    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

Development of its geothermal resources has the potential to profoundly affect the energy and economic future of the FBIC. Geothermal energy can contribute to making the reservation energy self-sufficient and, potentially, an energy exporter. The feasibility study assessed the feasibility of installing a geothermal district heating system to provide low-cost, efficient heating of existing and planned residences, community buildings and water, using an existing geothermal well, FB-3.

    The references listed in this document represent the readily available literature about coal resources on or adjacent to the Navajo Indian Reservation. They were selected during the developmental phase of the Navajo Resource Information System (NRIS). The system contains a set of computerized data bases addressing various resource categories. The system was developed by the US Geological Survey in coordination with the Minerals Department, Navajo Nation. Funding support was provided by the Bureau of Indian Affairs. The list of approximately 70 references was selected from a reference data base entitled nref using those citations which contain coal in a keyword list attached to each citation. The main attempt was to list most of the literature published in the 1960's and 1970's for areas in, or adjacent to, the Navajo reservation.

    The Fort Berthold Indian Reservation, inhabited by the Arikara, Mandan and Hidatsa Tribes (now united to form the Three Affiliated Tribes) covers a total area of 1530 mi{sup 2} (980,000 acres). The Reservation is located approximately 15 miles east of the depocenter of the Williston basin, and to the southeast of a major structural feature and petroleum producing province, the Nesson anticline. Several published studies document the widespread existence of mature source rocks, favorable reservoir/caprock combinations, and production throughout the Reservation and surrounding areas indicating high potential for undiscovered oil and gas resources. This technical assessment was performed to better define the oil exploration opportunity, and stimulate exploration and development activities for the benefit of the Tribes. The need for this assessment is underscored by the fact that, despite its considerable potential, there is currently no meaningful production on the Reservation, and only 2% of it is currently leased. Of particular interest (and the focus of this study) is the area under the Lake Sakakawea (formed as result of the Garrison Dam). This 'reservoir taking' area, which has never been drilled, encompasses an area of 150,000 acres, and represents the largest contiguous acreage block under control of the Tribes. Furthermore, these lands are Tribal (non-allotted), hence leasing requirements are relatively simple. The opportunity for exploration success insofar as identifying potential leads under the lake is high. According to the Bureau of Land Management, there have been 591 tests for oil and gas on or immediately adjacent to the Reservation, resulting in a total of 392 producing wells and 179 plugged and abandoned wells, for a success ratio of 69%. Based on statistical probability alone, the opportunity for success is high.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems.     The references which are listed in this document represent the readily available literature about oil, gas, and helium resources on or adjacent to the Navajo Indian Reservation. They were selected during the developmental phase of the Navajo Resource Information System (NRIS). The system contains a set of computerized data bases addressing various resource categories. The system was developed by the US Geological Survey in coordination with the Minerals Department, Navajo Nation. Literature is the foundation of resource assessment and the absence of such a compilation for the Navajo Nation prompted the development of a reference data base entitled nref, which consists of over 1300 records. The following reference list of approximately 230 references was selected from those citations which contain oil, gas, or helium in a keyword list attached to each citation. References to general literature on oil, gas, or helium may also be present. The main attempt was to list most of the literature published in the 1960's and 1970's for areas in, or adjacent to, the Navajo Reservation. References published prior to this were included only if readily available or if they seemed to represent areas or topics not covered in later publications. 223 references.

    Subsurface data is being collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview will be used to manage and interpret the data. All of the four 30 X 60 geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Writing of the map explanations has begun. Field investigations were nearly completed during this quarter; only minor field checks remain. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent.

