    1980-06-01

This first edition of the Atlas provides, in reference form, a central source of information to consumers on key contacts concerned with energy in the US. Energy consumers need information appropriate to local climates and characteristics - best provided by state and local governments. The Department of Energy recognizes the authority of state and local governments to manage energy programs on their own. Therefore, emphasis has been given to government organizations on both the national and state level that influence, formulate, or administer policies affecting energy production, distribution, and use, or that provide information of interest to consumers and non-specialists. In addition, hundreds of non-government energy-related membership organizations, industry trade associations, and energy publications are included.

    2010-03-01

Hopping robots provide the possibility of breaking the link between the size of a ground vehicle and the largest obstacle that it can overcome. For more than a decade, DARPA and Sandia National Laboratories have been developing small-scale hopping robot technology, first as part of purely hopping platforms and, more recently, as part of platforms that are capable of both wheeled and hopping locomotion. In this paper we introduce the Urban Hopper robot and summarize its capabilities. The advantages of hopping for overcoming certain obstacles are discussed. Several configurations of the Urban Hopper are described, as are intelligent capabilities of the system. Key challenges are discussed.

    1994-12-31

The author discusses the need for improvements to the environment in urban areas, and efforts being made under the direction of the Environmental Protection Agency (EPA) to address these problems. The impact the new Clean Air Act can have on emissions from gasoline powered autos, diesel burning trucks, fixed emission sources ranging from utilities to chemical plants, and consumer products like hair sprays and charcoal starters, will all work together to improve air quality in urban areas. The author also discusses Brownfields Economic Redevelopment Plan efforts being supported by the EPA in a coordinated plan to get municipalities involved in cleaning up areas with pollution, to remove the blight on the urban areas, provide new land for development, and promote additional jobs.

  13. Consumer Vehicle Choice Model Documentation

    SciTech Connect (OSTI)

    Liu, Changzheng; Greene, David L

    2012-08-01

In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

  14. Applied Parallel Metadata Indexing

    SciTech Connect (OSTI)

    Jacobi, Michael R

    2012-08-01

The GPFS Archive is parallel archive is a parallel archive used by hundreds of users in the Turquoise collaboration network. It houses 4+ petabytes of data in more than 170 million files. Currently, users must navigate the file system to retrieve their data, requiring them to remember file paths and names. A better solution might allow users to tag data with meaningful labels and searach the archive using standard and user-defined metadata, while maintaining security. last summer, I developed the backend to a tool that adheres to these design goals. The backend works by importing GPFS metadata into a MongoDB cluster, which is then indexed on each attribute. This summer, the author implemented security and developed the user interfae for the search tool. To meet security requirements, each database table is associated with a single user, which only stores records that the user may read, and requires a set of credentials to access. The interface to the search tool is implemented using FUSE (Filesystem in USErspace). FUSE is an intermediate layer that intercepts file system calls and allows the developer to redefine how those calls behave. In the case of this tool, FUSE interfaces with MongoDB to issue queries and populate output. A FUSE implementation is desirable because it allows users to interact with the search tool using commands they are already familiar with. These security and interface additions are essential for a usable product.

  5. Lawrence Berkeley Lab Indexing Toolbox

Energy Science and Technology Software Center (OSTI)

    2003-09-08

The Lawrence Berkeley Lab Indexing Toolbox is intended to be used in the context of X-ray crystallography experiments involving biological macromolecules. Macromolecules such as proteins form 3-dimensional periodic arrays (crystal) which in turn lead to lattice-like diffraction patterns when the crystal sample is irradiated with collimated X-rays from a synchrotron or other X-ray source. Once the diffraction pattern is captured on an imaging device the next step is to deduce the periodic nature of themore » crystal sample, along with its internal symmetry. this analysis, known as "indexing" is a well-studied problem. However, there are no other implementations designed to operate in an automated setting, in which the human experimentalist is not prosent to manually verify the results of indexing. In particular LABELIT uses three novel algorithms to facilitate automation: a more robust way to verify the position of the incident X-ray beam on the image, a better way to verify that the deduced lattice is consistent with the observed crystal lattice, and new method to deduce the internal symmetry from measurements of the lattice. Moreover, the algorithms are implemented in a Python framework that permits indexing to fail (in rare cases) without crashing the program, thus allowing the software to be incorporated in robotic systems where unattended operation is expected. It will be especially useful for high throughput operations at snychrotron beamlines.« less

