    The author provides a brief overview of the role the Department of Energy has been playing in the area of renewable energy sources and their applications at a village level. Energy demand is rising sharply, and shortages are becoming more acute. Developing countries will present a large demand, and market opportunity over the next 40 years. Environmental concerns are a factor in the choice for what sources to promote and develop. The author touches on the features of renewable sources which makes them attractive to DOE for some applications, and what the goals of the department are in supporting this technology. Examples of applications at the level of village power are presented for both the US and abroad.

  7. Matching renewable energy systems to village-level energy needs

    This report provides a five step process for matching alternative renewable energy technologies with energy needs in rural villages of developing countries. Analytic tools are given for each of the five steps as well as information that can be expected. Twelve characterization criteria are developed to assist in the matching process. Three of these criteria, called discrimination criteria, are used for preliminary screening of technology possibilities for each need. The other criteria address site-specific temporal, climatic, social, cultural, and environmental characteristics of the energy need, technology, and cost considerations. To illustrate the matching process, seven basic human needs for energy are matched with seven potential renewable energy technologies. The final portion of the paper discusses the advantages of such a matching process and the resources required to initiate such an effort within a development project. Specific recommendations are given for field-testing this process and actions that could be taken immediately in basic research and development, applied research and technology modification, demonstrations, and commercialization to assist in the future diffusion of renewable energy technologies to rural areas of developing countries.

    When one talks of rural development, no doubt, the issue of rural energy is not far behind. As a significant component of any development strategy, rural energy is seen as the engine for growth that can bring about economic upliftment in the countryside. Many approaches to rural energy development have been tried. These approaches differ from country to country. But regardless of structure and approach, the goal remain essentially the same: to provide rural communities access to reliable energy services at affordable prices. In recent years, as global concern for the environment has increased, many governments have turned to renewable energy as a more environment friendly alternative to rural electrification. Technological advances in renewable energy application has helped to encourage this use. System reliability has improved, development costs have, to some extent been brought down and varied application approaches have been tried and tested in many areas. Indeed, there is huge potential for the development of renewable energy in the rural areas of most developing countries. At the rural level, renewable energy resources are almost always abundantly available: woodwaste, agricultural residues, animal waste, small-scale hydro, wind, solar and even sometimes geothermal resources. Since smaller scale systems are usually expected in these areas, renewable energy technologies can very well serve as decentralized energy systems for rural application. And not only for rural applications, new expansion planning paradigms have likewise led to the emergence of decentralized energy systems not only as supply options but also as corrective measures for maintaining end of line voltage levels. On the other hand, where renewable energy resource can provide significant blocks of power, they can be relied upon to provide indigenous power to the grids.

    The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    This report describes work conducted at the Wisdom Way Solar Village (WWSV), a community of 10 high performance duplexes (20 homes) in Greenfield, MA, constructed by Rural Development, Inc. (RDI). Building America's CARB team monitored temperatures and comfort in several homes during the winter of 2009-2010, and tracked utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes.

    The overall goal of this project is to create a Tribal Energy Action Plan that will serve as the Tribe’s blueprint for creating long term energy self‐sufficiency. The Plan will be developed with input from a committed group of key stakeholders and landowners in the area, will be based on sound data and research, and will address both “supply‐side” options of the development of sustainable energy sources, as well as “demand-side” options for reducing energy consumption. The resulting plan will include defined comprehensive energy strategies and built upon a baseline assessment of where the Tribe currently is in terms of alternative and renewable energy activities; a vision of where the Tribe wants to go; and an action plan of how the Tribe will reach its vision including the identification of viable energy options based on the long-term strategic plan of the Tribe.

