    Calculational criticality analyses have been performed for 10- and 20-MW UF[sub 6] freezer/sublimer vessels. The freezer/sublimers have been analyzed over a range of conditions that encompass normal operation and abnormal conditions. The effects of HF moderation of the UF[sub 6] in each vessel have been considered for uranium enriched between 2 and 5 wt % [sup 235]U. The results indicate that the nuclearly safe enrichments originally established for the operation of a 10-MW freezer/sublimer, based on a hydrogen-to-uranium moderation ratio of 0.33, are acceptable. If strict moderation control can be demonstrated for hydrogen-to-uranium moderation ratios that are less than 0.33, then the enrichment limits for the 10-MW freezer/sublimer may be increased slightly. The calculations performed also allow safe enrichment limits to be established for a 20-NM freezer/sublimer under moderation control.

    This Environmental Assessment (EA) on the candidate energy conservation standards for refrigerators, refrigerator-freezers, and freezers was prepared pursuant to the National Environmental Policy Act of 1969 (NEPA), regulations of the Council on Environmental Quality, Title 40, Code of Federal Regulations, Parts 1500 through 1508. The proposed energy conservation standard (Level 1) and the alternative standards are being reviewed in an energy-efficiency standards rulemaking that the Department has undertaken pursuant to the Energy Policy and Conservation Act, as amended by the National Energy Conservation Policy Act and the National Appliance Energy Conservation Act. The EA presents the associated environmental impacts from four energy conservation standards for this type of household appliance. For purposes of this EA, each standard is an alternative action and is compared to what is expected to happen if no new standards for this type of product were finalized, i.e., the no action alternative. Of the four energy conservation standard levels considered, standard level 4 has the highest level of energy efficiency and the largest environmental impact. The proposed action implementing Standard Level 1 would have the least environmental impacts, through emission reductions, of the four alternatives. The description of the standards results from the appliance energy-efficiency analyses conducted for the rulemaking. The presentation of environmental impacts for each of the alternatives appears at Section 3 of the EA.

    An industry/government Cooperative Research and Development Agreement (CRADA) was established to evaluate and test design concepts for a domestic refrigerator-freezer unit that represents approximately 60% of the US market. The goal of the CRADA was to demonstrate advanced technologies which reduce, by 50 percent, the 1993 NAECA standard energy consumption for a 20 ft{sup 3} (570 I) top-mount, automatic-defrost, refrigerator-freezer. For a unit this size, the goal translated to an energy consumption of 1.003 kWh/d. The general objective of the research was to facilitate the introduction of cost-efficient technologies by demonstrating design changes that can be effectively incorporated into new products. A 1996 model refrigerator-freezer was selected as the baseline unit for testing. Since the unit was required to meet the 1993 NAECA standards, the energy consumption was quite low (1.676 kWh/d), thus making further reductions in energy consumption very challenging. Among the energy saving features incorporated into the original design of the baseline unit were a low-wattage evaporator fan, increased insulation thicknesses, and liquid line flange heaters.

    As a result of the Montreal Protocol that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must be resolved. Among these are energy impacts, system compatibility, cost, and availability. In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers. The results are presented for an 18 cubic foot (0.51 cubic meter), top-mount refrigerator-freezer with a static condenser using the following refrigerants: R12, R500, R12/Dimethyl-ether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12 /DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants indicating a higher capacity. While the R134a and R22/R142b results were less promising refrigeration system, such as a different capillary tube or compressor, may improve their performance. 12 refs., 2 figs., 3 tabs.

    Over the past ten years, government regulations for energy standards, coupled with the utility industry`s promotion of energy-efficient appliances, have prompted appliance manufacturers to reduce energy consumption in refrigerator-freezers by approximately 40%. Global concerns over ozone depletion have also required the appliance industry to eliminate CFC-12 and CFC-11 while concurrently improving energy efficiency to reduce greenhouse emissions. In response to expected future regulations that will be more stringent, several design options were investigated for improving the energy efficiency of a conventionally designed, domestic refrigerator-freezer. The options, such as cabinet and door insulation improvements and a high-efficiency compressor were incorporated into a prototype refrigerator-freezer cabinet and refrigeration system. Baseline energy consumption of the original 1996 production refrigerator-freezer, along with cabinet heat load and compressor calorimeter test results, were extensively documented to provide a firm basis for experimentally measured energy savings. The goal for the project was to achieve an energy consumption that is 50% below in 1993 National Appliance Energy Conservation Act (NAECA) standard for 20 ft{sup 3} (570 l) units.     K-25 Engineering Division purchased a series of redundant computer systems and developed software for the purpose of providing continuous process monitoring and control for the Freezer/Sublimer equipment in the gaseous diffusion process at the Paducah Gaseous Diffusion Plant. The application software is loaded on two central processing units (CPU) so that in the event of a failure of the primary unit, the processing can switch to the backup unit and continue processing without error. It is the purpose of this document to demonstrate the reliability of this system with respect to its ability to switch properly between redundant CPU. The total reliability estimation problem -- which considers the computer hardware, the operating system software, and the application software -- has been reduced to one that considers only the application software directly involved in the switchover process. Estimates are provided for software reliability and the testing coverage. Software and hardware reliability models and reliability growth models are considered in addition to Bayesian approaches.

