    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    The National Environmental Policy Act (NEPA) requires Federal agencies to include a detailed statement'' in every recommendation or report on proposals'' for major Federal actions significantly affecting the quality of the human environment.'' Unless the three elements of a proposal are present (major, federal, and action), preparation of a detailed statement is not required. This paper addresses the practical decision-making dilemma that attends determinations of what types of Federal activities meet the NEPA threshold test under what kinds of varying circumstances. The authors' experience with the US Dept. of Energy (DOE) NEPA documentation is used to discuss how decisions may be made to determine whether a proposed action qualifies for a categorical exclusion'' or whether it requires preparation of an environmental assessment (EA) or an environmental impact statement (EIS). The concept of new'' actions versus continuing'' actions which may be bounded'' by previous NEPA documentation is also discussed. A dichotomous key for separating or combining Federal action'' candidates for different levels of NEPA documentation is provided. Leading court opinions on the threshold question and related issues are discussed in lay terms.

    The dominant shrubs were sagebrush and spiny hopsage; the herbs were dominated by cheatgrass and Sandberg bluegrass. Spiny hopsage appeared to be vulnerable to burning and also to damage by off-road vehicular traffic. It appears to have little or no ability to reproduce through seedlings; once the existing plants are killed they are not likely to be replaced, even if seed-producing plants are nearby. The only pure stand of spiny hopsage known to exist on the Hanford Site is on and near study plot 2H. Sagebrush, like spiny hopsage, is killed by burning and by heavy vehicles. Sagebrush is capable of reproducing via seeds, indicating that it is an inherently aggressive species with a capacity to reestablish itself if parent plants are in the vicinity to act as seed sources. Alien, annual plants, especially cheatgrass, were a major contributor to the herbaceous canopy cover in plots 3S, 4S, and 5S. However, native perennial grasses, especially Sandberg bluegrass, were a major contributor to the canopy cover in plots 1S and 2H. These differences are probably caused by differences in soil properties (e.g., water retention capacity), rather than to historical disturbances such as livestock grazing or wildfire. Specimens of Sandwort, Arenaria franklinii, growing near the Reference Repository Location were collected for examination by taxonomists to determine if the specimens are of the variety A. f. thompsonii, a taxon currently listed as threatened in the state of Washington. 16 refs., 7 figs., 3 tabs.

    This document is to serve notice of the intent to operate an Environmental Restoration Disposal Facility (ERDF), adjacent to the 200 West Area of the Hanford Facility, Richland, Washington, as a Corrective Action Management Unit (CAMU), in accordance with 40 Code of Federal Regulation (CFR) 264.552. The ERDF CAMU will serve as a management unit for the majority of waste (primarily soil) excavated during remediation of waste management sites on the Hanford Facility. Only waste that originates from the Hanford Facility can be accepted in this ERDF CAMU. The waste is expected to consist of dangerous waste, radioactive waste, and mixed waste. Mixed waste contains radioactive and dangerous components.     The environmental impacts associated with remedial actions in connection with residual radioactive materials remaining at the inactive uranium processing site located in Canonsburg, Washington County, Pennsylvania are evaluated. The Canonsburg site is an 18.5-acre property that was formerly owned by the Vitro Rare Metals Company. The expanded Canonsburg site would be 30-acre property that would include the Canonsburg site (the former Vitro Rare Metals plant), seven adjacent private houses, and the former Georges Pottery property. During the period 1942 through 1957 the Vitro Manufacturing Company and its successor, the Vitro Corporation of America, processed onsite residues and ores, and government-owned ores, concentrates, and scraps to extract uranium and other rare metals. The Canonsburg site is now the Canon Industrial Park. In addition to storing the residual radioactive materials of this process at the Canonsburg site, about 12,000 tons of radioactively contaminated materials were transferred to a railroad landfill in Burrell Township, Indiana County, Pennsylvania. This Canonsburg FEIS evaluates five alternatives for removing the potential public health hazard associated with the radioactively contaminated materials. In addition to no action, these alternatives involve various combinations of stabilization of the radioactively contaminated materials in place or decontamination of the Canonsburg and Burrell sites by removing the radioactively contaminated materials to another location. In addition to the two sites mentioned, a third site located in Hanover Township, Washington County, Pennsylvania has been considered as a disposal site to which the radioactively contaminated materials presently located at either of the other two sites might be moved.

