    Nevada Geothermal Power Company (NGP) was awarded DOE Award DE-EE0002834 in January 2010 to conduct sub-soil gas and fluid inclusion studies and slim well drilling at its Black Warrior Project (now known as North Valley) in Washoe and Churchill Counties, Nevada. The project was designed to apply highly detailed, precise, low-cost subsoil and down-hole gas geochemistry methods from the oil and gas industry to identify upflow zone drilling targets in an undeveloped geothermal prospect. NGP ran into multiple institutional barriers with the Black Warrior project relating to property access and extensive cultural survey requirement. NGP requested that the award be transferred to NGP’s Pumpernickel Valley project, due to the timing delay in obtaining permits, along with additional over-budget costs required. Project planning and permit applications were developed for both the original Black Warrior location and at Pumpernickel. This included obtaining proposals from contractors able to conduct required environmental and cultural surveying, designing the two-meter probe survey methodology and locations, and submitting Notices of Intent and liaising with the Bureau of Land Management to have the two-meter probe work approved. The award had an expiry date of April 30, 2013; however, due to the initial project delays at Black Warrior, and the move of the project from Black Warrior to Pumpernickel, NGP requested that the award deadline be extended. DOE was amenable to this, and worked with NGP to extend the deadline. However, following the loss of the Blue Mountain geothermal power plant in Nevada, NGP’s board of directors changed the company’s mandate to one of cash preservation. NGP was unable to move forward with field work on the Pumpernickel property, or any of its other properties, until additional funding was secured. NGP worked to bring in a project partner to form a joint venture on the property, or to buy the property. This was unsuccessful, and NGP notified

    The saturated hydrocarbons propane and the butane isomers are both indirect greenhouse gases and key species in liquefied petroleum gas (LPG). Leakage of LPG and its component alkanes/alkenes is now thought to explain a significant fraction of the volatile organic burden and oxidative potential in the basin which confines Mexico City. Propane and the butanes, however, are stable enough to escape from the basin. The gas chromatographic measurements which have drawn attention to their sources within the urban area are used here to estimate rates of ventilation into the free troposphere. The calculations are centered on several well studied February/March pollution episodes. Carbon monoxide observations and emissions data are first exploited to provide a rough time constant for the removal of typical inert pollutant species from the valley. The timescale obtained is validated through an examination of meteorological simulations of three-dimensional flow. Heuristic arguments and transport modeling establish that propane and the butanes are distributed through the basin in a manner analogous to CO despite differing emissions functions. Ventilation rates and mass loadings yield outbound fluxes in a box model type computation. Estimated in this fashion, escape from the Valley of Mexico constitutes of the order of half of 1{percent} of the northern hemispheric inputs for both propane and n-butane. Uncertainties in the calculations are detailed and include factors such as flow into the basin via surface winds and the size of the polluted regime. General quantification of the global propane and butane emissions from large cities will entail studies of this type in a variety of locales.{copyright} 1997 American Geophysical Union

    This study, which focuses on the Aluto-Langano geothermal field, is part of the ongoing investigation of the geothermal systems in the Ethiopian Rift Valley. Aluto-Langano is a water-dominated gas-rich geothermal field, with a maximum temperature close to 360[degree]C, in the Lakes District region of the Ethiopian Rift Valley. The upflow zone for the system lies along a deep, young NNE trending fault and is characterized by boiling. As a result, the deep upflow zone loses some water as steam and produces a cooler saline shallow aquifer. The high partial pressure of carbon dioxide (about 30 bar in the reservoir) depresses the water table and restricts boiling to deeper levels. The main aquifer for the systems is in the Tertiary ignimbrite, which lies below 1400 m. The capacity of the existing wells is close to 7 MW[sub c]: the energy potential of the area is estimated to be between 3000 and 6000 MW[sub t] yr/km[sup 3], or 10-20 MW[sub c]/km[sup 3] for over 30 years.

    Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 1.1 million tons of tailings at the Monument Valley site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II through IV). Cost estimates for the four options range from about $6,600,000 for stabilization in-place, to about $15,900,000 for disposal at a distance of about 15 mi. Three principal alternatives for reprocessing the Monument Valley tailings were examined: heap leaching; Treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovery is economically unattractive.

    Meteorological and atmospheric tracer studies were conducted during a 3-week period in July and August of 1982 in the Brush Creek Valley of northwestern Colorado. The objective of the field experiments was to obtain data to evaluate a model, called VALMET, developed at PNL to predict dispersion of air pollutants released from an elevated stack located within a deep mountain valley in the post-sunrise temperature inversion breakup period. Three tracer experiments were conducted in the valley during the 2-week period. In these experiments, sulfur hexafluoride (SF/sub 6/) was released from a height of approximately 100 m, beginning before sunrise and continuing until the nocturnal down-valley winds reversed several hours after sunrise. Dispersion of the sulfur hexafluoride after release was evaluated by measuring SF/sub 6/ concentrations in ambient air samples taken from sampling devices operated within the valley up to about 8 km down valley from the source. An instrumented research aircraft was also used to measure concentrations in and above the valley. Tracer samples were collected using a network of radio-controlled bag sampling stations, two manually operated gas chromatographs, a continuous SF/sub 6/ monitor, and a vertical SF/sub 6/ profiler. In addition, basic meteorological data were collected during the tracer experiments. Frequent profiles of vertical wind and temperature structure were obtained with tethered balloons operated at the release site and at a site 7.7 km down the valley from the release site. 10 references, 63 figures, 50 tables.

    This document describes and assesses planned modifications to be made to the Building 3092 Central Off-Gas Scrubber Facility of the Oak Ridge National Laboratory, Oak Ridge, Tennessee. The modifications are made in responsible to the requirements of 40CFR264 Subpart J, relating to environmental protection requirements for buried tank systems. The modifications include the provision of a new scrubber recirculation tank in a new, below ground, lines concrete vault, replacing and existing recirculation sump that does not provide double containment. A new buried, double contained pipeline is provided to permit discharge of spent scrubber recirculation fluid to the Central Waste Collection Header. The new vault, tank, and discharge line are provided with leak detection and provisions to remove accumulated liquid. New scrubber recirculation pumps, piping, and accessories are also provided. This assessment concludes that the planned modifications comply with applicable requirements of 40CFR264 Subpart J, as set forth in Appendix F to the Federal Facility Agreement, Docket No. 89-04-FF, covering the Oak Ridge Reservation.

    The primary goal of the research is to further characterize and understand dispersion in valley and basin atmospheres. A secondary, and related goal, is to identify and understand the dominant physical processes governing this dispersion. This has been accomplished through a review of the current literature, and analyses of recently collected data from two field experiments. This work should contribute to an improved understanding of material transport in the atmospheric boundary layer. It was found that dispersion in a freely draining valley (Brush Creek valley, CO) atmosphere is much greater than in an enclosed basin (Roanoke, VA) atmosphere primarily because of the greater wind speeds moving past the release point and the greater turbulence levels. The development of a cold air pool in the Roanoke basin is the dominant process governing nighttime dispersion in the basin, while the nighttime dispersion in the Brush Creek valley is dominated by turbulent diffusion and plume confinement between the valley sidewalls. The interaction between valley flows and above ridgetops flows is investigated. A ``ventilation rate`` of material transport between the valley and above ridgetop flows is determined. This is important in regional air pollution modeling and global climate modeling. A simple model of dispersion in valleys, applicable through a diurnal cycle, is proposed.

