPR-1000 plant LingAo II, in Daya Bay, PR China. This plant already passed the hot functioning tests successfully in June 2012 and is now ready and released for regular operation. The 'Follow on plants' are designed to package three 'typical' kind of radioactive waste: evaporator concentrates, spent resins and filter cartridges. The purpose of this paper is to provide an overview on the Westinghouse experience to design and execution of cementation facilities. (authors)

    To meet the planned heating and cooling load growth at the Texas Medical Center (TMC), Thermal Energy Corporation (TECO) implemented Phase 1 of a Master Plan to install an additional 32,000 tons of chilled water capacity, a 75,000 ton-hour (8.8 million gallon) Thermal Energy Storage (TES) tank, and a 48 MW Combined Heat and Power (CHP) system. The Department of Energy selected TMC for a $10 million grant award as part of the Financial Assistance Funding Opportunity Announcement, U.S. Department of Energy National Energy Technology, Recovery Act: Deployment of Combined Heat and Power (CHP) Systems, District Energy Systems, Waste Energy Recovery Systems, and Efficiency Industrial Equipment Funding Opportunity Number: DE-FOA-0000044 to support the installation of a new 48 MW CHP system at the TMC located just outside downtown Houston. As the largest medical center in the world, TMC is home to many of the nation's best hospitals, physicians, researchers, educational institutions, and health care providers. TMC provides care to approximately six million patients each year, and medical instruction to over 71,000 students. A medical center the size of TMC has enormous electricity and thermal energy demands to help it carry out its mission. Reliable, high-quality steam and chilled water are of utmost importance to the operations of its many facilities. For example, advanced medical equipment, laboratories, laundry facilities, space heating and cooling all rely on the generation of heat and power. As result of this project TECO provides this mission critical heating and cooling to TMC utilizing a system that is both energy-efficient and reliable since it provides the capability to run on power independent of the already strained regional electric grid.   1. Root cause of incomplete control rod insertions at Westinghouse reactors

    Within the past year, incomplete RCCA insertions have been observed on high burnup fuel assemblies at two Westinghouse PWRs. Initial tests at the Wolf Creek site indicated that the direct cause of the incomplete insertions observed at Wolf Creek was excessive fuel assembly thimble tube distortion. Westinghouse committed to the NRC to perform a root cause analysis by the end of August, 1996. The root cause analysis process used by Westinghouse included testing at ten sites to obtain drag, growth and other characteristics of high burnup fuel assemblies. It also included testing at the Westinghouse hot cell of two of the Wolf Creek incomplete insertion assemblies. A mechanical model was developed to calculate the response of fuel assemblies when subjected to compressive loads. Detailed manufacturing reviews were conducted to determine if this was a manufacturing related issue. In addition, a review of available worldwide experience was performed. Based on the above, it was concluded that the thimble tube distortion observed on the Wolf Creek incomplete insertion assemblies was caused by unusual fuel assembly growth over and above what would typically be expected as a result of irradiation exposure. It was determined that the unusual growth component is a combination of growth due to oxide accumulation and accelerated growth, and would only be expected in high temperature plants on fuel assemblies that see long residence times and high power duties.

This paper is the second in a series of four papers which describe the design and functionality of the Westinghouse SMR. It focuses, in particular, upon the supporting systems and the balance of plant (BOP) designs of the Westinghouse SMR. Several Westinghouse SMR systems are classified as safety, and are critical to the safe operation of the Westinghouse SMR. These include the protection and monitoring system (PMS), the passive core cooling system (PXS), and the spent fuel cooling system (SFS) including pools, valves, and piping. The Westinghouse SMR safety related systems include the instrumentation and controls (I and C) as well as redundant and physically separated safety trains with batteries, electrical systems, and switch gears. Several other incorporated systems are non-safety related, but provide functions for plant operations including defense-in-depth functions. These include the chemical volume control system (CVS), heating, ventilation and cooling (HVAC) systems, component cooling water system (CCS), normal residual heat removal system (RNS) and service water system (SWS). The integrated performance of the safety-related and non-safety related systems ensures the safe and efficient operation of the Westinghouse SMR through various conditions and transients. The turbine island consists of the turbine, electric generator, feedwater and steam systems, moisture separation systems, and the condensers. The BOP is designed to minimize assembly time, shipping challenges, and on-site testing requirements for all structures, systems, and components. (authors)

    The world`s first 100 kWe class Solid Oxide Fuel Cell (SOFC) power generation system is being supplied by Westinghouse and is sponsored by EDB/ELSAM, a consortium of Dutch and Danish utilities. This natural gas fueled experimental field unit will be installed near Arnhem, The Netherlands, at an auxiliary district heating plant. The module utilizes tubular Air Electrode Supported SOFCs. The system will achieve an electrical generation efficiency of 49%, and this combined with recovery of heat for district heating can yield an overall fuel effectiveness approaching 80%. Significant progress toward reduction of CO{sub 2}, a greenhouse gas, will be obtained, and the system will be environmentally benign.

