    On April 16, 2014, the Office of Hearings and Appeals (OHA) issued a decision denying an appeal (Appeal) from a Freedom of Information Act (FOIA) determination issued by the Department of Energy’s Oak Ridge Office (ORO). The Appellant, Robert Orr, Jr., contested the adequacy of ORO’s search for responsive documents. The OHA reviewed ORO’s description of its search, explaining that a search was conducted by the Oak Ridge National Laboratory (ORNL) by its legal and contracts groups, and they could not locate any responsive documents. Based on the sufficiency of the search terms applied by ORNL in searching for the documents, the OHA determined that the search conducted was adequate and denied the Appeal.

    Robert H. Siemann originally conceived of the Advanced Accelerator Research Department (AARD) as an academic, experimental group dedicated to probing the technical limitations of accelerators while providing excellent educational opportunities for young scientists. The early years of the Accelerator Research Department B, as it was then known, were dedicated to a wealth of mostly student-led experiments to examine the promise of advanced accelerator techniques. High-gradient techniques including millimeter-wave rf acceleration, beam-driven plasma acceleration, and direct laser acceleration were pursued, including tests of materials under rf pulsed heating and short-pulse laser radiation, to establish the ultimate limitations on gradient. As the department and program grew, so did the motivation to found an accelerator research center that brought experimentalists together in a test facility environment to conduct a broad range of experiments. The Final Focus Test Beam and later the Next Linear Collider Test Accelerator provided unique experimental facilities for AARD staff and collaborators to carry out advanced accelerator experiments. Throughout the evolution of this dynamic program, Bob maintained a department atmosphere and culture more reminiscent of a university research group than a national laboratory department. His exceptional ability to balance multiple roles as scientist, professor, and administrator enabled the creation and preservation of an environment that fostered technical innovation and scholarship.

    This conference was organized to study and analyze the role of simulation, analysis, modeling, and exercises in the history of NATO policy. The premise was not that the results of past studies will apply to future policy, but rather that understanding what influenced the decision process-and how-would be of value. The structure of the conference was built around discussion panels. The panels were augmented by a series of papers and presentations focusing on particular TNF events, issues, studies, or exercises. The conference proceedings consist of three volumes. Volume 1 contains the conference introduction, agenda, biographical sketches of principal participants, and analytical summary of the presentations and discussion panels. Volume 2 contains a short introduction and the papers and presentations from the conference. This volume contains selected papers by Brig. Gen. Robert C. Richardson III (Ret.).

    The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

    Industry groups are distancing themselves from recommendations on cleaning up the nation's waters issued by Water Quality 2000, a coalition of more than 80 organizations representing industry, environmental groups, government, academia, and professional and scientific societies. The report, [open quotes]A National Water Agenda for the 21st Century[close quotes], is a result of work begun in 1989. It recommends an approach to water quality that emphasizes pollution prevention, increased individual and collective responsibility for protecting water resources, and reorienting water resource programs and institutions along natural, rather than political, watershed boundaries. It includes 85 specific recommendations, many of which are to be implemented locally. The Natural Resources Defense Council (NRDC; Washington) [open quotes]wholeheartedly endorses not only the specific solutions offered today but the process by which these proposals were reached,[close quotes] says Robert W. Adler, NRDC senior attorney and vice chairman of Water Quality 2000. John B.     The syntheses of nanosize magnetite particles by wet-chemical oxidation of Fe{sup 2+} have been extensively investigated. In the present investigation the nanosize magnetite particles were synthesised without using the Fe(II) precursor. This was achieved by {gamma}-irradiation of water-in-oil microemulsion containing only the Fe(III) precursor. The corresponding phase transformations were monitored. Microemulsions (pH {approx} 12.5) were {gamma}-irradiated at a relatively high dose rate of {approx}22 kGy/h. Upon 1 h of {gamma}-irradiation the XRD pattern of the precipitate showed goethite and unidentified low-intensity peaks. Upon 6 h of {gamma}-irradiation, reductive conditions were achieved and substoichiometric magnetite ({approx}Fe{sub 2.71}O{sub 4}) particles with insignificant amount of goethite particles found in the precipitate. Hydrated electrons (e{sub aq}{sup -}), organic radicals and hydrogen gas as radiolytic products were responsible for the reductive dissolution of iron oxide in the microemulsion and the reduction Fe{sup 3+} {yields} Fe{sup 2+}. Upon 18 h of {gamma}-irradiation the precipitate exhibited dual behaviour, it was a more oxidised product than the precipitate obtained after 6 h of {gamma}-irradiation, but it contained magnetite particles in a more reduced form ({approx}Fe{sub 2.93}O{sub 4}). It was presumed that the reduction and oxidation processes existed as concurrent competitive processes in the microemulsion. After 18 h of {gamma}-irradiation the pH of the medium shifted from the alkaline to the acidic range. The high dose rate of {approx}22 kGy/h was directly responsible for this shift to the acidic range. At a slightly acidic pH a further reduction of Fe{sup 3+} {yields} Fe{sup 2+} resulted in the formation of more stoichiometric magnetite particles, whereas the oxidation conditions in the acidic medium permitted the oxidation Fe{sup 2+} {yields} Fe{sup 3+}. The Fe{sup 3+} was much less soluble in the acidic medium and it hydrolysed and recrystallised as goethite. The {gamma}-irradiation of the microemulsion for 25 h at a lower dose rate of 16 kGy/h produced pure substoichiometric nanosize magnetite particles of about 25 nm in size and with the stoichiometry of Fe{sub 2.83}O{sub 4}.

