    To obtain vehicle registration data that consistently and accurately reflect the distinction between automobiles and light-duty trucks, Oak Ridge National Laboratory (ORNL) was asked by FHWA to estimate the current and historical vehicle registration numbers of automobiles and of other two-axle four-tire vehicles (i.e., light-duty trucks), and their associated travel. The term automobile is synonymous with passenger car. Passenger cars are defined as all sedans, coupes, and station wagons manufactured primarily for the purpose of carrying passengers. This includes taxicabs, rental cars, and ambulances and hearses on an automobile chassis. Light-duty trucks refer to all two-axle four-tire vehicles other than passenger cars. They include pickup trucks, panel trucks, delivery and passenger vans, and other vehicles such as campers, motor homes, ambulances on a truck chassis, hearses on a truck chassis, and carryalls. In this study, light-duty trucks include four major types: (1) pickup truck, (2) van, (3) sport utility vehicle, and (4) other 2-axle 4-tire truck. Specifically, this project re-estimates statistics that appeared in Tables MV-1 and MV-9 of the 1995 Highway Statistics. Given the complexity of the approach developed in this effort and the incompleteness and inconsistency of the state-submitted data, it is recommended that alternatives be considered by FHWA to obtain vehicle registration data. One alternative is the Polk`s NVPP data (via the US Department of Transportation`s annual subscription to Polk). The second alternative is to obtain raw registration files from individual states` Departments of Motor Vehicles and to decode individual VINs.

    In an image registration method, edges are detected in a first image and a second image. A percentage of edge pixels in a subset of the second image that are also edges in the first image shifted by a translation is calculated. A best registration point is calculated based on a maximum percentage of edges matched. In a predefined search region, all registration points other than the best registration point are identified that are not significantly worse than the best registration point according to a predetermined statistical criterion.

    To provide a consistent Department of Energy approach on the disclosure of award fee and incentive fee reports (fee determination reports) for management and operating contracts and other major contracts at the Department’s sites, the Department will, in the near future, be implementing the following policy: programs shall, at a minimum, publish a one-page score card for each contractor summarizing the fee determination and release the fee determination report upon request. However, programs will only release the fee determination report to the public after appropriate redactions are made. The Department’s Senior Procurement Executives, in consultation with the Heads of Contracting Activities and the Office of General Counsel, intend to develop and issue the policy shortly.

    The amount of information available about urban traffic from aerial video imagery is extremely high. Here we discuss the collection of such video imagery from a helicopter platform with a low-cost sensor, and the post-processing used to correct radial distortion in the data and register it. The radial distortion correction is accomplished using a Harris model. The registration is implemented in a two-step process, using a globally applied polyprojective correction model followed by a fine scale local displacement field adjustment. The resulting cleaned-up data is sufficiently well-registered to allow subsequent straight-forward vehicle tracking.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

  2. SAR image registration in absolute coordinates using GPS carrier phase position and velocity information

    It is useful in a variety of military and commercial application to accurately register the position of synthetic aperture radar (SAR) imagery in absolute coordinates. The two basic SAR measurements, range and doppler, can be used to solve for the position of the SAR image. Imprecise knowledge of the SAR collection platform`s position and velocity vectors introduce errors in the range and doppler measurements and can cause the apparent location of the SAR image on the ground to be in error by tens of meters. Recent advances in carrier phase GPS techniques can provide an accurate description of the collection vehicle`s trajectory during the image formation process. In this paper, highly accurate carrier phase GPS trajectory information is used in conjunction with SAR imagery to demonstrate a technique for accurate registration of SAR images in WGS-84 coordinates. Flight test data will be presented that demonstrates SAR image registration errors of less than 4 meters.

