    The Office of River Protection under the U.S. Department of Energy (DOE) is pursuing closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C as stipulated by the Hanford Federal Facility Agreement and Consent Order (HFFACO) under federal requirements and work tasks will be done under the State-approved closure plans and permits. An initial step in meeting the regulatory requirements is to develop a baseline risk assessment representing current conditions based on available characterization data and information collected at the WMA C location. The baseline risk assessment will be supporting a Resource Conservation and Recovery Act of 1976 (RCRA) Field Investigation (RFI)/Corrective Measures Study (CMS) for WMA closure and RCRA corrective action. Complying with the HFFACO conditions also involves developing a long-term closure Performance Assessment (PA) that evaluates human health and environmental impacts resulting from radionuclide inventories in residual wastes remaining in WMA C tanks and ancillary equipment. This PA is being developed to meet the requirements necessary for closure authorization under DOE Order 435.1 and Washington State Hazardous Waste Management Act. To meet the HFFACO conditions, the long-term closure risk analysis will include an evaluation of human health and environmental impacts from hazardous chemical inventories along with other performance Comprehensive Environmental Response, Compensation, and Liability Act Appropriate and Applicable Requirements (CERCLA ARARs) in residual wastes left in WMA C facilities after retrieval and removal. This closure risk analysis is needed to needed to comply with the requirements for permitted closure. Progress to date in developing a baseline risk assessment of WMA C has involved aspects of an evaluation of soil characterization and groundwater monitoring data collected as a part of the RFI/CMS and RCRA monitoring.     An analysis was performed to determine the acceptability of processing 242-A Evaporator/Crystallizer Campaign 97-2 feed. Inhalation unit liter doses (ULDs) were calculated using the methods and data described in the Tank Waste Remediation System Basis for Interim Operation (TWRS BIO) and 242-A Evaporator/Crystallizer Safety Analysis Report. The ULD calculated for the Campaign 97-2 slurry was found to be less than the TWRS BIO evaporator slurry ULD and so would be within the analyzed safety envelope defined in the TWRS BIO. The Evaporator slurry ULD established in the TWRS BIO and supporting documents was calculated using the bounding source strength defined in the 242-A Evaporator SAR. Consequently, the risks and consequences associated with the Campaign 97-2 slurry would be lower than those already accepted by DOE and documented in the TWRS BIO and 242-A Evaporator SAR. The direct radiation exposures from formation of a liquid pool of Campaign 97-2 slurry were demonstrated to be less than the exposures from a pool formed by bounding source strength evaporator slurry as defined in the 242-A Evaporator SAR. This was demonstrated via a comparison of the Campaign 97-2 slurry composition and the 242-A Evaporator SAR bounding source strength. It was concluded that the direct radiation exposures from Campaign 97-2 slurry would be within the analyzed safety envelope in the 242-A Evaporator SAR.

    This workplan is an assemblage of documents for use by Pacific Northwest National Laboratory (PNNL) to direct and control project activities at Fort Lewis, Washington. Fort Lewis is a FORSCOM installation, whose Logistics Center (DSERTS Site FTLE-33) was placed on the National priorities List (NPL) in December 1989, as a result of trichloroethene (TCE) contamination in groundwater beneath the site. Site background information and brief descriptions of the Fort Lewis project and the main supporting documents, which will be used to direct and control the project activities, are provided. These are followed by a summary of the Work Breakdown Structure (WBS) elements, a general project schedule, a list of major deliverables, and a budget synopsis. Test plans for specific elements (Bench-Scale Testing) will be developed separately as those elements are initiated. If additional activities not specifically addressed in the Project Management Plan (Attachment 1) are added to the work scope, addendums to this workplan will be prepared to cover those activities.

