    When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    The structure of electric utility is undergoing dramatic changes as new and expanded service options are added. The concepts of unbundling or of priority service are expanding the options open to customers. Spot pricing, or real time pricing of electricity provides the economic structure for many of these new service options. It is frequently stated that customers can not adapt to real time prices. This paper identifies the dimensions of real time rates and identifies existing rate structures in the United States and other OECD countries which incorporate these dimensions.

    One of the key informational barriers for consumers, installers, regulators and policymakers, is the proper comparison cost of utility-supplied electricity that will be replaced with a Photovoltaic (PV) system. Oftentimes, these comparisons are made with national or statewide averages which results in inaccurate comparisons and conclusions. Illinois State University seeks to meet the need for accurate information about electricity costs and rate structure by building a national database of utility rates and rate structures. The database will build upon the excellent framework that was developed by the OpenEI.org initiative and extend it in several important ways. First, the data will be populated and monitored by a team of trained regulatory economists. Second, the database will be more comprehensive because it will be populated with data from newer competitive retail suppliers for states that have restructured their electricity markets to allow such suppliers. Third, the University and its Institute for Regulatory Policy Studies will maintain the database and ensure that it contains the most recent rate information.

    TOUGHREACT is a numerical simulation program for chemically reactive non-isothermal flows of multiphase fluids in porous and fractured media. The program is written in Fortran 77 and was developed by introducing reactive chemistry into the multiphase flow code TOUGH2 V2. Interactions between mineral assemblages and fluids can occur under local equilibrium or kinetic rates. The gas phase can be chemically active. Precipitation and dissolution reactions can change formation porosity and permeability, and can also modifymore » the unsaturated flow properties of the rock. The code is distributed with a comprehensive user?s guide that includes sample problems addressing geothermal reservoirs and hydrothermal systems, nuclear waste isolation, groundwater quality, sequestration of carbon dioxide in saline aquifers, and supergene copper enrichment. The TOUGHREACT V2 package supports the following fluid property modules packaged into TOUGH2 V2.0 (CR-1574): EOS1, EOS2, EOS3, EOS4, EOS7, EOS9, and ECO2N. New features in V2 include multi-site surface complexation and ion exchange, aqueous kinetics, restructuring for faster execution, and more flexible input formats.« less

    The major objective of this study was to test the hypothesis that investors have required an additional interest rate premium before purchasing bonds of utilities with large investments in nuclear facilities. The study required several tasks. First, the literature relating to firm bankruptcy and default was reviewed. Second, the failing financial health of the electric utility industry was assessed in terms of construction problems, the impact of federal and state regulations, and the impact of Three Mile Island. Finally, data were collected on 63 electric utilities. This allowed statistical estimation of the magnitude of the risk premium associated with utility involvement in nuclear power. The effect of this involvement on a utility's bond ratings was also examined. Multiple regression was the statistical tool used for the statistical testing and estimation.

    SERICPAC is a computer program developed to calculate average avoided cost rates for decentralized power producers and cogenerators that sell electricity to electric utilities. SERICPAC works in tandem with SERICOST, a program to calculate avoided costs, and determines the appropriate rates for buying and selling of electricity from electric utilities to qualifying facilities (QF) as stipulated under Section 210 of PURA. SERICPAC contains simulation models for eight technologies including wind, hydro, biogas, and cogeneration. The simulations are converted in a diversified utility production which can be either gross production or net production, which accounts for an internal electricity usage by the QF. The program allows for adjustments to the production to be made for scheduled and forced outages. The final output of the model is a technology-specific average annual rate. The report contains a description of the technologies and the simulations as well as complete user's guide to SERICPAC.

Results from this analysis show that a PV system's value decreases with increasing demand charges. Findings also indicate that time-of-use rate structures with peaks coincident with PV production and wide ranges between on- and off-peak prices most benefit the types of buildings and PV systems simulated. By analyzing a broad set of rate structures from across the United States, this analysis provides an insight into the range of impacts that current U.S. rate structures have on PV systems.

    Ratings of transmission paths, typically determined in an offline environment, are static and tend to be conservative, leading to underutilization of transmission assets, higher costs of system operation and renewable energy integration, and lower efficiency and savings. With the ever-increasing transmission congestion costs and new challenges from renewable integration, increasing transfer capacity of existing transmission lines is essential. Real-time path rating provides a promising approach to enabling additional power transfer capability and fully utilizing transfer capability. In this paper, the feasibility of real-time path rating is investigated. Several promising technologies to achieve real-time path rating are discussed. Various benefits that can be expected from real-time path rating, such as increased transfer capability and reduced total generation cost, are demonstrated through simulations conducted on the Western Electricity Coordinating Council system model.

What is needed, the author of this article says, is a presentational device which is capable of bringing the implications of the pertinent statistics more clearly into view for the typical regulatory commissioner. The purpose of the article is to describe such a device.     The report concludes that, to effectively deal with our national energy problems, gas rate structures should be designed to reflect the costs which the nation avoids if gas is efficiently used and substituted for oil. Current pipeline and distribution company rate structures generally do not meet this test. Although gas is a substitute for oil in many applications, and conserved gas can reduce oil imports, gas rate structures often fail to convey to consumers the fact that, from a national perspective, gas is as valuable as oil. The provisions of the Natural Gas Policy Act of 1978 (NGPA) take a strong first step in correcting these problems. But, as clearly recognized in both NGPA and PURPA, these provisions need to be supplemented by updating pipeline and distribution company rate designs to address the problems of the 1980's - rather than the problems of the 1950's. In this regard, NGPA mandates incremental pricing, which raises the average price of gas to certain industrial users only. The Department of Energy (DOE) study suggests an alternate approach: pipeline and distribution rate structures that reflect in their tailblocks, for all customer classes, the economic costs of gas usage. Such rates would convey to all users the costs incurred by the nation as a consequence of their decisions to use or conserve gas. Such rate structures should promote the three purposes of PURPA - end-use conservation, efficient use of utility resources, and equitable rates - to a greater extent than do traditional accounting cost rate designs, which reflect decisions made in the distant past.