  3. Feebates and Fuel Economy Standards: Impacts on Fuel Use in Light-Duty Vehicles and Greenhouse Gas Emissions

    This study evaluates the potential impacts of a national feebate system, a market-based policy that consists of graduated fees on low-fuel-economy (or high-emitting) vehicles and rebates for high-fuel-economy (or lowemitting) vehicles. In their simplest form, feebate systems operate under three conditions: a benchmark divides all vehicles into two categories-those charged fees and those eligible for rebates; the sizes of the fees and rebates are a function of a vehicle's deviation from its benchmark; and placement of the benchmark ensures revenue neutrality or a desired level of subsidy or revenue. A model developed by the University of California for the California Air Resources Board was revised and used to estimate the effects of six feebate structures on fuel economy and sales of new light-duty vehicles, given existing and anticipated future fuel economy and emission standards. These estimates for new vehicles were then entered into a vehicle stock model that simulated the evolution of the entire vehicle stock. The results indicate that feebates could produce large, additional reductions in emissions and fuel consumption, in large part by encouraging market acceptance of technologies with advanced fuel economy, such as hybrid electric vehicles.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    An apparatus for enabling accurate retaining of a precise position, such as for reacquisition of a microscopic spot or feature having a size of 0.1 mm or less, on broad-area surfaces after non-in situ processing. The apparatus includes a sample and sample holder. The sample holder includes a base and three support posts. Two of the support posts interact with a cylindrical hole and a U-groove in the sample to establish location of one point on the sample and a line through the sample. Simultaneous contact of the third support post with the surface of the sample defines a plane through the sample. All points of the sample are therefore uniquely defined by the sample and sample holder. The position registration system of the current invention provides accuracy, as measured in x, y repeatability, of at least 140 .mu.m.

    AAPM Task Group 132 was charged with a review of the current approaches and solutions for image registration in radiotherapy and to provide recommendations for quality assurance and quality control of these clinical processes. As the results of image registration are always used as the input of another process for planning or delivery, it is important for the user to understand and document the uncertainty associate with the algorithm in general and the Result of a specific registration. The recommendations of this task group, which at the time of abstract submission are currently being reviewed by the AAPM, include the following components. The user should understand the basic image registration techniques and methods of visualizing image fusion. The disclosure of basic components of the image registration by commercial vendors is critical in this respect. The physicists should perform end-to-end tests of imaging, registration, and planning/treatment systems if image registration is performed on a stand-alone system. A comprehensive commissioning process should be performed and documented by the physicist prior to clinical use of the system. As documentation is important to the safe implementation of this process, a request and report system should be integrated into the clinical workflow. Finally, a patient specific QA practice should be established for efficient evaluation of image registration results. The implementation of these recommendations will be described and illustrated during this educational session.     Fiscal Year 1999 represents the third fill year utilizing a results-oriented, performance-based evaluation for the Contractor's operations and management of the DOE Pacific Northwest National Laboratory (here after referred to as the Laboratory). However, this is the first year that the Contractor's fee is totally performance-based utilizing the same Critical Outcomes. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractor's performance for the period October 1, 1998 through September 30, 1999, as required by Clauses entitled ''Use of Objective Standards of Performance, Self Assessment and Performance Evaluation'' and ''Performance Measures Review'' of the Contract DE-ACO6-76RL01830. Furthermore, it documents the distribution of the total available performance-based fee and the methodology set for determining the amount of fee earned by the Contractor as stipulated within the causes entitled ''Estimated Cost and Annual Fee,'' ''Total Available Fee'' and ''Allowable Costs and Fee.'' In partnership with the Contractor and other key customers, the Department of Energy (DOE) Headquarters (HQ) and Richland Operations Office (RL) has defined four critical outcomes that serve as the core for the Contractor's performance-based evaluation and fee determination.     The methodology and computer model described here were developed to analyze the cash flows for the federal government taking title to and managing spent nuclear fuel. The methodology has been used by the US Department of Energy (DOE) to estimate the spent fuel disposal fee that will provide full cost recovery. Although the methodology was designed to analyze interim storage followed by spent fuel disposal, it could be used to calculate a fee for reprocessing spent fuel and disposing of the waste. The methodology consists of two phases. The first phase estimates government expenditures for spent fuel management. The second phase determines the fees that will result in revenues such that the government attains full cost recovery assuming various revenue collection philosophies. These two phases are discussed in detail in subsequent sections of this report. Each of the two phases constitute a computer module, called SPADE (SPent fuel Analysis and Disposal Economics) and FEAN (FEe ANalysis), respectively.