    This work plan identifies the objectives, tasks, and schedule for conducting a Remedial Investigation/Feasibility Study for the 200-UP-1 Groundwater Operable Unit in the southern portion of the 200 West Groundwater Aggregate Area of the Hanford Site. The 200-UP-1 Groundwater Operable Unit addresses contamination identified in the aquifer soils and groundwater within its boundary, as determined in the 200 West Groundwater Aggregate Area Management Study Report (AAMSR) (DOE/RL 1992b). The objectives of this work plan are to develop a program to investigate groundwater contaminants in the southern portion of the 200 West Groundwater Aggregate Area that were designated for Limited Field Investigations (LFIs) and to implement Interim Remedial Measures (IRMs) recommended in the 200 West Groundwater AAMSR. The purpose of an LFI is to evaluate high priority groundwater contaminants where existing data are insufficient to determine whether an IRM is warranted and collect sufficient data to justify and implement an IRM, if needed. A Qualitative Risk Assessment (QRA) will be performed as part of the LFI. The purpose of an IRM is to develop and implement activities, such as contaminant source removal and groundwater treatment, that will ameliorate some of the more severe potential risks of groundwater contaminants prior to the RI and baseline Risk Assessment (RA) to be conducted under the Final Remedy Selection (FRS) at a later date. This work plan addresses needs of a Treatability Study to support the design and implementation of an interim remedial action for the Uranium-{sup 99}{Tc}-Nitrate multi-contaminant IRM plume identified beneath U Plant.

    This work plan and attached supporting project plans establish the operable unit setting and the objectives, procedures, tasks, and schedule for conducting the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) remedial investigation/feasibility study (RI/FS) for the 100-BC-2 operable unit in the 100 Area of the Hanford Site. The 100 Area is one of four areas at the Hanford Site that are on the US Environmental Protection Agency`s (EPA) National Priorities List under CERCLA. The 100-BC-2 operable unit is one of two source operable units in the 100-B/C Area (Figure ES-1). Source operable units are those that contain facilities and unplanned release sites that are potential sources of hazardous substance contamination. The 100-BC-2 source operable unit contains waste sites that were formerly in the 100-BC-2, 100-BC-3, and 100-BC-4 operable units. Because of their size and geographic location, the waste sites from these two operable units were added to 100-BC-2. This allows for a more efficient and effective investigation of the remaining 100-B/C Reactor area waste sites. The investigative approach to waste sites associated with the 100-BC-2 operable unit are listed in Table ES-1. The waste sites fall into three general categories: high priority liquid waste disposal sites, low priority liquid waste disposal sites, and solid waste burial grounds. Several sites have been identified as candidates for conducting an IRM. Two sites have been identified as warranting additional limited field sampling. The two sites are the 116-C-2A pluto crib, and the 116-C-2C sand filter.

    Over the past six years, Pacific Northwest Laboratory (PNL) has conducted several studies in support of waste glass composition development and testing of glass compositions suitable for immobilizing the nuclear wastes stored at West Valley, New York. As a result of pilot-scale testing conducted by PNL, the glass composition was changed from that originally recommended in response to changes in the waste stream, and several processing-related problems were discovered. These problems were solved, or sufficiently addressed to determine their likely effect on the glass melting operations to be conducted at West Valley. This report describes the development of the waste glass composition, WV-205, and discusses solutions to processing problems such as foaming and insoluble sludges, as well as other issues such as effects of feed variations on processing of the resulting glass. An evaluation of the WV-205 glass from a repository perspective is included in the appendix to this report.

    The U.S. Support Program to International Atomic Energy Agency (IAEA) Safeguards (USSP) was established in 1977 to transfer US technology and expertise to assist the IAEA Department of Safeguards because its limited budget and scope would not allow for R&D activities and the procurement of specialized or customized equipment.     The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

    During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

    This report covers modeling aspects of a combined experimental and modeling task in support of the DOE Science and Technology Program (formerly OSTI) within the Office of Civilian Radioactive Waste Management (OCRWM). Research Objectives The research for this project dealt with diffusive retardation: solute moving through a fracture diffuses into and out of the rock matrix. This diffusive exchange retards overall solute movement, and retardation both dilutes waste being released, and allows additional decay. Diffusive retardation involves not only fracture conductivity and matrix diffusion, but also other issues and processes: contaminants may sorb to the rock matrix, fracture flow may be episodic, a given fracture may or may not flow depending on the volume of flow and the fracture's connection to the overall fracture network, the matrix imbibes water during flow episodes and dries between episodes, and so on. The objective of the project was to improve understanding of diffusive retardation of radionuclides due to fracture / matrix interactions. Results from combined experimental/modeling work were to (1) determine whether the current understanding and model representation of matrix diffusion is valid, (2) provide insights into the upscaling of laboratory-scale diffusion experiments, and (3) help in evaluating the impact on diffusive retardation of episodic fracture flow and pore connectivity in Yucca Mountain tuffs. Questions explored included the following: (1) What is the relationship between the diffusion coefficient measured at one scale, to that measured or observed at a different scale? In classical materials this relationship is trivial; in low-connectivity materials it is not. (2) Is the measured diffusivity insensitive to the shape of the sample? Again, in classical materials there should be no sample shape effect. (3) Does sorption affect diffusive exchange in low-connectivity media differently than in classical media? (4) What is the effect of matrix