    Historically, Hangman Creek produced Chinook salmon (Oncorhynchus tshawytscha) and Steelhead trout (Oncorhynchus mykiss) for the Upper Columbia Basin Tribes. One weir, located at the mouth of Hangman Creek was reported to catch 1,000 salmon a day for a period of 30 days a year (Scholz et al. 1985). The current town of Tekoa, Washington, near the state border with Idaho, was the location of one of the principle anadromous fisheries for the Coeur d'Alene Tribe (Scholz et al. 1985). The construction, in 1909, of Little Falls Dam, which was not equipped with a fish passage system, blocked anadromous fish access to the Hangman Watershed. The fisheries were further removed with the construction of Chief Joseph and Grand Coulee Dams. As a result, the Coeur d'Alene Indian Tribe was forced to rely more heavily on native fish stocks such as Redband trout (Oncorhynchus mykiss gairdneri), Westslope Cutthroat trout (O. clarki lewisii), Bull trout (Salvelinus confluentus) and other terrestrial wildlife. Historically, Redband and Cutthroat trout comprised a great deal of the Coeur d'Alene Tribe's diet (Power 1997).

Formal technical review prior to publication has been completed for all the quadrangles; Billings, Bridger; Hardin, and Lodge Grass. Final GIS edits are being made before being forwarded to the Bureau?s Publications Department. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

    Oil distribution in the lower part of the Mancos Shale seems to be mainly controlled by fractures and by sandier facies that are dolomite-cemented. Structure in the area of the Jicarilla Apache Indian Reservation consists of the broad northwest- to southeast-trending Chaco slope, the deep central basin, and the monocline that forms the eastern boundary of the San Juan Basin. Superimposed on the regional structure are broad low-amplitude folds. Fractures seem best developed in the areas of these folds. Using sequence stratigraphic principals, the lower part of the Mancos Shale has been subdivided into four main regressive and transgressive components. These include facies that are the basinal time equivalents to the Gallup Sandstone, an overlying interbedded sandstone and shale sequence time equivalent to the transgressive Mulatto Tongue of the Mancos Shale, the El Vado Sandstone Member which is time equivalent to part of the Dalton Sandstone, and an unnamed interbedded sandstone and shale succession time equivalent to the regressive Dalton Sandstone and transgressive Hosta Tongue of the Mesaverde Group. Facies time equivalent to the Gallup Sandstone underlie an unconformity of regional extent. These facies are gradually truncated from south to north across the Reservation. The best potential for additional oil resources in these facies is in the southern part of the Reservation where the top sandier part of these facies is preserved. The overlying unnamed wedge of transgressive rocks produces some oil but is underexplored, except for sandstones equivalent to the Tocito Sandstone. This wedge of rocks is divided into from two to five units. The highest sand content in this wedge occurs where each of the four subdivisions above the Tocito terminates to the south and is overstepped by the next youngest unit. These terminal areas should offer the best targets for future oil exploration. The El Vado Sandstone Member overlies the transgressive wedge. It produces most of

    Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

    The Val Verde basin is a northwest-southeast trending foreland basin contained within the southern portion of the Permian basin. The Val Verde basin has several large fields, e.g., Brown Bassett and JM, which have a combined ultimate recovery of over 1 tcf of gas. Structurally, the major fields are complexly faulted features related to differential uplift of basement blocks. Middle and Upper Permian strata are not present in the central and southern Val Verde basin. Appreciable amounts of Permian sediment were eroded prior to deposition of Cretaceous strata, thus, Cretaceous rocks unconformably overlie Wolfcamp sediments. Restored estimates for vitrinite reflectance data indicate a minimum of 8000-10,000 ft (2400-3000 m) of Permian rocks have been eroded. Therefore, in the central and southern portions of the basin, Paleozoic rocks are inferred to have occupied depths several miles deeper than present. Vitrinite reflectance values for Ellenburger (Ordovician) rocks at Brown Bassett are approximately 1.8 to 2.0% R/sub o/. Ellenburger reflectance values increase to the south and southeast to values greater than 4.5% R/sub o/. The most southerly wells also have reflectance depth trends which show a break in gradient within Wolfcamp sediments (9000-10,000 ft, 2700-3000 m). The change in gradient suggests a thermal event contemporaneous with the basin's rapid downwarping and Wolfcamp deposition. Any exploration in the basin, therefore, must recognize the unique relationships between structural timing, structural position, depth of burial, thermal pulses, and hydrocarbon mobility for a large portion of Val Verde basin.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    Arizona Public Service Company (APS) is investigating changes to the Palo Verde Inservice Testing (IST) Program that are intended to result in the reduction of the required test frequency for various valves in the American Society of Mechanical Engineers (ASME) Section XI IST program. The analytical techniques employed to select candidate valves and to demonstrate that these frequency reductions are acceptable are risk based. The results of the Palo Verde probabilistic risk assessment (PRA), updated in June 1994, and the risk significant determination performed as part of the implementation efforts for 10 CFR 50.65 (the maintenance rule) were used to select candidate valves for extended test intervals. Additional component level evaluations were conducted by an `expert panel.` The decision to pursue these changes was facilitated by the ASME Risk-Based Inservice Testing Research Task Force for which Palo Verde is participating as a pilot plant. The NRC`s increasing acceptance of cost beneficial licensing actions and risk-based submittals also provided incentive to seek these changes. Arizona Public Service is pursuing the risk-based IST program modification in order to reduce the unnecessary regulatory burden of the IST program through qualitative and quantitative analysis consistent with maintaining a high level of plant safety. The objectives of this project at Palo Verde are as follows: (1) Apply risk-based technologies to IST components to determine their risk significance (i.e., high or low). (2) Apply a combination of deterministic and risk-based methods to determine appropriate testing requirements for IST components including improvement of testing methods and frequency intervals for high-risk significant components. (3) Apply risk-based technologies to high-risk significant components identified by the {open_quotes}expert panel{close_quotes} and outside of the IST program to determine whether additional testing requirements are appropriate.

