    The Waste-to-Energy Cogeneration Project at Centennial Park has allowed methane from the closed Centennial landfill to export excess power into the the local utility’s electric grid for resale. This project is part of a greater brownfield reclamation project to the benefit of the residents of Munster and the general public. Installation of a gas-to-electric generator and waste-heat conversion unit take methane byproduct and convert it into electricity at the rate of about 103,500 Mwh/year for resale to the local utility. The sale of the electricity will be used to reduce operating budgets by covering the expenses for streetlights and utility bills. The benefits of such a project are not simply financial. Munster’s Waste-to Energy Cogeneration Project at Centennial Park will reduce the community’s carbon footprint in an amount equivalent to removing 1,100 cars from our roads, conserving enough electricity to power 720 homes, planting 1,200 acres of trees, or recycling 2,000 tons of waste instead of sending it to a landfill.

    Ocean wave power can be a significant source of large‐scale, renewable energy for the US electrical grid. The Electrical Power Research Institute (EPRI) conservatively estimated that 20% of all US electricity could be generated by wave energy. Ocean Power Technologies, Inc. (OPT), with funding from private sources and the US Navy, developed the PowerBuoy to generate renewable energy from the readily available power in ocean waves. OPT's PowerBuoy converts the energy in ocean waves to electricity using the rise and fall of waves to move the buoy up and down (mechanical stroking) which drives an electric generator. This electricity is then conditioned and transmitted ashore as high‐voltage power via underwater cable. OPT's wave power generation system includes sophisticated techniques to automatically tune the system for efficient conversion of random wave energy into low cost green electricity, for disconnecting the system in large waves for hardware safety and protection, and for automatically restoring operation when wave conditions normalize. As the first utility scale wave power project in the US, the Wave Power Demonstration Project at Reedsport, OR, will consist of 10 PowerBuoys located 2.5 miles off the coast. This U.S. Department of Energy Grant funding along with funding from PNGC Power, an Oregon‐based electric power cooperative, was utilized for the design completion, fabrication, assembly and factory testing of the first PowerBuoy for the Reedsport project. At this time, the design and fabrication of this first PowerBuoy and factory testing of the power take‐off subsystem are complete; additionally the power take‐off subsystem has been successfully integrated into the spar.

    In 1988, the US Army Corps of Engineers and the City of Seattle placed material on the upper beach at Lincoln Park, in West Seattle, Washington. The fill served to mitigate shoreline erosion that had caused undercutting and collapse of the seawall in several places. A series of pre- and post-construction studies have been conducted to assess the impacts to marine biota of fill placement and movement of surface substrate. This study was designed to monitor infaunal bivalves and eelgrass from intertidal areas in and adjacent to the area of original fill placement. Findings from this survey were compared to previous survey results to determine (1) if recruitment of infaunal bivalves to the fill area has occurred, (2) if infaunal bivalve densities outside the fill area are stable, and (3) if eelgrass distribution and abundance have remained stable along the adjacent shoreline. To maximize comparability of findings from this survey with previous studies, sampling techniques, transects, and tidal elevations were consistent with previous studies at this site.

    The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

    The Foam Delivery System used in the decontamination and decommissioning (D&D) project for the K-25/K-27 Buildings at the East Tennessee Technology Park (ETTP) is comprised of a trailer-mounted Gusmer{reg_sign} H20/35 Pro-TEC Proportioning Unit and the associated equipment to convey electrical power, air, and foam component material to the unit. This high-pressure, plural-component polyurethane foam pouring system will be used to fill process gas and non-process equipment/piping (PGE/P) within the K-25/K-27 Buildings with polyurethane foam to immobilize contaminants prior to removal. The system creates foam by mixing isocyanate and polyol resin (Resin) component materials. Currently, the project plans to utilize up to six foaming units simultaneously during peak foaming activities. Also included in this system description are the foam component material storage containers that will be used for storage of the component material drums in a staging area outside of the K-25/K-27 Buildings. The Foam Delivery System and foam component material storage enclosures (i.e., Foaming Component Protective Enclosures) used to store polymeric methylene diphenyl diisocyanate (PMDI) component material are identified as Safety Significant (SS) Structures, Systems and Components (SSC) in the Documented Safety Analysis (DSA) for the project, Documented Safety Analysis for the K-25 and K-27 Facilities at the East Tennessee Technology Park, Oak Ridge, Tennessee, DSA-ET-K-25/K-27-0001.

