    Passive and low energy applications in buildings have become a topic of worldwide interest within the last few years. It has now been demonstrated very clearly that indoor comfort can be maintained with an expenditure of only 10 to 20% of the energy often required by modern buildings. This is accomplished through a combination of conservation measures to minimize the load, passive use of solar energy for heating, natural cooling, and daylighting. The major research emphasis has been on devising mathematical models to characterize heat flow within buildings, on the validation of these models by comparison with test results, and on the subsequent use of the models to investigate the influence of both design parameters and weather on system performance. Design guidelines have been developed, and simplified methods of analysis have been promulgated. Performance has been monitored in test modules, test buildings, and many residential and commercial buildings. The results both confirm good performance and establish the accuracy of model predictions. A significant change in the research picture has been seen in the last 4 years; whereas the major effort was originally in the United States, research is now being conducted in many countries throughout the world as many people have realized that passive and low energy methods are appropriate in virtually every climate and are well suited to economic, convenient, and reliable building construction and operation.

  5. Public views on multiple dimensions of security : nuclear waepons, terrorism, energy, and the environment : 2007.

    We analyze and compare findings from identical national surveys of the US general public on nuclear security and terrorism administered by telephone and Internet in mid-2007. Key areas of investigation include assessments of threats to US security; valuations of US nuclear weapons and nuclear deterrence; perspectives on nuclear proliferation, including the specific cases of North Korea and Iran; and support for investments in nuclear weapons capabilities. Our analysis of public views on terrorism include assessments of the current threat, progress in the struggle against terrorism, preferences for responding to terrorist attacks at different levels of assumed casualties, and support for domestic policies intended to reduce the threat of terrorism. Also we report findings from an Internet survey conducted in mid 2007 that investigates public views of US energy security, to include: energy supplies and reliability; energy vulnerabilities and threats, and relationships among security, costs, energy dependence, alternative sources, and research and investment priorities. We analyze public assessments of nuclear energy risks and benefits, nuclear materials management issues, and preferences for the future of nuclear energy in the US. Additionally, we investigate environmental issues as they relate to energy security, to include expected implications of global climate change, and relationships among environmental issues and potential policy options.

    With an increasing number of communities considering nearby wind power developments, there is a need to empirically investigate community concerns about wind project development. One such concern is that property values may be adversely affected by wind energy facilities, and relatively little research exists on the subject. The present research investigates roughly 7,500 sales of single-family homes surrounding 24 existing U.S. wind facilities. Across four different hedonic models the results are consistent: neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on home sales prices.

    With wind energy expanding rapidly in the U.S. and abroad, and with an increasing number of communities considering nearby wind power developments, there is a need to empirically investigate community concerns about wind project development. One such concern is that property values may be adversely affected by wind energy facilities, and relatively little existing research exists on the subject. The present research is based on almost 7,500 sales of single-family homes situated within ten miles of 24 existing wind facilities in nine different U.S. states.     The Fossil Energy International Program consists of bilateral and multilateral research and information projects established by agreements between the United States and foreign countries or agencies to improve technologies for producing and using fossil fuels. It supports the mission of the Office of Fossil Energy (FE) in DOE to develop technical information that can contribute to a reduction in the nation's dependence on imported liquid fossil fuels. The program presently consists of 24 active projects involving 18 countries and the United States. It has four primary objectives: (1) to enable the Office of Fossil Energy to stretch its resources through cooperative projects, enhancing the abilities of DOE and foreign agencies to proceed more efficiently with their missions in fossil energy research and development; (2) to supplement the domestic fossil energy R and D program for improvement of fossil-fuel technologies by making available in the United States information about technologies being developed in other countries; (3) to assist the Office of Fossil Energy in achieving its mission of reducing the dependence of the United States on imported oil by promoting the international development of technologies that will produce and use petroleum products more efficiently; (4) to promote opportunities for marketing and exporting of US technology abroad. Almost half of the active projects are related to coal, with a majority of these falling under the aegis of the International Energy Agency (IEA). This is consistent with the Department of Energy's commitment to reduce US dependency on imported oil and to assist other countries in doing the same. The rest of the projects are related to oil, with the exception of four general agreements, one each with Canada, the Federal Republic of Germany, the Netherlands, and Japan.