    A hearing to consider two bills (S. 1744 and H.R. 3023) authorizing appropriations to operate the Naval Petroleum Reserve during fiscal 1982 brought testimony from officials of the Departments of Energy and Defense; from Chevron, USA; and from the Independent Refiners Association. Both bills authorize $228,463,000, of which $2.56 million will be available for the naval oil shale reserves and the remainder for the naval petroleum reserves. Chevron spokesmen noted that 8-11 months were required to reach full production at the Elk Hills site rather than the 60-90 days estimated by DOE, although both Chevron and the Independent Refiners Association of the west coast support the President's decision that it is in the national interest to continue the production of crude from naval petroleum reserves for the next three years.

    Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. The greater Green Bay area is east and adjacent to the reservation. A county line roughly splits the reservation in half; the west half is in Outagamie County and the east half is in Brown County. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

    With a capacity of more than 700 million barrels, the U.S. Strategic Petroleum Reserve (SPR) is the largest stockpile of government-owned emergency crude oil in the world. Established in the aftermath of the 1973-74 oil embargo, the SPR provides the President with a powerful response option should a disruption in commercial oil supplies threaten the U.S. economy. It is also the critical component for the United States to meet its International Energy Agency obligation to maintain emergency oil stocks, and provides a national defense fuel reserve.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Strategic Petroleum Reserve program was set into motion by the 1975 Energy Policy and Conservation Act (EPCA). By 1990, 590 million barrels of oil had been placed in storage. Salt domes along the Gulf Coast offered ideal storage. Both sweet'' and sour'' crude oil have been acquired using various purchase options. Drawdown, sale, and distribution of the oil would proceed according to guidelines set by EPCA in the event of a severe energy supply disruption. (SM)

    The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

    Habitat enhancement, protection and monitoring were the focus of the Resident Fisheries Program during 2008. Enhancement and protection included sloping, fencing and planting wetlands plugs at sites on Spring Creek (Head-waters). Many previously constructed instream structures (rock barbs and wing dams) were repaired throughout the Fort Hall Indian Reservation (Reservation). Physical sampling during 2008 included sediment and depth measurements (SADMS) in Spring Creek at the Car Removal site. SADMS, used to track changes in channel morphology and specifically track movements of silt through Bottoms stream systems were completed for 5 strata on Spring Creek. Water temperature and chemistry were monitored monthly on Spring Creek, Clear Creek, Diggie Creek, and Portneuf (Jimmy Drinks) and Blackfoot rivers. Fish population densities and biomass were sampled in five reservation streams which included nine sites. Sampling protocols were identical to methods used in past years. Numbers of fish in Spring Creek series remained relatively low, however, there was an increase of biomass overall since 1993. Salmonid fry densities were monitored near Broncho Bridge and were similar to 2006, and 2007, however, as in years past, high densities of macrophytes make it very difficult to see fry in addition to lack of field technicians. Mean catch rate by anglers on Bottoms streams stayed the same as 2007 at 1.5/hr. Numbers of fish larger than 18-inches caught by anglers increased from 2007 at .20 to .26/hr.

