    The Virginia Tech GATE Center for Automotive Fuel Cell Systems (CAFCS) achieved the following objectives in support of the domestic automotive industry: Expanded and updated fuel cell and vehicle technologies education programs; Conducted industry directed research in three thrust areas development and characterization of materials for PEM fuel cells; performance and durability modeling for PEM fuel cells; and fuel cell systems design and optimization, including hybrid and plug-in hybrid fuel cell vehicles; Developed MS and Ph.D. engineers and scientists who are pursuing careers related to fuel cells and automotive applications; Published research results that provide industry with new knowledge which contributes to the advancement of fuel cell and vehicle systems commercialization. With support from the Dept. of Energy, the CAFCS upgraded existing graduate course offerings; introduced a hands-on laboratory component that make use of Virginia Tech's comprehensive laboratory facilities, funded 15 GATE Fellowships over a five year period; and expanded our program of industry interaction to improve student awareness of challenges and opportunities in the automotive industry. GATE Center graduate students have a state-of-the-art research experience preparing them for a career to contribute to the advancement fuel cell and vehicle technologies.

    The former title for this record was "Geothermal Data for the Eastern and Southeastern U.S. from the Regional Geophysics Laboratory of Virginia Tech." The content originally referenced is still available. It includes geothermal maps of seven southeastern states with accompanying data tables. The seven states are: New Jersey, Maryland, Delaware, Virginia, North Carolina, South Caroline, and Georgia. Data types include geothermal data, seismic data, and magnetic and gravity data. Typical geothermal data may include tables of temperature versus depth data, plots of temperature/gradient versus depth, tables of thermal conductivity data, and tables of gamma log data. Other resources available from the RGL provide information about hot springs in the southeastern U.S., temperatures for Atlantic Coastal Plain sediments, and deep fracture permeability in crystalline rocks in the eastern and southeastern U.S. Recently, this website and its collection of geothermal data has been renamed and reorganized as a portal into the National Geothermal Data System, a move that makes far more data both available and integrated.

    The objectives of the EPRI fuel program is to supplement the fuel vendor research to assure that utility economic and operational interests are met. To accomplish such objectives, EPRI has conducted research and development efforts to (1) reduce fuel failure rates and mitigate the impact of fuel failures on plant operation, (2) provide technology to extend burnup and reduce fuel cycle cost. The scope of R&D includes fuel and cladding. In this paper, only R&D related to cladding integrity will be covered. Specific areas aimed at improving fuel cladding integrity include: (1) Fuel Reliability Data Base; (2) Operational Guidance for Defective Fuel; (3) Impact of Water Chemistry on Cladding Integrity; (4) Cladding Corrosion Data and Model; (5) Cladding Mechanical Properties; and (6) Transient Fuel Cladding Response.

    On October 14-15, 1986, EPRI sponsored a Symposium on cogeneration to examine the major issues of current interest to utilities. The Symposium, held in Washington, DC, provided a forum for the review and exchange of information on the recent cogeneration experiences of utilities. Specific topics discussed were federal cogeneration regulations and their impacts on utilities, cogeneration trends and prospects, utility leadership in cogeneration ventures, strategic utility planning relative to cogeneration, small cogeneration: implications for utilities; and electric alternatives to cogeneration. Some of the critical issues relative to cogeneration from the utility perspective were explored in case studies, discussions and question/answer sessions. This report contains the 24 papers presented and discussed at the Symposium. They are processed separately for the data base.

    Since 1973 the Electric Power Research Institute (EPRI) has supported research to evaluate the biological effects which may result from exposure to electric fields produced by AC overhead transmission lines; more recently, EPRI has also begun DC research. Through 1981 EPRI will have expended $8.7M on these efforts. Ongoing AC projects are studying a variety of lifeforms exposed to electric fields; these include humans, miniature swine, rats, honeybees, chick embryos, and crops. The status of these projects is discussed. The DC program has not as yet produced data. These studies will add to the current data base so as to enable a more complete assessment of health risks which may be associated with exposure to electric fields at power frequencies.