    M-C Power Corporation was founded in 1987 with the mission to further develop and subsequently commercialize molten carbonate fuel cells (MCFC). The technology chosen for commercialization was initially developed by the Institute of Gas technology (IGT). At the center of this MCFC technology is the Internally Manifolded Heat EXchange (IMHEX) separator plate design. The IMHEX technology design provides several functions within one component assembly. These functions include integrating the gas manifold structure into the fuel cell stack, separating the fuel gas stream from the oxidant gas stream, providing the required electrical contact between cells to achieve desired power output, and removing excess heat generated in the electrochemical process. Development of this MCFC technology from lab-scale sizes too a commercial area size of 1m{sup 2} has focused our efforts an demonstrating feasibility and evolutionary progress. The development effort will culminate in a proof-of-concept- 250kW power plant demonstration in 1996. The remainder of our commercialization program focuses upon lowering the costs associated with the MCFC power plant system in low production volumes.

    The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies.     The Steam Generator Owners Group (SGOG)/Electric Power Research Institute (EPRI) Steam Generator Secondary Side Chemical Cleaning Program, under develpment since 1978, has resulted in a generic process for the removal of accumulated corrosion products and tube deposits in the tube support plate crevices. The SGOG/EPRI Project S150-3 was established to obtain an evaluation of the generic process in regard to its applicability to Westinghouse steam generators. The results of the evaluation form the basis for recommendations for transferring the generic process to a plant specific application and identify chemical cleaning corrosion guidelines for the materials in Westinghouse Steam Generators. The results of the evaluation, recommendations for plant-specific applications and corrosion guidelines for chemical cleaning are presented in this report.

    The Westinghouse Savannah River Company operates the Savannah River Site for the US Department of Energy (Department) under a cost-plus-award-fee contract. Department policies require contractors to ensure a high level of performance in operating Department facilities by establishing operating standards, assessing performance against such standards, and holding contractor employees accountable for their performance. The purpose of the audit was to review Westinghouse`s policies and practices for determining staffing requirements. Since assuming responsibility for the Savannah River Site in 1989, Westinghouse increased its staffing by over 4,000 employees. The Department had undertaken some actions to reduce the number of contractor employees at the Savannah River Site. Our audit showed that the use of industry and federal performance work standards in its construction and management activities could enable Westinghouse to further reduce its staff by over 1,800 employees. The potential savings in salaries and benefits associated with such action could be about $399 million over a 5-year period. Additional staffing reductions could be attained through the use of engineered time standards in the maintenance and fabrication shops. In addition, Westinghouse significantly understated, in periodic reports to the Department, the personnel resources applied to accomplish contract requirements. Of course, the actual staffing reductions realized would be largely determined by the manner in which the work standards are implemented and the levels of proficiency attained by the workforce.

    The Westinghouse Small Modular Reactor (SMR) is an 800 MWt (>225 MWe) integral pressurized water reactor. This paper is part of a series of four describing the design and safety features of the Westinghouse SMR. This paper focuses in particular upon the passive safety features and the safety system response of the Westinghouse SMR. The Westinghouse SMR design incorporates many features to minimize the effects of, and in some cases eliminates the possibility of postulated accidents. The small size of the reactor and the low power density limits the potential consequences of an accident relative to a large plant. The integral design eliminates large loop piping, which significantly reduces the flow area of postulated loss of coolant accidents (LOCAs). The Westinghouse SMR containment is a high-pressure, compact design that normally operates at a partial vacuum. This facilitates heat removal from the containment during LOCA events. The containment is submerged in water which also aides the heat removal and provides an additional radionuclide filter. The Westinghouse SMR safety system design is passive, is based largely on the passive safety systems used in the AP1000{sup R} reactor, and provides mitigation of all design basis accidents without the need for AC electrical power for a period of seven days. Frequent faults, such as reactivity insertion events and loss of power events, are protected by first shutting down the nuclear reaction by inserting control rods, then providing cold, borated water through a passive, buoyancy-driven flow. Decay heat removal is provided using a layered approach that includes the passive removal of heat by the steam drum and independent passive heat removal system that transfers heat from the primary system to the environment. Less frequent faults such as loss of coolant accidents are mitigated by passive injection of a large quantity of water that is readily available inside containment.     A 6-megawatt, 11 turbine wind power development was constructed by Green Mountain Power Corporation in Searsburg, southern Vermont, in 1996. To determine whether birds were impacted, a series of modified BA (Before, After) studies was conducted before construction (1993-1996), during (1996), and after (1997) construction on the project site. The studies were designed to monitor changes in breeding bird community (species composition and abundance) on the site, examine the behavior and numbers of songbirds migrating at night over the site and hawks migrating over the site in daylight, and search for carcasses of birds that might have collided with the turbines.

