    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

  2. Background report for the formerly utilized Manhattan Engineer District/Atomic Energy Commission sites program

    The Department of Energy is conducting a program to determine radiological conditions at sites formerly used by the Army Corps of Engineers' Manhattan Engineer District and the Atomic Energy Commission in the early years of nuclear energy development. Also included in the program are sites used in the Los Alamos plutonium development program and the Trinity atomic bomb test site. Materials, equipment, buildings, and land became contaminated, primarily with naturally occurring radioactive nuclides. They were later decontaminated in accordance with the standards and survey methods in use at that time. Since then, however, radiological criteria, and proposed guidelines for release of such sites for unrestricted use have become more stringent as research on the effects of low-level radiation has progressed. In addition, records documenting some of these decontamination efforts cannot be found, and the final radiological conditions of the sites could not be adequately determined from the records. As a result, the Formerly Utilized Sites Program was initiated in 1974 to identify these formerly used sites and to reevaluate their radiological status. This report covers efforts through June 1980 to determine the radiological status of sites for which the existing conditions could not be clearly defined. Principal contractor facilities and associated properties have already been identified and activities are continuing to identify additional sites. Any new sites located will probably be subcontractor facilities and areas used for disposal of contractor waste or equipment; however, only limited information regarding this equipment and material has been collected to date. As additional information becomes available, supplemental reports will be published.

  4. Snohomish County Public Utility District Geothermal Energy Exploration Study Final Technical Report

    Supported by funds from this award, the District thoroughly explored the feasibility of a hydrothermal geothermal development within its service territory. The District successfully planned and drilled six exploratory geothermal wells and added significantly to the knowledge of the geology of the area. The Straight Creek Fault region, which was the sole location that showed significant potential for hydrothermal development in the District's service territory, was determined not to be feasible for development. The District subsequently expanded its search for geothermal development locations to include all of Washington State. Mount Baker has been identified as the area of the state with the greatest potential for geothermal development. Having gathered additional information about the Mount Baker region with support from this award, the District is actively pursuing exploration and development in the area.

    Under DE-FOA-0000085 High Penetration Solar Deployment, the U. S. Department of Energy funded agreements with SMUD and Navigant Consulting, SunPower, GridPoint, the National Renewable Energy Laboratory, and the California Energy Commission for this pilot demonstration project. Funding was $5,962,409.00. Cost share of $500,000 was also provided by the California Energy Commission. The project has strategic implications for SMUD, other utilities and the PV and energy-storage industries in business and resource planning, technology deployment and asset management. These implications include: -At this point, no dominant business models have emerged and the industry is open for new ideas. -Demonstrated two business models for using distributed PV and energy storage, and brainstormed several dozen more, each with different pros and cons for SMUD, its customers and the industry. -Energy storage can be used to manage high penetrations of PV and mitigate potential issues such as reverse power flow, voltage control violations, power quality issues, increased wear and tear on utility equipment, and system wide power supply issues. - Smart meters are another tool utilities can use to manage high penetrations of PV. The necessary equipment and protocols exist, and the next step is to determine how to integrate the functionality with utility programs and what level of utility control is required. - Time-of-use rates for the residential customers who hosted energy storage systems did not cause a significant change in energy usage patterns. However, the rates we used were not optimized for PV and energy storage. Opportunities exist for utilities to develop new structures.

    This report describes the results of an analysis to determine the economic and operational value of battery storage to wind and photovoltaic (PV) generation technologies to the Sacramento Municipal Utility District (SMUD) system. The analysis approach consisted of performing a benefit-cost economic assessment using established SMUD financial parameters, system expansion plans, and current system operating procedures. This report presents the results of the analysis. Section 2 describes expected wind and PV plant performance. Section 3 describes expected benefits to SMUD associated with employing battery storage. Section 4 presents preliminary benefit-cost results for battery storage added at the Solano wind plant and the Hedge PV plant. Section 5 presents conclusions and recommendations resulting from this analysis. The results of this analysis should be reviewed subject to the following caveat. The assumptions and data used in developing these results were based on reports available from and interaction with appropriate SMUD operating, planning, and design personnel in 1994 and early 1995 and are compatible with financial assumptions and system expansion plans as of that time. Assumptions and SMUD expansion plans have changed since then. In particular, SMUD did not install the additional 45 MW of wind that was planned for 1996. Current SMUD expansion plans and assumptions should be obtained from appropriate SMUD personnel.

    Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

    The major objective of this study was to test the hypothesis that investors have required an additional interest rate premium before purchasing bonds of utilities with large investments in nuclear facilities. The study required several tasks. First, the literature relating to firm bankruptcy and default was reviewed. Second, the failing financial health of the electric utility industry was assessed in terms of construction problems, the impact of federal and state regulations, and the impact of Three Mile Island. Finally, data were collected on 63 electric utilities. This allowed statistical estimation of the magnitude of the risk premium associated with utility involvement in nuclear power. The effect of this involvement on a utility's bond ratings was also examined. Multiple regression was the statistical tool used for the statistical testing and estimation.

    In Kitakyushu Science and Research Park, a new district energy system has been introduced. In this study, we chose this system as a case study and have carried out an analysis on the efficiency of the power generation and heat release utilization of the fuel cell and gas engine in summer by using the recorded data. The results can be summarized as follows; (1) Although the power generation efficiencies of the gas engine and fuel cell are a little bit lower than the standard designated value, they are almost running at stable condition. (2) The collected heat energy is lower than the designated value. The heat release utilization, which is used for cooling and hot water, is fairly low. Considering the efficient use of energy, it is a key to have a good use of heat release when we introduce a district energy system. (3) The discarded heat energy of the system is very big in this investigation when evaluating the system as a whole. It is fundamental to the future of energy conservation to use primary energy more efficiently.