Active contours and adaptive thresholding of intensity or edge information may be used to segment the desired regions. A transform function is defined to register the segmented region, and sub-pixel information may be determined using one or more interpolation methods.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    This study addresses the question “What is the impact of state-level electric vehicle incentives on electric vehicle adoption?”. It focus on rebates, tax credits, and HOV-lane access for battery electric vehicles (BEVs) but also examines the influence of public BEV charging infrastructure on BEV adoption so far. The analysis uses state-level, temporal variation in BEV incentives to identify variation in BEV registrations through econometric methods. This presentation will review initial findings of the project and gather your feedback on future research needs.

    A reeling device is designed for an electrical cable supplying power to the slave slde of a remote control manipulator mounted on a movable vehicle. As the vehicle carries the slave side about in a closed room, the device reels the cable in and out to maintain a variable length of the cable between the vehicle and a cable inlet in the wall of the room. The device also handles a fixed length of cable between the slave side and the vehicle, in spite of angular movement of the slave side with respect to the vehicle. (AEC)

    Registration information for images of a common target obtained from a plurality of different spectral bands can be obtained by combining edge detection and phase correlation. The images are edge-filtered, and pairs of the edge-filtered images are then phase correlated to produce phase correlation images. The registration information can be determined based on these phase correlation images.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    Several natural gas vehicles have been built as part of Ford's Alternative Fuel Demonstration Fleet. Two basic methods, compressed gas (CNG), and liquified gas (LNG) were used. Heat transfer danger and the expense and special training needed for LNG refueling are cited. CNG in a dual-fuel engine was demonstrated first. The overall results were unsatisfactory. A single fuel LNG vehicle was then demonstrated. Four other demonstrations, testing different tank weights and engine sizes, lead to the conclusion that single fuel vehicles optimized for CNG use provide better fuel efficiency than dual-fuel vehicles. Lack of public refueling stations confines use to fleet operations.

    As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. The audit objective was to determine whether Westinghouse withdrew the appropriate amount of fees from the letter-of-credit account in Fiscal Years (FY) 1997 an 1998.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    In this report we compare two measures of driver risks: fatality risk per vehicle registration-year, and casualty (fatality plus serious injury) risk per police-reported crash. Our analysis is based on three sets of data from five states (Florida, Illinois, Maryland, Missouri, and Pennsylvania): data on all police-reported crashes involving model year 2000 to 2004 vehicles; 2005 county-level vehicle registration data by vehicle model year and make/model; and odometer readings from vehicle emission inspection and maintenance (I/M) programs conducted in urban areas of four of the five states (Florida does not have an I/M program). The two measures of risk could differ for three reasons: casualty risks are different from fatality risk; risks per vehicle registration-year are different from risks per crash; and risks estimated from national data are different from risks from the five states analyzed here. We also examined the effect of driver behavior, crash location, and general vehicle design on risk, as well as sources of potential bias in using the crash data from five states.

    A viable power system technology for a surface transportation vehicle to explore the planet Mars is presented. A number of power traction systems were investigated, and it was found that a regenerative hydrogen-oxygen fuel cell appears to be attractive for a manned Mars rover application. Mission requirements were obtained from the Manned Mars Mission Working Group. Power systems weights, power, and reactants requirements were determined as a function of vehicle weights for vehicles weighing from 6,000 to 16,000 lb (2,722 to 7,257 kg), (Earth weight). The vehicle performance requirements were: velocity, 10 km/hr; range, 100 km; slope climbing capability, 30 deg uphill for 50 km; mission duration, 5 days; and crew, 5. Power requirements for the operation of scientific equipment and support system capabilities were also specified and included in this study. The concept developed here would also be applicable to a Lunar based vehicle for Lunar exploration. The reduced gravity on the Lunar surface, (over that on the Martian surface), would result in an increased range or capability over that of the Mars vehicle since many of the power and energy requirements for the vehicle are gravity dependent.