    A study of the effects of aging on the Westinghouse Control Rod Drive (CRD) System was performed as part of the US NRC's Nuclear Plant aging Research (NPAR) Program. For the study, the CRD system boundary includes the power and logic cabinets associated with the manual control rod movement, and the control rod mechanism itself. The aging-related degradation of the interconnecting cables and connectors and the rod position indicating system also were considered. This paper presents the results of that study pertaining to the electrical and instrumentation portions of the CRD system including ways to detect and mitigate system degradation.

    The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% versus about 33% efficiency for current Light Water Reactors [LWRs]) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus, the need for a pressurizer, steam generators, steam separators, and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies: LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which are also in use around the world. The reference SCWR design for the U.S. program is a direct cycle system operating at 25.0 MPa, with core inlet and outlet temperatures of 280 and 500 C, respectively. The coolant density decreases from about 760 kg/m3 at the core inlet to about 90 kg/m3 at the core outlet. The inlet flow splits with about 10% of the inlet flow going down the space between the core barrel and the reactor pressure vessel (the downcomer) and about 90% of the inlet flow going to the plenum at the top of the rector pressure vessel, to then flow down through the core in special water rods to the inlet plenum. Here it mixes with the feedwater from the downcomer and flows upward to remove the heat in the fuel channels. This strategy is employed to provide good moderation at the top of the core. The coolant is heated to about 500 C and delivered to the turbine.     The operator of the Energy Department's Savannah River weapons plant has at least 1,800 more employees than it needs, and could save $400 million over a five-year period by cutting its staff accordingly, a DOE inspector general study says. Most of the boat - 1,206 employees - was attributed to excessive numbers of managers, with the inspector general concluding that Westinghouse Savannah River Co. had roughly twice as many layers of management than two other DOE weapons contractors. The study also concluded that Westinghouse in fiscal year 1992 significantly understated its actual staffing levels in reports to DOE, failing to disclose 1,765 full-time employees or the equivalent hours worked. Through such underreporting Westinghouse was able to [open quotes]circumvent staffing ceilings established by the department,[close quotes] the study added. Overall, DOE Inspector General John Layton said Westinghouse's staff levels substantially exceeded those needed for efficient operation of the South Carolina nuclear weapons facility. Layton based his analysis on efficiency standards attained by other DOE weapons plant contractors, such as Martin Marietta Energy Systems at DOE's Oak Ridge, Tenn., plant and EG G Rocky Flats, as well as widely utilized worker performance requirements used by the Navy and private sector companies that perform work similar to that done at Savannah River.

    Small-scale turbine rotors made from composites offer several technical advantages for a Claude (open) cycle ocean thermal energy conversion (OTEC) power system. Westinghouse Electric Corporation has designed a composite turbine rotor/disk using state-of-the-art analysis methods for large-scale (100-MW/sub e/) open cycle OTEC applications. Near-term demonstrations using conventional low-pressure turbine blade shapes with composite material would achieve feasibility and modern credibility of the open cycle OTEC power system. Application of composite blades for low-pressure turbo-machinery potentially improves the reliability of conventional metal blades affected by stress corrosion.

    The objective of the task was to exercise the FPC system planning methodology on: (1) Base Case, 10 year generation expansion plan with coal plants providing base load expansion, and (2) same, but 400 MW of OTEC substituting for coal burning units with equal resultant system reliability. OTEC inputs were based on reasonable economic projections of direct capital cost and O and M costs for first-generation large commercial plants. OTEC inputs discussed in Section 2. The Base Case conditions for FPC system planning methodology involved base load coal fueled additions during the 1980's and early 1990's. The first trial runs of the PROMOD system planning model substituted OTEC for 400 MW purchases of coal generated power during 1988-1989 and then 400 MW coal capacity thereafter. Result showed higher system reliability than Base Case runs. Reruns with greater coal fueled capacity displacement showed that OTEC could substitute for 400 MW purchases in 1988-1989 and replace the 800 MW coal unit scheduled for 1990 to yield equivalent system reliability. However, a 1995 unit would need to be moved to 1994. Production costing computer model runs were used as input to Corporate Model to examine corporate financial impact. Present value of total revenue requirements were primary indication of relative competitiveness between Base Case and OTEC. Results show present value of total revenue requirements unfavorable to OTEC as compared to coal units. The disparity was in excess of the allowable range for possible consideration.

    Many utilities operating pressurized water reactors (PWRs) are implementing longer reload cycles. Westinghouse is addressing this trend with fuel products that increase fuel utilization through higher discharge burnups. Higher burnup helps to offset added enriched uranium costs necessary to enable the higher energy output of longer cycles. Current fuel products have burnup capabilities in the area of 40,000 MWd/tonne U or more. There are three main phenomena that must be addressed to achieve even higher burnup levels: accelerated cladding, waterside corrosion, and hydriding; increased fission gas production; and fuel rod growth. Long cycle lengths also require efficient burnable absorbers to control the excess reactivity associated with increased fuel enrichment while maintaining a low residual absorber penalty at the end of cycle. Westinghouse VANTAGE + PWR fuel incorporates features intended to enhance fuel performance at very high burnups, including advances in the three basic elements of the fuel assembly: fuel cladding, fuel rod, and fuel assembly skeleton. ZIRLO {sup TM} cladding, an advanced Zircaloy cladding that contains niobium, offers a significant improvement in corrosion resistance relative to Zircaloy-4. Another important Westinghouse PWR fuel feature that facilitates long cycles is the zirconium diboride integral fuel burnable absorber (ZrB{sub 2}IFBA).