    We report for the first time water-based evaporative cooling integrated into a microfluidic chip for temperature control and freezing of biological solution. We opt for water as a nontoxic, effective refrigerant. Aqueous solutions are atomized in our device and evaporation of microdroplets under vacuum removes heat effectively. We achieve rapid cooling (−5.1 °C/s) and a low freezing temperature (−14.1 °C). Using this approach, we demonstrate freezing of deionized water and protein solution. Our simple, yet effective cooling device may improve many microfluidic applications currently relying on external power-hungry instruments for cooling and freezing.

    In June 1987, the RCRA Closure/Postclosure Plan for the Bear Creek Burial Grounds (BCBG) was submitted to the Tennessee Department of Environment and Conservation (TDEC) for review and approval. TDEC modified and issued the plan approved on September 30, 1987. Subsequently, this plan was modified again and approved as Y/TS-395, Revised RCRA Closure Plan for the Bear Creek Burial Grounds (February 29, 1988). Y/TS-395 was initially intended to apply to A Area, C-West, B Area, and the Walk-In Pits of BCBG. However, a concept was developed to include the B Area (non-RCRA regulated) in the Walk-In Pits so that both areas would be closed under one cap. This approach included a tremendous amount of site preparation with an underlying stabilization base of 16 ft of sand for blast protection. The plan was presented to the state of Tennessee on March 8, 1990, and the Department of Energy was requested to review other unique alternatives to close the site. This amended closure plan goes further to include inspection and maintenance criteria along with other details.

    The revised Closure Plan was initially intended to apply to A Area, C-West, B Area, and the Walk-In Pits (WIPs) of the Bear Creek Burial Grounds (BCBG). However, a strategy was developed to include the B Area [a solid waste management unit (SWMU)] with the WIPs so that both areas would be closed under one cap. The plan was presented to the State of Tennessee on March 8, 1990, and the Department of Energy was requested to review other unique alternatives to close the site. Therefore, in November 1992, the Closure Plan for B Area and the WIPs was prepared separately from that of the other sites associated with the BCBG and was presented in a RCRA Closure Plan. The Closure Plan revision issued April 1993 was intended to reflect the placement of the Kerr Hollow Quarry debris at the WIPs, revise the closure data, and acknowledge that the disposition of a monitoring well within the closure site could not be verified. A Post-Closure Permit Application (PCPA) was to include the WIPs; however, at the time of submittal, closure of the WIPs had not been certified. This addendum contains information on the WIPs to accompany the BCBG PCPA. The purpose of this document is to supplement the information provided in the BCBG PCPA. This document is not intended to be a stand-alone document. Only additional information regarding the WIPs is included in the sections of this document, which correspond to sections of the PCPA submitted in June 1994.

    We study the intermittency of fluid velocities in porous media and its relation to anomalous dispersion. Lagrangian velocities measured at equidistant points along streamlines are shown to form a spatial Markov process. As a consequence of this remarkable property, the dispersion of fluid particles can be described by a continuous time random walk with correlated temporal increments. This new dynamical picture of intermittency provides a direct link between the microscale flow, its intermittent properties, and non-Fickian dispersion.

    In astrophysical plasmas, magnetic field lines often guide the motions of thermal and non-thermal particles. The field line random walk (FLRW) is typically considered to depend on the Kubo number R = (b/B {sub 0})(?{sub ?}/? ) for rms magnetic fluctuation b, large-scale mean field B {sub 0}, and parallel and perpendicular coherence scales ?{sub ?} and ? , respectively. Here we examine the FLRW when R ? ? by taking B {sub 0} ? 0 for finite b{sub z} (fluctuation component along B {sub 0}), which differs from the well-studied route with b{sub z} = 0 or b{sub z} << B {sub 0} as the turbulence becomes quasi-two-dimensional (quasi-2D). Fluctuations with B {sub 0} = 0 are typically isotropic, which serves as a reasonable model of interstellar turbulence. We use a non-perturbative analytic framework based on Corrsin's hypothesis to determine closed-form solutions for the asymptotic field line diffusion coefficient for three versions of the theory, which are directly related to the k {sup –1} or k {sup –2} moment of the power spectrum. We test these theories by performing computer simulations of the FLRW, obtaining the ratio of diffusion coefficients for two different parameterizations of a field line. Comparing this with theoretical ratios, the random ballistic decorrelation version of the theory agrees well with the simulations. All results exhibit an analog to Bohm diffusion. In the quasi-2D limit, previous works have shown that Corrsin-based theories deviate substantially from simulation results, but here we find that as B {sub 0} ? 0, they remain in reasonable agreement. We conclude that their applicability is limited not by large R, but rather by quasi-two-dimensionality.

