This report contains all of the individual tests that were required by the certification-procedures found in Title 40 of the Code of Federal Regulations in Part 86. These data were submitted to the Environmental Protection Agency's Certification Division at the National Vehicle and Fuel Emissions Laboratory.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.

    Vehicle-to-vehicle (V2V) communications promises to increase roadway safety by providing each vehicle with 360 degree situational awareness of other vehicles in proximity, and by complementing onboard sensors such as radar or camera in detecting imminent crash scenarios. In the United States, approximately three hundred million automobiles could participate in a fully deployed V2V system if Dedicated Short-Range Communication (DSRC) device use becomes mandatory. The system s reliance on continuous communication, however, provides a potential means for unscrupulous persons to transmit false data in an attempt to cause crashes, create traffic congestion, or simply render the system useless. V2V communications must be highly scalable while retaining robust security and privacy preserving features to meet the intra-vehicle and vehicle-to-infrastructure communication requirements for a growing vehicle population. Oakridge National Research Laboratory is investigating a Vehicle-Based Security System (VBSS) to provide security and privacy for a fully deployed V2V and V2I system. In the VBSS an On-board Unit (OBU) generates short-term certificates and signs Basic Safety Messages (BSM) to preserve privacy and enhance security. This work outlines a potential VBSS structure and its operational concepts; it examines how a vehicle-based system might feasibly provide security and privacy, highlights remaining challenges, and explores potential mitigations to address those challenges. Certificate management alternatives that attempt to meet V2V security and privacy requirements have been examined previously by the research community including privacy-preserving group certificates, shared certificates, and functional encryption. Due to real-world operational constraints, adopting one of these approaches for VBSS V2V communication is difficult.     Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

  18. A guide to the emissions certification procedures for alternative fuel aftermarket conversions

    Emissions certification is still relatively new to the aftermarket vehicle conversion industry. Many in the industry think that as soon as a vehicle is converted to operate on compressed natural gas (CNG) or liquefied petroleum gas (LFG), it automatically runs as clean as or cleaner than it did on the conventional fuel. However, recent studies have shown that aftermarket conversions may not always reduce emissions. To achieve emissions benefits, the conversion equipment must be designed and calibrated specifically for the engine and emissions control system on which it has been installed, and the installation and setup must be performed so as to not adversely affect the vehicle`s original emissions performance. The reason for certification, then, is to ensure that these criteria are met, that the vehicle continues to perform properly, and that it continues to satisfy all appropriate emissions standards throughout its useful life. The authors have prepared this guide to help equipment manufacturers, distributors, and installers understand the emissions certification process for aftermarket conversions. The guide gives an overview of the certification requirements established by the US EPA and by the state of California.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    The client, a government agency, requires its contractor to obtain an Earned Value Management System (EVMS) certification that meets the intent of ANSI/EIA-748-B, Earned Value Management Systems. The contractor has extensive experience with certification preparation, having completed two certifications within two years. Information from a previous EVMS certification and internal system surveillances are used to prepare for client-based EVMS certifications and bi-annual surveillances. The contractor also sent members of its group to assist other companies preparing for surveillances and certifications to perform 'Black Hat Reviews.' This paper is a lessons learned on preparing a team for EVMS certification. The information is also applicable for surveillances, since the contractor prepares its team for the surveillance in the same manner as the initial certification. Some of the areas covered include required documents, tracing the data through the systems, Control Account Manager (CAM) preparation, and system verification.

    Tests were conducted in 2008 on 16 late-model conventional vehicles (1999-2007) to determine short-term effects of mid-level ethanol blends on performance and emissions. Vehicle odometer readings ranged from 10,000 to 100,000 miles, and all vehicles conformed to federal emissions requirements for their federal certification level. The LA92 drive cycle, also known as the Unified Cycle, was used for testing because it more accurately represents real-world acceleration rates and speeds than the Federal Test Procedure. Test fuels were splash-blends of up to 20 volume percent ethanol with federal certification gasoline. Both regulated and unregulated air-toxic emissions were measured. For the 16-vehicle fleet, increasing ethanol content resulted in reductions in average composite emissions of both nonmethane hydrocarbons and carbon monoxide and increases in average emissions of ethanol and aldehydes.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    A reeling device is designed for an electrical cable supplying power to the slave slde of a remote control manipulator mounted on a movable vehicle. As the vehicle carries the slave side about in a closed room, the device reels the cable in and out to maintain a variable length of the cable between the vehicle and a cable inlet in the wall of the room. The device also handles a fixed length of cable between the slave side and the vehicle, in spite of angular movement of the slave side with respect to the vehicle. (AEC)