    Tomato yellow leaf curl virus (TYLCV), a major tomato pathogen causing extensive crop losses, is a whitefly-transmitted geminivirus. V2 mutants of TYLCV-Is and related viruses tend to induce symptomless infection with attenuated viral DNA levels, while accumulating close to wild-type DNA levels in protoplasts, suggesting V2 as a movement protein. The discovery of plant-silencing mechanisms and viral silencing suppressors, V2 included, led us to reconsider V2's involvement in viral movement. We studied two mutant versions of the virus, one impaired in V2 silencing-suppression activity, and another carrying a non-translatable V2. While both mutant viruses spread in the infected plant to newly emerged leaves at the same rate as the wild-type virus, their DNA-accumulation levels were tenfold lower than in the wild-type virus. Thus, we suggest that the setback in virus proliferation, previously ascribed to a movement impediment, is due to lack of silencing-suppression activity. - Highlights: • TYLCV-Is V2 protein is localized in distinct microbodies throughout the cell cytoplasm, around the nucleus and in association with cytoplasmic strands but is not associated with the plasmodesmata. • Disruption of RNA-silencing suppression activity of TYLCV-Is V2 protein causes low titer of the virus in the infected plants. • The movement of TYLCV-Is in planta does not require a functional V2 protein.

  6. Mergers, acquisitions, divestitures, and applications for market-based rates in a deregulating electric utility industry

    In this article, the author reviews FERC's current procedures for undertaking competitive analysis. The current procedure for evaluating the competitive impact of transactions in the electric utility industry is described in Order 592, in particular Appendix A. These procedures effectively revised criteria that had been laid out in Commonwealth Edison and brought its merger policy in line with the EPAct and the provisions of Order 888. Order 592 was an attempt to provide more certainty and expedition in handling mergers. It established three criteria that had to be satisfied for a merger to be approved: Post-merger market power must be within acceptable thresholds or be satisfactorily mitigated, acceptable customer protections must be in place (to ensure that rates will not go up as a result of increased costs) and any adverse effect on regulation must be addressed. FERC states that its Order 592 Merger Policy Statement is based upon the Horizontal Merger Guidelines issued jointly by the Federal Trade Commission and the Antitrust Division Department of Justice (FTC/DOJ Merger Guidelines). While it borrows much of the language and basic concepts of the Merger Guidelines, FERC's procedures have been criticized as not following the methodology closely enough, leaving open the possibility of mistakes in market definition.

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies.     Among investor-owned utilities, financial success has been largely based on success in regulatory proceedings. In the future, however, utility survival will depend much more on success in meeting customer needs in marketplaces. Competition, in its various forms, will likely intensify to the point where utilities will need to make sweeping changes in order to retain their most important customers and to profit from new product and service offerings. As had been discussed in a number of EPRI workshops and studies, utilities with an in-depth understanding of their customers - their needs, values, behavior, etc. - will have a much greater chance of thriving in this new environment. Since market research is an important window through which utilities view their customers, the role of the market researcher will likely become increasingly prominent in this more competitive world. The unbundling and rebundling of services and the development of non-traditional services will clearly complicate the market research efforts of the electric power industry.

    This report (1) reviews economic theory of marginal-cost pricing; and (2) examines its applications, going back to the 1960s and before, by electric utilities in France and Great Britain. An ideal pricing system for an economy is first reviewed to clarify fairly complicated ideas of economic theory for noneconomists - the industry specialist and state regulator. The concept of ideal marginal-cost pricing as applied to electricity is then developed. Next, an overview is provided of practical issues that need to be faced when the theory is implemented. Finally, the study turns to examine how the theory has actually been interpreted and applied to electricity rate design by the French and the British. Their methods of transforming theory into practice are reviewed, illustrative tariffs that incorporate their interpretation are provided.

    Purpose: This study examines the management and outcomes of muscle-invasive bladder cancer in the United States. Methods and Materials: Patients with muscle-invasive bladder cancer diagnosed between 1988 and 2006 were identified in the Surveillance, Epidemiology, and End Results (SEER) database. Patients were classified according to three mutually exclusive treatment categories based on the primary initial treatment: no local management, radiotherapy, or surgery. Overall survival was assessed with Kaplan-Meier analysis and Cox models based on multiple factors including treatment utilization patterns. Results: The study population consisted of 26,851 patients. Age, sex, race, tumor grade, histology, and geographic location were associated with differences in treatment (all p < 0.01). Patients receiving definitive radiotherapy tended to be older and have less differentiated tumors than patients undergoing surgery (RT, median age 78 years old and 90.6% grade 3/4 tumors; surgery, median age 71 years old and 77.1% grade 3/4 tumors). No large shifts in treatment were seen over time, with most patients managed with surgical resection (86.3% for overall study population). Significant survival differences were observed according to initial treatment: median survival, 14 months with no definitive local treatment; 17 months with radiotherapy; and 43 months for surgery. On multivariate analysis, differences in local utilization rates of definitive radiotherapy did not demonstrate a significant effect on overall survival (hazard ratio, 1.002; 95% confidence interval, 0.999-1.005). Conclusions: Multiple factors influence the initial treatment strategy for muscle-invasive bladder cancer, but definitive radiotherapy continues to be used infrequently. Although patients who undergo surgery fare better, a multivariable model that accounted for patient and tumor characteristics found no survival detriment to the utilization of definitive radiotherapy.     Purpose: We aimed to estimate the optimal proportion of all gynecological cancers that should be treated with brachytherapy (BT)-the optimal brachytherapy utilization rate (BTU)-to compare this with actual gynecological BTU and to assess the effects of nonmedical factors on access to BT. Methods and Materials: The previously constructed inter/multinational guideline-based peer-reviewed models of optimal BTU for cancers of the uterine cervix, uterine corpus, and vagina were combined to estimate optimal BTU for all gynecological cancers. The robustness of the model was tested by univariate and multivariate sensitivity analyses. The resulting model was applied to New South Wales (NSW), the United States, and Western Europe. Actual BTU was determined for NSW by a retrospective patterns-of-care study of BT; for Western Europe from published reports; and for the United States from Surveillance, Epidemiology, and End Results data. Differences between optimal and actual BTU were assessed. The effect of nonmedical factors on access to BT in NSW were analyzed. Results: Gynecological BTU was as follows: NSW 28% optimal (95% confidence interval [CI] 26%-33%) compared with 14% actual; United States 30% optimal (95% CI 26%-34%) and 10% actual; and Western Europe 27% optimal (95% CI 25%-32%) and 16% actual. On multivariate analysis, NSW patients were more likely to undergo gynecological BT if residing in Area Health Service equipped with BT (odds ratio 1.76, P=.008) and if residing in socioeconomically disadvantaged postcodes (odds ratio 1.12, P=.05), but remoteness of residence was not significant. Conclusions: Gynecological BT is underutilized in NSW, Western Europe, and the United States given evidence-based guidelines. Access to BT equipment in NSW was significantly associated with higher utilization rates. Causes of underutilization elsewhere were undetermined.     In 2010, the Department of Energy (DOE) Chief of Nuclear Safety and Office of Health, Safety and Security (HSS), with the support of industry experts in atmospheric sciences and accident dose consequences analysis, performed detailed analyses of the basis for the dry deposition velocity (DV) values used in the MACCS2 computer code. As a result of these analyses, DOE concluded that the historically used default DV values of 1 centimeter/second (cm/s) for unfiltered/unmitigated releases and 0.1 cm/s for filtered/mitigated releases may not be reasonably conservative for all DOE sites and accident scenarios. HSS recently issued Safety Bulletin 2011-02, Accident Analysis Parameter Update, recommending the use of the newly developed default DV, 0.1 cm/s for an unmitigated/unfiltered release. Alternatively site specific DV values can be developed using GENII version 2 (GENII v2) computer code. Key input parameters for calculating DV values include surface roughness, maximum wind speed for calm, particle size, particle density and meteorological data (wind speed and stability class). This paper will include reasonably conservative inputs, and a truncated parametric study. In lieu of the highly-conservative recommended DV value (0.1cm/s) for unmitigated/unfiltered release, GENII v2 has been used to justify estimated 95th percentile DV values. Also presented here are atmospheric dilution factors ({chi}/Q values) calculated with the MACCS2 code using the DV values form GENII v2, {chi}/Q values calculated directly with GENII v2, and a discussion of these results compare with one another. This paper will give an overview of the process of calculating DV with GENII v2 including a discussion of the sensitivity of input parameters.

