    Techniques for detecting intruders at a remote location, such as a power plant or substation, or in an unmanned building at night, are significant in the field of unmanned watching systems. This article describes an unmanned watching system to detect trespassers in real time, applicable both indoors and outdoors, based on image processing. The main part of the proposed system consists of a video camera, an image processor and a microprocessor. Images are input from the video camera to the image processor every 1/60 second, and objects which enter the image are detected by measuring changes of intensity level in selected sensor areas. This article discusses the system configuration and the detection method. Experimental results under a range of environmental conditions are given.

The particles are illuminated by light transmitted through a bundle of glass fibers surrounding the rod optic lens assembly. Only particle images having speeds on the raster area below the raster line scanning speed may be used to form a video picture which is displayed on a video screen. The flowmeter is calibrated so that the locus of positions of origin of the video picture gives a determination of the volumetric flow rate of the fluid. 4 figs.

    A video toroid cavity imager for in situ measurement of electrochemical properties of an electrolytic material sample includes a cylindrical toroid cavity resonator containing the sample and employs NMR and video imaging for providing high-resolution spectral and visual information of molecular characteristics of the sample on a real-time basis. A large magnetic field is applied to the sample under controlled temperature and pressure conditions to simultaneously provide NMR spectroscopy and video imaging capabilities for investigating electrochemical transformations of materials or the evolution of long-range molecular aggregation during cooling of hydrocarbon melts. The video toroid cavity imager includes a miniature commercial video camera with an adjustable lens, a modified compression coin cell imager with a fiat circular principal detector element, and a sample mounted on a transparent circular glass disk, and provides NMR information as well as a video image of a sample, such as a polymer film, with micrometer resolution.

    An optical beam position controller in which a video camera captures an image of the beam in its video frames, and conveys those images to a processing board which calculates the centroid coordinates for the image. The image coordinates are used by motor controllers and stepper motors to position the beam in a predetermined alignment. In one embodiment, system noise, used in conjunction with Bernoulli trials, yields higher resolution centroid coordinates.

    In the verification technology arena, there is a pressing need for surveillance and monitoring equipment that produces authentic, verifiable records of observed activities. Such a record provides the inspecting party with confidence that observed activities occurred as recorded, without undetected tampering or spoofing having taken place. The secure authenticated video equipment (SAVE) system provides an authenticated series of video images of an observed activity. Being self-contained and portable, it can be installed as a stand-alone surveillance system or used in conjunction with existing monitoring equipment in a non-invasive manner. Security is provided by a tamper-proof camera enclosure containing a private, electronic authentication key. Video data is transferred communication link consisting of a coaxial cable, fiber-optic link or other similar media. A video review station, located remotely from the camera, receives, validates, displays and stores the incoming data. Video data is validated within the review station using a public key, a copy of which is held by authorized panics. This scheme allows the holder of the public key to verify the authenticity of the recorded video data but precludes undetectable modification of the data generated by the tamper-protected private authentication key.

Section 1 provides definitions and historical information on both the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The four types of RCRA regulatory programs - Subtitles C, D, I, and J - are described. Treatment, storage, and disposal (TSD) and recycling facilities are also discussed. Section 2 discusses the history behind the Emergency Planning and Community Right-to-Know Act (Title III). The four major provisions of Title III, which are emergency planning, emergency release notification, community right-to-know reporting, and the toxic chemical release inventory are covered. Section 3 outlines the UST program covering notification, record keeping, and the UST Trust Fund. Section 4 outlines the six major provisions of the Clean Water Act (CWA): water quality, pretreatment, prevention of oil and hazardous substance discharges, responses to oil and hazardous substance discharges, discharges of hazardous substances into the ocean, and dredge and fill. Section 5 explains the purpose, regulations, and standards of the Safe Drinking Water Act (SDWA). Specific issues such as underground injection, sole source aquifers, and lead contamination are discussed.

Given a video or video archive how does one effectively and quickly summarize, classify, and search the information contained within the data? This paper addresses these issues by describing a process for the automated generation of a table-of-contents and keyword, topic-based index tables that can be used to catalogue, summarize, and search large amounts of video data. Having the ability to index and search the information contained within the videos, beyond just metadata tags, provides a mechanism to extract and identify "useful" content from image and video data.