    Methods, devices, and systems for providing certification of friction stir welds are disclosed. A sensor is used to collect information related to a friction stir weld. Data from the sensor is compared to threshold values provided by an extrinsic standard setting organizations using a certification engine. The certification engine subsequently produces a report on the certification status of the weld.

    These guidelines were prepared with direction from the US Department of Energy (DOE) Transuranic (TRU) Waste Management Program in support of the DOE effort to certify that newly generated TRU wastes meet the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. The guidelines provide instructions for generic Certification Program preparation for TRU-waste generators preparing site-specific Certification Programs in response to WIPP requirements. The guidelines address all major aspects of a Certification Program that are necessary to satisfy the WIPP Waste Acceptance Criteria and their associated Compliance Requirements and Certification Quality Assurance Requirements. The details of the major element of a Certification Program, namely, the Certification Plan, are described. The Certification Plan relies on supporting data and control documentation to provide a traceable, auditable account of certification activities. Examples of specific parts of the Certification Plan illustrate the recommended degree of detail. Also, a brief description of generic waste processes related to certification activities is included.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    Several natural gas vehicles have been built as part of Ford's Alternative Fuel Demonstration Fleet. Two basic methods, compressed gas (CNG), and liquified gas (LNG) were used. Heat transfer danger and the expense and special training needed for LNG refueling are cited. CNG in a dual-fuel engine was demonstrated first. The overall results were unsatisfactory. A single fuel LNG vehicle was then demonstrated. Four other demonstrations, testing different tank weights and engine sizes, lead to the conclusion that single fuel vehicles optimized for CNG use provide better fuel efficiency than dual-fuel vehicles. Lack of public refueling stations confines use to fleet operations.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    In June 1996, the Renewable Aviation Fuels Development Center (RAFDC) at Baylor University in Waco, Texas, received a Supplemental Type Certificate (STC) for the use of 100% ethanol as a fuel for the Cessna 152, the most popular training aircraft in the world. This is the first certification granted by the Federal Aviation Administration (FAA) for a non-petroleum fuel. Certification of an aircraft on a new fuel requires a certification of the engine followed by a certification of the airframe/engine combination. This paper will describe the FAA airframe certification procedure, the tests required and their outcome using ethanol as an aviation fuel in a Cessna 152.

    In August 2014, the National Highway Traffic Safety Administration (NHTSA) proposed new rulemaking to require V2V communication in light vehicles. To establish trust in the basic safety messages (BSMs) that are exchanged by vehicles to improve driver safety, a vehicle public key infrastructure (VPKI) is required. We outline a system where a group or groups of vehicles manage and generate their own BSM signing keys and authenticating certificates -- a Vehicle-Based Security System (VBSS). Based on our preliminary examination, we assert the mechanisms exist to implement a VBSS that supports V2V communications; however, maintaining uniform trust throughout the system while protecting individual privacy does require reliance on nascent group signature technology which may require a significant amount of communication overhead for trust maintenance. To better evaluate the VBSS approach, we compare it to the proposed Security Credential Management System (SCMS) in four major areas including bootstrapping, pseudonym provisioning, BSM signing and authentication, and revocation. System scale, driver privacy, and the distribution and dynamics of participants make designing an effective VPKI an interesting and challenging problem; no clear-cut strategy exists to satisfy the security and privacy expectations in a highly efficient way.     Under the auspices of the National Energy Technology Laboratory and the US Department of Energy, the Clean Vehicle Education Foundation conducted a three-year program to increase the understanding of the safe and proper use and maintenance of vehicular compressed natural gas (CNG) fuel systems. High-pressure fuel systems require periodic inspection and maintenance to insure safe and proper operation. The project addressed the needs of CNG fuel containers (cylinders) and associated high-pressure fuel system components related to existing law, codes and standards (C&S), available training and inspection programs, and assured coordination among vehicle users, public safety officials, fueling station operators and training providers. The program included a public and industry awareness campaign, establishment and administration of a cylinder inspector certification training scholarship program, evaluation of current safety training and testing practices, monitoring and investigation of CNG vehicle incidents, evaluation of a cylinder recertification program and the migration of CNG vehicle safety knowledge to the nascent hydrogen vehicle community.

