    Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

    The Antelope Valley California Poppy Reserve contains the largest remaining stand of the California Poppy (Eschschozia Californica), the state flower of California. To welcome the thousands of people viewing the desert wildflowers each spring, the State of California decided to build a visitor/interpretive center. This building deals primarily with the question of fit; a building's fit aesthetically with its site and the fit of a building's design response to the climate of the site. In this case, both aspects of this question led the client and architects to seek an earth sheltered solution using materials at least metaphorically indigenous to the region. On both a technical and formal level, this building seeks to fit the unique climate and historical heritage of its site.

    The Death Valley quadrangle, California and Nevada, was evaluated for geologic environments favorable for uranium deposits in accordance with criteria developed for the National Uranium Resource Evaluation program. Reconnaissance radiometric and geochemical surveys were conducted in all geologic environments open to evaluation. Detailed surface and subsurface investigations were conducted in potential host and source environments. Subsurface data collected by private industry were obtained for all favorable environments. The results of this investigation indicate environments favorable for fluviolacustrine deposits in the Coso Formation of Tertiary age; metamorphosed lagoonal deposits in the Limekiln Spring member of the Kingston Peak Formation of late Precambrian age; and hydroallogenic and pneumatogenic deposits in Miocene rhyolites related to the Bullfrog Hills caldera. Environments in the quadrangle considered unfavorable for uranium deposits are plutonic rocks of Mesozoic age; sedimentary rocks of Precambrian, Paleozoic, Mesozoic, and Tertiary ages (other than those of the Coso Formation); volcanic rocks of Tertiary age (other than those of the Bullfrog caldera); and metamorphic rocks of Precambrian and Mesozoic ages (other than those of the Kingston Peak Formation). Substantial portions of the quadrangle remain unevaluated because of restricted access or lack of sufficient subsurface data.

    Above-normal precipitation and surface-water runoff, which have been generally related to the cyclic recurrence of the El Nino-Southern Oscillation, have produced modern ephemeral lakes in the closed-basin Death Valley watershed. This study evaluates the regional hydroclimatic relations between precipitation, runoff, and lake transgressions in the Death Valley watershed. Recorded precipitation, runoff, and spring discharge data for the region are used in conjunction with a closed-basin, lake-water-budget equation to assess the relative contributions of water from these sources to modern lakes in Death Valley and to identify the requisite hydroclimatic changes for a late Holocene perennial lake in the valley. As part of the Yucca Mountain Site Characterization Program, an evaluation of the Quaternary regional paleoflood hydrology of the potential nuclear-waste repository site at Yucca Mountain, Nevada, was planned. The objectives of the evaluation were (1) to identify the locations and investigate the hydraulic characteristics of paleofloods and compare these with the locations and characteristics of modern floods, and (2) to evaluate the character and severity of past floods and debris flows to ascertain the potential future hazards to the potential repository during the pre-closure period (US Department of Energy, 1988). This study addresses the first of these objectives, and the second in part, by assessing and comparing the sizes, locations, and recurrence rates of modern, recorded (1962--83) floods and late Holocene paleofloods for the 8,533-mi{sup 2}, closed-basin, Death Valley watershed with its contributing drainage basins in the Yucca Mountain site area.

    This report reviews the results from two shallow drilling programs recently completed as part of the United States Department of Energy Continental Scientific Drilling Program. The purpose is to provide a broad overview of the objectives and results of the projects, and to analyze these results in the context of the promise and potential of research drilling in crustal thermal regimes. The Inyo Domes drilling project has involved drilling 4 shallow research holes into the 600-year-old Inyo Domes chain, the youngest rhyolitic event in the coterminous United States and the youngest volcanic event in Long Valley Caldera, California. The purpose of the drilling at Inyo was to understand the thermal, chemical and mechanical behavior of silicic magma as it intrudes the upper crust. This behavior, which involves the response of magma to decompression and cooling, is closely related to both eruptive phenomena and the establishment of hydrothermal circulation. The Salton Sea shallow research drilling project involved drilling 19 shallow research holes into the Salton Sea geothermal field, California. The purpose of this drilling was to bound the thermal anomaly, constrain hydrothermal flow pathways, and assess the thermal budget of the field. Constraints on the thermal budget links the local hydrothermal system to the general processes of crustal rifting in the Salton Trough.

    Groundwater irrigation is critical to food production and, in turn, to humankind's relationship with its environment. The development of groundwater in Santa Clara Valley, California during the early twentieth century is instructive because (1) responses to unsustainable resource use were largely successful; (2) the proposals for the physical management of the water, although not entirely novel, incorporated new approaches which reveal an evolving relationship between humans and the hydrologic cycle; and (3) the valley serves as a natural laboratory where natural (groundwater basin, surface watershed) and human (county, water district) boundaries generally coincide. Here, I investigate how water resources development and management in Santa Clara Valley was influenced by, and reflective of, a broad understanding of water as a natural resource, including scientific and technological innovations, new management approaches, and changing perceptions of the hydrologic cycle. Market demands and technological advances engendered reliance on groundwater. This, coupled with a series of dry years and laissez faire government policies, led to overdraft. Faith in centralized management and objective engineering offered a solution to concerns over resource depletion, and a group dominated by orchardists soon organized, fought for a water conservation district, and funded an investigation to halt the decline of well levels. Engineer Fred Tibbetts authored an elaborate water salvage and recharge plan that optimized the local water resources by integrating multiple components of the hydrologic cycle. Informed by government investigations, groundwater development in Southern California, and local water law cases, it recognized the limited surface storage possibilities, the spatial and temporal variability, the relatively closed local hydrology, the interconnection of surface and subsurface waters, and the value of the groundwater basin for its storage, transportation, and treatment