    The purpose is to develop controls for inverter-based renewable and non-renewable distributed energy systems to provide local voltage, power and power quality support for loads and the power grid. The objectives are to (1) develop adaptive controls for inverter-based distributed energy (DE) systems when there are multiple inverters on the same feeder and (2) determine the impact of high penetration high seasonal energy efficiency ratio (SEER) air conditioning (A/C) units on power systems during sub-transmission faults which can result in an A/C compressor motor stall and assess how inverter-based DE can help to mitigate the stall event. The Distributed Energy Communications & Controls Laboratory (DECC) is a unique facility for studying dynamic voltage, active power (P), non-active power (Q) and power factor control from inverter-based renewable distributed energy (DE) resources. Conventionally, inverter-based DE systems have been designed to provide constant, close to unity power factor and thus not provide any voltage support. The DECC Lab interfaces with the ORNL campus distribution system to provide actual power system testing of the controls approach. Using mathematical software tools and the DECC Lab environment, we are developing and testing local, autonomous and adaptive controls for local voltage control and P & Q control for inverter-based DE. We successfully tested our active and non-active power (P,Q) controls at the DECC laboratory along with voltage regulation controls. The new PQ control along with current limiter controls has been tested on our existing inverter test system. We have tested both non-adaptive and adaptive control modes for the PQ control. We have completed several technical papers on the approaches and results. Electric power distribution systems are experiencing outages due to a phenomenon known as fault induced delayed voltage recovery (FIDVR) due to air conditioning (A/C) compressor motor stall.     With increasing numbers of communities considering wind power developments, empirical investigations regarding related community concerns are needed. One such concern is that proximate property values may be adversely affected, yet relatively little research exists on the subject. The present research investigates roughly 7,500 sales of single-family homes surrounding 24 existing U.S. wind facilities. Across four different hedonic models, and a variety of robustness tests, the results are consistent: neither the view of the wind facilities nor the distance of the home to those facilities is found to have a statistically significant effect on sales prices, yet further research is warranted.

    Redox flow batteries (RFB) have attracted considerable interest due to their ability to store large amounts of power and energy. Non-aqueous energy storage systems that utilize at least some aspects of RFB systems are attractive because they can offer an expansion of the operating potential window, which can improve on the system energy and power densities. One example of such systems has a separator separating first and second electrodes. The first electrode includes a first current collector and volume containing a first active material. The second electrode includes a second current collector and volume containing a second active material. During operation, the first source provides a flow of first active material to the first volume. The first active material includes a redox active organic compound dissolved in a non-aqueous, liquid electrolyte and the second active material includes a redox active metal.

    Using a recently proposed nonlinear force-free method designed for single-vector magnetograms of solar active regions, we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 162 vector magnetograms corresponding to 42 different active regions. We find a statistically robust, monotonic correlation between the free magnetic energy and the relative magnetic helicity in the studied regions. This correlation implies that magnetic helicity, in addition to free magnetic energy, may be an essential ingredient for major solar eruptions. Eruptive active regions appear well segregated from non-eruptive ones in both free energy and relative helicity with major (at least M-class) flares occurring in active regions with free energy and relative helicity exceeding 4 Multiplication-Sign 10{sup 31} erg and 2 Multiplication-Sign 10{sup 42} Mx{sup 2}, respectively. The helicity threshold agrees well with estimates of the helicity contents of typical coronal mass ejections.

    A distinguished panel of scientists from the EFRC community provide their perspective on the importance of EFRCs for addressing critical energy needs at the 2011 EFRC Summit. Persis Drell, Director at SLAC, served as moderator. Panel members are Neal Armstrong (Director of the Center for Interface Science: Solar Electric Materials, led by the University of Arizona), Emily Carter (Co-Director of the Combustion EFRC, led by Princeton University. She is also Team Leader of the Heterogeneous Functional Materials Center, led by the University of South Caroline), Don DePaolo (Director of the Center for Nanoscale Control of Geologic CO2, led by LBNL), and Brent Gunnoe (Director of the Center for Catalytic Hydrocarbon Functionalization, led by the University of Virginia). The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations.     The recent developments in the area of high-performance computing are driven not only by the desire for ever higher performance but also by the rising costs of electricity. The use of various types of accelerators like GPUs, Intel Xeon Phi has become mainstream and many algorithms and applications have been ported to make use of them where available. In Financial Mathematics the question of optimal use of computational resources should also take into account the limitations on space, because in many use cases the servers are deployed close to the exchanges. In this work we evaluate various algorithms for option pricing that we have implemented for different target architectures in terms of their energy and space efficiency. Since it has been established that low-discrepancy sequences may be better than pseudorandom numbers for these types of algorithms, we also test the Sobol and Halton sequences. We present the raw results, the computed metrics and conclusions from our tests.

