    The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. Since September 2004, ongoing experiments on these two reactions have been completed, with our group's participation in both: {sup 21}Na(p,{gamma}){sup 22}Mg at the TRIUMF-ISAC laboratory (DRAGON collaboration), and 18Ne({alpha},p){sup 21}Na at Argonne National Laboratory (collaboration with Ernst Rehm, Argonne). The data from the former was subsequently published and included in our evaluation. Publication from the latter still awaits independent confirmation of the experimental results. Year 2 (2004-05): The 25Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma})14O reactions - For Year 2, we worked on evaluations of the {sup 25}Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma}){sup 14}O reactions, in accordance with our proposed deliverables and following similar standard procedures to those used in Year 1.     For a secure and sustainable energy future, the United States (U.S.) must reduce its dependence on imported oil and reduce its emissions of carbon dioxide (CO{sub 2}) and other greenhouse gases (GHGs). To meet these strategic challenges, the U.S. wiU have to create fundamentally new technologies with performance levels far beyond what is now possible. Developing advanced post-combustion clean coal technologies for capturing CO{sub 2} from existing coal-fired power plants can play a major role in the country's transition to a sustainable energy future, especially when coupled with CO{sub 2}-enhanced oil recovery (CO{sub 2}-EOR). Pursuant to these goals, NRG Energy, Inc. (NRG) submitted an application and entered into a cost-shared collaboration with the U.S. Department of Energy (DOE) under Round 3 of the Clean Coal Power Initiative (CCPI) to advance low-emission coal technologies. The objective of the NRG W A Parish Post-Combustion CO{sub 2} Capture and Sequestration Demonstration Project is to establish the technical feasibility and economic viability of post-combustion CO{sub 2} capture using flue gas from an existing pulverized coal-fired boiler integrated with geologic sequestration via an enhanced oil recovery (EOR) process. To achieve these objectives, the project will be executed in three phases. Each phase represents a distinct aspect of the project execution. The project phases are: • Phase I.     The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. This volume represents the total estimated costs for the W113 facility. Operating Contractor Management costs have been incorporated as received from WHC. The W113 Facility TEC is $19.7 million. This includes an overall project contingency of 14.4% and escalation of 17.4%. A January 2001 construction contract procurement start date is assumed.

