    Studies of Rocky Mountain area petroleum product availability with reduced refining capacity in Petroleum Administration for Defense IV (PADD IV, part of the Rocky Mountain area) have been performed with the Oak Ridge National Laboratory Refinery Yield Model, a linear program which has been updated to blend gasolines to satisfy constraints on emissions of nitrogen oxides and winter toxic air pollutants. The studies do not predict refinery closures in PADD IV. Rather, the reduced refining capacities provide an analytical framework for probing the flexibility of petroleum refining and distribution for winter demand conditions in the year 2000. Industry analysts have estimated that, for worst case scenarios, 20 to 35 percent of PADD IV refining capacity could be shut-down as a result of clean air and energy tax legislation. Given these industry projections, the study scenarios provide the following conclusions: The Rocky Mountain area petroleum system would have the capability to satisfy winter product demand with PADD IV refinery capacity shut-downs in the middle of the range of industry projections, but not in the high end of the range of projections. PADD IV crude oil production can be maintained by re-routing crude released from PADD IV refinery demands to satisfy increased crude oil demands in PADDs II (Midwest), III (Gulf Coast), and Washington. Clean Air Act product quality regulations generally do not increase the difficulty of satisfying emissions reduction constraints in the scenarios.

    This study examines supply, consumption, and distribution of transportation fuels in Petroleum Administration for Defense Districts (PADDs) 1 and 3, or the U.S. East Coast and the Gulf Coast, respectively. The East Coast region includes states from Maine to Florida along the U.S. Atlantic Coast. The Gulf Coast region comprises states between New Mexico in the west to Alabama in the east along the Gulf of Mexico. For this study, transportation fuels include gasoline, diesel fuel and jet fuel. Residual fuel oil supply is also analyzed where applicable.

    The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included: Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors. Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org. Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    This final report summarizes the Phase I research conducted by the Midwest regional Carbon Sequestration Partnership (MRCSP). The Phase I effort began in October 2003 and the project period ended on September 31, 2005. The MRCSP is a public/private partnership led by Battelle with the mission of identifying the technical, economic, and social issues associated with implementation of carbon sequestration technologies in its seven state geographic region (Indiana, Kentucky, Maryland, Michigan, Ohio, Pennsylvania, and West Virginia) and identifying viable pathways for their deployment. It is one of seven partnerships that together span most of the U.S. and parts of Canada that comprise the U.S. Department of Energy's (DOE's) Regional Carbon Sequestration Program led by DOE's national Energy Technology Laboratory (NETL). The MRCSP Phase I research was carried out under DOE Cooperative Agreement No. DE-FC26-03NT41981. The total value of Phase I was $3,513,513 of which the DOE share was $2,410,967 or 68.62%. The remainder of the cost share was provided in varying amounts by the rest of the 38 members of MRCSP's Phase I project. The next largest cost sharing participant to DOE in Phase I was the Ohio Coal Development Office within the Ohio Air Quality Development Authority (OCDO). OCDO's contribution was $100,000 and was contributed under Grant Agreement No. CDO/D-02-17. In this report, the MRCSP's research shows that the seven state MRCSP region is a major contributor to the U. S. economy and also to total emissions of CO2, the most significant of the greenhouse gases thought to contribute to global climate change. But, the research has also shown that the region has substantial resources for sequestering carbon, both in deep geological reservoirs (geological sequestration) and through improved agricultural and land management practices (terrestrial sequestration).     The Midwest Superconductivity Consortium, MISCON, in the fourth year of operations further strengthened its mission to advance the science and understanding of high T{sub c} superconductivity. The goals of the organization and the individual projects continue to reflect the current needs for new knowledge in the field and the unique capabilities of the institutions involved. Group efforts and cooperative laboratory interactions to achieve the greatest possible synergy under the Consortium continue to be emphasized. Industrial affiliations coupled with technology transfer initiatives were expanded. Activities of the participants during the past year achieved an interactive and high level of performance. The number of notable achievements in the field contributed by Consortium investigators increased. The programmatic research continues to focus upon key materials-related problems in two areas. The first area has a focus upon {open_quotes}Synthesis and Processing{close_quotes} while the second is centered around {open_quotes}Limiting Features in Transport Properties of High T{sub c} Materials{close_quotes}.

    Abandoned Mined Lands (AML) are lands that were mined prior to implementation of the federal Surface Mining Control and Reclamation Act (SMCRA) in 1977, but were inadequately reclaimed. Re-mining of AML is being conducted on a routine basis by coal-mining operations in eastern states such as Virginia. Re-mining is a potentially important means of reclaiming AML. However, under current policies, re-mining operations often fail to permit and reclaim priority 1, 2, and 3 AML, especially those areas which present the most severe environmental problems. This paper describes policy issues which affect the potential for AML reclamation by re-mining operations in mountainous mining areas, such as Virginia; efforts underway in Virginia which seek to resolve those issues; and progress achieved to date under that initiative.