    Inter-system loss-of-coolant accidents (ISLOCAs) have been identified as important contributors to offsite risk for some nuclear power plants. A methodology has been developed for identifying and evaluating plant-specific hardware designs, human factors issues, and accident consequence factors relevant to the estimation of ISLOCA core damage frequency and risk. This report presents a detailed description of the application of this analysis methodology to a Westinghouse four-loop ice condenser plant. This document also includes appendices A through I which provide: System descriptions; ISLOCA event trees; human reliability analysis; thermal hydraulic analysis; core uncovery timing calculations; calculation of system rupture probability; ISLOCA consequences analysis; uncertainty analysis; and component failure analysis.

    The Electric Power Research Institute (EPRI) conducted a comprehensive research program with the objective of providing nuclear utilities with analytical methods to predict motor operated valve (MOV) performance under design basis conditions. This paper describes the stem thrust calculation model developed for evaluating the performance of one such valve, the Westinghouse flexible wedge gate valve. These procedures account for the unique functional characteristics of this valve design. In addition, model results are compared to available flow loop and in situ test data as a basis for evaluating the performance of the valve model.

The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. This program has progressed to the installation and start-up in early 1992 of the 25 kill field unit at Rokko Island in Japan. In mid-1992 the second 25 kill field unit, a cogeneration system producing both ac electric power and intermediate pressure steam, will be delivered to the Joint Gas Utilities, a consortium of the Tokyo Gas Company and the Osaka Gas Company. This will be followed by the 20 kill SOFC unit to be supplied to Southern California Edison in early 1993. Future plans include the 100 kill Cogeneration Proof-of-Concept unit for the Southern California Gas Company which is scheduled for delivery in late 1993. Applications for SOFC technology range from on-site power generation for commercial second small industrial applications to dispersed generating plants and central station electric power generation. The design studies have included integrated coal gasification SOFC-steam turbine power plants. Installed capital costs of a 250 MW plant of this configuration compares favorably with the integrated coal gasification combined cycle plants.

    To comply with anticipated OSHA regulatory requirements concerning Permit-Required Confined Spaces, Westinghouse Hanford Company (WHC) created a Confined Spaces Task Team. The primary focus of the task team was to prepare a formal Confined Space Entry (CSE) Program that would ensure full compliance with the anticipated OSHA requirements. A comprehensive training plan was also prepared and submitted for approval as soon as the new CSE Program was approved and released for implementation. On January 14, 1993, OSHA released their final ruling which contained several further changes, requiring the WHC Confined Space Entry Program and Training Plan to be revised. The revised training manual and lessons learned in establishing a Confined Space Entry Program are presented.

    Experimentation and testing with CO{sub 2}, pellet decontamination technology is being conducted at Westinghouse Hanford Company (WHC), Richland, Washington. There are 1100 known existing waste sites at Hanford. The sites specified by federal and state agencies are currently being studied to determine the appropriate cleanup methods best for each site. These sites are contaminated and work on them is in compliance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). There are also 63 treatment, storage, and disposal units, for example: groups of waste tanks or drums. In 1992, there were 100 planned activities scheduled to bring these units into the Resource Conservation and Recovery Act (RCRA) compliance or close them after waste removal. Ninety-six of these were completed. The remaining four were delayed or are being negotiated with regulatory agencies. As a result of past defense program activities at Hanford a tremendous volume of materials and equipment have accumulated and require remediation.

    Radioactive waste is produced during NPP operation and NPP D and D. Different kinds of waste with different volumes and properties have to be treated. Finding a technically and commercially optimized waste treatment concept is a difficult and time consuming process. The Westinghouse waste simulation and optimization software tool is an approach to study the total life cycle cost of any waste management facility. The tool enables the user of the simulation and optimization software to plan processes and storage buildings and to identify bottlenecks in the overall waste management design before starting detailed planning activities. Furthermore, application of the software enables the user to optimize the number of treatment systems, to determine the minimum design capacity for onsite storage facilities, to identify bottlenecks in the overall design and to identify the most cost-effective treatment paths by maintaining optimal waste treatment technologies. In combination with proven waste treatment equipment and integrated waste management solutions, the waste simulation and optimization software provides reliable qualitative results that lead to an effective planning and minimization of the total project planning risk of any waste management activity.     This report discusses Test Campaign TC12 of the Kellogg Brown & Root, Inc. (KBR) Transport Gasifier train with a Siemens Westinghouse Power Corporation (SW) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Gasifier is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using a particulate control device (PCD). While operating as a gasifier, either air or oxygen can be used as the oxidant. Test run TC12 began on May 16, 2003, with the startup of the main air compressor and the lighting of the gasifier start-up burner. The Transport Gasifier operated until May 24, 2003, when a scheduled outage occurred to allow maintenance crews to install the fuel cell test unit and modify the gas clean-up system. On June 18, 2003, the test run resumed when operations relit the start-up burner, and testing continued until the scheduled end of the run on July 14, 2003. TC12 had a total of 733 hours using Powder River Basin (PRB) subbituminous coal. Over the course of the entire test run, gasifier temperatures varied between 1,675 and 1,850 F at pressures from 130 to 210 psig.

