    This study presents an assessment of multiple approaches to determine the home and/or other important locations to a Twitter user. In this study, we present a unique approach to the problem of geotagged data sparsity in social media when performing geoinferencing tasks. Given the sparsity of explicitly geotagged Twitter data, the ability to perform accurate and reliable user geolocation from a limited number of geotagged posts has proven to be quite useful. In our survey, we have achieved accuracy rates of over 86% in matching Twitter user profile locations with their inferred home locations derived from geotagged posts.

    The US Department of Energy`s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is responsible for developing the Civilian Radioactive Waste Management System (CRWMS) to accept spent nuclear fuel from commercial facilities. The objective of the Facility Interface Capability Assessment (FICA) project was to assess the capability of each commercial spent nuclear fuel (SNF) storage facility, at which SNF is stored, to handle various SNF shipping casks. The purpose of this report is describe the FICA computer software and to provide the FICA user with a guide on how to use the FICA system. The FICA computer software consists of two executable programs: the FICA Reactor Report program and the FICA Summary Report program (written in the Ca-Clipper version 5.2 development system). The complete FICA software system is contained on either a 3.5 in. (double density) or a 5.25 in. (high density) diskette and consists of the two FICA programs and all the database files (generated using dBASE III). The FICA programs are provided as ``stand alone`` systems and neither the Ca-Clipper compiler nor dBASE III is required to run the FICA programs. The steps for installing the FICA software system and executing the FICA programs are described in this report. Instructions are given on how to install the FICA software system onto the hard drive of the PC and how to execute the FICA programs from the FICA subdirectory on the hard drive. Both FICA programs are menu driven with the up-arrow and down-arrow keys used to move the cursor to the desired selection.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the US Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA displays a colorful, graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes.

These interviews, part of a larger study covering nine different solar technologies, attempted to identify: the type of information each distinctive group of information users needed, and the best way of getting information to that group. A new schematic editor for HVAC systems will be combined with different building envelope geometry generation tools and IFC-based BIM import and export. LBNL and Digital Alchemy havemore » generated a detailed function requirements specification, which is being implemented in software by Infosys, LBNL and and Digital Alchemy. LBNL and practitioner subcontractors will develop a comprehensive set of templates and libraries and will perform extensive testing of the GUI before it is released in Q3 2011.     Welcome to the US Department of Energy`s (DOE`s) energy auditing tool called ``NEAT``. NEAT, an acronym for National Energy AudiT, is a program for personal computers that was designed for use by local agencies in the Weatherization Assistance Program. It is an approved alternative audit that meets all auditing requirements set forth by the program as well as those anticipated from new regulations pertaining to waiver of the 40% materials requirements. NEAT is easy to use. It applies engineering and economic calculations to evaluate energy conservation measures for single-family, detached houses or small multifamily buildings. You can use it to rank measured for each individual house, or to establish a priority list of conservation measures for nearly identical housing types. NEAT was written for the Weatherization Assistance Program by Oak Ridge National Laboratory. Many buildings energy consumption algorithms are taken from Lawrence Berkeley Laboratory`s to the computerized Instrumented Residential Audit (CIRA), published in 1982 for the Department of energy. Equipment retrofit conservation measures are based on published reports on various heating retrofits. Heating and cooling system replacement conservation measures are based on the energy ratings of new heating and cooling equipment. The Weatherization Program anticipates that this computer-based energy audit will offer substantial performance improvements to many states who choose to incorporate it into their programs. When conservation measures are evaluated locally according to climate, fuel cost, measure cost, and existing house conditions, the Program will be closer to its goal of assuring the maximum return for every federal dollar spent.

    The Commercial Buildings Energy Consumption Survey (CBECS) that is conducted by the Energy Information Administration (EIA) is the primary source of energy data for commercial buildings in the United States. The survey began in 1979 and has subsequently been conducted in 1983, 1986, and 1989. The next survey will cover energy consumption during the year 1992. The building characteristic data will be collected between August 1992 and early December 1992. Requests for energy consumption data are mailed to the energy suppliers in January 1993, with data due by March 1993. Before each survey is sent into the field, the data users' needs are thoroughly assessed. The purpose of this report is to document the findings of that user-needs assessment for the 1992 survey.

