    About 5,000 Tcf of stranded gas reserves exist worldwide--gas that is not economically feasible to recover and move to market through pipelines. For oil producers, this is problematic for a number of reasons. What do you do with associated gas when environmental regulations worldwide are banning flaring due to concerns over greenhouse gas emissions? Reinjection is costly and may not be the best solution in every reservoir. While many producers have enormous gas reserves, they are of no value if that gas is just sitting in the ground with no potential markets at hand. How can you monetize these reserves? A potential solution to the problem of stranded gas reserves is GTL processing. This process takes methane and converts it to synthesis gas, uses the Fischer-Tropsch (FT) process to convert the synthesis gas to syncrude, and upgrades the syncrude to various hydrocarbon chains to produce a variety of refined products. Three recent developments favor commercial GTL development: environmental regulations are creating a premium for ultraclean fuels; new technology is lowering the capital costs and operating costs of GTL development; and world oil prices have risen above $20/bbl. Therefore, the oil and gas industry is taking a serious look at commercialization of GTL.

    Water is an important aspect of many facets in energy engineering. While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

This situation lends itself to the use of corridor target marketing along the leading edge of existing markets to determine the best potential for expansion. This paper will detail how the Tennessee Valley Authority (TVA) utilized TARGETMASTER, a customized geographic information system (GIS), to locate and assess the potential to directly serve electrical power to commercial and industrial customers along a corridor.

    The first U.S. demonstration of a gas turbine operating on fuel gas produced by the thermal gasification of biomass occurred at Battelle Columbus Labs (BCL) during 1994 using their high throughput indirect medium Btu gasification Process Research Unit (PRU). Zurn/NEPCO was retained to build a commercial scale gas plant utilizing this technology. This plant will have a throughput rating of 8 to 12 dry tons per hour. During a subsequent phase of the Burlington project, this fuel gas will be utilized in a commercial scale gas turbine. It is felt that this process holds unique promise for economically converting a wide variety of biomass feedstocks efficiently into both a medium Btu (500 Btu/scf) gas turbine and IC engine quality fuel gas that can be burned in engines without modification, derating or efficiency loss. Others are currently demonstrating sub-commercial scale thermal biomass gasification processes for turbine gas, utilizing both atmospheric and pressurized air and oxygen-blown fluid bed processes. While some of these approaches hold merit for coal, there is significant question as to whether they will prove economically viable in biomass facilities which are typically scale limited by fuel availability and transportation logistics below 60 MW. Atmospheric air-blown technologies suffer from large sensible heat loss, high gas volume and cleaning cost, huge gas compressor power consumption and engine deratings. Pressurized units and/or oxygen-blown gas plants are extremely expensive for plant scales below 250 MW. The FERCO/BCL process shows great promise for overcoming the above limitations by utilizing an extremely high throughout circulation fluid bed (CFB) gasifier, in which biomass is fully devolitalized with hot sand from a CFB char combustor. The fuel gas can be cooled and cleaned by a conventional scrubbing system. Fuel gas compressor power consumption is reduced 3 to 4 fold verses low Btu biomass gas.

    The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    This scoping study summarizes the challenges with integrating wind and solar generation into the California's electricity grid. These challenges include: Smoothing intra-hour variability; - Absorbing excess renewable energy during over-generation periods; - Addressing morning and evening ramping periods. In addition, there are technical challenges to integrating retail demand response (DR) triggered by the wholesale conditions into the CAISO markets. The study describes the DR programs available to the consumers through the utilities in California and CAISO's ancillary services market because an integration of the wholesale and retail DR requires an understanding of these different offerings and the costs associated with acquiring them. Demand-side active and passive storage systems are proposed as technologies that may be used to mitigate the effects of intermittence due to renewable generation. Commercial building technologies as well as industrial facilities with storage capability are identified as targets for the field tests. Two systems used for ancillary services communications are identified as providing the triggers for DR enablement. Through the field tests, issues related to communication, automation and flexibility of demand-side resources will be explored and the performance of technologies that participate in the field tests will be evaluated. The major outcome of this research is identifying and defining flexibility of DR resources and optimized use of these resources to respond to grid conditions.