    For more than 20 years, EPRI's Coal Combustion Product Use Program has been a leader in providing research to demonstrate the value of using coal combustion products (CCPs) in construction and manufacturing. Work is concentrated on large-volume uses, increasing use in traditional applications, uses in light of changes in CCP quality resulting form increased and new air emissions controls for nitrogen oxides, sulfur oxides and mercury. Currently, EPRI is investigating opportunities for using higher volumes of Class C ash in concrete; approaches for ensuring that mercury controls do not adversely affect the use of CCPs; agricultural uses for products from flue gas desulfurization; possible markets for spray dryer absorber byproducts; and issues involved with the presence of ammonia in ash. Some recent results and future work is described in this article. 4 photos.

    EPRI sponsors many conferences and workshops addressing various aspects of fossil power plant maintenance. Featured have been topics such as inspection methods, life assessment techniques, overhaul planning, predictive maintenance programs, thermography, vibration monitoring, welding, and component-specific events on boilers, condensers, feedwater heaters, generators, and turbines. The 1996 EPRI Fossil Plant Maintenance Conference-held July 29-August 1, 1996, in Baltimore, Maryland-reached a wider audience by providing a forum to discuss all aspects of fossil plant maintenance. Knowledgeable industry personnel exchanged information on state-of-the-art technology; identified major unresolved problems; and helped establish priorities for further research, development, and demonstration in fossil plant maintenance. This document presents report presented at the conference. Individual papers have been processed separately for the United States Department of Energy databases.

  17. FETC/EPRI BIOMASS COFIRING COOPERATIVE AGREEMENT

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority�s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

A biomass material handling system was designed for the Seward testing, a gasification system was designed for the Allen Fossil Plant, and a test program plan was developed for testing at NIPSCO�s Bailly Station. Also completed this quarter was a cyclone combustion model that provides a color visual representation of estimated temperatures within a plant. This report summarizes the activities during the second quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

Technical work that proceeded during the eleventh quarter of the contract included the following: Testing at up to {approx}15 percent cofiring on a mass basis ({approx}7 percent cofiring on a Btu basis) at the Seward Generating Station No.12 boiler, focusing upon the operability of the separate injection system and the combustion/emission formation characteristics of the cofiring process; and Testing at up to {approx}10 percent cofiring of waste wood on a mass basis ({approx}5 percent cofiring on a Btu basis) at the Bailly Generating Station No.7 boiler, focusing upon the impacts of urban wood waste blended with a mixture of eastern high sulfur coal and western low sulfur coal Both tests demonstrated the following general, and expected, results from cofiring at these locations: (1) Cofiring did not impact boiler capacity; (2) Cofiring did cause a modest reduction in boiler efficiency; (3) Cofiring did reduce NOx emissions; (4) Cofiring did reduce fossil CO2 emissions; and (5) Other impacts of cofiring were modest.

The EPRI implementation project for on-line monitoring has demonstrated the feasability of on-line monitoring at several participating nuclear plants. The results have been very enouraging, and substantial progress is anticipated in the coming years.

    This paper reports that from instant sensation to virtual pariah, cold fusion has had a stormy history since two University of Utah researchers first announced its discovery in March 1989. Research into this mysterious phenomenon has been plagued both by technical difficulties in replicating experimental results and by sometimes bitter controversy over scientific standards and personal credibility. Now, in a somewhat calmer atmosphere, significant progress is being made through experiments that are reproducible over long periods of time and under a variety of conditions. These experiments indicate that nuclear reactions may indeed occur at room temperature in a crystal lattice in ways not understood before. It's time we stopped calling these reactions cold fusion, says David Worledge, EPRI coordinator of research in this area. There is now good evidence that cold nuclear reaction of some sort are taking place, but also growing indications that they aren't conventional deuterium-deuterium fusion, as first assumed. Also, the cold nuclear reactions inferred from the neutrons that have been detected are not numerous enough to be responsible for the excess heat production still being reported in some experiments. In their original work, University of Utah scientist Martin Fleischmann and Stanley Pons used a simple laboratory apparatus consisting of a palladium rod surrounded by a platinum coil and immersed in heavy water. They reported that when a small electric current was applied to the cells, deuterium nuclei from the heavy water were driven into the palladium rod, where they were held in the metal lattice and apparently fused, producing 4 watts of heat for each watt of electric power supplied.