    In 1993, the US Coast Guard proposed to construct two breakwaters and a debris boom to protect its existing pier and moored vessels inside Ediz Hook in Port Angeles Harbor, Washington. The objectives of the subtidal surveys were to (1) quantify the shoot densities of eelgrass; (2) provide percent cover estimates for non-eelgrass macroalgae species; (3) develop a site map indicating the qualitative distribution of eelgrass/macroalgae species, substrate characterization, approximate depth contours, and the approximate location of the proposed project features; and (4) document the time and date of the surveys, turbidity/visibility, presence of invertebrate/vertebrate species, and anecdotal observations pertinent to habitat characterization of the project site. A total of 14 dives along 12 transects (T1--T12) were successfully completed between March 15 and March 17, 1993. Eelgrass was observed on all of the transects except T7 and T8 at the western debris barrier and T12 along the waterward margin of the existing T-pier. The vicinity of the proposed east breakwater had the highest eelgrass shoot densities (up to 89 shoots/m{sup 2}) observed by the divers. Macroalgae and invertebrate species diversity were also highest at the east breakwater site. The low eelgrass densities observed at the west debris barrier site (0 to 14 shoots/m{sup 2}) can be attributed mostly to the lack of suitable substrate. The existing layer of wood debris armoring the bottom at the west project site currently limits, and in the areas of heaviest deposition probably precludes, the growth of eelgrass. As was expected, no eelgrass was observed at the south breakwater site.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE's position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    Washington Water Power (WWP) proposes to construct and operate an electric transmission line that would connect with the electrical system of the British Columbia Hydro and Power Authority (B.C. Hydro). The project would be composed of a double-circuit, 230-kilovolt (kV) transmission line from WWP`s existing Beacon Substation located northeast of Spokane, Washington to the international border located northwest of Metaline Falls, Washington.     This Proposed Plan addresses the remediation of groundwater contamination at the chemical plant area of the Weldon Spring site in Weldon Spring, Missouri. The site is located approximately 48 km (30 mi) west of St. Louis in St. Charles County . Remedial activities at the site will be conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The U.S. Department of Energy (DOE), in conjunction with the U.S. Department of the Army (DA), conducted a joint remedial investigation/feasibility study (RI/FS) to allow for a comprehensive evaluation of groundwater conditions at the Weldon Spring chemical plant area and the Weldon Spring ordnance works area, which is an Army site adjacent to the chemical plant area. Consistent with DOE policy, National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process. That is, the analysis conducted and presented in the RVFS reports included an evaluation of environmental impacts that is comparable to that performed under NEPA. This Proposed Plan summarizes information about chemical plant area groundwater that is presented in the following documents: (1) The Remedial Investigation (RI), which presents information on the nature and extent of contamination; (2) The Baseline Risk Assessment (BRA), which evaluates impacts to human health and the environment that could occur if no cleanup action of the groundwater were taken (DOE and DA 1997a); and (3) The Feasibility Study (FS) and the Supplemental FS, which develop and evaluate remedial action alternatives for groundwater remediation.