    Distributed generation consists of the use of integrated or stand-alone natural gas or liquid fueled power generation equipment. These distributed resources (DR) may provide power in the 5-kW to 50-MW range and can provide power directly to the customer, thereby potentially deferring additional transmission and distribution systems upgrades by the utility and improving power quality and reliability for the customer. Compact, technically advanced units in a variety of technologies presently available include diesel engines, lean burning gas fired internal combustion engine generator sets, cogeneration packages, small microturbines, and fuel cells. This class of resources has the potential to provide a cost effective, reliable, addition to a utility`s generating resource mix and is once again gaining favor in era characterized both by uncertainty and opportunity. Strategic deployment of these resources can also eliminate or delay expensive central plant capacity additions. Installations may be tailored to meet customer technical and financial requirements with projects being developed by utilities on customer sites as well as by Independent Power Producers and others. Economic constraints as well as key environmental and operating issues must be understood and clarified for those seeking to capitalize on this approach. As the first phase of a project with the objective of developing a best practices approach to implementing DR, EPRI`s project Application Experiences with Distributed Resources in the Midwest examined these issues. This report contains the results of an in-depth technical survey, which was given to distributed resource sites throughout the Midwest. Aspects of DR projects involving electrical interconnection, siting and permitting, operations and maintenance and various operating practices are examined.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    The Organization of Midwest ISO States (OMS) launched the Midwest Demand Resource Initiative (MWDRI) in 2007 to identify barriers to deploying demand response (DR) resources in the Midwest Independent System Operator (MISO) region and develop policies to overcome them. The MWDRI stakeholders decided that a useful initial activity would be to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This additional detail could then be used to assess any"seams issues" affecting coordination and integration of retail DR resources with MISO's wholesale markets. Working with state regulatory agencies, we conducted a detailed survey of existing DR programs, dynamic pricing tariffs, and their features in MISO states. Utilities were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g., seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. This report describes the results of this comprehensive survey and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into organized wholesale markets. Survey responses from 37 MISO members and 4 non-members provided information on 141 DR programs and dynamic pricing tariffs with a peak load reduction potential of 4,727 MW of retail DR resource. Major findings of this study area:- About 72percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;18percent.     A variety of decision makers convened to examine and discuss certain significant problems associated with small-scale hydroelectric development in the Midwestern region, comprised of Illinois, Indiana, Kentucky, Michigan, Ohio, West Virginia, and Wisconsin. The conference opened with an introductory panel of resource persons who outlined the objectives of the conference, presented information on small-scale hydro, and described the materials available to conference participants. A series of workshop sessions followed. Two of the workshop sessions discussed problems and policy responses raised by state and Federal regulation. The remaining two workshops dealt with economic issues confronting small-scale hydro development and the operation and usefulness of the systems dynamics model developed by the Thayer School of Engineering at Dartmouth College. A plenary session and recommendations completed the workshop.

    The mission of the MFRC Research and Development Program, is to provide technological advances in forensic science for the benefit of our regional partners as well as the forensic community at large. Key areas of forensic science need are identified through our interactions with our Midwest partners and our R&D advisory group, as well as through our participation in national meetings in forensic science. Under the sponsorship of the National Institute of Justice, the MFRC solicits proposals for the development of practical and useful technology, instrumentation, and methodology that address needs in areas related to forensic science and its application to operational crime laboratories. The MFRC facilitates proposal development by working to establish partnerships between researchers and our regional partners. The MFRC administers a peer-review of the proposals and then funds the selected projects at a cost of approximately $55,000 each, with a 12-month period of performance. The process for selection of these projects includes the following steps: (1) drafting of a call for proposals by MFRC staff, (2) review of the draft call by members of the R&D advisory committee, (3) review and approval of the call by NIJ, (4) issuance of the call to ISU, Ames Laboratory, regional partners, and research organizations, (5) receipt of proposals, (6) review of proposals by R&D advisory committee, (7) ranking and selection by MFRC staff using advisory committee reviews, with concurrence by NIJ, (8) notification of proposers, (9) receipt and review of progress reports by MFRC, (10) receipt and review of final reports by MFRC, R&D advisory committee, and NIJ. The decision to fund any specific project is based upon a peer-reviewed call-for-proposal system administered by the MFRC.     A study of the Virginia coal industry concludes that since coal quality from Virginia, West Virginia, and Kentucky is similar, then delivered cost is the key to steam coal sales to Virginia electric utilities. While the future looks good for the industry, coal from eastern Kentucky and West Virginia was delivered at a lower cost, which put Virginia coal at a disadvantage. Increased Virginia coal sales require the close cooperation of coal suppliers, transporters, and users. Negotiators directly representing the governor might be able to help bring this about. The report concludes with several recommendations, including the expansion of the Norfolk Southern railroad system, the requirement that state installations use state coal, consultation services to small operators, and the publication and dissemination of information to coal users. 3 figures, 26 tables.

    Land use change is a complex response to changing environmental and socioeconomic systems. Historical drivers of land use change include changes in the natural resource availability of a region, changes in economic conditions for production of certain products and changing policies. Most recently, introduction of policy incentives for biofuel production have influenced land use change in the US Midwest, leading to concerns that bioenergy production systems may compete with food production and land conservation. Here we explore how land use may be impacted by future climate mitigation measures by nesting a high resolution agricultural model (EPIC – Environmental Policy Indicator Climate) for the US Midwest within a global integrated assessment model (GCAM – Global Change Assessment Model). This approach is designed to provide greater spatial resolution and detailed agricultural practice information by focusing on the climate mitigation potential of agriculture and land use in a specific region, while retaining the global economic context necessary to understand the far ranging effects of climate mitigation targets. We find that until the simulated carbon prices are very high, the US Midwest has a comparative advantage in producing traditional food and feed crops over bioenergy crops. Overall, the model responds to multiple pressures by adopting a mix of future responses. We also find that the GCAM model is capable of simulations at multiple spatial scales and agricultural technology resolution, which provides the capability to examine regional response to global policy and economic conditions in the context of climate mitigation.