    A viable power system technology for a surface transportation vehicle to explore the planet Mars is presented. A number of power traction systems were investigated, and it was found that a regenerative hydrogen-oxygen fuel cell appears to be attractive for a manned Mars rover application. Mission requirements were obtained from the Manned Mars Mission Working Group. Power systems weights, power, and reactants requirements were determined as a function of vehicle weights for vehicles weighing from 6,000 to 16,000 lb (2,722 to 7,257 kg), (Earth weight). The vehicle performance requirements were: velocity, 10 km/hr; range, 100 km; slope climbing capability, 30 deg uphill for 50 km; mission duration, 5 days; and crew, 5. Power requirements for the operation of scientific equipment and support system capabilities were also specified and included in this study. The concept developed here would also be applicable to a Lunar based vehicle for Lunar exploration. The reduced gravity on the Lunar surface, (over that on the Martian surface), would result in an increased range or capability over that of the Mars vehicle since many of the power and energy requirements for the vehicle are gravity dependent.

    Waste certification is the process of stating whether or not a given waste package meets the acceptance criteria of whatever facility is receiving the package. Establishing a program for certification of low-level waste requires coordination of a variety of requirements and limitations, including regulations, physical characteristics of the waste and of the type of radiation emitted by radionuclides in the waste, uncertainty in measurements, quality assurance, and personnel exposures. The goal of such a program must be to provide an acceptable degree of assurance that the waste generating facility will be able to convince the waste receiving facility that individual waste packages do meet the applicable waste acceptance criteria. The preceding paragraph raises many questions: what is an acceptable degree of assurance? What does one have to do to convince a receiving facility? How can the measurement uncertainty be taken into account? This paper attempts to address several of those questions in the context of the development being done in the solid low-level waste (SLLW) certification program at the Oak Ridge National Laboratory (ORNL). First, a brief history of the SLLW certification program at ORNL is presented. The remaining discussions are devoted to considering the problems and pitfalls of implementing a waste certification program, concentrating on such areas as the responsibilities of various organizations and individuals, waste characterization techniques, handling levels of uncertainty, and development of waste acceptance criteria.

The method and apparatus determine whether a high voltage battery of the vehicle is incapable of accepting a first amount of charge associated with a first procedure to warm-up the catalyst. If it is determined that the high voltage battery is incapable of accepting the first amount of charge, a second procedure with an acceptable amount of charge is performed to warm-up the catalyst.

    Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978.     The objective of the United States (U.S.) Department of Energy's (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations.Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe testing results of the 2010 Electric Vehicles International neighborhood electric vehicle. Neighborhood electric vehicles reach speeds of no more than 35 miles per hour and are only allowed on roads with speed limits of up to 35 miles per hour. This research was conducted by Idaho National Laboratory.

    An apparatus for externally controlling one or more brakes on a vehicle having a pressurized fluid braking system. The apparatus can include a pressurizable vessel that is adapted for fluid-tight coupling to the braking system. Impact to the rear of the vehicle by a pursuit vehicle, shooting a target mounted on the vehicle or sending a signal from a remote control can all result in the fluid pressures in the braking system of the vehicle being modified so that the vehicle is stopped and rendered temporarily inoperable. A control device can also be provided in the driver's compartment of the vehicle for similarly rendering the vehicle inoperable. A driver or hijacker of the vehicle preferably cannot overcome the stopping action from the driver's compartment.