    Plug-in hybrid electric vehicle (PREV) is an environment friendly modem transportation method and has been rapidly penetrate the transportation system. Renewable energy is another contributor to clean power but the associated intermittence increases the uncertainty in power generation. As a foreseen benefit of a vchicle-to-grid (V2G) system, PREV supporting infrastructures like battery exchange stations can provide battery service to PREV customers as well as being plugged into a power grid as energy sources and stabilizer. The locations of exchange stations are important for these two objectives under constraints from both ,transportation system and power grid. To model this location problem and to understand and analyze the benefit of a V2G system, we develop a two-stage stochastic program to optimally locate the stations prior to the realizations of battery demands, loads, and generation capacity of renewable power sources. Based on this model, we use two data sets to construct the V2G systems and test the benefit and the performance of these systems.

    Air Products set out to investigate the impact of additives on the deposition rate of both µCSi and αSi-H films. One criterion for additives was that they could be used in conventional PECVD processing, which would require sufficient vapor pressure to deliver material to the process chamber at the required flow rates. The flow rate required would depend on the size of the substrate onto which silicon films were being deposited, potentially ranging from 200 mm diameter wafers to the 5.7 m2 glass substrates used in GEN 8.5 flat-panel display tools. In choosing higher-order silanes, both disilane and trisilane had sufficient vapor pressure to withdraw gas at the required flow rates of up to 120 sccm. This report presents results obtained from testing at Air Products’ electronic technology laboratories, located in Allentown, PA, which focused on developing processes on a commercial IC reactor using silane and mixtures of silane plus additives. These processes were deployed to compare deposition rates and film properties with and without additives, with a goal of maximizing the deposition rate while maintaining or improving film properties.

    Purpose: Brachytherapy (BT) is an important treatment technique for uterine corpus malignancies. We modeled the optimal proportion of these cases that should be treated with BT-the optimal rate of brachytherapy utilization (BTU). We compared this optimal BTU rate with the actual BTU rate. Methods and Materials: Evidence-based guidelines and the primary evidence were used to construct a decision tree for BTU for malignancies of the uterine corpus. Searches of the literature to ascertain the proportion of patients who fulfilled the criteria for BT were conducted. The robustness of the model was tested by sensitivity analyses and peer review. A retrospective Patterns of Care Study of BT in New South Wales for 2003 was conducted, and the actual BTU for uterine corpus malignancies was determined. The actual BTU in other geographic areas was calculated from published reports. The differences between the optimal and actual rates of BTU were assessed. Results: The optimal uterine corpus BTU rate was estimated to be 40% (range, 36-49%). In New South Wales in 2003, the actual BTU rate was only 14% of the 545 patients with uterine corpus cancer. The actual BTU rate in 2001 was 11% in the Surveillance, Epidemiology, and End Results areas and 30% in Sweden. Conclusion: The results of this study have shown that BT for uterine corpus malignancies is underused in New South Wales and in the Surveillance, Epidemiology, and End Results areas. Our model of optimal BTU can be used as a quality assurance tool, providing an evidence-based benchmark against which can be measured actual patterns of practice. It can also be used to assist in determining the adequacy of BT resource allocation.