    Purpose: Registration is one of the key technical components in an image-guided navigation system. A large number of 2D/3D registration algorithms have been previously proposed, but have not been able to transition into clinical practice. The authors identify the primary reason for the lack of adoption with the prerequisite for a sufficiently accurate initial transformation, mean target registration error of about 10 mm or less. In this paper, the authors present two interactive initialization approaches that provide the desired accuracy for x-ray/MR and x-ray/CT registration in the operating room setting. Methods: The authors have developed two interactive registration methods based on visual alignment of a preoperative image, MR, or CT to intraoperative x-rays. In the first approach, the operator uses a gesture based interface to align a volume rendering of the preoperative image to multiple x-rays. The second approach uses a tracked tool available as part of a navigation system. Preoperatively, a virtual replica of the tool is positioned next to the anatomical structures visible in the volumetric data. Intraoperatively, the physical tool is positioned in a similar manner and subsequently used to align a volume rendering to the x-ray images using an augmented reality (AR) approach. Both methods were assessed using three publicly available reference data sets for 2D/3D registration evaluation. Results: In the authors' experiments, the authors show that for x-ray/MR registration, the gesture based method resulted in a mean target registration error (mTRE) of 9.3 5.0 mm with an average interaction time of 146.3 73.0 s, and the AR-based method had mTREs of 7.2 3.2 mm with interaction times of 44 32 s. For x-ray/CT registration, the gesture based method resulted in a mTRE of 7.4 5.0 mm with an average interaction time of 132.1 66.4 s, and the AR-based method had mTREs of 8.3 5.0 mm with interaction times of 58 52 s. The seats often have rigid seat shells and may include rigid bracing for rigidly securing the seat to the chassis of the vehicle. Typically embodiments include channels and particulate media such as sand disposed in the channels. A gas distribution system is generally employed to pump a gas through the channels and in some embodiments the gas is provided at a pressure sufficient to fluidize the particulate media when an occupant is sitting on the seat.

    The objective of the United States (U.S.) Department of Energy's (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations.Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing.

    A cloning vehicle comprising: a replication determinant effective for replicating the vehicle in a non-C.sub.1 -utilizing host and in a C.sub.1 -utilizing host; DNA effective to allow the vehicle to be mobilized from the non-C.sub.1 -utilizing host to the C.sub.1 -utilizing host; DNA providing resistance to two antibiotics to which the wild-type C.sub.1 -utilizing host is susceptible, each of the antibiotic resistance markers having a recognition site for a restriction endonuclease; a cos site; and a means for preventing replication in the C.sub.1 -utilizing host. The vehicle is used for complementation mapping as follows. DNA comprising a gene from the C.sub.1 -utilizing organism is inserted at the restriction nuclease recognition site, inactivating the antibiotic resistance marker at that site. The vehicle can then be used to form a cosmid structure to infect the non-C.sub.1 -utilizing (e.g., E. coli) host, and then conjugated with a selected C.sub.1 -utilizing mutant. Resistance to the other antibiotic by the mutant is a marker of the conjugation. Other phenotypical changes in the mutant, e.g., loss of an auxotrophic trait, is attributed to the C.sub.1 gene. The vector is also used to inactivate genes whose protein products catalyze side reactions that divert compounds from a biosynthetic pathway to a desired product, thereby producing an organism that makes the desired product in higher yields.

