    The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund's (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont's dependency on petroleum through the development of homegrown alternatives. As such, it supports the four key priorities of the U.S. Department of Energy's Multi-year Biomass Plan: 1.) Dramatically reduce dependence on foreign oil; 2.) Promote the use of diverse, domestic and sustainable energy resources; 3.) Reduce carbon emissions from energy production and consumption; 4.) Establish a domestic bioindustry. In 2005 VSJF was awarded with a $496,000 Congressionally directed award from U.S. Senator Patrick Leahy. This award was administered through the U.S. Department of Energy (DE-FG36- 05GO85017, hereafter referred to as DOE FY05) with $396,000 to be used by VSJF for biodiesel development and $100,000 to be used by the Vermont Department of Public Service for methane biodigester projects. The intent and strategic focus of the VBI is similar to another DOE funded organization-the Biofuels Center of North Carolina-in that it is a nonprofit driven, statewide biofuels market development effort.     On January 8, 1992, the National Institute for Occupational Safety and Helath (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Vermont Department of Agriculture, due to the prevalence of respiratory and irritative symptoms among employees there following renovations in their building. One worker was advised to leave work due to respiratory illness. On March 5, 1992, NIOSH investigators interviewed workers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in renovated rooms on the first floor, carpeted and uncarpeted rooms on the second floor, and outside. First floor space was converted from laboratories to offices in August of 1991, and included painting, plastering, varnishing, and carpeting. Some second floor areas were carpeted and painted following the first floor work. Medical interviews revealed that five of the 10 workers were currently experiencing symptoms which included, headache (5 employees), excessive fatigue (3), eye irritation (2), throat irritation (2), and nasal congestion (1). The symptomatic workers reported that their symptoms had begun after their move to the first floor.

It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Vermont. The profile is the result of a survey of Nuclear Regulatory Commission licensees in Vermont.     The Albany 1/sup 0/ x 2/sup 0/ Quadrangle, Massachusetts, New York, Connecticut, Vermont, and New Hampshire, was evaluated to a depth of 1500 m for uranium favorability using National Uranium Resource Evaluation criteria. Areas of favorable geology and aeroradioactivity anomalies were examined and sampled. Most Triassic and Jurassic sediments in the Connecticut Basin, in the central part of the quadrangle, were found to be favorable for sandstone uranium deposits. Some Precambrian units in the southern Green Mountains of Vermont were found favorable for uranium deposits in veins in metamorphic rocks.

    In the spring of 1996, construction of a six-megawatt wind power facility commenced on a mountain ridge in the town of Searsburgh in southern Vermont. While this process marked the beginning of physical development on the ridge, Green Mountain Power Corporation (GMP) had been planning the process for over 25 years. From wind speed data collection in 1971, to site selection, and environmental studies still ongoing, GMP has sought to increase their renewable energy portfolio by bringing wind power to the state of Vermont. While on the surface, wind power appears to be relatively pollution free, producing no emissions, it should be noted that there are environmental impacts associated with wind power and these would have to be addressed before any substantial development could occur. But how would this happen in Vermont? Power generating facilities are not subject to the Act 250 process; rather they require certification from the Public Service Board (P.S.B.). As the project progressed, questions arose over just how the process would adequately address the environmental impacts associated with developing a remote ridge in southern Vermont. In preparing for and participating in the certification process, GMP identified several environmental impact issues in need of investigation. GMP initiated studies in several fields and hired consultants to investigate these issues with the hope that they would not serve as an impediment to their project. Preliminary analysis revealed the need for in-depth studies in four specific impact areas, including aesthetics, critical wildlife habitat, noise and avian studies. While all participants in the process do not share the same concerns, different stakeholders have raised enough questions to justify a critical look at the certification process.