    This program developed the Kurchatov Institute’s CREBCOM (CRiteria and Experimentally Based COMbustion) code to the point where it could be commercialized and marketed for the special applications described above, as well as for general purpose combustion calculations. The CREBCOM code uses a different approach to model the explosion phenomenon. The code models, with full 3D gas dynamics, the development of an explosion in three characteristics regimes: a) slow flames, b) fast flames, and c) detonation. The transition from one regime to another is governed by a set of empirical criteria and correlations. As part of the commercialization, the code was validated with the use of experimental data. The experimental data covered a range of thermodynamic initial conditions and apparatus scale. Proprietary experimental data were provided to the Kurchatov Institute by the DuPont for this purpose. The flame acceleration and detonation data was obtained from experiments in methane and oxygen enriched air mixtures carried out in two vessels with diameters of 20 and 27 cm. The experimental data covers a wide spectrum of initial temperature (20-525C) and pressure (1-3 atm). As part of this program, the Kurchatov Institute performed experiments in a 52 cm vessel in mixtures of methane-air at room temperature and pressure to be used in the validation of the code. The objective of these tests was to obtain frame acceleration data at a scale close to that found in actual industrial processes. BNL was responsible for managing the DOE/IPP portion of the program, and for satisfying DOE reporting requirements. BNL also participated in an independent assessment of the CREBOM code. DuPont provided proprietary experimental data to the Kurchatov Institute on flame acceleration and detonation in high temperature methane and oxygen enriched air mixtures in addition to the matching fund. In addition, DuPont also supplied to KI instrumentation for pressure and temperature measurement

    Inevitably the greatest obstacles to deep energy savings and mainstream market transformation include complexity and cost. Currently there is a tremendous marketplace gap between the need for widespread integrated lighting solutions and the capacity of the market to provide them. This paper will describe how a new USDOE commercial lighting program provides a multi-faceted strategy to provide the needed how to guidance in support of the numerous mandates and programs that are reaching far beyond codes and standards. The program provides lighting energy-efficiency solutions using high performance products, daylighting, and lighting controls. These lighting solutions are widely applicable to common spaces and are delivered via an interactive webtool, making them scalable to the mainstream market. Complexity is reduced by providing pre-designed vignettes and controls strategies that can be reviewed and selected by the end user or design team. The webtool provides analysis and documentation to show performance against energy goals in support of end-user applications for incentives, which addresses the cost obstacle. Utilities and Energy Effiency Program Sponsors (EEPS) benefit by having actionable guidance for customers and energy analysis sufficient to create programs designed around kWh rather than LPD or component-based rebates. The program is organized around the major commercial market sectors: retail, commercial real estate (e.g., offices, developers, lodging), and institutional (e.g., healthcare, education). This allows design solutions to be developed specifically for each sector with the input of the appropriate end users. The partnership model for the program is robust (including end users, design professionals, manufacturers, Non-Governmental Organizations (NGOs), and EEPS) and provides the network by which feedback is gathered, lighting solutions are deployed, and performance is measured.

    Soft computing (SC) is an association of computing methodologies that includes as its principal members fuzzy logic, neurocomputing, evolutionary computing and probabilistic computing. The authors present a collection of methods and tools that can be used to perform diagnostics, estimation, and control. These tools are a great match for real-world applications that are characterized by imprecise, uncertain data and incomplete domain knowledge. The authors outline the advantages of applying SC techniques and in particular the synergy derived from the use of hybrid SC systems. They illustrate some combinations of hybrid SC systems, such as fuzzy logic controllers (FLC's) tuned by neural networks (NN's) and evolutionary computing (EC), NN's tuned by EC or FLC's, and EC controlled by FLC's. The authors discuss three successful real-world examples of SC applications to industrial equipment diagnostics, freight train control, and residential property valuation.

    The Vermont State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Vermont. The profile is the result of a survey of Nuclear Regulatory Commission licensees in Vermont. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may affect waste management practices in Vermont.

