    Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

  8. Federal energy efficiency and water conservation funding study

    This report contains the results of a study required by section 162 of the Energy Policy Act of 1992 (EPAct). It outlines options for financing energy and water conservation measures at Federal facilities as required by Part 3 of Title V of the National Energy Policy and Conservation Act (NECPA) (42 U.S.C. 8251 et seq.) as amended by EPAct. It addresses: (1) the estimated Federal financial investment necessary to install energy and water conservation measures to meet NECPA and Executive Order requirements; (2) the use of revolving funds and other funding mechanisms which offer stable, long-term financing of energy and water conservation measures; and (3) the means for capitalizing such funds. On March 8, 1994, President Clinton signed Executive Order 12902. This Executive Order is an aggressive mandate to improve energy efficiency and water conservation in Federal buildings nationwide. This Executive Order is designed to meet and exceed requirements for Federal energy and water efficiency that were contained in section 152 of EPAct. Section 152 mandated that Federal agencies use all cost effective measures with less than a ten year payback to reduce energy consumption in their facilities by 20% by the year 2000 compared to 1985 levels. In addition, Executive Order 12902 established a requirement to use cost effective measures to reduce energy use by fiscal year 2005 by 30% compared to 1985 energy use. This report provides estimates for the energy and water conservation investments needed to achieve the NECPA and Executive Order goals as well as estimates for the contribution from various funding sources and a review of the mechanisms for funding these investments.

    This report documents a project undertaken for theCalifornia Urban Water Conservation Council (the Council) to create a newmethod of accounting for the diverse environmental benefits of raw watersavings. The environmental benefits (EB) model was designed to providewater utilities with a practical tool that they can use to assign amonetary value to the benefits that may accrue from implementing any ofthe Council-recommended Best Management Practices. The model treats onlyenvironmental services associated directly with water, and is intended tocover miscellaneous impacts that are not currently accounted for in anyother cost-benefit analysis.

    The Department of Energy's Federal Energy Management Program (FEMP) is considering the development of a technology-specific Super-Energy Saving Performance Contract (ESPC) for water conservation. Prior to the development however, FEMP requires the completion of a market assessment to better understand the water conservation opportunities and the strategies available for capturing them. Thus, this market assessment has been undertaken to evaluate the water conservation opportunities and answer the key questions necessary for FEMP to make recommendations on whether or not to proceed with strategies for water conservation primarily through the development of a water conservation technology-specific performance contract.

    Reducing the water use of plumbing products—toilets, urinals, faucets, and showerheads —has been a popular conservation measure. Improved technologies have created opportunities for additional conservation in this area. However, plumbing products do not operate in a vacuum. This paper reviews the literature related to plumbing products to determine a systems framework for evaluating future conservation measures using these products. The main framework comprises the following categories: water use efficiency, product components, product performance, source water, energy, and plumbing/sewer infrastructure. This framework for analysis provides a starting point for professionals considering future water conservation measures to evaluate the need for additional research, collaboration with other standards or codes committees, and attachment of additional metrics to water use efficiency (such as performance).

    This updated market assessment for capturing water conservation opportunities in the Federal sector is based on a new analytical approach that utilizes newly available data and technologies. The new approach fine-tunes the original assessment by using actual Federal water use, which is now tracked by DOE (as compared to using estimated water use). Federal building inventory data is also used to disseminate water use by end-use technology in the Federal sector. In addition, this analysis also examines the current issues and obstacles that face performance contracting of water efficiency projects at Federal sites.

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    As part of the Department of Energy (DOE) Generation IV roadmapping activity, the gas-cooled Very High Temperature Reactor (VHTR) has been selected as the principal concept for hydrogen production and other process-heat applications such as district heating and potable water production. On this basis, the DOE has selected the VHTR for additional R&D with the ultimate goal of demonstrating emission-free electricity and hydrogen production with this advanced reactor concept.