    Although price responsive demand response has been widely accepted as playing an important role in the reliable and economic operation of power system, the real response from demand side can be highly uncertain due to limited understanding of consumers' response to pricing signals. To model the behavior of consumers, the price elasticity of demand has been explored and utilized in both research and real practice. However, the price elasticity of demand is not precisely known and may vary greatly with operating conditions and types of customers. To accommodate the uncertainty of demand response, alternative unit commitment methods robust to themore » uncertainty of the demand response require investigation. In this paper, a robust unit commitment model to minimize the generalized social cost is proposed for the optimal unit commitment decision taking into account uncertainty of the price elasticity of demand. By optimizing the worst case under proper robust level, the unit commitment solution of the proposed model is robust against all possible realizations of the modeled uncertain demand response. Numerical simulations on the IEEE Reliability Test System show the e ectiveness of the method.     This paper presents a novel appliance commitment algorithm that schedules thermostatically-controlled household loads based on price and consumption forecasts considering users comfort settings to meet an optimization objective such as minimum payment or maximum comfort. The formulation of an appliance commitment problem was described in the paper using an electrical water heater load as an example. The thermal dynamics of heating and coasting of the water heater load was modeled by physical models; random hot water consumption was modeled with statistical methods. The models were used to predict the appliance operation over the scheduling time horizon. User comfort was transformed to a set of linear constraints. Then, a novel linear, sequential, optimization process was used to solve the appliance commitment problem. The simulation results demonstrate that the algorithm is fast, robust, and flexible. The algorithm can be used in home/building energy-management systems to help household owners or building managers to automatically create optimal load operation schedules based on different cost and comfort settings and compare cost/benefits among schedules.

    In automated negotiation systems consisting of self-interested agents, contracts have traditionally been binding. Such contracts do not allow agents to efficiently accommodate future events. Game theory has proposed contingency contracts to solve this problem. Among computational agents, contingency contracts are often impractical due to large numbers of interdependent and unanticipated future events to be conditioned on, and because some events are not mutually observable. This paper proposes a leveled commitment contracting protocol that allows self-interested agents to efficiently accommodate future events by having the possibility of unilaterally decommitting from a contract based on local reasoning. A decommitment penalty is assigned to both agents in a contract: to be freed from the contract, an agent only pays this penalty to the other party. It is shown through formal analysis of several contracting settings that this leveled commitment feature in a contracting protocol increases Pareto efficiency of deals and can make contracts individually rational when no full commitment contract can. This advantage holds even if the agents decommit manipulatively.

    The action under consideration is the issuance of a Presidential permit to the Vermont Electric Power Company, Inc. (VELCO) for the construction, operation, maintenance and connection of a facility that will cross the United States-Canada border for international transmission of electric energy. The proposed transmission facilities will consist of a 7.5 mile, alternating current (ac) transmission line and a 200 MW back-to-back direct current (dc) converter terminal station. None of the facilities will involve any polluting emissions. The construction and maintenance of the proposed converter terminal station and transmission facilities will have little or no impact on the geologic features of the region. The transmission line will have little or no effect on agricultural land. Impacts on commercial forestry in the area will be minimal. The proposed route will require clearing about 36 acres of forest. The proposed transmission line and converter terminal site will have no effect on recreational activities, mining activites, residential, commercial, or industrial land use. The proposed corridor will have a minimal impact on area terrestrial wildlife and plant communities. The proposed project will have little or no impact on future population distribution, the operation of local services, employment and economic benefit, or housing in either Franklin or Highgate. 16 references, 3 figures.     On January 8, 1992, the National Institute for Occupational Safety and Health (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Montpelier High School, particularly with regard to new carpets installed there. On March 4, 1992, NIOSH investigators interviewed teachers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in classrooms and administrative offices which were carpeted. Other yearly remodeling activities, such as painting classrooms and applying a sealant to the gymnasium floor, had been done at the same time the carpet was installed. Energy-saving and fire code modifications to the school over time had altered the effectiveness of the designed ventilation system. Based on the medical interviews and environmental information, it appeared that there was a temporal relationship between the yearly remodeling of the school and the symptoms reported by the teachers. Ventilation system improvements and the use of low emitting building materials and furnishings are recommended.

    Estimates of stranded commitments for U.S. investor-owned utilities range widely, with many falling in the range of $100 to $200 billion. These potential losses exist because some utility-owned power plants, long-term power-purchase contracts and fuel-supply contracts, regulatory assets, and expenses for public-policy programs have book values that exceed their expected market values under full competition. This report quantifies the sensitivity of stranded- commitment estimates to the various factors that lead to these above- market-value estimates. The purpose of these sensitivity analyses is to improve understanding on the part of state and federal regulators, utilities, customers, and other electric-industry participants about the relative importance of the factors that affect stranded- commitment amounts.

