    CARB is working with the EcoVillage co-housing community in Ithaca, New York, on their third neighborhood called the Third Residential EcoVillage Experience (TREE). This community scale project consists of 40 housing units --15 apartments and 25 single family residences. The community is pursuing certifications for DOE Zero Energy Ready Home, U.S. Green Building Council Leadership in Energy and Environmental Design Gold, and ENERGY STAR for the entire project. Additionally, seven of the 25 homes, along with the four-story apartment building and community center, are being constructed to the Passive House (PH) design standard.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports analyze data and survey results on readiness for the use of plug-in electric vehicles on the Naval Air Station Jacksonville, Naval Station Mayport, and Joint Base Lewis McChord, as informed by the AVTA's testing on plug-in electric vehicle charging equipment.     NREL research helps answer a fundamental question regarding electric vehicles: Is the grid ready to handle them? Environmental, economic and security concerns regarding oil consumption make electrifying the transportation sector a high national priority. NREL's Center for Transportation Technologies & Systems (CTTS) has developed a framework for utilities to evaluate the plug-in vehicle (PEV) readiness of distribution transformers. Combining a wealth of vehicle performance statistics with load data from partner utilities including the Hawaiian Electric Company and Xcel Energy, NREL analyzed the thermal loading characteristics of distribution transformers due to vehicle charging. After running millions of simulations replicating varying climates and conditions, NREL is now able to predict aging rates for transformers when PEVs are added to existing building loads. With the NREL tool, users define simulation parameters by inputting vehicle trip and weather data; transformer load profiles and ratings; PEV penetration, charging rates and battery sizes; utility rates; the number of houses on each transformer; and public charging availability. Transformer load profiles, drive cycles, and ambient temperature data are then run through the thermal model to produce a one-year timeseries of the hotspot temperature. Annual temperature durations are calculated to help determine the annual aging rate. Annual aging rate results are grouped by independent variables. The most useful measure is transformer mileage, a measure of how many electrically-driven miles must be supplied by the transformer. Once the spectrum analysis has been conducted for an area or utility, the outputs can be used to help determine if more detailed evaluation is necessary, or if transformer replacement is required. In the majority of scenarios, transformers have enough excess capacity to charge PEVs. Only in extreme cases does vehicle charging have negative long-term impact on transformers. In those cases

    With the growing availability of Electric Vehicles, there is a significant opportunity to use battery 'smart-charging' for voltage regulation. This work designs and experimentally evaluates a system for price-incentivised electric vehicle charging. The system is designed to eliminate negative impacts to the user while minimising the cost of charging and achieving a more favourable voltage behaviour throughout the local grid over time. The practical issues associated with a real-life deployment are identified and resolved. The efficacy of the system is evaluated in the challenging scenario in which EVs are deployed in six closely distributed homes, serviced by the same low voltage residential distribution feeder.

    Effects of winter seismic exploration on arctic tundra were evaluated on the coastal plain of the Arctic National Wildlife Refuge, four to five growing seasons after disturbance. Plant cover, active layer depths, and track depression were measured at plots representing major tundra plant communities and different levels of initial disturbance. Results are compared with the initial effects reported earlier. Little resilience was seen in any vegetation type, with no clearly decreasing trends in community dissimilarity. Active layer depths remained greater on plots in all nonriparian vegetation types, and most plots still had visible trails. Decreases in plant cover persisted on most plots, although a few species showed recovery or increases in cover above predisturbance level. Moist sedge-shrub tundra and dryas terraces had the largest community dissimilarities initially, showing the least resistance to high levels of winter vehicle disturbance. Community dissimilarity continued to increase for five seasons in moist sedge-shrub tundra, with species composition changing to higher sedge cover and lower shrub cover. The resilience amplitude may have been exceeded on four plots which had significant track depression.

    The goal of this project was to install a production-ready, state-of-the-art engine control system on the Mack E7G natural gas engine to improve efficiency and lower exhaust emissions. In addition, the power rating was increased from 300 brake horsepower (bhp) to 325 bhp. The emissions targets were oxides of nitrogen plus nonmethane hydrocarbons of less than 2.5 g/bhp-hr and particulate matter of less than 0.05 g/bhp-hr on 99% methane. Vehicle durability and field testing were also conducted. Further development of this engine should include efficiency improvements and oxides of nitrogen reductions.