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) has addressed sites across the nation for almost 4 decades. Multiple stake holder pressures, multiple regulations, and process changes occur over such long time periods. These result in many challenges to the FUSRAP project teams. Initial FUSRAP work was not performed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Records of Decision (ROD). The ROD identifies the remedy decision and ultimately the criteria to be used to release a site. Early FUSRAP projects used DOE Orders or the Uranium Mill Tailings Radiation Control Act (UMTRCA) standards. Under current RODs, regulations may differ, resulting in different cleanup criteria than that used in prior Vicinity Property (VP) remediation. The USACE, in preparation for closeout of Sites, conducts reviews to evaluate whether prior actions were sufficient to meet the cleanup criteria specified in the current ROD. On the basis of these reviews, USACE has conducted additional sampling, determined that prior actions were sufficient, or conducted additional remediation consistent with the selected remedy in the ROD. As the public pressures, regulations, and processes that the FUSRAP encounters continue to change, the program itself continues to evolve. Assessment of VPs at FUSRAP sites is a necessary step in the life cycle of our site management. (authors)

    The corrosion resistance of several commercial alloys was investigated in laboratory retort tests under a reducing/sulfidizing mixed gas at 700 and 900 F (371 and 482 C) for 1,000 hours. The test conditions were designed to simulate the corrosion of furnace walls in the combustion zone of utility boilers burning sulfur/chlorine-bearing coal substoichiometrically. Corrosion rates of these alloys were determined and compared to those obtained from a previous study in which the same alloys were evaluated under chlorine-free substoichiometric combustion environments. Results of the two studies reveal that the presence of chlorine in the reducing/sulfidizing mixed gas has a negligible effect on the corrosion behavior of these alloys in this gas at 700 F (371 C), whereas a beneficial effect was observed at 900 F (482 C). The beneficial effect implies that the presence of HCl may impede the sulfidation attack by H{sub 2}S under certain substoichiometric combustion environments.

    The efficiency of combined heat, power, and cold production in total energy systems could be improved significantly if absorption chillers were available that could be driven with limited mass flows of low-temperature hot water. In the case of district heat-driven air conditioning, for example, currently available standard absorption chillers are often not applied because they cannot provide the low hot water return temperature and the specific cooling capacity per unit hot water mass flow that are required by many district heating networks. Above all, a drastic increase in the size of the machine (total heat exchanger area) due to low driving temperature differences if of concern in low-temperature applications. A new type of multistage lithium bromide/water absorption chiller has been developed for the summertime operating conditions of district heating networks. It provides large cooling of the district heating water (some 30 K) and large cooling capacity per unit hot water mass flow. Two pilot plants of this novel absorption chiller were designed within the framework of a joint project sponsored by the German Federal Ministry of Education, Science, Research and Technology (BMBF), a consortium of 15 district heating utilities, and two manufacturers. The plants have been operated since summer 1996 in the district heating networks of Berlin and Duesseldorf. This paper describes the concept, installation, and control strategy of the two pilot plants, and it surveys the performance and operating experience of the plants under varying practical conditions.

    This paper explores whether partnerships between utilities and independent marketers are an effective strategy for marketing green power. We present case studies of voluntary and mandatory partnerships covering green power program design and implementation in both regulated and restructured electricity markets. We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

    Work is in progress to develop methods for concentrating tritium in water based on large primary isotope effects in catalytic redox processes. Basic research is being conducted to develop the chemistry of a complete cyclic process. The process will remove tritium from H2O by concentrating it with respect to protio-water. This research involves developing chemical cycles that produce high concentration factors for HTO based on the discrimination of CH and C-T bonds in oxidation reactions. Several steps are required in a cyclic process for the concentration of tritium in water. In the first step, the tritium is incorporated in an organic compound. H-T discrimination occurs as the tritium containing compound is oxidized in a step involving a Ru(IV) oxo complex. Strong primary kinetic isotope effects lead to the oxidation of C-H bonds in preference to C-T bonds, and this reaction leads to concentration of tritium in the organic compound. The reduced form of the ruthenium compound can be reoxidized so that the oxidation step can be made catalytic.

    This paper discusses results of a two-year collaborative research project between the authors and the Demand Response Research Center focused on behavioral response to a voluntary time-of-use pilot rate offered by the Sacramento Municipal Utilities District (SMUD) under the PowerChoice label. The project had two purposes: one was to assess the potential for increasing demand response through the introduction of enhanced information and real-time consumption feedback; the second was to better understand behavioral response to a TOU rate. Three successive waves of telephone surveys collected details about reasons for participation, actions taken, capacities and constraints to altering behavior, and a range of salient conditions, such as demographics and dwelling characteristics. Pre- and post-program interval meter data for participants and a comparison sample of households were also collected and analyzed to consider initial and season-change price effects of the rate and the effect of supplemental information treatments on response. Over half of surveyed participating households reported that they had made a great deal of effort to adjust their electricity consumption to the rate. Despite this, load data analysis revealed only minimal price effects; and, though households subjected to information treatments seemed to have learned from these treatments, load data analysis again detected only minimal effects on load. Given the currently high hopes for behavioral intervention and residential TOU rates, these unexpected results require explanation. We suggest a number of possibilities and discuss some implications for TOU programs, and for understanding demand response behavior and approaches to experiments with TOU rates.