  20. Drought resilience of the California Central Valley surface-groundwater-conveyance system

    A series of drought simulations were performed for the California Central Valley using computer applications developed by the California Department of Water Resources and historical datasets representing a range of droughts from mild to severe for time periods lasting up to 60 years. Land use, agricultural cropping patterns, and water demand were held fixed at the 2003 level and water supply was decreased by amounts ranging between 25 and 50%, representing light to severe drought types. Impacts were examined for four hydrologic subbasins, the Sacramento Basin, the San Joaquin Basin, the Tulare Basin, and the Eastside Drainage. Results suggest the greatest impacts are in the San Joaquin and Tulare Basins, regions that are heavily irrigated and are presently overdrafted in most years. Regional surface water diversions decrease by as much as 70%. Stream-to-aquifer flows and aquifer storage declines were proportional to drought severity. Most significant was the decline in ground water head for the severe drought cases, where results suggest that under these scenarios the water table is unlikely to recover within the 30-year model-simulated future. However, the overall response to such droughts is not as severe as anticipated and the Sacramento Basin may act as ground-water insurance to sustain California during extended dry periods.

    Seasonally managed wetlands in the Grasslands Basin ofCalifornia's San Joaquin Valley provide food and shelter for migratorywildfowl during winter months and sport for waterfowl hunters during theannual duck season. Surface water supply to these wetland contain saltwhich, when drained to the San Joaquin River during the annual drawdownperiod, negatively impacts downstream agricultural riparian waterdiverters. Recent environmental regulation, limiting discharges salinityto the San Joaquin River and primarily targeting agricultural non-pointsources, now addresses return flows from seasonally managed wetlands.Real-time water quality management has been advocated as a means ofmatching wetland return flows to the assimilative capacity of the SanJoaquin River. Past attempts to build environmental monitoring anddecision support systems to implement this concept have failed forreasons that are discussed in this paper. These reasons are discussed inthe context of more general challenges facing the successfulimplementation of environmental monitoring, modelling and decisionsupport systems. The paper then provides details of a current researchand development project which will ultimately provide wetland managerswith the means of matching salt exports with the available assimilativecapacity of the San Joaquin River, when fully implemented. Manipulationof the traditional wetland drawdown comes at a potential cost to thesustainability of optimal wetland moist soil plant habitat in thesewetlands - hence the project provides appropriate data and a feedback andresponse mechanism for wetland managers to balance improvements to SanJoaquin River quality with internally-generated information on the healthof the wetland resource.     Background – This study investigated the associations of ventilation rates (VRs), estimated from indoor CO2 concentrations, in offices with the amount of respiratory infections, illness absences, and building-related health symptoms in occupants. Methods – Office buildings were recruited from three California climate zones. In one or more study spaces within each building, real-time logging sensors measured carbon dioxide, temperature, and relative humidity for one year. Ventilation rates were estimated using daily peak CO2 levels, and also using an alternative metric. Data on occupants and health outcomes were collected through web-based surveys every three months. Multivariate models were used to assess relationships between metrics of ventilation rate or CO2 and occupant outcomes. For all outcomes, negative associations were hypothesized with VR metrics, and positive associations with CO2 metrics. Results – Difficulty recruiting buildings and low survey response limited sample size and study power. In 16 studied spaces within 9 office buildings, VRs were uniformly high over the year, from twice to over nine times the California office VR standard (7 L/s or 15 cfm per person). VR and CO2 metrics had no statistically significant relationships with occupant outcomes, except for a small significantly positive association of the alternative VR metric with respiratory illness-related absence, contrary to hypotheses. Conclusions– The very high time-averaged VRs in the California office buildings studied presumably resulted from “economizer cycles” bringing in large volumes of outdoor air; however, in almost all buildings even the estimated minimum VRs supplied (without the economizer) substantially exceeded the minimum required VR. These high VRs may explain the absence of hypothesized relationships with occupant outcomes. Among uniformly high VRs, little variation in contaminant concentration and occupant effects would be expected. These findings may