    This report explores three mechanisms for encouraging solar ready building design and construction: solar ready legislation, certification programs for solar ready design and construction, and stakeholder education. These methods are not mutually exclusive, and all, if implemented well, could contribute to more solar ready construction. Solar ready itself does not reduce energy use or create clean energy. Nevertheless, solar ready building practices are needed to reach the full potential of solar deployment. Without forethought on incorporating solar into design, buildings may be incompatible with solar due to roof structure or excessive shading. In these cases, retrofitting the roof or removing shading elements is cost prohibitive. Furthermore, higher up-front costs due to structural adaptations and production losses caused by less than optimal roof orientation, roof equipment, or shading will lengthen payback periods, making solar more expensive. With millions of new buildings constructed each year in the United States, solar ready can remove installation barriers and increase the potential for widespread solar adoption. There are many approaches to promoting solar ready, including solar ready legislation, certification programs, and education of stakeholders. Federal, state, and local governments have the potential to implement programs that encourage solar ready and in turn reduce barriers to solar deployment. With the guidance in this document and the examples of jurisdictions and organizations already working to promote solar ready building practices, federal, state, and local governments can guide the market toward solar ready implementation.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    The Smith Electric Vehicle Demonstration Project (SDP) was integral to the Smith business plan to establish a manufacturing base in the United States (US) and produce a portfolio of All Electric Vehicles (AEV’s) for the medium duty commercial truck market. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements. The SDP accelerated the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption, reduce vehicular emissions of greenhouse gases (GHG), and increase US jobs.

    An objective of this project was to gain a highly visible foothold for residential buildings built to the U.S. Department of Energy's Zero Energy Ready Home (ZERH) specification that can be used to encourage participation by other California builders. This report briefly describes two single family homes that were ZERH-certified, and focuses on the experience of working with developer Mutual Housing on a 62 unit multi-family community at the Spring Lake subdivision in Woodland, CA. The Spring Lake project is expected to be the first ZERH certified multi-family project nationwide. This report discusses challenges encountered, lessons learned, and how obstacles were overcome.

    The Lightning Arrestor Connector (LAC), part “M”, presented opportunities to improve the processes used to fabricate LACs. The A## LACs were the first production LACs produced at the KCP, after the product was transferred from Pinnellas. The new LAC relied on the lessons learned from the A## LACs; however, additional improvements were needed to meet the required budget, yield, and schedule requirements. Improvement projects completed since 2001 include Hermetic Connector Sealing Improvement, Contact Assembly molding Improvement, development of a second vendor for LAC shells, general process improvement, tooling improvement, reduction of the LAC production cycle time, and documention of the LAC granule fabrication process. This report summarizes the accomplishments achieved in improving the LAC Production Readiness.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    Technology Readiness Levels (TRLs) originated as a way for the National Aeronautics and Space Administration (NASA) to monitor the development of systems being readied for space. The technique has found wide application as part of the more general topic of system engineering. In this paper, we consider the applicability of TRLs to systems being readied for the smart grid. We find that there are many useful parallels, and much to be gained by this application. However, TRLs were designed for a developer who was also a user. That is not usually the case for smart grid developments. We consider the matter from the point of view of the company responsible for implementation, typically a utility, and we find that there is a need for connecting the many standards in the industry. That connection is explored, and some new considerations are introduced.

    A decision process for evaluating the technical readiness or maturity of components (i.e., heat exchangers, chemical reactors, valves, etc.) for use by the U.S. DOE Nuclear Hydrogen Initiative is described. This system is used by the DOE NHI to assess individual components in relation to their readiness for pilot-scale and larger-scale deployment and to drive the research and development work needed to attain technical maturity. A description of the evaluation system is provided, and examples are given to illustrate how it is used to assist in component R&D decisions.