    This document provides a comprehensive work plan which, when utilized as a data collection guide for field activities, will provide the necessary information required to complete a report on geotechnical properties of the sediments contained in the Surface Impoundments Operable Unit at Oak Ridge National Laboratory in Oak Ridge, Tennessee. Detailed guidance is provided for the following activities: collection of samples from the impoundments; compressive strength testing of the raw sediments; compressive strength testing of the structurally modified (lime and cement additives) sediments; testing for sediment physical properties and settling rates; testing for sediment dewatering characteristics; testing for radiation activity during the field work; testing for polymer additions that may enhance settling. The work plan additionally provides guidance and examples for the preparation of documents necessary to establish readiness for safe and satisfactory performance of the field activities. An outline for the format requested for a report of these data is also provided.

    The National Association of State Energy Officials’ (NASEO) Energy Markets and Planning (E-MAP) program, supported by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (DOE-OE), was developed in response to several state requests for assistance in undertaking analysis, planning, and policy development activities. The goal of the E-MAP program is to help states develop holistic approaches to advancing electricity system and related energy infrastructure modernization, resilience, and affordability efforts. Today, NASEO announced the selection of the Michigan Energy Office, the Nevada Governor’s Office of Energy, and the Virginia Department of Mines, Minerals, and Energy as the pilot states for NASEO’s E-MAP program.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

This document satisfies completion criteria for FY 2010 MRT milestone #3496: Document an integrated, prioritized work plan for diagnostic development, maintenance, and supporting capability.     In Situ Gaseous Reduction is a technology currently being developed by DOE for the remediation of soil waste sites contaminated with hexavalent chromium. Prior work suggests that a candidate for application of this approach is the 183-DR site at Hanford. However, deep vadose zone drilling is needed to verify the presence of a hexavalent chromium source and to determine the concentration levels and spatial distribution of contamination. This document presents the requirements associated with drilling one to two vadose zone boreholes at the 183-DR site to obtain this information. If hexavalent chromium is determined to be present at levels of at least 10 ppm in the vadose zone in one of the initial boreholes, this hole will be completed for gas injection and six additional gas extraction boreholes will be drilled and completed. This network will be used as a flowcell for performing a gas treatment test at the site.

    The Nuclear Physics Laboratory of the University of Washington has for over 40 years supported a broad program of experimental physics research. Some highlights of the research activities during the past year are given. Work continues at a rapid pace toward completion of the Sudbury Neutrino Observatory in January 1997. Following four years of planning and development, installation of the acrylic vessel began last July and is now 50% complete, with final completion scheduled for September. The Russian-American Gallium Experiment (SAGE) has completed a successful {sup 51}Cr neutrino source experiment. The first data from {sup 8}B decay have been taken in the Mass-8 CVC/Second Class Current study. The analysis of the measured barrier distributions for Ca-induced fission of prolate {sup 192}Os and oblate {sup 194}Pt has been completed. In a collaboration with a group from the Bhabha Atomic Research Centre they have shown that fission anisotropies at energies well above the barrier are not influenced by the mass asymmetry of the entrance channel relative to the Businaro-Gallone critical asymmetry. They also have preliminary evidence at higher bombarding energy that noncompound nucleus fission scales with the mean square angular momentum, in contrast to previous suggestions. The authors have measured proton and alpha particle emission spectra from the decay of A {approximately} 200 compound nuclei at excitation energies of 50--100 MeV, and used these measurements to infer the nuclear temperature. The investigations of multiparticle Bose-Einstein interferometry have led to a new algorithm for putting Bose-Einstein and Coulomb correlations of up to 6th order into Monte Carlo simulations of ultra-relativistic collision events, and to a new fast algorithm for extracting event temperatures.