    This report summarizes data collected in 1983 to evaluate habitat improvements in Deer, Camp, and Clear creeks, tributaries of the John Day River. The studies are designed to evaluate changes in abundance of spring chinook and summer steelhead due to habitat improvement projects and to contrast fishery benefits with costs of construction and maintenance of each project. Structure types being evaluated are: (1) log weirs, rock weirs, log deflectors, and in stream boulders in Deer Creek; (2) log weirs in Camp Creek; and (3) log weir-boulder combinations and introduced spawning gravel in Clear Creek. Abundance of juvenile steelhead ranged from 16% to 119% higher in the improved (treatment) area than in the unimproved (control) area of Deer Creek. However, abundance of steelhead in Camp Creek was not significantly different between treatment and control areas. Chinook and steelhead abundance in Clear Creek was 50% and 25% lower, respectively in 1983, than the mean abundance estimated in three previous years. The age structure of steelhead was similar between treatment and control areas in Deer and Clear creeks. The treatment area in Camp Creek, however, had a higher percentage of age 2 and older steelhead than the control. Steelhead redd counts in Camp Creek were 36% lower in 1983 than the previous five year average. Steelhead redd counts in Deer Creek were not made in 1983 because of high streamflows. Chinook redds counted in Clear Creek were 64% lower than the five year average. Surface area, volume, cover, and spawning gravel were the same or higher than the corresponding control in each stream except in Deer Creek where there was less available cover and spawning gravel in sections with rock weirs and in those with log deflectors, respectively. Pool:riffle ratios ranged from 57:43 in sections in upper Clear Creek with log weirs to 9:91 in sections in Deer Creek with rock weirs.     The overall objective of this research was to create new proton-conducting polymer electrolytes for use in energy conversion devices including hydrogen fuel cells that could operate at high temperatures (95-130 C) and under low relative humidity (< 50% RH) conditions. The new polymers were based on the fluoroalkylphosphonic and phosphinic acid (FPA) groups (see illustration below) which offer prospects for rapid proton transport by a proton-hopping mechanism similar to that which operates in phosphoric acid, a well-known proton-transporting electrolyte that is used in a class of hydrogen fuel cells that work well under the conditions noted above and are already commercially successful. The two specific project objectives were as follows: (1) synthesize and characterize new proton-conducting electrolytes based on the fluoroalkylphosphonic and phosphinic acid (FPA) functional groups; and (2) create and apply new computer models to study protonic conduction in FPA-based electrolytes. The project was successful in creating the desired polymer electrolytes and also a series of molecular model compounds which were used to study proton transport in FPA electrolytes in general. Computer models were created to study both structure and proton-transport dynamics in the electrolytes, particularly the molecular model compounds. Rapid proton transport by a hopping mechanism was found in many of the model compounds and correlations with transport rates with molecular structure were identified. Several polymeric analogs of FPA model compounds were prepared and studied, however FPA-based polymeric materials having very high protonic conductivities under either wet or dry conditions were not obtained. Long-term care includes monitoring, maintenance, and emergency measures needed to protect public health and safety and the environment after remedial action is completed. This document applies to the UMTRCA-designated Title I disposal sites.     The purpose of this document is to define the work that must be accomplished by the NIF Project during Title III Engineering. This definition is intended to be sufficiently detailed to provide a framework for yearly planning, to clearly identify the specific deliverables so that the Project teams can focus on them, and to provide a common set of objectives and processes across the Project. This plan has been preceded by similar documents for Title I and Title II design and complements the Site Management Plan, the Project Control Manual, the Quality Assurance Program Plan, the RM Parsons NIF Title III Configuration Control Plan, the Integrated Project Schedule, the Preliminary Safety Analysis Report, the Configuration Management Plan, and the Transition Plan.

    The CERN experiment WA98 is a general-survey, open-spectrometer experiment designed to examine 160 A GeV/c Pb+A collisions at the CERN-SPS. The experiment has a broad physics agenda, as suggested by its many different subsystems. A diagram of the experiment as it stood in 1995 is shown in the report.     The objective of project was to develop MnBi based permanent magnet for high temperature application (~150°C). This objective is derived based on MnBi’s unique positive temperature dependence of coercivity, which is doubled from ~1 T at RT to ~2.5 T at 200°C. Because of its limited magnetization (<0.9 T at RT), the MnBi magnet is best suited to fill in the gap between rare earth based NdFeB-Dy or SmCo magnet (20 MGOe) and the AlNiCo magnet (10 MGOe) at 150°C. It is expected that if successfully developed, MnBi will effectively mitigate the world’s demand on Dy. Before this project, the highest LTP content in MnBi powder is about 90% if the quantity of the powder is less than 5 gram (using melt-spin method); or 80% if the quantity is greater than 100 gram (using conventional powder metallurgical method such as arc melting and annealing). After this project, large quantities (5kg/batch) with high LPT phase content (>92 wt%) can be routinely synthesized. This achievement is made possible by the newly developed synthesis method based on conventional metallurgical processing technique involving arc melting, two-stage ingot annealing, grinding, sieving, and vacuum annealing. Before this project, the finest powder particle size is about 35 μm with overall powder composition maintaining at about 85% LTP phase. The reason why LTP phase content is listed along with particle size is because LTP MnBi is easy to decompose when exposed to temperature higher than 350 °C. As result, only low energy ball milling can be used to refine the particle size; moreover, the ball milling time cannot exceed 4 hrs, or else the decomposed LTP MnBi phase will exceed 10%. After this project, the finest powder size is reduced to 1~5 μm while maintain the 90% LTP MnBi phase content. This achievement is made possible by a newly developed cryogenic ball milling system, which provides -70 °C ambient for the rolling container. Before this project, it is not clear if MnBi will

    As the title of the grant clearly states, this project has explores a unique way that makes use of manmade proteins to turn solar energy into chemical fuels. A major impetus to the work is that there is growing support for the view that two related forces will impact on future livability of Earth. The first is the finite supply of fossil fuels to power the Earth making it prudent to save this resource for the creation of useful chemicals. The second is that burning fossil fuels to generate power releases “greenhouse” gases into the atmosphere. There is mounting evidence that this is a major contribution to the warming trend in the Earth’s atmosphere and biosphere.