While computation times often extend into multiple days, the sequential nature of PCM's makes parallelism difficult. We exploit the persistence of unit commitment decisions to select partition boundaries for simulation horizon decomposition and parallel computation.     An improvement in peak reading voltmeters is described, which provides for storing an electrical charge representative of the magnitude of a transient voltage pulse and thereafter measuring the stored charge, drawing oniy negligible energy from the storage element. The incoming voltage is rectified and stored in a condenser. The voltage of the capacitor is applied across a piezoelectric crystal between two parallel plates. Amy change in the voltage of the capacitor is reflected in a change in the dielectric constant of the crystal and the capacitance between a second pair of plates affixed to the crystal is altered. The latter capacitor forms part of the frequency determlning circuit of an oscillator and means is provided for indicating the frequency deviation which is a measure of the peak voltage applied to the voltmeter.

    A 6-megawatt, 11 turbine wind power development was constructed by Green Mountain Power Corporation in Searsburg, southern Vermont, in 1996. To determine whether birds were impacted, a series of modified BA (Before, After) studies was conducted before construction (1993-1996), during (1996), and after (1997) construction on the project site. The studies were designed to monitor changes in breeding bird community (species composition and abundance) on the site, examine the behavior and numbers of songbirds migrating at night over the site and hawks migrating over the site in daylight, and search for carcasses of birds that might have collided with the turbines.

    In this study, we derive a strengthened MILP formulation for certain gas turbine unit commitment problems, in which the ramping rates are no smaller than the minimum generation amounts. This type of gas turbines can usually start-up faster and have a larger ramping rate, as compared to the traditional coal-fired power plants. Recently, the number of this type of gas turbines increases significantly due to affordable gas prices and their scheduling flexibilities to accommodate intermittent renewable energy generation. In this study, several new families of strong valid inequalities are developed to help reduce the computational time to solve these types of problems. Meanwhile, the validity and facet-defining proofs are provided for certain inequalities. Finally, numerical experiments on a modified IEEE 118-bus system and the power system data based on recent studies verify the effectiveness of applying our formulation to model and solve this type of gas turbine unit commitment problems, including reducing the computational time to obtain an optimal solution or obtaining a much smaller optimality gap, as compared to the default CPLEX, when the time limit is reached with no optimal solutions obtained.

  10. Reexamination of quantum bit commitment: The possible and the impossible

    Bit commitment protocols whose security is based on the laws of quantum mechanics alone are generally held to be impossible. We give a strengthened and explicit proof of this result. We extend its scope to a much larger variety of protocols, which may have an arbitrary number of rounds, in which both classical and quantum information is exchanged, and which may include aborts and resets. Moreover, we do not consider the receiver to be bound to a fixed 'honest' strategy, so that 'anonymous state protocols', which were recently suggested as a possible way to beat the known no-go results, are also covered. We show that any concealing protocol allows the sender to find a cheating strategy, which is universal in the sense that it works against any strategy of the receiver. Moreover, if the concealing property holds only approximately, the cheat goes undetected with a high probability, which we explicitly estimate. The proof uses an explicit formalization of general two-party protocols, which is applicable to more general situations, and an estimate about the continuity of the Stinespring dilation of a general quantum channel. The result also provides a natural characterization of protocols that fall outside the standard setting of unlimited available technology and thus may allow secure bit commitment. We present such a protocol whose security, perhaps surprisingly, relies on decoherence in the receiver's laboratory.