    Intensive agricultural irrigation and overdraft of groundwater in the Central Valley of California profoundly affect the regional quality and availability of shallow groundwater resources. In the natural state, the {delta}{sup 18}O values of groundwater were relatively homogeneous (mostly -7.0 {+-} 0.5{per_thousand}), reflecting local meteoric recharge that slowly (1-3m/yr) flowed toward the valley axis. Today, on the west side of the valley, the isotope distribution is dominated by high {sup 18}O enclosures formed by recharge of evaporated irrigation waters, while the east side has bands of low {sup 18}O groundwater indicating induced recharge from rivers draining the Sierra Nevada mountains. Changes in {delta}{sup 18}O values caused by the agricultural recharge strongly correlate with elevated nitrate concentrations (5 to >100 mg/L) that form pervasive, non-point source pollutants. Small, west-side cities dependent solely on groundwater resources have experienced increases of >1.0 mg/L per year of nitrate for 10-30 years. The resultant high nitrates threaten the economical use of the groundwater for domestic purposes, and have forced some well shut-downs. Furthermore, since >80% of modern recharge is now derived from agricultural irrigation, and because modern recharge rates are {approximately}10 times those of the natural state, agricultural land retirement by urbanization will severely curtail the current safe-yields and promote overdraft pumping. Such overdrafting has occurred in the Sacramento metropolitan area for {approximately}40 years, creating cones of depression {approximately}25m deep. Today, groundwater withdrawal in Sacramento is approximately matched by infiltration of low {sup 18}O water (-11.0{per_thousand}) away from the Sacramento and American Rivers, which is estimated to occur at 100-300m/year from the sharp {sup 18}O gradients in our groundwater isotope map.

    This report is a guide for executing numerical simulations with the transient ground-water flow model of the Death Valley regional ground-water flow system, Nevada and California using the U.S. Geological Survey modular finite-difference ground-water flow model, MODFLOW-2000. Model inputs, including observations of hydraulic head, discharge, and boundary flows, are summarized. Modification of the DVRFS transient ground-water model is discussed for two common uses of the Death Valley regional ground-water flow system model: predictive pumping scenarios that extend beyond the end of the model simulation period (1998), and model simulations with only steady-state conditions.

    This study characterizes the hydrogeologic system of the Death Valley region, an area covering approximately 100,000 square kilometers. The study also characterizes the effects of faults on ground-water movement in the Death Valley region by synthesizing crustal stress, fracture mechanics,a nd structural geologic data. The geologic conditions are typical of the Basin and Range Province; a variety of sedimentary and igneous intrusive and extrusive rocks have been subjected to both compressional and extensional deformation. Faulting and associated fracturing is pervasive and greatly affects ground-water flow patterns. Faults may become preferred conduits or barriers to flow depending on whether they are in relative tension, compression, or shear and other factors such as the degree of dislocations of geologic units caused by faulting, the rock types involved, the fault zone materials, and the depth below the surface. The current crustal stress field was combined with fault orientations to predict potential effects of faults on the regional ground-water flow regime. Numerous examples of fault-controlled ground-water flow exist within the study area. Hydrologic data provided an independent method for checking some of the assumptions concerning preferential flow paths. 97 refs., 20 figs., 5 tabs.

  8. Risk factors for work-related symptoms in northern California office workers

    In most episodes of health complaints reported in office buildings in the last-twenty years, causal factors have not been identified. In order to assess risk factors for work-related symptoms in office workers, a reanalysis was performed of previous studies, and an epidemiologic study was conducted. The reanalysis of data, showed remarkable agreement among studies. Air-conditioned buildings were consistently associated with higher prevalence of headache, lethargy, and eye, nose, or throat problems. Humidification was not a necessary factor for this higher prevalence. Mechanical ventilation without air-conditioning was not associated with higher symptom prevalence. A study was conducted among 880 office workers, within 12 office buildings selected without regard to worker complaints, in northern California. A number of factors were found associated with prevalence of work-related symptoms, after adjustment in a logistic regression model for personal, psychosocial, job, workspace, and building factors. Two different ventilation types were associated with increases Ln symptom prevalence, relative to workers in naturally ventilated buildings: mechanical supply and exhaust ventilation, without air conditioning and with operable windows; and air-conditioning with sealed windows. No study buildings were humidified. In both these ventilation types, the highest odds ratios (ORs) found were for skin symptoms (ORs-5.0, 5.6) and for tight chest or difficulty breathing (ORs-3.6, 4.3). Use of carbonless copies or photocopiers, sharing a workspace, carpets, new carpets, new walls, and distance from a window were associated with symptom increases. Cloth partitions and new paint were associated with symptom decreases.

    Environmental control technologies are essential elements to be included in the overall design of Imperial Valley geothermal power systems. Environmental controls applicable to abatement of hydrogen sulfide emissions, cooling tower drift, noise, liquid and solid wastes, and induced subsidence and seismicity are assessed here. For optimum abatement of H{sub 2}S under a variety of plant operating conditions, removal of H{sub 2}S upstream of the steam turbine is recommended. The environmental impact of cooling tower drift will be closely tied to the quality of cooling water supplies. Conventional noise abatement procedures can be applied and no special research and development are needed. Injection technology constitutes the primary and most essential environmental control and liquid waste disposal technology for Imperial Velley geothermal operations. Subsurface injection of fluids is the primary control for managing induced subsidence. Careful maintenance of injection pressure is expected to control induced seismicity. (MHR)

  12. Implications from a study of the timing of oil entrapment in Monterey siliceous shales, Lost Hills, San Joaquin Valley, California

    The oil and gas-rich upper Miocene siliceous shales of the Monterey Group are the primary development target in the Lost Hills Oil Field, San Joaquin Valley, California. As a result of diagenesis, the siliceous shales can be subdivided by opal phase into three sections (from shallow to deep): the Opal-A diatomites which are rich in oil saturation; the Opal-CT porcellanites which are predominantly wet but include pockets of moderate oil saturation; and the Quartz cherts and porcellanites which in some places are highly oil saturated immediately below the Opal CT section. Productivity trends in each of the three sections have been established through drilling and production testing, but a predictive model was not available until a study of the timing of oil entrapment at Lost Hills was recently completed. The study included an analysis of the depositional history of the siliceous shales and timing of: (1) structural growth of the Lost Hills fold, (2) source-rock maturation, and (3) development of the opal-phase segregation of the Monterey shales. The study led to enhanced understanding of the known oil saturation and production trends in the three opal-phase sections and yielded a predictive model that is being used to identify areas in the field with remedial or delineation potential. The study also produced evidence of fold axis rotation during the Pliocene and Pleistocene that helps explain differences in fracture orientations within the Monterey shales.

