    The vision of the Great Lakes Energy Institute is to enable the transition to advanced, sustainable energy generation, storage, distribution and utilization through coordinated research, development, and education. The Institute will place emphasis on translating leading edge research into next generation energy technology. The Institute’s research thrusts focus on coordinated research in decentralized power generation devices (e.g. fuel cells, wind turbines, solar photovoltaic devices), management of electrical power transmission and distribution, energy storage, and energy efficiency.

To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    The history of our energy situation seems to be well grounded in myths, misinformation and misunderstanding. In 1926, the Fuel Oil Conservation Board announced we had six years of oil left. In 1939, the Department of Interior declared we had thirteen years of oil left. As of August 1, 1975, the Federal Energy Administration said we had sufficient oil resources to last 3,419 days, or slightly more than nine years. Today energy is wrapped in the mantle of skepticism, cynicism or, at best, apathy. Our dependency on foreign oil is greater than in 1973. Energy analysts with considerable caution and careful deliberation are predicting $38 a barrel oil by 1992. Private sector energy financing, also called performance contracting, shared savings, etc., which in itself is a problem does provide a new arsenal to fight the quiet battle for energy efficiency.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    The Kyiv Institutional Buildings Energy Efficiency (KIBA) Project is being conducted to support the development of a program to improve the energy efficiency for heat and hot water provided by district heat in institutional (education, healthcare, and cultural) buildings owned and operated by State and Municipal Organizations in the City of Kyiv, Ukraine. KIBA is funded by the US Department of Energy and is being conducted in cooperation with the World Bank and the Ukrainian State Committee for Energy Conservation. This document provides a set of draft procedures for the installation of the efficiency measures to ensure that the quality of the installations is maximized and that cost is minimized. The procedures were developed as an integrated package to reflect the linkages that exist throughout the installation process.

The addition of these research laboratories to the Purdue University Calumet campus is in both direct support of the University’s Strategic Plan as well as the 2008 Campus Master Plan that identifies a 20% shortage of research space.

    The proposed steam inlet temperature in the Advanced Ultra Supercritical (A-USC) steam turbine is high enough (760 °C) that traditional turbine casing and valve body materials such as ferritic/martensitic steels will not suffice due to temperature limitations of this class of materials. Cast versions of several traditionally wrought Ni-based superalloys were evaluated for use as casing or valve components for the next generation of industrial steam turbines. The full size castings are substantial: 2-5,000 kg each half and on the order of 100 cm thick. Experimental castings were quite a bit smaller, but section size was retained and cooling rate controlled to produce equivalent microstructures. A multi-step homogenization heat treatment was developed to better deploy the alloy constituents. The most successful of these cast alloys in terms of creep strength (Haynes 263, Haynes 282, and Nimonic 105) were subsequently evaluated by characterizing their microstructure as well as their steam oxidation resistance (at 760 and 800 °C).

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) Solar Energy Research Institute (SERI), conducted December 14 through 18, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SERI. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     Goals of the U.S. Department of Energy's Advanced Power Systems Initiatives include power generation from coal at 60% efficiency, which requires steam conditions of up to 760 C and 340 atm, co-called advanced ultrasupercritical (A-USC) steam conditions. A limitation to achieving the goal is a lack of cost-effective metallic materials that can perform at these temperatures and pressures. Some of the more important performance limitations are high-temperature creep strength, fire-side corrosion resistance, and steam-side oxidation resistance. Nickel-base superalloys are expected to be the materials best suited for steam boiler and turbine applications above about 675 C. Specific alloys of interest include Haynes 230 and 282, Inconel 617, 625 and 740, and Nimonic 263. Further validation of a previously developed chromia evaporation model is shown by examining the reactive evaporation effects resulting from exposure of Haynes 230 and Haynes 282 to moist air environments as a function of flow rate and water content. These two alloys differ in Ti and Mn contents, which may form outer layers of TiO{sub 2} or Cr-Mn spinels. This would in theory decrease the evaporation of Cr{sub 2}O{sub 3} from the scale by decreasing the activity of chromia at the scale surface, and be somewhat self-correcting as chromia evaporation concentrates the Ti and Mn phases. The apparent approximate chromia activity was found for each condition and alloy that showed chromia evaporation kinetics. As expected, it was found that increasing the gas flow rate led to increased chromia evaporation and decreased chromia activity. However, increasing the water content in moist air increased the evaporation, but results were mixed with its effect on chromia activity.