    Renewed U.S. interest in advanced nuclear fuel cycles involving reprocessing and recycling, embodied in the Global Nuclear Energy Partnership (GNEP) initiative, has raised questions about the role of a Yucca Mountain repository - what it will be used for, and when. While the repository is widely recognized as a key part of U.S. waste management strategy, the potential for advanced fuel cycles to improve the capacity and performance of a repository have led some to question whether its development can be deferred pending resolution of questions about the fuel cycle and the fate of commercial spent nuclear fuel (CSNF). This paper discusses the rationale for the Department of Energy's (DOE's) goal of completing the proposed Yucca Mountain repository by 2017 in parallel with pursuit of its goals for GNEP, as well as issues posed for the repository program by deployment of the initial facilities of an advanced fuel cycle.     Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    The Consortium for Advanced Residential Buildings is working with the EcoVillage co-housing community and builder AquaZephyr in Ithaca, New York, on their third neighborhood called the Third Residential EcoVillage Experience (TREE). This community-scale project consists of 40 housing units—15 apartments, and 25 single family residences that range in size from 1,250 ft2–1,664 ft2 and cost from $80,000 to $235,000. The community is pursing DOE Zero Energy Ready Home (ZERH), US Green Building Council Leadership in Energy and Environmental Design (LEED) Gold, and ENERGY STAR certifications for the entire project.

    Within a constrained carbon environment, the risks of future natural gas supply, and the need to move to market-based electricity prices, the study team found: (1) the deployment of new nuclear energy in Poland itself is very competitive in the next decade or two; (2) if such generation could be made available to Poland prior to deployment of its own nuclear generation facilities, Poland would benefit from partnering with its Baltic neighbors to import electricity derived from new nuclear generation facilities sited in Lithuania; and (3) Poland appears to be a good candidate for a partnership in the Global Nuclear Energy Partnership (GNEP) as an emerging nuclear energy country.

    A five-year initiative between the US Department of Energy (DOE) and the US Department of Housing and Urban Development (HUD) demonstrated the feasibility of improving the energy efficiency of publicly-assisted housing. Twenty-seven projects and activities undertaken during 1990--95 involved research and field demonstrations, institutional and administrative changes to HUD policies and procedures, innovative financing and leveraging of federal dollars with non-federal money, and education, training, and technical assistance. With most of the 27 projects and activities completed, the two departments have initiated a five-year deployment effort, the DOE-Energy Partnerships for Affordable Homes, to achieve energy and water savings in public and assisted housing on a large scale throughout the country. A Clearinghouse for Energy Efficiency in Public and Assisted Housing managed by the National Center for Appropriate Technology (NCAT), will offer hands-on energy assistance to housing providers to complement DOE`s assistance. This paper presents the findings of the DOE-HUD Initiative, with primary attention paid to those projects which successfully integrated energy efficiency into private and public single and multifamily housing. The paper includes examples of the publications, case-study reports, exhibits and videotapes developed during the course of the Initiative. Information on the new DOE Energy Partnerships and on the NCAT Clearinghouse is also presented. New Partnership projects with the Atlanta and Chicago Housing Authorities describe the technical assistance envisioned under the Partnership.

    From 2007 until 2011, the National Association of Regulatory Utility Commissioners (NARUC) engaged in a partnership with the National Energy Technology Lab (NETL) to improve State-Federal coordination on electricity policy and energy assurance issues. This project allowed State Public Utility Commissioners and their staffs to engage on the most cutting-edge level in the arenas of energy assurance and electricity policy. Four tasks were outlined in the Statement of Performance Objectives: Task 1 - Training for Commissions on Critical Infrastructure Topics; Task 2 - Analyze and Implement Recommendations on Energy Assurance Issues; Task 3 - Ongoing liaison activities & outreach to build stronger networks between federal agencies and state regulators; and Task 4 - Additional Activities. Although four tasks were prescribed, in practice these tasks were carried out under two major activity areas: the critical infrastructure and energy assurance partnership with the US Department of Energy's Infrastructure Security and Emergency Response office, and the National Council on Electricity Policy, a collaborative which since 1994 has brought together State and Federal policymakers to address the most pressing issues facing the grid from restructuring to smart grid implementation. On Critical Infrastructure protection, this cooperative agreement helped State officials yield several important advances. The lead role on NARUC's side was played by our Committee on Critical Infrastructure Protection. Key lessons learned in this arena include the following: (1) Tabletops and exercises work - They improve the capacity of policymakers and their industry counterparts to face the most challenging energy emergencies, and thereby equip these actors with the capacity to face everything up to that point as well. (2) Information sharing is critical - Connecting people who need information with people who have information is a key success factor. However, exposure of critical infrastructure