  13. Influence of uplift on oil migration: Tulare heavy oil accumulations, west side San Joaquin Valley, California

    Shallow (2000 ft), heavy (11/sup 0/-14/sup 0/ API) oil accumulations within the Pleistocene, nonmarine, Tulare sands along the west side of the San Joaquin Valley represent major thermal enhanced oil recovery (EOR) objectives. These low-pressure reservoirs display a variety of petrophysical characteristics indicating a complex history of oil migration resulting from uplift of the Tulare reservoirs above the regional ground-water table (RGT). In the Cymric-McKittrick area, it is possible to correlate Tulare outcrops with subsurface log data and determine the relationship between oil saturation, structural elevation, and proximity to the present RGT. The observed relationship is that economic oil saturations (S/sub 0/ = 30-75%) occur in structural lows and grade updip to reduced oil saturations (S/sub 0/ = 0-30%). The equivalent sands above the RGT exhibit formation density log-compensated neutron log (FDC/CNL) cross-over. Basinward, as the entire Tulare reservoir dips below the RGT, it exhibits characteristics of conventional reservoirs, such as high water saturations in structural lows, grading upward to increased oil saturations in structural highs. The authors present the following model to explain these observations. (1) Oil migrated into Tulare sands and originally filled all stratigraphic/structural traps below the paleo-RGT. (2) Subsequent uplift of the Tulare reservoirs above the paleo-RGT resulted in gravity drainage of original accumulations into structural lows. (3) Washing of the oils by repeated ground-water fluctuations along with biodegradation resulted in the essentially immobile Tulare heavy oil accumulations observed today.

Regional NH3 emission estimates using mass balance or emission ratio approaches are uncertain due to variable NH3 sources and sinks as well as unknown plume correlations with other dairy source tracers. We characterize the spatial distributions of NH3 and methane (CH4) dairy plumes using in situ surface and airborne measurements in the Tulare dairy feedlot region of the San Joaquin Valley, California, during the NASA Deriving Information on Surface conditions from Column and Vertically Resolved Observations Relevant to Air Quality 2013more » field campaign. Surface NH3 and CH4 mixing ratios exhibit large variability with maxima localized downwind of individual dairy feedlots. The geometric mean NH3:CH4 enhancement ratio derived from surface measurements is 0.15 ± 0.03 ppmv ppmv–1. Individual dairy feedlots with spatially distinct NH3 and CH4 source pathways led to statistically significant correlations between NH3 and CH4 in 68% of the 69 downwind plumes sampled. At longer sampling distances, the NH3:CH4 enhancement ratio decreases 20–30%, suggesting the potential for NH3 deposition as a loss term for plumes within a few kilometers downwind of feedlots. Aircraft boundary layer transect measurements directly above surface mobile measurements in the dairy region show comparable gradients and geometric mean enhancement ratios within measurement uncertainties, even when including NH3 partitioning to submicron particles. Individual NH3 and CH4 plumes sampled at close proximity where losses are minimal are not necessarily correlated due to lack of mixing and distinct source pathways. As a result, our analyses have important implications for constraining NH3 sink and plume variability influences on regional NH3 emission estimates and for improving NH3 emission inventory spatial allocations.« less

  17. Assessment of Energy Savings Potential from the Use of Demand Controlled Ventilation in General Office Spaces in California

    A prototypical office building meeting the prescriptive requirements of the 2008 California building energy efficiency standards (Title 24) was used in EnergyPlus simulations to calculate the energy savings potential of demand controlled ventilation (DCV) in five typical California climates per three design occupancy densities and two minimum ventilation rates. The assumed minimum ventilation rates in offices without DCV, based on two different measurement methods employed in a large survey, were 38 and 13 L/s per occupant. The results of the life cycle cost analysis show DCV is cost effective for office spaces if the typical minimum ventilation rate without DCV is 38 L/s per person, except at the low design occupancy of 10.8 people per 100 m2 in climate zones 3 (north coast) and 6 (south Coast). DCV was not found to be cost effective if the typical minimum ventilation rate without DCV is 13 L/s per occupant, except at high design occupancy of 21.5 people per 100 m2 in climate zones 14 (desert) and 16 (mountains). Until the large uncertainties about the base case ventilation rates in offices without DCV are reduced, the case for requiring DCV in general office spaces will be a weak case. Under the Title 24 Standards office occupant density of 10.8 people per 100 m2, DCV becomes cost effective when the base case minimum ventilation rate is greater than 42.5, 43.0, 24.0, 19.0, and 18.0 L/s per person for climate zone 3, 6, 12, 14, and 16 respectively.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

