    Historically, the Savannah River Site, like many Department of Energy sites, has used some multiple of the expected Derived Air Concentration (DAC) of a radionuclide as a suspension guide for Radiological Work Permits (RWP) or validation of selected respiratory protection equipment. The term DAC expresses the concentration of a radionuclide in air, typically in mCi/cc. Even though the term DAC is derived from an intake of radioactivity (Annual Limit on Intake) that would result in defined estimated dose to a worker, knowing only the DAC value does not allow a worker's potential dose to be determined. Recently, the Savannah Rive Site has converted to the use of DAC-hours for RWP suspension guides and respiratory equipment validation. The term DAC-hr takes into account not only the concentration of the radionuclide in air (DAC) but also the time the individual was exposed allowing an estimate of a worker's dose to be determined. The conversion to DAC-hrs resulted in four benefits to the radiation protection program without increasing the risk to workers; (1) consistency with the constant air monitor (CAM) alarm setpoint protocol; (2) consistency with Internal Dosimetry terminology; (3) an a priori determination of the potential risk to a worker; and (4) reduced complexity/error in field calculations. This paper outlines the justification for the conversion to DAC-hrs, the protocols used for field and count room calculations, and the implementation process utilized at the Savannah River Site

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

This paper describes the process by which the City and County of San Francisco developed and implemented its streamlined solar permitting process, provides an update on San Francisco’s current e-permitting system, and outlines relevant lessons for other jurisdictions undertaking such work. This paper is structured as a resource for other jurisdictions to access best practices in streamlined permitting and learn from San Francisco’s experience.

    Although supermassive black holes (SMBHs) correlate well with their host galaxies, there is an emerging view that outliers exist. Henize 2-10, NGC4889, and NGC1277 are examples of SMBHs at least an order of magnitude more massive than their host galaxy suggests. The dynamical effects of such ultramassive central black holes is unclear. Here, we perform direct N-body simulations of mergers of galactic nuclei where one black hole is ultramassive to study the evolution of the remnant and the black hole dynamics in this extreme regime. We find that the merger remnant is axisymmetric near the center, while near the large SMBH influence radius, the galaxy is triaxial. The SMBH separation shrinks rapidly due to dynamical friction, and quickly forms a binary black hole; if we scale our model to the most massive estimate for the NGC1277 black hole, for example, the timescale for the SMBH separation to shrink from nearly a kiloparsec to less than a parsec is roughly 10Myr. By the time the SMBHs form a hard binary, gravitational wave emission dominates, and the black holes coalesce in a mere few Myr. Curiously, these extremely massive binaries appear to nearly bypass the three-body scattering evolutionary phase. Our study suggests that in this extreme case, SMBH coalescence is governed by dynamical friction followed nearly directly by gravitational wave emission, resulting in a rapid and efficient SMBH coalescence timescale. We discuss the implications for gravitational wave event rates and hypervelocity star production.

A study by the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory estimates that these costs add an average of $0.22/W per residential installation. This project helps reduce non-hardware/balance of system (BOS) costs by creating and maintaining a free and available site of permitting requirements and solar system verification software that installers can use to reduce time, capital, and resource investments in tracking permitting requirements. Software tools to identify best permitting practices can enable government stakeholders to optimize their permitting process and remove superfluous costs and requirements. Like ""a Wikipedia for solar permitting"", users can add, edit, delete, and update information for a given jurisdiction. We incentivize this crowdsourcing approach by recognizing users for their contributions in the form of SEO benefits to their company or organization by linking back to users' websites."

    Black-hole astrophysics is not just the investigation of yet another, even if extremely remarkable type of celestial body, but a test of the correctness of the understanding of the very properties of space and time in very strong gravitational fields. Physicists` excitement at this new prospect for testing theories of fundamental processes is matched by that of astronomers at the possibility to discover and study a new and dramatically different kind of astronomical object. Here the authors review the currently known ways that black holes can be identified by their effects on their neighborhood--since, of course, the hole itself does not yield any direct evidence of its existence or information about its properties. The two most important empirical considerations are determination of masses, or lower limits thereof, of unseen companions in binary star systems, and measurement of luminosity fluctuations on very short time scales.