    It is estimated that two billion people live without electricity and its services. In addition, there is a sizable number of rural villages that have limited electrical service, with either part-day operation by diesel gen-sets or partial electrification (local school or community center and several nearby houses). For many villages connected to the grid, power is often sporadically available and of poor quality. The U.S. National Renewable Energy Laboratory (NREL) in Golden, Colorado, has initiated a program to address these potential electricity opportunities in rural villages through the application of renewable energy (RE) technologies. The objective of this program is to develop and implement applications that demonstrate the technical performance, economic competitiveness, operational viability, and environmental benefits of renewable rural electric solutions, compared to the conventional options of line extension and isolated diesel mini-grids. These four attributes foster sustainability; therefore, the program is entitled Renewables for Sustainable Village Power (RSVP). The RSVP program is a multi-disciplinary, multi-technology, multi-application program composed of six key activities, including village application development, computer model development, systems analysis, pilot project development, technical assistance, and an Internet-based village power project database. The current program emphasizes wind, photovoltaics (PV), and their hybrids with diesel gen-sets. NREL`s RSVP team is currently involved in rural electricity projects in thirteen countries, with U.S., foreign, and internationally based agencies and institutions. This document contains reports presented at the Proceedings of Village Power, 1997. Individual projects have been processed separately for the United States Department of Energy databases.

    Building America team Alliance for Residential Building Innovation (ARBI) worked with the University of California, Davis (UC Davis) and the developer partner West Village Community Partnership (WVCP) to evaluate performance on 192 student apartments completed in September, 2011 as part of Phase I of the multi-purpose West Village project. West Village, the largest planned zero net energy community in the United States. The campus neighborhood is designed to enable faculty, staff and students to affordably live near campus, take advantage of environmentally friendly transportation options, and participate fully in campus life. The aggressive energy efficiency measures that are incorporated in the design contribute to source energy reductions of 37% over the B10 Benchmark. The energy efficiency measures that are incorporated into these apartments include increased wall & attic insulation, high performance windows, high efficiency heat pumps for heating and cooling, central heat pump water heaters (HPWHs), 100% high efficacy lighting, and ENERGY STAR major appliances. Results discuss how measured energy use compares to modeling estimates over a 10 month monitoring period and includes a cost effective evaluation.

    This paper describes the planning of evaluation for one large-scale national energy program with-scale, national energy program with international reporting requirements, US. Climate Change Action Plant. Referred to as Energy Partnerships for a Strong Economy, this program includes 19 DOE Office of Energy Efficiency and Renewable Energy (EE) initiatives and three other DOE projects. The evaluation strategy is to have a six year effort with ongoing performance measurement, market studies and process evaluations when deviations from targeted outcomes occur, and a final evaluation report that combines these results with other impact evaluations deemed necessary. The evaluation planning and implementation will use a collaborative approach involving program managers and stakeholders, including program partners and customers, to ensure that evaluation results are useful and utilized. Performance mapping will be used to describe the programs to be evaluated and determine data collection needs and key evaluation questions. The evaluation plan uses multiple evaluation methods, including model and engineering estimates, self-reporting by partners, case studies, surveys, and modified peer/expert review in order to accommodate the scope and diversity of programs and the need to measure progress as well as impact.