  18. Waste reduction through consumer education. Final report

    SciTech Connect (OSTI)

    Harrison, E.Z.

    1996-05-01

The Waste Reduction through Consumer Education research project was conducted to determine how environmental educational strategies influence purchasing behavior in the supermarket. The objectives were to develop, demonstrate, and evaluate consumer education strategies for waste reduction. The amount of waste generated by packaging size and form, with an adjustment for local recyclability of waste, was determined for 14 product categories identified as having more waste generating and less waste generating product choices (a total of 484 products). Using supermarket scan data and shopper identification numbers, the research tracked the purchases of shoppers in groups receiving different education treatments for 9 months. Statistical tests applied to the purchase data assessed patterns of change between the groups by treatment period. Analysis of the data revealed few meaningful statistical differences between study groups or changes in behavior over time. Findings suggest that broad brush consumer education about waste reduction is not effective in changing purchasing behaviors in the short term. However, it may help create a general awareness of the issues surrounding excess packaging and consumer responsibility. The study concludes that the answer to waste reduction in the future may be a combination of voluntary initiatives by manufacturers and retailers, governmental intervention, and better-informed consumers.

  19. Aggregrate consumer expenditures on energy. Final report

    SciTech Connect (OSTI)

    Jorgenson, D.W.

    1984-08-01

This report presents a new economic model for the allocation of aggregate consumer expenditures on energy in the United States. Our model is based on a theory of consumer behavior involving two stages. In the first stage total expenditures are allocated between and nonenergy commodities. Allocation depends on the price of energy, prices of all nonenergy commodities, and the level of total expenditure. Total energy expenditure in the second stage is allocated among individual types of energy. The second stage allocation depends on the prices of individual types of energy and the level of total energy expenditure. Our econometric model can be applied to the generation of projection of aggregrate energy demand in the United States. Projected future energy prices, the future level and distribution of total energy expenditure, and the future demographic development of the population for projections. The model can also be used to make projections for individual consumer groups within the United States, classified by total energy expenditure and by demographic characteristics. Finally, it can be integrated into a model of energy and nonenergy expenditures to provide a complete model of aggregate consumer behavior. Our econometric model of aggregate consumer behavior can be applied to the generation of projection of demand individual types of energy and for all nonenergy commodities in the United States.

    Lindsay, T.

    1994-12-31

In this presentation the author addresses four main objectives. They are to: discuss programs that are driving the introduction of alternative fuels into fleet operations in urban areas around the country; define alternative fuels; quantify the present use and future projections on alternative fuel vehicles (AVFs) in the Chicago metropolitan statistical area; and discuss benefits of increased use of alternative fuels in urban areas. Factors which touch on these points include: present domestic dependence on petroleum for autos, with usage exceeding production; the large populations in urban areas which do not meet Clean Air Standards; recent legislative initiatives which give guidance and aid in the adoption of such strategies.