    The U.S. Army Corps of Engineers (USACE) has developed and implemented an innovative online data management application in support of site characterization and remediation activities at the DuPont Chambers Works Formerly Utilized Sites Remedial Action Program (FUSRAP) Site. The password-protected, web-based application was implemented to centralize project data, facilitate project communications, and provide a large and diverse group of project team members with access to the data and analytical tools they need to efficiently and effectively manage the ongoing characterization and remediation efforts. Centralizing resources using the online application and web-based strategy streamlines data access and communications, allowing the team to effectively keep the project on track while reducing the costs associated with data requests, data duplication, document review and retrieval, software requirements, and lapses in communication or data transfer. Due to initiatives of the Clinton-Gore administration, biologists across the nation are trying to define and use a new concept called ecosystem management. {open_quotes}Ecosystem management{close_quotes} was born in the frustration of trying to deal with the spotted owl controversy in the Northwest. Biologists could not agree on what should be done. And the biologists and economists rarely got together to try to solve problems. Some astute individuals realized that to achieve a sustainable development, ecosystems would have to be managed on a much larger scale than merely small plots of lands. And people from many different backgrounds and disciplines would need to come together to find solutions. This paper will present the views of a Washington insider who has been a player (although too frequently a minor league player!) in administration initiatives to infuse ecosystem management principles and practices in our national conscience. Today, federal agency staff talk to those in other offices within their own agency. Federal agency staff also work on joint projects across federal agencies. In addition, state government, nonprofits, universities, interested individuals, and tribal governments are becoming involved. This is the biological {open_quotes}revolution{close_quotes} that is in progress. The emphasis is shifting from looking at the life history and problems of single species to a much broader approach of examining many species, including humans. The author will present a report on results of the ecosystem management initiative in the last year and point out some of the hurdles still ahead.

    This report describes the Pacific Northwest Laboratory`s (PNL`s) evaluation of the Washington State Energy Code Program (WSECP). In 1990, the Washington State Legislature passed a residential energy efficiency code to be effective July 1, 1992. Bonneville supported passage and implementation of the code to ensure that new residences in the State of Washington were as energy efficient as economically feasible. The Washington State Energy Office (WSEO) is conducting the WSECP for Bonneville to support code implementation. This support takes several forms, including providing training to code enforcement officials, technical support both in the field and through telephone ``hot lines,`` and computerized tools to review house plans for code compliance. WSEO began implementing the WSECP in 1992, prior to the effective date of the new code. This first phase of the WSECP was the subject of an earlier process evaluation conducted by PNL. From that evaluation PNL found that most new homes being built immediately after the code went into effect were ``grand-fathered`` under the old code. The training program for the new code was in place and sessions were being attended by the jurisdictions but it was too early to determine if the training was effective in improving code compliance and easing the transition to the new energy code. That is the subject of this evaluation.

    The Hanford Site began as part of the United States Manhattan Project to research, test and build atomic weapons during World War II. The original 670-square mile Hanford Site, then known as the Hanford Engineer Works, was the last of three top-secret sites constructed in order to produce enriched uranium and plutonium for the world's first nuclear weapons. B Reactor, located about 45 miles northwest of Richland, Washington, is the world's first full-scale nuclear reactor. Not only was B Reactor a first-of-a-kind engineering structure, it was built and fully functional in just 11 months. Eventually, the shoreline of the Columbia River in southeastern Washington State held nine nuclear reactors at the height of Hanford's nuclear defense production during the Cold War era. The B Reactor was shut down in 1968. During the 1980's, the U.S. Department of Energy began removing B Reactor's support facilities. The reactor building, the river pumphouse and the reactor stack are the only facilities that remain. Today, the U.S. Department of Energy (DOE) Richland Operations Office offers escorted public access to B Reactor along a designated tour route. The National Park Service (NPS) is studying preservation and interpretation options for sites associated with the Manhattan Project. A draft is expected in summer 2009. A final report will recommend whether the B Reactor, along with other Manhattan Project facilities, should be preserved, and if so, what roles the DOE, the NPS and community partners will play in preservation and public education. In August 2008, the DOE announced plans to open B Reactor for additional public tours. Potential hazards still exist within the building. However, the approved tour route is safe for visitors and workers. DOE may open additional areas once it can assure public safety by mitigating hazards.