    This final report summarizes the work conducted by the Consortium of Advanced Residential Buildings (CARB) (http://www.carb-swa.com/), one of the 'Building America Energy Efficient Housing Partnership' Industry Teams, for the period January 1, 2008 to December 31, 2010. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. In partnership with our numerous builders and industry partners, work was performed in three primary areas - advanced systems research, prototype home development, and technical support for communities of high performance homes. Our advanced systems research work focuses on developing a better understanding of the installed performance of advanced technology systems when integrated in a whole-house scenario. Technology systems researched included: - High-R Wall Assemblies - Non-Ducted Air-Source Heat Pumps - Low-Load HVAC Systems - Solar Thermal Water Heating - Ventilation Systems - Cold-Climate Ground and Air Source Heat Pumps - Hot/Dry Climate Air-to-Water Heat Pump - Condensing Boilers - Evaporative condensers - Water Heating CARB continued to support several prototype home projects in the design and specification phase. These projects are located in all five program climate regions and most are targeting greater than 50% source energy savings over the Building America Benchmark home.     The Global Nuclear Energy Partnership (GNEP), launched in February, 2006, proposes to introduce used nuclear fuel recycling in the United States with improved proliferation-resistance and a more effective waste management approach. This program is evaluating ways to close the fuel cycle in a manner that builds on recent laboratory breakthroughs in U.S. national laboratories and draws on international and industry partnerships. Central to moving this advanced fuel recycling technology from the laboratory to commercial implementation is a flexible research, development and demonstration facility, called the Advanced Fuel Cycle Facility (AFCF). The AFCF was introduced as one of three projects under GNEP and will provide the U.S. with the capabilities to evaluate technologies that separate used fuel into reusable material and waste in a proliferation-resistant manner. The separations technology demonstration capability is coupled with a remote transmutation fuel fabrication demonstration capability in an integrated manner that demonstrates advanced safeguard technologies. This paper will discuss the key features of AFCF and its support of the GNEP objectives. (author)

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

    The DOE Office of Transportation Technologies (OTT) is currently engaged in the development and integration R and D activities which will make it possible to reduce oil imports, and move toward a sustainable transportation future. Within OTT, the Office of Advanced Automotive Technologies is supporting development of highly efficient, low or zero emission fuel cell power systems as an alternative to internal combustion engines. The objectives of the program are: By 2000, develop and validate fuel cell stack system technologies that are greater than 51% energy efficient at 40 kW (maximum net power); more than 100 times cleaner than EPA Tier II emissions; and capable of operating on gasoline, methanol, ethanol, natural gas, and hydrogen gas or liquid. By 2004, develop and validate fuel cell power system technologies that meet vehicle requirements in terms of: cost--competitive with internal combustion engines; and performance, range, safety and reliability. The research, development, and validation of fuel cell technology is integrally linked to the Energy Policy Act (EPACT) and other major US policy objectives, such as the Partnership for a New Generation of Vehicles (PNGV). Established in 1993, PNGV is a research and development initiative involving seven Federal agencies and the three US automobile manufacturers to strengthen US competitiveness. The PNGV will develop technologies for vehicles with a fuel efficiency of 80 miles per gallon, while maintaining such attributes as size, performance, safety, and cost. To help address the critical issue of fuel and fuel infrastructure development for advanced vehicles, the DOE Office of Utility Technologies (OUT) has directed the Hydrogen Program to provide national leadership in the research, development, and validation of advanced technologies to produce, store, and use hydrogen. An objective of the Program is to work in partnership with industry to advance hydrogen systems to the point where they are cost effective and