    Sustainability assessment is needed to build sustainable farming systems. A broad range of sustainability concepts, methodologies and applications already exists. They differ in level, focus, orientation, measurement, scale, presentation and intended end-users. In this paper we illustrate that a smart combination of existing methods with different levels of application can make sustainability assessment more profound, and that it can broaden the insights of different end-user groups. An overview of sustainability assessment tools on different levels and for different end-users shows the complementarities and the opportunities of using different methods. In a case-study, a combination of the sustainable value approach (SVA) and MOTIFS is used to perform a sustainability evaluation of farming systems in Flanders. SVA is used to evaluate sustainability at sector level, and is especially useful to support policy makers, while MOTIFS is used to support and guide farmers towards sustainability at farm level. The combined use of the two methods with complementary goals can widen the insights of both farmers and policy makers, without losing the particularities of the different approaches. To stimulate and support further research and applications, we propose guidelines for multilevel and multi-user sustainability assessments. - Highlights: Black-Right-Pointing-Pointer We give an overview of sustainability assessment tools for agricultural systems. Black-Right-Pointing-Pointer SVA and MOTIFS are used to evaluate the sustainability of dairy farming in Flanders. Black-Right-Pointing-Pointer Combination of methods with different levels broadens the insights of different end-user groups. Black-Right-Pointing-Pointer We propose guidelines for multilevel and multi-user sustainability assessments.

    Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

    The purpose of this research is to project household energy consumption, energy expenditure, and energy expenditure as share of income for five population groups from 1991 to 2009. The approach uses the Minority Energy Assessment Model (MEAM), developed by Argonne National Laboratory for the US Department of Energy's Office of Minority Economic Impact. The MEAM provides a framework that can be used to forecast regional energy consumption and energy expenditure for majority, black, Hispanic, poor, and nonpoor households. The forecasts of key macroeconomic and energy variables used as exogenous variables in the MEAM were obtained from the Data Resources, Inc., Macromodel and Energy Model. Generally, the projections of household energy consumption, expenditure, and energy expenditure as share of income vary across population groups and census regions.

    The Commercial Buildings Energy Consumption Survey (CBECS) that is conducted by the Energy Information Administration (EIA) is the primary source of energy data for commercial buildings in the United States. The survey began in 1979 and has subsequently been conducted in 1983, 1986, and 1989. The next survey will cover energy consumption during the year 1992. The building characteristic data will be collected between August 1992 and early December 1992. Requests for energy consumption data are mailed to the energy suppliers in January 1993, with data due by March 1993. Before each survey is sent into the field, the data users` needs are thoroughly assessed. The purpose of this report is to document the findings of that user-needs assessment for the 1992 survey.

    The DBEDT DSM Assessment Model (DSAM) is a spreadsheet model developed in Quattro Pro for Windows that is based on the integration of the DBEDT energy forecasting model, ENERGY 2020, with the output from the building energy use simulation model, DOE-2. DOE-2 provides DSM impact estimates for both energy and peak demand. The ``User`s Guide`` is designed to assist DBEDT staff in the operation of DSAM. Supporting information on model structure and data inputs are provided in Volumes 2 and 3 of the Final Report. DSAM is designed to provide DBEDT estimates of the potential DSM resource for each county in Hawaii by measure, program, sector, year, and levelized cost category. The results are provided for gas and electric and for both energy and peak demand. There are two main portions of DSAM, the residential sector and the commercial sector. The basic underlying logic for both sectors are the same. However, there are some modeling differences between the two sectors. The differences are primarily the result of (1) the more complex nature of the commercial sector, (2) memory limitations within Quattro Pro, and (3) the fact that the commercial sector portion of the model was written four months after the residential sector portion. The structure for both sectors essentially consists of a series of input spreadsheets, the portion of the model where the calculations are performed, and a series of output spreadsheets. The output spreadsheets contain both detailed and summary tables and graphs.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. MHEA evaluates each manufactured home individually and takes into account local weather conditions, retrofit measure costs, and fuel costs. The recommended package of weatherization retrofit measures is tailored to the home being evaluated. More traditional techniques apply the same package of retrofit measures to all manufactured homes, often the same set of measures that are installed into site-built homes. Effective manufactured home weatherization can be achieved only by installing measures developed specifically for manufactured homes.     The Facility Energy Decision Screening (FEDS) Model is under development at Pacific Northwest Laboratory (PNL) for the US DOE Federal Energy Management Program (DOE-FEMP) and the US Army Construction Engineering REsearch Laboratory (USA-CERL). FEDS is a multi-level energy analysis software system designed to provide a comprehensive approach to fuel-neutral, technology-independent, integrated (energy) resource planning and acquisition. The FEDS system includes Level-1, which is a top-down, first-pass energy systems analysis and energy resource acquisition decision software model for buildings and facilities, and the Level-2 software model, which allows specific engineering inputs and provides detailed output. The basic intent of the model is to provide an installation with the information necessary to determine the minimum life-cycle cost (LCC) configuration of the installation`s energy generation and consumption infrastructure. The model has no fuel or technology bias; it simply selects the technologies that will provide an equivalent or superior level of service (e.g., heating, cooling, illumination) at the minimum LCC.

