    This project was established to help reduce the barriers of wind energy expansion by providing independent testing results for small wind turbines. Five turbines were tested at the National Wind Technology Center (NWTC) at the National Renewable Energy Laboratory (NREL) as a part of round one of this project. Duration testing is one of up to five tests that may be performed on the turbines, including power performance, safety and function, noise, and power quality. Test results will provide manufacturers with reports that can be used to fulfill part of the requirements for small wind turbine certification. The test equipment included a grid-connected Ventera Energy Corporation VT10 wind turbine mounted on an 18.3-m (60-ft) self-supporting lattice tower manufactured by Rohn.

    A posttest study of Semiscale Tests S-UT-6 and S-UT-7 has been completed to assess TRAC-PFl predictions of pressurized water-reactor (PWR) small-break transients. The comparisons of the TRAC calculations and experimental results show that the correct qualitative influence of upper-head injection (UHI) was predicted. The major phenomenological difference predicted was the mode of core voiding. The data show a slow boiloff from the top of the core resulting in a dryout near the top of the core only. TRAC predicted a more extensive voiding with fluid forced from the bottom of the core by a pressure increase in the upper vessel plenum. The pressure increase was the primary consequence of a failure to predict a complete clearance of the seal in the intact-loop pump-suction upflow leg. Further review of the interphasic drag correlations, entrainment correlations, and critical-flow model is recommended. 20 figures.

    The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

    The 2013 Ultrasonic Testing (UT) modeling benchmark concerns direct echoes from side drilled holes (SDH), flat bottom holes (FBH) and corner echoes from backwall breaking artificial notches inspected with a matrix phased array probe. This communication presents the results obtained with the models implemented in the CIVA software: the pencilmodel is used to compute the field radiated by the probe, the Kirchhoff approximation is applied to predict the response of FBH and notches and the SOV (Separation Of Variables) model is used for the SDH responses. The comparison between simulated and experimental results are presented and discussed.

  14. Automatic UT inspection of economizer at TVA`s Paradise plant

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning.     This document provides a technical description of the real-time imaging system developed for rapid flaw detection and characterization utilizing the synthetic aperture focusing technique for ultrasonic testing (SAFT-UT). The complete fieldable system has been designed to perform inservice inspection of light-water reactor components. Software was written on a DEC LSI 11/23 computer system to control data collection. The unprocessed data is transferred to a VAX 11/730 host computer to perform data processing and image display tasks. A parallel architecture peripheral to the host computer, referred to as the Real-Time SAFT Processor, rapidly performs the SAFT processing function. From the host's point of view, this device operates on the SAFT data in such a way that one may consider it to be a specialized or SAFT array processor. A guide to SAFT-UT theory and conventions is included, along with a detailed description of the operation of the software, how to install the software, and a detailed hardware description.

    The paper presents the results of the investigation of VT6 titanium alloy subjected to electro-explosion alloying with TiB{sub 2} and irradiation with pulsed electron beam. It was established that electro-explosion alloying resulted in a high level of roughness of the surface layer with high adhesion of the modified layer and matrix. Further irradiation of the material with electron beam resulted in the smoothing of the surface of alloying and formation of a porous structure with various scale levels in the surface layer. It was also established that the energetic exposure causes the formation of a gradient structure with a changing elemental composition along the direction from the surface of alloying.

    This report documents work performed at the Pacific Northwest National Laboratory (PNNL) in Richland, Washington, and at the Electric Power Research Institute's (EPRI) Nondestructive Examination (NDE) Center in Charlotte, North Carolina, on evalutating a low frequency ultrasonic inspection technique used for examination of cast stainless steel (CSS) and dissimilar metal (DMW) reactor piping components. The technique uses a zone-focused, multi-incident angle, low frequency (250-450 kHz) inspection protocol coupled with the synthetic aperture focusing technique (SAFT). The primary focus of this work is to provide information to the United States Nuclear Regulatory Commission on the utility, effectiveness and reliability of ultrasonic testing (UT) inspection techniques as related to the inservice ultrasonic inspection of coarse grained primary piping components in pressurized water reactors (PWRs).