    In 1992, the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) initiated the Utility Wind Turbine Verification Program (TVP). The goal of the program is to evaluate prototype advanced wind turbines at several sites developed by U.S. electric utility companies. Two six MW wind projects have been installed under the TVP program by Central and South West Services in Fort Davis, Texas and Green Mountain Power Corporation in Searsburg, Vermont. In early 1997, DOE and EPRI selected five more utility projects to evaluate distributed wind generation using smaller {open_quotes}clusters{close_quotes} of wind turbines connected directly to the electricity distribution system.     Understanding the cost and performance issues associated with coal quality or, more precisely, specific constituents within coal is an important ingredient of engineering and planning processes. Such processes can cover a wide range of activities, including how to most cost-effectively burn local coal supplies, how to identify what technologies or designs should be employed for new facilities, and how to identify potentially viable {open_quotes}new{close_quotes} coal supplies. Selection of coals, coal blends, or coal benefication processes is a complex problem.     Since the first solid-state HVDC system was installed at Eel River in 1971, there have been enormous strides in component capability and control algorithm sophistication. Benefits include reduction in cost and power losses, smaller size and improved system stability - all achieved with the same high reliability. These improvements have been achieved through development programs which required a commitment of considerable resources made possible because GE considers HVDC an important area of growth and because EPRI has consistently supported HVDC projects. Some developments from the GE-EPRI partnership for progress in HVDC technology are already being offered and others are in the process of commercialization. These on-going programs assure that future improvements will continue to make HVDC a more attractive alternative for meeting the utility industry's needs.

    During the 1990s, the Electric Power Research Institute (EPRI) developed methods for fire risk analysis to support its utility members in the preparation of responses to Generic Letter 88-20, Supplement 4, 'Individual Plant Examination - External Events' (IPEEE). This effort produced a Fire Risk Assessment methodology for operations at power that was used by the majority of U.S. nuclear power plants (NPPs) in support of the IPEEE program and several NPPs overseas. Although these methods were acceptable for accomplishing the objectives of the IPEEE, EPRI and the U.S. Nuclear Regulatory Commission (NRC) recognized that they required upgrades to support current requirements for risk-informed, performance-based (RI/PB) applications. In 2001, EPRI and the USNRC's Office of Nuclear Regulatory Research (RES) embarked on a cooperative project to improve the state-of-the-art in fire risk assessment to support a new risk-informed environment in fire protection. This project produced a consensus document, NUREG/CR-6850 (EPRI 1011989), entitled 'Fire PRA Methodology for Nuclear Power Facilities' which addressed fire risk for at power operations. NUREG/CR-6850 developed high level guidance on the process for identification and inclusion of human failure events (HFEs) into the fire PRA (FPRA), and a methodology for assigning quantitative screening values to these HFEs. It outlined the initial considerations of performance shaping factors (PSFs) and related fire effects that may need to be addressed in developing best-estimate human error probabilities (HEPs). However, NUREG/CR-6850 did not describe a methodology to develop best-estimate HEPs given the PSFs and the fire-related effects. In 2007, EPRI and RES embarked on another cooperative project to develop explicit guidance for estimating HEPs for human failure events under fire generated conditions, building upon existing human reliability analysis (HRA) methods.     The FETC/EPRI Biomass Cofiring Program has completed one year of activity, accelerating the pace of cofiring development. Cofiring tests were completed at the Seward Generating Station of GPU Genco and at the Michigan City Generating Station of NIPSCO. The NYSEG work at Greenidge Station resulted in a workable, low cost method for injecting biofuels into coal-fired PC boilers. Support studies and modeling continued to provide analytics for the cofiring program. This report summarizes the activities during the fourth quarter of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon the results of testing in order to highlight the progress at utilities.