    An effective risk assessment system is needed to address the threat posed by an active or passive insider who, acting alone or in collusion, could attempt diversion or theft of nuclear material. It is critical that a nuclear facility conduct a thorough self-assessment of the material protection, control, and accountability (MPC&A) system to evaluate system effectiveness. Self-assessment involves vulnerability analysis and performance testing of the MPC&A system. The process should lead to confirmation that mitigating features of the system effectively minimize the threat, or it could lead to the conclusion that system improvements or upgrades are necessary to achieve acceptable protection against the threat. Analysis of the MPC&A system is necessary to understand the limits and vulnerabilities of the system to internal threats. Self-assessment helps the facility be prepared to respond to internal threats and reduce the risk of theft or diversion of nuclear material. MSET is a self-assessment or inspection tool utilizing probabilistic risk assessment (PRA) methodology to calculate the system effectiveness of a nuclear facility's MPC&A system. MSET analyzes the effectiveness of an MPC&A system based on defined performance metrics for MPC&A functions based on U.S. and international best practices and regulations. A facility's MC&A system can be evaluated at a point in time and reevaluated after upgrades are implemented or after other system changes occur. The total system or specific subareas within the system can be evaluated. Areas of potential performance improvement or system upgrade can be assessed to determine where the most beneficial and cost-effective improvements should be made. Analyses of risk importance factors show that sustainability is essential for optimal performance. The analyses reveal where performance degradation has the greatest detrimental impact on total system risk and where performance improvements have the greatest reduction in system risk

    A magnetocaloric effect heterostructure having a core layer of a magnetostructural material with a giant magnetocaloric effect having a magnetic transition temperature equal to or greater than 150 K, and a constricting material layer coated on at least one surface of the magnetocaloric material core layer. The constricting material layer may enhance the magnetocaloric effect by restriction of volume changes of the core layer during application of a magnetic field to the heterostructure. A magnetocaloric effect heterostructure powder comprising a plurality of core particles of a magnetostructural material with a giant magnetocaloric effect having a magnetic transition temperature equal to or greater than 150 K, wherein each of the core particles is encapsulated within a coating of a constricting material is also disclosed. A method for enhancing the magnetocaloric effect within a giant magnetocaloric material including the step of coating a surface of the magnetocaloric material with a constricting material is disclosed.

    This is the final report of the High Burnup Effects Program (HBEP). It has been prepared to present a summary, with conclusions, of the HBEP. The HBEP was an international, group-sponsored research program managed by Battelle, Pacific Northwest Laboratories (BNW). The principal objective of the HBEP was to obtain well-characterized data related to fission gas release (FGR) for light water reactor (LWR) fuel irradiated to high burnup levels. The HBEP was organized into three tasks as follows: Task 1 -- high burnup effects evaluations; Task 2 -- fission gas sampling; and Task 3 -- parameter effects study. During the course of the HBEP, a program that extended over 10 years, 82 fuel rods from a variety of sources were characterized, irradiated, and then examined in detail after irradiation. The study of fission gas release at high burnup levels was the principal objective of the program and it may be concluded that no significant enhancement of fission gas release at high burnup levels was observed for the examined rods. The rim effect, an as yet unquantified contributor to athermal fission gas release, was concluded to be the one truly high-burnup effect. Though burnup enhancement of fission gas release was observed to be low, a full understanding of the rim region and rim effect has not yet emerged and this may be a potential area of further research. 25 refs., 23 figs., 4 tabs.

    Latent effects on a system are broken down into components ranging from those far removed in time from the system under study (latent) to those which closely effect changes in the system. Each component is provided with weighted inputs either by a user or from outputs of other components. A non-linear mathematical process known as `soft aggregation` is performed on the inputs to each component to provide information relating to the component. This information is combined in decreasing order of latency to the system to provide a quantifiable measure of an attribute of a system (e.g., safety) or to test hypotheses (e.g., for forensic deduction or decisions about various system design options).

    The use of polarized proton beams in ISABELLE is important for several general reasons: (1) With a single longitudinally polarized proton beam, effects involving parity violation can be identified and hence processes involving weak interactions can be separated from those involving strong and electromagnetic interactions. (2) Spin effects are important in the strong interactions and can be useful for testing QCD. The technique for obtaining polarized proton beams in ISABELLE appears promising, particularly in view of the present development of a polarized proton beam for the AGS. Projections for the luminosity in ISABELLE for collisions of polarized protons - one or both beams polarized with longitudinal or transverse polarization - range from 1/100 to 1 times the luminosity for unpolarized protons.

