    End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy

    This report summarizes the results of a joint project on renewable energy of the National Association of Regulatory Utility Commissioners (NARUC) and the US DOE. NARUC'S Task Force on Renewable Energy conducted a review of the current state of renewable energy technologies to evaluate their potential and extract key policy lessons from experience already gained in deployment of these technologies in numerous states. The main focus of this effort has been to clarify how utility regulators affect the development of renewable energy resources. The goal of the project was twofold: (1) identify the factors that have led to success or failure or renewable energy technologies in various energy markets, and (2) to develop an agenda on renewable energy and utility regulation for NARUC and the DOE. This report consists of three sections: renewable energy contributions, costs and potential; factors affecting development of renewable energy resources; and a renewable energy agenda for NARUC.

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. Admittedly, most of the case studies are site-specific and therefore not quantitatively transferable to other sites, but the approaches are stimulative and generate a large number of options that may not be immediately obvious to someone wishing to improve the economics of energy utilization. One of the strengths of the book is the breadth of topics covered, which are divided into six categories: drying and evaporation; energy control systems, applications of thermodynamics; process heating and waste heat recovery; energy from wastes; funding of innovative projects.

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The purpose of this study was to ascertain the feasibility of utilizing wind energy to meet part of the energy demands related to pumping water and to generating electricity for the rural households in Thailand. The data for this study were divided into three different areas: (1) wind speed data, (2) the wind machine performance data, and (3) the rural energy demand data. The wind machine were divided into two categories of water-pumping windmills and electricity-generating wind machines. Three types of water pumping windmills and one type of electricity-generating wind machine were matched with the wind condition in Thailand. They were the multi-blade rotor, the sailwing rotor model (WE 002), the slow-speed sailwing rotor, and the Aerowatt model (1100 FP5G) respectively. It was concluded that, in Thailand: (1) the multiblade rotor and the sail-wing rotor (WE 002) windmill is suitable for pumping water for domestic use at 43 specified locations; (2) the slow-speed sailwing rotor windmill is suitable for pumping water for small irrigation at 32 specified locations; and (3) the Aerowatt model (1100 GP5G) is suitable for generating electricity for household use at 29 specified locations.

    Sandia National Laboratories performed an assessment of the benefits of energy storage for the Kauai Island Utility Cooperative. This report documents the methodology and results of this study from a generation and production-side benefits perspective only. The KIUC energy storage study focused on the economic impact of using energy storage to shave the system peak, which reduces generator run time and consequently reduces fuel and operation and maintenance (O&M) costs. It was determined that a 16-MWh energy storage system would suit KIUC's needs, taking into account the size of the 13 individual generation units in the KIUC system and a system peak of 78 MW. The analysis shows that an energy storage system substantially reduces the run time of Units D1, D2, D3, and D5 - the four smallest and oldest diesel generators at the Port Allen generating plant. The availability of stored energy also evens the diurnal variability of the remaining generation units during the off- and on-peak periods. However, the net economic benefit is insufficient to justify a load-leveling type of energy storage system at this time. While the presence of storage helps reduce the run time of the smaller and older units, the economic dispatch changes and the largest most efficient unit in the KIUC system, the 27.5-MW steam-injected combustion turbine at Kapaia, is run for extra hours to provide the recharge energy for the storage system. The economic benefits of the storage is significantly reduced because the charging energy for the storage is derived from the same fuel source as the peak generation source it displaces. This situation would be substantially different if there were a renewable energy source available to charge the storage. Especially, if there is a wind generation resource introduced in the KIUC system, there may be a potential of capturing the load-leveling benefits as well as using the storage to dampen the dynamic instability that the wind generation could introduce into