    2007-09-10

Air motions in and around cities are highly complex, and the increasing threat of harmful releases into urban atmospheres makes advancing the state-of-science of understanding and modeling atmospheric flows and dispersion in and around cities essential. The four-year Urban Dispersion Program (UDP) funded primarily by the U.S. Department of Homeland Security and the Defense Threat Reduction Agency has recently been completed. The program’s primary focus was to conduct tracer and meteorological field studies in Manhattan to improve our understanding of flow and dispersion of airborne contaminants through and around the deep street canyons of New York City, including outdoor-indoor-subway exchange mechanisms. Additionally, urban dispersion models are being validated and first-responder guidance are being refined using data collected during the two UDP field studies. Pacific Northwest National Laboratory led several government laboratories, universities and private companies in conducting the two UDP field studies. The first study was a small-scale study that investigated dispersion in the immediate vicinity of the Madison Square Garden during March 2005 (MSG05), while the second UDP study was an extensive study conducted during August 2005 in Midtown Manhattan (MID05). A brief overview of the UDP field studies will be given followed by a discussion of some limitations of current urban models in simulating dispersion in urban areas. Some first-responder guidance based on findings from recent urban field studies will also be presented.

  2. Streamlined ratemaking: recognizing challenges for consumers

    SciTech Connect (OSTI)

    Pollock, Jeffry

    2010-11-15

Streamlined ratemaking can be problematic if improper ratemaking practices are employed, consumers are forced to bear risks that have traditionally been born by utilities and their shareholders, and utilities are no longer strongly motivated to provide safe and reliable service at the lowest reasonable cost. Measures can be taken that help preserve the regulator's role as a surrogate for competition, thereby ensuring that rates are both just and reasonable. (author)

  3. Locking mechanism for indexing device

    DOE Patents [OSTI]

    Lindemeyer, Carl W. (Aurora, IL)

    1984-01-01

Disclosed is a locking mechanism for an indexing spindle. A conventional r gear having outwardly extending teeth is affixed to the spindle. Also included is a rotatably mounted camshaft whose axis is arranged in skewed relationship with the axis of the spindle. A disk-like wedge having opposing camming surfaces is eccentrically mounted on the camshaft. As the camshaft is rotated, the camming surfaces of the disc-like member are interposed between adjacent gear teeth with a wiping action that wedges the disc-like member between the gear teeth. A zero backlash engagement between disc-like member and gear results, with the engagement having a high mechanical advantage so as to effectively lock the spindle against bidirectional rotation.

    Morris, D.

    1982-01-01

An urban strategist looks at the patterns of urban energy use through history and offers a blueprint for urban survival in a resource-conscious age. Morris follows the evolution of American cities from self-sufficient frontier villages to compact city cores, which vanished when the automobile created suburban towns without centers, separated home from workplace, and removed the production of goods from their consumption. Transmission of electricity at nominal cost brought energy across increasing distances for energy-hungry consumers. Since the 1973 oil embargo, communities have faced the twin problems of rising energy costs and deepening resource shortages. Morris envisions a near-future city where production and consumption are closely linked and where the wastes of one process are the raw materials of another. 87 references, 4 figures, 3 tables.

    DOE Patents [OSTI]

Huang, Jing; Kumar, Shanmugasundaram Ravi; Mitra, Mandar; Zhu, Wei-Jing

    2001-01-01

A color correlogram is a three-dimensional table indexed by color and distance between pixels which expresses how the spatial correlation of color changes with distance in a stored image. The color correlogram may be used to distinguish an image from other images in a database. To create a color correlogram, the colors in the image are quantized into m color values, c.sub.i . . . c.sub.m. Also, the distance values k.epsilon.[d] to be used in the correlogram are determined where [d] is the set of distances between pixels in the image, and where dmax is the maximum distance measurement between pixels in the image. Each entry (i, j, k) in the table is the probability of finding a pixel of color c.sub.i at a selected distance k from a pixel of color c.sub.i. A color autocorrelogram, which is a restricted version of the color correlogram that considers color pairs of the form (i,i) only, may also be used to identify an image.