The security barrier includes a barrier gate in the form of a cable/gate member in combination with laterally attached pipe sections fixed by way of the cable to the gate member and lateral, security fixed vertical pipe posts. The security barrier of the present invention provides for the use of cable restraints across gate openings to provide necessary security while at the same time allowing for quick opening and closing of the gate areas without compromising security.

It summarizes characterization requirements for the following program planning documents: Waste Feed Readiness Mid-Level Logic and Decomposition (in development); Master blue print (not available); Tank Waste Remediation System (TWRS) Operations and Utilization Plan and Privatization Contract; Enabling assumptions (not available); Privatization low-activity waste (LAW) Data Quality Objective (DQO); Privatization high-level waste (HLW) DQO (draft); Problem-specific DQOs (in development); Interface control documents (draft). Section 2.0 defines the primary objectives for this report, Section 3.0 discusses the scope and assumptions, and Section 4.0 identifies general characterization needs and analyte-specific characterization needs or potential needs included in program documents and charts. Section 4.0 also shows the analyses that have been conducted, and the archive samples that are available for additional analyses. Section 5.0 discusses current plans for obtaining additional samples and analyses to meet readiness-to-proceed requirements. Section 6.0 summarizes sampling needs based on preliminary requirements and discusses other potential characterization needs. Many requirements documents are preliminary. In many cases, problem-specific DQOs have not been drafted, and only general assumptions about the document contents could be obtained from the authors. As a result, the readiness-to-proceed characterization requirements provided in this document are evolving and may change.

    The Next Generation Nuclear Plant (NGNP) project supports the development, demonstration, and deployment of high temperature gas-cooled reactors (HTGRs). The NGNP project is being reviewed by the Nuclear Energy Advisory Council (NEAC) to provide input to the DOE, who will make a recommendation to the Secretary of Energy, whether or not to continue with Phase 2 of the NGNP project. The NEAC review will be based on, in part, the infrastructure readiness assessment, which is an assessment of industry's current ability to provide specified components for the FOAK NGNP, meet quality assurance requirements, transport components, have the necessary workforce in place, and have the necessary construction capabilities. AREVA and Westinghouse were contracted to perform independent assessments of industry's capabilities because of their experience with nuclear supply chains, which is a result of their experiences with the EPR and AP-1000 reactors. Both vendors produced infrastructure readiness assessment reports that identified key components and categorized these components into three groups based on their ability to be deployed in the FOAK plant. The NGNP project has several programs that are developing key components and capabilities. For these components, the NGNP project have provided input to properly assess the infrastructure readiness for these components.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    Energy storage for stationary use is gaining traction both at the grid scale and distributed level. As renewable energy generation increases, energy storage is needed to compensate for the volatility of renewable over various time scales. This requires energy storage that is tailored for various energy to power (E/P) ratios. Other applications for energy storage include peak shaving, time shifting, load leveling, VAR control, frequency regulation, spinning reserves and other ancillary applications. While the need for energy storage for stationary applications is obvious, the regulations that determine the economic value of adding storage are at various stages of development. This has created a reluctance on the part of energy storage manufacturers to develop a suite of storage systems that can address the myriad of applications associated with stationary applications. Deployment of battery energy storage systems in the transportation sector is ahead of the curve with respect to the stationary space. Batteries, along with battery management systems (BMS) have been deployed for hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs) and electric vehicles (EVs). HEVs have now been deployed for 12 years, while PHEVs for 8 and EVs for 4 years. Some of the batteries are approaching end of life within the vehicle, and are ready to be taken off for recycling and disposal. Performance within a vehicle is non-negotiable in terms of miles traveled per charge, resulting in the batteries retaining a significant portion of their life. For stationary applications, the remaining energy and power of the battery can still be used by grouping together a few of these batteries. This enables getting the most of these batteries, while ensuring that performance is not compromised in either the automotive or stationary applications.     Building cost-effective, high-performance homes that provide superior comfort, health, and durability is the goal of the U.S. Department of Energy’s (DOE’s) Zero Energy Ready Home (ZERH) program. Building America research and other innovative programs throughout the country have addressed many of the technical challenges of building to the ZERH standard. The cost-effectiveness of measure packages that result in 30% source energy savings compared to a code-compliant home have been demonstrated. However, additional challenges remain, particularly with respect to convincing production builders of the strong business case for ZERH. The Alliance for Residential Building Innovation (ARBI) team believes that the keys to successfully engaging builders and developers in the California market are to help them leverage development agreement requirements, code compliance requirements, incentives, and competitive market advantages of ZERH certification, and navigate through this process. A primary objective of this project was to gain a highly visible foothold for residential buildings that are built to the DOE ZERH specification that can be used to encourage participation by other California builders. This report briefly describes two single-family homes that were ZERH certified and focuses on the experience of working with developer Mutual Housing on a 62-unit multifamily community at the Spring Lake subdivision in Woodland, California. The Spring Lake project is expected to be the first ZERH-certified multifamily project in the country. This report discusses the challenges encountered, lessons learned, and how obstacles were overcome.