    The interplay between different levels of gene regulation in modulating developmental transcriptional programs, such as histone modifications and chromatin remodeling, is not well understood. Here, we show that the chromatin remodeling factor Brg1 is required for enhancer activation in mesoderm induction. In an embryonic stem cell-based directed differentiation assay, the absence of Brg1 results in a failure of cardiomyocyte differentiation and broad deregulation of lineage-specific gene expression during mesoderm induction. We find that Brg1 co-localizes with H3K27ac at distal enhancers and is required for robust H3K27 acetylation at distal enhancers that are activated during mesoderm induction. Brg1 is also required to maintain Polycomb-mediated repression of non-mesodermal developmental regulators, suggesting cooperativity between Brg1 and Polycomb complexes. Thus, Brg1 is essential for modulating active and repressive chromatin states during mesoderm lineage commitment, in particular the activation of developmentally important enhancers. In conclusion, these findings demonstrate interplay between chromatin remodeling complexes and histone modifications that, together, ensure robust and broad gene regulation during crucial lineage commitment decisions.

    This paper considers online stochastic multiple vehicle routing with time windows in which requests arrive dynamically and the goal is to maximize the number of serviced customers. Early work has focused on very flexible routing settings where the decision to assign a vehicle to a customer is delayed until a vehicle is actually deployed to the customer. Motivated by real applications that require stability in the decision making, this paper considers a setting where the decision to assign a customer request to a vehicle must be taken when that request is accepted. Experimental results suggest that this constraint severely degrades the performance of existing algorithms. However, the paper shows how the use of stochastic information for vehicle assignment and request acceptance improves decision quality considerably. Moreover, the use of resource augmentation quantifies precisely the cost of commitment in online vehicle routing.

    Population radiation dose commitments have been estimated from reported radionuclide releases from commercial power reactors operating during 1986. Fifty-year dose commitments for a one-year exposure from both liquid and atmospheric releases were calculated for four population groups (infant, child, teen-ager and adult) residing between 2 and 80 km from each of 66 reactor sites. This report tabulates the results of these calculations, showing the dose commitments for both water and airborne pathways for each age group and organ. Also included for each of the sites is a histogram showing the fraction of the total population within 2 to 80 km around each site receiving various average dose commitments from the airborne pathways. The total dose commitments (from both liquid and airborne pathways) for each site ranged from a high of 31 person-rem to a low of 0.0007 person-rem for the sites with plants operating throughout the year with an arithmetic mean of 1.7 person-rem. The total population dose for all sites was estimated at 110 person-rem for the 140 million people considered at risk. The site average individual dose commitment from all pathways ranged from a low of 2 {times} 10{sup -6} mrem to a high of 0.02 mrem. No attempt was made in this study to determine the maximum dose commitment received by any one individual from the radionuclides released at any of the sites. 12 refs.

The total dose commitment from both liquid and airborne pathways ranged from a high of 220 person-rem to a low of 0.003 person-rem with an arithmetic mean of 16 person-rem. The total population dose for all sites was estimated at 700 person-rem for the 92 million people considered at risk. The average individual dose commitment from all pathways on a site basis ranged from a low of 2 x 10{sup -5} mrem to a high of 0.1 mrem. Fifty-year dose commitments from a one-year exposure were calculated from both liquid and atmospheric releases for four population groups (infant, child, teen-ager and adult) residing between 2 and 80 km from each of 56 sites. This report tabulates the results of these calculations, showing the dose commitments for both liquid and airborne pathways for each age group and organ. Also included for each of the sites is a histogram showing the fraction of the total population within 2 to 80 km around each site receiving various average dose commitments from the airborne pathways. The total dose commitments (from both liquid and airborne pathways) for each site ranged from a high of 110 person-rem to a low of 0.002 person-rem for the sites with plants operating throughout the year with an arithmetic mean of 5 person-rem. The total population dose for all sites was estimated at 280 person-rem for the 100 million people considered at risk. The site average individual dose commitment from all pathways ranged from a low of 6 x 10/sup -6/ mrem to a high of 0.04 mrem. No attempt was made in this study to determine the maximum dose commitment received by any one individual from the radionuclides released at any of the sites.

    We describe an experimental and computational pipeline yielding millions of reads that can exceed 200 bp with quality scores approaching that of traditional Sanger sequencing. The method combines an automatable gel-less library construction step with paired-end sequencing on a short-read instrument. With appropriately sized library inserts, mate-pair sequences can overlap, and we describe the SHERA software package that joins them to form a longer composite read.