  2. An overview of spent-fuel processing in the global nuclear-energy partnership

    Spent nuclear fuel is being generated at a prodigious rate in the U.S. and in other countries with robust nuclear-power-generation infrastructures, and the annual rate of production is likely to triple by 2050. The U.S. is engaged in the development of commercial light-water-reactor spent- fuel-treatment processes that are intended to meet certain rigorous criteria for separations efficiency, waste management benefits, and economy of industrial-scale operations. Aqueous solvent-extraction processes are the technology of choice, and a variety of process options have been designed and tested for technical feasibility. In general, the processes involve substantial partitioning of the constituents of spent nuclear fuel, so that effective use can be made of the recovered unburned uranium and other fissile isotopes that can be recycled as fuel for contemporary or advanced reactors. Those constituents that are destined for disposal as waste are also separated in order that they can be placed into durable waste forms that are expressly tailored for a particular disposition pathway. The U.S. is also working with international partners as part of the Global Nuclear Energy Partnership (GNEP) to develop a consistent worldwide approach to the treatment of spent fuel and the disposition of wastes arising from such processing.     This paper describes the strategy that the U.S. Department of Energy (DOE) is pursuing to transform the vision of the Global Nuclear Energy Partnership (GNEP) into reality. GNEP will promote the use of clean, safe nuclear power through the use of advanced reactors and new methods to recycle spent nuclear fuel. By shifting from a once through fuel cycle to a closed fuel cycle, we can extract more energy from the nuclear fuel and dramatically reduce the amount of nuclear waste. By incorporating enhanced safeguards and material accountability we can further reduce the risk of nuclear proliferation. While the benefits of achieving this vision are clearly profound, based on the sheer scope and magnitude of the GNEP, there will undoubtedly be challenges along the way. This endeavor will require careful planning and effective management to assure our long-term success. Moving forward, GNEP will be thoroughly engaged with our stakeholder community. By effectively leveraging the talents of DOE, the National Laboratories, Universities, private industry, the regulatory community and our international partners these challenges will become opportunities for success. MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in America’s energy economy. The extension of MLPs and REITs to renewables enjoys significant support from the investment and clean energy communities. In addition, MLPs for renewables also enjoy bipartisan political backing in Congress.

    In December 1999, the U.S. Department of Housing and Urban Development (HUD) entered into an Interagency Agreement (IAA) with the U.S. Department of Energy (DOE) and its Rebuild America Program to promote conservation and reduce utility costs in public housing through forums, research, demonstration, and evaluation. The IAA was effectively implemented from November 2000 to December 2002. Under the IAA, Rebuild America established 31 new partnerships with public housing authorities, started 6 new partnerships with organizations that focus on public housing, and initiated new projects with 6 existing Rebuild America public housing partnerships. These 43 partnerships directly involved 51 public housing authorities in 77 energy-related projects (several of the 43 partnerships involved multiple housing authorities and projects). Rebuild America assistance on these projects encompassed a wide range of activities, including planning assistance on energy management and capital investment, reviews of utility consumption and metering options, assistance in implementing HUD's energy incentives, design reviews and energy analyses, and assistance in the development of energy projects and resident programs. In addition, Rebuild America made presentations to housing authorities on energy efficiency opportunities and solutions and provided energy training on selected topics at 23 conferences and workshops that impacted many more housing authorities. This report provides an overview of the accomplishments achieved under the IAA; describes the 77 projects that have been completed, are under way, or are planned; and summarizes the presentations and training provided.

    This paper describes a village application in Chile. The objective was to demonstrate the technical, economic and institutional viability of renewable energy for rural electrification, as well as to allow local partners to gain experience with hybrid/renewable technology, resource assessment, system siting and operation. A micro-grid system is viewed as a small village system, up to 1200 kWh/day load with a 50 kW peak load. It can consist of components of wind, photovoltaic, batteries, and conventional generators. It is usually associated with a single generator source, and uses batteries to cover light day time loads. This paper looks at the experiences learned from this project with regard to all of the facets of planning and installing this project.