    Vehicle-to-vehicle (V2V) communications promises to increase roadway safety by providing each vehicle with 360 degree situational awareness of other vehicles in proximity, and by complementing onboard sensors such as radar or camera in detecting imminent crash scenarios. In the United States, approximately three hundred million automobiles could participate in a fully deployed V2V system if Dedicated Short-Range Communication (DSRC) device use becomes mandatory. The system s reliance on continuous communication, however, provides a potential means for unscrupulous persons to transmit false data in an attempt to cause crashes, create traffic congestion, or simply render the system useless. V2V communications must be highly scalable while retaining robust security and privacy preserving features to meet the intra-vehicle and vehicle-to-infrastructure communication requirements for a growing vehicle population. Oakridge National Research Laboratory is investigating a Vehicle-Based Security System (VBSS) to provide security and privacy for a fully deployed V2V and V2I system. In the VBSS an On-board Unit (OBU) generates short-term certificates and signs Basic Safety Messages (BSM) to preserve privacy and enhance security. This work outlines a potential VBSS structure and its operational concepts; it examines how a vehicle-based system might feasibly provide security and privacy, highlights remaining challenges, and explores potential mitigations to address those challenges. Certificate management alternatives that attempt to meet V2V security and privacy requirements have been examined previously by the research community including privacy-preserving group certificates, shared certificates, and functional encryption. Due to real-world operational constraints, adopting one of these approaches for VBSS V2V communication is difficult.     The needs of undersea defense, and indeed those of the scientific community, overlap those of the offshore oil and gas industry, not least when it comes to subsea operations. They share problems encountered in the design and use of unmanned underwater vehicles, particularly in relation to reliability, efficiency, cost-effectiveness, and capabilities. The U.K. Marine Technology Directorate Ltd. (MTD) is managing a research program - Technology for Unmanned Underwater Vehicles (TUUV) - formulated with the particular aim of solving the problems identified by industry in relation to the operation of UUVs. The overall goal of the first three TUUV phases is to provide a convincing demonstration that the production of such advanced systems is practical, credible and cost-effective. Despite the advances in TUUV1, discussions with operators and program participants show that broad concerns over vehicle operations remain. TUUV2 and TUUV3 will transform the current purely technical and largely independent projects into an integrated concept demonstration that will justify the mainly industrial investment needed to make TUUV4 a reality in time for the millennium.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    Several natural gas vehicles have been built as part of Ford's Alternative Fuel Demonstration Fleet. Two basic methods, compressed gas (CNG), and liquified gas (LNG) were used. Heat transfer danger and the expense and special training needed for LNG refueling are cited. CNG in a dual-fuel engine was demonstrated first. The overall results were unsatisfactory. A single fuel LNG vehicle was then demonstrated. Four other demonstrations, testing different tank weights and engine sizes, lead to the conclusion that single fuel vehicles optimized for CNG use provide better fuel efficiency than dual-fuel vehicles. Lack of public refueling stations confines use to fleet operations.