    The Hawaii Scientific Observation Hole (SOH) program was supplied by the State of Hawaii to drill six, 4,000 foot scientific observation holes on Maui and the Big Island of Hawaii to confirm and stimulate geothermal, resource development in Hawaii. After a lengthy permitting process, three SOHs, totaling 18,890 feet of mostly core drilling were finally drilled along the Kilauea East Rift Zone (KERZ) in the Puna district on the Big Island. The SOH program was highly successful in meeting the highly restrictive permitting conditions imposed on the program, and in developing slim hole drilling techniques, establishing subsurface geological conditions, and initiating an assessment and characterization of the geothermal resources potential of Hawaii - even though permitting specifically prohibited pumping or flowing the holes to obtain data of subsurface fluid conditions. The first hole, SOH-4, reached a depth of 2,000 meters, recorded a bottom hole temperature of 306.1 C, and established subsurface thermal continuity along the KERZ between the HGP-A and the True/Mid-Pacific Geothermal Venture wells. Although evidence of fossil reservoir conditions were encountered, no zones with obvious reservoir potential were found. The second hole SOH-1, was drilled to a depth of 1,684 meters, recorded a bottom hole temperature of 206.1 C, effectively doubled the size of the Hawaii Geothermal Project -- Abbott/Puna Geothermal Venture (HGP-A/PGV) proven/probable reservoir, and defined the northern limit of the HGP-A/PGV reservoir. The final hole, SOH-2, was drilled to a depth of 2,073 meters, recorded a bottom hole temperature of 350.5 C, and has sufficient indicated permeability to be designated as a potential ''discovery.''

    We investigate the structure of the steady-state force-free magnetosphere around a Kerr black hole in various astrophysical settings. The solution Ψ(r, θ) depends on the distributions of the magnetic field line angular velocity ω(Ψ) and the poloidal electric current I(Ψ). These are obtained self-consistently as eigenfunctions that allow the solution to smoothly cross the two singular surfaces of the problem, the inner light surface inside the ergosphere, and the outer light surface, which is the generalization of the pulsar light cylinder. Magnetic field configurations that cross both singular surfaces (e.g., monopole, paraboloidal) are uniquely determined. Configurations that cross only one light surface (e.g., the artificial case of a rotating black hole embedded in a vertical magnetic field) are degenerate. We show that, similar to pulsars, black hole magnetospheres naturally develop an electric current sheet that potentially plays a very important role in the dissipation of black hole rotational energy and in the emission of high-energy radiation.

Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute. In addition, the Handbook contains a permitting keyword index and a listing of hotline telephone numbers for each of the statutes.

    SANSMIC is solution mining software that was developed and utilized by SNL in its role as geotechnical advisor to the US DOE SPR for planning purposes. Three SANSMIC leach modes - withdrawal, direct, and reverse leach - have been revalidated with multiple test cases for each mode. The withdrawal mode was validated using high quality data from recent leach activity while the direct and reverse modes utilized data from historical cavern completion reports. Withdrawal results compared very well with observed data, including the location and size of shelves due to string breaks with relative leached volume differences ranging from 6 - 10% and relative radius differences from 1.5 - 3%. Profile comparisons for the direct mode were very good with relative leached volume differences ranging from 6 - 12% and relative radius differences from 5 - 7%. First, second, and third reverse configurations were simulated in order to validate SANSMIC over a range of relative hanging string and OBI locations. The first-reverse was simulated reasonably well with relative leached volume differences ranging from 1 - 9% and relative radius differences from 5 - 12%. The second-reverse mode showed the largest discrepancies in leach profile. Leached volume differences ranged from 8 - 12% and relative radius differences from 1 - 10%. In the third-reverse, relative leached volume differences ranged from 10 - 13% and relative radius differences were %7E4 %. Comparisons to historical reports were quite good, indicating that SANSMIC is essentially the same as documented and validated in the early 1980's.

    Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

    The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units.   15. Close encounters of three black holes

    We present the first fully relativistic long-term numerical evolutions of three equal-mass black holes in a system consisting of a third black hole in a close orbit about a black-hole binary. These close-three-black-hole systems have very different merger dynamics from black-hole binaries; displaying complex trajectories, a redistribution of energy that can impart substantial kicks to one of the holes, distinctive waveforms, and suppression of the emitted gravitational radiation. In one configuration the binary is quickly disrupted and the individual holes follow complicated trajectories and merge with the third hole in rapid succession, while in another, the binary completes a half-orbit before the initial merger of one of the members with the third black hole, and the resulting two-black-hole system forms a highly elliptical, well separated binary that shows no significant inspiral for (at least) the first t{approx}1000M of evolution.

  16. Chemical aspects of cylinder corrosion and a scenario for hole development

    In June 1990, two cylinders in the depleted UF{sub 6} cylinder storage yards at Portsmouth were discovered to have holes in their walls at the valve-end stiffening ring at a point below the level of the gas-solid interface of the UF{sub 6}. The cylinder with the larger hole, which extended under the stiffening ring, was stacked in a top row 13 years ago. The cylinder with the smaller hole had been stacked in a bottom row 4 years ago. The lifting lugs of the adjacent cylinders pointed directly at the holes. A Cylinder Investigating Committee was appointed to determine the cause or causes of the holes and to assess the implications of these findings. This report contains a listing of the chemically related facts established by the Investigating Committee with the cooperation of the Operations and Technical Support Divisions at the Portsmouth Gaseous Diffusion Plant, the scenario developed to explain these findings and some implications of this scenario. In summary, the interrelated reactions of water, solid UF{sub 6} and iron presented by R. L. Ritter are used to develop a scenario which explains the observations and deductions made during the investigation. The chemical processes are intimately related to the course of the last three of the four stages of hole development. A simple model is proposed which permits semiquantitative prediction of such information as the HF loss rates as a function of time, the rate of hole enlargement, the time to hydrolyze a cylinder of UF{sub 6} and the approximate size of the hole. The scenario suggests that the environmental consequences associated with a developing hole in a depleted UF{sub 6} cylinder are minimal for the first several years but will become significant if too many years pass before detection. The overall environmental picture is presented in more detail elsewhere.

    I will describe the behavior of a variety of condensed matter systems in the vicinity of zero temperature quantum phase transitions. There is a remarkable analogy between the hydrodynamics of such systems and the quantum theory of black holes. I will show how insights from this analogy have shed light on recent experiments on the cuprate high temperature superconductors. Studies of new materials and trapped ultracold atoms are yielding new quantum phases, with novel forms of quantum entanglement. Some materials are of technological importance: e.g. high temperature superconductors. Exact solutions via black hole mapping have yielded first exact results for transport coefficients in interacting many-body systems, and were valuable in determining general structure of hydrodynamics. Theory of VBS order and Nernst effect in cuprates. Tabletop 'laboratories for the entire universe': quantum mechanics of black holes, quark-gluon plasma, neutrons stars, and big-bang physics.

    Now that some state regulatory agencies are reviewing Title V permit applications and issuing permits, evaluation of the process can be made in comparison with the original goals of the Title V permitting program. In addition, assessment of the terms and conditions that are being incorporated into permits, the nature of draft permits that are issued to facilities for comment, and the extent and type of negotiation that have been conducted with agencies to develop successful Title V permits, will be helpful for facilities that are currently undergoing application review. In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

    Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    Titles IV and V of the Clean Air Act Amendments of 1990 (Act or CAA) created two new stationary source permitting programs, one specific to acid rain (Title IV), and a second for operating permits in general (Title V). The Phase 2 portion of the acid rain program was designed to be implemented through the Title V operating permit program, thereby subjecting all Phase 2 acid rain sources to the requirements of Title V. Permits issued pursuant to Phase 2 of the acid rain program will be viewed as a self-contained portion of the Title V operating permit and will be governed by regulations promulgated under both Title IV and Title V. The requirements imposed by Title IV may not always be consistent with the broader operating permit program requirements of Title V, and when inconsistency occurs, the acid rain requirements will take precedence. This nonalignment will perhaps be most apparent during two stages of initial permitting: (1) the transition period following Title V program approval when permit application, issuance, and effective dates differ between the two programs, and (2) at the point when acid rain permits must be reopened to incorporate Phase 2 NO{sub x} requirements. This paper explores strategies for streamlining implementation of the two programs with particular focus on these two coordination issues.

  18. Instability of black hole formation in gravitational collapse

    We consider here the classic scenario given by Oppenheimer, Snyder, and Datt, for the gravitational collapse of a massive matter cloud, and examine its stability under the introduction of small tangential stresses. We show, by offering an explicit class of physically valid tangential stress perturbations, that an introduction of tangential pressure, however small, can qualitatively change the final fate of collapse from a black hole final state to a naked singularity. This shows instability of black hole formation in collapse and sheds important light on the nature of cosmic censorship hypothesis and its possible formulations. The key effect of these perturbations is to alter the trapped surface formation pattern within the collapsing cloud and the apparent horizon structure. This allows the singularity to be visible, and implications are discussed.

    Coupling impedances of a single small hole in vacuum-chamber walls have been calculated at low frequencies. To generalize these results for higher frequencies and/or larger holes one needs to solve coupled integral equations for the effective currents. These equations are solved for two specific hole shapes. The effects of many holes at high frequencies where the impedances are not additive are studied using a perturbation-theory method. The periodic versus random distributions of the pumping holes in the Superconducting Super Collider liner are compared.

    Black hole mimickers are possible alternatives to black holes; they would look observationally almost like black holes but would have no horizon. The properties in the near-horizon region where gravity is strong can be quite different for both types of objects, but at infinity it could be difficult to discern black holes from their mimickers. To disentangle this possible confusion, we examine the near-horizon properties, and their connection with far away asymptotic properties, of some candidates to black mimickers. We study spherically symmetric uncharged or charged but nonextremal objects, as well as spherically symmetric charged extremal objects. Within the uncharged or charged but nonextremal black hole mimickers, we study nonextremal {epsilon}-wormholes on the threshold of the formation of an event horizon, of which a subclass are called black foils, and gravastars. Within the charged extremal black hole mimickers we study extremal {epsilon}-wormholes on the threshold of the formation of an event horizon, quasi-black holes, and wormholes on the basis of quasi-black holes from Bonnor stars. We elucidate whether or not the objects belonging to these two classes remain regular in the near-horizon limit. The requirement of full regularity, i.e., finite curvature and absence of naked behavior, up to an arbitrary neighborhood of the gravitational radius of the object enables one to rule out potential mimickers in most of the cases. A list ranking the best black hole mimickers up to the worst, both nonextremal and extremal, is as follows: wormholes on the basis of extremal black holes or on the basis of quasi-black holes, quasi-black holes, wormholes on the basis of nonextremal black holes (black foils), and gravastars. Since in observational astrophysics it is difficult to find extremal configurations (the best mimickers in the ranking), whereas nonextremal configurations are really bad mimickers, the task of distinguishing black holes from their mimickers seems to

  11. Submicron patterned metal hole etching

    A wet chemical process for etching submicron patterned holes in thin metal layers using electrochemical etching with the aid of a wetting agent. In this process, the processed wafer to be etched is immersed in a wetting agent, such as methanol, for a few seconds prior to inserting the processed wafer into an electrochemical etching setup, with the wafer maintained horizontal during transfer to maintain a film of methanol covering the patterned areas. The electrochemical etching setup includes a tube which seals the edges of the wafer preventing loss of the methanol. An electrolyte composed of 4:1 water: sulfuric is poured into the tube and the electrolyte replaces the wetting agent in the patterned holes. A working electrode is attached to a metal layer of the wafer, with reference and counter electrodes inserted in the electrolyte with all electrodes connected to a potentiostat. A single pulse on the counter electrode, such as a 100 ms pulse at +10.2 volts, is used to excite the electrochemical circuit and perform the etch. The process produces uniform etching of the patterned holes in the metal layers, such as chromium and molybdenum of the wafer without adversely effecting the patterned mask.