    Owned and operated by large public electric utilities, district steam systems flourished in most northern US cities in the first half of this century. Following World War II, however, district steam systems became minor and, in some cases, unprofitable portions of the utilities' operations. Consequently, public utilities ceased promoting district steam to existing and potential customers, leading to the decline of their use. In recent years, district steam systems have been revitalized by independent enterprises that have the commitment and expertise to make these systems once again reliable and cost-effective energy sources. This paper reports on one such system, The St. Louis Steam Loop. The St. Louis steam loop consists of 22 miles of insulated underground steam piping encompassing a 400-square block area in the city's downtown business district. The loop is supplied with steam by the Ashley Plant, which was built in 1904 for the St. Louis World's Fair. Due to the rising cost of oil, which has been used to fuel the Ashley Plant since 1972, and the subsequent loss of customers, many people considered the steam system a dinosaur in the jet age. In 1982, Trigen-St. Louis Energy Corporation purchased the steam system and embarked on an aggressive campaign to upgrade all aspects of the system, including valves, piping, and meters. In 1999, Trigen-St. Louis will install an ISMW state-of-the-art combustion turbine cogenerator to provide 95% of the steam to the steam loop. A primary reason for the St. Louis Steam Loop's longevity is that it has reliably supplied steam to many downtown buildings for the better part of the 20th century.

    This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

    The idea to do this research was suggested by the efforts of some consumer groups and others to seek passage of a law in the United States to exempt investor-owned electric utilities from federal income taxes. The goal of the consumer groups is to reduce the charges to utility customers (which is measured in this study by the amount of the operating revenues of the utilities) while not causing any harm to the utilities. The population of interest consisted of all investor-owned electric utilities included on a current Compustat utility tape. In the analysis of the data, the changes in cash flow, operating revenue, and net income were summarized by the 89 utilities as a total group and by the division of the utilities into smaller groups or combinations which used the same accounting methods during the test period. The results of this research suggest the following conclusions concerning the change to a situation in which electric utilities are not subject to federal income taxes: (1) as a group, the decrease in cash flow would be significant, (2) as a group, the decrease in operating revenue (charges to customers) would not be significant, (3) as a group, the increase in net income would be significant, and (4) in analyzing the effects of any financial adjustments or changes on electric utilities, the accounting policies used to the utilities are an important factor.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare?     The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. The formability of steel sheets generally decreases with the increase in strength. Fracture and wrinkles tend to occur easily during forming. The springback phenomenon is also one of the issues which we should cope with, because it makes it difficult to obtain the desired shape after forming. Advanced high strength steel sheets with high formability have been developed in order to overcome these issues, and at the same time application technologies have been developed for their effective utilization. These sheets are normally used for cold forming. As a different type of forming, hot forming technique has been developed in order to produce parts with ultra high strength. In this report, technologies developed at NSSMC in this field will be introduced.

Greenhouse and solar reactors were designed to evaluate the use of solar energy in sludge composting, including their effects on temperature and compost quality. After 40 days of composting, it was found that the solar reactor could provide more stable heat for the composting process. The average temperature of the solar reactor was higher than that of the other two systems, and only the solar reactor could maintain the temperature above 55 °C for more than 3 days. Composting with the solar reactor resulted in 31.3% decrease in the total organic carbon, increased the germination index to 91%, decreased the total nitrogen loss, and produced a good effect on pot experiments.

    This report presents data and analyses related to Phase I implementation of the Clean Air Act Amendment by electric utilities. It describes the strategies used to comply with the Acid Rain Program in 1995, the effect of compliance on sulfur dioxide emissions levels, the cost of compliance, and the effects of the program on coal supply and demand. The first year of Phase I demonstrated that the market-based sulfur dioxide emissions control system could achieve significant reductions in emissions at lower than expected costs. Some utilities reduced aggregate emissions below legal requirements due to economic incentives; other utilities purchased additional allowances to avoid noncompliance. More than half of the utilities switched to or blended with lower sulfur coal, due to price reductions in the coal market which were partially due to the allowance trading program. 21 figs., 20 tabs.

    The combination of distributed energy resources (DER) and retail tariff structures to provide benefits to both utility consumers and the utilities is poorly understood. To improve understanding, an Integrated Energy System Model (IESM) is being developed to simulate the physical and economic aspects of DER technologies, the buildings where they reside, and feeders servicing them. The IESM was used to simulate 20 houses with home energy management systems on a single feeder under a time of use tariff to estimate economic and physical impacts on both the households and the distribution utilities. HEMS reduce consumers’ electric bills by precooling houses in the hours before peak electricity pricing. Household savings are greater than the reduction utility net revenue indicating that HEMS can provide a societal benefit providing tariffs are structured so that utilities remain solvent. Utilization of HEMS reduce peak loads during high price hours but shifts it to hours with off-peak and shoulder prices and resulting in a higher peak load.

    The utilization of wood biomass to generate district heat and power in communities that have access to this energy source is increasing. In this paper the effect of wood fuel properties, combustion condition, and flue gas cleaning system on variation in the amount and formation of particles in the flue gas of typical district heating wood boilers are discussed based on the literature survey. Direct measurements of particulate matter (PM) emissions from wood boilers with district heating applications are reviewed and presented. Finally, recommendations are given regarding the selection of wood fuel, combustion system condition, and flue gas cleaning system in district heating systems in order to meet stringent air quality standards. It is concluded that utilization of high quality wood fuel, such as wood pellets produced from natural, uncontaminated stem wood, would generate the least PM emissions compared to other wood fuel types. Particulate matter emissions from grate burners equipped with electrostatic precipitators when using wood pellets can be well below stringent regulatory emission limit such as particulate emission limit of Metro Vancouver, Canada.