    This report documents assessments that address waste issues and life cycle impacts associated with the vehicle materials and vehicle technologies being developed under the Partnership for a New Generation of Vehicles (PNGV) program. We refer to these vehicles as 3XVs, referring to the PNGV goal that their fuel mileage be three times better than the baseline vehicle. To meet the program's fuel consumption goals, these vehicles substitute lightweight materials for heavier materials such as steel and iron that currently dominate the composition of vehicles, and use engineering and power system changes. Alternative power systems being developed through the PNGV program include batteries for hybrid electric vehicles and fuel cells. With respect to all these developments, it is imperative to learn what effects they will have on the environment before adopting these designs and technologies on a large-scale basis.

    EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. However, the heating and A/C systems of electrically operated vehicles may have marginal performance at extreme outside temperatures.

    Ethanol is a biofuel commonly used in gasoline blends to displace petroleum consumption; its utilization is on the rise in the United States, spurred by the biofuel utilization mandates put in place by the Energy Independence and Security Act of 2007 (EISA). The United States Environmental Protection Agency (EPA) has the statutory responsibility to implement the EISA mandates through the promulgation of the Renewable Fuel Standard. EPA has historically mandated an emissions certification fuel specification that calls for ethanol-free fuel, except for the certification of flex-fuel vehicles. However, since the U.S. gasoline marketplace is now virtually saturated with E10, some organizations have suggested that inclusion of ethanol in emissions certification fuels would be appropriate. The test methodologies and calculations contained in the Code of Federal Regulations for gasoline-fueled vehicles have been developed with the presumption that the certification fuel does not contain ethanol; thus, a number of technical issues would require resolution before such a change could be accomplished. This report makes use of the considerable data gathered during the mid-level blends testing program to investigate one such issue: estimation of non-methane organic gas (NMOG) emissions. The data reported in this paper were gathered from over 600 cold-start Federal Test Procedure (FTP) tests conducted on 68 vehicles representing 21 models from model year 2000 to 2009. Most of the vehicles were certified to the Tier-2 emissions standard, but several older Tier-1 and national low emissions vehicle program (NLEV) vehicles were also included in the study. Exhaust speciation shows that ethanol, acetaldehyde, and formaldehyde dominate the oxygenated species emissions when ethanol is blended into the test fuel.     Household Vehicles Energy Consumption 1994 reports on the results of the 1994 Residential Transportation Energy Consumption Survey (RTECS). The RTECS is a national sample survey that has been conducted every 3 years since 1985. For the 1994 survey, more than 3,000 households that own or use some 6,000 vehicles provided information to describe vehicle stock, vehicle-miles traveled, energy end-use consumption, and energy expenditures for personal vehicles. The survey results represent the characteristics of the 84.9 million households that used or had access to vehicles in 1994 nationwide. (An additional 12 million households neither owned or had access to vehicles during the survey year.) To be included in then RTECS survey, vehicles must be either owned or used by household members on a regular basis for personal transportation, or owned by a company rather than a household, but kept at home, regularly available for the use of household members. Most vehicles included in the RTECS are classified as {open_quotes}light-duty vehicles{close_quotes} (weighing less than 8,500 pounds). However, the RTECS also includes a very small number of {open_quotes}other{close_quotes} vehicles, such as motor homes and larger trucks that are available for personal use.

    This document provides an overview of the structure and function of typical product certification/laboratory accreditation programs. The overview is followed by a model program which could serve as the basis for a photovoltaic (PV) module certification/laboratory accreditation program. The model covers quality assurance procedures for the testing laboratory and manufacturer, third-party certification and labeling, and testing requirements (performance and reliability). A 30-member Criteria Development Committee was established to guide, review, and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories.

    The goal of this project was to install a production-ready, state-of-the-art engine control system on the Mack E7G natural gas engine to improve efficiency and lower exhaust emissions. In addition, the power rating was increased from 300 brake horsepower (bhp) to 325 bhp. The emissions targets were oxides of nitrogen plus nonmethane hydrocarbons of less than 2.5 g/bhp-hr and particulate matter of less than 0.05 g/bhp-hr on 99% methane. Vehicle durability and field testing were also conducted. Further development of this engine should include efficiency improvements and oxides of nitrogen reductions.

A stator of the electric motor is aligned to a second locator provided on the piloting tool. The stator is secured to the engine block. The rotor is aligned to the crankshaft and secured thereto.