    One of the main limitations of imaging at high spatial and temporal resolution during in-situ TEM experiments is the frame rate of the camera being used to image the dynamic process. While the recent development of direct detectors has provided the hardware to achieve frame rates approaching 0.1ms, the cameras are expensive and must replace existing detectors. In this paper, we examine the use of coded aperture compressive sensing methods [1, 2, 3, 4] to increase the framerate of any camera with simple, low-cost hardware modifications. The coded aperture approach allows multiple sub-frames to be coded and integrated into a single camera frame during the acquisition process, and then extracted upon readout using statistical compressive sensing inversion. Our simulations show that it should be possible to increase the speed of any camera by at least an order of magnitude. Compressive Sensing (CS) combines sensing and compression in one operation, and thus provides an approach that could further improve the temporal resolution while correspondingly reducing the electron dose rate. Because the signal is measured in a compressive manner, fewer total measurements are required. When applied to TEM video capture, compressive imaging couled improve acquisition speed and reduce the electron dose rate. CS is a recent concept, and has come to the forefront due the seminal work of Candès [5]. Since the publication of Candès, there has been enormous growth in the application of CS and development of CS variants. For electron microscopy applications, the concept of CS has also been recently applied to electron tomography [6], and reduction of electron dose in scanning transmission electron microscopy (STEM) imaging [7]. To demonstrate the applicability of coded aperture CS video reconstruction for atomic level imaging, we simulate compressive sensing on observations of Pd nanoparticles and Ag nanoparticles during exposure to high temperatures and other environmental

    This paper describes the Hazmat Cam Wireless Video System and its application to emergency response involving chemical, biological or radiological contamination. The Idaho National Laboratory designed the Hazmat Cam Wireless Video System to assist the National Guard Weapons of Mass Destruction - Civil Support Teams during their mission of emergency response to incidents involving weapons of mass destruction. The lightweight, handheld camera transmits encrypted, real-time video from inside a contaminated area, or hot-zone, to a command post located a safe distance away. The system includes a small wireless video camera, a true-diversity receiver, viewing console, and an optional extension link that allows the command post to be placed up to five miles from danger. It can be fully deployed by one person in a standalone configuration in less than 10 minutes. The complete system is battery powered. Each rechargeable camera battery powers the camera for 3 hours with the receiver and video monitor battery lasting 22 hours on a single charge. The camera transmits encrypted, low frequency analog video signals to a true-diversity receiver with three antennas. This unique combination of encryption and transmission technologies delivers encrypted, interference-free images to the command post under conditions where other wireless systems fail. The lightweight camera is completely waterproof for quick and easy decontamination after use. The Hazmat Cam Wireless Video System is currently being used by several National Guard Teams, the US Army, and by fire fighters. The system has been proven to greatly enhance situational awareness during the crucial, initial phase of a hazardous response allowing commanders to make better, faster, safer decisions.

    Over the past six years, EA Technology has been involved in the remote monitoring of test spans and samples of overhead transmission line conductors in the UK in areas chosen for their severe winter weather. The sites are unmanned and regularly suffer gales, blizzards and severe icing conditions. Test samples at the sites are monitored day and night using automate, computer and remotely controlled video and still cameras using both the visible and near infrared spectrum. Video and still picture data is stored on site for periodic collection. Meteorological and load force data is collected and also stored at these remote sites and is sent automatically by mobile phone link to a computer at the EA Technology center. All this data can also be monitored at any time at the center over 200 miles away.

    The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (δ13C) and nitrogen (δ15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Indigenous bivalves were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for a suite of trace metals and organic contaminants. The trace metals included silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, and zinc. The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). These chemical residue data provide the first year of the biota ambient monitoring.

    An unattended video surveillance unit, the Modular Integrated Video System (MIVS), has been developed by Sandia National Laboratories for International Safeguards use. An important support element of this system is a semi-automatic Review Station. Four component modules, including an 8 mm video tape recorder, a 4-inch video monitor, a power supply and control electronics utilizing a liquid crystal display (LCD) are mounted in a suitcase for probability. The unit communicates through the interactive, menu-driven LCD and may be operated on facility power through the world. During surveillance, the MIVS records video information at specified time intervals, while also inserting consecutive scene numbers and tamper event information. Using either of two available modes of operation, the Review Station reads the inserted information and counts the number of missed scenes and/or tamper events encountered on the tapes, and reports this to the user on the LCD. At the end of a review session, the system will summarize the results of the review, stop the recorder, and advise the user of the completion of the review. In addition, the Review Station will check for any video loss on the tape.