    Following a thorough analysis of meteorological data obtained from deep valleys of western Colorado, a modular air-pollution model has been developed to simulate the transport and diffusion of pollutants released from an elevated point source in a well-defined mountain valley during the nighttime and morning transition periods. This initial version of the model, named VALMET, operates on a valley cross section at an arbitrary distance down-valley from a continuous point source. The model has been constructed to include parameterizations of the major physical processes that act to disperse pollution during these time periods. The model has not been fully evaluated. Further testing, evaluations, and development of the model are needed. Priorities for further development and testing are provided.

    Elk Valley Rancheria; Tribe; renewable energy; energy options analysis. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages

    Kate Spring field was opened by Marathon Oil Company at the 1 Kate Spring well in December 1985. Because of poor market conditions and production problems, the well was not produced and the field was not confirmed until the Evans 1 Taylor well was completed in October 1987. As of August 1990, five wells have produced over 575,000 bbl of oil and have the capacity to flow at rates of several hundred to several thousand barrels per day. The oil is 10-12{degrees} API and is saturated with gas. The oil is used for road asphalt which limits its marketability. Production is from landslide blocks of Paleozoic and lower Tertiary strata that were emplaced in Miocene-Pliocene time, during the structural development of the Railroad Valley basin. The slide blocks are overlain by valley fill and probably correspond to similar blocks encountered within the valley fill at Eagle Springs field, adjacent to the north. The pay is at a depth of 4,500 ft. Kate Spring is a part of the fault-block bench that contains Eagle Springs field and is situated on the east flank of the Railroad Valley graben. There is east-west closure on the structure of the field, but the north end of the field has not been defined. The accumulation is sealed by the unconformity at the slide block-valley fill contact. The nature of the reservoir implies that the production is controlled by fractures and precludes useful extrapolation of any measurable matrix porosity. Based on volumetric calculations, the field will probably produce 2-3 million bbl of oil.

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

    This paper reports on a method for determining gas-storage inventory and variance in a natural-gas storage field which uses the equations developed to determine gas-in-place in a production field. The calculations use acquired data for shut-in pressures, reservoir pore volume, and storage gas properties. These calculations are then graphed and trends are developed. Evaluating trends in inventory variance can be enhanced by use of a technique, described here, that smooths the peaks and valleys of an inventory-variance curve. Calculations using the acquired data determine inventory for a storage field whose drive mechanism is gas expansion (that is, volumetric). When used for a dry gas, condensate, or gas-condensate reservoir, the formulas require no further modification. Inventory in depleted oil fields can be determined in this same manner, as well. Some additional calculations, however, must be made to assess the influence of oil production on the gas-storage process.

    U.S. Steel has three major facilities remaining in Pennsylvania`s Mon Valley near Pittsburgh. The Clairton Coke Works operates 12 batteries which produce 4.7 million tons of coke annually. The Edgar Thomson Works in Braddock is a 2.7 million ton per year steel plant. Irvin Works in Dravosburg has a hot strip mill and a range of finishing facilities. The coke works produces 120 mmscfd of coke oven gas in excess of the battery heating requirements. This surplus gas is used primarily in steel re-heating furnaces and for boiler fuel to produce steam for plant use. In conjunction with blast furnace gas, it is also used for power generation of up to 90 MW. However, matching the consumption with the production of gas has proved to be difficult. Consequently, surplus gas has been flared at rates of up to 50 mmscfd, totaling 400 mmscf in several months. By 1993, several changes in key conditions provided the impetus to install equipment to inject coke oven gas into the blast furnaces. This paper describes the planning and implementation of a project to replace natural gas in the furnaces with coke oven gas. It involved replacement of 7 miles of pipeline between the coking plants and the blast furnaces, equipment capable of compressing coke oven gas from 10 to 50 psig, and installation of electrical and control systems to deliver gas as demanded.

    A ten-station seismic network was operated in and around the Dixie Valley area from January 1980 to November 1981; three of these stations are still in operation. Data from the Dixie Valley network were analyzed through 30 Jun 1981, and results of analysis were compared with analysis of somewhat larger events for the period 1970-1979. The seismic cycle in the Western Great Basic, the geologic structural setting, and the instrumentation are also described.