    Sinclair and Dyes Inlets near Bremerton, Washington, are on the State of Washington 1998 303(d) list of impaired waters because of fecal coliform contamination in marine water, metals in sediment and fish tissue, and organics in sediment and fish tissue. Because significant cleanup and source control activities have been conducted in the inlets since the data supporting the 1998 303(d) listings were collected, two verification studies were performed to address the 303(d) segments that were listed for metal and organic contaminants in marine sediment. The Metals Verification Study (MVS) was conducted in 2003; the final report, Metals Verification Study for Sinclair and Dyes Inlets, Washington, was published in March 2004 (Kohn et al. 2004). This report describes the Organics Verification Study that was conducted in 2005. The study approach was similar to the MVS in that many surface sediment samples were screened for the major classes of organic contaminants, and then the screening results and other available data were used to select a subset of samples for quantitative chemical analysis. Because the MVS was designed to obtain representative data on concentrations of contaminants in surface sediment throughout Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage, aliquots of the 160 MVS sediment samples were used in the analysis for the Organics Verification Study. However, unlike metals screening methods, organics screening methods are not specific to individual organic compounds, and are not available for some target organics. Therefore, only the quantitative analytical results were used in the organics verification evaluation. The results of the Organics Verification Study showed that sediment quality outside of Sinclair Inlet is unlikely to be impaired because of organic contaminants. Similar to the results for metals, in Sinclair Inlet, the distribution of residual organic contaminants is generally limited to nearshore areas already within the

    This file contains file geodatabases of the Mount St. Helens seismic zone (MSHSZ), Wind River valley (WRV) and Mount Baker (MB) geothermal play-fairway sites in the Washington Cascades. The geodatabases include input data (feature classes) and output rasters (generated from modeling and interpolation) from the geothermal play-fairway in Washington State, USA. These data were gathered and modeled to provide an estimate of the heat and permeability potential within the play-fairways based on: mapped volcanic vents, hot springs and fumaroles, geothermometry, intrusive rocks, temperature-gradient wells, slip tendency, dilation tendency, displacement, displacement gradient, max coulomb shear stress, sigma 3, maximum shear strain rate, and dilational strain rate at 200m and 3 km depth. In addition this file contains layer files for each of the output rasters. For details on the areas of interest please see the 'WA_State_Play_Fairway_Phase_1_Technical_Report' in the download package. This submission also includes a file with the geothermal favorability of the Washington Cascade Range based off of an earlier statewide assessment. Additionally, within this file there are the maximum shear and dilational strain rate rasters for all of Washington State.

    This report presents information on the location, physical characteristics, and water chemistry of low-temperature geothermal resources in Washington. The database includes 941 thermal (>20C or 68F) wells, 34 thermal springs, lakes, and fumaroles, and 238 chemical analyses. Most thermal springs occur in the Cascade Range, and many are associated with stratovolcanoes. In contrast, 97 percent of thermal wells are located in the Columbia Basin of southeastern Washington. Some 83.5 percent are located in Adams, Benton, Franklin, Grant, Walla Walla, and Yakima Counties. Yakima County, with 259 thermal wells, has the most. Thermal wells do not seem to owe their origin to local sources of heat, such as cooling magma in the Earth`s upper crust, but to moderate to deep circulation of ground water in extensive aquifers of the Columbia River Basalt Group and interflow sedimentary deposits, under the influence of a moderately elevated (41C/km) average geothermal gradient.