    The long-term behavior of a CO{sub 2} plume injected into a deep saline formation is investigated, focusing on mechanisms that lead to plume stabilization. Key measures are plume migration distance and the time evolution of CO{sub 2} phase-partitioning, which are examined by developing a numerical model of the subsurface at a proposed power plant with CO{sub 2} capture in the San Joaquin Valley, California, where a large-volume pilot test of CO{sub 2} injection will be conducted. The numerical model simulates a four-year CO{sub 2} injection period and the subsequent evolution of the CO{sub 2} plume until it stabilizes. Sensitivity studies are carried out to investigate the effect of poorly constrained model parameters permeability, permeability anisotropy, and residual gas saturation.

    Calcareous nodules and concretions from Franciscan melange matrix and parts of the Great Valley sequence outliers of northern California yielded well-preserved, diverse assemblages of fossil dinoflagellate cysts of late Albian age. Age interpretation of the samples is based on worldwide ranges of known dinoflagellate species. The melange samples are younger than most previously reported Franciscan melange matrix. Impagidinium-type gonyaulacoid cysts are dominant as opposed to spiniferites types, and species apparently related to shallow-water environments are scarce, which suggests that these assemblages represent an open-ocean environment. Assemblages have few species in common with assemblages of the same age from the Mid-Continent of North America, and more species in common with assemblages of the same age from the eastern Atlantic. Paleoenvironmental considerations probably account for this pattern, rather than paleogeography. Assemblages contain numerous previously undescribed species. Thirteen new species are presented.

    The proposed Midway Valley 3D Geophysical Exploration Project covers approximately 31,444 aces of private lands, 6,880 acres of Department of Energy (DOE) Lands within Naval Petroleum Reserve 2 (NPR2) and 3,840 acres of lands administered by the Bureau of Land Management (BLM), in western Kern County, California. This environmental assessment (EA) presents an overview of the affected environment within the project area using results of a literature review of biological field surveys previously conducted within or adjacent to a proposed 3D seismic project. The purpose is to provide background information to identify potential and known locations of sensitive wildlife and special status plant species within the proposed seismic project area. Biological field surveys, following agency approved survey protocols, will be conducted during October through November 1996 to acquire current resources data to provide avoidance as the project is being implemented in the field.

    Power-quality events are of increasing concern for the economy because today's equipment, particularly computers and automated manufacturing devices, is susceptible to these imperceptible voltage changes. A small variation in voltage can cause this equipment to shut down for long periods, resulting in significant business losses. Tiny variations in power quality are difficult to detect except with expensive monitoring equipment used by trained technicians, so many electricity customers are unaware of the role of power-quality events in equipment malfunctioning. This report describes the findings from a pilot study coordinated through the Silicon Valley Manufacturers Group in California to explore the capabilities of I-Grid(R), a new power-quality monitoring system. This system is designed to improve the accessibility of power-quality in formation and to increase understanding of the growing importance of electricity reliability and power quality to the economy. The study used data collected by I-Grid sensors at seven Silicon Valley firms to investigate the impacts of power quality on individual study participants as well as to explore the capabilities of the I-Grid system to detect events on the larger electricity grid by means of correlation of data from the sensors at the different sites. In addition, study participants were interviewed about the value they place on power quality, and their efforts to address electricity-reliability and power-quality problems. Issues were identified that should be taken into consideration in developing a larger, potentially nationwide, network of power-quality sensors.

  10. Debris-flow benches: Dune-contact deposits record paleo-sand dune positions in north Panamint Valley, Inyo County, California

    Debris flows debouching onto the alluvial fan at the north end of Panamint Valley, California, have been episodically impounded behind sand dunes, resulting in boulder-strewn, nearly flat topped deposits in irregular basins upslope of the dune, whose upper surface is higher than the adjacent fan surface. Upslope migration of the dune field over and beyond these deposits eventually leaves them as debris-flow benches rising above the general fan surface. These features are therefore dune-contact forms, analogous to ice-contact forms such as kame terraces, in that both involve deposition against ephemeral barriers. Benches punctuate the alluvial-fan surface for 5 km downfan from the modern dune field. Clast seismic velocities of boulders on these benches indicate that bench ages increase monotonically with distance from the present dunes, implying that the dune field has migrated up the fan. Because the oldest bench is below the altitude of the highest pluvial lake shoreline in Panamint Valley (Gale Stage, ca. 50 ka) and slightly above the latest lakeshore (I Stage, ca. 14 ka), it seems likely that the dunes originated near the shore of the latest lake and have moved upfan at an average rate of 0.8 m/yr.

The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    Yucca Mountain is being studied as a potential site for a high-level radioactive waste repository. In cooperation with the U.S. Department of Energy, the U.S. Geological Survey is evaluating the geologic and hydrologic characteristics of the ground-water system. The study area covers approximately 100,000 square kilometers between lat 35{degrees}N., long 115{degrees}W and lat 38{degrees}N., long 118{degrees}W and encompasses the Death Valley regional ground-water flow system. Hydrology in the region is a result of both the and climatic conditions and the complex described as dominated by interbasinal flow and may be conceptualized as having two main components: a series of relatively shallow and localized flow paths that are superimposed on deeper regional flow paths. A significant component of the regional ground-water flow is through a thick Paleozoic carbonate rock sequence. Throughout the regional flow system, ground-water flow is probably controlled by extensive and prevalent structural features that result from regional faulting and fracturing. Hydrogeologic investigations over a large and hydrogeologically complex area impose severe demands on data management. This study utilized geographic information systems and geoscientific information systems to develop, store, manipulate, and analyze regional hydrogeologic data sets describing various components of the ground-water flow system.