    1987-01-01

An overview of the Electric Consumers Protection Act of 1986 identifies it as the most important federal legislation dealing with hydroelectric development standards since the Federal Water Power Act of 1920. The author summarizes its major components, and identifies some of the existing and potential issues relation to its implementation. The most controversial issue is the selection of a new licensee for a project once the original licensee's term has expired. Other issues concern environmental criteria, comprehensive planning, amendments to the Public Utility Regulatory Policies Act, and enforcement procedures. The article concludes with a summary of miscellaneous provisions, including antitrust, modifications and time calculations of projects, wheeling, and other concerns.

    SciTech Connect (OSTI)

Stigt, Rien van; Driessen, Peter P.J.; Spit, Tejo J.M.

    2013-09-15

Sustainable urban development requires the integration of environmental interests in urban planning. Although various methods of environmental assessment have been developed, plan outcomes are often disappointing due to the complex nature of decision-making in urban planning, which takes place in multiple arenas within multiple policy networks involving diverse stakeholders. We argue that the concept of ‘decision windows’ can structure this seemingly chaotic chain of interrelated decisions. First, explicitly considering the dynamics of the decision-making process, we further conceptualized decision windows as moments in an intricate web of substantively connected deliberative processes where issues are reframed within a decision-making arena, and interests may be linked within and across arenas. Adopting this perspective in two case studies, we then explored how decision windows arise, which factors determine their effectiveness and how their occurrence can be influenced so as to arrive at more sustainable solutions. We conclude that the integration of environmental interests in urban planning is highly dependent on the ability of the professionals involved to recognize and manipulate decision windows. Finally, we explore how decision windows may be opened. -- Highlights: • Decision-making about sustainable urban development occurs in networks. • The concept of ‘decision windows’ was further elaborated. • Decision windows help understand how environmental interests enter decision-making. • Decision windows can, to some extent, be influenced.

The present invention is a method of identifying features in indexed data, especially useful for distinguishing signal from noise in data provided as a plurality of ordered pairs. Each of the plurality of ordered pairs has an index and a response. The method has the steps of: (a) providing an index window having a first window end located on a first index and extending across a plurality of indices to a second window end; (b) selecting responses corresponding to the plurality of indices within the index window and computing a measure of dispersion of the responses; and (c) comparing the measure of dispersion to a dispersion critical value. Advantages of the present invention include minimizing signal to noise ratio, signal drift, varying baseline signal and combinations thereof.

    1984-11-01

Testimony at hearings before the Garrison Diversion Compromise Commission claimed that rural consumers in the Upper Midwest could face $5.9 million in electric rate increases if the commission deauthorizes the project and hydroelectric rates go up to pay the costs of the 1944 Pick-Sloan project originally assigned to irrigation. If there is no irrigation development, the revenue that irrigation must raise to repay the $67 million debt assigned to irrigation must be reassigned to hydroelectric power. The commission represents a compromise between supporters and opponents of the Garrison Diversion project. Spokesmen for regional utilities spoke in support of the project as an investment whose costs have escalated because of delays at the expense of economic development in North Dakota.

    2012-12-01

The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. The team hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, Fraunhofer conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. In light of these challenges, the team is pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

  18. Indonesian fuel consumers shouldering development costs

    SciTech Connect (OSTI)

    Not Available

    1984-08-22

A graph shows how Indonesia's prices for regular and premium leaded gasolines and diesel fuel compare to the world average price, in US dollars per gallon: USA $0.28 lower for regular leaded gasoline, $0.30 lower for premium leaded, and $0.48 lower for diesel. Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere. Also, beginning with this issue, Energy Detente will appear only in English rather than both English and Spanish, as heretofore.

  20. Home Energy Displays: Consumer Adoption and Response

    SciTech Connect (OSTI)

    LaMarche, J.; Cheney, K.; Akers, C.; Roth, K.; Sachs, O.