    The purpose of the Risk Informed Safety Margin Characterization (RISMC) Pathway research and development (R&D) is to support plant decisions for risk-informed margins management with the aim to improve economics, reliability, and sustain safety of current NPPs. Goals of the RISMC Pathway are twofold: (1) Develop and demonstrate a risk-assessment method coupled to safety margin quantification that can be used by NPP decision makers as part of their margin recovery strategies. (2) Create an advanced "RISMC toolkit" that enables more accurate representation of NPP safety margin. In order to carry out the R&D needed for the Pathway, the Idaho National Laboratory (INL) is collaborating with the Electric Power Research Institute (EPRI) in order to focus on applications of interest to the U.S. nuclear power industry. This report documents the collaboration activities performed between INL and EPRI during FY2013.

    The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Among these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. This Quarterly Report, covering the third quarter of the FETC/EPRI Biomass Cofiring Program, highlights the progress made on the 16 projects funded under this cooperative agreement.

    Omaha Public Power District used EPRI`s Heat-Rate Improvement Guidelines for Existing Fossil Plants to evaluate thermal performance, determine magnitude and causes of heat-rate degradation, and recommend corrective actions at its North Omaha unit 5. The project showed that cost-effective heat-rate improvements ranging between 250 Btu/kWh at full load and 1000 Btu/kWh at part load are possible. Utilities can use the methods in this report to adapt EPRI guidelines to their own needs. The project team developed a plan for using the guidelines, including schedules, communication channels, and responsibilities of key individuals. The team determined the best achievable heat rate for the unit by evaluating design information, acceptance test.data, and plant changes. By comparing these data with current unit performance, investigators were able to determine the potential for heat-rate improvement. They also modified a set of heat-rate logic trees, originally presented in EPRI report CS-4554. These modifications helped them diagnose causes of heat-rate losses at North Omaha unit 5. They then determined the potential performance improvement of the corrective measures identified in the root-cause evaluation. Using economic studies, researchers identified and ranked cost-effective methods for improving heat rate. Plant improvements with recovery periods of five years or less may yield large heat-rate gains. Investigators identified the following plant improvements, resulting in heat-rate gains of 250 Btu/kWh: High-pressure turbine seal replacement; Air heater seal replacement; Improved feedwater heater level monitoring.

    This report documents state-of-the-art methods, tools, and data for the conduct of a fire Probabilistic Risk Assessment (PRA) for a commercial nuclear power plant (NPP) application. The methods have been developed under the Fire Risk Re-quantification Study. This study was conducted as a joint activity between EPRI and the U. S. NRC Office of Nuclear Regulatory Research (RES) under the terms of an EPRI/RES Memorandum of Understanding [RS.1] and an accompanying Fire Research Addendum [RS.2]. Industry participants supported demonstration analyses and provided peer review of this methodology. The documented methods are intended to support future applications of Fire PRA, including risk-informed regulatory applications. The documented method reflects state-of-the-art fire risk analysis approaches. The primary objective of the Fire Risk Study was to consolidate recent research and development activities into a single state-of-the-art fire PRA analysis methodology. Methodological issues raised in past fire risk analyses, including the Individual Plant Examination of External Events (IPEEE) fire analyses, have been addressed to the extent allowed by the current state-of-the-art and the overall project scope. Methodological debates were resolved through a consensus process between experts representing both EPRI and RES. The consensus process included a provision whereby each major party (EPRI and RES) could maintain differing technical positions if consensus could not be reached. No cases were encountered where this provision was invoked. While the primary objective of the project was to consolidate existing state-of-the-art methods, in many areas, the newly documented methods represent a significant advancement over previously documented methods. In several areas, this project has, in fact, developed new methods and approaches. Such advances typically relate to areas of past methodological debate.