    In 2011 and 2012, the Ganges Valley Aerosol Experiment (GVAX) began in the Ganges Valley region of India. The objective was to obtain measurements of clouds, precipitation, and complex aerosols to study their impact on cloud formation and monsoon activity in the region. During the Indian Ocean Experiment (INDOEX) field studies, aerosols from the Ganges Valley region were shown to affect cloud formation and monsoon activity over the Indian Ocean. The complex field study used the ARM Mobile Facility (AMF) to measure radiative, cloud, convection, and aerosol characteristics over the mainland. The resulting data set captured pre-monsoon to post-monsoon conditions to establish a comprehensive baseline for advancements in the study of the effects of atmospheric conditions of the Ganges Valley.

    This report includes an evaluation of deep rock formations with the objective of providing practical maps, data, and some of the issues considered for carbon dioxide (CO{sub 2}) storage projects in the Ohio River Valley. Injection and storage of CO{sub 2} into deep rock formations represents a feasible option for reducing greenhouse gas emissions from coal-burning power plants concentrated along the Ohio River Valley area. This study is sponsored by the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL), American Electric Power (AEP), BP, Ohio Coal Development Office, Schlumberger, and Battelle along with its Pacific Northwest Division. An extensive program of drilling, sampling, and testing of a deep well combined with a seismic survey was used to characterize the local and regional geologic features at AEP's 1300-megawatt (MW) Mountaineer Power Plant. Site characterization information has been used as part of a systematic design feasibility assessment for a first-of-a-kind integrated capture and storage facility at an existing coal-fired power plant in the Ohio River Valley region--an area with a large concentration of power plants and other emission sources. Subsurface characterization data have been used for reservoir simulations and to support the review of the issues relating to injection, monitoring, strategy, risk assessment, and regulatory permitting. The high-sulfur coal samples from the region have been tested in a capture test facility to evaluate and optimize basic design for a small-scale capture system and eventually to prepare a detailed design for a capture, local transport, and injection facility. The Ohio River Valley CO{sub 2} Storage Project was conducted in phases with the ultimate objectives of demonstrating both the technical aspects of CO{sub 2} storage and the testing, logistical, regulatory, and outreach issues related to conducting such a project at a large point source under realistic constraints.     For the US Nuclear Regulatory Commission (NRC), Lawrence Livermore National Laboratory (LLNL) performed a dynamic seismic analysis of Unit 4 of the El Centro Steam Plant in El Centro, Calif. Built in 1968, Unit 4 is an oil- or gas-fired, steam-driven turbine-generator that was designed to resist a static lateral force equivalent to 20% of the dead and live load. The unit's structural and mechanical systems sustained only minor damage during the October 15, 1979 Imperial Valley earthquake that produced an estimated 0.5 g peak horizontal ground acceleration (0.66 g vertical) at the site. LLNL's seismic analysis was done to analytically estimate the equipment response, which, when compared to actual observation, will indicate the levels of actual equipment capacity. 15 refs., 51 figs., 11 tabs.

    A workshop reviewed the results of hydrologic and geochemical monitoring in the Long Valley caldera. Such monitoring is being done to detect changes in the hydrothermal system induced by ongoing magmatic and tectonic processes. Workshop participants discussed the need to instrument sites for continuous measurements of several parameters and to obtain additional hydrologic and chemical information from intermediate and deep drill holes. In addition to seismic and deformation monitoring, programs are currently in progress to monitor changes in the discharge characteristics of hot springs, fumaroles, and soil gases, as well as pressures and temperatures in wells. Some hydrochemical parameters are measured continuously, others are measured monthly or at longer intervals. This report summarizes the information presented at the hydrologic monitoring workshop, following the workshop agenda which was divided into four sessions: (1) overview of the hydrothermal system; (2) monitoring springs, fumaroles, and wells; (3) monitoring gas emissions; and (4) conclusions and recommendations.