    The development of nuclear standards is an active and necessary endeavor that is concerned with the safe, orderly, and economic development of nuclear potential. There are almost 4100 people from the teachnical community who are presently involved either in writing nuclear standards, including codes, or in the management and processing roles necessary for their approval and promulgation. This document identifies the current participation of each individual as member, chairman, cochairman (vice-chairman), or secretary of about 700 standards development committees and groups. The standards committees and groups are identified with the organizations that are responsible for the preparation, review, and maintenance of the standards and that provide support through supervisory committees and headquarters staff. This directory includes four major sections: personnel, employers, committees, and a Key-Word-in-Context (KWIC) Index of committee titles. It can also be used to identify the participation of employers as well as to recognize the contributions of individuals to the often interdisciplinary activity of standards development.

    In the fall of 1993, 1 was asked by the Center for National Security Studies (CNSS) of the Los Alamos National Laboratory (LANL) to study the ways in which technology transfer and defense conversion had been accomplished at General Atomics (GA) and Science Applications International Corporation (SAIC) by interviewing Harold Agnew, who had served as director of Los Alamos before becoming president of General Atomics in 1979, and J. Robert Beyster, who had been a staff member at Los Alamos and at General Atomics before founding SAIC in 1969. Harold Agnew readily complied with my request for an interview and also suggested that I talk to Douglas Fouquet, who is in charge of public relations at General Atomics and is their unofficial historian. Robert Beyster was not available for an interview, but, through the courtesy of John C. Hopkins, a former director of CNSS, I was able to interview SAIC`s executive vice president, Donald M. Kerr, who is also a former director at Los Alamos, and Steven Rockwood, a sector vice president at SAIC who was formerly a staff member at the Laboratory Because Agnew, Kerr, and Rockwood are all familiar with LANL, as well as with their respective companies, the interviews becam exercises In comparative analyses of technology transfer. In what follows, I have tried to summarize both the interviews and some of the research which attended them. It is the historian`s hope that by use of comparative institutional analyses, Laboratory administrators may learn something of value in directing their efforts toward the transfer of technology to private industry and other government agencies.

    The Sixteenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 23-25, 1991. The Workshop Banquet Speaker was Dr. Mohinder Gulati of UNOCAL Geothermal. Dr. Gulati gave an inspiring talk on the impact of numerical simulation on development of geothermal energy both in The Geysers and the Philippines. Dr. Gulati was the first recipient of The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy. Dr. Frank Miller presented the award. The registered attendance figure of one hundred fifteen participants was up slightly from last year. There were seven foreign countries represented: Iceland, Italy, Philippines, Kenya, the United Kingdom, Mexico, and Japan. As last year, papers on about a dozen geothermal fields outside the United States were presented. There were thirty-six papers presented at the Workshop, and two papers were submitted for publication only. Attendees were welcomed by Dr. Khalid Aziz, Chairman of the Petroleum Engineering Department at Stanford. Opening remarks were presented by Dr. Roland Horne, followed by a discussion of the California Energy Commission's Geothermal Activities by Barbara Crowley, Vice Chairman; and J.E. ''Ted'' Mock's presentation of the DOE Geothermal Program: New Emphasis on Industrial Participation. Technical papers were organized in twelve sessions concerning: hot dry rock, geochemistry, tracer injection, field performance, modeling, and chemistry/gas. As in previous workshops, session chairpersons made major contributions to the program. Special thanks are due to Joel Renner, Jeff Tester, Jim Combs, Kathy Enedy, Elwood Baldwin, Sabodh Garg, Marcel0 Lippman, John Counsil, and Eduardo Iglesias. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students.     The text of H.R. 4445, a bill to amend the Energy Policy and Conservation Act (EPCA), is presented. The hearings were conducted to examine the activities of the oil companies that participated in voluntary agreements to carry out the international energy program. The conduct of that program by the governmental agencies and appropriate statutes are investigated. Under the provisions of EPCA, the voluntary agreements must be approved by the Attorney General. The law also requires that meetings of oil companies that participate in these agreements be closely monitored by Federal officials, that transcripts be made of all such meetings, and that all necessary steps are taken to insure that such activities have the minimum possible anticompetitive effects. If all of these procedures are followed, the law provides a limited antitrust immunity for the activities of the oil companies in carrying out these voluntary agreements. In general, the activities of the oil companies have two major roles in carrying out the international energy program: (1) they supply information to the International Energy Agency to aid it in analyzing the world oil supplies; (2) they establish the mechanisms that would be used by the agency if oil-sharing agreements under the program are triggered. Congressman John D. Dingell, presiding chairman at the hearings, expressed concern with the international energyprogram and the participation of the oil companies; the secrecy that surrounds the meetings of the oil companies; and the nature of the participation of the oil companies in the oil-sharing agreements.