    Energy offices working to improve efficiency of local government facilities face not only technical tasks, but institutional barriers, such as budget structures that do not reward efficiency, a low awareness of energy issues, and purchasing procedures based only on minimizing initial cost. The bureau, in working to remove such barriers in San Francisco, has identified 37 institutional barriers in areas such as operations & maintenance, purchasing, and facility design; these barriers were then reorganized into three groupings-- policy & attitudes, budget & incentives, and awareness & information-- and mapped. This map shows that the barriers mutually reinforce each other, and that a holistic approach is required for permanent change. The city`s recreation & parks department was used as a model department, and information about facility energy use was compiled into a departmental energy review. Staff interviews showed how barriers affect conservation. The bureau then generated ideas for projects to remove specific barriers and rated them according to potential impact and the resources required to implement them. Four of the six projects selected focused on maintenance staff: a cost- sharing lighting retrofit program, a boiler efficiency program, a departmental energy tracking system, and a budgetary incentive program for conservation. The other two projects are city-wide: promotion of a new term contract supplying energy-efficient light materials, and publication/distribution of ENERGY NEWS newsletter. A general methodology, the EMAP Strategy Guide, has been created to assist other energy offices in developing EMAPs.

    After briefly describing the Residential Solar Demonstration Program of HUD, several of the program experiences are discussed. The HUD program found that, in practice, most institutions presented only minor problem for active solar heating and cooling of homes. Demonstration experiences suggest solutions to problems which may arise outside the program, particularly as solar applications other than heating and cooling becomemore widespread. The HUD program will continue to study institutional problems for the program's passive solar grants and will focus on areas like the cities, where institutional concerns are more complex.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    1. Project Objectives The objectives of the project are to elucidate science issues intrinsic to high energy density electricity storage (battery) systems for smart-grid applications, research improvements in such systems to enable scale-up to grid-scale and demonstrate a large 200 kWh battery to facilitate transfer of the technology to industry. 2. Background Complex and difficult to control interfacial phenomena are intrinsic to high energy density electrical energy storage systems, since they are typically operated far from equilibrium. One example of such phenomena is the formation of dendrites. Such dendrites occur on battery electrodes as they cycle, and can lead to internal short circuits, reducing cycle life. An improved understanding of the formation of dendrites and their control can improve the cycle life and safety of many energy storage systems, including rechargeable lithium and zinc batteries. Another area where improved understanding is desirable is the application of ionic liquids as electrolytes in energy storage systems. An ionic liquid is typically thought of as a material that is fully ionized (consisting only of anions and cations) and is fluid at or near room temperature. Some features of ionic liquids include a generally high thermal stability (up to 450 °C), a high electrochemical window (up to 6 V) and relatively high intrinsic conductivities. Such features make them attractive as battery or capacitor electrolytes, and may enable batteries which are safer (due to the good thermal stability) and of much higher energy density (due to the higher voltage electrode materials which may be employed) than state of the art secondary (rechargeable) batteries. Of particular interest is the use of such liquids as electrolytes in metal air batteries, where energy densities on the order of 1-2,000 Wh / kg are possible; this is 5-10 times that of existing state of the art lithium battery technology.     The Center for Energy Education (CEE) is a partnership linking the University of Oklahoma, Close Up Foundation and Department of Energy. Based upon the theme of energy, environment and public policy, the CEE`s main purposes are to: (1) educate teachers on energy sources, environmental issues and decisionmaking choices regarding public policy; (2) develop interdisciplinary curricula that are interactive in nature (see attachments); (3) disseminate energy education curricula; (4) serve as a resource center for a wide variety of energy education materials; (5) provide a national support system for teachers in energy education; and (6) conduct research in energy education. The CEE conducted its first two-week experimentially-based program for educators during the summer of 1993. Beginning at the University of Oklahoma, 57 teachers from across the country examined concepts and issues related to energy and environment, and how the interdependence of energy and environment significantly influences daily life. During the second week of the institute, participants went to Washington, D.C. to examine the processes used by government officials to make critical decisions involving interrelationships among energy, environment and public policy. Similar institutes were conducted during the summers of 1994 and 1995 resulting in nearly 160 science and social studies educators who had participated in the CEE programs. Collectively the participants represented 36 states, the Pacific Territories, Puerto Rico, and Japan.

    Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    Unlike students of a generation ago, today's high school students have had limited personal experience with the energy issues that influence their everyday lives. They have no personal knowledge of the Arab Oil Embargo or the long lines at gas pumps that students in the 1970s encountered. Unlike their counterparts of the 1980s, who demonstrated against nuclear power plant construction projects, today's students have had very little exposure to energy debates of any national or international consequence. What's more, they have only vague memories of the Persian Gulf War and the fight over energy supplies. Fearing that the absence of crucial, real-life experiences has negatively impacted the energy literacy of today's students, numerous entities have implemented programs designed to introduce young people to a cornucopia of diverse energy issues that affect every aspect of daily life. As part of this educational movement, the Arizona Department of Commerce Energy Office recognized the fact that young people face an increasingly uncertain energy picture and, as such, one must provide them an education that will allow them to make informed energy decisions in the future. To this end, the Energy Office founded the Solar Energy Institute. What the author has gathered from his two years of experience operating the Solar Energy Institute is that the energy IQ of America's youth, specifically their solar energy IQ, is deficient. The other conclusion he has been able to draw from the program of study is that this summer camp is having a positive impact on students' energy literacy as measured by test scores and a follow-up survey of participants.

The State Committee entered into a Memorandum of Cooperation with the US Department of Energy (DOE) to conduct an assessment of the institutional buildings sector efficiency potential. This assessment will be used to support a potential loan by the World Bank for implementing a buildings efficiency improvement program in Kyiv. This report provides an assessment of the options for structuring the lending scenarios and the implementation of the program. Components to the lending structure are options for the disbursement of funds, options for the loan service, and other financial options and considerations. Program implementation includes management structures, reporting, installation activities, and post-installation activities such as training and verification.

    Basic information is presented about the legal, political, and social constraints faced by energy developers in the acquisition of water from underground, irrigation return flow, municipal waste, and saline sources. It is a guide to those institutional constraints which are general and pronounced enough to be important for regional assessments. First, attention was focused on the acquisition phase of the water use cycle. Second, constraints were analyzed primarily from a regional, rather than state-by-state, perspective. Emphasis was placed generally on the West - particularly the synfuel-rich Rocky Mountain states, the East, and Mid-West, in that order. Alaska and Hawaii were not surveyed. Third, the study focuses on the constraints associated with groundwater, municipal waste, irrigation return flow, and sea water, in that order. The phrase, institutional constraints, as used in the study, means legal, social, economic, and political restrictions, requirements, circumstances, or conditions that must be anticipated or responded to in order to acquire water for energy development. The study focuses primarily on legal constraints and secondarily on political constraints, because they tend to encompass or reflect other forms of institutional constraints.

The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    The U.S. Department of Energy (DOE) Joint Genome Institute (JGI), a national user facility, serves the diverse scientific community by providing integrated high-throughput sequencing and computational analysis to enable system-based scientific approaches in support of DOE missions related to clean energy generation and environmental characterization. The JGI Genome Portal (http://genome.jgi.doe.gov) provides unified access to all JGI genomic databases and analytical tools. The JGI maintains extensive data management systems and specialized analytical capabilities to manage and interpret complex genomic data. A user can search, download and explore multiple data sets available for all DOE JGI sequencing projects including their status, assemblies and annotations of sequenced genomes. Here we describe major updates of the Genome Portal in the past 2 years with a specific emphasis on efficient handling of the rapidly growing amount of diverse genomic data accumulated in JGI.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) National Institute for Petroleum and Energy Research (NIPER), conducted February 29 through March 4, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Team members are being provided by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NIPER. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     The author presents a summary of the structure and program of the US Export Council for Renewable Energy (US/ECRE). This organization was founded in 1982 as a consortium of US renewable energy trade associations, and is the non-profit/industry counterpart of CORECT. It serves to accelerate the diffusion of sustainable renewable energy services worldwide, and to enhance US industry`s position in this expanded marketplace. The projected energy growth in the next 20 years is expected to favor developing countries. Barriers in the way of renewable energy development include technology awareness, financing and risk reception, policy decisions, and institutional barriers. The industrial team hopes to address this problem through several different programs: strategic alliances; end-user outreach; industry market development; policy/project development; financing and facilitation. The program involves several phases: first, market conditioning; second, regional conferences and exhibitions; third, follow-up and implementation. There are currently four major focus areas for US effort: Latin America and the Caribbean; southern Africa; Asia; Russia and the FSU. The status of programs addressed toward these markets is described in more detail.