    This document reports the results of testing four different flowmeters for use in the primary exhaust ventilation ducts of Double Shell Tanks on the hydrogen watch list that do not already have this capability. This currently includes tanks 241-AW-101,241-AN- 103, 241-AN-104, 241-AN-105 and 241-SY-103. The anticipated airflow velocity in these tanks range from 0.25 m/s(50 ft/min) to 1/78 m/s (350 ft/min). Past experiences at Hanford have forced the evaluation and selection of instruments to be used at the low flow and relatively high humidity conditions found in these tanks. Based on the results of this test, a flow meter has been chosen for installation in the primary exhaust ventilation ducts of the above mentioned waste tanks.

    The amount of information on the world wide web has grown enormously since its creation in 1990. Duplication of content is inevitable because there is no central management on the web. Studies have shown that many similar versions of the same text documents can be found throughout the web. This redundancy problem is more severe for multimedia content such as web video sequences, as they are often stored in multiple locations and different formats to facilitate downloading and streaming. Similar versions of the same video can also be found, unknown to content creators, when web users modify and republish original content using video editing tools. Identifying similar content can benefit many web applications and content owners. For example, it will reduce the number of similar answers to a web search and identify inappropriate use of copyright content. In this dissertation, they present a system architecture and corresponding algorithms to efficiently measure, search, and organize similar video sequences found on any large database such as the web.

    This paper describes the design and performance of an automated, closed-loop, laser beam alignment system. Its function is to sense a beam alignment error in a laser beam transport system and automatically steer mirrors preceding the sensor location as required to maintain beam alignment. The laser beam is sampled by an optomechanical package which uses video cameras to sense pointing and centering errors. The camera outputs are fed to an image processing module, which includes video digitizers and uses image storage and software to sense the centroid of the image. Signals are sent through a VMEbus to an optical device controller'' (ODC), which drives stepper-motor actuators on mirror mounts preceding the beam-sampling location to return the beam alignment to the prescribed condition. Photodiodes are also used to extend the control bandwidth beyond that which is achievable with video cameras. This system has been operated at LLNL in the Atomic Vapor Laser Isotope Separation (AVLIS) program to maintain the alignment of copper and dye laser beams, the latter to within [plus minus]2 [mu]r in pointing and less than 1 mm in centering. The optomechanical design of the instrumented package, which includes lens, mirror, and video mounts in a rigid housing, the automated control system architecture, and the performance of this equipment is described.

    Conformance Technology can be defined as ``the application of processes to reservoirs and boreholes to enhance recovery efficiencies.`` The purpose of these processes is not to increase production but to reduce and dispose of unwanted bi-products; i.e., water, gas, sand, etc., and the associated costs generated by their disposal. Conformance technology has been practiced in the oilfield for many years, but it is gaining in importance because of environmental and economic constraints that limit operator options for the disposal of unwanted production. The successful practice of conformance technology is dependent upon a thorough understanding of the downhole conditions in each well, as misinterpretation of downhole data can result in the application of treatment that will not successfully address the problem. This paper describes applications for downhole video services that facilitate: Planning of conformance technology treatments; provision of in-process treatment monitoring; and confirmation of post-treatment success. Three case histories showing different applications of video services in conjunction with the planning and confirmation of treatments are presented. The first case determined fluid entry under flowing conditions and better defined which zones required treatment. The second case showed that the original well diagnosis was incorrect and that the planned treatments would not be effective, while the third case showed how a downhole video survey was used as a pretreatment analytical tool and later used to confirm a successful treatment.

    A method and system to enable acquisition of data about an environment from one or more meters using video images. One or more meters are imaged by a video camera and the video signal is digitized. Then, each region of the digital image which corresponds to the indicator of the meter is calibrated and the video signal is analyzed to determine the value indicated by each meter indicator. Finally, from the value indicated by each meter indicator in the calibrated region, a meter reading is generated. The method and system offer the advantages of automatic data collection in a relatively non-intrusive manner without making any complicated or expensive electronic connections, and without requiring intensive manpower.