    The result of a study on handling and shipping experience with spent fuel are described in this report. The study was performed by Pacific Northwest Laboratory (PNL) and was jointly sponsored by the US Department of Energy (DOE) and the Electric Power Research Institute (EPRI). The purpose of the study was to document the experience with handling and shipping of relatively old light-water reactor (LWR) fuel that has been in pool storage at the West Valley facility, which is at the Western New York Nuclear Service Center at West Valley, New York and operated by DOE. A subject of particular interest in the study was the behavior of corrosion product deposits (i.e., crud) deposits on spent LWR fuel after long-term pool storage; some evidence of crud loosening has been observed with fuel that was stored for extended periods at the West Valley facility and at other sites. Conclusions associated with the experience to date with old spent fuel that has been stored at the West Valley facility are presented. The conclusions are drawn from these subject areas: a general overview of the West Valley experience, handling of spent fuel, storing of spent fuel, rod consolidation, shipping of spent fuel, crud loosening, and visual inspection.     The State of California has issued a license to US Ecology, Inc. to construct and operate a disposal facility for low-level radioactive waste (LLRW) at the remote, arid Ward Valley site in the Mojave Desert. The license and certification of the associated environmental documentation have been upheld by the California courts. The Ward Valley license is the first and, so far, only license to be issued for a new LLRW disposal facility pursuant to the Low-Level Radioactive Waste Policy Act enacted in 1980 and amended in 1985. However, the dates of construction and operation of the disposal facility are uncertain because the federal government has refused to sell land in Ward Valley to the State of California for the site of the Southwestern Compact`s regional disposal facility. The Clinton Administration`s repeated excuses for delaying the land transfer, and the circumstances of these delays, indicate that prospects for success of the Ward Valley project, and perhaps the Policy Act itself, depend on the outcome of a battle between science and politics. In view of these delays by the administration, Congressional action to Transfer the Ward Valley lands to California will serve both state and federal goals for safe disposal of LLRW.

    One hundred thirty-nine obsidian samples from the Copan Valley were subjected to neutron activation analysis at Brookhaven National Laboratory (BNL). Obsidian sources from Mesoamerica have been characterized by a number of different laboratories using several techniques. Over 1,800 samples from Mesoamerica have been analyzed by neutron activation at BNL. These data are now housed both at BNL and in the Smithsonian Archaeometric Research Collections and Records (SARCAR) data base. Previous statistical analysis of the Mesoamerican obsidian artifacts and source samples has produced reference groups representing many of the sources, including Ixtepeque, San Martin Jilotepeque, and El Chayal, the three sources closest to the Copan Valley and therefore most likely to be represented in the analyzed sample. As anticipated, the overwhelming majority of obsidian recovered in the Copan Valley comes from the closest source, Ixtepeque. Of the seven El Chayal specimens, four pertain to CV-43 and three pertain to CV-20. These data provide no evidence of a difference between the two localities in external obsidian exchange relations. Thus, the authors find no grounds for questioning the assumption that the minor quantities of El Chayal obsidian that reached the Copan Valley were distributed through the same channels responsible for distribution of the more common Ixtepeque obsidian.

    An accurate simulation of the evolution of the atmospheric boundary layer is very important, as the evolution of the boundary layer sets the stage for many weather phenomena, such as deep convection. Over mountain areas the evolution of the boundary layer is particularly complex, due to the nonlinear interaction between boundary layer turbulence and thermally-induced mesoscale wind systems, such as the slope and valley winds. As the horizontal resolution of operational forecasts progresses to finer and finer resolution, more and more of the thermally-induced mesoscale wind systems can be explicitly resolved, and it is very timely to document the current state-of-the-art of mesoscale models at simulating the coupled evolution of the mountain boundary layer and the valley wind system. In this paper we present an intercomparison of valley wind simulations for an idealized valley-plain configuration using eight state-of-the-art mesoscale models with a grid spacing of 1 km. Different sets of three-dimensional simulations are used to explore the effects of varying model dynamical cores and physical parameterizations. This intercomparison project was conducted as part of the Terrain-induced Rotor Experiment (T-REX; Grubisic et al., 2008).