    In an attempt to determine if correlation exists between coal quality, as measured by its ash and sulfur contents, and the maintenance cost at utility plants, an examination was made of the actual maintenance cost experience of selected portions of five TVA coal-fired power plants as a function of the fuel quality consumed during an extended period of time. The results indicate that, according to our decision rules developed in compliance with accepted statistical practices, correlation does exist in many portions of the coal-fired plants for which sufficient maintenance cost records were available. The degree of correlation varies significantly among the individual portions of a particular plant as well as among the various plants. However, the indicators are sufficient to confirm that a change (within the design constraints of the unit) in the ash and/or sulfur content of the coal being consumed by a utility boiler will have a proportionate effect on the maintenance cost at the plant. In the cases examined, each percent variation in ash content could have a monetary effect of from $0.05 to $0.10 per ton of coal consumed. Similarly, each percent variation in sulfur content could influence maintenance costs from $0.30 to $0.50 per ton of coal. Since these values are based on preliminary analysis of limited data, they must be approached with caution and not removed from the context in which they are presented. However, if borne out by further study, the potential magnitude of such savings may be sufficient to justify the acquisition of superior coal supplies, either by changing the source and/or using preparation to obtain a lower ash and sulfur fuel.

    The potential energy saving, capacity credits, and economic impacts of various arrangements for electrical power supply between utilities and small power cogenerators are discussed. The approach is to use a methodology consistent with those used by utilities in their reliability and generation cost analysis. Emphasis is placed on qualitative observations derived from detailed simulation investigations. Results are discussed that exhibit a wide range of fuel and cost impacts from grid-connected cogeneration. The variations demonstrate the dependency of results on utility system and cogenerator characteristics. Observations summarize, as best as possible, the general trends that occur for alternative combinations of: (1) utility composition; (2) cogenerator design and fuel type; and (3) capacity displacement choices. These are the three characteristic parameters used to describe each case study. Two synthetic utility systems are tested for their fuel and reliability responses to cogeneration. One is representative of systems in the midwest with predominantly coal-fueled capacity (51%). Nuclear (20%) and oil (21%) units make up most of the remaining capacity. The other system is primarily oil-fired capacity (54%) with smaller amounts of coal (23%) and nuclear (18%) sources. In general, it appears that cogeneration will have a difficult time competing with utility generation.

An evaluation of the feasibility and implications of supply plans, formulated by the State's electric utilities, to meet their forecasted demand is presented. The report is a critique of the supply plans; therefore, it establishes the foundation for the examining alternatives. Utility resource plans and underlying supply planning assumptions were submitted between March and June 1978 for evaluation, but updated resource plans of July 1979 were used as the basis for the assessment.     Purpose There has been an increased interest in utilizing renewable energy sources in district heating systems. District heating systems are centralized systems that provide heat for residential and commercial buildings in a community. While various renewable and conventional energy sources can be used in such systems, many stakeholders are interested in choosing the feasible option with the least environmental impacts. This paper evaluates and compares environmental burdens of alternative energy source options for the base load of a district heating center in Vancouver, British Columbia (BC) using the life cycle assessment method. The considered energy sources include natural gas, wood pellet, sewer heat, and ground heat. Methods The life cycle stages considered in the LCA model cover all stages from fuel production, fuel transmission/transportation, construction, operation, and finally demolition of the district heating system. The impact categories were analyzed based on the IMPACT 2002+ method. Results and discussion On a life-cycle basis, the global warming effect of renewable energy options were at least 200 kgeqCO2 less than that of the natural gas option per MWh of heat produced by the base load system. It was concluded that less than 25% of the upstream global warming impact associated with the wood pellet energy source option was due to transportation activities and about 50% of that was resulted from wood pellet production processes. In comparison with other energy options, the wood pellets option has higher impacts on respiratory of inorganics, terrestrial ecotoxicity, acidification, and nutrification categories. Among renewable options, the global warming impact of heat pump options in the studied case in Vancouver, BC, were lower than the wood pellet option due to BC's low carbon electricity generation profile. Ozone layer depletion and mineral extraction were the highest for the heat pump options due to extensive construction required for these

    Scrap tires represent a significant disposal and recycling challenge for the United States. Over 280 million tires are generated on an annual basis, and several states have large stockpiles or abandoned tire piles that are slated for remediation. While most states have programs to address the accumulation and generation of scrap tires, most of these states struggle with creating and sustaining recycling or beneficial end use markets. One of the major issues with market development has been the costs associated with transporting and processing the tires into material for recycling or disposal. According to a report by the Rubber Manufactures Association tire-derived fuel (TDF) represents the largest market for scrap tires, and approximately 115 million tires were consumed in 2001 as TDF (U.S. Scrap Tire Markets, 2001, December 2002, www.rma.org/scraptires). This market is supported primarily by cement kilns, followed by various industries including companies that operate utility and industrial boilers. However the use of TDF has not increased and the amount of TDF used by boiler operators has declined. The work completed through this cooperative research and development agreement (CRADA) has shown the potential of a mobile tire shredding unit to economically produce TDF and to provide an alterative low cost fuel to suitable coal-fired power systems. This novel system addresses the economic barriers by processing the tires at the retailer, thereby eliminating the costs associated with hauling whole tires. The equipment incorporated into the design allow for small 1-inch chunks of TDF to be produced in a timely fashion. The TDF can then be co-fired with coal in suitable combustion systems, such as a fluidized bed. Proper use of TDF has been shown to boost efficiency and reduce emissions from power generation systems, which is beneficial to coal utilization in existing power plants.     In order to more fully integrate renewable resources, such as wind and solar, into the transmission system, additional capacity must be realized in the short term using the installed transmission capacity that exists today. The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory Transmission and Grid Integration Group supported this study to assemble the history of regulations and status of transmission technology to expand existing grid capacity. This report compiles data on various transmission technology methods and upgrades for increased capacity utilization of the existing transmission system and transmission corridors. The report discusses the technical merit of each method and explains how the method could be applied within the current regulatory structure to increase existing transmission conductor and/or corridor capacity. The history and current state of alternatives to new construction is presented for regulators, legislators, and other policy makers wrestling with issues surrounding integration of variable generation. Current regulations are assessed for opportunities to change them to promote grid expansion. To support consideration of these alternatives for expanding grid capacity, the report lists relevant rules, standards, and policy changes.