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints.     In our first year of the current funding cycle, we have investigated three interrelated aspects of K-feldspar thermochronology; (1) the Ar diffusion properties and microstructures of K-feldspars, (2) the thermal evolution of the Valles Caldera and (3) the continued development of microanalysis. Results of TEM and light microscopy on heated and unheated samples of MH-10 K-feldspar reveal three classes of substructure are present: (1) cross hatched extinction is common and there is almost no albite/pericline twinning, only tweed microstructure; (2) 5--10 vol. % of this K-feldspar are turbid zones with complex twin and tweed structures at the sub-micron scale and numerous dislocation and strain features; (3) about 20% of the K-feldspar is comprised of 0.01 {times} 0.2-1{mu}m albite exsolution lamellae. The network of fractured/turbid zones divides the sample into blocks of approximately 50 {mu}m and the separation between albite exsolution lamellae produce K-feldspar domains of the order 0.1 {mu}m. Independent crushing and diffusion experiments suggest the scale of the largest domain is order ten's of micron whereas the smallest domain size is inferred to be {approximately}0.1 {mu}m. Many, and perhaps most, alkali feldspars contain diffusion domains with activation energies that may vary by as much as 8 kcal/mol. An extraordinary consequence of even relatively small variations in activation energy between domains is that the shape of an age spectrum can change dramatically by varying the laboratory heating schedule. We have performed {sup 40}Ar/{sup 39}Ar age spectrum experiments on K-feldspar separated from Proterozoic quartz monzonite taken from a depth of 1.76 km down the VC-2B drill hole, Valles Caldera, north-central New Mexcio.

    A detailed description is given of the laws and programs of the State of Nebraska governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitiled ''Community Energy Systems and the Law of Public Utilities--Volume One: An Overview.''     This report examines the capital cost associated with various energy storage systems that have been installed for electric utility application. The storage systems considered in this study are Battery Energy Storage (BES), Superconducting Magnetic Energy Storage (SMES) and Flywheel Energy Storage (FES). The report also projects the cost reductions that may be anticipated as these technologies come down the learning curve. This data will serve as a base-line for comparing the cost-effectiveness of hydrogen energy storage (HES) systems in the electric utility sector. Since pumped hydro or compressed air energy storage (CAES) is not particularly suitable for distributed storage, they are not considered in this report. There are no comparable HES systems in existence in the electric utility sector. However, there are numerous studies that have assessed the current and projected cost of hydrogen energy storage system. This report uses such data to compare the cost of HES systems with that of other storage systems in order to draw some conclusions as to the applications and the cost-effectiveness of hydrogen as a electricity storage alternative.

    One of the most effective methods of utilizing solar energy is to use the sunlight and solar thermal energy such as a photovoltaic-thermal panel (PV/T panel) simultaneously. From such a viewpoint, systems using various kinds of PV panels were constructed in the world. In these panels, solar cells are set up at an absorber collecting solar thermal energy. Therefore, temperature of solar cell increases up to the prescribed temperature of thermal energy use, although it is lower than the cell temperature when using only solar cell panel. For maintaining cell conversion efficiency at the standard conditions, it is necessary to keep the cell at lower temperature. In this paper, electric and thermal energy obtained form a PV/T panel is evaluated in terms of energy. BAsed on this evaluation, the method of not to decrease cell conversion efficiency with collecting solar thermal energy was proposed.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

The device is characterized by the combination of: (a) a vessel adapted to follow the regular undulations of sea swells at a place of anchorage, and constructed in a manner to face the swells so as to pitch and not to roll while anchored; (b) air cylinders disposed at least at one extremity of the vessel to moderate more or less the amplitude of the pitching; (c) watertight compartments containing a liquid; (d) prime movers, such as continuously powered turbines, located in the path of the liquid and suited to harness energy from the liquid as it moves so as to supply mechanical energy to at least one rotatable shaft; and (e) liquid deflectors located at the extremities of each water-tight compartment.

    Redox flow batteries (RFB) have attracted considerable interest due to their ability to store large amounts of power and energy. Non-aqueous energy storage systems that utilize at least some aspects of RFB systems are attractive because they can offer an expansion of the operating potential window, which can improve on the system energy and power densities. One example of such systems has a separator separating first and second electrodes. The first electrode includes a first current collector and volume containing a first active material. The second electrode includes a second current collector and volume containing a second active material. During operation, the first source provides a flow of first active material to the first volume. The first active material includes a redox active organic compound dissolved in a non-aqueous, liquid electrolyte and the second active material includes a redox active metal.

    In order to understand the benefits of cogeneration -- the on site production of electricity and hot water -- it is beneficial to know the overall efficiency of the energy media presently being used when compared to cogeneration. Virtually every commercial and industrial establishment purchases their electricity from the local utility company and heat their water by using on site boilers and hot water heaters fired by natural gas or propane -- which they also purchase from an outside supplier. When on-site cogeneration is compared to purchased power the results in fuel usage efficiency are: cogeneration -- 89.2%; purchased power -- 52.6%. The overall result of on site, properly applied cogeneration is an economical, environmental, and conservational tool that preserves an establishment`s cash, helps reduce pollution and conserves a precious natural resource.