    Above-normal precipitation and surface-water runoff, which have been generally related to the cyclic recurrence of the El Nino-Southern Oscillation, have produced modern ephemeral lakes in the closed-basin Death Valley watershed. This study evaluates the regional hydroclimatic relations between precipitation, runoff, and lake transgressions in the Death Valley watershed. Recorded precipitation, runoff, and spring discharge data for the region are used in conjunction with a closed-basin, lake-water-budget equation to assess the relative contributions of water from these sources to modern lakes in Death Valley and to identify the requisite hydroclimatic changes for a late Holocene perennial lake in the valley. As part of the Yucca Mountain Site Characterization Program, an evaluation of the Quaternary regional paleoflood hydrology of the potential nuclear-waste repository site at Yucca Mountain, Nevada, was planned. The objectives of the evaluation were (1) to identify the locations and investigate the hydraulic characteristics of paleofloods and compare these with the locations and characteristics of modern floods, and (2) to evaluate the character and severity of past floods and debris flows to ascertain the potential future hazards to the potential repository during the pre-closure period (US Department of Energy, 1988). This study addresses the first of these objectives, and the second in part, by assessing and comparing the sizes, locations, and recurrence rates of modern, recorded (1962--83) floods and late Holocene paleofloods for the 8,533-mi{sup 2}, closed-basin, Death Valley watershed with its contributing drainage basins in the Yucca Mountain site area.

  13. West Valley low-level radioactive waste site revisited: Microbiological analysis of leachates

    The abundance and types of microorganisms in leachate samples from the West Valley low-level radioactive waste disposal site were enumerated. This study was undertaken in support of the study conducted by Ecology and Environment, Inc., to assess the extent of radioactive gas emissions from the site. Total aerobic and anaerobic bacteria were enumerated as colony forming units (CFU) by dilution agar plate technique, and denitrifiers, sulfate-reducers and methanogens by the most probable number technique (MPN). Of the three trenches 3, 9, and 11 sampled, trench 11 contained the most number of organisms in the leachate. Concentrations of carbon-14 and tritium were highest in trench 11 leachate. Populations of aerobes and anaerobes in trench 9 leachate were one order of magnitude less than in trench 11 leachate while the methanogens were three orders of magnitude greater than in trench 11 leachate. The methane content from trench 9 was high due to the presence of a large number of methanogens; the gas in this trench also contained the most radioactivity. Trench 3 leachate contained the least number of microorganisms. Comparison of microbial populations in leachates sampled from trenches 3 and 9 during October 1978 and 1989 showed differences in the total number of microbial types. Variations in populations of the different types of organisms in the leachate reflect the changing nutrient conditions in the trenches. 14 refs., 3 figs., 4 tabs.

    There is a definite need for the US government to provide leadership for research in gas hydrates and to coordinate its activities with academia, industry, private groups, federal agencies, and their foreign counterparts. In response to this need, the DOE Morgantown Energy Technology Center implemented a gas hydrates R and D program. Understanding the resource will be achieved through: assessment of current technology; characterization of gas hydrate geology and reservoir engineering; and development of diagnostic tools and methods. Research to date has focused on geology. As work progressed, areas where gas hydrates are likely to occur were identified, and specific high potential areas were targeted for future detailed investigation. Initial research activities involved the development of the Geologic Analysis System (GAS); which will provide, through approximately 30 software packages, the capability to manipulate and correlate several types of geologic and petroleum data into maps, graphics, and reports. Preliminary mapping of hydrate prospects for the Alaskan North Slope is underway. Geological research includes physical system characterization which focuses on creating synthetic methane hydrates and developing synthetic hydrate cores using tetrahydrofuran, consolidated rock cores, frost base mixtures, water/ice base mixtures, and water base mixtures. Laboratory work produced measurements of the sonic velocity and electrical resistivity of these synthetic hydrates. During 1983, a sample from a natural hydrate core recovered from the Pacific coast of Guatemala was tested for these properties by METC. More recently, a natural hydrate sample from the Gulf of Mexico was also acquired and testing of this sample is currently underway. In addition to the development of GAS, modeling and systems analysis work focused on the development of conceptual gas hydrate production models. 16 figs., 6 tabs.