    During 1992, the Energy Information Administration (EIA) conducted a user-needs study for the 1993 Residential Energy Consumption Survey (RECS). Every 3 years, the RECS collects information on energy consumption and expenditures for various classes of households and residential buildings. The RECS is the only source of such information within EIA, and one of only a few sources of such information anywhere. EIA sent letters to more than 750 persons, received responses from 56, and held 15 meetings with users. Written responses were also solicited by notices published in the April 14, 1992 Federal Register and in several energy-related publications. To ensure that the 1993 RECS meets current information needs, EIA made a specific effort to get input from policy makers and persons needing data for forecasting efforts. These particular needs relate mainly to development of the National Energy Modeling System and new energy legislation being considered at the time of the user needs survey.

    Welcome to the U.S. Department of Energy's (DOE's) energy auditing tool, called ''NEAT.'' NEAT, an acronym for National Energy Audit Tool, a program for personal computers that was designed for use by local agencies in the Weatherization Assistance Program. It is an approved alternative audit that meets all auditing requirements set forth by the Program. NEAT is easy to use. It applies engineering and economic calculations to evaluate energy conservation measures for single-family, detached houses or small multifamily buildings. You can use it to rank measures for each individual house, or to establish a priority list of conservation measures for nearly identical housing types. NEAT was written for the Weatherization Assistance Program by Oak Ridge National Laboratory. Many building energy consumption algorithms are taken from Lawrence Berkeley Laboratory's Computerized Instrumented Residential Audit (CIRA), published in 1982 for the Department of Energy. Equipment retrofit conservation measures are based on published reports on various heating retrofits. Heating and cooling system replacement conservation measures are based on the energy ratings of new heating and cooling equipment. The Weatherization Program anticipates that this computer-based energy audit will offer substantial performance improvements to many states who choose to incorporate it into their programs. When conservation measures are evaluated locally according to climate, fuel cost, measure cost, and existing house conditions, the Program will be closer to its goal of assuring the maximum return for every federal dollar spent.

The U.S. Army has been using Army Energy and Water Reporting System (AEWRS) for many years to collect and compile energy data from installations for facilitating compliance with Federal and Department of Defense energy management program reporting requirements. In this analysis, staff from Pacific Northwest National Laboratory found that substantial opportunities exist to expand AEWRS functions to better assist the Army to effectively manage energy programs. Army leadership must decide if it wants to invest in expanding AEWRS capabilities as a web-based, enterprise-wide tool for improving the Army Energy and Water Management Program or simply maintaining a bottom-up reporting tool. This report looks at both improving system functionality from an operational perspective and increasing user-friendliness, but also as a tool for potential improvements to increase program effectiveness. The authors of this report recommend focusing on making the system easier for energy managers to input accurate data as the top priority for improving AEWRS. The next major focus of improvement would be improved reporting. The AEWRS user interface is dated and not user friendly, and a new system is recommended. While there are relatively minor improvements that could be made to the existing system to make it easier to use, significant improvements will be achieved with a user-friendly interface, new architecture, and a design that permits scalability and reliability.     A plantwide energy assessment was performed at Hawaiian Commercial & Sugar Co., an integrated sugarcane farming and processing facility on the island of Maui in the State of Hawaii. There were four main tasks performed for the plantwide energy assessment: 1) pump energy assessment in both field and factory operations, 2) steam generation assessment in the power production operations, 3) steam distribution assessment in the sugar manufacturing operation, and 4) electric power distribution assessment of the company system grid. The energy savings identified in each of these tasks were summarized in terms of fuel savings, electricity savings, or opportunity revenue that potentially exists mostly from increased electric power sales to the local electric utility. The results of this investigation revealed eight energy saving projects that can be implemented at HC&S. These eight projects were determined to have potential for $1.5 million in annual fuel savings or 22,337 MWh equivalent annual electricity savings. Most of the savings were derived from pump efficiency improvements and steam efficiency improvements both in generation and distribution. If all the energy saving projects were implemented and the energy savings were realized as less fuel consumed, there would be corresponding reductions in regulated air pollutants and carbon dioxide emissions from supplemental coal fuel. As HC&S is already a significant user of renewable biomass fuel for its operations, the projected reductions in air pollutants and emissions will not be as great compared to using only coal fuel for example. A classification of implementation priority into operations was performed for the identified energy saving projects based on payback period and ease of implementation.