    2012-12-01

The focus of this project was to investigate the factors influencing consumer adoption of Home Energy Displays (HEDs) and to evaluate electricity consumption in households with basic HEDs versus enhanced feedback methods - web portals or alerts. We hypothesized that providing flexible and relatable information to users, in addition to a basic HED, would make feedback more effective and achieve persistent energy savings. In Phase I, we conducted three user research studies and found preferences for aesthetically pleasing, easy to understand feedback that is accessible through multiple media and offered free of charge. The deployment of HEDs in 150 households planned for Phase II encountered major recruitment and HED field deployment problems. First, after extensive outreach campaigns to apartment complexes with 760 units, only 8% of building's tenants elected to receive a free HED in their homes as part of the field study. Second, the HED used, a leading market model, had a spectrum of problems, including gateway miscommunications, failure to post to a data-hosting third party, and display malfunctions. In light of these challenges, we are pursuing a modified study investigating the energy savings of a web portal versus alert-based energy feedback instead of a physical HED.

  1. Household energy use in urban Venezuela: Implications from surveys in Maracaibo, Valencia, Merida, and Barcelona-Puerto La Cruz

    SciTech Connect (OSTI)

    Figueroa, M.J.; Sathaye, J.

    1993-08-01

This report identifies the most important results of a comparative analysis of household commercial energy use in Venezuelan urban cities. The use of modern fuels is widespread among all cities. Cooking consumes the largest share of urban household energy use. The survey documents no use of biomass and a negligible use of kerosene for cooking. LPG, natural gas, and kerosene are the main fuels available. LPG is the fuel choice of low-income households in all cities except Maracaibo, where 40% of all households use natural gas. Electricity consumption in Venezuela`s urban households is remarkably high compared with the levels used in households in comparable Latin American countries and in households of industrialized nations which confront harsher climatic conditions and, therefore, use electricity for water and space heating. The penetration of appliances in Venezuela`s urban households is very high. The appliances available on the market are inefficient, and there are inefficient patterns of energy use among the population. Climate conditions and the urban built form all play important roles in determining the high level of energy consumption in Venezuelan urban households. It is important to acknowledge the opportunities for introducing energy efficiency and conservation in Venezuela`s residential sector, particularly given current economic and financial constraints, which may hamper the future provision of energy services.

    2006-05-01

The goal of this project was to define, test, and prototype a replicable business model for consumer-owned cooperatives. The result is a replicable consumer-owned cooperative business model for the generation, interconnection, and distribution of renewable energy that incorporates energy conservation and efficiency improvements.

  3. Modeling and simulation of consumer response to dynamic pricing.

    2012-08-01

Assessing the impacts of dynamic-pricing under the smart grid concept is becoming extremely important for deciding its full deployment. In this paper, we develop a model that represents the response of consumers to dynamic pricing. In the model, consumers use forecasted day-ahead prices to shift daily energy consumption from hours when the price is expected to be high to hours when the price is expected to be low while maintaining the total energy consumption as unchanged. We integrate the consumer response model into the Electricity Market Complex Adaptive System (EMCAS). EMCAS is an agent-based model that simulates restructured electricity markets. We explore the impacts of dynamic-pricing on price spikes, peak demand, consumer energy bills, power supplier profits, and congestion costs. A simulation of an 11-node test network that includes eight generation companies and five aggregated consumers is performed for a period of 1 month. In addition, we simulate the Korean power system.

Stein, Benedikt; Devaux, Eloïse; Genet, Cyriaque Ebbesen, Thomas W.

    2014-06-23

We demonstrate experimentally how the local anisotropy of the dispersion relation of surface plasmon modes propagating over periodic metal gratings can lead to an enhancement of the figure of merit of refractive index sensors. Exploiting the possibility to acquire defocused images of the Fourier space of a highly stable leakage radiation microscope, we report a twofold increase in sensing sensitivity close to the band gap of a one-dimensional plasmonic crystal where the anisotropy of the band structure is the most important. A practical sensing resolution of O(10{sup −6}) refractive index units is demonstrated.