    Field measurements of turbulence are pre- sented from two sites in Puget Sound, WA (USA) that are proposed for electrical power generation using tidal current turbines. Rapidly sampled data from multiple acoustic Doppler instruments are analyzed to obtain statistical mea- sures of fluctuations in both the magnitude and direction of the tidal currents. The resulting turbulence intensities (i.e., the turbulent velocity fluctuations normalized by the harmonic tidal currents) are typically 10% at the hub- heights (i.e., the relevant depth bin) of the proposed turbines. Length and time scales of the turbulence are also analyzed. Large-scale, anisotropic eddies dominate the energy spectra, which may be the result of proximity to headlands at each site. At small scales, an isotropic turbulent cascade is observed and used to estimate the dissipation rate of turbulent kinetic energy. Data quality and sampling parameters are discussed, with an emphasis on the removal of Doppler noise from turbulence statistics.

    Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    A Benthic Flux Sampling Device (BFSD) was demonstrated on site to determine the mobility of contaminants in sediments off the Puget Sound Naval Shipyard (PSNS) in Sinclair Inlet, WA. Quantification of toxicant flux from the sediments will support ongoing assessment studies and facilitate the design of appropriate remediation strategies, if required.     Following a telephone interview with Materials and Systems Research, Inc. (MSRI) by members of the Hydrogen Safety Panel on December 4, 2008, a safety review team was dispatched to Salt Lake City, UT to perform a site-visit review. The major topic of concern was the presence of a hydrogen storage and dispensing shed on the MSRI premises close to both its own laboratory/office building and to the adjoining property. The metal shed contains 36 cylinders (two 18-cylinder "pods") of hydrogen all connected to a common manifold and used to supply hydrogen to a U.S. Department of Energy (DOE) fuel cell project plus several other projects using an entire pod as a common supply. In busy times, MSRI uses and replaces one pod per week. As a result of the site visit, the safety review team has raised some concern with the shed’s location, design, use, and safety features as well as other components of the facility, including the laboratory area.

    As part of this DOE`s demonstration program, a corrosion test panel was installed on the west sidewall of Dayton Power & Light Unit no.4 at the J. M. Stuart Station (JMSS4) during the burner retrofit outage in November 1991. The test panel consisted of four sections of commercial coatings separated by bare SA213-T2 tubing. During the retrofit outage, a UT survey was performed to document the baseline wall thicknesses of the test panel, as well as several furnace wall areas outside the test panel. The purpose of the UT survey was to generate the baseline data so that the corrosion wastage associated with the operation of Low NO{sub x} Cell Burners (LNCB{trademark} burner) could be quantitatively determined. The corrosion test panel in JMSS4 was examined in April 1993 after the first 15-month operation of the LNCB{trademark} burners. Details of the corrosion analysis and UT data were documented in the Long-Term Testing Report. The second JMSS4 outage following the LNCB{trademark} burner retrofit took place in September 1944. Up to this point, the test panel in JMSS4 had been exposed to the corrosive combustion environment for approximately 31 months under normal boiler operation of JMSS4. This test period excluded the down time for the April 1993 outage. During the September 1994 outage, 70 tube samples of approximately one-foot length were cut from the bottom of the test panel. These samples were evaluated by the Alliance Research Center of B&W using the same metallurgical techniques as those employed for the previous outage. In addition, UT measurements were taken on the same locations of the lower furnace walls in JMSS4 as those during the prior outages. Results of the metallurgical analyses and UT surveys from different exposure times were compared, and the long-term performance of waterwall materials was analyzed. The corrosion data obtained from the long-term field study at JMSS4 after 32 months of LNCB{trademark} burner operation are summarized in this report.

In addition, DOE proposes to manage and dispose of approximately 1,930 cesium and strontium capsules that are by-products of tank waste.     The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.