    The US DOE sponsors Advanced Vehicle Technology competitions to help educate the public and advance new vehicle technologies. For several years, DOE has provided financial and technical support for the American Tour de Sol. This event showcases electric and hybrid electric vehicles in a road rally across portions of the northeastern United States. The specifications contained in this technical memorandum apply to vehicles that will be entered in the 1997 American Tour de Sol. However, the specifications were prepared to be general enough for use by other teams and individuals interested in developing hybrid electric vehicles. The purpose of the specifications is to ensure that the vehicles developed do not present a safety hazard to the teams that build and drive them or to the judges, sponsors, or public who attend the competitions. The specifications are by no means the definitive sources of information on constructing hybrid electric vehicles - as electric and hybrid vehicles technologies advance, so will the standards and practices for their construction. In some cases, the new standards and practices will make portions of these specifications obsolete.

    E85, which consists of nominally 85% fuel grade ethanol and 15% gasoline, must be used in flexible-fuel (or 'flexfuel') vehicles (FFVs) that can operate on fuel with an ethanol content of 0-85%. Published studies include measurements of the effect of E85 on tailpipe emissions for Tier 1 and older vehicles. Car manufacturers have also supplied a large body of FFV certification data to the U.S. Environmental Protection Agency, primarily on Tier 2 vehicles. These studies and certification data reveal wide variability in the effects of E85 on emissions from different vehicles. Comparing Tier 1 FFVs running on E85 to similar non-FFVs running on gasoline showed, on average, significant reductions in emissions of oxides of nitrogen (NOx; 54%), non-methane hydrocarbons (NMHCs; 27%), and carbon monoxide (CO; 18%) for E85. Comparing Tier 2 FFVs running on E85 and comparable non-FFVs running on gasoline shows, for E85 on average, a significant reduction in emissions of CO (20%), and no significant effect on emissions of non-methane organic gases (NMOGs). NOx emissions from Tier 2 FFVs averaged approximately 28% less than comparable non-FFVs. However, perhaps because of the wide range of Tier 2 NOx standards, the absolute difference in NOx emissions between Tier 2 FFVs and non-FFVs is not significant (P 0.28). It is interesting that Tier 2 FFVs operating on gasoline produced approximately 13% less NMOGs than non-FFVs operating on gasoline. The data for Tier 1 vehicles show that E85 will cause significant reductions in emissions of benzene and butadiene, and significant increases in emissions of formaldehyde and acetaldehyde, in comparison to emissions from gasoline in both FFVs and non-FFVs. The compound that makes up the largest proportion of organic emissions from E85-fueled FFVs is ethanol.

    The Advanced Vehicle Testing Activity teamed with Electric Transportation Applications and Arizona Public Service to develop and monitor the operations of the APS Alternative Fuel (Hydrogen) Pilot Plant. The Pilot Plant provides 100% hydrogen, and hydrogen and compressed natural gas (H/CNG)-blended fuels for the evaluation of hydrogen and H/CNG internal combustion engine (ICE) vehicles in controlled and fleet testing environments. Since June 2002, twenty hydrogen and H/CNG vehicles have accumulated 300,000 test miles and 5,700 fueling events. The AVTA is part of the Department of Energy’s FreedomCAR and Vehicle Technologies Program. These testing activities are managed by the Idaho National Laboratory. This paper discusses the Pilot Plant design and monitoring, and hydrogen ICE vehicle testing methods and results.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