This report contains results from the portion of this program established as Phase I (of three phases) that entails baseline fracture toughness, stress corrosion cracking (SCC), and tensile testing of selected materials for comparison to similar tests conducted at GE Global Research. The intent of this Phase I research program is to determine baseline properties for the materials of interest prior to irradiation, and to ensure comparability between laboratories using similar testing techniques, prior to applying these techniques to the same materials after having been irradiated at the Advanced Test Reactor (ATR). The materials chosen for this research are the nickel based super alloy X-750, and nitrogen strengthened austenitic stainless steel XM-19. A spare core shroud upper support bracket of alloy X-750 was purchased by EPRI from Southern Co. and a section of XM-19 plate was purchased by EPRI from GE-Hitachi. These materials were sectioned at GE Global Research and provided to INL.

    Omaha Public Power District used EPRI's Heat-Rate Improvement Guidelines for Existing Fossil Plants to evaluate thermal performance, determine magnitude and causes of heat-rate degradation, and recommend corrective actions at its North Omaha unit 5. The project showed that cost-effective heat-rate improvements ranging between 250 Btu/kWh at full load and 1000 Btu/kWh at part load are possible. Utilities can use the methods in this report to adapt EPRI guidelines to their own needs. The project team developed a plan for using the guidelines, including schedules, communication channels, and responsibilities of key individuals. The team determined the best achievable heat rate for the unit by evaluating design information, acceptance test.data, and plant changes. By comparing these data with current unit performance, investigators were able to determine the potential for heat-rate improvement. They also modified a set of heat-rate logic trees, originally presented in EPRI report CS-4554. These modifications helped them diagnose causes of heat-rate losses at North Omaha unit 5. They then determined the potential performance improvement of the corrective measures identified in the root-cause evaluation. Using economic studies, researchers identified and ranked cost-effective methods for improving heat rate. Plant improvements with recovery periods of five years or less may yield large heat-rate gains. Investigators identified the following plant improvements, resulting in heat-rate gains of 250 Btu/kWh: High-pressure turbine seal replacement; Air heater seal replacement; Improved feedwater heater level monitoring.

    A data acquisition and analysis effort charted the performance of a solar-assisted, hot water preheat system supplying a portion of the service water needs at the EPRI Headquarters complex in Palo Alto, California. The project commenced in June of 1978, with active data acquisition transpiring over a 12-month period from December 1, 1978, to November 30, 1979. Detailed load and performance data for the system are presented, the merits of the data acquisition system employed are discussed, and recommendations for future monitoring efforts are provided.

    Abandoned Mined Lands (AML) are lands that were mined prior to implementation of the federal Surface Mining Control and Reclamation Act (SMCRA) in 1977, but were inadequately reclaimed. Re-mining of AML is being conducted on a routine basis by coal-mining operations in eastern states such as Virginia. Re-mining is a potentially important means of reclaiming AML. However, under current policies, re-mining operations often fail to permit and reclaim priority 1, 2, and 3 AML, especially those areas which present the most severe environmental problems. This paper describes policy issues which affect the potential for AML reclamation by re-mining operations in mountainous mining areas, such as Virginia; efforts underway in Virginia which seek to resolve those issues; and progress achieved to date under that initiative.

    A number of improvements have been made by ORNL to the lattice physics code EPRI-CELL (E-C) which is widely used by utilities for analysis of power reactors. The code modifications were made mainly in the thermal and epithermal routines and resulted in improved reactor physics approximations and more efficient running times. The improvements in the thermal flux calculation included implementation of a group-dependent rebalance procedure to accelerate the iterative process and a more rigorous calculation of interval-to-interval collision probabilities. The epithermal resonance shielding methods used in the code have been extensively studied to determine its major approximations and to examine the sensitivity of computed results to these approximations. The study has resulted in several improvements in the original methodology.