  20. Reducing energy costs at state agencies and institutions in Texas through the Governor's energy management center

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    State energy research and technology transfer institutions (SERTTI) are state and regional organizations that have historically filled in gaps when a state need was not met. SERTTI build on research of the federal government and universities and focus on technologies with potential for timely commercialization. They have made valuable contributions to the energy balance, economic development, and environment of their states and the nation. SERTTI prospects are uncertain given their dependency on funding from oil-overcharges and utilities in an era of utility restructuring, oil-overcharge fund depletion, and general declines in energy research and development (R and D). SERTTI are likely to continue following restructuring, with funding from traditional sources or systems benefits charges, however, the R{ampersand}D mix and SERTTI activities will probably change. Unless provisions are made, utility investments in public-benefit R and D are likely to fall precipitously, reducing benefits and diminishing state-level R and D efforts because there will be less utility funding for SERTTI to leverage. Many R and D issues emerge that all states will need to address as they make restructuring decisions: What is public-benefit R and D, how can it be more effective, how much funding should be provided, who should administer funds, how should funds be allocated? Is a dedicated R and D fund needed? Is there a role for SERTTI to be involved in technology transfer? This paper looks at the current situation of state-level R and D in regard to restructuring and suggests answers to these questions.

    This is the AmeriFlux version of the carbon flux data for the site US-Ced Cedar Bridge. Site Description - Wildfires and prescribed fires are a common occurrence in the NJ Pinelands. Prior to a 1995 nonstand replacing wildfire, the stand was last burned in the very large wildfire in 1963. Plow lines were installed for fire control in December of 2007, followed by a prescribed burns in 2008 and 2013, conducted by the New Jersey Forest Fire Service. Pine looper defoliated the stand in 1998, and Gypsy moth defoliated the understory and deciduos oaks in 2007. Pitch Pines are largely unaffected by defoliation by Gypsy moth.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    The likely environmental, social, and institutional impacts of selected energy-conservation measures in two communities in Washington state are reported. The five conservation measures investigated in this study were: (1) retrofitting existing buildings; (2) district heating and Integrated Community Energy Systems (ICES); (3) small automobiles and vehicle redesign; (4) land-use and housing modifications; and (5) electric-utility rate reform. Twenty potential impact areas were selected for analysis. These areas were divided into five categories of environmental impacts, economic impacts, community impacts, personal impacts, and overall quality of life in the community. The research was conducted in Seattle and Yakima, Washington. In each location, about two dozen public officials and business, labor, and community leaders were interviewed. Their diverse views are summarized. The Seattle respondents saw energy conservation as a highly desirable policy with a number of temporary, transitional problems arising as energy-conservation measures were implemented. Yakima respondents, in contrast, did not expect to encounter many serious energy problems in the foreseeable future and consequently viewed energy conservation as a relatively minor community concern. Moreover, they anticipated that many conservation measures, if implemented by the government, would encounter either apathy or resistance in their community. Two broad generalizations can bedrawn from these interviews: (1) energy conservation will basically be beneficial for the natural environment and our society; and (2) if energy conservation does become a dominant thrust in our society, it could stimulate and reinforce a much broader process of fundamental social change. It also discusses potential double counting if renewable energy generation is used in multiple markets.

Specifically, Congress and the president should implement a $20 per ton, steadily increasing carbon excise fee that would discourage carbon dioxide emissions while shifting taxation onto pollution, financing energy efficiency (EE) and clean technology development, and providing opportunities to cut taxes or reduce the deficit. The net effect of these policies would be to curb harmful carbon emissions, improve the nation’s balance sheet, and stimulate job-creation and economic renewal.