    Purpose: A 2D/3D registration algorithm is proposed for registering orthogonal x-ray images with a diagnostic CT volume for high dose rate (HDR) lung brachytherapy. Methods: The algorithm utilizes a rigid registration model based on a pixel/voxel intensity matching approach. To achieve accurate registration, a robust similarity measure combining normalized mutual information, image gradient, and intensity difference was developed. The algorithm was validated using a simple body and anthropomorphic phantoms. Transfer catheters were placed inside the phantoms to simulate the unique image features observed during treatment. The algorithm sensitivity to various degrees of initial misregistration and to the presence of foreign objects, such as ECG leads, was evaluated. Results: The mean registration error was 2.2 and 1.9 mm for the simple body and anthropomorphic phantoms, respectively. The error was comparable to the interoperator catheter digitization error of 1.6 mm. Preliminary analysis of data acquired from four patients indicated a mean registration error of 4.2 mm. Conclusions: Results obtained using the proposed algorithm are clinically acceptable especially considering the complications normally encountered when imaging during lung HDR brachytherapy.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe testing results of the 2010 Electric Vehicles International neighborhood electric vehicle. Neighborhood electric vehicles reach speeds of no more than 35 miles per hour and are only allowed on roads with speed limits of up to 35 miles per hour. This research was conducted by Idaho National Laboratory.

The apparatus can include a pressurizable vessel that is adapted for fluid-tight coupling to the braking system. Impact to the rear of the vehicle by a pursuit vehicle, shooting a target mounted on the vehicle or sending a signal from a remote control can all result in the fluid pressures in the braking system of the vehicle being modified so that the vehicle is stopped and rendered temporarily inoperable. A control device can also be provided in the driver's compartment of the vehicle for similarly rendering the vehicle inoperable. A driver or hijacker of the vehicle preferably cannot overcome the stopping action from the driver's compartment.

    This report documents assessments that address waste issues and life cycle impacts associated with the vehicle materials and vehicle technologies being developed under the Partnership for a New Generation of Vehicles (PNGV) program. We refer to these vehicles as 3XVs, referring to the PNGV goal that their fuel mileage be three times better than the baseline vehicle. To meet the program's fuel consumption goals, these vehicles substitute lightweight materials for heavier materials such as steel and iron that currently dominate the composition of vehicles, and use engineering and power system changes. Alternative power systems being developed through the PNGV program include batteries for hybrid electric vehicles and fuel cells. With respect to all these developments, it is imperative to learn what effects they will have on the environment before adopting these designs and technologies on a large-scale basis.

    EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. The vehicle is used for complementation mapping as follows. DNA comprising a gene from the C[sub 1]-utilizing organism is inserted at the restriction nuclease recognition site, inactivating the antibiotic resistance marker at that site. The vehicle can then be used to form a cosmid structure to infect the non-C[sub 1]-utilizing (e.g., E. coli) host, and then conjugated with a selected C[sub 1]-utilizing mutant. Resistance to the other antibiotic by the mutant is a marker of the conjugation. Other phenotypical changes in the mutant, e.g., loss of an auxotrophic trait, is attributed to the C[sub 1] gene.     Household Vehicles Energy Consumption 1994 reports on the results of the 1994 Residential Transportation Energy Consumption Survey (RTECS). The RTECS is a national sample survey that has been conducted every 3 years since 1985. For the 1994 survey, more than 3,000 households that own or use some 6,000 vehicles provided information to describe vehicle stock, vehicle-miles traveled, energy end-use consumption, and energy expenditures for personal vehicles. The survey results represent the characteristics of the 84.9 million households that used or had access to vehicles in 1994 nationwide. (An additional 12 million households neither owned or had access to vehicles during the survey year.) To be included in then RTECS survey, vehicles must be either owned or used by household members on a regular basis for personal transportation, or owned by a company rather than a household, but kept at home, regularly available for the use of household members. Most vehicles included in the RTECS are classified as {open_quotes}light-duty vehicles{close_quotes} (weighing less than 8,500 pounds). However, the RTECS also includes a very small number of {open_quotes}other{close_quotes} vehicles, such as motor homes and larger trucks that are available for personal use.