    The Light Water Reactor Sustainability (LWRS) Program was established by the U.S. Department of Energy Office of Nuclear Energy (DOE-NE) to develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors. The LWRS Program is divided into four R&D Pathways: (1) Materials Aging and Degradation; (2) Advanced Light Water Reactor Nuclear Fuels; (3) Advanced Instrumentation, Information and Control Systems; and (4) Risk-Informed Safety Margin Characterization. This report describes an irradiation testing readiness analysis in preparation of LWRS experiments for irradiation testing at the Idaho National Laboratory (INL) Advanced Test Reactor (ATR) under Pathway (2). The focus of the Advanced LWR Nuclear Fuels Pathway is to improve the scientific knowledge basis for understanding and predicting fundamental performance of advanced nuclear fuel and cladding in nuclear power plants during both nominal and off-nominal conditions. This information will be applied in the design and development of high-performance, high burn-up fuels with improved safety, cladding integrity, and improved nuclear fuel cycle economics

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    A viable power system technology for a surface transportation vehicle to explore the planet Mars is presented. A number of power traction systems were investigated, and it was found that a regenerative hydrogen-oxygen fuel cell appears to be attractive for a manned Mars rover application. Mission requirements were obtained from the Manned Mars Mission Working Group. Power systems weights, power, and reactants requirements were determined as a function of vehicle weights for vehicles weighing from 6,000 to 16,000 lb (2,722 to 7,257 kg), (Earth weight). The vehicle performance requirements were: velocity, 10 km/hr; range, 100 km; slope climbing capability, 30 deg uphill for 50 km; mission duration, 5 days; and crew, 5. Power requirements for the operation of scientific equipment and support system capabilities were also specified and included in this study. The concept developed here would also be applicable to a Lunar based vehicle for Lunar exploration. The reduced gravity on the Lunar surface, (over that on the Martian surface), would result in an increased range or capability over that of the Mars vehicle since many of the power and energy requirements for the vehicle are gravity dependent.

The seats often have rigid seat shells and may include rigid bracing for rigidly securing the seat to the chassis of the vehicle.   11. Fast Charging Electric Vehicle Research & Development Project

    The research and development project supported the engineering, design and implementation of on-road Electric Vehicle (“EV”) charging technologies. It included development of potential solutions for DC fast chargers (“DCFC”) capable of converting high voltage AC power to the DC power required by EVs. Additional development evaluated solutions related to the packaging of power electronic components and enclosure design, as well as for the design and evaluation of EV charging stations. Research compared different charging technologies to identify optimum applications in a municipal fleet. This project collected EV usage data and generated a report demonstrating that EVs, when supported by adequate charging infrastructure, are capable of replacing traditional internal combustion vehicles in many municipal applications. The project’s period of performance has demonstrated various methods of incorporating EVs into a municipal environment, and has identified three general categories for EV applications: - Short Commute: Defined as EVs performing in limited duration, routine commutes. - Long Commute: Defined as tasks that require EVs to operate in longer daily mileage patterns. - Critical Needs: Defined as the need for EVs to be ready at every moment for indefinite periods. Together, the City of Charlottesville, VA (the “City”) and Aker Wade Power Technologies, LLC (“Aker Wade”) concluded that the EV has a viable position in many municipal fleets but with limited recommendation for use in Critical Needs applications such as Police fleets. The report also documented that, compared to internal combustion vehicles, BEVs have lower vehicle-related greenhouse gas (“GHG”) emissions and contribute to a reduction of air pollution in urban areas. The enhanced integration of EVs in a municipal fleet can result in reduced demand for imported oil and reduced municipal operating costs.     The Waste Receiving and Processing Module 1 (WRAP 1) will be used to receive, sample, treat, and ship contact-handled (CH) transuranic (TRU), low-level waste (LLW), and low-level mixed waste (LLMW) to storage and disposal sites both on the Hanford site and off-site. The primary mission of WRAP 1 is to characterize and certify CH waste in 55-gallon and 85-gallon drums; and its secondary function is to certify CH waste standard waste boxes (SWB) and boxes of similar size for disposal. The WRAP 1 will provide the capability for examination (including x-ray, visual, and contents sampling), limited treatment, repackaging, and certification of CH suspect-TRU waste in 55-gallon drums retrieved from storage, as well as newly generated CH LLW and CH TRU waste drums. The WRAP 1 will also provide examination (X-ray and visual only) and certification of CH LLW and CH TRU waste in small boxes. The decision to perform an Operational Readiness Review (ORR) was made in accordance with WHC-CM-5-34, Solid Waste Disposal Operations Administration, Section 1.4, Operational Readiness Activities. The ORR will ensure plant and equipment readiness, management and personnel readiness, and management programs readiness for the initial startup of the facility. This implementation plan is provided for defining the conduct of the WHC ORR.