  19. Energy and Economic Impacts of U.S. Federal Energy and Water Conservation Standards Adopted From 1987 Through 2010

    This paper presents estimates of the key impacts of the energy and water conservation standards that have been adopted from 1987 through 2010. The standards covered include those set by legislation as well as standards adopted by DOE through rulemaking. We estimate that energy efficiency standards for consumer products and certain commercial and industrial equipment that have been adopted from 1987 through 2010 saved 3.0 quads in 2010, have had a cumulative energy savings of 25.9 quads through 2010 and will achieve cumulative energy savings of 158 quads over the period 1990-2070. Thus, the majority of the savings are still to come as products subject to standards enter the stock. Furthermore, the standards will have a cumulative net present value (NPV) of consumer benefit of between $851 billion and $1,103 billion, using 7 percent and 3 percent discount rates, respectively. In addition, we estimate the water conservation standards, together with those energy conservation standards that also save water, saved residential consumers 1.5 trillion gallons of water in 2010, have had cumulative water savings of 11.7 trillion gallons through 2010, and will achieve cumulative water savings by 2040 of 51.4 trillion gallons.

    This paper presents estimates of the key impacts of Federal energy and water conservation standards adopted from 1987 through 2013. The standards for consumer products and commercial and industrial equipment include those set by legislation as well as standards adopted by DOE through rulemaking. In 2013, the standards saved an estimated 4.05 quads of primary energy, which is equivalent to 4% of total U.S. energy consumption. The savings in operating costs for households and businesses totaled $56 billion. The average household saved $361 in operating costs as a result of residential and plumbing product standards. The estimated reduction in CO{sub 2} emissions associated with the standards in 2013 was 218 million metric tons, which is equivalent to 4% of total U.S. CO{sub 2} emissions. The estimated cumulative energy savings over the period 1990-2090 amount to 181 quads. Accounting for the increased upfront costs of more-efficient products and the operating cost (energy and water) savings over the products’ lifetime, the standards have a past and projected cumulative net present value (NPV) of consumer benefit of between $1,271 billion and $1,487 billion, using 7 percent and 3 percent discount rates, respectively. The water conservation standards, together with energy conservation standards that also save water, reduced water use by 1.9 trillion gallons in 2013, and will achieve cumulative water savings by 2090 of 55 trillion gallons. The estimated consumer savings in 2013 from reduced water use amounted to $16 billon.

    The San Juan Basin produces more coalbed methane than the rest of the world combined. Brackish water is produced with the gas. Water production climbed from 40,000 barrels per day in 1989 to 115,000 bpd by late 1992. Underground injection is used to dispose of virtually all the produced water. Water production is projected to increase to 180,000 bpd in 1995. 650 million to 1.1 billion barrels are projected to be produced over the next 20 years. Restricted injection capacity and aquifer storage capacity may necessitate additional disposal wells and, ultimately, other methods to dispose of the water. Alternative treatment technologies, especially electrodialysis and/or reverse osmosis, may be applicable at costs of $0.17 to $0.22 per barrel, a considerable savings over the $0.80 to $1.00/bbl cost of deep injection. With suitable treatment, the majority of the produced water could be made suitable for agricultural or municipal uses. Reservoir analysis and simulations indicate stimulations can be optimized, and that heating water prior to injection might increase injectivity in some wells.

    A mixture of 35 mole percent (mol %) 2-methylpyridine and 65 mol % water was tested at 575, 625, and 675/degree/F in a dynamic loop. Samples of the degraded fluid were chemically analyzed to determine the identities of major degradation products and the quantity of degradation. Computed degradation rates were found to be higher than those for Fluorinol 85 or toluene. For this reason (and other reasons, related to fluid handling), other fluids are recommended as the first choice for service in organic Rankine-cycle systems in preference to 2-methylpyridine/water. 7 refs., 39 figs., 39 tabs.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

This report discusses the variations possible in the basic chemistry associated with WGSR catalytic cycles, including basic, acidic, and neutral conditions. Then individual mechanism for specific WGSR catalyst systems are discussed. Finally, on the basis of the literature reports, a list is presented of candidate catalysts and basic systems we have chosen for study in Task 3.