    The purpose of this research is to project household energy consumption, energy expenditure, and energy expenditure as share of income for five population groups from 1991 to 2009. The approach uses the Minority Energy Assessment Model (MEAM), developed by Argonne National Laboratory for the US Department of Energy`s Office of Minority Economic Impact. The MEAM provides a framework that can be used to forecast regional energy consumption and energy expenditure for majority, black, Hispanic, poor, and nonpoor households. The forecasts of key macroeconomic and energy variables used as exogenous variables in the MEAM were obtained from the Data Resources, Inc., Macromodel and Energy Model. Generally, the projections of household energy consumption, expenditure, and energy expenditure as share of income vary across population groups and census regions.

    The DOETRAN model is a DSM database manager, developed to act as an intermediary between the whole building energy simulation model, DOE-2, and the DBEDT DSM Forecasting Model. DOETRAN accepts output data from DOE-2 and TRANslates that into the format required by the forecasting model. DOETRAN operates in the Windows environment and was developed using the relational database management software, Paradox 5.0 for Windows. It is not necessary to have any knowledge of Paradox to use DOETRAN. DOETRAN utilizes the powerful database manager capabilities of Paradox through a series of customized user-friendly windows displaying buttons and menus with simple and clear functions. The DOETRAN model performs three basic functions, with an optional fourth. The first function is to configure the user`s computer for DOETRAN. The second function is to import DOE-2 files with energy and loadshape data for each building type. The third main function is to then process the data into the forecasting model format. As DOETRAN processes the DOE-2 data, graphs of the total electric monthly impacts for each DSM measure appear, providing the user with a visual means of inspecting DOE-2 data, as well as following program execution. DOETRAN provides three tables for each building type for the forecasting model, one for electric measures, gas measures, and basecases. The optional fourth function provided by DOETRAN is to view graphs of total electric annual impacts by measure. This last option allows a comparative view of how one measure rates against another. A section in this manual is devoted to each of the four functions mentioned above, as well as computer requirements and exiting DOETRAN.

    The Hawaii Energy Strategy program, or HES, is a set of seven projects which will produce an integrated energy strategy for the State of Hawaii. It will include a comprehensive energy vulnerability assessment with recommended courses of action to decrease Hawaii's energy vulnerability and to better prepare for an effective response to any energy emergency or supply disruption. The seven projects are designed to increase understanding of Hawaii's energy situation and to produce recommendations to achieve the State energy objectives of: Dependable, efficient, and economical state-wide energy systems capable of supporting the needs of the people, and increased energy self-sufficiency.     This case study describes how a DOE energy assessment at Kaiser Aluminum's extrusion plant in Sherman, Texas, identified significant potential energy savings in its process heating systems. Employees at the Sherman plant wasted no time moving forward with assessment recommendations. First, they adjusted burner controls on one of the main reverberatory melting furnaces to lower excess oxygen levels. They also made some repairs to the furnace’s door sill and jamb to prevent cold air from seeping into it. By implementing these measures the plant achieved annual energy savings of approximately 45,000 MMBtu and improved the furnace’s energy intensity by 11.1% between 2006 and 2007. With project costs of approximately $28,000 and energy cost savings of $360,000, the simple payback was under 1 month.

    Improved efficiency of industrial systems (e.g., compressed air or steam) contributes to a manufacturing facility?s bottom line, improves reliability, and better utilizes assets. Despite these advantages, many industrial facilities continue to have unrealized system optimization potential. A barrier to realizing this potential is the lack of market definition for system energy efficiency assessment services, creating problems for both service providers in establishing market value for their services and for consumers in determining the relative quality of these system assessment services. On August 19, 2008, the American Society of Mechanical Engineers (ASME) issued four new draft Standards for trial use that are designed to raise the bar and define the market for these services. These draft Standards set the requirements for conducting an energy assessment at an industrial facility for four different system types: compressed air, process heating, pumping, and steam. The Standards address topics such as organizing and conducting assessments; analyzing the data collected; and reporting and documentation. This paper addresses both the issues and challenges in developing the Standards and the accompanying Guidance Documents, as well as the result of field testing by industrial facilities, consultants, and utilities during the trial use period that ended in January, 2009. These Standards will be revised and released by ASME for public review, and subsequently submitted for approval as American National Standards for publication in late 2009. Plans for a related activity to establish a professional-level program to certify practitioners in the area of system assessments, opportunities to integrate the ASME Standards with related work on industrial energy efficiency, as well as plans to expand the system assessment Standard portfolio are also discussed.