    The total capacity of grid-connected wave power is just under 700 kW worldwide, dominated by a 350 kW Tapered Channel plant in Norway, and a 150 kW oscillating water column in India. Three smaller plants (20, 30, and 60 kW) are now operating in Japan, as is a 75 kW project at Islay, on the southwest coast of Scotland. These are all land- or breakwater-based systems. A 2 MW plant known as OSPREY, based on a pre-fabricated steel caisson, was briefly deployed as a stand-alone unit off the north coast of Scotland in August 1995. Floating wave energy conversion devices have been ocean tested at a much smaller scale and only for periods of months at a time. Wave energy activities in the US have been confined to regional studies by coastal utilities and state government agencies, with relatively little technology development compared to overseas efforts. A significant opportunity exists in northern California for integrating wave power into a harbor breakwater, and an economic feasibility study of this project is now underway.

    We report on the requirements workshop for a new project, the International Shock-Wave database (ISWdb), which was held October 31 - November 2, 2011, at GSI, Darmstadt, Germany. Participants considered the idea of this database, its structure, technical requirements, content, and principles of operation. This report presents the consensus conclusions from the workshop, key discussion points, and the goals and plan for near-term and intermediate-term development of the ISWdb. The main points of consensus from the workshop were: (1) This international database is of interest and of practical use for the shock-wave and high pressure physics communities; (2) Intermediate state information and off-Hugoniot information is important and should be included in ISWdb; (3) Other relevant high pressure and auxiliary data should be included to the database, in the future; (4) Information on the ISWdb needs to be communicated, broadly, to the research community; and (5) Operating structure will consist of an Advisory Board, subject-matter expert Moderators to vet submitted data, and the database Project Team. This brief report is intended to inform the shock-wave research community and interested funding agencies about the project, as its success, ultimately, depends on both of these groups finding sufficient value in the database to use it, contribute to it, and support it.

The end state of this action is for the slab to remain with all penetrations sealed and grouted or backfilled. The basement and pits remain open. There is residual radiological and polychlorinated biphenyl contamination on the slab and basement. A fixative was applied to the area on the pad contaminated with polychlorinated biphenyls. Interim land-use controls will be maintained until final remediation decisions are made under the Zone 2 Record of Decision (DOE 2005a).

Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    This project used a combination of turbulence-resolving large-eddy simulations, single-column modeling (where turbulence is parameterized), and currently available observations to improve, assess, and develop a parameterization of the impact of non-equilibrium wave states and stratification on the buoy-observed winds to establish reliable wind data at the turbine hub-height level. Analysis of turbulence-resolving simulations and observations illuminates the non-linear coupling between the atmosphere and the undulating sea surface. This analysis guides modification of existing boundary layer parameterizations to include wave influences for upward extrapolation of surface-based observations through the turbine layer. Our surface roughness modifications account for the interaction between stratification and the effects of swell’s amplitude and wavelength as well as swell’s relative motion with respect to the mean wind direction. The single-column version of the open source Weather and Research Forecasting (WRF) model (Skamarock et al., 2008) serves as our platform to test our proposed planetary boundary layer parameterization modifications that account for wave effects on marine atmospheric boundary layer flows. WRF has been widely adopted for wind resource analysis and forecasting. The single column version is particularly suitable to development, analysis, and testing of new boundary layer parameterizations. We utilize WRF’s single-column version to verify and validate our proposed modifications to the Mellor-Yamada-Nakanishi-Niino (MYNN) boundary layer parameterization (Nakanishi and Niino, 2004). We explore the implications of our modifications for two-way coupling between WRF and wave models (e.g.,Wavewatch III). The newly implemented parameterization accounting for marine atmospheric boundary layer-wave coupling is then tested in three-dimensional WRF simulations at grid sizes near 1 km.     The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    The LDRD project 'A New Method for Wave Propagation in Elastic Media' developed several improvements to the traditional finite difference technique for seismic wave propagation, including a summation-by-parts discretization which is provably stable for arbitrary heterogeneous materials, an accurate treatment of non-planar topography, local mesh refinement, and stable outflow boundary conditions. This project also implemented these techniques in a parallel open source computer code called WPP, and participated in several seismic modeling efforts to simulate ground motion due to earthquakes in Northern California. This research has been documented in six individual publications which are summarized in this report. Of these publications, four are published refereed journal articles, one is an accepted refereed journal article which has not yet been published, and one is a non-refereed software manual. The report concludes with a discussion of future research directions and exit plan.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    The Forest County Potawatomi Community (FCPC or Tribe) owns a six-story parking facility adjacent to its Potawatomi Bingo Casino (the Casino) in Milwaukee, Wisconsin, as well as a valet parking facility under the Casino (collectively, the Parking Facility). The Parking Facility contained 205-watt metal halide-type lights that, for security reasons, operated 24 hours per day, 7 days per week. Starting on August 30, 2010, the Tribe replaced these fixtures with 1,760 state-of-the-art, energy efficient 55-Watt LED lights. This project resulted in an immediate average reduction in monthly peak demand of 238 kW over the fourth quarter of 2010. The average reduction in monthly peak demand from October 1 through December 31, 2010 translates into a forecast annual electrical energy reduction of approximately 1,995,000 kWh or 47.3% of the pre-project demand. This project was technically effective, economically feasible, and beneficial to the public not only in terms of long term energy efficiency and associated emissions reductions, but also in the short-term jobs provided for the S.E. Wisconsin region. The project was implemented, from approval by U.S. Department of Energy (DOE) to completion, in less than 6 months. The project utilized off-the-shelf proven technologies that were fabricated locally and installed by local trade contractors.