    Beginning in the summer of 2000, California experienced serious energy supply problems, sharp increases in wholesale (and retail) electricity and natural gas prices, and isolated blackouts. In response to the rapidly worsening electricity situation in California in late 2000, the state set, as an initial goal, the reduction of the state's peak demand for the summer of 2001 by 5,000 megawatts. To meet this goal, the governor and legislature took a variety of steps to enhance supply, encourage rapid voluntary reductions in demand, and provide incentives for actions that would result in load reductions. Three bills-Assembly Bill 970, Senate Bill X1 5 and Assembly Bill X1 29-allocated roughly $950 million for consumption and demand reduction programs. The governor also enacted a variety of additional measures, including the ''Flex Your Power'' (media awareness and direct business involvement) campaign, requirements for retail sector outdoor lighting reductions, and toughening of energy efficiency building codes. There were, in fact, significant reductions in electricity demand in California during the summer of 2001 and the large number of expected supply disruptions was avoided. To understand the nature of these demand reductions and the motivations for consumer response, Washington State University (WSU) undertook a study for the California Energy Commission (CEC) focusing on conservation behavior in the residential, commercial, and agricultural sectors. The research presented in this report represents an exploration of the response of commercial and institutional organizations to the California energy situation and the unique set of influences that existed during this time. These influences included informational messages and media attention, program interventions, price changes, and external triggering events (e.g., blackouts).     The U.S. Department of Energy (DOE) has managed the Long Term Stewardship and Maintenance activities at DOE sites since 1988. DOE's Office of Legacy Management (LM) was established in December 2003, and its specific mission is to manage the DOE's post-closure responsibilities and ensure the future protection of human health and the environment. LM has control and custody for legacy land, structures, and facilities and is responsible for maintaining them at levels suitable for their long-term use. LM uses DOE Policy 454.1: Use of Institutional Controls (ICs) and Associated Guidance. Many major Federal laws, Executive Orders, regulations, and various other drivers influence the establishment and use of ICs at LM sites. LM uses a wide range of ICs as part of efforts to appropriately limit access to, or uses of, land, facilities and other real and personal property assets; protect the environment; maintain the physical safety and security of DOE facilities; and prevent or limit inadvertent human and environmental exposure to residual contaminants and other hazards. ICs generally fall into one of four categories identified by EPA guidance, and DOE is successfully using a 'defense in depth' strategy which uses multiple mechanisms to provide 'layering' for additional durability and protectiveness: - Proprietary controls - such as easements and covenants. - Governmental controls - implemented and enforced by state or local governments. - Enforcement and permit tools with IC components - such as CERCLA agreements or RCRA permits. - Informational devices - such as state registries or public advisories.   14. Creep-Rupture Behavior and Recrystallization in Cold-Bent Boiler Tubing for USC Applications

    Creep-rupture experiments were conducted on candidate Ultrasupercritical (USC) alloy tubes to evaluate the effects of cold-work and recrystallization during high-temperature service. These creep tests were performed by internally pressurizing cold-bent boiler tubes at 775 C for times up to 8000 hours. The bends were fabricated with cold-work levels beyond the current ASME Boiler and Pressure Vessel (ASME B&PV) Code Section I limits for austenitic stainless steels. Destructive metallographic evaluation of the crept tube bends was used to determine the effects of cold-work and the degree of recrystallization. The metallographic analysis combined with an evaluation of the creep and rupture data suggest that solid-solution strengthened nickel-based alloys can be fabricated for high-temperature service at USC conditions utilizing levels of cold-work higher than the current allowed levels for austenitic stainless steels.

    The scheme couples distillation and ion exchange and solid liquid chromatography in an attempt to prepare narrow-boiling, chemically unique fractions, which can be analyzed further or can supply data for process development. For evaluation of the separation approach, a Cerro Negro crude from the Venezuelan Orinoco basin has been studied in a cooperative program between the United States Department of Energy and the Institute de Tecnologico del Venezolana Petroleo. These fractions may be analyzed by ir, uv, fluorescence, and nuclear magnetic resonance spectroscopy, as well as various mass spectroscopy methods. The approach appears to be promising. 5 figures, 6 tables.