    Title V of the Clean Air Act Amendments of 1990 requires that the owners and operators of certain types of industrial plants obtain a federal operating permit. In general, any plant that meets the definition of a major source must either obtain a Title V Operating permit, or take actions to ``act out`` of the Title V program. This Technical Paper describes the experience of the authors in designing and implementing a computer system for data management and reporting of Clean Air Act Title V Permit information.     This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared. The co-venturers withdrew from the project for two reasons: federal financial assistance to the project was seen to be highly uncertain; and funds were being expended at an unacceptably high rate.

    This project aims to explore and develop enabling methodology and techniques for nano-scale characterization of microbe cell surface contact mechanics, interactions and adhesion quantities that allow for identification and quantification of indicative properties related to microorganism migration and transport behavior in porous media and in subsurface environments. Microbe transport has wide impact and therefore is of great interest in various environmental applications such as in situ or enhanced subsurface bioremediation,filtration processes for water and wastewater treatments and protection of drinking water supplies. Although great progress has been made towards understanding the identities and activities of these microorganisms in the subsurface, to date, little is known of the mechanisms that govern the mobility and transport of microorganisms in DOE’s contaminated sites, making the outcomes of in situ natural attenuation or contaminant stability enhancement unpredictable. Conventionally, movement of microorganisms was believed to follows the rules governing solute (particle) transport. However, recent studies revealed that cell surface properties, especially those pertaining to cell attachment/adhesion and aggregation behavior, can cause the microbe behavior to deviate from non-viable particles and hence greatly influence the mobility and distribution of microorganisms in porous media.This complexity highlights the need to obtain detailed information of cell-cell and cell-surface interactions in order to improve and refine the conceptual and quantitative model development for fate and transport of microorganisms and contaminant in subsurface. Traditional cell surface characterization methods are not sufficient to fully predict the deposition rates and transport behaviors of microorganism observed.     The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. These proposals are connected actions and will be evaluated in the same EIS.     Thermochemical water splitting cycles, using the heat of nuclear power plants, offer an alternate highly efficient route for the production of hydrogen. Among the many possible thermochemical cycles for the hydrogen production, the sulfur-based cycles lead the competition in overall energy efficiency. A variant on sulfur-based thermochemical cycles is the Hybrid Sulfur (HyS) Process, which uses a sulfur dioxide depolarized electrolyzer (SDE) to produce hydrogen. The Savannah River National Laboratory (SRNL) selected the fuel cell MEA design concept for the SDE in the HyS process since the MEA concept provides a much smaller cell footprint than conventional parallel plate technology. The electrolyzer oxidizes sulfur dioxide to form sulfuric acid at the anode and reduces protons to form hydrogen at the cathode. The overall electrochemical cell reaction consists of the production of H{sub 2}SO{sub 4} and H{sub 2}. There is a significant need to provide the membrane materials that exhibit reduced sulfur dioxide transport characteristics without sacrificing other important properties such as high ionic conductivity and excellent chemical stability in highly concentrated sulfuric acid solutions saturated with sulfur dioxide. As an alternative membrane, sulfonated Perfluorocyclobutyl aromatic ether polymer (sPFCB) were expected to posses low SO2 permeability due to their stiff backbones as well as high proton conductivity, improved mechanical properties. The major accomplishments of this project were the synthesis, characterizations, and optimizations of suitable electrolyzers for good SDE performance and higher chemical stability against sulfuric acid. SDE performance results of developed sPFCB polyelectrolytes have shown that these membranes exhibit good chemical stability against H{sub 2}SO{sub 4}.