    Faults and fault-related lineaments in Quaternary and late Tertiary deposits in the southern part of the Walker Lane are potentially active and form patterns that are anomalous compared to those in most other areas of the Great Basin. Two maps at a scale of 1:100,000 summarize information about lineaments and faults in the area around and southwest of the Death Valley-Furnace Creek fault system based on extensive aerial-photo interpretation, limited field interpretation, limited field investigations, and published geologic maps. There are three major fault zones and two principal faults in the Saline Valley and Darwin Hills 1:100,000 quadrangles. (1) The Death Valley-Furnace Creek fault system and (2) the Hunter Mountain fault zone are northwest-trending right-lateral strike-slip fault zones. (3) The Panamint Valley fault zone and associated Towne Pass and Emigrant faults are north-trending normal faults. The intersection of the Hunter Mountain and Panamint Valley fault zones is marked by a large complex of faults and lineaments on the floor of Panamint Valley. Additional major faults include (4) the north-northwest-trending Ash Hill fault on the west side of Panamint Valley, and (5) the north-trending range-front Tin Mountain fault on the west side of the northern Cottonwood Mountains. The most active faults at present include those along the Death Valley-Furnace Creek fault system, the Tin Mountain fault, the northwest and southeast ends of the Hunter Mountain fault zone, the Ash Hill fault, and the fault bounding the west side of the Panamint Range south of Hall Canyon. Several large Quaternary landslides on the west sides of the Cottonwood Mountains and the Panamint Range apparently reflect slope instability due chiefly to rapid uplift of these ranges. 16 refs.

    In the early 1990's, two numerical models of the Death Valley regional ground-water flow system were developed by the U.S. Department of Energy. In general, the two models were based on the same basic hydrogeologic data set. In 1998, the U.S. Department of Energy requested that the U.S. Geological Survey develop and maintain a ground-water flow model of the Death Valley region in support of U.S. Department of Energy programs at the Nevada Test Site. The purpose of developing this ''second-generation'' regional model was to enhance the knowledge and understanding of the ground-water flow system as new information and tools are developed. The U.S. Geological Survey also was encouraged by the U.S. Department of Energy to cooperate to the fullest extent with other Federal, State, and local entities in the region to take advantage of the benefits of their knowledge and expertise. The short-term objective of the Death Valley regional ground-water flow system project was to develop a steady-stat e representation of the predevelopment conditions of the ground-water flow system utilizing the two geologic interpretations used to develop the previous numerical models. The long-term objective of this project was to construct and calibrate a transient model that simulates the ground-water conditions of the study area over the historical record that utilizes a newly interpreted hydrogeologic conceptual model. This report describes the result of the predevelopment steady-state model construction and calibration.

    Ground-water withdrawal estimates from 1913 through 2003 for the Death Valley regional ground-water flow system are compiled in an electronic database to support a regional, three-dimensional, transient ground-water flow model. This database updates a previously published database that compiled estimates of ground-water withdrawals for 1913–1998. The same methodology is used to construct each database. Primary differences between the 2 databases are an additional 5 years of ground-water withdrawal data, well locations in the updated database are restricted to Death Valley regional ground-water flow system model boundary, and application rates are from 0 to 1.5 feet per year lower than original estimates. The lower application rates result from revised estimates of crop consumptive use, which are based on updated estimates of potential evapotranspiration. In 2003, about 55,700 acre-feet of ground water was pumped in the DVRFS, of which 69 percent was used for irrigation, 13 percent for domestic, and 18 percent for public supply, commercial, and mining activities.

    Results of ground water and stream sediment reconnaissance in the National Topographic Map Series (NTMS) Death Valley 1/sup 0/ x 2/sup 0/ quadrangle are presented. Stream sediment samples were collected from small streams at 649 sites or at a nominal density of one site per 20 square kilometers. Ground water samples were collected at 62 sites or at a nominal density of one site per 220 square kilometers. Neutron activation analysis results are given for uranium and 16 other elements in sediments, and for uranium and 8 other elements in ground water and surface water. Mass spectrometry results are given for helium in ground water. Field measurements and observations are reported for each site. Analytical data and field measurements are presented in tables and maps. Statistical summaries of data and a brief description of results are given. A generalized geologic map and a summary of the geology of the area are included. Key data from ground water sites include (1) water chemistry measurements (pH, conductivity, and alkalinity), (2) scintillometer readings, and (3) elemental analyses (U, Br, Cl, F, He, Mn, Na, and V).     The Department of Energy Oakland Operations Office (DOE/OAK) manages sites within California that generate Low Level Waste (LLW) in the course or routine site operations. It is the preference of the DOE to dispose of LLW at federally owned and DOE-operated disposal facilities; however, in some circumstances DOE Headquarters has determined that disposal at commercial facilities is appropriate, as long as the facility meets all regulatory requirements for the acceptance and disposal of LLW, including the passage of a DOE audit to determine the adequacy of the disposal site. The DOE would like to ship LLW from four DOE/OAK sites in California which generate LLW, to NRC-licensed commercial nuclear waste disposal facilities such as Envirocare in Clive, Utah and Chem Nuclear in Barnwell, South Carolina. Transportation impacts for shipment of LLW and MLLW from DOE Oakland sites to other DOE sites was included in the impacts identified in the Department`s Waste Management Programmatic Environmental Impact Statement (WM-PEIS), published in May, 1997, and determined to be low. The low impacts for shipment to commercial sites identified herein is consistent with the WM-PEIS results.