  18. Assessing Energy Efficiency Opportunities in US Industrial and Commercial Building Motor Systems

    In 2002, the United States Department of Energy (USDOE) published an energy efficiency assessment of U.S. industrial sector motor systems titled United States Industrial Electric Motor Systems Market Opportunities Assessment. The assessment advanced motor system efficiency by providing a greater understanding of the energy consumption, use characteristics, and energy efficiency improvement potential of industrial sector motor systems in the U.S. Since 2002, regulations such as Minimum Energy Performance Standards, cost reductions for motor system components such as variable frequency drives, system-integrated motor-driven equipment, and awareness programs for motor system energy efficiency have changed the landscape of U.S. motor system energy consumption. To capture the new landscape, the USDOE has initiated a three-year Motor System Market Assessment (MSMA), led by Lawrence Berkeley National Laboratory (LBNL). The MSMA will assess the energy consumption, operational and maintenance characteristics, and efficiency improvement opportunity of U.S. industrial sector and commercial building motor systems. As part of the MSMA, a significant effort is currently underway to conduct field assessments of motor systems from a sample of facilities representative of U.S. commercial and industrial motor system energy consumption. The Field Assessment Plan used for these assessments builds on recent LBNL research presented at EEMODS 2011 and EEMODS 2013 using methods for characterizing and determining regional motor system energy efficiency opportunities. This paper provides an update on the development and progress of the MSMA, focusing on the Field Assessment Plan and the framework for assessing the global supply chain for emerging motors and drive technologies.

    The action under consideration is the issuance of a Presidential permit to the Vermont Electric Power Company, Inc. (VELCO) for the construction, operation, maintenance and connection of a facility that will cross the United States-Canada border for international transmission of electric energy. The proposed transmission facilities will consist of a 7.5 mile, alternating current (ac) transmission line and a 200 MW back-to-back direct current (dc) converter terminal station. None of the facilities will involve any polluting emissions. The construction and maintenance of the proposed converter terminal station and transmission facilities will have little or no impact on the geologic features of the region. The transmission line will have little or no effect on agricultural land. Impacts on commercial forestry in the area will be minimal. The proposed route will require clearing about 36 acres of forest. The proposed transmission line and converter terminal site will have no effect on recreational activities, mining activites, residential, commercial, or industrial land use. The proposed corridor will have a minimal impact on area terrestrial wildlife and plant communities. The proposed project will have little or no impact on future population distribution, the operation of local services, employment and economic benefit, or housing in either Franklin or Highgate. 16 references, 3 figures. Coupled with this, a growing population and increasing trends in consumer demand have resulted in national waste loads increasing. A possible solution to both issues is energy-from-waste (EfW) technologies. Many studies have focused on municipal solid waste (MSW) as a potential feedstock, but appear to overlook the potential benefits of commercial and industrial waste (C and IW). In this study, samples of C and IW were collected from three North West waste management companies and Lancaster University campus. The samples were tested for their gross and net calorific value, moisture content, ash content, volatile matter, and also elemental composition to determine their suitability in EfW systems. Intra-sample analysis showed there to be little variation between samples with the exception two samples, from waste management site 3, which showed extensive variation with regards to net calorific value, ash content, and elemental analysis. Comparisons with known fuel types revealed similarities between the sampled C and IW, MSW, and refuse derived fuel (RDF) thereby justifying its potential for use in EfW systems. Mean net calorific value (NCV) was calculated as 9.47 MJ/kg and concentrations of sulphur, nitrogen, and chlorine were found to be below 2%.     We describe a method to generate statistical models of electricity demand from Commercial and Industrial (C&I) facilities including their response to dynamic pricing signals. Models are built with historical electricity demand data. A facility model is the sum of a baseline demand model and a residual demand model; the latter quantifies deviations from the baseline model due to dynamic pricing signals from the utility. Three regression-based baseline computation methods were developed and analyzed. All methods performed similarly. To understand the diversity of facility responses to dynamic pricing signals, we have characterized the response of 44 C&I facilities participating in a Demand Response (DR) program using dynamic pricing in California (Pacific Gas and Electric's Critical Peak Pricing Program). In most cases, facilities shed load during DR events but there is significant heterogeneity in facility responses. Modeling facility response to dynamic price signals is beneficial to the Independent System Operator for scheduling supply to meet demand, to the utility for improving dynamic pricing programs, and to the customer for minimizing energy costs.

    Changes in the electricity consumption of commercial buildings and industrial facilities (C&I facilities) during Demand Response (DR) events are usually estimated using counterfactual baseline models. Model error makes it difficult to precisely quantify these changes in consumption and understand if C&I facilities exhibit event-to-event variability in their response to DR signals. This paper seeks to understand baseline model error and DR variability in C&I facilities facing dynamic electricity prices. Using a regression-based baseline model, we present a method to compute the error associated with estimates of several DR parameters. We also develop a metric to determine how much observed DR variability results from baseline model error rather than real variability in response. We analyze 38 C&I facilities participating in an automated DR program and find that DR parameter errors are large. Though some facilities exhibit real DR variability, most observed variability results from baseline model error. Therefore, facilities with variable DR parameters may actually respond consistently from event to event. Consequently, in DR programs in which repeatability is valued, individual buildings may be performing better than previously thought. In some cases, however, aggregations of C&I facilities exhibit real DR variability, which could create challenges for power system operation.