    Many different methods of assessing the energy savings potential at federal installations, and identifying attractive projects for capital investment have been used by the different federal agencies. These methods range from high-level estimating tools to detailed design tools, both manual and software assisted. These methods have different purposes and provide results that are used for different parts of the project identification, and implementation process. Seven different assessment methods are evaluated in this study. These methods were selected by the program managers at the DoD Energy Policy Office, and DOE Federal Energy Management Program (FEMP). Each of the methods was applied to similar buildings at Bolling Air Force Base (AFB), unless it was inappropriate or the method was designed to make an installation-wide analysis, rather than focusing on particular buildings. Staff at Bolling AFB controlled the collection of data.

    Environmental data for wind energy conversion systems (WECSs) have been generated in support of the Technology Assessment of Solar Energy (TASE) program. Two candidates have been chosen to characterize the WECS that might be deployed if this technology makes a significant contribution to the national energy requirements. One WECS is a large machine of 1.5-MW-rated capacity that can be used by utilities. The other WECS is a small machine that is characteristic of units that might be used to meet residential or small business energy requirements. Energy storage systems are discussed for each machine to address the intermittent nature of wind power. Many types of WECSs are being studied and a brief review of the technology is included to give background for choosing horizontal axis designs for this study. Cost estimates have been made for both large and small systems as required for input to the Strategic Environmental Assessment Simulation (SEAS) computer program. Material requirements, based on current generation WECSs, are discussed and a general discussion of environmental impacts associated with WECS deployment is presented.

    The goal of this work is to create an integrated framework for forecasting the adoption of distributed energy resources (DER), both by electricity customers and by the various institutions within the industry itself, and for evaluating the effect of this adoption on the power system, particularly on the overall reliability and quality of electrical service to the end user. This effort and follow on contributions are intended to anticipate and explore possible patterns of DER deployment, thereby guiding technical work on microgrids towards the key technical problems. An early example of this process addressed is the question of possible DER adopting customer disconnection. A deployment scenario in which many customers disconnect from their distribution company (disco) entirely leads to a quite different set of technical problems than a scenario in which customers self generate a significant share or all of their on-site electricity requirements and additionally buy and sell energy and ancillary services (AS) locally and/or into wider markets. The exploratory work in this study suggests that the economics under which customers disconnect entirely are unlikely.

    This document is a user's guide for the Energy Charting and Metrics Tool to facilitate the examination of energy information from buildings, reducing the time spent analyzing trend and utility meter data. This user guide was generated to help pre-process data with the intention of utilizing the Energy Charting and Metrics (ECAM) tool to improve building operational efficiency. There are numerous occasions when the metered data that is received from the building automation system (BAS) isn't in the right format acceptable for ECAM. This includes, but isn't limited to, cases such as inconsistent time-stamps for the trends (e.g., each trend has its own time-stamp), data with holes (e.g., some time-stamps have data and others are missing data), each point in the BAS is trended and exported into an individual .csv or .txt file, the time-stamp is unrecognizable by ECAM, etc. After reading through this user guide, the user should be able to pre-process all data files and be ready to use this data in ECAM to improve their building operational efficiency.

This report presents the assessment of the buildings, facilities, and activities under the DOE/Rockwell Contract No. DE-AM03-76SF00700 for the Energy Technology Engineering Center (ETEC) and of other DOE-owned buildings and facilities at the Santa Susana Field Laboratory (SSFL) site in southeastern Ventura County, California, not covered under Contract No. DE-AM03-76SF00700, but constructed over the years under various other contracts between DOE and Rockwell International. ETEC is an engineering development complex operated for DOE by the Rocketdyne Division of Rockwell International Corporation. ETEC is located within SSFL on land owned by Rockwell. The balance of the SSFL complex is owned and operated by Rocketdyne, with the exception of a 42-acre parcel owned by the National Aeronautics and Space Administration (NASA). The primary mission of ETEC is to provide engineering, testing, and development of components related to liquid metals technology and to conduct applied engineering development of emerging energy technologies.