    Congress has made progress on key legislation this summer. The House of Representatives passed an appropriations bill which authorizes spending for DOE and the NRC for FY91. The Senate has yet to consider an energy appropriations bill, but as the House bill exceeds the administration request for funding by $575 million, it will likely experience substantial cuts before its final passage. At the end of the month, the Senate Energy & Natural Resources Committee held a hearing on the Smith Barney report on the Uranium Enrichment Enterprise. Since the Senate has already passed a uranium enrichment restructuring bill, attention has shifted to the House where some Representatives have expressed interest in holding a hearing on the report. After almost a month`s delay, the House has named its representatives to the Clean Air Act Conference Committee. The Senate will have nine committee members, and the House will have 142 conferees from seven committees. Final action on the clean air bill is likely before November`s Congressional elections. Finally, although it appeared the utilities had a chance to hold their payment of NRC user fees at 45 percent of the NRC`s budget level, President Bush`s decision to discuss taxes as part of the budget negotiations increases the likelihood of higher user fees-possibly as high as 100 percent of the NRC budget. The American Nuclear Energy Council (ANEC) estimates that the President`s proposal to recover 100 percent of the NRC`s budget through user fees is the second largest revenue item among the user fees proposed.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    A comprehensive radiological survey was conducted at the Illinois National Guard Armory at Washington Park in Chicago. This facility, used for uranium processing during the MED/AEC era, is now used as offices, classrooms, and storage and garage areas. Forty-two spots of contaminaton in nine rooms or areas exceeded the allowable limits for uranium as given in the ANSI Standard N13.12. In most instances, the contamination was found to be removable and available for transfer to other locations. However, under current use conditions, the potential for radiation exposure to occupants of this building from these sources of contamination is small. Concentrations of radon daughters in the air in the building, as measured by grab-sampling techniques, were less than the limit of 0.01 WL above background as given in the Surgeon General's Guidelines in 10 CFR 712. No long-lived radionuclides were detected in any air sample. Concentrations of radionuclides in soil samples collected around the facility indicated essentially background levels. The presumed maximum 50-year dose commitments from potential inhalation/ingestion of residual contamination were calculated to be 2.5 mrem to the lung, 0.51 mrem to the bone, 0.12 mrem to the kidney, and 0.031 mrem wholebody; each of these is less than 0.5% of the appropriate standards for an individual in an uncontrolled area. In order to rduce the potential for radiation exposure, remedial measures such as stabilization of the contamination in place would be applicable as a short-term measure. In order to reduce the risk in the event that building modifications take place in the future, health physics procedures and coverage are recommended. The long-term solution would involve dcontamination by removal of the radioactive residues from the 11 rooms or areas in the facility.

    This report documents the development of major energy-related programs at the Los Alamos Scientific Laboratory between 1945 and 1979. Although the Laboratory`s primary mission during that era was the design and development of nuclear weapons and most of the Laboratory`s funding came from a single source, a number of factors were at work that led to the development of these other programs. Some of those factors were affected by the Laboratory`s internal management structure and organization; others were the result of increasing environmental awareness within the general population and the political consequences of that awareness; still others were related to the increasing demand for energy and the increasing turmoil in the energy-rich Middle East. This report also describes the various activities in Los Alamos, in Washington, and in other areas of the world that contributed to the development of major energy-related programs at Los Alamos. The author has a unique historical perspective because of his involvement as a scientist and manager at the Los Alamos Scientific Laboratory during the time period described within the report. In addition, in numerous footnotes and references, he cites a large body of documents that include the opinions and perspectives of many others who were involved at one time or another in these programs. Finally the report includes a detailed chronology of geopolitical events that led to the development of energy-related programs at Los Alamos.

    The Federal Energy Regulatory Commission (FERC) is preparing, with DOE as a cooperating agency, an EIS to analyze the potential environmental impacts of proposals (1) to add liquefaction and export capability to a proposed liquefied natural gas (LNG) import terminal in Warrenton, Oregon, and add 39 miles of new pipeline in Columbia County, Oregon, and Cowlitz County, Washington, to interconnect with the Northwest Pipeline, and (2) to expand the capacity of the Northwest Pipeline by adding 140 miles of 36-inch diameter pipeline in 10 segments and increasing compression at five existing compressor stations. These proposals are connected actions and will be evaluated in the same EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    The US Environmental Protection Agency (EPA) and Washington Department of Ecology (Ecology) recommended that the US Department of Energy (DOE) perform an expedited response action (ERA) for the Sodium Dichromate Barrel Disposal Landfill. The ERA lead regulatory agency is Ecology and EPA is the support agency. The ERA was categorized as non-time-critical, which required preparation of an engineering evaluation and cost analysis (EE/CA). The EE/CA was included in the ERA proposal. The EE/CA is a rapid, focused evaluation of available technologies using specific screening factors to assess feasibility, appropriateness, and cost. The ERA goal is to reduce the potential for any contaminant migration from the landfill to the soil column, groundwater, and Columbia River. Since the Sodium Dichromate Barrel Disposal Landfill is the only waste site within the operable unit, the removal action may be the final remediation of the 100-IU-4 Operable Unit. This ERA process started in March 1992. The ERA proposal went through a parallel review process with Westinghouse Hanford Company (WHC), DOE Richland Operations (RL), EPA, Ecology, and a 30-day public comment period. Ecology and EPA issued an Action Agreement Memorandum in March 1993 (Appendix A). The memorandum directed excavation of all anomalies and disposal of the collected materials at the Hanford Site Central Landfill. Primary field activities were completed by the end of April 1993. Final waste disposal of a minor quantity of hazardous waste was completed in July 1993.