    The objective of this paper is to share the challenges and opportunities as viewed from an industrial and commercial perspective that one encounters when performing therapeutic ultrasound research, development, manufacturing, and sales activities. Research in therapeutic ultrasound has become an active field in the last decade, spurred by technological advances in the areas of transducer materials, control electronics, treatment monitoring techniques, an ever increasing number of clinical applications, and private and governmental funding opportunities. The development of devices and methods utilizing therapeutic ultrasound to cure or manage disease is being pursued by startup companies and large established companies alike, driven by the promise of profiting at many levels from this new and disruptive technology. Widespread penetration within the clinical community remains elusive, with current approaches focusing on very specific applications and niche markets. Challenges include difficulties in securing capital to develop the technology and undertake costly clinical trials, a regulatory landscape that varies from country to country, resistance from established practitioners, and difficulties in assembling a team with the right mix of technological savvy and business expertise. Success is possible and increasing, however, as evidenced by several companies, initiatives, and products with measurable benefits to the patient, clinician, and companies alike.

    The Salida Geothermal Prospect (Poncha Hot Springs) was evaluated for industrial and commercial direct heat applications at Salida, Colorado, which is located approximately five miles east of Poncha Hot Springs. Chaffee Geothermal, Ltd., holds the geothermal leases on the prospect and the right-of-way for the main pipeline to Salida. The Poncha Hot Springs are located at the intersection of two major structural trends, immediately between the Upper Arkansas graben and the Sangre de Cristo uplift. Prominent east-west faulting occurs at the actual location of the hot springs. Preliminary exploration indicates that 1600 gpm of geothermal fluid as hot as 250/sup 0/F is likely to be found at around 1500 feet in depth. The prospective existing endusers were estimated to require 5.02 x 10/sup 10/ Btu per year, but the total annual amount of geothermal energy available for existing and future endusers is 28.14 x 10/sup 10/ Btu. The engineering design for the study assumed that the 1600 gpm would be fully utilized. Some users would be cascaded and the spent fluid would be cooled and discharged to nearby rivers. The economic analysis assumes that two separate businesses, the energy producer and the energy distributor, are participants in the geothermal project. The producer would be an existing limited partnership, with Chaffee Geothermal, Ltd. as one of the partners; the distributor would be a new Colorado corporation without additional income sources. Economic evaluations were performed in full for four cases: the Base Case and three alternate scenarios. Alternate 1 assumes a three-year delay in realizing full production relative to the Base Case; Alternate 2 assumes that the geothermal reservoir is of a higher quality than is assumed for the Base Case; and Alternate 3 assumes a lower quality reservoir. 11 refs., 34 figs., 40 tabs.

    PEM fuel cell technology is rapidly emerging as a viable propulsion alternative to the internal combustion engine. Fuel cells offer the advantages of low emissions, high efficiency, fuel flexibility, quiet and continuous operation, and modularity. Over the last decade, dramatic advances have been achieved in the performance and cost of PEM fuel cell technologies for automotive applications. However, significant technical barriers remain to making fuel cell propulsion systems viable alternatives to the internal combustion engine. This paper focuses on the progress achieved and remaining technical barriers while highlighting Government-industry R&D efforts that are accelerating fuel cell technology toward commercialization.

  1. Vermont Biofuels Initiative: Local Production for Local Use to Supply a Portion of Vermont's Energy Needs

    The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund's (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont's dependency on petroleum through the development of homegrown alternatives. As such, it supports the four key priorities of the U.S. Department of Energy's Multi-year Biomass Plan: 1.) Dramatically reduce dependence on foreign oil; 2.) Promote the use of diverse, domestic and sustainable energy resources; 3.) Reduce carbon emissions from energy production and consumption; 4.) Establish a domestic bioindustry. In 2005 VSJF was awarded with a $496,000 Congressionally directed award from U.S. Senator Patrick Leahy. This award was administered through the U.S. Department of Energy (DE-FG36- 05GO85017, hereafter referred to as DOE FY05) with $396,000 to be used by VSJF for biodiesel development and $100,000 to be used by the Vermont Department of Public Service for methane biodigester projects. The intent and strategic focus of the VBI is similar to another DOE funded organization-the Biofuels Center of North Carolina-in that it is a nonprofit driven, statewide biofuels market development effort. DOE FY05 funds were expensed from 2006 through 2008 for seven projects: 1) a feedstock production, logistics, and biomass conversion research project conducted by the University of Vermont Extension; 2) technical assistance in the form of a safety review and engineering study of State Line Biofuels existing biodiesel production facility; 3) technical assistance in the form of a safety review and engineering study of Borderview Farm's proposed biodiesel production facility; 4) technology and infrastructure purchases for capacity expansion at Green Technologies, LLC, a waste vegetable biodiesel producer; 5