    Sandia National Laboratories (Sandia), a U.S. Department of Energy National Laboratory, has over 30 years experience in the assessment of radioactive waste disposal and at the time of this publication is providing assistance internationally in a number of areas relevant to the safety assessment of radioactive waste disposal systems. In countries with small radioactive waste programs, international technology transfer program efforts are often hampered by small budgets, schedule constraints, and a lack of experienced personnel. In an effort to surmount these difficulties, Sandia has developed a system that utilizes a combination of commercially available software codes and existing legacy codes for probabilistic safety assessment modeling that facilitates the technology transfer and maximizes limited available funding. Numerous codes developed and endorsed by the United States Nuclear Regulatory Commission (NRC) and codes developed and maintained by United States Department of Energy are generally available to foreign countries after addressing import/export control and copyright requirements. From a programmatic view, it is easier to utilize existing codes than to develop new codes. From an economic perspective, it is not possible for most countries with small radioactive waste disposal programs to maintain complex software, which meets the rigors of both domestic regulatory requirements and international peer review. Therefore, revitalization of deterministic legacy codes, as well as an adaptation of contemporary deterministic codes, provides a credible and solid computational platform for constructing probabilistic safety assessment models.     Significant achievements in Ocean Thermal Energy Conversion (OTEC) technology have increased the probability of producing OTEC-derived power in this decade with subsequent large-scale commercialization to follow by the turn of the century. Under U.S. Department of Energy funding, Interstate Electronics has prepared an OTEC Programmatic Environmental Assessment (EA) that considers tne development, demonstration, and commercialization of OTEC power systems. The EA considers several tecnnological designs (open cycle and closed cycle), plant configurations (land-based, moored, and plantship), and power usages (baseload electricity and production of ammonia and aluminum). Potencial environmental impacts, health and safety issues, and a status update of international, federal, and state plans and policies, as they may influence OTEC deployments, are included.

    Geostellar has produced an online tool that generates a unique solar profile for homeowners to learn about the financial benefits to installing rooftop solar panels on their home. The website incorporates the physical building characteristics of the home, including shading, slope, and orientation of the roof, and applies electricity costs and incentives to determine the best solar energy estimated energy production values against actual installed rooftop photovoltaic systems. The validation conducted by NREL concluded that over three-quarters of Geostellar's potential size estimates are at least as large as the actual installed systems, indicating a correct assessment of roof availability. In addition, 87% of Geostellar's 25-year production estimates are within 90% of the actual PV Watts results.

    The Water, Energy, and Carbon Sequestration Simulation Model (WECSsim) is a national dynamic simulation model that calculates and assesses capturing, transporting, and storing CO2 in deep saline formations from all coal and natural gas-fired power plants in the U.S. An overarching capability of WECSsim is to also account for simultaneous CO2 injection and water extraction within the same geological saline formation. Extracting, treating, and using these saline waters to cool the power plant is one way to develop more value from using saline formations as CO2 storage locations. WECSsim allows for both one-to-one comparisons of a single power plant to a single saline formation along with the ability to develop a national CO2 storage supply curve and related national assessments for these formations. This report summarizes the scope, structure, and methodology of WECSsim along with a few key results. Developing WECSsim from a small scoping study to the full national-scale modeling effort took approximately 5 years. This report represents the culmination of that effort. The key findings from the WECSsim model indicate the U.S. has several decades' worth of storage for CO2 in saline formations when managed appropriately. Competition for subsurface storage capacity, intrastate flows of CO2 and water, and a supportive regulatory environment all play a key role as to the performance and cost profile across the range from a single power plant to all coal and natural gas-based plants' ability to store CO2. The overall system's cost to capture, transport, and store CO2 for the national assessment range from $74 to $208 / tonne stored ($96 to 272 / tonne avoided) for the first 25 to 50% of the 1126 power plants to between $1,585 to well beyond $2,000 / tonne stored ($2,040 to well beyond $2,000 / tonne avoided) for the remaining 75 to 100% of the plants.     China is the second largest building energy user in the world, ranking first and third in residential and commercial energy consumption. Beginning in the early 1980s, the Chinese government has developed a variety of building energy codes to improve building energy efficiency and reduce total energy demand. This paper studies the impact of building energy codes on energy use and CO2 emissions by using a detailed building energy model that represents four distinct climate zones each with three building types, nested in a long-term integrated assessment framework GCAM. An advanced building stock module, coupled with the building energy model, is developed to reflect the characteristics of future building stock and its interaction with the development of building energy codes in China. This paper also evaluates the impacts of building codes on building energy demand in the presence of economy-wide carbon policy. We find that building energy codes would reduce Chinese building energy use by 13% - 22% depending on building code scenarios, with a similar effect preserved even under the carbon policy. The impact of building energy codes shows regional and sectoral variation due to regionally differentiated responses of heating and cooling services to shell efficiency improvement.