    If fusion energy is to achieve its full potential for safety and environmental (S&E) advantages, the S&E characteristics of fusion power plant designs must be quantified and understood, and the resulting insights must be embodied in the ongoing process of development of fusion energy. As part of this task, the present work compares S&E characteristics of five inertial and two magnetic fusion power plant designs. For each design, a set of radiological hazard indices has been calculated with a system of computer codes and data libraries assembled for this purpose. These indices quantify the radiological hazards associated with the operation of fusion power plants with respect to three classes of hazard: accidents, occupational exposure, and waste disposal. The three classes of hazard have been qualitatively integrated to rank the best and worst fusion power plant designs with respect to S&E characteristics. From these rankings, the specific designs, and other S&E trends, design features that result in S&E advantages have been identified. Additionally, key areas for future fusion research have been identified. Specific experiments needed include the investigation of elemental release rates (expanded to include many more materials) and the verification of sequential charged-particle reactions. Improvements to the calculational methodology are recommended to enable future comparative analyses to represent more accurately the radiological hazards presented by fusion power plants. Finally, future work must consider economic effects. Trade-offs among design features will be decided not by S&E characteristics alone, but also by cost-benefit analyses. 118 refs., 35 figs., 35 tabs.

    Using the Spitzer telescope, we have conducted a high-resolution spectroscopic study of 18 bulgeless (Hubble type of Sd or Sdm) galaxies that show no definitive signatures of nuclear activity in their optical spectra. This is the first systematic mid-infrared (MIR) search for weak or hidden active galactic nuclei (AGNs) in a statistically significant sample of bulgeless (Sd/Sdm) disk galaxies. Based on the detection of the high-ionization [Ne V] 14.3 mum line, we report the discovery of an AGN in 1 out of the 18 galaxies in the sample. This galaxy, NGC 4178, is a nearby edge-on Sd galaxy, which likely hosts a prominent nuclear star cluster (NSC). The bolometric luminosity of the AGN inferred from the [Ne V] line luminosity is approx8 x 10{sup 41} ergs s{sup -1}. This is almost 2 orders of magnitude greater than the luminosity of the AGN in NGC 4395, the best studied AGN in a bulgeless disk galaxy. Assuming that the AGN in NGC 4178 is radiating below the Eddington limit, the lower mass limit for the black hole is approx6 x 10{sup 3} M {sub sun}. The fact that none of the other galaxies in the sample shows any evidence for an AGN demonstrates that while the AGN detection rate based on MIR diagnostics is high (30%-40%) in optically quiescent galaxies with pseudobulges or weak classical bulges (Hubble type Sbc and Sc), it drops drastically in Sd/Sdm galaxies. Our observations, therefore, confirm that AGNs in completely bulgeless disk galaxies are not hidden in the optical but truly are rare. Of the three Sd galaxies with AGNs known so far, all have prominent NSCs, suggesting that in the absence of a well-defined bulge, the galaxy must possess an NSC in order to host an AGN. On the other hand, while the presence of an NSC appears to be a requirement for hosting an AGN in bulgeless galaxies, neither the properties of the NSC nor those of the host galaxy appear exceptional in late-type AGN host galaxies.     The objective of this report is to help focus the federal programs in biomass energy, by identifying the status and objectives of private sector activity in the biomass field as of mid-1979. In addition, the industry's perceptions of government activities are characterized. Findings and conclusions are based principally on confidential interviews with executives in 95 companies. These included forest products companies, agricultural products companies, equipment manufacturers, electric and gas utilities petroleum refiners and distributors, research and engineering firms, and trade organizations, as listed in Exhibit 1. Interview findings have been supplemented by research of recent literature. The study focused on four key questions: (1) what is the composition of the biomass industry; (2) what are the companies doing; (3) what are their objectives and strategies; and (4) what are the implications for government policy. This executive summary provides highlights of the key findings and conclusions. The summary discussion is presented in seven parts: (1) overview of the biomass field; (2) structure of the biomass industry today; (3) corporate activities in biomass-related areas; (4) motivations for these activities; (5) industry's outlook on the future for energy-from-biomass; (6) industry's view of government activities; and (7) implications for Federal policy.