    We describe a method to couple Z' gauge bosons to the standard model (SM), without charging the SM fields under the U(1)', but instead through effective higher-dimension operators. This method allows complete control over the tree-level couplings of the Z' and does not require altering the structure of any of the SM couplings, nor does it contain anomalies or require introduction of fields in nonstandard SM representations. Moreover, such interactions arise from simple renormalizable extensions of the SM—the addition of vectorlike matter that mixes with SM fermions when the U(1)' is broken. We apply effective Z' models as explanations ofmore » various recent anomalies: the D0 same-sign dimuon asymmetry, the CDF W+di-jet excess and the CDF top forward-backward asymmetry. In the case of the W+di-jet excess we also discuss several complementary analyses that may shed light on the nature of the discrepancy. We consider the possibility of non-Abelian groups, and discuss implications for the phenomenology of dark matter as well.« less

    This paper proposes a model relationship between the operator engaged in a hazardous activity, the regulator of that activity, and the general public. The roles and responsibilities of each entity are described in a way that allows effective communication flow. The role of the regulator is developed using the steam boiler as an example of a hazard subject to regulation; however, the model applies to any regulated activity. In this model the safety analyst has the extremely important role of communicating sometimes difficult technical information to the regulator in a way that the regulator can provide credible assurance to the general public as to the adequacy of the control of the hazardous activity. The conclusion asserts that acceptance of the model, understanding of the roles and responsibilities and definition of who communicates what information to whom will mitigate frustration on the part of each of the three entities.

    Protecting space missions from severe exposures from radiation, in general, and long duration/deep space human missions, in particular, is a critical design driver, and could be a limiting factor. The space radiation environment consists of galactic cosmic rays (GCR), solar particle events (SPE), trapped radiation, and includes ions of all the known elements over a very broad energy range. These ions penetrate spacecraft materials producing nuclear fragments and secondary particles that damage biological tissues and microelectronic devices. One is required to know how every element (and all isotopes of each element) in the periodic table interacts and fragments on every other element in the same table as a function of kinetic energy ranging over many decades. In addition, the accuracy of the input information and database, in general and nuclear data in particular, impacts radiation exposure health assessments and payload penalty. After a brief review of effects of space radiation on materials and electronics, human space missions to Mars is discussed.

    Alpha particles born through fusion reactions in a tokamak reactor tend to slow down on electrons, but that could take up to hundreds of milliseconds. Before that happens, the energy in these alpha particles can destabilize on collisionless timescales toroidal Alfven modes and other waves, in a way deleterious to energy confinement. However, it has been speculated that this energy might be instead be channeled into useful energy, so as to heat fuel ions or to drive current. Such a channeling needs to be catalyzed by waves Waves can produce diffusion in energy of the alpha particles in a way that is strictly coupled to diffusion in space. If these diffusion paths in energy-position space point from high energy in the center to low energy on the periphery, then alpha particles will be cooled while forced to the periphery. The energy from the alpha particles is absorbed by the wave. The amplified wave can then heat ions or drive current. This process or paradigm for extracting alpha particle energy collisionlessly has been called alpha channeling. While the effect is speculative, the upside potential for economical fusion is immense. The paradigm also operates more generally in other contexts of magnetically confined plasma.

    Traveler attended the Dahlem Research Conference organized by the Freien Universitat, Berlin. The subject of the conference was Limiting the Greenhouse Effect: Options for Controlling Atmospheric CO{sub 2} Accumulation. Like all Dahlem workshops, this was a meeting of scientific experts, although the disciplines represented were broader than usual, ranging across anthropology, economics, international relations, forestry, engineering, and atmospheric chemistry. Participation by scientists from developing countries was limited. The conference was divided into four multidisciplinary working groups. Traveler acted as moderator for Group 3 which examined the question What knowledge is required to tackle the principal social and institutional barriers to reducing CO{sub 2} emissions'' The working rapporteur was Jesse Ausubel of Rockefeller University. Other working groups examined the economic costs, benefits, and technical feasibility of options to reduce emissions per unit of energy service; the options for reducing energy use per unit of GNP; and the significant of linkage between strategies to reduce CO{sub 2} emissions and other goals. Draft reports of the working groups are appended. Overall, the conference identified a number of important research needs in all four areas. It may prove particularly important in bringing the social and institutional research needs relevant to climate change closer to the forefront of the scientific and policy communities than hitherto.

    We calculate finite-volume effects on the pion masses and decay constant in twisted mass lattice QCD at finite lattice spacing. We show that the lighter neutral pion in twisted mass lattice QCD gives rise to finite-volume effects that are exponentially enhanced when compared to those arising from the heavier charged pions. We demonstrate that the recent two flavor twisted mass lattice data can be better fitted when twisted mass effects in finite-volume corrections are taken into account.