  16. The state of energy storage in electric utility systems and its effect on renewable energy resources

    This report describes the state of the art of electric energy storage technologies and discusses how adding intermittent renewable energy technologies (IRETs) to a utility network affects the benefits from storage dispatch. Load leveling was the mode of storage dispatch examined in the study. However, the report recommended that other modes be examined in the future for kilowatt and kilowatt-hour optimization of storage. The motivation to install storage with IRET generation can arise from two considerations: reliability and enhancement of the value of energy. Because adding storage increases cost, reliability-related storage is attractive only if the accruing benefits exceed the cost of storage installation. The study revealed that the operation of storage should not be guided by the output of the IRET but rather by system marginal costs. Consequently, in planning studies to quantify benefits, storage should not be considered as an entity belonging to the system and not as a component of IRETS. The study also indicted that because the infusion of IRET energy tends to reduce system marginal cost, the benefits from load leveling (value of energy) would be reduced. However, if a system has storage, particularly if the storage is underutilized, its dispatch can be reoriented to enhance the benefits of IRET integration.

    High-performance organic field-effect transistor nonvolatile memories have been achieved using sputtered C nanoparticles as the nano-floating-gate. The sputtered C nano-floating-gate is prepared with low-cost material and simple process, forming uniform and discrete charge trapping sites covered by a smooth and complete polystyrene layer. The devices show large memory window, excellent retention capability, and programming/reading/erasing/reading endurance. The sputtered C nano-floating-gate can effectively trap both holes and electrons, and it is demonstrated to be suitable for not only p-type but also n-type organic field-effect transistor nonvolatile memories.

    District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    The General Services Administration, through its National Capital Region, operates a district heating system - called the Heating Operation and Transmission District - that provides steam to approximately 100 government buildings in Washington, D.C. HOTD is examining a host of options that will improve its ability to provide reliable, environmentally sound, and cost-effective service to its customers. This report evaluates one of those options - cogeneration, a technology that would enable HOTD to produce steam and electricity simultaneously. The study concluded that, under current regulations, cogeneration is not attractive economically because the payback period (15 years) exceeds Federal return-on-investment guidelines. However, if the regulatory environment changes to allow wheeling (transmission of power by a non-utility power producer to another user), cogeneration would be attractive; HOTD would save anywhere from $38 million to $118 million and the investment would pay back in 7 to 10 years. Although incorporating cogeneration into the HOTD system has no strong benefit at this time, the report recommends that GSA reevaluate cogeneration in one or two years because Federal regulations regarding wheeling are under review. It also recommends that GSA work with the District of Columbia government to develop standards for cogeneration.

    Non-Federally owned radioactively contaminated sites in St. Louis, Missouri are currently being remediated by the St. Louis District Corps of Engineers under the Formerly Utilized Sites Remedial Action Program (FUSRAP). When FUSRAP remediation is complete, inaccessible soils which have levels of contamination greater than unrestricted use standards, will remain. The purpose of this paper is to document the initial challenges facing the project team during its development of the Long Term Stewardship plan for the management of these soils. These soils are located under buildings, roads, railroads and bridges. The Long Term Stewardship plan for the majority of the sites is being developed simultaneously with the remedy selection process. A living document, it will ultimately document the remedial action end state and location of inaccessible soils and implement the plan for ensuring these soils are not a threat to human health and the environment. Although these soils are protective in their current configuration, at some point in time, when activities such as maintenance, utility or property improvement occur, the soils will become accessible and need to be addressed by the federal government. Up until that point in time they will need to be effectively managed to ensure they remain protective. The St. Louis District is in the process of collaboratively developing this plan with its regulators, affected stakeholders and interested parties.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West. To improve understanding, an Integrated Energy System Model (IESM) is being developed to simulate the physical and economic aspects of DER technologies, the buildings where they reside, and feeders servicing them. The IESM was used to simulate 20 houses with home energy management systems on a single feeder under a time-of-use (TOU) tariff to estimate economic and physical impacts on both the households and the distribution utilities. Home energy management systems (HEMS) reduce consumers’ electric bills by precooling houses in the hours before peak electricity pricing.     The disparate characteristics between conventional (CVs) and battery electric vehicles (BEVs) in terms of driving range, refill/recharge time, and availability of refuel/recharge infrastructure inherently limit the relative utility of BEVs when benchmarked against traditional driver travel patterns. However, given a high penetration of high-power public charging combined with driver tolerance for rerouting travel to facilitate charging on long-distance trips, the difference in utility between CVs and BEVs could be marginalized. We quantify the relationships between BEV utility, the deployment of fast chargers, and driver tolerance for rerouting travel and extending travel durations by simulating BEVs operated over real-world travel patterns using the National Renewable Energy Laboratory's Battery Lifetime Analysis and Simulation Tool for Vehicles (BLAST-V). With support from the U.S. Department of Energy's Vehicle Technologies Office, BLAST-V has been developed to include algorithms for estimating the available range of BEVs prior to the start of trips, for rerouting baseline travel to utilize public charging infrastructure when necessary, and for making driver travel decisions for those trips in the presence of available public charging infrastructure, all while conducting advanced vehicle simulations that account for battery electrical, thermal, and degradation response. Results from BLAST-V simulations on vehicle utility, frequency of inserted stops, duration of charging events, and additional time and distance necessary for rerouting travel are presented to illustrate how BEV utility and travel patterns can be affected by various fast charge deployments.