This simulation can be used as a starting point for those doing tracked vehicle simulations.     A method and apparatus for heating a catalytic converter's catalyst to an efficient operating temperature in a hybrid electric vehicle when the vehicle is in a charge limited mode such as e.g., the charge depleting mode or when the vehicle's high voltage battery is otherwise charge limited. The method and apparatus determine whether a high voltage battery of the vehicle is incapable of accepting a first amount of charge associated with a first procedure to warm-up the catalyst. If it is determined that the high voltage battery is incapable of accepting the first amount of charge, a second procedure with an acceptable amount of charge is performed to warm-up the catalyst.

    Revision 75 of the Tracked Vehicle software is a soft real-time simulation of a differentially steered, tracked mobile robot, which, because of the track flippers, resembles the iRobot PackBot (http://www.irobot.com/). Open source libraries are used for the physics engine (http://www.ode.org/), the display and user interface (http://www.mathies.com/cpw/), and the program command line and configuration file parameters (http://www.boost.org/).     In preparation for forming low-enriched uranium carbide/oxide (LEUCO) fuel kernels for the Advanced Gas Reactor (AGR) fuel development and qualification program, Idaho National Laboratory conducted an operational readiness review of the Babcock & Wilcox Nuclear Operations Group – Lynchburg (B&W NOG-L) procedures, processes, and equipment from January 14 – January 16, 2015. The readiness review focused on requirements taken from the American Society Mechanical Engineers (ASME) Nuclear Quality Assurance Standard (NQA-1-2008, 1a-2009), a recent occurrence at the B&W NOG-L facility related to preparation of acid-deficient uranyl nitrate solution (ADUN), and a relook at concerns noted in a previous review. Topic areas open for the review were communicated to B&W NOG-L in advance of the on-site visit to facilitate the collection of objective evidences attesting to the state of readiness.

    The objective of the United States (U.S.) Department of Energy's (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations.Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing.

    A cloning vehicle comprising: a replication determinant effective for replicating the vehicle in a non-C.sub.1 -utilizing host and in a C.sub.1 -utilizing host; DNA effective to allow the vehicle to be mobilized from the non-C.sub.1 -utilizing host to the C.sub.1 -utilizing host; DNA providing resistance to two antibiotics to which the wild-type C.sub.1 -utilizing host is susceptible, each of the antibiotic resistance markers having a recognition site for a restriction endonuclease; a cos site; and a means for preventing replication in the C.sub.1 -utilizing host. The vehicle is used for complementation mapping as follows. DNA comprising a gene from the C.sub.1 -utilizing organism is inserted at the restriction nuclease recognition site, inactivating the antibiotic resistance marker at that site. The vehicle can then be used to form a cosmid structure to infect the non-C.sub.1 -utilizing (e.g., E. coli) host, and then conjugated with a selected C.sub.1 -utilizing mutant. Resistance to the other antibiotic by the mutant is a marker of the conjugation. Other phenotypical changes in the mutant, e.g., loss of an auxotrophic trait, is attributed to the C.sub.1 gene. The vector is also used to inactivate genes whose protein products catalyze side reactions that divert compounds from a biosynthetic pathway to a desired product, thereby producing an organism that makes the desired product in higher yields.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe testing results of the 2010 Electric Vehicles International neighborhood electric vehicle. Neighborhood electric vehicles reach speeds of no more than 35 miles per hour and are only allowed on roads with speed limits of up to 35 miles per hour. This research was conducted by Idaho National Laboratory.