    Two environmental assessments considered the potential cumulative environmental impacts resulting from the development of eight proposed hydropower projects in the Nooksack River Basin and 11 proposed projects in the Skagit River Basin, North Cascades, Washington, respectively. While not identified as a target resource, slope stability and the alteration of sediment supply to creeks and river mainstems significantly affect other resources. The slope stability assessment emphasized the potential for cumulative impacts under disturbed conditions (e.g., road construction and timber harvesting) and a landslide-induced pipeline rupture scenario. In the case of small-scale slides, the sluicing action of ruptured pipeline water on the fresh landslide scarp was found to be capable of eroding significantly more material than the original landslide. For large-scale landslides, sluiced material was found to be a small increment of the original landslide. These results predicted that hypothetical accidental pipeline rupture by small-scale landslides may result in potential cumulative impacts for 12 of the 19 projects with pending license applications in both river basins. 5 refs., 2 tabs.

    This Draft Environmental Impact Statement (DEIS) addresses the Columbia Wind Farm {number_sign}1 (Project) proposal for construction and operation of a 25 megawatt (MW) wind power project in the Columbia Hills area southeast of Goldendale in Klickitat County, Washington. The Project would be constructed on private land by Conservation and Renewable Energy System (CARES) (the Applicant). An Environmental Impact Statement is required under both NEPA and SEPA guidelines and is issued under Section 102 (2) (C) of the National Environmental Policy Act (NEPA) at 42 U.S.C. 4321 et seq and under the Washington State Environmental Policy Act (SEPA) as provided by RCW 43.21C.030 (2) (c). Bonneville Power Administration is the NEPA lead agency; Klickitat County is the nominal SEPA lead agency and CARES is the SEPA co-lead agency for this DEIS. The Project site is approximately 395 hectares (975 acres) in size. The Proposed Action would include approximately 91 model AWT-26 wind turbines. Under the No Action Alternative, the Project would not be constructed and existing grazing and agricultural activities on the site would continue.

    Employers in Washington`s eight most populous counties are engaged in an effort to reduce their employees` use of single occupant automobiles for commuting. This report documents the status of those employers at the beginning of the Commute Trip Reduction (CTR) program as a basis for evaluating the impacts of the program. The first section provides a brief exploration of the Washington CTR Law and a history of the first steps in its implementation. The second section presents a summary of the characteristics of the worksites affected by the law. The CTR Law calls for reductions in single occupant vehicle (SOV) commuting and in vehicle miles traveled (VMT). The third section of this report presents baseline measurements of SOV and VMT and goals for reducing them. The fourth section provides summary information on the first year of programs employers planned to implement. The final section very briefly outlines actions the Commute Trip Reduction law calls for between 1995 and 1999.

    Sinclair and Dyes Inlets near Bremerton, Washington, are on the State of Washington 1998 303(d) list of impaired waters because of fecal coliform contamination in marine water, metals in sediment and fish tissue, and organics in sediment and fish tissue. Because significant cleanup and source control activities have been conducted in the inlets since the data supporting the 1998 303(d) listings were collected, two verification studies were performed to address the 303(d) segments that were listed for metal and organic contaminants in marine sediment. The Metals Verification Study (MVS) was conducted in 2003; the final report, Metals Verification Study for Sinclair and Dyes Inlets, Washington, was published in March 2004 (Kohn et al. 2004). This report describes the Organics Verification Study that was conducted in 2005. The study approach was similar to the MVS in that many surface sediment samples were screened for the major classes of organic contaminants, and then the screening results and other available data were used to select a subset of samples for quantitative chemical analysis. Because the MVS was designed to obtain representative data on concentrations of contaminants in surface sediment throughout Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage, aliquots of the 160 MVS sediment samples were used in the analysis for the Organics Verification Study. However, unlike metals screening methods, organics screening methods are not specific to individual organic compounds, and are not available for some target organics. Therefore, only the quantitative analytical results were used in the organics verification evaluation. The results of the Organics Verification Study showed that sediment quality outside of Sinclair Inlet is unlikely to be impaired because of organic contaminants. Similar to the results for metals, in Sinclair Inlet, the distribution of residual organic contaminants is generally limited to nearshore areas already within the