This office oversees the nuclear waste activities for the proposed Yucca Mountain high-level waste facility for the state of Nevada. The Yomba Shoshone Reservation socio-economic profile was the basis of this paper. It describes the life and current status of the Shoshone Indians. Population, utilities, education and social services of the Shoshone are examples of the topics which are discussed. It is intended as base-line information only.   10. Confederated Tribes of the Colville Reservation- 2002 Project

    Colville Indian Power and Veneer (CIPV), a subsidiary of the Colville Tribal Enterprise Corporation (CTEC), generates 12 to 15 megawatts of renewable, biomass electric power using hog fuel from its own and nearby forest product operations. The electricity generated exceeds CIPV's and other tribal enterprise power needs by five to seven megawatts. The extra power is sold by CIPV into the grid. But the nearest existing substation is at such a distance that one megawatt is lost in transmission due to thermal line losses. These line losses amount to between $160,000 and $260,000 per year in lost revenue, depending upon transmission volume and market rates for electricity. The construction of a substation on reservation land to link into the local power grid will reduce transmission losses, increase the load that can be carried, and create another level of self-sufficiency for the tribe for their industrial power needs.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     Nuclear power has a key role in meeting the energy demands of India. This can be sustained by ensuring robust technology for the back end of the fuel cycle. Considering the modest indigenous resources of U and a huge Th reserve, India has adopted a three stage Nuclear Power Programme (NPP) based on 'closed fuel cycle' approach. This option on 'Recovery and Recycle' serves twin objectives of ensuring adequate supply of nuclear fuel and also reducing the long term radio-toxicity of the wastes. Reprocessing of the spent fuel by Purex process is currently employed. High Level Liquid Waste (HLW) generated during reprocessing is vitrified and undergoes interim storage. Back-end technologies are constantly modified to address waste volume minimization and radio-toxicity reduction. Long-term management of HLW in Indian context would involve partitioning of long lived minor actinides and recovery of valuable fission products specifically cesium. Recovery of minor actinides from HLW and its recycle is highly desirable for the sustained growth of India's NPPs. In this context, programme for developing and deploying partitioning technologies on industrial scale is pursued. The partitioned elements could be either transmuted in Fast Reactors (FRs)/Accelerated Driven Systems (ADS) as an integral part of sustainable Indian NPP. (authors)

    In 1985 an opportunity arose for maintaining tracts of Amazonian forest under sustainable use. Brazil's National Council of Rubber Tappers and the Rural Worker's Union proposed the creation of a set of reserves of a new type, called extractive reserves. The first six are being established in one of the Brazilian states most threatened by deforestatation. The creation of extractive reserves grants legal protection to forest land traditionally used by rubber tappers, Brazil-nut gatherers, and other extractivists. The term extrativismo (extractivism) in Brazil refers to removing nontimber forest products, such as latex, resins, and nuts, without felling the trees. Approximately 30 products are collected for commercial sale. Many more types of forest materials are gathered, for example as food and medicines, for the extractivists' own use. The reserve proposal is attractive for several reasons related to social problems. It allows the rubber tappers to continue their livelihood rather than be expelled by deforestation. However, it is unlikely that sufficient land will be set aside as extractive reserves to employ all the tappers. Displaced rubber tappers already swell the ranks of urban slum dwellers in Brazil's Amazonian cities, and they have become refugees to continue their profession in the forests of neighboring countries, such as Bolivia.