    Over the next twenty years, the Earth`s rain forests may decrease by forty percent! This paper presents a revolutionary corporate entity for the protection of those forests, the biological diversity conservation district (biodistricts). The underlying cause of rain forest destruction is unfettered competition for limited resources. The competitors are many: farmers, business, local and national governments, the biotechnology and ecotourism industries, multinational companies, public utilities, and indigenous groups. To varying degrees, all compete within the marketplace. biodistricts will bring together two forces once thought to be antithetical: conservation an development. They will be set up in corporate form, owned and controlled by groups claiming access to the forest resources. Because the various groups will fight for the same resources habitats, ecosystems, and genetic diversity-each will prevent the others from destroying them. The district members will ensure that all businesses maintain sustainable development practices because the economic success of the district depends upon the area`s natural beauty and biological diversity. This paper analyzes the effects on the culture, politics, economy and conservation there. It will conclude that the comprehensive approach taken by biodistricts is the only method for solving the problem of rain forest destruction; that it is economically feasible, culturally viable, and ethically defensible. By March 1, 1995, the paper will represent not only the culmination of eighteen months of research, writing and interviews regarding biological diversity conservation, but also the impetus to push the thinking of environmentalists and business persons in a new direction, perhaps the only direction that will allow the nations of the world to protect their forests for the next twenty years and beyond.

    The objective of this project was to explore the problems and opportunities for utility participation with solar water heating as a DSM measure. Expected benefits from the workshops included an increased awareness and interest by utilities in solar water heating as well as greater understanding by federal research and policy officials of utility perspectives for purposes of planning and programming. Ultimately, the project could result in better information transfer, increased implementation of solar water heating programs, greater penetration of solar systems, and more effective research projects. The objective of the workshops was satisfied. Each workshop succeeded in exploring the problems and opportunities for utility participation with solar water heating as a DSM option. The participants provided a range of ideas and suggestions regarding useful next steps for utilities and NREL. According to evaluations, the participants believed the workshops were very valuable, and they returned to their utilities with new information, ideas, and commitment.

The aim of this paper is to evaluate and rank energy sources available for a case of district heating system in Vancouver, Canada, based on multiple criteria and the view points of different stakeholders, and to show how communication would affect the ranking of alternatives. The available energy sources are natural gas, biomass (wood pellets), sewer heat, and geothermal heat. The evaluation criteria include GHG emissions, particulate matter emissions, maturity of technology, traffic load, and local source. In order to rank the energy options the PROMETHEE method is used. In this paper, two different scenarios were developed to indicate how the communication between the stakeholders would affect their preferences about criteria weights and would change the ranking of alternatives. The result of this study shows that without communication the best energy source for the considered district energy system is different for different stakeholders. While, addressing concerns through efficient communication would result in a general consensus. In this case, wood pellet is the best energy alternative for all the stakeholders.

    The Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) Program is developing and applying the methodology for assessing the far-field, long-term post-closure safety of deep geologic nuclear waste repositories. AEGIS is being performed by Pacific Northwest Laboratory (PNL) under contract with the Office of Nuclear Waste Isolation (ONWI) for the Department of Energy (DOE). One task within AEGIS is the development of methodology for analysis of the consequences (water pathway) from loss of repository containment as defined by various release scenarios. Analysis of the long-term, far-field consequences of release scenarios requires the application of numerical codes which simulate the hydrologic systems, model the transport of released radionuclides through the hydrologic systems to the biosphere, and, where applicable, assess the radiological dose to humans. The various input parameters required in the analysis are compiled in data systems. The data are organized and prepared by various input subroutines for use by the hydrologic and transport codes. The hydrologic models simulate the groundwater flow systems and provide water flow directions, rates, and velocities as inputs to the transport models. Outputs from the transport models are basically graphs of radionuclide concentration in the groundwater plotted against time. After dilution in the receiving surface-water body (e.g., lake, river, bay), these data are the input source terms for the dose models, if dose assessments are required. The dose models calculate radiation dose to individuals and populations. CIRMIS (Comprehensive Information Retrieval and Model Input Sequence) Data System is a storage and retrieval system for model input and output data, including graphical interpretation and display. This is the fourth of four volumes of the description of the CIRMIS Data System.