    Hydraulic fracturing—the injection of pressurized fluid, often water, to increase recovery of oil or gas—has become increasingly popular in combination with horizontal drilling. Hydraulic fracturing improves production from a well, but requires a significant amount of water to do so and could put pressure on existing water resources, especially in water-stressed areas. To supply water needs, some water rights holders sell or lease their water resources to oil and gas producers in an informal water market. These transactions enable the opportunity for cross-sectoral investments, by which the energy sector either directly or indirectly provides the capital for water efficiency improvementsmore » in the agricultural sector as a mechanism to increase water availability for other purposes, including oil and gas production. In this analysis, we employ an original water and cost model to evaluate the water market in Texas and the potential for cross-sectoral collaboration on water efficiency improvements through a case study of the Lower Rio Grande Valley in Texas. Furthermore, we find that if irrigation efficiency management practices were fully implemented, between 420 and 800 million m3 of water could be spared per year over a ten year period, potentially enabling freshwater use in oil and gas production for up to 26,000 wells, while maintaining agricultural productivity and possibly improving water flows to the ecosystem.« less

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks.     As water utilities incorporate integrated resource planning in their management processes, it is necessary to incorporate the concept of externalities. This is particularly important as methods evolve of evaluating the costs and benefits of water conservation programs. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

This volume discusses the projects; Volume 2 provides as-built diagrams, completion/inspection reports, drilling logs, and geophysical logs for wells drilled, completed, or logged during this period. Volume 2 can be found on microfiche in the back pocket of Volume 1. The work described in this document is conducted by the Pacific Northwest Laboratory under the management of Westinghouse Hanford Company for the US Department of Energy. Concentrations of ground-water constituents are compared to federal drinking water standards throughout this document for reference purposes. All drinking water supplied from the sampled aquifer meets regulatory standards for drinking water quality.

    The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    Pacific Northwest Laboratory (PNL) has analyzed how households in the Pacific Northwest financed their investments in energy conservation measures during the 1983-85 period, how they would finance their likely future investments, and related topics regarding conservation investments and financing. The information was collected through a stratified random telephone survey of householders conducted in October/November 1985 in the Bonneville Power Administration (BPA) service area in Idaho, Oregon, Washington and Western Montana. This information will be used by BPA to facilitate the planning, design, and implementation of relevant conservation programs such as the Residential Weatherization Program, and potential programs of bank and utility loans.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures.     Guidelines are given for selecting R-values and infiltration levels, and determining the size of the solar collection area for passive solar buildings. The guidelines are based on balancing the incremental cost/benefit of conservation and passive solar strategies. Tables are given for 90 cities in the United States and the results are also displayed on maps. The procedures are developed in an appendix, which gives the cost assumptions used and explains how to develop different guidelines for different costs.

    The ratio of energy consumption to gross state product is discussed. This ratio, showing the amount of energy Tennessee uses to produce one dollar's worth of goods and services, has decreased by 4.5% during the period from 1973 to 1979 as compared to 10.4% for the same period for the US as a whole. Changes of energy consumption at the national level since the Arab oil embargo are analyzed. Funding for state conservation programs are discussed. The impact that sharp curtailment of Federal funding will have on some Tennessee programs is noted. (MCW)

    Pacific Northwest Laboratory (PNL) has analyzed the changes in consumer energy conservation attitudes and behaviors in the Pacific Northwest between 1983 and 1985. The information was collected through stratified random telephone surveys on 2000 and 1058 households, respectively, for 1983 and 1985 in the Bonneville Power Administration (BPA) service area in Idaho, Oregon, Washington and Western Montana. This report covers four topic areas and tests two hypotheses. The topics are as follows: consumer perceptions and attitudes of energy use and conservation in the home; consumer perceptions of energy institutions and other entities; past and intended conservation actions and investments; and segmentation of homeowners into market prospect groups. The hypotheses tested are as follows: (1) There has been no change in the size and psychographic make-up of the original three market segments found in the 1983 survey analysis; and (2) image profiles of institutions with respect to familiarity, overall impression, and believability as sources of energy conservation information remain unchanged since 1983.