    Progress in rational engineering of Li-ion batteries requires better understanding of the electrochemical processes and accompanying transformations in the electrode materials on multiple length scales. In spite of recent progress in utilizing transmission electron microscopy (TEM) to analyze these materials, in situ scanning electron microscopy (SEM) was mostly overlooked as a powerful tool that allows probing these phenomena on the nano and mesoscale. In this paper, we report on in situ SEM study of lithiation in a V2O5-based single-nanobelt battery with ionic liquid electrolyte. Coupled with cyclic voltammetry measurements, in situ SEM revealed the peculiarities of subsurface intercalation, formation ofmore » solid-electrolyte interface (SEI) and electromigration of liquid. We observed that single-crystalline vanadia nanobelts do not undergo large-scale amorphization or fracture during electrochemical cycling, but rather transform topochemically with only a slight shape distortion. Lastly, the SEI layer seems to have significant influence on the lithium ion diffusion and overall capacity of the single-nanobelt battery.« less

    We demonstrate for the first time, the synthesis of nanostructured vanadium pentoxide (V2O5) films and coatings using plasma spray technique. V2O5 has been used in several applications such as catalysts, super-capacitors and also as an electrode material in lithium ion batteries. In the present studies, V2O5 films were synthesized using liquid precursors (vanadium oxychloride and ammonium metavanadate) and powder suspension. In our approach, the precursors were atomized and injected radially into the plasma gun for deposition on the substrates. During the flight towards the substrate, the high temperature of the plasma plume pyrolyzes the precursor particles resulting into the desired film coatings. These coatings were then characterized using X-ray diffraction (XRD), scanning electron microscopy (SEM), Transmission electron microscopy (TEM) and Differential Scanning Calorimetry (DSC). Among the precursors, vanadium oxychloride gave the best results in terms of nanocrystalline and monophasic films. Spraying of commercial powder suspension yielded multi-phasic mixture in the films. Our approach enables deposition of large area coatings of high quality nanocrystalline films of V2O5 with controllable particle morphology. This has been optimized by means of control over precursor composition and plasma spray conditions. Initial electrochemical studies of V2O5 film electrodes show potential for energy storage studies.

    Here, spin dynamics in the intermediate ordered phases (between 4 and 9 K) in Ni3V2O8 have been studied with inelastic neutron scattering.     Mechanically robust battery electrodes are desired for applications in wearable devices, flexible displays, and structural energy and power. In this regard, the challenge is to balance mechanical and electrochemical properties in materials that are inherently brittle. Here, we demonstrate a unique water-based self-assembly approach that incorporates a diblock copolymer bearing electron- and ion-conducting blocks, poly(3-hexylthiophene)-block-poly(ethyleneoxide) (P3HT-b-PEO), with V2O5 to form a flexible, tough, carbon-free hybrid battery cathode. V2O5 is a promising lithium intercalation material, but it remains limited by its poor conductivity and mechanical properties. Our approach leads to a unique electrode structure consisting of interlocking V2O5 layers glued togethermore » with micellar aggregates of P3HT-b-PEO, which results in robust mechanical properties, far exceeding the those obtained from conventional fluoropolymer binders. Only 5 wt % polymer is required to triple the flexibility of V2O5, and electrodes comprised of 10 wt % polymer have unusually high toughness (293 kJ/m3) and specific energy (530 Wh/kg), both higher than reduced graphene oxide paper electrodes. Furthermore, addition of P3HT-b-PEO enhances lithium-ion diffusion, eliminates cracking during cycling, and boosts cyclability relative to V2O5 alone. These results highlight the importance of tradeoffs between mechanical and electrochemical performance, where polymer content can be used to tune both aspects.« less

    In this paper, we introduce an intelligent driver assistance system to reduce fuel consumption in heavy duty vehicles irrespective of the driving style of the driver. We specifically study the potential of V2I and V2V communications to reduce fuel consumption in heavy duty trucks. Most ITS communications today are oriented towards vehicle safety, with communications strategies and hardware that tend to focus on low latency. This has resulted in technologies emerging with a relatively limited range for the communications. For fuel economy, it is expected that most benefits will be derived with greater communications distances, at the scale of many hundred meters or several kilometers, due to the large inertia of heavy duty vehicles. It may therefore be necessary to employ different communications strategies for ITS applications aimed at fuel economy and other environmental benefits than what is used for safety applications in order to achieve the greatest benefits.

    This paper presents a summary of the available single-phase ac-dc topologies used for EV/PHEV, level-1 and -2 on-board charging and for providing reactive power support to the utility grid. It presents the design motives of single-phase on-board chargers in detail and makes a classification of the chargers based on their future vehicle-to-grid usage. The pros and cons of each different ac-dc topology are discussed to shed light on their suitability for reactive power support. This paper also presents and analyzes the differences between charging-only operation and capacitive reactive power operation that results in increased demand from the dc-link capacitor (more charge/discharge cycles and increased second harmonic ripple current). Moreover, battery state of charge is spared from losses during reactive power operation, but converter output power must be limited below its rated power rating to have the same stress on the dc-link capacitor.

    Bidirectional power electronics can add vehicle-to-grid (V2G) capability in a plug-in vehicle, which then allows the vehicle to operate as a distributed resource (DR). The uniqueness of the battery-based V2G power electronics requires a test procedure that will not only maintain IEEE interconnection standards, but can also evaluate the electrical performance of the vehicle working as a DR. The objective of this paper is to discuss a recently published NREL technical report that provides interim test procedures for V2G vehicles for their integration into the electrical distribution systems and for their performance in terms of continuous output power, efficiency, and losses. Additionally, some other test procedures are discussed that are applicable to a V2G vehicle that desires to provide power reserve functions. A few sample test results are provided based on testing of prototype V2G vehicles at NREL.

    Na3V2-xMgx(PO4)3/C composites with different Mg2+ doping contents (x=0, 0.01, 0.03, 0.05, 0.07 and 0.1) were prepared by a facile sol-gel method. The doping effects on the crystal structure were investigated by XRD, XPS and EXAFS. The results show that low dose doping Mg2+ does not alter the structure of the material, and magnesium is successfully substituted for vanadium site. The Mg doped Na3V2-xMgx(PO4)3/C composites exhibit significant improvements on the electrochemistry performances in terms of the rate capability and cycle performance, especially for the Na3V1.95Mg0.05(PO4)3/C. For example, when the current density increased from 1 C to 30 C, the specific capacitymore » only decreased from 112.5 mAh g-1 to 94.2 mAh g-1 showing very good rate capability. Moreover, even cycling at a high rate of 20 C, an excellent capacity retention of 81% is maintained from the initial value of 106.4 mAh g-1 to 86.2 mAh g-1 at the 50th cycle. Enhanced rate capability and cycle performance can be attributed to the optimized particle size, structural stability and enhanced ionic and electronic conductivity induced by Mg doping.« less