    The knowledge of both activation energy and diffusion coefficient is needed for a predictive processing of grain size in coatings. However, for metals as Bismuth there is insufficient information available in the literature for these parameters. To determine these values, a method is adopted wherein an examination of the grain size is conducted for coatings deposited isothermally. The exponent for grain growth with time is determined, thereby enabling quantification of the activation energy and diffusion coefficient. Bismuth coatings that range from 10 {micro}m to 1 mm thick are deposited using electron-beam evaporation onto temperature-controlled substrate surfaces of glass and lithium fluoride. The grain size of each coating is measured upon examination of the microstructure in cross-section using the intercept method. Ideal grain growth is observed over the experimental range of deposition temperatures examined from 317 to 491 K. The activation energy (Q) for grain growth in bismuth is fit as 0.47 eV {center_dot} atom{sup -1} with a diffusion coefficient (D{sub 0}) of 3.3 x 10{sup -4} cm{sup 2} {center_dot} sec{sup -1}.

    The activation energy of a sol-gel (SG) derived tantalum-tungsten oxide thermite composite was determined using the Kissinger isoconversion method. The SG derived powder was consolidated using the high-pressure spark plasma sintering (HPSPS) technique at 300 and 400 C. The ignition temperatures were investigated under high heating rates (500-2000 C min{sup -1}). Such heating rates were required in order to ignite the thermite composite. Samples consolidated at 300 C exhibit an abrupt change in temperature response prior to the main ignition temperature. This change in temperature response is attributed to the crystallization of the amorphous WO{sub 3} in the SG derived Ta-WO{sub 3} thermite composite and not to a pre-ignition reaction between the constituents. Ignition temperatures for the Ta-WO{sub 3} thermite ranged from approximately 465 to 670 C. The activation energies of the SG derived Ta-WO{sub 3} thermite composite consolidated at 300 and 400 C were determined to be 38{+-} 2 kJ mol{sup -1} and 57 {+-} 2 kJ mol{sup -1}, respectively.     The activation energy of a high melting temperature sol-gel (SG) derived tantalum-tungsten oxide thermite composite was determined using the Kissinger isoconversion method. The SG derived powder was consolidated using the High Pressure Spark Plasma Sintering (HPSPS) technique to 300 and 400 C to produce pellets with dimensions of 5 mm diameter by 1.5 mm height. A custom built ignition setup was developed to measure ignition temperatures at high heating rates (500-2000 C {center_dot} min{sup -1}). Such heating rates were required in order to ignite the thermite composite. Unlike the 400 C samples, results show that the samples consolidated to 300 C undergo an abrupt change in temperature response prior to ignition. This change in temperature response has been attributed to the crystallization of the amorphous WO{sub 3} in the SG derived Ta-WO{sub 3} thermite composite and not to a pre-ignition reaction between the constituents. Ignition temperatures for the Ta-WO{sub 3} thermite ranged from approximately 465-670 C. The activation energy of the SG derived Ta-WO{sup 3} thermite composite consolidated to 300 and 400 C were determined to be 37.787 {+-} 1.58 kJ {center_dot} mol{sup -1} and 57.381 {+-} 2.26 kJ {center_dot} mol{sup -1}, respectively.