    The State of California has issued a license to US Ecology, Inc. to construct and operate a disposal facility for low-level radioactive waste (LLRW) at the remote, arid Ward Valley site in the Mojave Desert. The license and certification of the associated environmental documentation have been upheld by the California courts. The Ward Valley license is the first and, so far, only license to be issued for a new LLRW disposal facility pursuant to the Low-Level Radioactive Waste Policy Act enacted in 1980 and amended in 1985. However, the dates of construction and operation of the disposal facility are uncertain because the federal government has refused to sell land in Ward Valley to the State of California for the site of the Southwestern Compact`s regional disposal facility. The Clinton Administration`s repeated excuses for delaying the land transfer, and the circumstances of these delays, indicate that prospects for success of the Ward Valley project, and perhaps the Policy Act itself, depend on the outcome of a battle between science and politics. In view of these delays by the administration, Congressional action to Transfer the Ward Valley lands to California will serve both state and federal goals for safe disposal of LLRW.

The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

    California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4.     In response to a request from the International Association of Fire Fighters, a study was made of possible toxic exposures experienced by fire fighters from the Los Angeles Fire Department, paramedics, and police officers during a chemical warehouse fire at Research Organic, Inorganic Chemical Corporation, Sun Valley, California. Numerous flammable, corrosive, and reactive compounds were stored at the warehouse at the time of the fire. Dermatological problems with rashes lasting more than 1 day after the fire were reported by 18 fire fighters and nine police officers. Neurotoxic symptoms of fatigue, forgetfulness, irritability, headaches, and difficulty sleeping were also reported. The neurotoxic symptoms lasted from a month to over a year. The authors conclude that the symptoms experienced by those working at the fire site are associated with exposures during the fire. Recommendations arising from the fire include the establishment of a response team with comprehensive training, state of the art protective equipment, protocols for addressing medical evaluation and decontamination issues, environmental sampling capability, and coordination with other emergency disaster responders.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

This report summarizes trends in oil production and refining in Canada. Heavy oil (10{degrees} to 20{degrees} API gravity) production in California has increased from 20% of the state`s total oil production in the early 1940s to 70% in the late 1980s. In each of the three principal petroleum producing districts (Los Angeles Basin, Coastal Basin, and San Joaquin Valley) oil production has peaked then declined at different times throughout the past 30 years. Thermal production of heavy oil has contributed to making California the largest producer of oil by enhanced oil recovery processes in spite of low oil prices for heavy oil and stringent environmental regulation. Opening of Naval Petroleum Reserve No. 1, Elk Hills (CA) field in 1976, brought about a major new source of light oil at a time when light oil production had greatly declined. Although California is a major petroleum-consuming state, in 1989 the state used 13.3 billion gallons of gasoline or 11.5% of US demand but it contributed substantially to the Nation`s energy production and refining capability. California is the recipient and refines most of Alaska`s 1.7 million barrel per day oil production. With California production, Alaskan oil, and imports brought into California for refining, California has an excess of oil and refined products and is a net exporter to other states. The local surplus of oil inhibits exploitation of California heavy oil resources even though the heavy oil resources exist. Transportation, refining, and competition in the market limit full development of California heavy oil resources.

Although California is a major petroleum-consuming state, in 1989 the state used 13.3 billion gallons of gasoline or 11.5% of US demand but it contributed substantially to the Nation's energy production and refining capability. California is the recipient and refines most of Alaska's 1.7 million barrel per day oil production. With California production, Alaskan oil, and imports brought into California for refining, California has an excess of oil and refined products and is a net exporter to other states. The local surplus of oil inhibits exploitation of California heavy oil resources even though the heavy oil resources exist. Transportation, refining, and competition in the market limit full development of California heavy oil resources.

    Lineaments and faults in Quaternary and late Tertiary deposits in the southern part of the Walker Lane are potentially active and form patterns that are anomalous with respect to the typical fault patterns in most of the Great Basin. Little work has been done to identify and characterize these faults, with the exception of those in the Death Valley-Furnace Creek (DVFCFZ) fault system and those in and near the Nevada Test Site. Four maps at a scale of 1:100,000 summarize the existing knowledge about these lineaments and faults based on extensive aerial-photo interpretation, limited field investigations, and published geologic maps. The lineaments and faults in all four maps can be divided geographically into two groups. The first group includes west- to north-trending lineaments and faults associated with the DVFCFZ and with the Pahrump fault zone in the Death Valley Junction quadrangle. The second group consists of north- to east-northeast-trending lineaments and faults in a broad area that lies east of the DVFCFZ and north of the Pahrump fault zone. Preliminary observations of the orientations and sense of slip of the lineaments and faults suggest that the least principle stress direction is west-east in the area of the first group and northwest-southeast in the area of the second group. The DVFCFZ appears to be part of a regional right-lateral strike-slip system. The DVFCFZ steps right, accompanied by normal faulting in an extensional zone, to the northern part of the Walker Lane a the northern end of Fish Lake Valley (Goldfield quadrangle), and appears to step left, accompanied by faulting and folding in a compressional zone, to the Pahrump fault zone in the area of Ash Meadows (Death Valley Junction quadrangle). 25 refs.