    An investigation was made of storm damage during the winter of 1982-83 to the National Park Service's Stinson Beach Park. The investigation included an assessment of the storm damage, evaluation of physical processes contributing to the damage, subsequent beach recovery, and the feasibility of implementing shoreline protection measure to reduce future risk. During the winter of 1982-83, the beach was almost completely denuded of sand, wave overwash damaged the foredune, vegetation on the foredune was destroyed, and backshore flooding occurred. Two structures and a parking lot were endangered as the shoreline receded. Subsequent recovery of the park beach was rapid. By January 1982 sand had moved back onshore and a beach berm was beginning to reform. The foredune and dune vegetation received the only permanent damage. Four shoreline protection alternatives were evaluated. These include no action, dune development/enhancement, construction of a rock riprap revetment, and offshore installation of artificial seaweed. The first costs (estimated costs, excluding maintenance) range from about $90,000 to $475,000. The least-cost protection measure is riprap revetment, which protects the two structures and parking lot endangered during the 1982-83 winter storms. Construction of a foredune along the entire park beach is the highest cost protection measure. If no shore protection action measures are implemented, wave overwash of the foredune can be expected to occur on the average of every 2 to 3 years, and beach degradation, similar to that during the 1982-83 winter, can be expected to occur on the average of every 10 to 12 years. 12 references, 19 figures, 18 tables.

    In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and ? Create a Showcase Waste Heat Recovery Demonstration Project.

    The 1990 results of the Channel Islands National Park Kelp Forest Monitoring Project are described in this report. Sixty-eight species of algae, fish , and invertebrates were monitored annually at 16 permanent sites around the five islands within the park. Survey techniques utilized SCUBA and surface-supplied-air, and included quadrats, band transects, random point contacts, size frequencies, fish and video transects, photogrammetric plots, size frequency measurements, and species list surveys. In 1990, eight sites had healthy kelp forests, while three others had remnants or signs of a developing forest, though dominated by purple sea urchins. Four sites were dominated by purple sea urchins and one was dominated by red sea urchins. Four sites had high to moderate densities of white sea urchins, but two of those had dense kelp forests over most of the transect.

    The 1994 results of the Channel Islands Natonal Park Kelp Forest Monitoring Project are described in this report. Population dynamics of 68 taxa or categories of algae, fish, and invertebrates were measured at 16 permanent sites around the five islands within the park. Survey techniques utilized SCUBA and surface-supplied-air, and included quadrants, band transects, random point contacts, fish transects, video transects, size frequency measurements, artificial recruitment modules, and species list surveys. Temperature data was collected using temperature loggers deployed at each of the sixteen sites. Size frequency measurements were taken from artificial recruitment modules at ten sites. In 1994, 13 sites had giant kelp, Macrocystis pyrifera, forests, one site was dominated by the aggregating red sea cucumber, Pachythyone rubra, one site was dominated by red sea urchins, Strongylocentrotus francisanus, and another by purple sea urchins, S. purpuratus. Wasting disease was observed in sea stars and wasting syndrome was apparent in sea urchins.

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks.     Venice Park landfill was one of the first sites to be permitted under Michigan's proposed Public Act 641. PA 641 essentially changed the rules and regulations for landfills from the simple design of digging a hole and filling it. It also upgraded standards to those that are more sophisticated, including liners, leachate collection systems, and gas extraction systems. In 1992, methane gas from the landfill was collected into wells drilled into the trash varying in depth from 30-50 feet in depth. A vacuum pulls the gas from the trash into the wells, then through a piping system. The landfill uses about 80-100 kilowatts in-house. The remainder of the gas is sold to Consumers Power Co. which uses landfill gas to supply power to homes.

    The Town of Lakeview is proposing to construct and operate a geothermal direct use district heating system in Lakeview, Oregon. The proposed project would be in Lake County, Oregon, within the Lakeview Known Geothermal Resources Area (KGRA). The proposed project includes the following elements: Drilling, testing, and completion of a new production well and geothermal water injection well; construction and operation of a geothermal production fluid pipeline from the well pad to various Town buildings (i.e., local schools, hospital, and Lake County Industrial Park) and back to a geothermal water injection well. This EA describes the proposed project, the alternatives considered, and presents the environmental analysis pursuant to the National Environmental Policy Act. The project would not result in adverse effects to the environment with the implementation of environmental protection measures.