    We present a computational framework for integrating the state-of-the-art Weather Research and Forecasting (WRF) model in stochastic unit commitment/energy dispatch formulations that account for wind power uncertainty. We first enhance the WRF model with adjoint sensitivity analysis capabilities and a sampling technique implemented in a distributed-memory parallel computing architecture. We use these capabilities through an ensemble approach to model the uncertainty of the forecast errors. The wind power realizations are exploited through a closed-loop stochastic unit commitment/energy dispatch formulation. We discuss computational issues arising in the implementation of the framework. In addition, we validate the framework using real wind speed data obtained from a set of meteorological stations. We also build a simulated power system to demonstrate the developments.

    Estimates of stranded commitments for US investor-owned electric utilities range widely, from as little as $20 billion to as much as $500 billion (more than double the shareholder equity in US utilities). These potential losses are a consequence of the above-market book values for some utility-owned power plants, long-term power-purchase contracts, deferred income taxes, regulatory assets, and public-policy programs. Because of the wide range of estimates and the potentially large dollar amounts involved, state and federal regulators need a clear understanding of the methods used to calculate these estimates. In addition, they may want simple methods that they can use to check the reasonableness of the estimates that utilities and other parties present in regulatory proceedings. This report explains various top-down and bottom-up methods to calculate stranded commitments. The purpose of this analysis is to help regulators and others understand the implications of different analytical approaches to estimating stranded-commitment amounts. Top-down methods, because they use the utility as the unit of analysis, are simple to apply and to understand. However, their aggregate nature makes it difficult to determine what specific assets and liabilities affect their estimates. Bottom-up methods use the individual asset (e.g., power plant) or liability (e.g., power-purchase contract, fuel-supply contract, and deferred income taxes) as the unit of analysis. These methods have substantial data and computational requirements.

    This manual describes a dose assessment system used to estimate the population or collective dose commitments received via both airborne and waterborne pathways by persons living within a 2- to 80-kilometer region of a commercial operating power reactor for a specific year of effluent releases. Computer programs, data files, and utility routines are included which can be used in conjunction with an IBM or compatible personal computer to produce the required dose commitments and their statistical distributions. In addition, maximum individual airborne and waterborne dose commitments are estimated and compared to 10 CFR Part 50, Appendix 1, design objectives. This supplement is the last report in the NUREG/CR-2850 series.

    An apparatus and method for rapidly reading thermoluminescent phosphors to determine the amount of luminescent energy stored therein. The stored luminescent energy is interpreted as a measure of the total exposure of the thermoluminescent phosphor to ionizing radiation. The thermoluminescent phosphor reading apparatus uses a laser to generate a laser beam. The laser beam power level is monitored by a laser power detector and controlled to maintain the power level nearly constant. A shutter or other laser beam interrupting means is used to control exposure of the thermoluminescent phosphor to the laser beam. The laser beam can be equalized using an optical equalizer so that the laser beam has an approximately uniform power density across the beam. The heated thermoluminescent phosphor emits a visible or otherwise detectable luminescent emission which is measured as an indication of the radiation exposure of the thermoluminescent phosphors. Also disclosed are preferred signal processing and control circuits.

The fiscal year (FY) 1999 and 2000 information (Sieracki 1999) and data contained in the ''Hanford Site Environment, Safety and Health Fiscal Year 2001 Budget-Risk Management Summary'' (RL 1999) were the basis for preparing this report. Fiscal year 2000 finding of Office of Environmental Management (EM) and Office of Nuclear Energy, Science and Technology (NE) activities is based on the President's budget of $1,065.1 million and $28.0 million, plus $2.7 million carryover finding, respectively, as of October 31, 1999. Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2002 ES&H Budget-Risk Management Summary to be issued in May 2000. This report provides the end-of-year status of FY 1999 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2000 ES&H execution commitments and the S&H resources needed to support those activities. This requirement is included in the ES&H ''Guidance for FY200l Budget Formulations and Execution'' (DOE 1999).