    Enhancing the performance of SciDAC applications on petascale systems had high priority within DOE SC at the start of the second phase of the SciDAC program, SciDAC-2, as it continues to do so today. Achieving expected levels of performance on high-end computing (HEC) systems is growing ever more challenging due to enormous scale, increasing architectural complexity, and increasing application complexity. To address these challenges, the University of Southern California?s Information Sciences Institute organized the Performance Engineering Research Institute (PERI). PERI implemented a unified, tripartite research plan encompassing: (1) performance modeling and prediction; (2) automatic performance tuning; and (3) performance engineering of high profile applications. Within PERI, USC?s primary research activity was automatic tuning (autotuning) of scientific software. This activity was spurred by the strong user preference for automatic tools and was based on previous successful activities such as ATLAS, which automatically tuned components of the LAPACK linear algebra library, and other recent work on autotuning domain-specific libraries. Our other major component was application engagement, to which we devoted approximately 30% of our effort to work directly with SciDAC-2 applications. This report is a summary of the overall results of the USC PERI effort.

    LLNL has assisted in the development of the first long-term retinal prosthesis - called an artificial retina - that can function for years inside the harsh biological environment of the eye. This work has been done in collaboration with four national laboratories (Argonne, Los Alamos, Oak Ridge and Sandia), four universities (the California Institute of Technology, the Doheny Eye Institute at USC, North Carolina State University and the University of California, Santa Cruz), an industrial partner (Second Sight® Medical Products Inc. of Sylmar, Calif.) and the U.S. Department of Energy. With this device, application-specific integrated circuits transform digital images from a camera into electric signals in the eye that the brain uses to create a visual image. In clinical trials, patients with vision loss were able to successfully identify objects, increase mobility and detect movement using the artificial retina.

    The high temperature components within conventional coal fired power plants are manufactured from ferritic/martensitic steels. In order to reduce greenhouse gas emissions the efficiency of pulverized coal steam power plants must be increased. The proposed steam temperature in the Advanced Ultra Supercritical (A-USC) power plant is high enough (760C) that ferritic/martensitic steels will not work due to temperature limitations of this class of materials; thus Ni-based superalloys are being considered. The full size castings are quite substantial: ~4in thick, several feet in diameter and weigh 5-10,000lb each half. Experimental castings were quite a bit smaller, but section size was retained and cooling rate controlled in order to produce relevant microstructures. A multi-step homogenization heat treatment was developed in order to better deploy the alloy constituents. The castability of two traditionally wrought Ni-based superalloys to which minor alloy adjustments have been made in order to improve foundry performance is further explored.

    The principal objective of this project was to develop materials enabling joining technologies for use in forward looking heat-exchanger fabrication in Brayton cycle HIPPS, IGCC, FutureGen concepts capable of operating at temperatures in excess of 1000{degree}C as well as conventional technology upgrades via Ultra Super-Critical (USC) Rankine-cycle boilers capable of operating at 760{degree}C (1400F)/38.5MPa (5500psi) steam, while still using coal as the principal fossil fuel. The underlying mission in Rankine, Brayton or Brayton-Rankine, or IGCC combined cycle heat engine is a steady quest to improving operating efficiency while mitigating global environmental concerns. There has been a progressive move to higher overall cycle efficiencies, and in the case of fossil fuels this has accelerated recently in part because of concerns about greenhouse gas emissions, notably CO{sub 2}. For a heat engine, the overall efficiency is closely related to the difference between the highest temperature in the cycle and the lowest temperature. In most cases, efficiency gains are prompted by an increase in the high temperature, and this in turn has led to increasing demands on the materials of construction used in the high temperature end of the systems. Our migration to new advanced Ni-base and Oxide Dispersion Strengthened (ODS) alloys poses significant fabrication challenges, as these materials are not readily weldable or the weld performs poorly in the high temperature creep regime. Thus the joining challenge is two-fold to a) devise appropriate joining methodologies for similar/dissimilar Ni-base and ODS alloys while b) preserving the near baseline creep performance in the welded region.     The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.