    Geological, topographic, and seismic methods were used to locate faults in the vicinity of Clearlake in northern California. The geological method, which seeks faults as discontinuities in the lithotope, found faults in the Tertiary-Cretaceous rocks east of Burns Valley. The topographic method, which is used to produce Fault Evaluation Reports, found a very active fault zone, the Konocti Bay fault zone, south of Highlands arm. It also found some active faults north of Highlands arm, in the eastern part of Burns Valley and on the lakeshore near Oak Park. The seismic method is the most enduring of the three methods but is limited by location accuracy; the results improve as monitoring continues because of increases in the density of events and improvements in the crustal velocity model. The seismic method identified faulting along the valley at Borax Lake and possibly also on a line running northeast from the city of Clearlake. The latter may be associated with the Burns Valley fault or with the line of scoria domes which runs parallel to it. Seismic observations over longer periods at higher resolution will be required in order to determine the location of active faults near the city. 47 refs., 13 figs.

    Literature research, surface geologic investigations, and rock sampling were conducted for the Kingman Quadrangle, Arizona, Nevada, and California, to identify geologic environments and delineate areas favorable for uranium deposits. Favorability criteria developed during the National Uranium Resource Evaluation program were used. The studies were augmented by aerial radiometric and hydrogeochemical and stream-sediment surveys. No environments favorable for uranium deposits of at least 100 tons U/sub 3/O/sub 8/ were found. Unfavorable environments include all sedimentary, igneous, and metamorphic rocks of Precambrian to Laramide age; Tertiary volcanic sequences; and Quaternary caliche. Unevaluated environments include the Bird Spring Formation and the intermontane valleys.

It is inferred the high heat flow is due to a deepseated magma that fed a line of cinder cones and andesite flows. The country rock of the proposed Hot Dry Rock facility will be autochthonous Franciscan metagreywackes on the south limb of the High Valley antiform. The metagreywacke has a foliate texture resulting in a strong mechanical axial anisotropy that caused exceptional deviation of the Audrey A-1 well.

    The City of Los Angeles Department of Water and Power (LADWP), is currently in the process of rehabilitating a stream in the Owens Valley, California. This stream is located in the Owens Gorge and had been dry from 1953 to 1991. This paper gives an overview of the history of hydroelectric generation in the Gorge, and an explanation of how the LADWP is working with Mono County and the California Department of Fish and Game (CDFG), to rehabilitate the stream and establish a fishery in the Gorge.

    The primary goal of the research is to further characterize and understand dispersion in valley and basin atmospheres. A secondary, and related goal, is to identify and understand the dominant physical processes governing this dispersion. This has been accomplished through a review of the current literature, and analyses of recently collected data from two field experiments. This work should contribute to an improved understanding of material transport in the atmospheric boundary layer. It was found that dispersion in a freely draining valley (Brush Creek valley, CO) atmosphere is much greater than in an enclosed basin (Roanoke, VA) atmosphere primarily because of the greater wind speeds moving past the release point and the greater turbulence levels. The development of a cold air pool in the Roanoke basin is the dominant process governing nighttime dispersion in the basin, while the nighttime dispersion in the Brush Creek valley is dominated by turbulent diffusion and plume confinement between the valley sidewalls. The interaction between valley flows and above ridgetops flows is investigated. A ``ventilation rate`` of material transport between the valley and above ridgetop flows is determined. This is important in regional air pollution modeling and global climate modeling. A simple model of dispersion in valleys, applicable through a diurnal cycle, is proposed.

    Following a thorough analysis of meteorological data obtained from deep valleys of western Colorado, a modular air-pollution model has been developed to simulate the transport and diffusion of pollutants released from an elevated point source in a well-defined mountain valley during the nighttime and morning transition periods. This initial version of the model, named VALMET, operates on a valley cross section at an arbitrary distance down-valley from a continuous point source. The model has been constructed to include parameterizations of the major physical processes that act to disperse pollution during these time periods. The model has not been fully evaluated. Further testing, evaluations, and development of the model are needed. Priorities for further development and testing are provided.

    This report presents the preliminary environmental findings from the first phase of the Environmental Survey of the US Department of Energy (DOE) Naval Petroleum Reserves 1 (NPR-1) and 2 (NPR-2) in California (NPRC), conducted May 9--20, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment Safety and Health's Office of Environmental Audit. Individual team specialists are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NPRC. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involved the review of existing site environmental data, observations of the operations carried on at NPRC, and interviews with site personnel. 120 refs., 28 figs., 40 tabs.