    Sinclair and Dyes Inlets near Bremerton, Washington, are on the State of Washington's 1998 303(d) list of impaired waters because of fecal coliform contamination in marine water, metals in sediment and fish tissue, and organics in sediment and fish tissue. This Metals Verification Study was conducted to address the 303(d) segments that are listed for metal contaminants in marine sediment, because significant cleanup and source control activities have been conducted in the Inlets since the data supporting the 1998 303(d) listings were collected. The study was designed to obtain present-day sediment metals concentrations throughout Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage, with stations spatially distributed to support 303(d) listing updates and also watershed-level water quality and contaminant transport modeling efforts. A total of 160 surface sediment samples from Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage were screened for copper, lead, and zinc using X-Ray Fluorescence (XRF). 40 samples (25%) were selected for confirmatory metals analysis by ICP-MS for cadmium, silver, and arsenic in addition to copper, lead, and zinc. Regression relationships between the ICP-MS and XRF datasets were developed to estimate copper, lead, and zinc concentrations in all samples. The XRF results for copper, lead, and zinc correlated well with ICP-MS results, and predicted concentrations were calculated for all samples. The results of the Metals Verification Study show that sediment quality in Sinclair Inlet has improved markedly since implementation of cleanup and source control actions, and that the distribution of residual contaminants is limited to nearshore areas already within the actively managed Puget Sound Naval Shipyard Superfund Site where further source control actions and monitoring are under way. Outside of Sinclair Inlet, the target metals met state sediment quality standards.

Future plans, contingent on available funding, include additional enhancements in the areas of fleet management, including installation of additional charging stations and continued acquisition of alternate fueled vehicles, implementation of one or more of the recommendations from the Feasibility Study on reducing GHG emissions from employee commuting, and potential diversion of solid waste from on-site landfills.     Detailed investigation of an ancient sturzstrom or mega-landslide near Glacier, Washington has revealed it areal extent, approximate volume, age, geomorphology, source area, and possible causes. Stratigraphic and lithologic investigations indicate Church Mountain as the source area; therefore, this mega-landslide has been named the Church Mountain Sturzstrom (CMS). The CMS deposit is approximately 9 km in length, averages about 1 km in width, and has an estimated volume of 3 [times] 10[sup 8] m[sup 3]. Characteristics of the morphology and stratigraphy of the CMS deposit are suggestive of a sturzstrom origin, and may be indicative of sturzstrom elsewhere in the world. The overall stratigraphy of the deposit mimics the stratigraphy of the source area. The deposit is very compact, poorly sorted, matrix supported, and composed of highly angular clasts. Over steepening of the mountain due to glacial erosion may have contributed to the cause of failure, although the age of the CMS is at least 7,000 years younger than deglaciation. Four trees were C[sup 14] dated, yielding ages of about 2,700 B.P. for the CMS. Several other mega-landslides have been identified within 5--30 km of the CMS. The close proximity of these mega-landslides to the CMS suggests the possibility that they may have been triggered by an earthquake, although the ages of the other slides are currently unknown. The age of the CMS correlates approximately with age ranges of co-seismic events occurring along the west coast of Washington, further suggesting the possibility of an earthquake triggering mechanism.

    The U.S. Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Washington.

    The Northwest Power Planning Council completed its ``Strategy for Salmon'' in 1992. This is a plan, composed of four specific elements,designed to double the present production of 2.5 million salmon in the Columbia River watershed. These elements have been called the ``four H's'': (1) improve harvest management; (2) improve hatcheries and their production practices; (3) improve survival at hydroelectric dams; and (4) improve and protect fish habitat. The Asotin Creek Model Watershed Plan is the first to be developed in Washington State which is specifically concerned with habitat protection and restoration for salmon and trout. The plan is consistent with the habitat element of the ``Strategy for Salmon''. Asotin Creek is similar in many ways to other salmon-bearing streams in the Snake River system. Its watershed has been significantly impacted by human activities and catastrophic natural events, such as floods and droughts. It supports only remnant salmon and trout populations compared to earlier years. It will require protection and restoration of its fish habitat and riparian corridor in order to increase its salmonid productivity.

    In February 1983, the US Department of Energy (DOE) identified a reference repository location at the Hanford Site in Washington as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Columbia Plateau, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Hanford Site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Hanford site is not disqualified under the guidelines. The DOE has also found that it is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Hanford site as one of five sites suitable for characterization.