    Purpose: To determine the stability of eight first-order texture features following the deformable registration of serial computed tomography (CT) scans. Methods: CT scans at two different time points from 10 patients deemed to have no lung abnormalities by a radiologist were collected. Following lung segmentation using an in-house program, texture maps were calculated from 32×32-pixel regions of interest centered at every pixel in the lungs. The texture feature value of the ROI was assigned to the center pixel of the ROI in the corresponding location of the texture map. Pixels in the square ROI not contained within the segmented lung were not included in the calculation. To quantify the agreement between ROI texture features in corresponding pixels of the baseline and follow-up texture maps, the Fraunhofer MEVIS EMPIRE10 deformable registration algorithm was used to register the baseline and follow-up scans. Bland-Altman analysis was used to compare registered scan pairs by computing normalized bias (nBias), defined as the feature value change normalized to the mean feature value, and normalized range of agreement (nRoA), defined as the range spanned by the 95% limits of agreement normalized to the mean feature value. Results: Each patient’s scans contained between 6.8–15.4 million ROIs. All of the first-order features investigated were found to have an nBias value less than 0.04% and an nRoA less than 19%, indicating that the variability introduced by deformable registration was low. Conclusion: The eight first-order features investigated were found to be registration stable. Changes in CT texture maps could allow for temporal-spatial evaluation of the evolution of lung abnormalities relating to a variety of diseases on a patient-by-patient basis.     This project is part of the National Network for Environmental Management Studies conducted under the auspices of the Office of Cooperative Environmental Management - U.S. Environmental Protection Agency. With the phasing out of EPA's construction grants program and the implementation of State Revolving Funds (SRF's), it appears that more money will be needed for the financing of waste-water treatment facilities in the next twenty years. Infrastructure needs for waste-water treatment facilities will increase significantly due to required replacement and upgrading needs, while user fees may be significantly understated due to years of capital subsidies. With Federal seed capital for the SRF's stopping after 1994, alternative sources of funding will be necessary. An effluent fee program could both offer a way to make the polluter pay and provide a reliable financing mechanism for the SRF's. The paper discusses the experience of effluent fees in Europe, and proposes an effluent fee program that would provide needed capital to the State Revolving Fund. The fee would be tied into the National Pollutant Discharge Elimination System permits through gradual implementation. Various options for setting the fee and enforcement procedures are also discussed.

    The goal of this project was to install a production-ready, state-of-the-art engine control system on the Mack E7G natural gas engine to improve efficiency and lower exhaust emissions. In addition, the power rating was increased from 300 brake horsepower (bhp) to 325 bhp. The emissions targets were oxides of nitrogen plus nonmethane hydrocarbons of less than 2.5 g/bhp-hr and particulate matter of less than 0.05 g/bhp-hr on 99% methane. Vehicle durability and field testing were also conducted. Further development of this engine should include efficiency improvements and oxides of nitrogen reductions.

    A rotor of an electric motor for a motor vehicle is aligned to an axis of rotation for a crankshaft of an internal combustion engine having an internal combustion engine and an electric motor. A locator is provided on the crankshaft, a piloting tool is located radially by the first locator to the crankshaft. A stator of the electric motor is aligned to a second locator provided on the piloting tool. The stator is secured to the engine block. The rotor is aligned to the crankshaft and secured thereto.

These fees are required pursuant to the provisions of New Mexico Hazardous Waste Act, Chapter 74, Article 4, NMSA (as amended). The Laboratory's Fenton Hill Facility did not generate any hazardous waste during the entire year, and is not required to pay a fee for calendar year 2011.     Deformable image registration, contour propagation and dose mapping have become common, possibly essential tools for modern image-guided radiation therapy. Historically, these tools have been largely developed at academic medical centers and used in a rather limited and well controlled fashion. Today these tools are now available to the radiotherapy community at large, both as stand-alone applications and as integrated components of both treatment planning and treatment delivery systems. Unfortunately, the details of how these tools work and their limitations are not generally documented or described by the vendors that provide them. Although “it looks right”, determining that unphysical deformations may have occurred is crucial. Because of this, understanding how and when to use, and not use these tools to support everyday clinical decisions is far from straight forward. The goal of this session will be to present both the theory (basic and advanced) and practical clinical use of deformable image registration, contour propagation and dose mapping. To the extent possible, the “secret sauce” that different vendor use to produce reasonable/acceptable results will be described. A detailed explanation of the possible sources of errors and actual examples of these will be presented. Knowing the underlying principles of the process and understanding the confounding factors will help the practicing medical physicist be better able to make decisions (about making decisions) using these tools available. Learning Objectives: Understand the basic (101) and advanced (201) principles of deformable image registration, contour propagation and dose mapping data mapping. Understand the sources and impact of errors in registration and data mapping and the methods for evaluating the performance of these tools. Understand the clinical use and value of these tools, especially when used as a “black box”.