  1. Age-related degradation of Westinghouse 480-volt circuit breakers

    An aging assessment of Westinghouse DS-series low-voltage air circuit breakers was performed as part of the Nuclear Plant Aging Research (NPAR) program. The objectives of this study are to characterize age-related degradation within the breaker assembly and to identify maintenance practices to mitigate their effect. Since this study has been promulgated by the failures of the reactor trip breakers at the McGuire Nuclear Station in July 1987, results relating to the welds in the breaker pole lever welds are also discussed. The design and operation of DS-206 and DS-416 breakers were reviewed. Failure data from various national data bases were analyzed to identify the predominant failure modes, causes, and mechanisms. Additional operating experiences from one nuclear station and two industrial breaker-service companies were obtained to develop aging trends of various subcomponents. The responses of the utilities to the NRC Bulletin 88-01, which discusses the center pole lever welds, were analyzed to assess the final resolution of failures of welds in the reactor trips. Maintenance recommendations, made by the manufacturer to mitigate age-related degradation were reviewed, and recommendations for improving the monitoring of age-related degradation are discussed. As described in Volume 2 of this NUREG, the results from a test program to assess degradation in breaker parts through mechanical cycling are also included. The testing has characterized the cracking of center-pole lever welds, identified monitoring techniques to determine aging in breakers, and provided information to augment existing maintenance programs. Recommendations to improve breaker reliability using effective maintenance, testing, and inspection programs are suggested. 13 refs., 21 figs., 8 tabs.

    This is the first revision of the Quality AssurancePlan/Implementation Plan (QAP/IP) for nuclear facilities managedand operated by the Westinghouse Hanford Company (WHC).Development of the initial IP required review of the WHC qualityassurance program to the requirements of the 10 CFR 830.120, andcompletion of initial baseline assessments against the QAP toverify implementation of the program. Each WHC-managed nuclearfacility provided a stand-alone section to the QAP/IP, describingits mission and life-cycle status. WHC support organizationsalso performed assessments for their lead areas, and providedinputs to a separate stand-alone section with the initialbaseline assessment results. In this first revision, the initialbaseline matrixes for those facilities found to be in compliancewith the QAP have been removed. Tank Waste Remediation System(TWRS) and K Basins have modified their baseline matrixes to showcompletion of action items to date. With the followingexceptions, the WHC-managed nuclear facilities and their supportorganizations were found to have implemented QA programs thatsatisfy the requirements of 10 CFR 830.120. TWRS identifiedImplementation Plan Action Items having to do with: generationand revision of as-built drawings; updating TWRS organizationaland program documents; tracking the condition/age ofmaterials/equipment; and reconstitution of design bases forexisting, active facilities. No incremental funding needs wereidentified for FY95. For FY97, TWRS identified incrementalfunding in the amount of $65,000 for as-built drawings, and$100,000 for tracking the age/condition of materials/equipment.The K Basin Fuel Storage Facility identified Implementation PlanAction Items having to do with: training; updating procedures;establishing configuration management; reconstituting designbases; and providing darwings; and developing integrated,resource-loaded schedules.     An equipment performance survey was conducted by Mechanical Technology Inc. at the Westinghouse Coal Gasification Process Development Unit, located in Waltz Mill, Pennsylvania. The work was performed under a contract with the US Department of Energy, Morgantown Energy Technology Center (METC). Plant design files and maintenance records were reviewed to identify incidences of malfunctions and a history of corrective modifications of equipment operated in the plant. Interviews with plant engineering, operations, and maintenance personnel were made to obtain additional information on the malfunctions, probable causes, corrective actions, and the results of the corrective actions on selected equipment items. Based on the survey, significant operating experience and technology gaps in the equipment for the Westinghouse Coal Gasification Plant were identified. 15 figures, 6 tables.