    Small black holes in heterotic string theory have a vanishing horizon area at the supergravity level, but the horizon is stretched to the finite radius AdS{sub 2}xS{sup D-2} geometry once higher curvature corrections are turned on. This has been demonstrated to give good agreement with microscopic entropy counting. Previous considerations, however, were based on the classical local solutions valid only in the vicinity of the event horizon. Here we address the question of global existence of extremal black holes in the D-dimensional Einstein-Maxwell-Dilaton theory with the Gauss-Bonnet term introducing a variable dilaton coupling a as a parameter. We show that asymptotically flat black holes exist only in a bounded region of the dilaton couplings 0=}5 (but not for D=4) the allowed range of a includes the heterotic string values. For a>a{sub cr} numerical solutions meet weak naked singularities at finite radii r=r{sub cusp} (spherical cusps), where the scalar curvature diverges as |r-r{sub cusp}|{sup -1/2}. For D{>=}7 cusps are met in pairs, so that solutions can be formally extended to asymptotically flat infinity choosing a suitable integration variable. We show, however, that radial geodesics cannot be continued through the cusp singularities, so such a continuation is unphysical.

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

    We consider boson shells in scalar electrodynamics coupled to Einstein gravity. The interior of the shells can be empty space, or harbor a black hole or a naked singularity. We analyze the properties of these types of solutions and determine their domains of existence.     Important new changes to the Hazardous Waste Facility Permit (HWFP) were implemented during 2007. The challenge was to implement these changes without impacting shipping schedules. Many of the changes required advanced preparation and coordination in order to transition to the new waste analysis paradigm, both at the generator sites and at the WIPP without interrupting the flow of waste to the disposal facility. Not only did aspects of waste characterization change, but also a new Permittees' confirmation program was created. Implementing the latter change required that new equipment and facilities be obtained, personnel hired, trained and qualified, and operating procedures written and approved without interruption to the contact-handled (CH) transuranic (TRU) waste shipping schedule. This was all accomplished successfully with no delayed or cancelled shipments. Looking forward to 2008 and beyond, proposed changes that will deal with waste in the DOE TRU waste complex is larger than the TRUPACT-IIs can handle. Size reduction of the waste would lead to unnecessary exposure risk and ultimately create more waste. The WIPP is working to have the Nuclear Regulatory Commission (NRC) certify the TRUPACT-III. The TRUPACT-III will be able to accommodate larger sized TRU mixed waste. Along with this new NRC-certified shipping cask, a new disposal container, the Standard Large Box, must be proposed in a permit modification. Containers for disposal of TRU mixed waste at the WIPP must meet the DOT 7A standards and be filtered. Additionally, as the TRUPACT-III/Standard Large Box loads and unloads from the end of the shipping cask, the proposed modification will add horizontal waste handling techniques to WIPP's vertical CH TRU waste handling operations. Another major focus will be the Hazardous Waste Facility Permit reapplication. The WIPP received its HWFP in October of 1999 for a term of ten years.     In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states.     The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

We survey estimates for di-jet suppression, and multi-mono-jet emission due to black hole production. We further look for a possible sub-scenario which is the formation of a stable or meta-stable black hole remnant (BHR). We show that the beauty of such objects is, that they are relatively easy to observe, even in the early phase of LHC running.