This Metals Verification Study was conducted to address the 303(d) segments that are listed for metal contaminants in marine sediment, because significant cleanup and source control activities have been conducted in the Inlets since the data supporting the 1998 303(d) listings were collected. The study was designed to obtain present-day sediment metals concentrations throughout Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage, with stations spatially distributed to support 303(d) listing updates and also watershed-level water quality and contaminant transport modeling efforts. A total of 160 surface sediment samples from Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage were screened for copper, lead, and zinc using X-Ray Fluorescence (XRF). 40 samples (25%) were selected for confirmatory metals analysis by ICP-MS for cadmium, silver, and arsenic in addition to copper, lead, and zinc. Regression relationships between the ICP-MS and XRF datasets were developed to estimate copper, lead, and zinc concentrations in all samples. The XRF results for copper, lead, and zinc correlated well with ICP-MS results, and predicted concentrations were calculated for all samples. The results of the Metals Verification Study show that sediment quality in Sinclair Inlet has improved markedly since implementation of cleanup and source control actions, and that the distribution of residual contaminants is limited to nearshore areas already within the actively managed Puget Sound Naval Shipyard Superfund Site where further source control actions and monitoring are under way. Outside of Sinclair Inlet, the target metals met state sediment quality standards.

    This file contains file geodatabases of the Mount St. Helens seismic zone (MSHSZ), Wind River valley (WRV) and Mount Baker (MB) geothermal play-fairway sites in the Washington Cascades. The geodatabases include input data (feature classes) and output rasters (generated from modeling and interpolation) from the geothermal play-fairway in Washington State, USA. These data were gathered and modeled to provide an estimate of the heat and permeability potential within the play-fairways based on: mapped volcanic vents, hot springs and fumaroles, geothermometry, intrusive rocks, temperature-gradient wells, slip tendency, dilation tendency, displacement, displacement gradient, max coulomb shear stress, sigma 3, maximum shear strain rate, and dilational strain rate at 200m and 3 km depth. In addition this file contains layer files for each of the output rasters. For details on the areas of interest please see the 'WA_State_Play_Fairway_Phase_1_Technical_Report' in the download package. This submission also includes a file with the geothermal favorability of the Washington Cascade Range based off of an earlier statewide assessment. Additionally, within this file there are the maximum shear and dilational strain rate rasters for all of Washington State.

    Bonneville Power Administration (BPA) proposes to fund the portion of the Washington Wildlife Mitigation Agreement (Agreement) pertaining to wildlife habitat mitigation projects to be undertaken in a cooperative effort with the Washington Department of Fish and Wildlife (WDFW). This Agreement serves to establish a monetary budget funded by BPA for projects proposed by Washington Wildlife Coalition members and approved by BPA to protect, mitigate, and improve wildlife and/or wildlife habitat within the State of Washington that has been affected by the construction of Federal dams along the Columbia River. This Environmental Assessment examines the potential environmental effects of acquiring and/or improving wildlife habitat within five different project areas. These project areas are located throughout Grant County and in parts of Okanogan, Douglas, Adams, Franklin, Kittias, Yakima, and Benton Counties. The multiple projects would involve varying combinations of five proposed site-specific activities (habitat improvement, operation and maintenance, monitoring and evaluation, access and recreation management, and cultural resource management). All required Federal, State, and tribal coordination, permits and/or approvals would be obtained prior to ground-disturbing activities.