    Recent advances in technology for video games have made a broad array of haptic feedback devices available at low cost. This paper presents a bi-manual haptic system to enable an operator to weld remotely using the a commercially available haptic feedback video game device for the user interface. The system showed good performance in initial tests, demonstrating the utility of low cost input devices for remote haptic operations.

    Video tape presentations describe the major regulatory air modeling guidance document, the Guideline on Air Quality Models (Revised), and the Agency's focal point for reviewing the use of dispersion modeling techniques, the Model Clearinghouse. The intended audience for these materials is those professionals who have some technical experience using a personal computer (PC) and whose responsibilities now include running EPA's air quality models (1) to assess the impact of emissions from new or modified sources or air toxics releases, or (2) to replicate the model results submitted in conjunction with such regulatory programs as New Source Review (NSR), Prevention of Significant Deterioration (PSD), National Ambient Air Quality Standard (NAAQS) attainment demonstrations, Superfund (SARA), and others.

Subsequent to market surveys and preliminary testing, the Sony 8mm EVO-210 recorder was selected for use in the Modular Integrated Video System (MIVS), while concurrently undergoing extensive reliability testing. A microprocessor based controller was developed to life test and evaluate the performance of the video cassette recorders. The controller has the capability to insert a unique binary count in the vertical interval of the recorded video signal for each scene. This feature allows for automatic verification of the recorded data using a MIVS Review Station. Initially, twenty recorders were subjected to the accelerated life test, which involves recording one scene (eight video frames) every 15 seconds. The recorders were operated in the exact manner in which they are utilized in the MIVS. This paper describes the results of the preliminary testing, accelerated life test and the extensive testing on 130 Sony EVO-210 recorders.

  1. Rapid Characterization of Shorelines using a Georeferenced Video Mapping System

    Increased understanding of shoreline conditions is needed, yet current approaches are limited in ability to characterize remote areas or document features at a finer resolution. Documentation using video mapping may provide a rapid and repeatable method for assessing the current state of the environment and determining changes to the shoreline over time. In this study, we compare two studies using boat-based, georeferenced video mapping in coastal Washington and the Columbia River Estuary to map and characterize coastal stressors and functional data. In both areas, mapping multiple features along the shoreline required approximation of the coastline. However, characterization of vertically oriented features such as shoreline armoring and small features such as pilings and large woody debris was possible. In addition, end users noted that geovideo provides a permanent record to allow a user to examine recorded video anywhere along a transect or at discrete points.

    The Pacific Northwest National Laboratory (PNNL) will produce a non-cooperative (i.e. not posing for the camera) facial recognition video data set for research purposes to evaluate and enhance facial recognition systems technology. The aggregate data set consists of 1) videos capturing PNNL role players and public volunteers in three key operational settings, 2) photographs of the role players for enrolling in an evaluation database, and 3) ground truth data that documents when the role player is within various camera fields of view. PNNL will deliver the aggregate data set to DHS who may then choose to make it available to other government agencies interested in evaluating and enhancing facial recognition systems. The three operational settings that will be the focus of the video collection effort include: 1) unidirectional crowd flow 2) bi-directional crowd flow, and 3) linear and/or serpentine queues.

    The amount of information available about urban traffic from aerial video imagery is extremely high. Here we discuss the collection of such video imagery from a helicopter platform with a low-cost sensor, and the post-processing used to correct radial distortion in the data and register it. The radial distortion correction is accomplished using a Harris model. The registration is implemented in a two-step process, using a globally applied polyprojective correction model followed by a fine scale local displacement field adjustment. The resulting cleaned-up data is sufficiently well-registered to allow subsequent straight-forward vehicle tracking.

    Visualization is one of the keys to understanding large complex data sets such as those generated by the large computing resources purchased and developed by the Advanced Simulation and Computing program (aka ASCI). In order to be convenient to researchers, visualization data must be distributed to offices and large complex visualization theaters. Currently, local distribution of the visual data is accomplished by distance limited modems and RGB switches that simply do not scale to hundreds of users across the local, metropolitan, and WAN distances without incurring large costs in fiber plant installation and maintenance. Wide Area application over the DOE Complex is infeasible using these limited distance RGB extenders. On the other hand, Internet Protocols (IP) over Ethernet is a scalable well-proven technology that can distribute large volumes of data over these distances. Visual data has been distributed at lower resolutions over IP in industrial applications. This document describes requirements of the ASCI program in visual signal distribution for the purpose of identifying industrial partners willing to develop products to meet ASCI's needs.