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    All the projects within the US Department of Energy (DOE) Electrical Power Research Institute (EPRI) Wind Turbine Verification Program (TVP) are now in operation. As a result, the emphasis of the owners and operators has shifted from installation and commissioning to a focus on optimizing the operation and maintenance (O and M) activities of the projects. Each project utilizes a unique strategy for performing O and M. O and M personnel for projects in Searsburg, Vermont; Glenmore, Wisconsin; Algona, Iowa; Springview, Nebraska; Kotzebue, Alaska; and Big Spring, Texas include on-site vendor representatives, dedicated utility personnel, and utility personnel who split their time between the wind turbines and other utility responsibilities. Each project has its own set of priorities for balancing turbine availability against safety, minimizing overtime pay, and other utility responsibilities. Various strategies have also been employed to ensure access to tools and spare parts. This paper compares and contrasts the various O and M strategies at TVP projects and reviews the causes of turbine downtime and the frequency and duration of faults.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    The Nalco Fuel Tech with its seat at Naperville (near Chicago), Illinois, is an engineering company working in the field of technology and equipment for environmental protection. A major portion of NALCO products constitute chemical materials and additives used in environmental protection technologies (waste-water treatment plants, water treatment, fuel modifiers, etc.). Basing in part on the experience, laboratories and RD potential of the mother company, the Nalco Fuel Tech Company developed and implemented in the power industry a series of technologies aimed at the reduction of environment-polluting products of fuel combustion. The engineering solution of Nalco Fuel Tech belong to a new generation of environmental protection techniques developed in the USA. They consist in actions focused on the sources of pollutants, i.e., in upgrading the combustion chambers of power engineering plants, e.g., boilers or communal and/or industrial waste combustion units. The Nalco Fuel Tech development and research group cooperates with leading US investigation and research institutes.

    This paper describes current and projected future energy use by end-use and fuel for the U.S. residential sector, and assesses which end-uses are growing most rapidly over time. The inputs to this forecast are based on a multi-year data compilation effort funded by the U.S. Department of Energy. We use the Electric Power Research Institute`s (EPRI`s) REEPS model, as reconfigured to reflect the latest end-use technology data. Residential primary energy use is expected to grow 0.3% per year between 1995 and 2010, while electricity demand is projected to grow at about 0.7% per year over this period. The number of households is expected to grow at about 0.8% per year, which implies that the overall primary energy intensity per household of the residential sector is declining, and the electricity intensity per household is remaining roughly constant over the forecast period. These relatively low growth rates are dependent on the assumed growth rate for miscellaneous electricity, which is the single largest contributor to demand growth in many recent forecasts.

    The properties of five Japanese reactor pressure vessel steels have been characterized. These steels represent three A533-B C1 1 plates and two A 508 C1 3 forgings produced over a 20-year period, from 1969 to 1989. The fracture toughness was characterized by means of the J-R curve. Also investigated were the Charpy V-Notch and tensile properties as well as chemical composition and metallography. The five specimens were found to be essentially identical in the areas investigated. The test results for the five Japanese steels provide the unirradiated baseline needed for evaluating the effects of radiation embrittlement. Several of these Japanese materials are being irradiated in power and test reactors as part of the EPRI/CRIEPI Joint Research Project.