  2. Fuel Economy and Emissions of a Vehicle Equipped with an Aftermarket Flexible-Fuel Conversion Kit

    The U.S. Environmental Protection Agency (EPA) grants Certificates of Conformity for alternative fuel conversion systems and also offers other forms of premarket registration of conversion kits for use in vehicles more than two model years old. Use of alternative fuels such as ethanol, natural gas, and propane are encouraged by the Energy Policy Act of 1992. Several original equipment manufacturers (OEMs) produce emissions-certified vehicles capable of using alternative fuels, and several alternative fuel conversion system manufacturers produce EPA-approved conversion systems for a variety of alternative fuels and vehicle types. To date, only one manufacturer (Flex Fuel U.S.) has received EPA certifications for ethanol fuel (E85) conversion kits. This report details an independent evaluation of a vehicle with a legal installation of a Flex Fuel U.S. conversion kit. A 2006 Dodge Charger was baseline tested with ethanol-free certification gasoline (E0) and E20 (gasoline with 20 vol % ethanol), converted to flex-fuel operation via installation of a Flex Box Smart Kit from Flex Fuel U.S., and retested with E0, E20, E50, and E81. Test cycles included the Federal Test Procedure (FTP or city cycle), the highway fuel economy test (HFET), and the US06 test (aggressive driving test). Averaged test results show that the vehicle was emissions compliant on E0 in the OEM condition (before conversion) and compliant on all test fuels after conversion. Average nitrogen oxide (NOx) emissions exceeded the Tier 2/Bin 5 intermediate life NO{sub X} standard with E20 fuel in the OEM condition due to two of three test results exceeding this standard [note that E20 is not a legal fuel for non-flexible-fuel vehicles (non-FFVs)]. In addition, one E0 test result before conversion and one E20 test result after conversion exceeded the NOX standard, although the average result in these two cases was below the standard.     The study investigated the impact of ethanol blends on criteria emissions (THC, NMHC, CO, NOx), greenhouse gas (CO2), and a suite of unregulated pollutants in a fleet of gasoline-powered light-duty vehicles. The vehicles ranged in model year from 1984 to 2007 and included one Flexible Fuel Vehicle (FFV). Emission and fuel consumption measurements were performed in duplicate or triplicate over the Federal Test Procedure (FTP) driving cycle using a chassis dynamometer for four fuels in each of seven vehicles. The test fuels included a CARB phase 2 certification fuel with 11% MTBE content, a CARB phase 3 certification fuel with a 5.7% ethanol content, and E10, E20, E50, and E85 fuels. In most cases, THC and NMHC emissions were lower with the ethanol blends, while the use of E85 resulted in increases of THC and NMHC for the FFV. CO emissions were lower with ethanol blends for all vehicles and significantly decreased for earlier model vehicles. Results for NOx emissions were mixed, with some older vehicles showing increases with increasing ethanol level, while other vehicles showed either no impact or a slight, but not statistically significant, decrease. CO2 emissions did not show any significant trends. Fuel economy showed decreasing trends with increasing ethanol content in later model vehicles. There was also a consistent trend of increasing acetaldehyde emissions with increasing ethanol level, but other carbonyls did not show strong trends. The use of E85 resulted in significantly higher formaldehyde and acetaldehyde emissions than the specification fuels or other ethanol blends. BTEX and 1,3-butadiene emissions were lower with ethanol blends compared to the CARB 2 fuel, and were almost undetectable from the E85 fuel. The largest contribution to total carbonyls and other toxics was during the cold-start phase of FTP.

    In summer 2007, the U.S. Department of Energy (DOE) initiated a test program to evaluate the potential impacts of intermediate ethanol blends on legacy vehicles and other engines. The purpose of the test program is to assess the viability of using intermediate blends as a contributor to meeting national goals in the use of renewable fuels. Through a wide range of experimental activities, DOE is evaluating the effects of E15 and E20--gasoline blended with 15 and 20% ethanol--on tailpipe and evaporative emissions, catalyst and engine durability, vehicle driveability, engine operability, and vehicle and engine materials. This first report provides the results available to date from the first stages of a much larger overall test program. Results from additional projects that are currently underway or in the planning stages are not included in this first report. The purpose of this initial study was to quickly investigate the effects of adding up to 20% ethanol to gasoline on the following: (1) Regulated tailpipe emissions for 13 popular late model vehicles on a drive cycle similar to real-world driving and 28 small non-road engines (SNREs) under certification or typical in use procedures. (2) Exhaust and catalyst temperatures of the same vehicles under more severe conditions. (3) Temperature of key engine components of the same SNREs under certification or typical in-use conditions. (4) Observable operational issues with either the vehicles or SNREs during the course of testing. As discussed in the concluding section of this report, a wide range of additional studies are underway or planned to consider the effects of intermediate ethanol blends on materials, emissions, durability, and driveability of vehicles, as well as impacts on a wider range of nonautomotive engines, including marine applications, snowmobiles, and motorcycles.