    A methodology has been developed to extract generic risk-based information from probabilistic risk assessments (PRAs) of Westinghouse and Combustion Engineering (CE) pressurized water reactors (PWRs) and apply the insights gained to Westinghouse and Ce plants have not been subjected to a PRA. The available PRAs (five Westinghouse plants and one CE plant) were examined to identify the most probable, i.e., dominant accident sequences at each plant. The goal was to include all sequences which represented at least 80% of core damage frequency. If the same plant specific dominant accident sequence appeared within this boundary in at least two plant PRAs, the sequence was considered to be a representative sequence. Eleven sequences met this definition. From these sequences, the most important component failures and human errors that contributed to each sequence have been prioritized. Guidance is provided to prioritize the representative sequences and modify selected basic events that have been shown to be sensitive to the plant specific design or operating variations of the contributing PRAs. This risk-based guidance can be used for utility and NRC activities including operator training maintenance, design review, and inspections.

    Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

    The Westinghouse Small Modular Reactor (SMR) is an 800 MWt (> 225 MWe) integral pressurized water reactor (iPWR) with all primary components, including the steam generator and the pressurizer located inside the reactor vessel. The reactor core is based on a partial-height 17x17 fuel assembly design used in the AP1000{sup R} reactor core. The Westinghouse SMR utilizes passive safety systems and proven components from the AP1000 plant design with a compact containment that houses the integral reactor vessel and the passive safety systems. A preliminary loss of coolant accident (LOCA) analysis of the Westinghouse SMR has been performed using the WCOBRA/TRAC-TF2 code, simulating a transient caused by a double ended guillotine (DEG) break in the direct vessel injection (DVI) line. WCOBRA/TRAC-TF2 is a new generation Westinghouse LOCA thermal-hydraulics code evolving from the US NRC licensed WCOBRA/TRAC code. It is designed to simulate PWR LOCA events from the smallest break size to the largest break size (DEG cold leg). A significant number of fluid dynamics models and heat transfer models were developed or improved in WCOBRA/TRAC-TF2. A large number of separate effects and integral effects tests were performed for a rigorous code assessment and validation. WCOBRA/TRAC-TF2 was introduced into the Westinghouse SMR design phase to assist a quick and robust passive cooling system design and to identify thermal-hydraulic phenomena for the development of the SMR Phenomena Identification Ranking Table (PIRT). The LOCA analysis of the Westinghouse SMR demonstrates that the DEG DVI break LOCA is mitigated by the injection and venting from the Westinghouse SMR passive safety systems without core heat up, achieving long term core cooling.     During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    This document presents the results of the Westinghouse Hanford Company near-facility operational environmental monitoring for 1994 in the 100, 200/600, and 300/400 Areas of the Hanford Site, in south-central Washington State. Surveillance activities included sampling and analyses of ambient air surface water, groundwater, soil, sediments, and biota. Also, external radiation measurements and radiological surveys were taken at waste disposal sites, radiologically controlled areas, and roads. These activities were conducted to assess and control the effects of nuclear facilities and waste sites on the local environment. In addition, diffuse sources were monitored to determine compliance with Federal, State, and/or local regulations. In general, although effects from nuclear facilities are still seen on the Hanford Site and radiation levels are slightly elevated when compared to offsite locations, the differences are less than in previous years.

    During the next two decades the transuranic (TRU) waste now stored in the burial trenches and storage facilities at the Hanford Sits in southeastern Washington State is to be retrieved, processed at the Waste Receiving and Processing Facility, and shipped to the Waste Isolation Pilot Plant (WIPP), near Carlsbad, New Mexico for final disposal. Approximately 5.7 percent of the TRU waste to be retrieved for shipment to WIPP was generated by the decontamination and decommissioning (D&D) of the Westinghouse Advanced Reactors Division (WARD) and the Westinghouse Nuclear Fuels Division (WNFD) in Cheswick, Pennsylvania and shipped to the Hanford Sits for storage. This report characterizes these radioactive solid wastes using process knowledge, existing records, and oral history interviews.

    The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies. The two project phases planned for execution include: (1) Feasibility study and conceptual design for an integrated demonstration facility at Global Energy's existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana, and for a fence-line commercial embodiment plants (CEP) operated at Dow Chemical or Dow Corning chemical plant locations (2) Research, development, and testing (RD&T) to define any technology gaps or critical design and integration issues. The WREL facility was designed, constructed, and operated under a project selected and co-funded under the Round IV of the United States Department of Energy's (DOE's) Clean Coal Technology Program. In this project, coal and/or other solid fuel feedstocks are gasified in an oxygen-blown, entrained-flow gasifier with continuous slag removal and a dry particulate removal system. The resulting product synthesis gas is used to fuel a combustion turbine generator whose exhaust is integrated with a heat recovery steam generator to drive a refurbished steam turbine generator.     Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, received two soil samples on September 26, 2013 from the Westinghouse Hetnatite Decomminsioning project in Hematite, Missouri. The samples were analyzed for thorium-232, radium-226, uranium-235, and uranium-238 by gamma spectrometry and technetium-99 by liquid scintillation analysis. The samples were received in good condition. The sample collection data and identification numbers are tabulated. Also presented are the gamma spectrometry and technetium-99 data, respectively. The pertinent procedure references are included with the data tables.