    All sites in the U.S. Department of Energy (DOE) Complex prepare this report annually for the DOE Office of Environment, Safety and Health (EH). The purpose of this report is to provide a summary of the previous and current year's Environment, Safety and Health (ES&H) execution commitments and the Safety and Health (S&H) resources that support these activities. The fiscal year (FY) 2000 and 2001 information and data contained in the Richland Operations Environment, Safefy and Health Fiscal Year 2002 Budget-Risk Management Summary (RL 2000a) were the basis for preparing this report. Fiscal year 2001 activities are based on the President's Amended Congressional Budget Request of $689.6 million for funding Ofice of Environmental Management (EM) $44.0 million for Fast Flux Test Facility standby less $7.0 million in anticipated DOE, Headquarters holdbacks for Office of Nuclear Energy, Science and Technology (NE); and $55.3 million for Safeguards and Security (SAS). Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2003 ES&H Budget-Risk Management Summary to be issued in May 2001. This report provides the end-of-year status of FY 2000 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2001 ES&H execution commitments and the S&H resources needed to support those activities. This requirement is included in the ES&H guidance contained in the FY 2002 Field Budget Call (DOE 2000).

    A holographic security label and automated reading machine for marking and subsequently authenticating any object such as an identification badge, a pass, a ticket, a manufactured part, or a package is described. The security label is extremely difficult to copy or even to read by unauthorized persons. The system comprises a holographic security label that has been created with a coded reference wave, whose specification can be kept secret. The label contains information that can be extracted only with the coded reference wave, which is derived from a holographic key, which restricts access of the information to only the possessor of the key. A reading machine accesses the information contained in the label and compares it with data stored in the machine through the application of a joint transform correlator, which is also equipped with a reference hologram that adds additional security to the procedure.

    This study aimed to evaluate the accuracy of radiographers’ screen-reading mammograms. Currently, radiologist workforce shortages may be compromising the BreastScreen Australia screening program goal to detect early breast cancer. The solution to a similar problem in the United Kingdom has successfully encouraged radiographers to take on the role as one of two screen-readers. Prior to consideration of this strategy in Australia, educational and experiential differences between radiographers in the United Kingdom and Australia emphasise the need for an investigation of Australian radiographers’ screen-reading accuracy. Ten radiographers employed by the Westmead Breast Cancer Institute with a range of radiographic (median = 28 years), mammographic (median = 13 years) and BreastScreen (median = 8 years) experience were recruited to blindly and independently screen-read an image test set of 500 mammograms, without formal training. The radiographers indicated the presence of an abnormality using BI-RADS®. Accuracy was determined by comparison with the gold standard of known outcomes of pathology results, interval matching and client 6-year follow-up. Individual sensitivity and specificity levels ranged between 76.0% and 92.0%, and 74.8% and 96.2% respectively. Pooled screen-reader accuracy across the radiographers estimated sensitivity as 82.2% and specificity as 89.5%. Areas under the reading operating characteristic curve ranged between 0.842 and 0.923. This sample of radiographers in an Australian setting have adequate accuracy levels when screen-reading mammograms. It is expected that with formal screen-reading training, accuracy levels will improve, and with support, radiographers have the potential to be one of the two screen-readers in the BreastScreen Australia program, contributing to timeliness and improved program outcomes.

    As short RNA-seq reads become a standard, affordable input to any genome annotation project, a sensitive and accurate transcript assembler is an essential part of any gene prediction system. PERTRAN is a pipeline for assembling transcripts from RNA-seq reads which demonstrates higher sensitivity, with fewer fused exons (in most cases), and faster run times compared to other TOPHAT/CUFFLINKS and genome-guided Trinity. PERTRAN shows slightly lower specificity with increased gene fusions in some cases, discussed below. SAM files generated from PERTRAN can be used to compute expression level by cuffdiff and result is comparable to that from TOPHAT.

    Variable renewable generation resources are increasing their penetration on electric power grids. These resources have weather-driven fuel sources that vary on different time scales and are difficult to predict in advance. These characteristics create challenges for system operators managing the load balance on different timescales. Research is looking into new operational techniques and strategies that show great promise on facilitating greater integration of variable resources. Stochastic Security-Constrained Unit Commitment models are one strategy that has been discussed in literature and shows great benefit. However, it is rarely used outside the research community due to its computational limits and difficulties integrating with electricity markets. This paper discusses how it can be integrated into day-ahead energy markets and especially on what pricing schemes should be used to ensure an efficient and fair market.