    The U.S. Nuclear Regulatory Commission (NRC) has received and is reviewing three applications for early site permits (ESPs). The ESP process allows early resolution of site-related issues affecting possible construction and operation of a new nuclear power plant. The nuclear industry views a successful and predictable ESP process as an important step in assessing whether to seek authorization to construct and operate a new generation of nuclear power reactors in the United States. Because consideration of ESP applications is a first-of-a-kind activity, a number of issues have emerged prior to and during the reviews of the first three applications. Issues have included the need for design information at the ESP stage, accident analyses, quality assurance, and seismic analyses. The NRC has been working to resolve identified issues to support a Commission decision on whether to issue an ESP approximately 33-37 months after receipt of each ESP application. (authors)

    A bottom hole well pump is disclosed comprising a pump housing supported by a control cable for raising and lowering the housing within tubing in a well, a linear motor within the housing causing reciprocation of a plunger extending into a pumping chamber formed by the housing with inlet and outlet check valves for controlling flow of oil or other liquid into the pumping chamber and from the pumping chamber into the tubing above the pump housing. In one embodiment, belleville-type springs are employed for storing energy as the plunger approaches its opposite limits of travel in order to initiate movement of the plunger in the opposite direction. In this embodiment, a single pumping chamber is formed above the linear motor with a single-valve block arranged above the pumping chamber and including inlet check valve means for controlling liquid flow into the pumping chamber and outlet check valve means for controlling liquid flow from the pumping chamber into the tubing interior above the pump housing. In another embodiment, pumping chambers are formed above and below the linear motor with a tubular plunger extending into both pumping chambers, in order to achieve pumping during both directions of travel of the plunger.

    We consider weakly magnetized non-rotating black holes. In the presence of a regular magnetic field the motion of charged particles in the vicinity of a black hole is modified. As a result, the position of the innermost stable circular orbit (ISCO) becomes closer to the horizon. When the Lorentz force is repulsive (directed from the black hole) the ISCO radius can reach the gravitational radius. In the process of accretion charged particles (ions) of the accreting matter can be accumulated near their ISCO, while neutral particles fall down to the black hole after they reach 6M radius. The sharp spectral line Fe α, emitted by iron ions at such orbits, is broadened when the emission is registered by a distant observer. In this paper we study this broadening effect and discuss how one can extract information concerning the strength of the magnetic field from the observed spectrum.

The housing contains a shaft which has an apparatus for rotating the shaft and a device for independently translating the shaft from the housing through the opening and access hole into the hot cell chamber. A properly sized cylindrical pig containing wire brushes and cloth or other disks, with an arrangement for releasably attaching it to the end of the shaft, circumferentially cleans the access hole wall of radioactive contamination and thereafter detaches from the shaft to fall into the hot cell chamber.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

  4. THE BLACK HOLE FORMATION PROBABILITY

    A longstanding question in stellar evolution is which massive stars produce black holes (BHs) rather than neutron stars (NSs) upon death. It has been common practice to assume that a given zero-age main sequence (ZAMS) mass star (and perhaps a given metallicity) simply produces either an NS or a BH, but this fails to account for a myriad of other variables that may effect this outcome, such as spin, binarity, or even stochastic differences in the stellar structure near core collapse. We argue that instead a probabilistic description of NS versus BH formation may be better suited to account for the current uncertainties in understanding how massive stars die. We present an initial exploration of the probability that a star will make a BH as a function of its ZAMS mass, P {sub BH}(M {sub ZAMS}). Although we find that it is difficult to derive a unique P {sub BH}(M {sub ZAMS}) using current measurements of both the BH mass distribution and the degree of chemical enrichment by massive stars, we demonstrate how P {sub BH}(M {sub ZAMS}) changes with these various observational and theoretical uncertainties. We anticipate that future studies of Galactic BHs and theoretical studies of core collapse will refine P {sub BH}(M {sub ZAMS}) and argue that this framework is an important new step toward better understanding BH formation. A probabilistic description of BH formation will be useful as input for future population synthesis studies that are interested in the formation of X-ray binaries, the nature and event rate of gravitational wave sources, and answering questions about chemical enrichment.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.