  8. What are hot and what are not in an urban landscape: quantifying and explaining the land surface temperature pattern in Beijing, China

Understanding how landscape components affect the urban heat islands is crucial for urban ecological planning and sustainable development. The purpose of this research was to quantify the spatial pattern of land surface temperatures (LSTs) and associated heat fluxes in relation to land-cover types in Beijing, China, using portable infrared thermometers, thermal infrared imagers, and the moderate resolution imaging spectroradiometer. The spatial differences and the relationships between LSTs and the hierarchical landscape structure were analyzed with in situ observations of surface radiation and heat fluxes. Large LST differences were found among various land-use/land-cover types, urban structures, and building materials. Within the urban area, the mean LST of urban impervious surfaces was about 6–12°C higher than that of the urban green space. LSTs of built-up areas were on average 3–6°C higher than LSTs of rural areas. The observations for surface radiation and heat fluxes indicated that the differences were caused by different fractions of sensible heat or latent heat flux in net radiation. LSTs decreased with increasing elevation and normalized difference vegetation index. Variations in building materials and urban structure significantly influenced the spatial pattern of LSTs in urban areas. By contrast, elevation and vegetation cover are the major determinants of the LST pattern in rural areas. In summary, to alleviate urban heat island intensity, urban planners and policy makers should pay special attention to the selection of appropriate building materials, the reasonable arrangement of urban structures, and the rational design of landscape components.

    1993-01-01

Rainfall runoff becomes contaminated as it passes over urban land. Billions of gallons of water can be recovered for beneficial uses if urban stormwater is properly controlled and treated. The Storm and Combined Sewer Program of the United States Environmental Protection Agency Office of Research and Development has continuously supported the development and demonstration of stormwater control systems and treatment processes. Water quality of the treated storm runoff can meet the required standards for subpotable usage. Current urban stormwater control and treatment technology are discussed, leading to the feasibility of urban stormwater reuse for various purposes in industry, irrigation and recreation. A hypothetical case study illustrating the cost effectiveness of reclaiming urban stormwater for complete industrial supply is presented.

Sent: Thursday, June 12, 2014 11:44 AM To: Wayland, Karen Subject: Re: Save the Date: June 19 QER meeting on Water-Energy Nexus Thank you, Karen. Our participation in the Providence hearing was a very positive and useful experience. IECG will be unable to attend the San Francisco hearing for obvious reasons, though it is always a temptation. IECG appreciates the effort going into and the significance of the Review and will continue to observe and comment as appropriate. We have become increasingly concerned recently about whether the Federal Power Act and related statutes provide adequate authority for the federal government and related energy institutions ( NERC) to take the actions necessary to ensure the supply of energy to America on a reliable and low cost basis. The decision of the D.C. Circuit Court of Appeals invalidating FERC's Order 750 and the consequent challenges to Order 1000 on the same basis exemplify this difficulty. The states are generally without adequate powers and legal authority as well, save for several large states. The RTOs are an ongoing answer from FERC, but they also are limited by the Federal Power Act. We urge attention to this important issue. Thank you again for your New England hearings and for your excellent work. Tony Buxton Counsel to Industrial Energy Consumer Group. 17. Evolution of the spectral index after inflation

    SciTech Connect (OSTI)

    Asgari, A.A.; Abbassi, A.H. E-mail: ahabbasi@modares.ac.ir

    2014-09-01

In this article we investigate the time evolution of the adiabatic (curvature) and isocurvature (entropy) spectral indices after inflation era for all cosmological scales with two different initial conditions. For this purpose, we first extract an explicit equation for the time evolution of the comoving curvature perturbation (which may be known as the generalized Mukhanov-Sasaki equation). It would be cleared that the evolution of adiabatic spectral index severely depends on the initial conditions moreover, as expected it is constant only for the super-Hubble scales and adiabatic initial conditions. Additionally, the adiabatic spectral index after recombination approaches a constant value for the isocurvature perturbations. Finally, we re-investigate the Sachs-Wolfe effect and show that the fudge factor  1/3 in the adiabatic ordinary Sachs-Wolfe formula must be replaced by 0.4.