    The substantial efficiency improvements which have been realized in residential refrigerators over the last twenty years due to implementation of the National Appliance Energy Conservation Act and changing consumer reactions to energy savings give an indication of the potential for improvement in the commercial sector, where few such efficiency improvements have been made to date. The purchase decision for commercial refrigerators is still focused primarily on first cost and product performance issues such as maximizing storage capacity, quick pulldown, durability, and reliability. The project applied techniques used extensively to reduce energy use in residential refrigeration to a commercial reach-in refrigerator. The results will also be applicable to other commercial refrigeration equipment, such as refrigerated vending machines, reach-in freezers, beverage merchandisers, etc. The project described in this paper was a collaboration involving the Appliance and Building Technology Sector of TIAX, the Delfield Company, and the U. S. Department of Energy's Office of Building Technologies. Funding was provided by DOE through Cooperative Agreement No. DE-FC26-00NT41000. The program plan and schedule were structured to assure successful integration of the TIAX work on development of efficient design concepts into Delfield's simultaneous development of the Vantage product line. The energy-saving design options evaluated as part of the development included brushless DC and PSC fan motors, high-efficiency compressors, variable-speed compressor technology, cabinet thermal improvement (particularly in the face frame area), increased insulation thickness, a trap for the condensate line, improved insulation, reduced-wattage antisweat heaters, non-electric antisweat heating, off-cycle defrost termination, rifled heat exchanger tubing, and system optimization (selection of heat exchangers, fans, and subcooling, superheat, and suction temperatures for efficient operation).     The Mid-Atlantic Recycling Center for End-of-Life Electronics (MARCEE) was set up in 1999 in response to a call from Congressman Alan Mollohan, who had a strong interest in this subject. A consortium was put together which included the Polymer Alliance Zone (PAZ) of West Virginia, West Virginia University (WVU), DN American and Ecolibrium. The consortium developed a set of objectives and task plans, which included both the research issues of setting up facilities to demanufacture End-of-Life Electronics (EoLE), the economics of the demanufacturing process, and the infrastructure development necessary for a sustainable recycling industry to be established in West Virginia. This report discusses the work of the MARCEE Project Consortium from November 1999 through March 2005. While the body of the report is distributed in hard-copy form the Appendices are being distributed on CD's.

    As the original magnet designer and manufacturer of ORNL s 9T, 5-inch ID bore magnet, American Magnetics Inc. (AMI) has collaborated with ORNL s Materials Processing Group s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. One notable outcome of this project is that the ThermoMagnetic Processing Technology WON a prestigious 2009 R&D 100 Awards. This award acknowledges and recognizes our TMP Technology as one of the top 100 innovative US technologies in 2009. By successfully establishing the design requirements for a commercial scale magnetic processing system, this project effort has accomplished a key first step in facilitating the building and demonstration of a superconducting magnetic processing coil, enabling the transition of the High Magnetic Field Processing Technology beyond a laboratory novelty into a commercially viable and industrially scalable Manufacturing Technology.

    On January 8, 1992, the National Institute for Occupational Safety and Helath (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Vermont Department of Agriculture, due to the prevalence of respiratory and irritative symptoms among employees there following renovations in their building. One worker was advised to leave work due to respiratory illness. On March 5, 1992, NIOSH investigators interviewed workers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in renovated rooms on the first floor, carpeted and uncarpeted rooms on the second floor, and outside. First floor space was converted from laboratories to offices in August of 1991, and included painting, plastering, varnishing, and carpeting. Some second floor areas were carpeted and painted following the first floor work. Medical interviews revealed that five of the 10 workers were currently experiencing symptoms which included, headache (5 employees), excessive fatigue (3), eye irritation (2), throat irritation (2), and nasal congestion (1). The symptomatic workers reported that their symptoms had begun after their move to the first floor.