    Apparatuses and methods for rapidly reading thermoluminescent phosphors to determine the amount of luminescent energy stored therein. The stored luminescent energy is interpreted as a measure of the total exposure of the thermoluminescent phosphor to ionizing radiation. The thermoluminescent phosphor reading apparatus uses a laser to generate a laser beam. The laser beam power level is monitored by a laser power detector and controlled to maintain the power level at a desired value or values which can vary with time. A shutter or other laser beam interrupting means is used to control exposure of the thermoluminescent phosphor to the laser beam. The laser beam can be equalized using an opitcal equalizer so that the laser beam has an approximately uniform power density across the beam. The heated thermoluminescent phosphor emits a visible or otherwise detectable luminescent emission which is measured as an indication of the radiation exposure of the thermoluminscent phosphors. Also disclosed are preferred signal processing and control circuits including one system using a digital computer. Also disclosed are time-profiled laser power cycles for pre-anneal, read and post-anneal treatment of phosphors.

    The Global Warming Commitment (GWC) of gas X relative to standard gas A for time period T is proposed, as determined by the formula GWC{sub X}{sup T} = {integral}RF{sub X}(t)dt/{integral}RF{sub A}(t)dt both integrals between limits 0 and T, where RF{sub X}(t) = {Delta}F{sub X}(t) is the Radiative Forcing (RF) of gas X (the net total radiation flux change at the tropopause level caused by the gas X content variation during the 0 to t time period). The well known Global Warming Potential (GWP) is determined by the same formula, where {Delta}F{sub x}(t) is due to instantaneous releases into the atmosphere of the same definite mass (1 kg) of gas X and of standard gas A. In GWC the actual measured or modeled gas contents evolutions are used for estimation of gas X relative input into the current and future greenhouse warming. GWC of principal Greenhouse Gases (GG) are calculated and analyzed for the time period before 1990, based on observed GG content evolution. For periods from now to 2050 the modeled global GG content projections from radiative photochemical atmospheric model are used for several of IPCC-94 scenarios of GG anthropogenic emissions up to 2050. The GWC of CH{sub 4}, N{sub 2}O and CFCs with CO{sub 2} as standard GG are 2--4 times lower, and they are much more accurately reflecting the reality in the above periods than the widely used RFs of these GG relative to GG of CO{sub 2}, when the GG content evolutions during the time period T is not considered.

    Global warming is one of the most contentious and complex environmental issues confronting scientists and public policy makers. The scope and potential impacts of global warming are immense, affecting virtually all natural processes at many levels, including coastal zone erosion, estuarine habitat, forests, and agriculture. We hypothesize that managing the natural and societal impacts of global warming, including the costs of its management, abatement, and adaptation, requires not only the cooperation of international agencies and national government, but of individual states and provinces as well. There has been a considerable increase in state-level activity to reduce global warming in the United States, but there has been little assessment of its extent or state motivations. This paper will provide an overview of possible U.S. states` commitments and responsibilities under international treaties and agreements, as well as national policy decrees such as the Clinton Administrations` Climate Change Action Plan. A review of current states` activities with brief case studies of the more progressive state programs (Connecticut, Iowa, California, Missouri, Oregon), their achievements, and their significance. We focus upon federally-mandated global change activities imposed upon states (e.g., national regulations to conserve energy or reduce emissions) and state-motivated policies not required by any national regulation (e.g., land use, transportation, regional planning policies with impacts on global change.) The latter policies may be aimed specifically at global warming prevention or mitigation or they may be incidental, beneficial by-products of policies intended for other purposes--so called `no regrets` policies. We compare the performance of state policies in these two categories in order to ascertain their relative effectiveness and promise for addressing climate change problems.