  18. Hazard index for underground toxic material

    SciTech Connect (OSTI)

    Smith, C.F.; Cohen, J.J.; McKone, T.E.

    1980-06-01

To adequately define the problem of waste management, quantitative measures of hazard must be used. This study reviews past work in the area of hazard indices and proposes a geotoxicity hazard index for use in characterizing the hazard of toxic material buried underground. Factors included in this index are: an intrinsic toxicity factor, formulated as the volume of water required for dilution to public drinking-water levels; a persistence factor to characterize the longevity of the material, ranging from unity for stable materials to smaller values for shorter-lived materials; an availability factor that relates the transport potential for the particular material to a reference value for its naturally occurring analog; and a correction factor to accommodate the buildup of decay progeny, resulting in increased toxicity.

  6. Transportation Energy Futures Series. Non-Cost Barriers to Consumer Adoption of New Light-Duty Vehicle Technologies

    SciTech Connect (OSTI)

    Stephens, Thomas

    2013-03-01

Consumer preferences are key to the adoption of new vehicle technologies. Barriers to consumer adoption include price and other obstacles, such as limited driving range and charging infrastructure; unfamiliarity with the technology and uncertainty about direct benefits; limited makes and models with the technology; reputation or perception of the technology; standardization issues; and regulations. For each of these non-cost barriers, this report estimates an effective cost and summarizes underlying influences on consumer preferences, approximate magnitude and relative severity, and assesses potential actions, based on a comprehensive literature review. While the report concludes that non-cost barriers are significant, effective cost and potential market share are very uncertain. Policies and programs including opportunities for drivers to test drive advanced vehicles, general public outreach and information programs, incentives for providing charging and fueling infrastructure, and development of technology standards were examined for their ability to address barriers, but little quantitative data exists on the effectiveness of these measures. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation. View all reports on the TEF Web page, http://www.eere.energy.gov/analysis/transportationenergyfutures/index.html.

    2013-07-01

This paper describes the efficiency of radioactive decontamination activities of the urban landscape in the town of Pripyat, Ukraine. Different methods of treatment for various urban infrastructure and different radioactive contaminants are assessed. Long term changes in the radiation condition of decontaminated urban landscapes are evaluated: 1. Decontamination of the urban system requires the simultaneous application of multiple methods including mechanical, chemical, and biological. 2. If a large area has been contaminated, decontamination of local areas of a temporary nature. Over time, there is a repeated contamination of these sites due to wind transport from neighboring areas. 3. Involvement of earth-moving equipment and removal of top soil by industrial method achieves 20-fold reduction in the level of contamination by radioactive substances, but it leads to large amounts of waste (up to 1500 tons per hectare), and leads to the re-contamination of treated areas due to scatter when loading, transport pollutants on the wheels of vehicles, etc.. 10. Analyzing the Sensitivity of Hydrogen Vehicle Sales to Consumers' Preferences

    SciTech Connect (OSTI)

Greene, David L; Lin, Zhenhong; Dong, Jing

    2013-01-01

The success of hydrogen vehicles will depend on consumer behavior as well as technology, energy prices and public policy. This study examines the sensitivity of the future market shares of hydrogen-powered vehicles to alternative assumptions about consumers preferences. The Market Acceptance of Advanced Automotive Technologies model was used to project future market shares. The model has 1,458 market segments, differentiated by travel behavior, geography, and tolerance to risk, among other factors, and it estimates market shares for twenty advanced power-train technologies. The market potential of hydrogen vehicles is most sensitive to the improvement of drive train technology, especially cost reduction. The long-run market success of hydrogen vehicles is less sensitive to the price elasticity of vehicle choice, how consumers evaluate future fuel costs, the importance of fuel availability and limited driving range.