    At the request of the Department of Energy`s (DOE) Information Management (IM) Council, IM representatives from nearly all Headquarters (HQ) organizations have been meeting over the past year as the Corporate Guidance Group (CGG) to develop useful and sound corporate information management (IM) guidance. The ability of the Department`s IM community to develop such unified guidance continues to be critical to the success of future Departmental IM planning processes and the establishment of a well-coordinated IM environment between Headquarters and field organizations. This report, with 26 specific corporate IM guidance items documented and unanimously agreed to, as well as 12 items recommended for further development and 3 items deferred for future consideration, represents a highly successful effort by the IM community. The effort has proven that the diverse DOE organizations can put aside individual preferences and work together towards a common and mutually beneficial goal. In examining most areas and issues associated with information management in the Department, they have developed specific, far-reaching, and useful guidance. The IM representatives recommend that the documented guidance items provided in this report and approved by the DOE IM Council be followed by all IM organizations. The representatives also strongly recommend that the guidance process developed by the CGG be the single process for developing corporate IM guidance.

    The majority of defense wastes generated from reprocessing spent reactor fuel at Hanford are stored in underground Double-Shell Tanks (DST) and in older Single-Shell Tanks (SST). The Tank Waste Remediation System (TWRS) Program has the responsibility of safely managing and immobilizing these tank wastes for disposal. A reference process flowsheet is being developed that includes waste retrieval, pretreatment, and vitrification. Melter technologies for vitrifying low-level tank wastes are being evaluated by Westinghouse Hanford Company. Chemical simulants are being used in the technology testing. For the first phase of low-level waste (LLW) vitrification simulant development, two waste stream compositions were investigated. The first waste simulant was based on the analyses of six tanks of double-shell slurry feed (DSSF) waste and on the projected composition of the wastes exiting the pretreatment operations. A simulant normalized to 6 M sodium was based on the anticipated chemical concentrations after ion exchange and initial separations. The same simulant concentrated to 10 M sodium would represent a waste that had been concentrated by evaporation to reduce the overall volume. The second LLW simulant, referred to as the remaining inventory (RI), included wastes not included in the DSSF tanks and the projected LLW fraction of single-shell tank wastes.

    In-vessel retention (IVR) of molten core debris via external reactor vessel cooling is the hallmark of the severe accident management strategies in the AP600 passive PWR. The vessel is submerged in water to cool its external surface via nucleate boiling heat transfer. An engineered flow path through the reactor vessel insulation provides cooling water to the vessel surface and vents steam to promote IVR. For the 600 MWe passive plant, the predicted heat load from molten debris to the lower head wall has a large margin to the critical heat flux on the external surface of the vessel, which is the upper limit of the cooling capability. Up-rating the power of the passive plant from 600 to 1000 MWe (AP1000) significantly increases the heat loading from the molten debris to the reactor vessel lower head in the postulated bounding severe accident sequence. To maintain a large margin to the coolability limit for the AP1000, design features and severe accident management (SAM) strategies to increase the critical heat flux on the external surface of the vessel wall need to be implemented. A test program at the ULPU facility at University of California Santa Barbara (UCSB) has been initiated to investigate design features and SAM strategies that can enhance the critical heat flux. Results from ULPU Configuration IV demonstrate that with small changes to the ex-vessel design and SAM strategies, the peak critical heat flux in the AP1000 can be increased at least 30% over the peak critical heat flux predicted for the AP600 configuration. The design and SAM strategy changes investigated in ULPU Configuration IV can be implemented in the AP1000 design and will allow the passive plant to maintain the margin to critical heat flux for IVR, even at the higher power level. Continued testing for IVR phenomena is being performed at UCSB to optimize the AP1000 design and to ensure that vessel failure in a severe accident is physically unreasonable. (authors)

(Air Products) began development of a project to beneficially utilize waste blast furnace topgas generated in the course of the iron-making process at AK Steel Corporations Middletown, Ohio works. In early 2010, Air Products was awarded DOE Assistance Agreement DE-EE002736 to further develop and build the combined-cycle power generation facility. In June 2012, Air Products and AK Steel Corporation terminated work when it was determined that the project would not be economically viable at that time nor in the foreseeable future. The project would have achieved the FOA-0000044 Statement of Project Objectives by demonstrating, at a commercial scale, the technology to capture, treat, and convert blast furnace topgas into electric power and thermal energy.