    Over the past six years, Pacific Northwest Laboratory (PNL) has conducted several studies in support of waste glass composition development and testing of glass compositions suitable for immobilizing the nuclear wastes stored at West Valley, New York. As a result of pilot-scale testing conducted by PNL, the glass composition was changed from that originally recommended in response to changes in the waste stream, and several processing-related problems were discovered. These problems were solved, or sufficiently addressed to determine their likely effect on the glass melting operations to be conducted at West Valley. This report describes the development of the waste glass composition, WV-205, and discusses solutions to processing problems such as foaming and insoluble sludges, as well as other issues such as effects of feed variations on processing of the resulting glass. An evaluation of the WV-205 glass from a repository perspective is included in the appendix to this report.

    We show that inversion symmetry breaking together with spin-orbit coupling leads to coupled spin and valley physics in monolayer MoS2 and group-VI dichalcogenides, making possible controls of spin and valley in these 2D materials. The spin-valley coupling at the valence band edges suppresses spin and valley relaxation, as flip of each index alone is forbidden by the 0.1 eV valley contrasting spin splitting. Valley Hall and spin Hall effects coexist in both electron-doped and hole-doped systems. Optical interband transitions have frequency-dependent polarization selection rules which allow selective photoexcitation of carriers with various combination of valley and spin indices. Photo-induced spin Hall and valley Hall effects can generate long lived spin and valley accumulations on sample boundaries. The physics discussed here provides a route towards the integration of valleytronics and spintronics in multi-valley materials with strong spin-orbit coupling and inversion symmetry breaking.

The new field data described in this report are also presented in a geologic map that is a companion product(Fridrich and others, 1999) and that covers nine 7.5-minute quadrangles centered on Thirsty Canyon SW, the quadrangle in which most of the Oasis Valley springs are located. At the beginning of this study, published detailed maps were available for 3 of the 9 quadrangles of the study area: namely Thirsty Canyon (O'Connor and others, 1966); Beatty (Maldonado and Hausback, 1990); and Thirsty Canyon SE (Lipman and others, 1966). Maps of the last two of these quadrangles, however, required extensive updating owing to recent advances in understanding of the regional structure and stratigraphy. The new map data are integrated in this re port with new geophysical data for the Oasis Valley area, include gravity, aeromagnetic, and paleomagnetic data (Grauch and others, 1997; written comm., 1999; Mankinen and others, 1999; Hildenbrand and others, 1999; Hudson and others, 1994; Hudson, unpub. data).

    The Monument Valley Uranium Mill Tailings Remedial Action (UMTRA) Project site in Cane Valley is a former uranium mill that has undergone surface remediation in the form of tailings and contaminated materials removal. Contaminated materials from the Monument Valley (Arizona) UMTRA Project site have been transported to the Mexican Hat (Utah) UMTRA Project site for consolidation with the Mexican Hat tailings. Tailings removal was completed in February 1994. Three geologic units at the site contain water: the unconsolidated eolian and alluvial deposits (alluvial aquifer), the Shinarump Conglomerate (Shinarump Member), and the De Chelly Sandstone. Water quality analyses indicate the contaminant plume has migrated north of the site and is mainly in the alluvial aquifer. An upward hydraulic gradient in the De Chelly Sandstone provides some protection to that aquifer. This water sampling and analysis plan recommends sampling domestic wells, monitor wells, and surface water in April and September 1994. The purpose of sampling is to continue periodic monitoring for the surface program, evaluate changes to water quality for site characterization, and provide data for the baseline risk assessment. Samples taken in April will be representative of high ground water levels and samples taken in September will be representative of low ground water levels. Filtered and nonfiltered samples will be analyzed for plume indicator parameters and baseline risk assessment parameters.