    For solar energy conversion, not only must a semiconductor absorb incident solar radiation efficiently but also its photoexcited electron—hole pairs must further be separated and transported across interfaces. Charge transfer across interfaces requires consideration of both thermodynamic driving forces as well as the competing kinetics of multiple possible transfer, cooling, and recombination pathways. In this work, we demonstrate a novel strategy for extracting holes from photoexcited CdSe quantum dots (QDs) based on interfacing with β-Pb0.33V2O5 nanowires that have strategically positioned midgap states derived from the intercalating Pb2+ ions. Unlike midgap states derived from defects or dopants, the states utilized heremore » are derived from the intrinsic crystal structure and are thus homogeneously distributed across the material. CdSe/β-Pb0.33V2O5 heterostructures were assembled using two distinct methods: successive ionic layer adsorption and reaction (SILAR) and linker-assisted assembly (LAA). Transient absorption spectroscopy measurements indicate that, for both types of heterostructures, photoexcitation of CdSe QDs was followed by the transfer of electrons to the conduction band of β-Pb0.33V2O5 nanowires and holes to the midgap states of β-Pb0.33V2O5 nanowires. Holes were transferred on time scales less than 1 ps, whereas electrons were transferred more slowly on time scales of ~2 ps. In contrast, for analogous heterostructures consisting of CdSe QDs interfaced with V2O5 nanowires (wherein midgap states are absent), only electron transfer was observed. Interestingly, electron transfer was readily achieved for CdSe QDs interfaced with V2O5 nanowires by the SILAR method; however, for interfaces incorporating molecular linkers, electron transfer was observed only upon excitation at energies substantially greater than the bandgap absorption threshold of CdSe. Our data confirm the existence of three structural phase transitions previously identified with x-ray powder diffraction and reveal that the lower two transitions are associated with sequential collinear and canted ferrimagnetic transitions involving both cation sites. Through consideration of local crystal and spin symmetry, we further conclude that Fe2+ cations are ferro-orbitally ordered below 135 K and V3+ orbitals order at 60 K, in accordance with predictions for vanadium spinels with large trigonal distortions and strong spin-orbit coupling. Intriguingly, the direction of ordered vanadium spins at low temperature obey ice rules more commonly associated with the frustrated rare-earth pyrochlore systems.

    A loose two-way coupling of SNL's Presto v2.8 and CTH v8.1 analysis code has been developed to support the analysis of explosive loading of structures. Presto is a Lagrangian, three-dimensional explicit, transient dynamics code in the SIERRA mechanics suite for the analysis of structures subjected to impact-like loads. CTH is a hydro code for modeling complex multi-dimensional, multi-material problems that are characterized by large deformations and/or strong shocks. A fundamental assumption in this loose coupling is that the compliance of the structure modeled with Presto is significantly smaller than the compliance of the surrounding medium (e.g. air) modeled with CTH. A current limitation of the coupled code is that the interaction between CTH and thin structures modeled in Presto (e.g. shells) is not supported. Research is in progress to relax this thin-structure limitation.

    A self-assembled GeOx/reduced graphene oxide (GeOx/RGO) composite, where GeOx nanoparticles were grown directly on reduced graphene oxide sheets, was synthesized via a facile one-step reduction approach and studied by X-ray diffraction, transmission electron microscopy, energy dispersive X-ray spectroscopy, electron energy loss spectroscopy elemental mapping, and other techniques. Electrochemical evaluation indicates that incorporation of reduced graphene oxide enhances both the rate capability and reversible capacity of GeOx, with the latter being due to the RGO enabling reversible utilization of Li2O. The composite delivers a high reversible capacity of 1600 mAhg-1 at a current density of 100 mAg-1, and still maintains a capacity of 410 mAhg-1 at a high current density of 20 Ag-1. Owing to the flexible reduced graphene oxide sheets enwrapping the GeOx particles, the cycling stability of the composite was also improved significantly. To further demonstrate its feasibility in practical applications, the synthesized GeOx/RGO composite anode was successfully paired with a high voltage LiNi0.5Mn1.5O4 cathode to form a full cell, which showed good cycling and rate performance.

    In this study, the ferrimagnetic spinel CoV2O4 has been a topic of intense recent interest, both as a frustrated insulator with unquenched orbital degeneracy and as a near-itinerant magnet which can be driven metallic with moderate applied pressure. Here, we report on our recent neutron di raction and inelastic scattering measurements on powders with minimal cation site disorder. Our main new result is the identification of a weak (Δa/a ~ 10–4), first order structural phase transition at T* = 90 K, the same temperature where spin canting was seen in recent single crystal measurements. This transition is characterized by amore » short-range distortion of oxygen octahedral positions, and inelastic data further establish a weak 1.25meV spin gap at low temperature. Together, these findings provide strong support for the local orbital picture and the existence of an orbital glass state at temperatures below T*.« less

    Recently published measurements of the proton electromagnetic form factor ratio R = μp GEp/GMp at momentum transfers Q2 up to 8.5 GeV2 in Jefferson Lab Hall C deviate from the linear trend of previous measurements in Jefferson Lab Hall A, favoring a slower rate of decrease of R with Q2. While statistically compatible in the region of overlap with Hall A, the Hall C data hint at a systematic difference between the two experiments. This possibility was investigated in a reanalysis of the Hall A data. We find that the original analysis underestimated the background in the selection of elasticmore » events. The application of an additional cut to further suppress the background increases the results for R, improving the consistency between Halls A and C.« less

In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis.     In this study, preparing new electrode materials with synthetic control of phases and electrochemical properties is desirable for battery applications but hardly achievable without knowing how the synthesis reaction proceeds. Herein, we report on structure tracking-aided design and synthesis of single-crystalline Li3V2(PO4)3 (LVP) nanoparticles with extremely high rate capability. A comprehensive investigation was made to the local structural orderings of the involved phases and their evolution toward forming LVP phase using in situ/ex situ synchrotron X-ray and electron-beam diffraction, spectroscopy, and imaging techniques. The results shed light on the thermodynamics and kinetics of synthesis reactions and enabled the design ofmore » a cost-efficient synthesis protocol to make nanocrystalline LVP, wherein solvothermal treatment is a crucial step leading to an amorphous intermediate with local structural ordering resembling that of LVP, which, upon calcination at moderate temperatures, rapidly transforms into the desired LVP phase. The obtained LVP particles are about 50 nm, coated with a thin layer of amorphous carbon and featured with excellent cycling stability and rate capability – 95% capacity retention after 200 cycles and 66% theoretical capacity even at a current rate of 10 C. The structure tracking based method we developed in this work offers a new way of designing battery electrodes with synthetic control of material phases and properties.« less