    In hourly energy simulations, it is important to properly predict the performance of air conditioning systems over a range of full and part load operating conditions. An important component of these calculations is to properly consider the performance of the cycling air conditioner and how it interacts with the building. This paper presents improved approaches to properly account for the part load performance of residential and light commercial air conditioning systems in DOE-2. First, more accurate correlations are given to predict the degradation of system efficiency at part load conditions. In addition, a user-defined function for RESYS is developed that provides improved predictions of air conditioner sensible and latent capacity at part load conditions. The user function also provides more accurate predictions of space humidity by adding ''lumped'' moisture capacitance into the calculations. The improved cooling coil model and the addition of moisture capacitance predicts humidity swings that are more representative of the performance observed in real buildings.

    This study originally had two primary objectives: (1) to improve EIA`s estimates of district heat consumption for commercial buildings in the CBECS sample that lacked individual metering and (2) to provide a basis for estimating primary fuel consumption by central plants serving commercial buildings. These objectives were expanded to include additional questions relating to these central plants. Background information is provided on the CBECS and on district heating and cooling, which is the most important type of energy-related service provided by multibuilding facilities with central physical plants. Chapters 2 and 3 present data results on multibuilding facilities from the 1989 CBECS and the pilot Facility Survey. Chapter 2 presents the characteristics of multibuilding facilities and the individual buildings located on these facilities. Chapter 3 provides estimates of energy inputs and outputs of multibuilding facilities with central physical plants. Chapter 4 assesses the quality of the pilot Facility Survey and includes recommendations for future work in this area. The appendices provide more detailed information on the Facility Survey itself, in particular the limitations on the use of these results. Appendix B, ``Data Quality``, provides detailed information relating to the limitations of the data and the conclusions presented in this report. As a pilot study, the 1989 Facility Survey has some serious flaws and limitations which are recognized in this report.

    This Assessment was conducted to improve the National Earthquake Hazards Reduction Program (NEHRP) by providing NEHRP agencies with information that supports their user-oriented setting of crosscutting priorities in the NEHRP strategic planning process. The primary objective of this Assessment was to take a ``snapshot`` evaluation of the needs of selected users throughout the major program elements of NEHRP. Secondary objectives were to conduct an assessment of the knowledge that exists (or is being developed by NEHRP) to support earthquake risk reduction, and to begin a process of evaluating how NEHRP is meeting user needs. An identification of NEHRP`s strengths also resulted from the effort, since those strengths demonstrate successful methods that may be useful to NEHRP in the future. These strengths are identified in the text, and many of them represent important achievements since the Earthquake Hazards Reduction Act was passed in 1977.

    Since 2001, China's energy consumption has grown more quickly than expected by Chinese or international observers. This edition of the China Energy Databook traces the growth of the energy system through 2006. As with version six, the Databook covers a wide range of energy-related information, including resources and reserves, production, consumption, investment, equipment, prices, trade, environment, economy, and demographic data. These data provide an extensive quantitative foundation for understanding China's growing energy system. In addition to providing updated data through 2006, version seven includes revised energy and GDP data back to the 1990s. In the 2005 China Energy Statistical Yearbook, China's National Bureau of Statistics (NBS) published revised energy production, consumption, and usage data covering the years 1998 to 2003. Most of these revisions related to coal production and consumption, though natural gas data were also adjusted. In order to accommodate underestimated service sector growth, the NBS also released revised GDP data in 2005. Beyond the inclusion of historical revisions in the seventh edition, no attempt has been made to rectify known or suspected issues in the official data. The purpose of this volume is to provide a common basis for understanding China's energy system. In order to broaden understanding of China's energy system, the Databook includes information from industry yearbooks, periodicals, and government websites in addition to data published by NBS. Rather than discarding discontinued data series, information that is no longer possible to update has been placed in C section tables and figures in each chapter. As with previous versions, the data are presented in digital database and tabular formats. The compilation of updated data is the result of tireless work by Lu Hongyou and Nina Zheng.

    Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

    This project focused on the use of home energy ratings as a tool to promote energy retrofits in existing homes. A home energy rating provides a quantitative appraisal of a home’s energy performance, usually compared to a benchmark such as the average energy use of similar homes in the same region. Rating systems based on energy performance models, the focus of this report, can establish a home’s achievable energy efficiency potential and provide a quantitative assessment of energy savings after retrofits are completed, although their accuracy needs to be verified by actual measurement or billing data. Ratings can also show homeowners where they stand compared to their neighbors, thus creating social pressure to conform to or surpass others. This project field-tested three different building performance models of varying complexity, in order to assess their value as rating systems in the context of a residential retrofit program: Home Energy Score, SIMPLE, and REM/Rate.