    Westinghouse has deployed fully integrated, automatically controlled, packaged solid oxide fuel cell (SOFC) power generation systems in order to obtain useful customer feedback. Recently, Westinghouse has deployed 20 kW class natural gas fueled SOFC generator modules integrated into two 25 kW SOFC systems, the first with The UTILITIES, a Japanese consortium. The UTILITIES 25 kW SOFC system is the focus of this paper. The unit was shipped to the Rokko Island Test Center for Advanced Energy Systems (near Kobe, Japan) operated by Kansai Electric Power Co.; testing was initiated February 1992. Module A operated for 2601 hours at an ave output 16.6 kW dc; final shutdown was induced by current stability problems with dissipator (restart not possible because of damaged cells). Module B operated for 1579 hours at ave output 17.8 kWdc. The unit was damaged by operation at excessively high fuel utilization > 91%. It was rebuilt and returned to Rokko Island. This module B2 operated for 1843 hours on PNG; shutdown was cuased by air supply failure. After a new blower and motor were installed July 1993, the system was restarted August 5, 1993 and operated continuously until November 10, 1993, when an automatic shutdown was induced as part of a MITI licensing inspection. After restart, the unit passed 6000 hours of operation on desulfurized PNG on January 25, 1994. Westinghouse`s future plans are outlined.

    This paper describes a proposed stand alone company, the Solar Development Corporation (SDC), to be a business development and financing entity for photovoltaic operations with the potential to be commercially sustainable. SDC will have a fully integrated policy advocacy link to the World Bank. SDC will define target countries where the potential exists for significant early market expansion. In those countries it will provide: market and business development services that will accelerate the growth of private firms and deepen the penetration of Solar Home Systems (SHS) and other rural PV applications in the market; and access to pre-commercial and parallel financing for private firms to (1) expand their capability in PV distribution businesses, and (2) strengthen their ability to provide credit to end users. SDC itself will not engage in direct financing of the final consumer. It is intended that as far as possible SDC`s finance will be provided in parallel with financing from Financial Intermediaries.

    The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies. The project is conducted by a multi-industry team lead by Gasification Engineering Corporation (GEC), and supported by Air Products and Chemicals, Inc., Dow Chemical Company, Dow Corning Corporation, Methanex Corporation, and Siemens Westinghouse Power Corporation. Three project phases are planned for execution over a three year period, including: (1) Feasibility study and conceptual design for an integrated demonstration facility, and for fence-line commercial plants operated at Dow Chemical or Dow Corning chemical plant locations; (2) Research, development, and testing to define any technology gaps or critical design and integration issues; and (3) Engineering design and financing plan to install an integrated commercial demonstration facility at the existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana. This report describes management planning, work breakdown structure development, and feasibility study activities by the IMPPCCT consortium in support of the first project phase. Project planning activities have been completed, and a project timeline and task list has been generated. Requirements for an economic model to evaluate the West Terre Haute implementation and for other commercial implementations are being defined. Specifications for methanol product and availability of local feedstocks for potential commercial embodiment plant sites have been defined.     This report documents the U.S. Department of Transportation Specification 7A Type A (DOT-7A) compliance test results of the Westinghouse Hanford Company, Waste Receiving and Processing Facility, Module 1 (WRAP-1) Drum. The WRAP-1 Drum was tested for DOE-HQ in August 1994, by Los Alamos National Laboratory, under docket number 94-35-7A. Additionally, comparison and evaluation of the approved, as-tested packaging configuration was performed by WHC in September 1995. The WRAP-1 Drum was evaluated against the performance of the DOT-17C, 208 1 (55-gal) steel drums tested and evaluated under dockets 89-13-7A/90-18-7A and 94-37-7A.

    This System Design Description and Specification provides the basis for the design of the magnetohydrodynamic (MHD) Power Train (PT) for a nominal 200 MWe early commercial tiHD/Steam Power Plant. This document has been developed under Task 2, Conceptual Design, of Contract DE-AC22-83PC60575 and is to be used by the project as the controlling and coordinating documentation during future design efforts. Modification and revision of this specification will occur as the design matures, and tiie-Westinghouse MHD Project Manager will be the focal point for maintaining this document and issuing periodic revisions. This document is intended to delineate the power train and-power train components requirements and assumptions that properly reflect the MHD/Steam Power Plant in the PT design. The parameters discussed in this document have been established through system calculations as well as through constraints set by technology and by limitations on materials, cost, physical processes associated with MHD, and the expected operating data for the plant. The specifications listed in this document have precedence over all referenced documents. Where this specification appears to conflict with the requirements of a reference document, such conflicts should be brought to the attention of the Westinghouse MHD Project Manager for resolution.

    This report describes the results of NERI research on the testing of advanced passive safety performance for the Westinghouse AP1000 design. The objectives of this research were: (a) to assess the AP1000 passive safety system core cooling performance under high decay power conditions for a spectrum of breaks located at a variety of locations, (b) to compare advanced thermal hydraulic computer code predictions to the APEX high decay power test data and (c) to develop new passive safety system concepts that could be used for Generation IV higher power reactors.

    The results of an extensive test program on 12 coal-derived and 3 oil shale-derived liquid fuels developed by Mobil Research and Development Corp., Westinghouse Electric Corp., and Electric Power Research Institute (EPRI), were reported at ASME's 25th Annual Gas Turbine Conference in New Orleans in Mar. 1980 in a two-part paper titled ''Combustion Effects of Coal Liquids and other Synthetic Fuels in Gas Turbine Combustors''.