    This report presents information on the location, physical characteristics, and water chemistry of low-temperature geothermal resources in Washington. The database includes 941 thermal (>20C or 68F) wells, 34 thermal springs, lakes, and fumaroles, and 238 chemical analyses. Most thermal springs occur in the Cascade Range, and many are associated with stratovolcanoes. In contrast, 97 percent of thermal wells are located in the Columbia Basin of southeastern Washington. Some 83.5 percent are located in Adams, Benton, Franklin, Grant, Walla Walla, and Yakima Counties. Yakima County, with 259 thermal wells, has the most. Thermal wells do not seem to owe their origin to local sources of heat, such as cooling magma in the Earth`s upper crust, but to moderate to deep circulation of ground water in extensive aquifers of the Columbia River Basalt Group and interflow sedimentary deposits, under the influence of a moderately elevated (41C/km) average geothermal gradient.

    This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER). The mitigation measures proposed are expected to reduce impacts as much as feasible, however, as experience is gained in actual implementation of these measures, some changes may be warranted.

As a result, a multitude of initiatives have been implemented at the local, state, and federal government levels. These initiatives include management plans and actions intended to protect and restore salmonid fishes and their habitats. In 1998 bull trout were listed under the Endangered Species Act (ESA), as ''Threatened'', for the Walla Walla River and its tributaries. Steelhead were listed as ''Threatened'' in 1999 for the mid-Columbia River and its tributaries. These ESA listings emphasize the need for information about the threatened salmonid populations and their habitats. The Washington Department of Fish and Wildlife (WDFW) is entrusted with ''the preservation, protection, and perpetuation of fish and wildlife....[and to] maximize public recreational or commercial opportunities without impairing the supply of fish and wildlife (WAC 77. 12.010).'' In consideration of this mandate, the WDFW submitted a proposal in December 1997 to the Bonneville Power Administration (BPA) for a study to assess salmonid distribution, relative abundance, genetics, and the condition of their habitats in the Walla Walla River basin. The primary purposes of this project are to collect baseline biological and habitat data, to identify major data gaps, and to draw conclusions whenever possible. The study reported herein details the findings of the 2000 field season (March to November, 2000).

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    The U.S. Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Washington.

    Environmental professionals today must address many issues that might not have been foreseen by developers of the National Environmental Policy Act of 1969 (NEPA) or the President`s Council on Environmental Quality (CEQ) regulations for implementing NEPA. One issue is the definition of the no action alternative for NEPA documentation of continuing actions. The CEQ regulations do not define the no action alternative, but merely state that NEPA analyses shall {open_quotes}include the alternative of no action{close_quotes}. For NEPA analyses of newly proposed actions, the practical definition of the no action alternative is clear (i.e., the agency will not implement the proposed action or alternative actions). However, the practical definition for NEPA analyses of continuing actions is not so clear. To clarify the definition of the no action alternative for continuing actions, particularly those that involve agency decisions about relicensing existing projects or continuing to operate existing programs or facilities. In trying to clarify the definition of the no action alternative for continuing actions, this paper examines the function of the no action alternative for NEPA analyses in general. Pertinent issues include how the definition of the no action alternative affects the selection of the baseline for environmental analysis and whether inclusion of the no action alternative really forces agencies to consider no action as a realistic alternative. To address these issues, this paper begins with a discussion of relevant legal decisions involving the no action alternative in NEPA analyses. The paper then examines some agency NEPA regulations and recent NEPA documents to provide examples of how some agencies address the no action alternative for continuing actions. Finally, the paper suggests definitions of the no action alternative for continuing actions and methods for addressing no action as a realistic alternative.

    BPA and Puget Sound Power and Light (Puget Power) are proposing to upgrade the existing electric transmission power system in the Whatcom and Skagit County area of northwest Washington to increase the capacity of the US-Canada Intertie transmission system. The project would satisfy the need to provide more ability to store and return energy with Canada, would provide additional capacity on the Intertie for anticipated increases in power transactions, and would increase flexibility in operation of the US and Canadian hydroelectric system. It would protect Puget Power`s local system against thermal overloads, and improve local reliability. In November 1993, Bonneville Power Administration (BPA), and Whatcom County (Washington) published a draft environmental impact statement (DEIS) for the proposed Northwest Washington Transmission Project. In order to present some shifts in need for the project and to permit additional review, BPA and Whatcom County have elected to issue a Supplemental Draft EIS. This Summary presents background material, explains project needs and purposes, and then focuses on alternatives and the possible effects.