    Under contract to the US Department of Energy in support of arms control treaty verification activities, the Savannah River National Laboratory in conjunction with the Pacific Northwest National Laboratory, the Idaho National Laboratory and Milagro Consulting, LLC developed equipment for use within a chain of custody regime. This paper discussed two specific devices, the Authentication Through the Lens (ATL) analog video authentication system and a photographic multi-seal reader. Both of these devices have been demonstrated in a field trial, and the experience gained throughout will also be discussed. Typically, cryptographic methods are used to prove the authenticity of digital images and video used in arms control chain of custody applications. However, in some applications analog cameras are used. Since cryptographic authentication methods will not work on analog video streams, a simple method of authenticating analog video was developed and tested. A photographic multi-seal reader was developed to image different types of visual unique identifiers for use in chain of custody and authentication activities. This seal reader is unique in its ability to image various types of seals including the Cobra Seal, Reflective Particle Tags, and adhesive seals. Flicker comparison is used to compare before and after images collected with the seal reader in order to detect tampering and verify the integrity of the seal.

The gas fluorescence intensity is proportional to the current density of the particle beam. This process provides the foundation for a video diagnostic system to measure the profile and position of accelerated particle beams. This, in fact, has proven to be a useful diagnostic at several installations. This paper describes the light production process resulting from beam -- residual gas interactions and gives formulas for estimating the beam radiance for various conditions. Ground Test Accelerator (GTA) radiance calculations will be used as an example. In addition, measurement experiences with the GTA video diagnostics system will be discussed.

    This report addresses the development of automated video-screening technology to assist security forces in protecting our homeland against terrorist threats. A threat of specific interest to this project is the covert placement and subsequent remote detonation of bombs (e.g., briefcase bombs) inside crowded public facilities. Different from existing video motion detection systems, the video-screening technology described in this report is capable of detecting changes in the static background of an otherwise, dynamic environment - environments where motion and human activities are persistent. Our goal was to quickly detect changes in the background - even under conditions when the background is visible to the camera less than 5% of the time. Instead of subtracting the background to detect movement or changes in a scene, we subtracted the dynamic scene variations to produce an estimate of the static background. Subsequent comparisons of static background estimates are used to detect changes in the background. Detected changes can be used to alert security forces of the presence and location of potential threats. The results of this research are summarized in two MS Power-point presentations included with this report.

    One of the fundamental aspects of robot teleoperation is the ability to successfully navigate a robot through an environment. We define successful navigation to mean that the robot minimizes collisions and arrives at the destination in a timely manner. Often video and map information is presented to a robot operator to aid in navigation tasks. This paper addresses the usefulness of map and video information in a navigation task by comparing a side-by-side (2D) representation and an integrated (3D) representation in both a simulated and a real world study. The results suggest that sometimes video is more helpful than a map and other times a map is more helpful than video. From a design perspective, an integrated representation seems to help navigation more than placing map and video side-by-side.

    We present an experimental setup to dramatically reduce a measurement time for obtaining spatial distributions of terahertz electric-field (E-field) vectors. The method utilizes the electro-optic sampling, and we use a charge-coupled device to detect a spatial distribution of the probe beam polarization rotation by the E-field-induced Pockels effect in a 〈110〉-oriented ZnTe crystal. A quick rotation of the ZnTe crystal allows analyzing the terahertz E-field direction at each image position, and the terahertz E-field vector mapping at a fixed position of an optical delay line is achieved within 21 ms. Video-rate mapping of terahertz E-field vectors is likely to be useful for achieving real-time sensing of terahertz vector beams, vector vortices, and surface topography. The method is also useful for a fast polarization analysis of terahertz beams.

    This paper describes a real-time, fiber-optic downhole video (DHV) system and its use as a diagnostic tool in solving production problems in Prudhoe Bay wells. Recent developments in lens preparation technology and advancements in the application of electro-fiber-optic cable have proved the viability of DHV surveying in oilfield applications. This paper presents case histories of the first field applications in which the fiber-optic DHV system was used to perform downhole visual inspections of tubulars and casing. These operations determined fluid entry under flowing conditions, verified tubing and casing integrity, and facilitated wireline fishing operations. The fiber-optic system provided more comprehensible identification capabilities and other operational advantages than obtainable with alternative methods of downhole diagnostic techniques or the DHV coaxial-cable systems. This paper also overviews the enhancements made since the first applications of fiber-optic cable.