    Econoimc profiles of the industries most affected by the construction, deployment, and operation of Ocean Thermal Energy Conversion (OTEC) powerplants are presented. Six industries which will contribute materials and/or components to the construction of OTEC plants have been identified and are profiled here. These industries are: steel industry, concrete industry, titanium metal industry, fabricated structural metals industry, fiber glass-reinforced plastics industry, and electrical transmission cable industry. The economic profiles for these industries detail the industry's history, its financial and economic characteristics, its technological and production traits, resource constraints that might impede its operation, and its relation to OTEC. Some of the historical data collected and described in the profile include output, value of shipments, number of firms, prices, employment, imports and exports, and supply-demand forecasts. For most of the profiled industries, data from 1958 through 1980 were examined. In addition, profiles are included on the sectors of the economy which will actualy construct, deploy, and supply the OTEC platforms.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     Accelerated market penetration of plug-in electric vehicles and deployment of grid-connected energy storage are restricted by the high cost of lithium-ion batteries. Research, development, and manufacturing are underway to lower material costs, enhance process efficiencies, and increase production volumes. A fraction of the battery cost may be recovered after vehicular service by reusing the battery where it may have sufficient performance for other energy-storage applications. By extracting post-vehicle additional services and revenue from the battery, the total lifetime value of the battery is increased. The overall cost of energy-storage solutions for both primary (automotive) and secondary (grid) customer could be decreased. This techno-economic analysis of battery second use considers effects of battery degradation in both automotive and grid service, repurposing costs, balance-of-system costs, the value of aggregated energy-storage to commercial and industrial end users, and competitive technology. Batteries from plug-in electric vehicles can economically be used to serve the power quality and reliability needs of commercial and industrial end users. However, the value to the automotive battery owner is small (e.g., $20-$100/kWh) as declining future battery costs and other factors strongly affect salvage value. Repurposed automotive battery prices may range from $38/kWh to $132/kWh.

    MSW can be converted to energy in two ways. One involves the direct burning of MSW to produce steam and electricity. As part of a program sponsored by DOE`s Office of Industrial Technologies, the National Renewable Energy Laboratory participated in a cooperative research and development agreement to examine combustion of binder-enhanced, densified refuse-derived fuel (b-d RDF) pellets with coal. Pelletized b-d RDF has been burned in coal combustors, but only in quantities of less than 3% in large utility systems. The DOE project involved the use of b-d RDF in quantities up to 20%. A major goal was to quantify the pollutants released during combustion and measure combustion performance.

    A handbook on ``A Method for the Assessment of Site-specific Econoomic Impacts of Industrial and Commercial Biomass Energy Facilities`` has been prepared by Resource Systems Group Inc. under contract to the Southeastern Regional Biomass Energy Program (SERBEP). The handbook includes a user-friendly Lotus 123 spreadsheet which calculates the economic impacts of biomass energy facilities. The analysis uses a hybrid approach, combining direct site-specific data provided by the user, with indirect impact multipliers from the US Forest Service IMPLAN input/output model for each state. Direct economic impacts are determined primarily from site-specific data and indirect impacts are determined from the IMPLAN multipliers. The economic impacts are given in terms of income, employment, and state and federal taxes generated directly by the specific facility and by the indirect economic activity associated with each project. A worksheet is provided which guides the user in identifying and entering the appropriate financial data on the plant to be evaluated. The WLAN multipliers for each state are included in a database within the program. The multipliers are applied automatically after the user has entered the site-specific data and the state in which the facility is located. Output from the analysis includes a summary of direct and indirect income, employment and taxes. Case studies of large and small wood energy facilities and an ethanol plant are provided as examples to demonstrate the method. Although the handbook and program are intended for use by those with no previous experience in economic impact analysis, suggestions are given for the more experienced user who may wish to modify the analysis techniques.

    The Albany 1/sup 0/ x 2/sup 0/ Quadrangle, Massachusetts, New York, Connecticut, Vermont, and New Hampshire, was evaluated to a depth of 1500 m for uranium favorability using National Uranium Resource Evaluation criteria. Areas of favorable geology and aeroradioactivity anomalies were examined and sampled. Most Triassic and Jurassic sediments in the Connecticut Basin, in the central part of the quadrangle, were found to be favorable for sandstone uranium deposits. Some Precambrian units in the southern Green Mountains of Vermont were found favorable for uranium deposits in veins in metamorphic rocks.