    Nuclear power has contributed almost 20% of the total amount of electricity generated in the United States over the past two decades. High capacity factors and low operating costs make nuclear power plants (NPPs) some of the most economical power generators available. Further, nuclear power remains the single largest contributor (nearly 70%) of non-greenhouse gas-emitting electric power generation in the United States. Even when major refurbishments are performed to extend operating life, these plants continue to represent cost-effective, low-carbon assets to the nation’s electrical generation capability. By the end of 2014, about one-third of the existing domestic fleet will have passed their 40th anniversary of power operations, and about one-half of the fleet will reach the same 40-year mark within this decade. Recognizing the challenges associated with pursuing extended service life of commercial nuclear power plants, the U.S. Department of Energy’s (DOE) Office of Nuclear Energy (NE) and the Electric Power Research Institute (EPRI) have established separate but complementary research and development programs (DOE-NE’s Light Water Reactor Sustainability [LWRS] Program and EPRI’s Long-Term Operations [LTO] Program) to address these challenges. To ensure that a proper linkage is maintained between the programs, DOE-NE and EPRI executed a memorandum of understanding in late 2010 to “establish guiding principles under which research activities (between LWRS and LTO) could be coordinated to the benefit of both parties.” This document represents the third annual revision to the initial version (March 2011) of the plan as called for in the memorandum of understanding.

    A study of the Virginia coal industry concludes that since coal quality from Virginia, West Virginia, and Kentucky is similar, then delivered cost is the key to steam coal sales to Virginia electric utilities. While the future looks good for the industry, coal from eastern Kentucky and West Virginia was delivered at a lower cost, which put Virginia coal at a disadvantage. Increased Virginia coal sales require the close cooperation of coal suppliers, transporters, and users. Negotiators directly representing the governor might be able to help bring this about. The report concludes with several recommendations, including the expansion of the Norfolk Southern railroad system, the requirement that state installations use state coal, consultation services to small operators, and the publication and dissemination of information to coal users. 3 figures, 26 tables.

    The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

    The application NUREG/CR-6850 EPRI/NRC fire PRA methodology to DOE facility presented several challenges. This paper documents the process and discusses several insights gained during development of the fire PRA. A brief review of the tasks performed is provided with particular focus on the following: • Tasks 5 and 14: Fire-induced risk model and fire risk quantification. A key lesson learned was to begin model development and quantification as early as possible in the project using screening values and simplified modeling if necessary. • Tasks 3 and 9: Fire PRA cable selection and detailed circuit failure analysis. In retrospect, it would have been beneficial to perform the model development and quantification in 2 phases with detailed circuit analysis applied during phase 2. This would have allowed for development of a robust model and quantification earlier in the project and would have provided insights into where to focus the detailed circuit analysis efforts. • Tasks 8 and 11: Scoping fire modeling and detailed fire modeling. More focus should be placed on detailed fire modeling and less focus on scoping fire modeling. This was the approach taken for the fire PRA. • Task 14: Fire risk quantification. Typically, multiple safe shutdown (SSD) components fail during a given fire scenario. Therefore dependent failure analysis is critical to obtaining a meaningful fire risk quantification. Dependent failure analysis for the fire PRA presented several challenges which will be discussed in the full paper.

    Results of three EPRI projects have been combined to analyze power industry consumption of gas and other generating fuels. The report`s capstone is a scenario analysis of power industry generation and fuel consumption. The Utility Fuel Consumption Model (UFCM), developed for the project, predicts generating capacity and generation by region and fuel through 2015, based on load duration curves, generation dispatch, and expected capacity additions. Scenarios embody uncertain factors, such as electricity demand growth, fuel switching, coal-gas competition, the merit order of gas-coal dispatch, and retirement of nuclear units, that substantially affect gas consumption. Some factors, especially electricity demand have very large effects. The report includes a consistent database on NUG (non-utility generation) capacity and generation and assesses historical and prospective trends in NUG generation. The report shows that NUG capacity growth will soon decline substantially. The study assesses industry capability for price-induced fuel switching from gas to oil and coal, documenting conversions of coal units to dual coal-gas capability and determining that gas-to-oil switching remains a strong influence on fuel availability and gas prices, though regulation and taxation have increased trigger prices for switching. 61 tabs.