    A method and system to enable acquisition of data about an environment from one or more meters using video images. One or more meters are imaged by a video camera and the video signal is digitized. Then, each region of the digital image which corresponds to the indicator of the meter is calibrated and the video signal is analyzed to determine the value indicated by each meter indicator. Finally, from the value indicated by each meter indicator in the calibrated region, a meter reading is generated. The method and system offer the advantages of automatic data collection in a relatively non-intrusive manner without making any complicated or expensive electronic connections, and without requiring intensive manpower.

    The Tile Calorimeter at ATLAS [1] is a hadron calorimeter based on steel plates and scintillating tiles read out by PMTs. The current read-out system uses standard ADCs and custom ASICs to digitize and temporarily store the data on the detector. However, only a subset of the data is actually read out to the counting room. The on-detector electronics will be replaced around 2023. To achieve the required reliability the upgraded system will be highly redundant. Here the ASICs will be replaced with Kintex-7 FPGAs from Xilinx. This, in addition to the use of multiple 10 Gbps optical read-out links, will allow a full read-out of all detector data. Due to the higher radiation levels expected when the beam luminosity is increased, opportunities for repairs will be less frequent. The circuitry and firmware must therefore be designed for sufficiently high reliability using redundancy and radiation tolerant components. Within a year, a hybrid demonstrator including the new readout system will be installed in one slice of the ATLAS Tile Calorimeter. This will allow the proposed upgrade to be thoroughly evaluated well before the planned 2023 deployment in all slices, especially with regard to long term reliability. Different firmware strategies alongside with their integration in the demonstrator are presented in the context of high reliability protection against hardware malfunction and radiation induced errors.

    The authors have developed a SPICE model of silicon microstrip detector and its read-out electronics. The SPICE model of an AC-coupled single-sided polysilicon-biased silicon microstrip detector has been implemented by using a RC network containing up to 19 strips. The main parameters of this model have been determined by direct comparison with DC and AC measurements. The simulated interstrip and coupling impedance and phase angle are in good agreement with experimental results, up to a frequency of 1 MHz. The authors have used the PreShape 32 as the read-out chip for both the simulation and the measurements. It consists of a charge sensitive preamplifier followed by a shaper and a buffer. The SPICE parameters have been adjusted to fit the experimental results obtained for the configuration where every strip is connected to the read-out electronics and kept the same for the different read-out configurations they have considered. By adding 2 further capacitances simulating the parasitic contributions between the read-out channels of the PS32 chip, a satisfactory matching between the experimental data and the simulated curves has been reached on both rising and trailing edges of the signal. Such agreement deteriorates only for strips far from the strip where the signal has been applied.

    An objective analysis of image quality parameters was performed for a computed radiography (CR) system using both standard single-side and prototype dual-side read plates. The pre-sampled modulation transfer function (MTF), noise power spectrum (NPS), and detective quantum efficiency (DQE) for the systems were determined at three different beam qualities representative of pediatric chest radiography, at an entrance detector air kerma of 5 {mu}Gy. The NPS and DQE measurements were realized under clinically relevant x-ray spectra for pediatric radiology, including x-ray scatter radiations. Compared to the standard single-side read system, the MTF for the dual-side read system is reduced, but this is offset by a significant decrease in image noise, resulting in a marked increase in DQE (+40%) in the low spatial frequency range. Thus, for the same image quality, the new technology permits the CR system to be used at a reduced dose level.

    We describe a new algorithm, meraculous, for whole genome assembly of deep paired-end short reads, and apply it to the assembly of a dataset of paired 75-bp Illumina reads derived from the 15.4 megabase genome of the haploid yeast Pichia stipitis. More than 95% of the genome is recovered, with no errors; half the assembled sequence is in contigs longer than 101 kilobases and in scaffolds longer than 269 kilobases. Incorporating fosmid ends recovers entire chromosomes. Meraculous relies on an efficient and conservative traversal of the subgraph of the k-mer (deBruijn) graph of oligonucleotides with unique high quality extensions in the dataset, avoiding an explicit error correction step as used in other short-read assemblers. A novel memory-efficient hashing scheme is introduced. The resulting contigs are ordered and oriented using paired reads separated by ~280 bp or ~3.2 kbp, and many gaps between contigs can be closed using paired-end placements. Practical issues with the dataset are described, and prospects for assembling larger genomes are discussed.