    In the spring of 1996, construction of a six-megawatt wind power facility commenced on a mountain ridge in the town of Searsburgh in southern Vermont. While this process marked the beginning of physical development on the ridge, Green Mountain Power Corporation (GMP) had been planning the process for over 25 years. From wind speed data collection in 1971, to site selection, and environmental studies still ongoing, GMP has sought to increase their renewable energy portfolio by bringing wind power to the state of Vermont. While on the surface, wind power appears to be relatively pollution free, producing no emissions, it should be noted that there are environmental impacts associated with wind power and these would have to be addressed before any substantial development could occur. But how would this happen in Vermont? Power generating facilities are not subject to the Act 250 process; rather they require certification from the Public Service Board (P.S.B.). As the project progressed, questions arose over just how the process would adequately address the environmental impacts associated with developing a remote ridge in southern Vermont. In preparing for and participating in the certification process, GMP identified several environmental impact issues in need of investigation. GMP initiated studies in several fields and hired consultants to investigate these issues with the hope that they would not serve as an impediment to their project. Preliminary analysis revealed the need for in-depth studies in four specific impact areas, including aesthetics, critical wildlife habitat, noise and avian studies. While all participants in the process do not share the same concerns, different stakeholders have raised enough questions to justify a critical look at the certification process.

    In the Department of Energy (DOE) Implementation Plan (IP) for Defense Nuclear Facilities Safety Board's Recommendation 2009-1, the DOE committed to studying the use of quantitative risk assessment methodologies at government agencies and industry. This study consisted of document reviews and interviews of senior management and risk assessment staff at six organizations. Data were collected and analyzed on risk assessment applications, risk assessment tools, and controls and infrastructure supporting the correct usage of risk assessment and risk management tools. The study found that the agencies were in different degrees of maturity in the use of risk assessment to support the analysis of high hazard operations and to support decisions related to these operations. Agencies did not share a simple, 'one size fits all' approach to tools, controls, and infrastructure needs. The agencies recognized that flexibility was warranted to allow use of risk assessment tools in a manner that is commensurate with the complexity of the application. The study also found that, even with the lack of some data, agencies application of the risk analysis structured approach could provide useful insights such as potential system vulnerabilities. This study, in combination with a companion study of risk assessment programs in the DOE Offices involved in high hazard operations, is being used to determine the nature and type of controls and infrastructure needed to support risk assessments at the DOE.

    This report reviews six recent studies (from 2002 through 2006) by states and utilities to assess the energy saving potential in existing commercial buildings. The studies cover all or portions of California, Connecticut, Vermont, Colorado, Illinois, and the Pacific Northwest. The studies clearly reveal that lighting remains the single largest and most cost effective end use that can be reduced to save energy. Overall the study indicated that with existing technologies and costs, a reasonable range of economic savings potential in existing commercial buildings is between 10 and 20 percent of current energy use. While not a focus of the study, an additional conclusion is that implementation of commercial building monitoring and controls would also play an important role in the nation’s efforts to improve energy efficiency of existing buildings.

    The inertial electrostatic confinement (IEC) fusion grade plasma devices are being developed as a commercial industrial product by Daimler-Benz Aerospace (DASA), Center Trauen, which has an exclusive license from the University of Illinois (UI) to manufacture the commercial implementation of the Miley et al. IEC inventions. DASA is funding the UI Fusion Studies Laboratory basic IEC research and the intellectual property protection process. The association of the DASA Space Infrastructure division with an apparently unrelated technology has arisen from the perception that IEC technology may benefit from certain aerospace technologies and eventually create a market for space infrastructure services. In addition, DASA Center Trauen has a number of environmental technology businesses.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    On January 8, 1992, the National Institute for Occupational Safety and Health (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Montpelier High School, particularly with regard to new carpets installed there. On March 4, 1992, NIOSH investigators interviewed teachers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in classrooms and administrative offices which were carpeted. Other yearly remodeling activities, such as painting classrooms and applying a sealant to the gymnasium floor, had been done at the same time the carpet was installed. Energy-saving and fire code modifications to the school over time had altered the effectiveness of the designed ventilation system. Based on the medical interviews and environmental information, it appeared that there was a temporal relationship between the yearly remodeling of the school and the symptoms reported by the teachers. Ventilation system improvements and the use of low emitting building materials and furnishings are recommended.