    With the increased interest in exploiting renewable energy sources for district heating applications, the economic comparison of viable options has been considered as an important step in making a sound decision. In this paper, the economic performance of several energy options for a district heating system in Vancouver, British Columbia, is studied. The considered district heating system includes a 10 MW peaking/ backup natural gas boiler to provide about 40% of the annual energy requirement and a 2.5 MW base-load system. The energy options for the base-load system include: wood pellet, sewer heat, and geothermal heat. Present values of initial and operating costs of each system were calculated over 25-year service life of the systems, considering depreciation and salvage as a negative cost item. It was shown that the wood pellet heat producing technologies provided less expensive energy followed by the sewer heat recovery, geothermal and natural gas systems. Among wood pellet technologies, the grate burner was a less expensive option than powder and gasifier technologies. It was found that using natural gas as a fuel source for the peaking/backup system accounted for more than 40% of the heat production cost for the considered district heating center. This is mainly due to the high natural gas prices which cause high operating costs over the service life of the district heating system. Variations in several economic inputs did not change the ranking of the technology options in the sensitivity analysis. However, it was found that the results were more sensitive to changes in operating costs of the system than changes in initial investment. It is economical to utilize wood pellet boilers to provide the base-load energy requirement of district heating systems Moreover, the current business approach to use natural gas systems for peaking and backup in district heating systems could increase the cost of heat production significantly.

    The economic feasibility of utilizing hot water from nuclear reactors to provide district heating for private residences in Richland, Washington, and space and process heating for nearby offices, part of the Hanford Reservation, and the Lamb-Weston potato processing plant is assessed. Specifically, the practicality of using hot water from the Washington Public Power Supply System's WNP-1 reactor, which is currently under construction on the Hanford Reservation, just north of the City of Richland is established. World-wide experience with district heating systems and the advantages of using these systems are described. The GEOCITY computer model used to calculate district heating costs is described and the assumptions upon which the costs are based are presented. District heating costs for the city of Richland, process heating costs for the Lamb-Weston potato processing plant, district heating costs for the Horn Rapids triangle area, and process heating costs for the 300 and 3000 areas are discussed. An economic analysis is discussed and institutional restraints are summarized. (MCW)

    The discovery of a large low-enthalpy geothermal water reservoir under the city of Vicenza (110,000 people) in northern Italy, through an oil prospecting venture, opened up the opportunity to install a district heating system with low energy consumption. Although the geothermal water is at 67{degrees}C, this is insufficient for heating the city`s commercial and residential buildings using their existing high-temperature heat distribution systems. Heat pumps are, therefore, used to obtain optimum useful heat energy from the geothermal source. Experience so far suggests that the system can reduce energy consumption by up to 60%, or 3885 MWh/year. The 2000 m deep well was completed in 1983 and is the first such well in Italy to be located within an urban area, making it ideal as a heat source for a district heating system. It produces 100 m{sup 3}/h of low salt-content water. The {open_quotes}Vicenza{close_quotes} geothermal heating and cooling project was developed by {open_quotes}Aziende Industriali Muncipalizzate{close_quotes} from 1988 to 1991, a utility company owned by the city of Vicenza, with the purpose of distributing approximately 40,000 MWh year to residential and commercial buildings. The project includes the installation of a power plant, and a district heating and cooling network. A reduction in the consumption of conventional fuels both for heating and domestic water has been achieved through a highly-efficient thermodynamic system based on reversible heat pumps. The system provides heating in the winter and air conditioning in summer.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

    cofiring coal with waste paper, sunflower hulls, and wood waste showed a broad spectrum of chemical and physical characteristics, according to American Society for Testing and Materials (ASTM) C618 procedures. Higher-than-normal levels of magnesium, sodium, and potassium oxide were observed for the biomass-coal fly ash, which may impact utilization in cement replacement in concrete under ASTM requirements. Other niche markets for biomass-derived fly ash were explored. Research was conducted to develop/optimize a catalytic partial oxidation-based concept for a simple, low-cost fuel processor (reformer). Work progressed to evaluate the effects of temperature and denaturant on ethanol catalytic partial oxidation. A catalyst was isolated that had a yield of 24 mole percent, with catalyst coking limited to less than 15% over a period of 2 hours. In biodiesel research, conversion of vegetable oils to biodiesel using an alternative alkaline catalyst was demonstrated without the need for subsequent water washing. In work related to biorefinery technologies, a continuous-flow reactor was used to react ethanol with lactic acid prepared from an ammonium lactate concentrate produced in fermentations conducted at the EERC. Good yields of ester were obtained even though the concentration of lactic acid in the feed was low with respect to the amount of water present. Esterification gave lower yields of ester, owing to the lowered lactic acid content of the feed. All lactic acid fermentation from amylose hydrolysate test trials was completed. Management activities included a decision to extend several projects to December 31, 2003, because of delays in receiving biomass feedstocks for testing and acquisition of commercial matching funds. In strategic studies, methods for producing acetate esters for high-value fibers, fuel additives, solvents, and chemical intermediates were discussed with several commercial entities.     Full realization of the potential of what might be considered “low-grade” geothermal resources will require that we examine many more uses for the heat than traditional electricity generation. To demonstrate that geothermal energy truly has the potential to be a national energy source we will be designing, assessing, and evaluating innovative uses for geothermal-produced water such as hybrid biomass-geothermal cogeneration of electricity and district heating and efficiency improvements to the use of cellulosic biomass in addition to utilization of geothermal in district heating for community redevelopment projects. The objectives of this project were: 1) to perform a techno-economic analysis of the integration and utilization potential of low-temperature geothermal sources. Innovative uses of low-enthalpy geothermal water were designed and examined for their ability to offset fossil fuels and decrease CO2 emissions. 2) To perform process optimizations and economic analyses of processes that can utilize low-temperature geothermal fluids. These processes included electricity generation using biomass and district heating systems. 3) To scale up and generalize the results of three case study locations to develop a regionalized model of the utilization of low-temperature geothermal resources. A national-level, GIS-based, low-temperature geothermal resource supply model was developed and used to develop a series of national supply curves. We performed an in-depth analysis of the low-temperature geothermal resources that dominate the eastern half of the United States. The final products of this study include 17 publications, an updated version of the cost estimation software GEOPHIRES, and direct-use supply curves for low-temperature utilization of geothermal resources. The supply curves for direct use geothermal include utilization from known hydrothermal, undiscovered hydrothermal, and near-hydrothermal EGS resources and presented these results at the Stanford