    Purpose: To investigate the feasibility of using deformable registration in clinical practice to fuse MR and CT images of the head and neck for treatment planning. Method and Materials: A state-of-the-art deformable registration algorithm was optimized, evaluated, and compared with rigid registration. The evaluation was based on manually annotated anatomic landmarks and regions of interest in both modalities. We also developed a multiparametric registration approach, which simultaneously aligns T1- and T2-weighted MR sequences to CT. This was evaluated and compared with single-parametric approaches. Results: Our results show that deformable registration yielded a better accuracy than rigid registration, without introducing unrealistic deformations. For deformable registration, an average landmark alignment of approximatively 1.7 mm was obtained. For all the regions of interest excluding the cerebellum and the parotids, deformable registration provided a median modified Hausdorff distance of approximatively 1 mm. Similar accuracies were obtained for the single-parameter and multiparameter approaches. Conclusions: This study demonstrates that deformable registration of head-and-neck CT and MR images is feasible, with overall a significanlty higher accuracy than for rigid registration.

    The US DOE sponsors Advanced Vehicle Technology competitions to help educate the public and advance new vehicle technologies. For several years, DOE has provided financial and technical support for the American Tour de Sol. This event showcases electric and hybrid electric vehicles in a road rally across portions of the northeastern United States. The specifications contained in this technical memorandum apply to vehicles that will be entered in the 1997 American Tour de Sol. However, the specifications were prepared to be general enough for use by other teams and individuals interested in developing hybrid electric vehicles. The purpose of the specifications is to ensure that the vehicles developed do not present a safety hazard to the teams that build and drive them or to the judges, sponsors, or public who attend the competitions. The specifications are by no means the definitive sources of information on constructing hybrid electric vehicles - as electric and hybrid vehicles technologies advance, so will the standards and practices for their construction. In some cases, the new standards and practices will make portions of these specifications obsolete.

    The Advanced Vehicle Testing Activity teamed with Electric Transportation Applications and Arizona Public Service to develop and monitor the operations of the APS Alternative Fuel (Hydrogen) Pilot Plant. The Pilot Plant provides 100% hydrogen, and hydrogen and compressed natural gas (H/CNG)-blended fuels for the evaluation of hydrogen and H/CNG internal combustion engine (ICE) vehicles in controlled and fleet testing environments. Since June 2002, twenty hydrogen and H/CNG vehicles have accumulated 300,000 test miles and 5,700 fueling events. The AVTA is part of the Department of Energy’s FreedomCAR and Vehicle Technologies Program. These testing activities are managed by the Idaho National Laboratory. This paper discusses the Pilot Plant design and monitoring, and hydrogen ICE vehicle testing methods and results.

The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    The U.S. Department of Energy (DOE), Argonne National Laboratory (Argonne), and the National Renewable Energy Laboratory (NREL) updated their analysis of the well-to-wheels (WTW) greenhouse gases (GHG) emissions, petroleum use, and the cost of ownership (excluding insurance, maintenance, and miscellaneous fees) of vehicle technologies that have the potential to significantly reduce GHG emissions and petroleum consumption. The analyses focused on advanced light-duty vehicle (LDV) technologies such as plug-in hybrid, battery electric, and fuel cell electric vehicles. Besides gasoline and diesel, alternative fuels considered include natural gas, advanced biofuels, electricity, and hydrogen. The Argonne Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) and Autonomie models were used along with the Argonne and NREL H2A models.