    The Renewable Energy and Efficiency Modeling and Analysis Partnership (REMAP) sponsors ongoing workshops to discuss individual 'renewable' technologies, energy/economic modeling, and - to some extent - policy issues related to renewable energy. Since 2002, the group has organized seven workshops, each focusing on a different renewable technology (geothermal, solar, wind, etc.). These workshops originated and continue to be run under an informal partnership of the Environmental Protection Agency (EPA), the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the National Renewable Energy Laboratory (NREL), and the American Council on Renewable Energy (ACORE). EPA originally funded the activities, but support is now shared between EPA and EERE. REMAP has a wide range of participating analysts and models/modelers that come from government, the private sector, and academia. Modelers include staff from the Energy Information Administration (EIA), the American Council for an Energy-Efficient Economy (ACEEE), NREL, EPA, Resources for the Future (RFF), Argonne National Laboratory (ANL), Northeast States for Coordinated Air Use Management (NESCAUM), Regional Economic Models Inc. (REMI), ICF International, OnLocation Inc., and Boston University. The working group has more than 40 members, which also includes representatives from DOE, Lawrence Berkeley National Laboratory (LBNL), Union of Concerned Scientists (UCS), Massachusetts Renewable Energy Trust, Federal Energy Regulatory Commission (FERC), and ACORE. This report summarizes the activities and findings of the REMAP activity that started in late 2006 with a kickoff meeting, and concluded in mid-2008 with presentations of final results.     Students and faculty from an American University work with indigenous Peruvians to electrify their village and improve their quality of life. The remote village of Malvas in the Andes seems typical of many in Peru. The 500 Inca descendants have no electricity, no running water, one telephone and mud adobe houses. At a 10,000-foot (3,048 m) altitude, residents survive through subsistence farming. And this project might sound like a typical solar system installation--a system is donated, consultants install it, no one owns it and if something goes wrong, no one fixes it. The equipment ultimately helps no one and few learn from the experience. But two aspects of this project make it unique - the unusual level of communal sharing in the town and the design and installation of the solar system by students.

    This paper describes three different computer codes which have been written to model village power applications. The reasons which have driven the development of these codes include: the existance of limited field data; diverse applications can be modeled; models allow cost and performance comparisons; simulations generate insights into cost structures. The models which are discussed are: Hybrid2, a public code which provides detailed engineering simulations to analyze the performance of a particular configuration; HOMER - the hybrid optimization model for electric renewables - which provides economic screening for sensitivity analyses; and VIPOR the village power model - which is a network optimization model for comparing mini-grids to individual systems. Examples of the output of these codes are presented for specific applications.

    The Wind Forecast Improvement Project (WFIP) is a public-private research program, the goals of which are to improve the accuracy of short-term (0-6 hr) wind power forecasts for the wind energy industry and then to quantify the economic savings that accrue from more efficient integration of wind energy into the electrical grid. WFIP was sponsored by the U.S. Department of Energy (DOE), with partners that include the National Oceanic and Atmospheric Administration (NOAA), private forecasting companies (WindLogics and AWS Truepower), DOE national laboratories, grid operators, and universities. WFIP employed two avenues for improving wind power forecasts: first, through the collection of special observations to be assimilated into forecast models to improve model initial conditions; and second, by upgrading NWP forecast models and ensembles. The new observations were collected during concurrent year-long field campaigns in two high wind energy resource areas of the U.S. (the upper Great Plains, and Texas), and included 12 wind profiling radars, 12 sodars, 184 instrumented tall towers and over 400 nacelle anemometers (provided by private industry), lidar, and several surface flux stations. Results demonstrate that a substantial improvement of up to 14% relative reduction in power root mean square error (RMSE) was achieved from the combination of improved NOAA numerical weather prediction (NWP) models and assimilation of the new observations. Data denial experiments run over select periods of time demonstrate that up to a 6% relative improvement came from the new observations. The use of ensemble forecasts produced even larger forecast improvements. Based on the success of WFIP, DOE is planning follow-on field programs.

  5. Energy Saving Separations Technologies for the Petroleum Industry: An Industry-University-National Laboratory Research Partnership

    This project works to develop technologies capable of replacing traditional energy-intensive distillations so that a 20% improvement in energy efficiency can be realized. Consistent with the DOE sponsored report, Technology Roadmap for the Petroleum Industry, the approach undertaken is to develop and implement entirely new technology to replace existing energy intensive practices. The project directly addresses the top priority issue of developing membranes for hydrocarbon separations. The project is organized to rapidly and effectively advance the state-of-the-art in membranes for hydrocarbon separations. The project team includes ChevronTexaco and BP, major industrial petroleum refiners, who will lead the effort by providing matching resources and real world management perspective. Academic expertise in separation sciences and polymer materials found in the Chemical Engineering and Petroleum Refining Department of the Colorado School of Mines is used to invent, develop, and test new membrane materials. Additional expertise and special facilities available at the Idaho National Engineering and Environmental Laboratory (INEEL) are also exploited in order to effectively meet the goals of the project. The proposed project is truly unique in terms of the strength of the team it brings to bear on the development and commercialization of the proposed technologies.