    The U.S. Army Corps of Engineers Buffalo District is evaluating environmental radioactive contamination at several Formerly Utilized Sites Remedial Action Program (FUSRAP) sites throughout New York, Pennsylvania, Ohio, and Indiana. The investigations follow the process defined in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Groundwater data from the Niagara Falls Storage Site (NFSS) in Lewiston, New York were evaluated for isotopic uranium ratios, specifically uranium-234 versus uranium-238 (U- 234 and U-238, respectively), and the results were presented at Waste Management 2006. Since uranium naturally occurs in all groundwater, it can be difficult to distinguish where low-concentration impacts from past releases differ from the high end of a site-specific natural background range. In natural groundwater, the ratio of U-234 to U-238 exceeds 1 (unity) due to the alpha particle recoil effect, in which U-234 is preferentially mobilized to groundwater from adjacent rock or soil. This process is very slow and may take hundreds to thousands of years before a measurable increase is seen in the natural isotopic ratio. If site releases are the source of uranium being measured in groundwater, the U-234 to U-238 ratio is commonly closer to 1, which normally reflects FUSRAP-related, uranium-contaminated wastes and soils. This lower ratio occurs because not enough residence time has elapsed since the 1940's and 1950's for the alpha particle recoil effect to have significantly altered the contamination-derived ratio. An evaluation of NFSS-specific and regional groundwater data indicate that an isotopic ratio of 1.2 has been identified as a signature value to help distinguish natural groundwater, which may have a broad background range, from zones impacted by past releases.     The human gut microbiota is an important metabolic organ, yet little is known about how its individual species interact, establish dominant positions, and respond to changes in environmental factors such as diet. In this study, gnotobiotic mice were colonized with an artificial microbiota comprising 12 sequenced human gut bacterial species and fed oscillating diets of disparate composition. Rapid, reproducible, and reversible changes in the structure of this assemblage were observed. Time-series microbial RNA-Seq analyses revealed staggered functional responses to diet shifts throughout the assemblage that were heavily focused on carbohydrate and amino acid metabolism. High-resolution shotgun metaproteomics confirmed many of these responses at a protein level. One member, Bacteroides cellulosilyticus WH2, proved exceptionally fit regardless of diet. Its genome encoded more carbohydrate active enzymes than any previously sequenced member of the Bacteroidetes. Transcriptional profiling indicated that B. cellulosilyticus WH2 is an adaptive forager that tailors its versatile carbohydrate utilization strategy to available dietary polysaccharides, with a strong emphasis on plant-derived xylans abundant in dietary staples like cereal grains. Two highly expressed, diet-specific polysaccharide utilization loci (PULs) in B. cellulosilyticus WH2 were identified, one with characteristics of xylan utilization systems. Introduction of a B. cellulosilyticus WH2 library comprising .90,000 isogenic transposon mutants into gnotobiotic mice, along with the other artificial community members, confirmed that these loci represent critical diet-specific fitness determinants. Carbohydrates that trigger dramatic increases in expression of these two loci and many of the organism s 111 other predicted PULs were identified by RNA-Seq during in vitro growth on 31 distinct carbohydrate substrates, allowing us to better interpret in vivo RNA-Seq and proteomics data.     The district heating system of the City of Plzen, Czech Republic, needs to have physical upgrades to replace aging equipment and to comply with upcoming environmental regulations. Also, its ownership and management are being changed as a result of privatization. As majority owner, the City has the primary goal of ensuring that the heating needs of its customers are met as reliably and cost-effectively as possible. This preliminary business plan is part of the detailed analysis (5 reports in all) done to assist the City in deciding the issues. Preparation included investigation of ownership, management, and technology alternatives; estimation of market value of assets and investment requirements; and forecasting of future cash flow. The district heating system consists of the Central Plzen cogeneration plant, two interconnected heating plants [one supplying both hot water and steam], three satellite heating plants, and cooperative agreements with three industrial facilities generating steam and hot water. Most of the plants are coal-fired, with some peaking units fired by fuel oil.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project.     The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid.     The TRW Advanced Entrained Coal Combustor Demonstration Project consists of retrofitting Orange and Rockland (O R) Utility Corporation's Lovett Plant Unit No. 3 with four (4) slagging combustors which will allow the gas/oil unit to fire 2.5% sulfur coal. The slagging combustor process will provide NO{sub x} and SO{sub x} emissions that meet NSPS and New York State Environmental Standards. During this report period, activity continued to address the total program funding shortfall. Ideas and responsibilities for further evaluation have been put forward to reduce the shortfall. In addition, an effort aimed at gaining additional program sponsorships, was initiated.

In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. In addition to the 8760-hour annual load record, the user provides the following information for each unit: plant capacity, annual maintenance requirement, two or three-state unit failure and repair rates, and for three-state models, the partial state capacity deficiency. PICES can also supply default failure and repair rate values, based on the Edison Electric Institute''s 1979 Report on Equipment Availability for the Ten-Year Period 1968 Through 1977, for many common plant types.