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members.     The purpose of this project was to determine the technical feasibility, economic viability, and potential impacts of installing and operating a wind power station and/or small hydroelectric generation plants on the Makah reservation. The long-term objective is to supply all or a portion of Tribe's electricity from local, renewable energy sources in order to reduce costs, provide local employment, and reduce power outages. An additional objective was for the Tribe to gain an understanding of the requirements, costs, and benefits of developing and operating such plants on the reservation. The Makah Indian Reservation, with a total land area of forty-seven square miles, is located on the northwestern tip of the Olympic Peninsula in Washington State. Four major watersheds drain the main Reservation areas and the average rainfall is over one hundred inches per year. The reservation's west side borders the Pacific Ocean, but mostly consists of rugged mountainous terrain between 500 and 1,900 feet in elevation. Approximately 1,200 tribal members live on the Reservation and there is an additional non-Indian residential population of about 300. Electric power is provided by the Clallam County PUD. The annual usage on the reservation is approximately 16,700 mWh. Project Work Wind Energy--Two anemometer suites of equipment were installed on the reservation and operated for a more than a year. An off-site reference station was identified and used to project long-term wind resource characteristics at the two stations. Transmission resources were identified and analyzed. A preliminary financial analysis of a hypothetical wind power station was prepared and used to gauge the economic viability of installation of a multi-megawatt wind power station. Small Hydroelectric--Two potential sites for micro/small-hydro were identified by analysis of previous water resource studies, topographical maps, and conversations with knowledgeable Makah personnel.     The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribe’s CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.

    This report is the third in series of ``U.S. Coal Reserves`` reports. As part of the Administration of the Energy Information Administration (EIA) program to provide information on coal, it presents detailed estimates of domestic coal reserves, which are basic to the analysis and forecasting of future coal supply. It also describes the data, methods, and assumptions used to develop such estimates and explain terminology related to recent data programs. In addition, the report provides technical documentation for specific revisions and adjustments to the demonstrated reserve base (DRB) of coal in the United States and for coal quality and reserve allocations. It makes the resulting data available for general use by the public. This report includes data on recoverable coal reserves located at active mines and on the estimated distribution of rank and sulfur content in those reserves. An analysis of the projected demand and depletion in recoverable reserves at active mines is used to evaluate the areas and magnitude of anticipated investment in new mining capacity.

    US oil companies are complying with Saudi Arabia's and Indonesia's request by not revealing the companies' shares of oil reserves, adding to supply uncertainties and increasing the power of the producing countries. The information blackout reduces the reserve estimates filed by Exxon, Mobil, Standard Oil of California, and Texaco with the Securities and Exchange Commission, which plans to deal with the reporting problem on a case-by-case basis. Unless the companies decide the information can be disclosed to DOE's Financial Reporting System, a legal battle will ensue. A summary of reserve reports indicates a trend in declining production relative to new discoveries as well. (DCK)

    Section 165 of the Energy Policy and Conservation Act (Public Law 94-163), as amended, requires the Secretary of Energy to submit annual and quarterly reports to the President and the Congress on activities of the Strategic Petroleum Reserve. This report combines the fourth quarter 1993 Quarterly Report with the 1993 Annual Report. Key activities described include appropriations; life extension planning; expansion planning; Strategic Petroleum Reserve oil acquisition; the oil stabilization program; and the refined petroleum product reserve test programs. Sections of this report also describe the program mission; the storage facility development program; environmental compliance; budget and finance; and drawdown and distribution.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    The configuration and stability of the present coast line near Abalone Cove, on the south side of Palos Verdes Peninsula, California is related to the geology, oceanographic conditions, and recent and ancient landslide activity. This case study utilizes offshore high resolution seismic profiles, side-scan sonar, diving, and coring, to relate marine geology to the stability of a coastal region with known active landslides utilizing a desk top computer and off-the-shelf software. Electronic navigation provided precise positioning that when applied to computer generated charts permitted correlation of survey data needed to define the offshore geology and sea floor sediment patterns. A mackintosh desk-top computer and commercially available off-the-shelf software provided the analytical tools for constructing a base chart and a means to superimpose template overlays of topography, isopachs or sediment thickness, bottom roughness and sediment distribution patterns. This composite map of offshore geology and oceanography was then related to an extensive engineering and geological land study of the coastal zone forming Abalone Cove, an area of active landslides. Vibrocoring provided ground sediment data for high resolution seismic traverses. This paper details the systems used, present findings relative to potential landslide movements, coastal erosion and discuss how conclusions were reached to determine whether or not onshore landslide failures extend offshore.