The charger is the power conversion equipment that connects the battery to the grid or another power source, while EVSE refers to external equipment between the grid or other power source and the vehicle. EVSE might include conductors, connectors, attachment plugs, microprocessors, energy measurement devices, transformers, etc. Presently, there are more than 40 companies that are producing EVSEs. There are several standards and codes regarding conductive and inductive chargers and EVSEs from the Society of Automotive Engineers (SAE), the Underwriter Laboratories (UL), the International Electrotechnical Commission (IEC), and the National Electric Code (NEC). The two main standards from SAE describe the requirements for conductive and inductive coupled chargers and the charging levels. For inductive coupled charging, three levels are specified: Level 1 (120 V and 12 A, single-phase), Level 2 (208 V-240 V and 32 A, single-phase), and Level 3 (208-600 V and 400 A, three-phase) . The standard for the conductive-coupled charger also has similar charging ratings for Levels 1 and 2, but it allows higher current ratings for Level 2 charging up to 80 A. Level 3 charging for this standard is still under development and considers dc charging instead of three-phase ac. More details in these areas and related references can be found in this Oak Ridge National Laboratory (ORNL) report on PHEV-EV charger technology assessment.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study.     Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. To achieve this goal, material realization of topological insulators with desired physical properties is of crucial importance. Based on first-principles calculations, here we show that a large number of ternary chalcopyrite compounds of composition I-III-VI2 and II-IV-V2 can realize the topological insulating phase in their native states. The crystal structure of chalcopyrites is derived from the frequently used zinc-blende structure, and many of them possess a close lattice match to important mainstream semiconductors, which is essential for a smooth integration into current semiconductor technology. The diverse optical, electrical and structural properties of chalcopyrite semiconductors,6 and particularly their ability to host room-temperature ferromagnetism,7 9 make them appealing candidates for novel spintronic devices.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 750 utilities--or about 25% of all utilities nationally--provide their customers a "green power" option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

But since sales are a function of random variables beyond the control of the utility as well as actions by the utility itself, the resulting rates fail to protect the utility's revenue stream and its realized rate of return. This article proposes an alternative approach which would decouple utility revenues from sales, thus stabilizing revenue streams with respect to sales fluctuations and rate design changes. Among the benefits would be a lower cost of capital for the utility, as well as decreased utility resistance to conservation by consumers and to efficient rate design.

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington.     The differential cross sections and structure functions for the exclusive electroproduction process ep --> e'n pi+ were measured in the range of the invariantmass for the np+ system 1.6 GeV lte W lte 2.0 GeV, and the photon virtuality 1.8 GeV2 lte Q2 lte 4.0 GeV2 using CLAS at Jefferson Lab. For the first time, these kinematics are probed in the exclusive p+ production from the protons with nearly full coverage in the azimuthal and polar angles of the np+ center-of-mass system. In this analysis, approximately 39,000 differential cross-section data points in terms of W, Q2, cosq theta* _ pi, and phi?_p-, were obtained. The preliminary differential cross section and structure function analyses are carried out, which allow us to extract the helicity amplitudes in high-lying resonances.

    Despite growth in revenues during 1979, electric utilities are greatly troubled by high inflation, restricted capital, and the lack of rate relief from utility commissions. The growth, although smaller than normal, will likely convince commissions to respond to rate increase requests by authorizing only the smallest possible increases. With inflationary pressures eroding utility companies' financial base, the benefits of rate increases are wiped out after a year or so, necessitating a return to the commissions for futher adjustments. This up-down cycling is reflected in the report of the performances of the top one hundred utility companies. Earning growth statistics, sales data, financial statistics, and company performances (electric sales, customers served, revenues, and after-tax net income) of top one hundred electric utilities are given in separate tables for 1979. Overall, kWh sales were up 2.9%; revenues were up 13.4%; net income was up 8.1%; and overall earnings performance was a weak increase of 9.4%. (SAC)

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, nearly 600 utilities in regulated electricity markets--or almost 20% of all utilities nationally--provide their customers a "green power" option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals about 125. Through these programs, more than 40 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2004 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities as benchmarks by which to gauge the success of their green power programs.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid.     The TRW Advanced Entrained Coal Combustor Demonstration Project consists of retrofitting Orange and Rockland (O R) Utility Corporation's Lovett Plant Unit No. 3 with four (4) slagging combustors which will allow the gas/oil unit to fire 2.5% sulfur coal. The slagging combustor process will provide NO{sub x} and SO{sub x} emissions that meet NSPS and New York State Environmental Standards. During this report period, activity continued to address the total program funding shortfall. Ideas and responsibilities for further evaluation have been put forward to reduce the shortfall. In addition, an effort aimed at gaining additional program sponsorships, was initiated.

    Thermodynamic phase equilibria in synthetic slags (Al2O3–CaO–FeO–SiO2–V2O3) were investigated with 0–27 wt.% vanadium oxide corresponding to industrial coal–petroleum coke (petcoke) feedstock blends in a simulated gasifier environment. Samples encompassing coal–petcoke mixed slag compositions were equilibrated at 1500 °C in a 64 vol.% CO/36 vol.% CO2 atmosphere (Po2 ≈ 10–8 atm at 1500 °C) for 72 h, followed by rapid water quench, then analyzed by inductively coupled plasma optical emission spectrometry, X-ray diffractometry, and scanning electron microscopy with wavelength dispersive spectroscopy. With increasing CaO content, FeO content, or both; the slag homogeneity region expanded and a composition range exhibiting crystals wasmore » reduced. The mullite (Al6Si2O13) crystalline phase was not present in the slags above 9 wt.% FeO while the karelianite (V2O3) crystalline phase was always present in compositions studied if a sufficient amount of vanadium existed in the slag. Furthermore, based on the present experimental equilibrium evaluation, a set of isothermal phase diagrams showing effects of CaO and FeO on thermodynamic phase stabilities in the vanadium-bearing slags is proposed. Some uses of the diagrams for potential industrial practice are discussed.« less