    This 3.1 version of the Impact of Sector Energy Technologies (ImSET) model represents the next generation of the previously-built ImSET model (ImSET 2.0) that was developed in 2005 to estimate the macroeconomic impacts of energy-efficient technology in buildings. In particular, a special-purpose version of the Benchmark National Input-Output (I-O) model was designed specifically to estimate the national employment and income effects of the deployment of Office of Energy Efficiency and Renewable Energy (EERE)–developed energy-saving technologies. In comparison with the previous versions of the model, this version features the use of the U.S. Bureau of Economic Analysis 2002 national input-output table and the central processing code has been moved from the FORTRAN legacy operating environment to a modern C++ code. ImSET is also easier to use than extant macroeconomic simulation models and incorporates information developed by each of the EERE offices as part of the requirements of the Government Performance and Results Act. While it does not include the ability to model certain dynamic features of markets for labor and other factors of production featured in the more complex models, for most purposes these excluded features are not critical. The analysis is credible as long as the assumption is made that relative prices in the economy would not be substantially affected by energy efficiency investments. In most cases, the expected scale of these investments is small enough that neither labor markets nor production cost relationships should seriously affect national prices as the investments are made. The exact timing of impacts on gross product, employment, and national wage income from energy efficiency investments is not well-enough understood that much special insight can be gained from the additional dynamic sophistication of a macroeconomic simulation model.     In October 2005, U.S. Department of Energy Secretary Bodman launched his Easy Ways to Save Energy campaign with a promise to provide energy assessments to 200 of the largest U.S. manufacturing plants. DOE's Industrial Technologies Program (ITP) responded to the Secretary's campaign with its Save Energy Now initiative, featuring a new and highly cost-effective form of energy savings assessment. The approach for these assessments drew heavily on the existing resources of ITP's technology delivery component. Over the years, ITP Technology Delivery has worked with industry partners to assemble a suite of respected software tools, proven assessment protocols, training curricula, certified energy experts, and strong partnerships for deployment. The Save Energy Now assessments conducted in calendar year 2006 focused on natural gas savings and targeted many of the nation's largest manufacturing plants - those that consume at least 1 TBtu of energy annually. The 2006 Save Energy Now assessments focused primarily on assessments of steam and process heating systems, which account for an estimated 74% of all natural gas use by U.S. manufacturing plants. Because of the success of the Save Energy Now assessments conducted in 2006 and 2007, the program was expanded and enhanced in two major ways in 2008: (1) a new goal was set to perform at least 260 assessments; and (2) the assessment focus was expanded to include pumping, compressed air, and fan systems in addition to steam and process heating. DOE ITP also has developed software tools to assess energy efficiency improvement opportunities in pumping, compressed air, and fan systems. The Save Energy Now assessments integrate a strong training component designed to teach industrial plant personnel how to use DOE's opportunity assessment software tools. This approach has the advantages of promoting strong buy-in of plant personnel for the assessment and its outcomes and preparing them better to independently replicate the

    The Parametric Source Term (PST) software allows estimation of radioactivity release fractions for Level 2 Probabilistic Safety Assessments (PSAs). PST was developed at the Idaho National Engineering Laboratory (INEL) for the Nuclear Regulatory Commission`s (NRC`s) Accident Sequence Precursor (ASP) Program. PST contains a framework of equations that model activity transport between volumes in the release pathway from the core, through the vessel, through the containment, and to the environment. PST quickly obtains exact solutions to differential equations for activity transport in each volume for each time interval. PST provides a superior method for source term estimation because it: ensures conservation of activity transported across various volumes in the release pathway; provides limited consideration of the time-dependent behavior of input parameter uncertainty distributions; allows input to be quantified using state-of-the-art severe accident analysis code results; increases modeling flexibility because linkage between volumes is specified by user input; and allows other types of Light Water Reactor (LWR) plant designs to be evaluated with minimal modifications. PST is a microcomputer-based system that allows the analyst more flexibility than a mainframe system. PST has been developed to run with both MS DOS and MS Windows 95/NT operating systems. PST has the capability to load ASP Source Term Vector (STV) information, import pre-specified default input for the 6 Pressurized Water Reactors (PWRs) initially analyzed in the NRC ASP program, allow input value modifications for release fraction sensitivity studies, export user-specified default input for the LWR being modeled, report results of radioactivity release calculations at each time interval, and generate formatted results that can interface with other risk assessment codes. This report describes the PST model and provides guidelines for using PST.