    We compute for the first time the magnetic helicity and energy spectra of the solar active region NOAA 11158 during 2011 February 11-15 at 20° southern heliographic latitude using observational photospheric vector magnetograms. We adopt the isotropic representation of the Fourier-transformed two-point correlation tensor of the magnetic field. The sign of the magnetic helicity turns out to be predominantly positive at all wavenumbers. This sign is consistent with what is theoretically expected for the southern hemisphere. The magnetic helicity normalized to its theoretical maximum value, here referred to as relative helicity, is around 4% and strongest at intermediate wavenumbers of k ≈ 0.4 Mm{sup –1}, corresponding to a scale of 2π/k ≈ 16 Mm. The same sign and a similar value are also found for the relative current helicity evaluated in real space based on the vertical components of magnetic field and current density. The modulus of the magnetic helicity spectrum shows a k {sup –11/3} power law at large wavenumbers, which implies a k {sup –5/3} spectrum for the modulus of the current helicity. A k {sup –5/3} spectrum is also obtained for the magnetic energy. The energy spectra evaluated separately from the horizontal and vertical fields agree for wavenumbers below 3 Mm{sup –1}, corresponding to scales above 2 Mm. This gives some justification to our assumption of isotropy and places limits resulting from possible instrumental artifacts at small scales.

    In response to the questions posed by the US Secretary of Energy in October 2005, the National Petroleum Council conducted a comprehensive study considering the future of oil and natural gas to 2030 in the context of the global energy system. The Council proposed five core strategies to assist markets in meeting the energy challenges to 2030 and beyond. All five strategies are essential; there is no single, easy solution to the multiple challenges we face. However, we are confident that the prompt adoption of these strategies, along with a sustained commitment to implementation, will promote U.S. competitiveness by balancing economic, security, and environmental goals. The United States must: Moderate the growing demand for energy by increasing efficiency of transportation, residential, commercial, and industrial uses; Expand and diversify production from clean coal, nuclear, biomass, other renewables, and unconventional oil and gas; moderate the decline of conventional domestic oil and gas production; and increase access for development of new resources; Integrate energy policy into trade, economic, environmental, security, and foreign policies; strengthen global energy trade and investment; and broaden dialogue with both producing and consuming nations to improve global energy security; Enhance science and engineering capabilities and create long-term opportunities for research and development in all phases of the energy supply and demand system; and Develop the legal and regulatory framework to enable carbon capture and sequestration.     This paper examines the reasons for energy data collection by developing countries and includes an examination of the special requirements of Costa Rica for energy data collection. A primary reason for national data collection is to support the planning function, and this is particularly significant where energy planning and economic development are concerned. Energy data are necessary to support all phases of planning: short-term; mid-term; and long-range and/or strategic planning. These different planning requirements are discussed. Energy data are also necessary to support national management, as well as the economic-development functions. These latter requirements are also discussed briefly.

  6. THE LIMIT OF MAGNETIC-SHEAR ENERGY IN SOLAR ACTIVE REGIONS

    It has been found previously, by measuring from active-region magnetograms a proxy of the free energy in the active region's magnetic field, (1) that there is a sharp upper limit to the free energy the field can hold that increases with the amount of magnetic field in the active region, the active region's magnetic flux content, and (2) that most active regions are near this limit when their field explodes in a coronal mass ejection/flare eruption. That is, explosive active regions are concentrated in a main-sequence path bordering the free-energy-limit line in (flux content, free-energy proxy) phase space. Here, we present evidence that specifies the underlying magnetic condition that gives rise to the free-energy limit and the accompanying main sequence of explosive active regions. Using a suitable free-energy proxy measured from vector magnetograms of 44 active regions, we find evidence that (1) in active regions at and near their free-energy limit, the ratio of magnetic-shear free energy to the non-free magnetic energy the potential field would have is of the order of one in the core field, the field rooted along the neutral line, and (2) this ratio is progressively less in active regions progressively farther below their free-energy limit. Evidently, most active regions in which this core-field energy ratio is much less than one cannot be triggered to explode; as this ratio approaches one, most active regions become capable of exploding; and when this ratio is one, most active regions are compelled to explode.