    State and federal regulators need to rethink the existing structure of the electric power industry because the continued application of traditional processes to its emerging competitive nature is creating a conflict between market-driven generators and regulated utilities, the Electric Generation Association says. Indeed, because of the current regulatory structure, many utilities have been forced to actively resist the development of a competitive market place, the group says in a paper published for this week's National Association of Regulatory Utility Commissioners winter meetings. In place of the existing structure, the industry needs a [open quotes]new, more discerning model of regulation[close quotes] that unbundles generation from transmission and realizes that, at least during the transition, all generation facilities are at risk of being considered stranded assets. A transition policy must minimize costs overall by achieving an early and smooth resolution of the stranded investment issue. One approach looks promising: Utilities that spin off high-cost assets would be preauthorized to enter into a binding contract to buy the output of the facility for an established period at rates slightly below what the cost of power would have been, assuming continued rate base treatment of the facility. Another alternative would reflect the rate design mechanisms used in the unbundling of gas supply from transportation service: A utility calculates the differential between the book value and market value of a high-cost asset, and then converts it from a generation-related charge into a form of transition surcharge. This is added to the inelastic portion of its system rates, which most logically is the distribution charge for retail and wholesale requirements customers. The charge would be applied over a specific period of time or to a specific volume of sales.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

It could also thwart achievement of the SunShot deployment goals even if the initiative’s cost targets are achieved.     A predominant theme in the current electric utility industry literature is that competitive forces have emerged and may become more prominent. The wholesale bulk power market is alreadly competitive, as non-utility energy service providers already have had a significant impact on that market; this trend was accelerated by the Energy Policy Act of 1992. Although competition at the retail level is much less pervasive, electric utility customers increasingly have greater choice in selecting energy services. These choices may include, depending on the customer, the ability to self-generate, switch fuels, move to a new location, or rely more heavily on demand-side management as a means of controlling electric energy use. This paper explores the subject of how demand-side management (DSM) programs, which are often developed by a utility to satisfy resource requirements as a part of its least-cost planning process, can affect the utility`s ability to compete in the energy services marketplace. In this context, the term `DSM` is used in this paper to refer to those demand-side services and programs which provide resources to the utility`s system. Depending on one`s perspective, DSM programs (so defined) can be viewed either as an enhancement to the competitive position of a utility by enabling it to provide its customers with a broader menu of energy services, simultaneously satisfying the objectives of the utility as well as those of the customers, or as a detractor to a utility`s ability to compete. In the latter case, the concern is with respect to the potential for adverse rate impacts on customers who are not participants in DSM programs. The paper consists of an identification of the pros and cons of DSM as a competitive strategy, the tradeoff which can occur between the cost impacts and rate impacts of DSM, and an examination of alternative strategies for maximizing the utilization of DSM both as a resource and as a competitive strategy.

    The objective of this project was to explore the problems and opportunities for utility participation with solar water heating as a DSM measure. Expected benefits from the workshops included an increased awareness and interest by utilities in solar water heating as well as greater understanding by federal research and policy officials of utility perspectives for purposes of planning and programming. Ultimately, the project could result in better information transfer, increased implementation of solar water heating programs, greater penetration of solar systems, and more effective research projects. The objective of the workshops was satisfied. Each workshop succeeded in exploring the problems and opportunities for utility participation with solar water heating as a DSM option. The participants provided a range of ideas and suggestions regarding useful next steps for utilities and NREL. According to evaluations, the participants believed the workshops were very valuable, and they returned to their utilities with new information, ideas, and commitment.

    Phase 3 of the EPAct/V2/E-89 Program investigated the effects of 27 program fuels and 15 program vehicles on exhaust emissions and fuel economy. All vehicles were tested over the California Unified Driving Cycle (LA-92) at 75 degrees F. The program fuels differed on T50, T90, ethanol, Reid vapor pressure, and aromatics. The vehicles tested were new, low-mileage 2008 model year Tier 2 vehicles. A total of 956 test runs were made. Comprehensive statistical modeling and analyses were conducted on methane, carbon dioxide, carbon monoxide, fuel economy, non-methane hydrocarbons, non-methane organic gases, oxides of nitrogen, particulate matter, and total hydrocarbons. In general, model fits determined that emissions and fuel economy were complicated by functions of the five fuel parameters. An extensive evaluation of alternative model fits produced a number of competing model fits. Many of these alternative fits produce similar estimates of mean emissions for the 27 program fuels but should be carefully evaluated for use with emerging fuels with combinations of fuel parameters not included here. The program includes detailed databases on each of the 27 program fuels on each of the 15 vehicles and on each of the vehicles on each of the program fuels.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

The final chapter discusses a number of current issues regarding electric utilities, mainly factors related to fuel-adjustment costs, advertising, taxes, construction work in progress, and lifeline rates. Some of the examples used in the Guide are from particular states, such as Illinois and California. These examples are used to illustrate specific points.     Fully aware of the nation's need to develop high-risk and long-term research in eastern oil-shale and low-grade oil-shale utilization in general, the US DOE/METC initiated an eastern oil-shale characterization program. In less than 3 months, METC produced shale oil from a selected eastern-US oil shale with a Fischer assay of 8.0 gallons/ton. In view of the relatively low oil yield from this particular oil shale, efforts were directed to determine the process conditions which give the highest oil yield. A 2-inch-diameter electrically heated fluidized-bed retort was constructed, and Celina oil shale from Tennessee was selected to be used as a representative eastern oil shale. After more than 50 runs, the retorting data were analyzed and reviewed and the best oil-yield operating condition was determined. In addition, while conducting the oil-shale retorting experiments, a number of technical problems were identified, addressed, and overcome. Owing to the inherent high rates of heat and mass transfers inside the fluidized bed, the fluidized-bed combustor and retorting appear to be a desirable process technology for an effective and efficient means for oil-shale utilization. The fluidized-bed operation is a time-tested, process-proven, high-throughput, solid-processing operation which may contribute to the efficient utilization of oil-shale energy.