    Waste streams that may be generated by the Global Nuclear Energy Partnership (GNEP) Advanced Energy Initiative may contain significant quantities of organics (0-53 wt%) and/or nitrates (0-56 wt%). Decomposition of high nitrate streams requires reducing conditions, e.g. organic additives such as sugar or coal, to reduce the NOx in the off-gas to N{sub 2} to meet the Clean Air Act (CAA) standards during processing. Thus, organics will be present during waste form stabilization regardless of which GNEP processes are chosen, e.g. organics in the feed or organics for nitrate destruction. High organic containing wastes cannot be stabilized with the existing HLW Best Developed Available Technology (BDAT) which is HLW vitrification (HLVIT) unless the organics are removed by preprocessing. Alternative waste stabilization processes such as Fluidized Bed Steam Reforming (FBSR) operate at moderate temperatures (650-750 deg. C) compared to vitrification (1150-1300 deg. C). FBSR converts organics to CAA compliant gases, creates no secondary liquid waste streams, and creates a stable mineral waste form that is as durable as glass. For application to the high Cs-137 and Sr-90 containing GNEP waste streams a single phase mineralized Cs-mica phase was made by co-reacting illite clay and GNEP simulated waste. The Cs-mica accommodates up to 30% wt% Cs{sub 2}O and all the GNEP waste species, Ba, Sr, Rb including the Cs-137 transmutation to Ba-137. For reference, the cesium mineral pollucite (CsAlSi{sub 2}O{sub 6}), currently being studied for GNEP applications, can only be fabricated at {>=}1000 deg. C. Pollucite mineralization creates secondary aqueous waste streams and NOx. Pollucite is not tolerant of high concentrations of Ba, Sr or Rb and forces the divalent species into different mineral host phases. The pollucite can accommodate up to 33% wt% Cs{sub 2}O. (authors)

    This paper presents a view on renewable energy resource projects from one much closer to recipient of the services. The author argues that such programs aimed at development of village power situations need to keep certain points clearly in focus. These include the fact that electricity is not the goal, technology is not the problem, site selection involves more than just resource potential, the distinction between demonstration and pilot programs, and that such programs demand local involvement for success. The author recommends coordinating such projects with programs seeking competing funds such as health, education, and transportation. The projects must demonstrate a high economic benefit to justify the high economic cost, and one must use the benefits to leverage the program funding.

    In 1997, the National Rural Electric Cooperative Association (NRECA) received a grant from the Department of Energy (DOE) to implement a program to promote the participation of NRECA members in the President`s Climate Challenge Action Plan. NRECA had been in discussions with Salt River Project (SRP) and the Arizona Electric Power Cooperative (AEPCO) to pursue the opportunity of supporting a small solar energy rural electrification project in Sonora prior to the signature of this agreement. When the Climate Challenge project was approved, an agreement between NRECA, SRP, and AEPCO was reached to implement the Sonora project with funding from DOE, SRP, and AEPCO. This periodic report will summarize the results of the Sonora solar electrification project. While other Climate Challenge activities were also underway during this reporting period, due to the impact of this project it was decided to provide an in-depth report of this single project. Information directly relevant to the actions taken on this project is provided in Annexes 1 and 2. The goals of the Sonora Solar Electrification project were the following: (1) demonstrate the willingness and ability of US electric utilities to undertake a climate challenge project using renewable energy technologies; (2) select one or more communities distant from the electric grid with sufficient interest and resources to accept and sustain rural electric service using solar photovoltaic energy; (3) organize a payment system that would provide for the long-term technical and institutional viability of the project; (4) train users to operate the solar home systems safely and within proper operating parameters; (5) train local technicians to maintain the solar home systems; (6) procure and install high quality equipment at affordable costs; and (7) ascertain market conditions for expansion of program in the future.