    An apparatus for externally controlling one or more brakes on a vehicle having a pressurized fluid braking system. The apparatus can include a pressurizable vessel that is adapted for fluid-tight coupling to the braking system. Impact to the rear of the vehicle by a pursuit vehicle, shooting a target mounted on the vehicle or sending a signal from a remote control can all result in the fluid pressures in the braking system of the vehicle being modified so that the vehicle is stopped and rendered temporarily inoperable. A control device can also be provided in the driver's compartment of the vehicle for similarly rendering the vehicle inoperable. A driver or hijacker of the vehicle preferably cannot overcome the stopping action from the driver's compartment.

    Magnetic fusion development toward DEMO will most likely require a number of fusion nuclear facilities (FNF), intermediate between ITER and DEMO, to test and validate plasma and nuclear technologies and to advance the level of system integration. The FNF mission space is wide, ranging from basic materials research to net electricity demonstration, so there is correspondingly a choice among machine options, scope, and risk in planning such a step. Readiness requirements to proceed with a DEMO are examined, and two FNF options are assessed in terms of the contributions they would make to closing DEMO readiness gaps, and their readiness to themselves proceed with engineering design about ten years from now. An advanced tokamak (AT) pilot plant with superconducting coils and a mission to demonstrate net electricity generation would go a long way toward DEMO. As a next step, however, a pilot plant would entail greater risk than a copper-coil FNSF-AT with its more focussed mission and technology requirements. The stellarator path to DEMO is briefly discussed. Regardless of the choice of FNF option, an accompanying science and technology development program, also aimed at DEMO readiness, is absolutely essential.

    The Operational Readiness Review (ORR) is one of several activities to be completed prior to introducing tritium into the Replacement Tritium Facility (RTF) at the Savannah River Site (SRS). The Secretary of Energy will rely in part on the results of this ORR in deciding whether the startup criteria for RTF have been met. The RTF is a new underground facility built to safely service the remaining nuclear weapons stockpile. At RTF, tritium will be unloaded from old components, purified and enriched, and loaded into new or reclaimed reservoirs. The RTF will replace an aging facility at SRS that has processed tritium for more than 35 years. RTF has completed construction and is undergoing facility startup testing. The final stages of this testing will require the introduction of limited amounts of tritium. The US Department of Energy (DOE) ORR was conducted January 19 to February 4, 1993, in accordance with an ORR review plan which was developed considering previous readiness reviews. The plan also considered the Defense Nuclear Facilities Safety Board (DNFSB) Recommendations 90-4 and 92-6, and the judgements of experienced senior experts. The review covered three major areas: (1) Plant and Equipment Readiness, (2) Personnel Readiness, and (3) Management Systems. The ORR Team was comprised of approximately 30 members consisting of a Team Leader, Senior Safety Experts, and Technical Experts. The ORR objectives and criteria were based on DOE Orders, industry standards, Institute of Nuclear Power Operations guidelines, recommendations of external oversight groups, and experience of the team members.

    This invention relates to a force measuring system capable of measuring forces associated with vehicle braking and of evaluating braking performance. The disclosure concerns an invention which comprises a first row of linearly aligned plates, a force bearing surface extending beneath and beside the plates, vertically oriented links and horizontally oriented links connecting each plate to a force bearing surface, a force measuring device in each link, a transducer coupled to each force measuring device, and a computing device coupled to receive an output signal from the transducer indicative of measured force in each force measuring device. The present invention may be used for testing vehicle brake systems.

    This report documents assessments that address waste issues and life cycle impacts associated with the vehicle materials and vehicle technologies being developed under the Partnership for a New Generation of Vehicles (PNGV) program. We refer to these vehicles as 3XVs, referring to the PNGV goal that their fuel mileage be three times better than the baseline vehicle. To meet the program's fuel consumption goals, these vehicles substitute lightweight materials for heavier materials such as steel and iron that currently dominate the composition of vehicles, and use engineering and power system changes. Alternative power systems being developed through the PNGV program include batteries for hybrid electric vehicles and fuel cells. With respect to all these developments, it is imperative to learn what effects they will have on the environment before adopting these designs and technologies on a large-scale basis.