    We compared the molecular structures, surface acidity and catalytic activity for NO/NH3/O2 SCR of V2O5-WO3/TiO2 catalysts for two different synthesis methods: co-precipitation of aqueous vanadium and tungsten oxide precursors with TiO(OH)2 and by incipient wetness impregnation of the aqueous precursors on a reference crystalline TiO2 support (P25; primarily anatase phase). Bulk analysis by XRD showed that co-precipitation results in small and/or poorly ordered TiO2(anatase) particles and that VOx and WOx do not form solid solutions with the bulk titania lattice. Surface analysis of the co-precipitated catalyst by High Sensitivity-Low Energy Ion Scattering (HS-LEIS) confirms that the VOx and WOx aremore » surface segregated for the co-precipitated catalysts. In situ Raman and IR spectroscopy revealed that the vanadium and tungsten oxide components are present as surface mono-oxo O = VO3 and O = WO4 sites on the TiO2 supports. Co-precipitation was shown for the first time to also form new mono-oxo surface VO4 and WO4 sites that appear to be anchored at surface defects of the TiO2 support. IR analysis of chemisorbed ammonia showed the presence of both surface NH3* on Lewis acid sites and surface NH4+* on Brønsted acid sites. TPSR spectroscopy demonstrated that the specific SCR kinetics was controlled by the redox surface VO4 species and that the surface kinetics was independent of TiO2 synthesis method or presence of surface WO5 sites. SCR reaction studies revealed that the surface WO5 sites possess minimal activity below ~325 °C and their primary function is to increase the adsorption capacity of ammonia. A relationship between the SCR activity and surface acidity was not found. The SCR reaction is controlled by the surface VO4 sites that initiate the reaction at ~200 °C. The co-precipitated catalysts were always more active than the corresponding impregnated catalysts. Finally, we ascribe the higher activity of the co-precipitated catalysts to the presence of

    Engineering estimates of savings resulting from installation of energy conservation measures in homes are often greater than the savings actually realized. A brief review of prior studies of realization rates prefaces this study of rates from an engineering audit tool, NEAT, (developed for the Department of Energy`s Low-Income Weatherization Assistance Program) used in a New York state utility`s low-income program. Estimates of metered and predicted savings are compared for 49 homes taken from a data base of homes that participated in the first year of the utility`s program. Average realization rates ranging from 57% to 69% result, depending on the data quality. Detailed examinations of two houses using an alternate engineering method, the DOE-2 computer program (considered an industry standard), seem to indicate that the low realization rates mainly result from factors other than inaccuracies in the audit`s internal algorithms. Causes of the low realization rates are examined, showing that the strongest single factor linked to the low rates in this study is the use of secondary heating fuels that supplement the primary heating fuel. This study, like the other similar studies, concludes that engineering estimates are valuable tools in determining ranked lists of cost-effective weatherization measures, but may not be accurate substitutes for measured results in evaluating program performance.

    An antitrust suit against 90 Georgia electric utilities, charging that their monopoly of retail electricity sales should not preclude cogenerators and small power producers from selling surplus power to utilities elsewhere on the network, could set a national precedent allowing cogenerators to shop around for the best buy-back rate. Greensboro Lumber Co. charges that the utilities' refusal to wheel cogenerated power to potential purchasers represents a restraint of trade. The lumber company contends that cogenerators should sell to the wholesale market, where utilities have no state-granted monopoly. Attorneys for the two sides are unsure of the immediate outcome, but predict that antitrust action or threatened action could give cogenerators unfair leverage.

  1. A primer on incentive regulation for electric utilities

    In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

    Despite the recent restructuring, unbundling, competition, and incentive regulation that has complicated the utility business, estimating the fair rate of return on equity (ROE) remains an important part of public utility base rate cases. For the past two decades, the two most popular methods that regulatory commissions have used for estimating the cost of equity capital for regulated utilities have been the dividend discount method (known as the Discounted Cash Flow model of DCF) and the Capital Asset Pricing Model (or CAPM). Both models use common stock price behavior to draw inferences about the cost of equity. The DCF combines a stock's dividend yield and its predicted dividend growth rate. The CAPM relates changes in a stock's price to changes in the overall market for security prices. These methods have come into question, however, as utilities have increasingly diversified into unregulated activities. When a utility's regulated activities account for 95 to 99 percent of its revenues, there is little practical need to question that its company-specific cost-of-equity capital is overwhelmingly dominated by its regulated activities. But as this percentage continues to decrease, a company's specific cost of equity, as calculated by the DCF or CAPM, is influenced to a larger degree by its unregulated subsidiaries. Two general remedies are available to resolve the problem of setting the fair ROE when the company has substantial holdings in unregulated subsidiaries. One is to abandon (either partially or fully) the practice of using company-specific market information and use a proxy group of comparable utilities instead. The other is to continue using company-specific data, but to adjust the resulting estimates to account for the utility's diversification activity.

    Improvements in technology, low natural gas prices, and more flexible and positive attitudes in government and utilities are making distributed generation more viable. With more distributed generation, notably combined heat and power, comes an increase in the importance of standby rates, the cost of services utilities provide when customer generation is not operating or is insufficient to meet full load. This work looks at existing utility standby tariffs in five states. It uses these existing rates and terms to showcase practices that demonstrate a sound application of regulatory principles and ones that do not. The paper also addresses areas for improvement in standby rates.

  9. Safeguards Workforce Repatriation, Retention and Utilization

    Brookhaven National Laboratory was tasked by NA-241 to assess the transition of former IAEA employees back to the United States, investigating the rate of retention and overall smoothness of the repatriation process among returning safeguards professionals. Upon conducting several phone interviews, study authors found that the repatriation process went smoothly for the vast majority and that workforce retention was high. However, several respondents expressed irritation over the minimal extent to which their safeguards expertise had been leveraged in their current positions. This sentiment was pervasive enough to prompt a follow-on study focusing on questions relating to the utilization rather than the retention of safeguards professionals. A second, web-based survey was conducted, soliciting responses from a larger sample pool. Results suggest that the safeguards workforce may be oversaturated, and that young professionals returning to the United States from Agency positions may soon encounter difficulties finding jobs in the field.