    In this work, we investigate the dependence of the covering factor (CF) of active galactic nuclei (AGNs) on the mid-infrared (MIR) luminosity and the redshift. We constructed 12 and 22 μm luminosity functions (LFs) at 0.006 ≤z ≤ 0.3 using Wide-field Infrared Survey Explorer (WISE) data. Combining the WISE catalog with Sloan Digital Sky Survey (SDSS) spectroscopic data, we selected 223,982 galaxies at 12 μm and 25,721 galaxies at 22 μm for spectroscopic classification. We then identified 16,355 AGNs at 12 μm and 4683 AGNs at 22 μm by their optical emission lines and cataloged classifications in the SDSS. Following that, we estimated the CF as the fraction of Type 2 AGN in all AGNs whose MIR emissions are dominated by the active nucleus (not their host galaxies) based on their MIR colors. We found that the CF decreased with increasing MIR luminosity, regardless of the choice of Type 2 AGN classification criteria, and the CF did not change significantly with redshift for z ≤ 0.2. Furthermore, we carried out various tests to determine the influence of selection bias and confirmed that similar dependences exist, even when taking these uncertainties into account. The luminosity dependence of the CF can be explained by the receding torus model, but the 'modified' receding torus model gives a slightly better fit, as suggested by Simpson.

    In the last 10 years, the power generation market has seen radical changes. The coming years will see yet more change. Although the pace of change may be uneven across Europe, it is clear that the old reference points for the power generation market are no longer valid. Along with other market players, Shell has re-evaluated the role it wishes to play in the power generation market. Although it has long operated large generation capacity on its own sites, Shell's role has been that of a fuel supplier to monopoly power generation and distribution organizations, which were largely state controlled . Privatization and liberalization have been followed by changing market structures tending to push risk towards the producer. This evolution presents challenges for the normal IPP structure, where market risk is transferred and offers an opportunity for the active participation of the fuel supplier in meeting these challenges. In 1996, Shell decided to embrace the changes in power generation market. Already, significant steps have been taken in markets in Asia, Latin America and in Europe. The differing requirements of each of these markets means there are no standard solutions and requires Shell to devise flexible frameworks which meet the customer's needs. Shell is bringing its significant strengths to the power generation market and looks forward to participating on a world wide scale in the industry at this exciting phase in its development.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The per capita per year fuel consumption in Bangladesh is only 56 kg oil equivalent. The supply of electricity by Bangladesh power development board (BPDB) and Dhaka electricity supply authority (DESA) is mainly confined to cities and towns. Rural Electrification Board (REB) distributes electricity to the rural people through cooperatives. The rural cooperatives cover only 10% of the total population. Only about 15% of the total population is directly connected to the electricity. In order to meet the increasing energy demand for development of agriculture and industry and for the generation of better employment opportunities, it will be necessary to harness all the available alternative sources of energy immediately.

    The major worldwide offshore rig markets have improved slightly this year, while the onshore markets generally lagged slightly. Offshore rig utilization rates have remained strong worldwide, with some areas reaching nearly 100%. Total worldwide offshore rig (jack ups, semisubmersible, drillships, submersibles, and barges) utilization was about 86%. Offshore drilling activity is driven primarily by oil and natural gas price expectations. Natural gas prices tend to drive North American offshore drilling activity, including the shallow waters in the Gulf of Mexico. International offshore drilling activity and deepwater projects in the Gulf of Mexico are more closely tied to oil prices. The paper discusses US rig count, directional drilling activity, jack up rig demand, semisubmersibles demand, rig replacement costs, and new construction.

    Thermal Energy Storage (TES) offers the opportunity for the recovery and re-use of heat currently rejected to the ambient environment. Further, through the ability of TES to match an energy supply with a thermal energy demand, TES increases efficiencies of energy systems and improves capacity factors of power plants. The US Department of Energy has been the leader in TES research, development, and demonstration since recognition in 1976 of the need for fostering energy conservation as a component of the national energy budget. The federal program on TES R and D is the responsibility of the Office of Energy Storage and Distribution within the US Department of Energy (DOE). The overall program is organized into three program areas: diurnal--relating primarily to lower temperature heat for use in residential and commercial buildings on a daily cycle; industrial--relating primarily to higher temperature heat for use in industrial and utility processes on an hourly to daily cycle; seasonal--relating primarily to lower temperature heat or chill for use in residential complexes (central supply as for apartments or housing developments), commercial (light manufacturing, processing, or retail), and industrial (space conditioning) on a seasonal to annual cycle. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

The document highlights the background and status of the PVE funds being disbursed through state energy agencies and summarizes the types of energy-related activities being conducted with these funds and the process used to select and approve these activities.