    Designing an energy-efficient, affordable, and comfortable home is a lot easier thanks to a slime, easier to read booklet, the 2006 International Energy Conservation Code (IECC), published in March 2006. States, counties, and cities have begun reviewing the new code as a potential upgrade to their existing codes. Maintained under the public consensus process of the International Code Council, the IECC is designed to do just what its title says: promote the design and construction of energy-efficient homes and commercial buildings. Homes in this case means traditional single-family homes, duplexes, condominiums, and apartment buildings having three or fewer stories. The U.S. Department of Energy, which played a key role in proposing the changes that resulted in the new code, is offering a free training course that covers the residential provisions of the 2006 IECC.

    An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems. Changes in rink operating procedure that could cut energy use are: higher refrigerant temperatures, thinner ice, the use of colder resurfacing water, turning the compressors and pumps off at night, and reducing ventilation.

    The Council of Environmental Quality (CEQ) and the Environmental Protection Agency (EPA) have recently developed new guidelines to facilitate the consideration of biodiversity in the preparation and review of environmental impact assessments. The purpose of these efforts is to facilitate the incorporation of biodiversity considerations into the ecological analyses of all federal agencies. Because federal decisions requiring environmental impact assessments under NEPA affect hundreds of millions of federal and non-federal lands and waters, improved consideration of the impacts of federal activities is essential to stemming the loss of biological diversity in the United States. The designation of ecosystems or habitats'' of concern is a useful first step identifying risks to biodiversity. After reviewing the status and trends of habitats within eight major regions of the US, the EPA guidelines identify habitats contributing to regional and global biodiversity such as remnant prairies, riparian habitats, and old-growth forests. This document also discusses how the impacts on habitats vary with the different activities of land conversion, timber harvesting, grazing, mining, and water management.

    Crop production with conservation of the resources used is needed now and will continue to be needed in the future. The need for energy conservation has received emphasis since the oil embargo of 1973-74 and evidently the emphasis will continue for the foreseeable future. Soil conservation is a continuing goal. The task is to reduce soil-erosion losses due to wind and water in order to prevent loss of soil productivity permanently and to provide improved water quality. In many states soil conservation has become a public goal arrived at through public input in the decision-making process. The goal of this Conference on Crop Production with Conservation in the 80's was to explore and make available current research, thoughts, and trends on resource conservation in conjunction with crop production. The Conference was held at The Palmer House in Chicago on December 1 and 2, 1980. This conference report consists of 29 papers. 415 references, 47 figures, 106 tables.

  16. Application of lidar to current atmospheric topics

    The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    This document reviews the current understanding of hazards associated with the storage of organic complexant salts in Hanford Site high-level waste tanks. Two distinct hazards were evaluated: spontaneous self- accelerating decomposition reactions in the bulk material (bulk runaway) and ignition followed by condensed phase propagation (point source ignition). Results from the bulk runaway assessment showed that bulk runaway is not credible for all tanks except C-106. However, speciation of the organic in C-106 shows that it is almost all in the form of low energy oxalate, and there is little potential for a bulk runaway. Additional testing and evaluation would be necessary to definitely conclude that there is no potential for bulk runaway; therefore, controls are currently required for his tank. Temperature monitoring and controls (water addition and active ventilation) are adequate to prevent bulk runaway in C-106.

American farmers are beginning to adopt water-conserving techniques long used in the world's arid regions because past profligate use and recent droughts lowered both water tables and farm productivity. Runoff and pollution are responsible for much of the waste of usable water. Because of local water shortages, there is interest in drip irrigation, setting aside more land for reservoirs, and other conservation techniques to ensure adequate supplies for industrial development and economic growth. American faith in technology has led to schemes for desalination, cloud seeding, iceberg towing, and aquifer recharging, as well as the existing system of dams.     Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

    A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products.     A systematic study of energy conservation for extended magnetohydrodynamic models that include Hall terms and electron inertia is performed. It is observed that commonly used models do not conserve energy in the ideal limit, i.e., when viscosity and resistivity are neglected. In particular, a term in the momentum equation that is often neglected is seen to be needed for conservation of energy.

This guidance document informs RCRA permit writers and enforcement officials of procedures to be used in conducting RCRA Facility Assessments.