    As part of a Safeguards Agreement between the US and the International Atomic Energy Agency (IAEA), the Portsmouth Gaseous Diffusion Plant, Piketon, Ohio, was added to the list of facilities eligible for the application of IAEA safeguards. Currently, the facility is in the process of downblending excess inventory of HEU to low enriched uranium (LEU) from US defense related programs for commercial use. An agreement was reached between the US and the IAEA that would allow the IAEA to conduct an independent verification experiment at the Portsmouth facility, resulting in the confirmation that the HEU was in fact downblended. The experiment provided an opportunity for the DOE laboratories to recommend solutions/measures for new IAEA safeguards applications. One of the measures recommended by Sandia National Laboratories (SNL), and selected by the IAEA, was a digital video surveillance system for monitoring activity at the HEU feed stations. This paper describes the SNL implementation of the digital video system and its integration with the Load Cell Based Weighing System (LCBWS) from Oak Ridge National Laboratory (ORNL). The implementation was based on commercially available technology that also satisfied IAEA criteria for tamper protection and data authentication. The core of the Portsmouth digital video surveillance system was based on two Digital Camera Modules (DMC-14) from Neumann Consultants, Germany.

    Thermal infrared video can provide essential information about bird and bat presence and activity for risk assessment studies, but the analysis of recorded video can be time-consuming and may not extract all of the available information. Automated processing makes continuous monitoring over extended periods of time feasible, and maximizes the information provided by video. This is especially important for collecting data in remote locations that are difficult for human observers to access, such as proposed offshore wind turbine sites. We present guidelines for selecting an appropriate thermal camera based on environmental conditions and the physical characteristics of the target animals. We developed new video image processing algorithms that automate the extraction of bird and bat flight tracks from thermal video, and that characterize the extracted tracks to support animal identification and behavior inference. The algorithms use a video peak store process followed by background masking and perceptual grouping to extract flight tracks. The extracted tracks are automatically quantified in terms that could then be used to infer animal type and possibly behavior. The developed automated processing generates results that are reproducible and verifiable, and reduces the total amount of video data that must be retained and reviewed by human experts. Finally, we suggest models for interpreting thermal imaging information.

    The Confederated Tribes of the Colville Reservation (Colville Tribes) identified the need for collecting baseline census data on the timing and abundance of adult salmonids in the Okanogan River Basin in order to determine basin and tributary-specific spawner distributions, evaluate the status and trends of natural salmonid production in the basin, document local fish populations, and augment existing fishery data. This report documents the design, installation, operation and evaluation of mainstem and tributary video systems in the Okanogan River Basin. The species-specific data collected by these fish enumeration systems are presented along with an evaluation of the operation of a facility that provides a count of fish using an automated method. Information collected by the Colville Tribes Fish & Wildlife Department, specifically the Okanogan Basin Monitoring and Evaluation Program (OBMEP), is intended to provide a relative abundance indicator for anadromous fish runs migrating past Zosel Dam and is not intended as an absolute census count. Okanogan Basin Monitoring and Evaluation Program collected fish passage data between October 2005 and December 2006. Video counting stations were deployed and data were collected at two locations in the basin: on the mainstem Okanogan River at Zosel Dam near Oroville, Washington, and on Bonaparte Creek, a tributary to the Okanogan River, in the town of Tonasket, Washington. Counts at Zosel Dam between 10 October 2005 and 28 February 2006 are considered partial, pilot year data as they were obtained from the operation of a single video array on the west bank fishway, and covered only a portion of the steelhead migration. A complete description of the apparatus and methodology can be found in 'Fish Enumeration Using Underwater Video Imagery - Operational Protocol' (Nass 2007).     We introduce a method for extracting and analyzing neuronal activity time signals from video of the cortex of a live animal. The signals correspond to the firing activity of individual cortical neurons. Activity signals are based on the changing fluorescence of calcium indicators in the cells over time. We propose a cell segmentation method that relies on a user-specified center point, from which the signal extraction method proceeds. A stabilization approach is used to reduce tissue motion in the video. The extracted signal is then processed to flatten the baseline and detect action potentials. We show results from applying the method to a cortical video of a live mouse.