    This baseline risk assessment evaluates potential impact to public health or the environment from ground water contamination at the former uranium mill processing site in Cane Valley near Monument Valley, Arizona. The US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project has relocated and stabilized this site`s tailings and other contaminated material in a disposal cell at Mexican Hat, Utah. The second phase of the UMTRA Project is to evaluate ground water contamination. This risk assessment is the first document specific to this site for the Ground Water Project that evaluates potential health and environmental risks. It will help determine the approach required to address contaminated ground water at the site.

FSR Part II presents (1) 278 new gravity stations; (2) enhanced gravity-magnetic modeling; (3) 42 new ambient seismic noise survey stations; (4) an integration of the new seismic noise data with a regional seismic network; (5) a new methodology and approach to interpret this data; (5) a novel method to predict rock type and temperature based on the newly interpreted data; (6) 70 new magnetotelluric (MT) stations; (7) an integrated interpretation of the enhanced MT data set; (8) the results of a 308 station soil CO2 gas survey; (9) new conductive thermal modeling in the project area; (10) new convective modeling in the Calibration Area; (11) pseudo-convective modeling in the Calibration Area; (12) enhanced data implications and qualitative geoscience correlations at three scales (a) Regional, (b) Project, and (c) Calibration Area; (13) quantitative geostatistical exploratory data analysis; and (14) responses to nine questions posed in the proposal for this investigation. Enhanced favorability/trust maps were not generated because there was not a sufficient amount of new, fully-vetted (see below) rock type, temperature, and stress data. The enhanced seismic data did generate a new method to infer rock type and temperature. However, in the opinion of the Principal Investigator for this project, this new methodology needs to be tested and evaluated at other sites in the Basin and Range before it is used to generate the referenced maps. As in the baseline conceptual model, the enhanced findings can be applied to both the hydrothermal system and EGS in the Dixie Valley region.

    A gas sensor is described which incorporates a sensor stack comprising a first film layer of a ferromagnetic material, a spacer layer, and a second film layer of the ferromagnetic material. The first film layer is fabricated so that it exhibits a dependence of its magnetic anisotropy direction on the presence of a gas, That is, the orientation of the easy axis of magnetization will flip from out-of-plane to in-plane when the gas to be detected is present in sufficient concentration. By monitoring the change in resistance of the sensor stack when the orientation of the first layer's magnetization changes, and correlating that change with temperature one can determine both the identity and relative concentration of the detected gas. In one embodiment the stack sensor comprises a top ferromagnetic layer two mono layers thick of cobalt deposited upon a spacer layer of ruthenium, which in turn has a second layer of cobalt disposed on its other side, this second cobalt layer in contact with a programmable heater chip.

    In monolayer group-VI transition metal dichalcogenides, charge carriers have spin and valley degrees of freedom, both associated with magnetic moments. On the other hand, the layer degree of freedom in multilayers is associated with electrical polarization. Here we show that transition metal dichalcogenide bilayers offer an unprecedented platform to realize a strong coupling between the spin, valley and layer pseudospin of holes. Such coupling gives rise to the spin Hall effect and spin-dependent selection rule for optical transitions in inversion symmetric bilayer and leads to a variety of magnetoelectric effects permitting quantum manipulation of these electronic degrees of freedom. Oscillating electric and magnetic fields can both drive the hole spin resonance where the two fields have valley-dependent interference, making an interplay between the spin and valley as information carriers possible for potential valley-spintronic applications. We show how to realize quantum gates on the spin qubit controlled by the valley bit.
